    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    Passage of the Nuclear Waste Policy Act in 1982, and subsequent 1987 amendments, allowed Congress to establish the plan to manage the nation`s spent nuclear fuel and other high-level radioactive waste. The principal elements in the waste management system include waste acceptance, storage, disposal, and transportation. Interim storage of spent fuel is proposed to be in a Monitored Retrievable Storage facility. The Department has been relying on a voluntary siting processes for the temporary storage of spent fuel. A potential repository site is located at Yucca Mountain, Nevada. Site characterizations are currently being conducted. Underground construction has started for the Exploratory Studies Facility; surface based activities, including drilling and trenching, are currently under way to acquire additional data. The United States is involved in cooperative studies with other countries. Most of these studies emphasize assessment of long-term performance. By participating in international activities, the United States has been involved in transfer of technological developments and information exchange. There are currently over 400 nuclear power reactors operating in 25 countries. Most countries producing electricity with nuclear power plan to dispose of the spent fuel within their own countries. This paper will provide the status of the US program in the storage and disposal of its nuclear waste.

  11. Municipal solid waste generation in municipalities: Quantifying impacts of household structure, commercial waste and domestic fuel

    Waste management planning requires reliable data concerning waste generation, influencing factors on waste generation and forecasts of waste quantities based on facts. This paper aims at identifying and quantifying differences between different municipalities' municipal solid waste (MSW) collection quantities based on data from waste management and on socio-economic indicators. A large set of 116 indicators from 542 municipalities in the Province of Styria was investigated. The resulting regression model included municipal tax revenue per capita, household size and the percentage of buildings with solid fuel heating systems. The model explains 74.3% of the MSW variation and the model assumptions are met. Other factors such as tourism, home composting or age distribution of the population did not significantly improve the model. According to the model, 21% of MSW collected in Styria was commercial waste and 18% of the generated MSW was burned in domestic heating systems. While the percentage of commercial waste is consistent with literature data, practically no literature data are available for the quantity of MSW burned, which seems to be overestimated by the model. The resulting regression model was used as basis for a waste prognosis model (Beigl and Lebersorger, in preparation).

    This volume of the Nonproliferation Alternative Systems Assessment Program (NASAP) report provides time and cost estimates for positioning new nuclear power systems for commercial deployment. The assessment also estimates the rates at which the new systems might penetrate the domestic market, assuming the continuing viability of the massive light-water reactor network that now exists worldwide. This assessment does not recommend specific, detailed program plans and budgets for individual systems; however, it is clear from this analysis that any of the systems investigated could be deployed if dictated by national interest.

    For the past two years, the United States National Nuclear Security Administration, Office of International Regimes and Agreements (NA-243), has sponsored the Safeguards-by-Design Project, through which it is hoped new nuclear facilities will be designed and constructed worldwide more amenable to nuclear safeguards. In the course of this project it was recognized that commercial designer/builders of nuclear facilities are not always aware of, or understand, the relevant domestic and international safeguards requirements, especially the latter as implemented by the International Atomic Energy Agency (IAEA). To help commercial designer/builders better understand these requirements, a report was prepared by the Safeguards-by-Design Project Team that articulated and interpreted the international nuclear safeguards requirements for the initial case of uranium enrichment plants. The following paper summarizes the subject report, the specific requirements, where they originate, and the implications for design and construction. It also briefly summarizes the established best design and operating practices that designer/builder/operators have implemented for currently meeting these requirements. In preparing the subject report, it is recognized that the best practices are continually evolving as the designer/builder/operators and IAEA consider even more effective and efficient means for meeting the safeguards requirements and objectives.

    Japan is emerging as a major leader and exporter of nuclear power technology. In the 1990s, Japan has the largest and strongest nuclear power supply industry worldwide as a result of the largest domestic nuclear power plant construction program. The Japanese nuclear power supply industry has moved from dependence on foreign technology to developing, design, building, and operating its own power plants. This report describes the Japanese nuclear power supply industry and examines one supplier--the Mitsubishi group--to develop an understanding of the supply industry and its relationship to the utilities, government, and other organizations.

  19. Audit Report on "The Department's Management of Nuclear Materials Provided to Domestic Licensees"

    The objective if to determine whether the Department of Energy (Department) was adequately managing its nuclear materials provided to domestic licensees. The audit was performed from February 2007 to September 2008 at Department Headquarters in Washington, DC, and Germantown, MD; the Oak Ridge Office and the Oak Ridge National Laboratory in Oak Ridge, TN. In addition, we visited or obtained data from 40 different non-Departmental facilities in various states. To accomplish the audit objective, we: (1) Reviewed Departmental and Nuclear Regulatory Commission (NRC) requirements for the control and accountability of nuclear materials; (2) Analyzed a Nuclear Materials Management and Safeguards System (NMMSS) report with ending inventory balances for Department-owned nuclear materials dated September 30, 2007, to determine the amount and types of nuclear materials located at non-Department domestic facilities; (3) Held discussions with Department and NRC personnel that used NMMSS information to determine their roles and responsibilities related to the control and accountability over nuclear materials; (4) Selected a judgmental sample of 40 non-Department domestic facilities; (5) Met with licensee officials and sent confirmations to determine whether their actual inventories of Department-owned nuclear materials were consistent with inventories reported in the NMMSS; and, (6) Analyzed historical information related to the 2004 NMMSS inventory rebaselining initiative to determine the quantity of Department-owned nuclear materials that were written off from the domestic licensees inventory balances. This performance audit was conducted in accordance with generally accepted Government auditing standards. Those standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions based on our audit objective.   2. SOURCE OF BURNUP VALUES FOR COMMERCIAL SPENT NUCLEAR FUEL ASSEMBLIES

    Waste packages are loaded with commercial spent nuclear fuel (SNF) that satisfies the minimum burnup requirements of a criticality loading curve. The burnup value assigned by the originating nuclear utility to each SNF assembly (assigned burnup) is used to load waste packages in compliance with a criticality loading curve. The burnup provided by a nuclear utility has uncertainties, so conservative calculation methods are used to characterize those uncertainties for incorporation into the criticality loading curves. Procedural safety controls ensure that the correct assembly is loaded into each waste package to prevent a misload that could create a condition affecting the safety margins. Probabilistic analyses show that procedural safety controls can minimize the chance of a misload but can not completely eliminate the possibility. Physical measurements of burnup with instrumentation in the surface facility are not necessary due to the conservative calculation methods used to produce the criticality loading curves. The reactor records assigned burnup of a commercial SNF assembly contains about two percent uncertainty, which is increased to five-percent to ensure conservatism. This five-percent uncertainty is accommodated by adjusting the criticality loading curve. Also, the record keeping methods of nuclear utilities are not uniform and the level of detail required by the NRC has varied over the last several decades. Thus, some SNF assemblies may have assigned burnups that are averages for a batch of assemblies with similar characteristics. Utilities typically have access to more detailed core-follow records that allow the batch average burnup to be changed to an assembly specific burnup. Alternatively, an additional safety margin is incorporated into the criticality loading curve to accommodate SNF assemblies with batch average burnups or greater uncertainties due to the methodology used by the nuclear utility.     This analysis identifies the economic impacts associated with OTEC development and quantifies them at the national, regional, and industry levels. It focuses on the effects on the United States' economy of the domestic development and utilization of twenty-five and fifty 400 MWe OTEC power plants by the year 2000. The methodology employed was characteristic of economic impact analysis. After conducting a literature review, a likely future OTEC scenario was developed on the basis of technological, siting, and materials requirements parameters. These parameters were used to identify the industries affected by OTEC development; an economic profile was constructed for each of these industries. These profiles established an industrial baseline from which the direct, indirect, and induced economic impacts of OTEC implementation could be estimated. Each stage of this analysis is summarized; and the economic impacts are addressed. The methodology employed in estimating the impacts is described.

    A review is made of the state of the art of volume reduction techniques for low level liquid and solid radioactive wastes produced as a result of: (1) operation of commercial nuclear power plants, (2) storage of spent fuel in away-from-reactor facilities, and (3) decontamination/decommissioning of commercial nuclear power plants. The types of wastes and their chemical, physical, and radiological characteristics are identified. Methods used by industry for processing radioactive wastes are reviewed and compared to the new techniques for processing and reducing the volume of radioactive wastes. A detailed system description and report on operating experiences follow for each of the new volume reduction techniques. In addition, descriptions of volume reduction methods presently under development are provided. The Appendix records data collected during site surveys of vendor facilities and operating power plants. A Bibliography is provided for each of the various volume reduction techniques discussed in the report.

    The report emphasizes smooth transition from paper-based procedure systems (PBPSs) to computer-based procedure systems (CBPSs) for the existing commercial nuclear power plants in the U.S. The expected advantages and of the transition are mentioned including continued, safe and efficient operation of the plants under their recently acquired or desired extended licenses. The report proposes a three-stage survey to aid in developing a national strategic plan for the transition from PBPSs to CBPSs. It also includes a comprehensive questionnaire that can be readily used for the first stage of the suggested survey.

  11. Range of Applicability and Bias Determination for Postclosure Criticality of Commercial Spent Nuclear Fuel

    The purpose of this calculation report, Range of Applicability and Bias Determination for Postclosure Criticality of Commercial Spent Nuclear Fuel, is to validate the computational method used to perform postclosure criticality calculations. The validation process applies the criticality analysis methodology approach documented in Section 3.5 of the Disposal Criticality Analysis Methodology Topical Report. The application systems for this validation consist of waste packages containing transport, aging, and disposal canisters (TAD) loaded with commercial spent nuclear fuel (CSNF) of varying assembly types, initial enrichments, and burnup values that are expected from the waste stream and of varying degree of internal component degradation that may occur over the 10,000-year regulatory time period. The criticality computational tool being evaluated is the general-purpose Monte Carlo N-Particle (MCNP) transport code. The nuclear cross-section data distributed with MCNP 5.1.40 and used to model the various physical processes are based primarily on the Evaluated Nuclear Data File/B Version VI (ENDF/B-VI) library. Criticality calculation bias and bias uncertainty and lower bound tolerance limit (LBTL) functions for CSNF waste packages are determined based on the guidance in ANSI/ANS 8.1-1998 (Ref. 4) and ANSI/ANS 8.17-2004 (Ref. 5), as described in Section 3.5.3 of Ref. 1. The development of this report is consistent with Test Plan for: Range of Applicability and Bias Determination for Postclosure Criticality. This calculation report has been developed in support of licensing activities for the proposed repository at Yucca Mountain, Nevada, and the results of the calculation may be used in the criticality evaluation for CSNF waste packages based on a conceptual TAD canister.

  12. Composition of high fission product wastes resulting from future reprocessing of commercial nuclear fuels

    Pacific Northwest Laboratory studies, aimed at defining appropriate glass compositions for future disposal of high-level wastes, have developed composition ranges for the waste that will likely result during reprocessing of Light Water Reactor (LWR) and Liquid Metal Reactor (LMR) fuels. The purpose of these studies was to provide baseline waste characterizations for possible future commercial high-level waste so that waste immobilization technologies (e.g., vitrification) can be studied. Ranges in waste composition are emphasized because the waste will vary with time as different fuels are reprocesses, because choice of process chemicals is nuclear, and because fuel burnups will vary. Consequently, composition ranges are based on trends in fuel reprocessing procedures and on achievable burnups in operating reactors. In addition to the fission product and actinide elements, which are the primary hazardous materials in the waste, likely composition ranges are given for inert elements that may be present in the waste. These other elements may be present because of being present in the fuel, because of being added as process chemical during reprocessing, because of being added during equipment decontamination, or because of corrosion of plant equipment and/or fuel element cladding. This report includes a discussion of the chemicals added in variation of the PUREX process, which is likely to remain the favored reprocessing technique for commercial nuclear fuels. Consideration is also given to a pyrochemical process proposed for the reprocessing of some LMR fuels.

    The Endangered Species Act (ESA) of 1973 requires that federal agencies ensure that any action authorized, funded, or carried out under their jurisdiction is not likely to jeopardize the continued existence of any threatened or endangered (T&E) species or result in the destruction or adverse modification of critical habitats for such species. The issuance and maintenance of a federal license, such as a construction permit or operating license issued by the U.S. Nuclear Regulatory Commission (NRC) for a commercial nuclear power generating facility is a federal action under the jurisdiction of a federal agency, and is therefore subject to the provisions of the ESA. The Office of Nuclear Reactor Regulation (NRR) staff have performed appropriate assessments of potential impacts to threatened or endangered species, and consulted with appropriate agencies with regard to protection of such species in authorizing the construction, operation, and relicensing of nuclear power generating facilities. However, the assessments and consultations concerning many facilities were performed during the 1970's or early 1980's, and have not been re-evaluated in detail or updated since those initial evaluations. A review of potential Endangered Species Act issues at licensed nuclear power facilities was completed in 1997. In that review 484 different ESA-listed species were identified as potentially occurring near one or more of the 75 facility sites that were examined. An update of the previous T&E species evaluation at this time is desired because, during the intervening 6 years: nearly 200 species have been added to the ESA list, critical habitats have been designated for many of the listed species, and significantly more information is available online, allowing for more efficient high-level evaluations of potential species presence near sites and the potential operation impacts. A species (or other distinct taxonomic unit such as subspecies, variety, and for vertebrates, distinct population units) may be classified for protection as `endangered` when it is in danger of extinction within the foreseeable future throughout all or a significant portion of its range. A `threatened` classification is provided to those animals and plants likely to become endangered within the foreseeable future throughout all or a significant portion of their ranges. As of February 1997, there were about 1067 species listed under the ESA in the United States.     This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission’s (NRC) Radiation Exposure Information and Reporting System (REIRS). The bulk of the information contained in the report was compiled from the 2010 annual reports submitted by five of the seven categories of NRC licensees subject to the reporting requirements of 10 CFR 20.2206. Because there are no geologic repositories for high-level waste currently licensed and no NRC-licensed low-level waste disposal facilities currently in operation, only five categories will be considered in this report. The annual reports submitted by these licensees consist of radiation exposure records for each monitored individual. These records are analyzed for trends and presented in this report in terms of collective dose and the distribution of dose among the monitored individuals. Annual reports for 2010 were received from a total of 190 NRC licensees. The summation of reports submitted by the 190 licensees indicated that 192,424 individuals were monitored, 81,961 of whom received a measurable dose. When adjusted for transient workers who worked at more than one licensee during the year, there were actually 142,471 monitored individuals and 62,782 who received a measurable dose. The collective dose incurred by these individuals was 10,617 person-rem, which represents a 12% decrease from the 2009 value. This decrease was primarily due to the decrease in collective dose at commercial nuclear power reactors, as well as a decrease in the collective dose for most of the other categories of NRC licensees. The number of individuals receiving a measurable dose also decreased, resulting in an average measurable dose of 0.13 rem for 2010. The average measurable dose is defined as the total effective dose equivalent (TEDE) divided by the number of individuals receiving a measurable dose.     This report is the second in a series of guidelines on international safeguards requirements and practices, prepared expressly for the designers of nuclear facilities. The first document in this series is the description of generic international nuclear safeguards requirements pertaining to all types of facilities. These requirements should be understood and considered at the earliest stages of facility design as part of a new process called “Safeguards-by-Design.” This will help eliminate the costly retrofit of facilities that has occurred in the past to accommodate nuclear safeguards verification activities. The following summarizes the requirements for international nuclear safeguards implementation at enrichment plants, prepared under the Safeguards by Design project, and funded by the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA), Office of NA-243. The purpose of this is to provide designers of nuclear facilities around the world with a simplified set of design requirements and the most common practices for meeting them. The foundation for these requirements is the international safeguards agreement between the country and the International Atomic Energy Agency (IAEA), pursuant to the Treaty on the Non-proliferation of Nuclear Weapons (NPT). Relevant safeguards requirements are also cited from the Safeguards Criteria for inspecting enrichment plants, found in the IAEA Safeguards Manual, Part SMC-8. IAEA definitions and terms are based on the IAEA Safeguards Glossary, published in 2002. The most current specification for safeguards measurement accuracy is found in the IAEA document STR-327, “International Target Values 2000 for Measurement Uncertainties in Safeguarding Nuclear Materials,” published in 2001.     Annular centrifugal contactors are being evaluated for process scale solvent extraction operations in support of United State Advanced Fuel Cycle Initiative goals. These contactors have the potential for high stage efficiency if properly employed and optimized for the application. Commercially available centrifugal contactors are being tested at the Idaho National Laboratory to support this program. Hydraulic performance and mass transfer efficiency have been measured for portions of an advanced nuclear fuel cycle using 5-cm diameter annular centrifugal contactors. Advanced features, including low mix sleeves and clean-in-place rotors, have also been evaluated in 5-cm and 12.5-cm contactors.

    Continued operation of nuclear power plants for periods that extend beyond their original 40-year license period is a desirable option for many U.S. utilities. U.S. Nuclear Regulatory Commission (NRC) approval of operating license renewals is necessary before continued operation becomes a reality. Effective aging management for plant components is important to reliability and safety, regardless of current plant age or extended life expectations. However, the NRC requires that aging evaluations be performed and the effectiveness of aging management programs be demonstrated for components considered within the scope of license renewal before granting approval for operation beyond 40 years. Both the NRC and the utility want assurance that plant components will be highly reliable during both the current license term and throughout the extended operating period. In addition, effective aging management must be demonstrated to support Maintenance Rule (10 CFR 50.65) activities.

    We completed a novel assessment to determine the unquantified and uncredited safety margins (i.e., the difference between the licensing basis and as-loaded calculations) available in as-loaded spent nuclear fuel (SNF) casks. This assessment was performed as part of a broader effort to assess issues and uncertainties related to the continued safety of casks during extended storage and transportability following extended storage periods. Detailed analyses crediting the actual as-loaded cask inventory were performed for each of the casks at three decommissioned pressurized water reactor (PWR) sites to determine their characteristics relative to regulatory safety criteria for criticality, thermal, and shielding performance.more » These detailed analyses were performed in an automated fashion by employing a comprehensive and integrated data and analysis tool—Used Nuclear Fuel-Storage, Transportation & Disposal Analysis Resource and Data System (UNF-ST&DARDS). Calculated uncredited criticality margins from 0.07 to almost 0.30 Δkeff were observed; calculated decay heat margins ranged from 4 to almost 22 kW (as of 2014); and significant uncredited transportation dose rate margins were also observed. The results demonstrate that, at least for the casks analyzed here, significant uncredited safety margins are available that could potentially be used to compensate for SNF assembly and canister structural performance related uncertainties associated with long-term storage and subsequent transportation. The results also suggest that these inherent margins associated with how casks are loaded could support future changes in cask licensing to directly or indirectly credit the margins. Work continues to quantify the uncredited safety margins in the SNF casks loaded at other nuclear reactor sites.« less

  8. An Overview of Nuclear vs. Non-Nuclear Design Code Requirements for a Candidate Steam Supply System for Commercial Applications

    The objective is to identify (mostly for industrial end-users) the difference between a Section III nuclear steam generator (classified as Structures, Systems and Components (SSC)) and a Section VIII steam generator in the same general conditions, but used in a conventional application. Specifically, applicable temperature and pressure ranges and a more quantitative description of how materials change, design margins change and required design rigor changes are of interest. This overview focuses on the steam generator pressure boundary but the downstream piping will also be considered. Within the designations of Section III and Section VIII there are subcategories with their specific regions of applicability. Each of these subcategories has evolved their own unique features with respect to design rules and their implementation. A general overview of the various design codes will be provided in sufficient detail to illustrate the major differences; however, a detailed discussion of the various design requirements and their implementation is beyond the scope of this discussion. References (1) and (2) are sources of more detailed information. Also, example wall sizing calculations will be provided to illustrate the application of the relevant design codes under the candidate design conditions. The candidate steam supply Design Conditions are 600C (1112F) and 24MPa (3,480psi). The Operating Conditions or Service Levels will be somewhat lower and the difference shows up in some of the various design methodologies employed.

    The purpose of this paper is to present an initial analysis of the maximum amount of commercial spent nuclear fuel (CSNF) that could be emplaced into a geological repository at Yucca Mountain. This analysis identifies and uses programmatic, material, and geological constraints and factors that affect this estimation of maximum amount of CSNF for disposal. The conclusion of this initial analysis is that the current legislative limit on Yucca Mountain disposal capacity, 63,000 MTHM of CSNF, is a small fraction of the available physical capacity of the Yucca Mountain system assuming the current high-temperature operating mode (HTOM) design. EPRI is confident that at least four times the legislative limit for CSNF ({approx}260,000 MTHM) can be emplaced in the Yucca Mountain system. It is possible that with additional site characterization, upwards of nine times the legislative limit ({approx}570,000 MTHM) could be emplaced. (authors)

    The U.S. Department of Energy (DOE) is preparing a proposal to construct, operate 2nd monitor, and eventually close a repository at Yucca Mountain in Nye County, Nevada, for the geologic disposal of spent nuclear fuel (SNF) and high-level radioactive waste (HLW). As part of this effort, DOE has prepared a viability assessment and an assessment of potential consequences that may exist if the repository is not constructed. The assessment of potential consequences if the repository is not constructed assumes that all SNF and HLW would be left at the generator sites. These include 72 commercial generator sites (three commercial facility pairs--Salem and Hope Creek, Fitzpatrick and Nine Mile Point, and Dresden and Morris--would share common storage due to their close proximity to each other) and five DOE sites across the country. DOE analyzed the environmental consequences of the effects of the continued storage of these materials at these sites in a report titled Continued Storage Analysis Report (CSAR; Reference 1 ) . The CSAR analysis includes a discussion of the degradation of these materials when exposed to the environment. This document describes the environmental parameters that influence the degradation analyzed in the CSAR. These include temperature, relative humidity, precipitation chemistry (pH and chemical composition), annual precipitation rates, annual number of rain-days, and annual freeze/thaw cycles. The document also tabulates weather conditions for each storage site, evaluates the degradation of concrete storage modules and vaults in different regions of the country, and provides a thermal analysis of commercial SNF in storage.

    In this document, the Nuclear Waste Treatment Program (NWTP) proposes an approach for demonstrating compliance with acceptance specifications. The proposed approach relies first on developing models of the process (vitrification) and product (waste form) to relate measurable process variables to the product quality, and then on using process control and sampling of melter feed input as the quality control method. Coordinated test programs, using pilot-scale nonradioactive and radioactive tests, will be used to establish these models at the confidence level needed to assure compliance to waste acceptance specifications. The test programs are broadly focused to encompass the range of anticipated future wastes, but the results should also be equally applicable to current wastes as well. Demonstration of waste form compliance by some other method would likely require extensive product testing, including glass sampling during production and routine destructive examination of canisters. The process and product modeling approach eliminates the need for this type of testing and should result in a very high level of statistical confidence that the individual waste forms are acceptable for disposal.

Annual reports for 1996 were received from a total of 300 NRC licensees, of which 109 were operators of nuclear power reactors in commercial operation. Compilations of the reports submitted by the 300 licensees indicated that 138,310 individuals were monitored, 75,139 of whom received a measurable dose. The collective dose incurred by these individuals was 21,755 person-cSv (person-rem){sup 2} which represents a 13% decrease from the 1995 value. The number of workers receiving a measurable dose also decreased, resulting in the average measurable dose of 0.29 cSv (rem) for 1996. The average measurable dose is defined to be the total collective dose (TEDE) divided by the number of workers receiving a measurable dose. These figures have been adjusted to account for transient reactor workers. Analyses of transient worker data indicate that 22,348 individuals completed work assignments at two or more licensees during the monitoring year. The dose distributions are adjusted each year to account for the duplicate reporting of transient workers by multiple licensees. In 1996, the average measurable dose calculated from reported was 0.24 cSv (rem). The corrected dose distribution resulted in an average measurable dose of 0.29 cSv (rem).

Annual reports for 1994 were received from a total of 303 NRC licensees, of which 109 were operators of nuclear power reactors in commercial operation. Compilations of the reports submitted by the 303 licensees indicated that 152,028 individuals were monitored, 79,780 of whom received a measurable dose. The collective dose incurred by these individuals was 24,740 person-cSv (person-rem){sup 2} which represents a 15% decrease from the 1993 value. The number of workers receiving a measurable dose also decreased, resulting in the average measurable dose of 0.31 cSv (rem) for 1994. The average measurable dose is defined to be the total collective dose (TEDE) divided by the number of workers receiving a measurable dose. These figures have been adjusted to account for transient reactor workers. In 1994, the annual collective dose per reactor for light water reactor licensees (LWRs) was 198 person-cSv (person-rem). This represents a 18% decrease from the 1993 value of 242 person-cSv (person-rem). The annual collective dose per reactor for boiling water reactors (BWRs) was 327 person-cSv (person-rem) and, for pressurized water reactors (PWRs), it was 131 person-cSv (person-rem). Analyses of transient worker data indicate that 18,178 individuals completed work assignments at two or more licensees during the monitoring year. The dose distributions are adjusted each year to account for the duplicate reporting of transient workers by multiple licensees. In 1994, the average measurable dose calculated from reported data was 0.28 cSv (rem). The corrected dose distribution resulted in an average measurable dose of 0.31 cSv (rem).

    This paper summarizes the unique sampling methods that were utilized in a recently completed project sponsored by the Electric Power Research Institute (EPRI) to perform accurate and precise radiological characterizations of several very-low-level radwaste materials from commercial nuclear power stations. The waste types characterized during this project included dry active waste (DAW), oil, secondary-side ion exchange resin, and soil. Special precautions were taken to insure representative sampling of the DAW. This involved the initial direct, quantitative gamma spectrometric analyses of bulk quantities (208-liter drums) of DAW utilizing a specially constructed barrel scanner employing a collimated intrinsic germanium detector assembly. Subsamples of the DAW for destructive radiochemical analyses of the difficult-to-measure 10CF61 radionuclides were then selected which had the same isotopic composition (to within {+-}25%) as that measured for the entire drum of DAW. The techniques for accomplishing this sampling are described. Oil samples were collected from the top, middle and bottom sections of 208-liter drums for radiochemical analyses. These samples were composited to represent the entire drum of oil. The accuracy of this type of sampling was evaluated by comparisons with direct, quantitative assays of a number of the drums using the barrel scanning gamma-ray spectrometer. The accuracy of sampling drums of spent secondary-side ion exchange resin was evaluated by comparing the radionuclide contents of grab samples taken from the tops of the drums with direct assays performed with the barrel scanner. The results of these sampling evaluations indicated that the sampling methods used were generally adequate for providing a reasonably representative subsample from bulk quantities of DAW, oil, and resin. The study also identified a number of potential pitfalls, in sampling of these materials.

    This report summarizes the occupational radiation exposure information that has been reported to the NRC`s Radiation Exposure Information Reporting System (REIRS) by nuclear power facilities and certain other categories of NRC licensees during the years 1969 through 1992. The bulk of the data presented in the report was obtained from annual radiation exposure reports submitted in accordance with the requirements of 10CFR20.407 and the technical specifications of nuclear power plants. Data on workers terminating their employment at certain NRC licensed facilities were obtained from reports submitted pursuant to 10CFR20.408. The 1992 annual reports submitted by about 364 licensees indicated that approximately 204,365 individuals were monitored, 183,927 of whom were monitored by nuclear power facilities. They incurred an average individual dose of 0.16 rem (cSv) and an average measurable dose of about 0.30 (cSv). Termination radiation exposure reports were analyzed to reveal that about 74,566 individuals completed their employment with one or more of the 364 covered licensees during 1992. Some 71,846 of these individuals terminated from power reactor facilities, and about 9,724 of them were considered to be transient workers who received an average dose of 0.50 rem (cSv).

Three chemical detectors were selected and tested both in laboratory settings and in field operations settings at Idaho National Laboratory. The instruments selected are: Thermo Scientific TruDefender FT (FTIR), Thermo Scientific FirstDefender RM (Raman), and Bruker Tracer III SD (XRF). Functional specifications, operability, and chemical detectability, selectivity, and limits of detection were determined. Results from the laboratory and field tests will be presented.     Sandia National Laboratories (SNL) participated in a Pilot Study to examine the process and requirements to create a software system to assess the extremely low probability of pipe rupture (xLPR) in nuclear power plants. This project was tasked to develop a prototype xLPR model leveraging existing fracture mechanics models and codes coupled with a commercial software framework to determine the framework, model, and architecture requirements appropriate for building a modular-based code. The xLPR pilot study was conducted to demonstrate the feasibility of the proposed developmental process and framework for a probabilistic code to address degradation mechanisms in piping system safety assessments. The pilot study includes a demonstration problem to assess the probability of rupture of DM pressurizer surge nozzle welds degraded by primary water stress-corrosion cracking (PWSCC). The pilot study was designed to define and develop the framework and model; then construct a prototype software system based on the proposed model. The second phase of the project will be a longer term program and code development effort focusing on the generic, primary piping integrity issues (xLPR code). The results and recommendations presented in this report will be used to help the U.S. Nuclear Regulatory Commission (NRC) define the requirements for the longer term program.

    This study presents the results of a comparison of a previous decommissioning cost study by Pacific Northwest Laboratory (PNL) and a recent decommissioning cost study of TLG Engineering, Inc., for the same commercial nuclear power reactor station. The purpose of this comparative analysis on the same plant is to determine the reasons why subsequent estimates for similar plants by others were significantly higher in cost and external occupational radiation exposure (ORE) than the PNL study. The primary purpose of the original study by PNL (NUREG/CR-0672) was to provide information on the available technology, the safety considerations, and the probable costs and ORE for the decommissioning of a large boiling water reactor (BWR) power station at the end of its operating life. This information was intended for use as background data and bases in the modification of existing regulations and in the development of new regulations pertaining to decommissioning activities. It was also intended for use by utilities in planning for the decommissioning of their nuclear power stations. The TLG study, initiated in 1987 and completed in 1989, was for the same plant, Washington Public Supply System's Unit 2 (WNP-2), that PNL used as its reference plant in its 1980 decommissioning study.     This analysis report presents the projected requirements for uranium concentrate and uranium enrichment services to fuel the nuclear power plants expected to be operating under three nuclear supply scenarios. Two of these scenarios, the Lower Reference and Upper Reference cases, apply to the United States, Canada, Europe, the Far East, and other countries with free market economies (FME countries). A No New Orders scenario is presented only for the United States. These nuclear supply scenarios are described in Commercial Nuclear Power 1990: Prospects for the United States and the World (DOE/EIA-0438(90)). This report contains an analysis of the sensitivities of the nuclear fuel cycle projections to different levels and types of projected nuclear capacity, different enrichment tails assays, higher and lower capacity factors, changes in nuclear fuel burnup levels, and other exogenous assumptions. The projections for the United States generally extend through the year 2020, and the FME projections, which include the United States, are provided through 2010. The report also presents annual projections of spent nuclear fuel discharges and inventories of spent fuel. Appendix D includes domestic spent fuel projections through the year 2030 for the Lower and Upper Reference cases and through 2040, the last year in which spent fuel is discharged, for the No New Orders case. This presentation will introduce the program management team, the universities supported by the program, the status of the program and focus on the return process of irradiated nuclear fuel for long term storage at DOE managed receipt facilities. It will include lessons learned from research reactor facilities that have successfully shipped spent fuel elements to DOE receipt facilities.

While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes. Water management planning and leak detection are also included as they are essential to a successful water management program.

    The nuclear industry, both in the commercial and the government sectors, has generated large quantities of material that span the spectrum of usefulness, from highly valuable ('assets') to worthless ('wastes'). In many cases, the decision parameters are clear. Transuranic waste and high level waste, for example, have no value, and is either in a final disposition path today, or - in the case of high level waste - awaiting a policy decision about final disposition. Other materials, though discardable, have intrinsic scientific or market value that may be hidden by the complexity, hazard, or cost of recovery. An informed decision process should acknowledge the asset value, or lack of value, of the complete inventory of materials, and the structure necessary to implement the range of possible options. It is important that informed decisions are made about the asset value for the variety of nuclear materials available. For example, there is a significant quantity of spent fuel available for recycle (an estimated $4 billion value in the Savannah River Site's (SRS) L area alone); in fact, SRS has already blended down more than 300 metric tons of uranium for commercial reactor use. Over 34 metric tons of surplus plutonium is also on a path to be used as commercial fuel. There are other radiological materials that are routinely handled at the site in large quantities that should be viewed as strategically important and / or commercially viable. In some cases, these materials are irreplaceable domestically, and failure to consider their recovery could jeopardize our technological leadership or national defense. The inventories of nuclear materials at SRS that have been characterized as 'waste' include isotopes of plutonium, uranium, americium, and helium. Although planning has been performed to establish the technical and regulatory bases for their discard and disposal, recovery of these materials is both economically attractive and in the national interest.     Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the

    The Nuclear Waste Policy Act requires the Secretary of Energy to inform Congress before 2010 on the need for a second geologic repository for spent nuclear fuel. By that time, the spent fuel discharged from current commercial reactors will exceed the statutory limit of the first repository (63,000 MTiHM commercial, 7,000 MT non-commercial). There are several approaches to eliminate the need for another repository in this century. This paper presents a high-level analysis of these spent fuel management options in the context of a full range of possible nuclear energy futures. The analysis indicates the best option to implement varies depending on the nuclear energy future selected. The first step in understanding the need for different spent fuel management approaches is to understand the size of potential spent fuel inventories. A full range of potential futures for domestic commercial nuclear energy is considered. These energy futures are as follows: 1. Existing License Completion - Based on existing spent fuel inventories plus extrapolation of future plant-by-plant discharges until the end of each operating license, including known license extensions. 2. Extended License Completion - Based on existing spent fuel inventories plus a plant-by-plant extrapolation of future discharges assuming on all operating plants having one 20-year extension. 3. Continuing Level Energy Generation - Based on extension of the current ~100 GWe installed commercial base and average spent fuel discharge of 2100 MT/yr through the year 2100. 4.     Safeguards by Design (SBD) is receiving significant interest with respect to international safeguards objectives. However, less attention has been focused on the equally important topic of domestic Safeguards and Security by Design (SSBD), which addresses requirements such as those of the Nuclear Regulatory Commission (NRC) in the United States. While international safeguards are concerned with detecting State diversion of nuclear material from peaceful to nuclear explosives purposes, domestic Material Protection, Control and Accounting measures (MPC&A) are focused on non-State theft and sabotage. The International Atomic Energy Agency (IAEA) has described the Safeguards by Design (SBD) concept as an approach in which 'international safeguards are fully integrated into the design process of a new nuclear facility from the initial planning through design, construction, operation, and decommissioning.' This same concept is equally applicable to SSBD for domestic requirements. The United States Department of Energy (DOE) has initiated a project through its Office of Nuclear Energy (NE) and more specifically its Fuel Cycle Research and Development (FCRD) program, to develop a domestic SSBD discipline and methodology in parallel with similar efforts sponsored by the DOE Next Generation Safeguards Initiative (NGSI) and the IAEA for international safeguards. This activity includes the participation of industry (through DOE-sponsored contracts) and DOE National Laboratories. This paper will identify the key domestic safeguards and security requirements (i.e. MC&A and physical protection) and explain how and why Safeguards and Security by Design (SSBD) is important and beneficial for the design of future US nuclear energy systems.

    The nuclear industry, both in the commercial and the government sectors, has generated large quantities of material that span the spectrum of usefulness, from highly valuable (“assets”) to worthless (“wastes”). In many cases, the decision parameters are clear. Transuranic waste and high level waste, for example, have no value, and is either in a final disposition path today, or – in the case of high level waste – awaiting a policy decision about final disposition. Other materials, though discardable, have intrinsic scientific or market value that may be hidden by the complexity, hazard, or cost of recovery. An informed decision process should acknowledge the asset value, or lack of value, of the complete inventory of materials, and the structure necessary to implement the range of possible options. It is important that informed decisions are made about the asset value for the variety of nuclear materials available. For example, there is a significant quantity of spent fuel available for recycle (an estimated $4 billion value in the Savannah River Site’s (SRS) L area alone); in fact, SRS has already blended down more than 300 metric tons of uranium for commercial reactor use. Over 34 metric tons of surplus plutonium is also on a path to be used as commercial fuel. There are other radiological materials that are routinely handled at the site in large quantities that should be viewed as strategically important and / or commercially viable. In some cases, these materials are irreplaceable domestically, and failure to consider their recovery could jeopardize our technological leadership or national defense. The inventories of nuclear materials at SRS that have been characterized as “waste” include isotopes of plutonium, uranium, americium, and helium. Although planning has been performed to establish the technical and regulatory bases for their discard and disposal, recovery of these materials is both economically attractive and in the national

    The ERC family of companies is anticipating market entry of their first commercial product, a 2.8-MW power plant, in the second quarter of 1999. The present Cooperative Agreement provides for: (1) Commercialization planning and organizational development, (2) Completion of the pre-commercial DFC technology development, (3) Systems and plant design, (4) Manufacturing processes` scale-up to full-sized stack components and assemblies, (5) Upgrades to ERC`s test facility for full-sized stack testing, (6) Sub-scale testing of a DFC Stack and BOP fueled with landfill gas. This paper discusses the first item, that of preparing for commercialization. ERC`s formal commercialization program began in 1990 with the selection of the 2-MW Direct Fuel Cell power plant by the American Public Power Association (APPA) for promotion to the over 2000 municipal utilities comprising APPA`s segment of the utility sector. Since that beginning, the APPA core group expanded to become the Fuel Cell Commercialization Group (FCCG) which includes representation from all markets - utilities and other power generation equipment buyers.

    This study analyzes the domestic political, economic, and bureaucratic factors that affect the nuclear policymaking process in Great Britain. Its major conclusion is that, although there have been changes in that process in recent years (notably the current involvement of a segment of the British public in the debate about the deployment of intermediate-range nuclear forces), future British nuclear policymaking will remain much what it has been in the past. Three ideas are central to understanding British thinking on the subject: (1) Britain's long-standing resolve to have her own national nuclear force is largely traceable to her desire to maintain first-rank standing among the nations of the world in spite of loss of empire. (2) Financial considerations have always been important--so much so that they have usually dominated issues of nuclear policy. (3) The executive branch of government dominates the nuclear policymaking process but does not always present a united front. The United States heavily influences British nuclear policy through having supplied Britain since the late 1950s with nuclear data and components of nuclear weapon systems such as Polaris and Trident. The relationship works both ways since the U.S. depends on Britain as a base for deployment of both conventional and nuclear systems.

    Brazil, because of domestic crude oil shortage, took an interest in oil shale between 1940 and 1950. Petrobras, created in 1954, included in its charter the responsibility to develop a modern oil shale industry. An outgrowth has been the Petrosix process incorporated in a commercial unit in the State of Parana that has operated successfully more than 65,000 hours. Because of the maturity of the Petrosix process in this plant and the similarity of the Brazilian Irati oil shale to many other shales, interest has developed to apply the Petrosix process to producing shale oil and high BTU gas from these oil shales. A comparison of the characteristics has been developed between Irati and other oil shales. An evaluation of a commercial plant design has been completed for Irati, Kentucky, and Indiana oil shale projects. The technological and commercial aspects of producing shale oil using the Petrosix technology are discussed.

This laminate was utilized throughout the program for fabrication of full-size prototype cables submitted for laboratory qualification tests. Selected cables at rated voltages of 138, 230 and 345kV have been designed, fabricated and subjected to the series of qualification tests leading to full laboratory qualification. An optimized design of 2000 kcmil, 345kV cable insulated with 600 mils of domestic PPP laminate was fabricated and successfully passed all laboratory qualification tests. This cable design was subsequently installed at Waltz Mill to undergo the series of field tests leading to full commercial qualification.

    This website contains the papers presented on November 17, 1998 during the session, "Proliferation Prevention in the Commercial Fuel Cycle," at the American Nuclear Society meeting in Washington, DC. The abstracts are in a separate section; individual papers also contain the author's bio and e-mail address. In the session planning phase, it was suggested that the following questions and other relevant issues be addressed: * What are the difficulties and issues with defining and enforcing international standards for the physical protection of Pu and HEU (beyond the Convention on the Physical protection of Nuclear Material, which primarily addresses transportation)? * How do we (or can we) keep nuclear technology in general, and reprocessing and enrichment technologies in particular, from spreading to undesirable organizations (including governments), in light of Article IV of the NPT? Specifically, can we (should we) prevent the construction of light-water reactors in Iran; and should we support the construction of light-water reactors in North Korea? * Are there more proliferation-resistant fuel cycles that would be appropriate in developing countries? * Can the concept of "nonproliferation credentials" be defined in a useful way? * Is there historical evidence to indicate that reprocessing (or enrichment of HEU) in the US, Japan, or the EURATOM countries has impacted the acquisition (or attempted acquisition) of nuclear weapons by other nations or groups? * What is the impact of a fissile material cutoff treaty (FMCT) be on commercial nuclear fuel cycles? * Does MOX spent fuel present a greater proliferation risk than LEU spent fuel?     The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

    The purpose of this design analysis is to specify and document the total and respirable fractions for radioactive materials that are released from an accident event at the Monitored Geologic Repository (MGR) involving commercial spent nuclear fuel (CSNF) in a dry environment. The total and respirable release fractions will be used to support the preclosure licensing basis for the MGR. The total release fraction is defined as the fraction of total CSNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. The radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses. This subset of the total release fraction is referred to as the respirable release fraction. Potential accidents may involve waste forms that are characterized as either bare (unconfined) fuel assemblies or confined fuel assemblies. The confined CSNF assemblies at the MGR are contained in shipping casks, canisters, or disposal containers (waste packages). In contrast to the bare fuel assemblies, the container that confines the fuel assemblies has the potential of providing an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. However, this analysis will not take credit for this additional bamer and will establish only the total release fractions for bare unconfined CSNF assemblies, which may however be

    The 2 nd Domestic Standard Problem (DSP-02) exercise using the ATLAS integral effect test data was executed to transfer the integral effect test data to domestic nuclear industries and to contribute to improving the safety analysis methodology for PWRs. A small break loss of coolant accident of a 6-inch break at the cold leg was determined as a target scenario by considering its technical importance and by incorporating interests from participants. Ten calculation results using MARS-KS code were collected, major prediction results were described qualitatively and code prediction accuracy was assessed quantitatively using the FFTBM. In addition, special code assessment activities were carried out to find out the area where the model improvement is required in the MARS-KS code. The lessons from this DSP-02 and recommendations to code developers are described in this paper. (authors)

    ORPC Maine, LLC, a wholly-owned subsidiary of Ocean Renewable Power Company, LLC (collectively ORPC), submits this Final Technical Report for the TidGen® Power System Commercialization Project (Project), partially funded by the U.S. Department of Energy (DE-EE0003647). The Project was built and operated in compliance with the Federal Energy Regulatory Commission (FERC) pilot project license (P-12711) and other permits and approvals needed for the Project. This report documents the methodologies, activities and results of the various phases of the Project, including design, engineering, procurement, assembly, installation, operation, licensing, environmental monitoring, retrieval, maintenance and repair. The Project represents a significant achievement for the renewable energy portfolio of the U.S. in general, and for the U.S. marine hydrokinetic (MHK) industry in particular. The stated Project goal was to advance, demonstrate and accelerate deployment and commercialization of ORPC’s tidal-current based hydrokinetic power generation system, including the energy extraction and conversion technology, associated power electronics, and interconnection equipment capable of reliably delivering electricity to the domestic power grid. ORPC achieved this goal by designing, building and operating the TidGen® Power System in 2012 and becoming the first federally licensed hydrokinetic tidal energy project to deliver electricity to a power grid under a power purchase agreement in North America. Located in Cobscook Bay between Eastport and Lubec, Maine, the TidGen® Power System was connected to the Bangor Hydro Electric utility grid at an on-shore station in North Lubec on September 13, 2012. ORPC obtained a FERC pilot project license for the Project on February 12, 2012 and the first Maine Department of Environmental Protection General Permit issued for a tidal energy project on January 31, 2012.     Almost all new additions to electrical generation in the USA are natural gas combined cycle systems (NGCC) systems. This trend reflects the development of high efficiency gas turbines (GT), low capital, operation and maintenance of NGCC systems and optimism as to natural gas resources. With utility deregulation these developments will seriously restrict long term use of coal and other solid fuels unless a los cost integrated gasifier (IG) fed by low cost feedstocks can be coupled with a CC system. This study mainly considers on-site cogasification of coal with other domestic fuels in an indirectly heated gasifier as a long term strategy for lowering the effective costs of IGGT systems. The authors also consider cocombustion of coal with other low cost domestic fuels as a near term strategy for minimizing fuel costs for competitiveness under utility deregulation. These fuel blending approaches both make use of common fast copyrolysis processes. They examine fast copyrolysis from a molecular point of view searching for advantageous feedstock blends. The authors conclude that blending coal with complementary coals, biomass, MSW or natural gas would be useful in near term cocombustion systems and long term integrated cogasification combined cycle or cogeneration systems.

    Reprocessing is essential to closing nuclear fuel cycle. Natural uranium contains only 0.7 percent 235U, the fissile (see glossary for technical terms) isotope that produces most of the fission energy in a nuclear power plant. Prior to being used in commercial nuclear fuel, uranium is typically enriched to 3–5% in 235U. If the enrichment process discards depleted uranium at 0.2 percent 235U, it takes more than seven tonnes of uranium feed to produce one tonne of 4%-enriched uranium. Nuclear fuel discharged at the end of its economic lifetime contains less one percent 235U, but still more than the natural ore. Less than one percent of the uranium that enters the fuel cycle is actually used in a single pass through the reactor. The other naturally occurring isotope, 238U, directly contributes in a minor way to power generation. However, its main role is to transmute into plutoniumby neutron capture and subsequent radioactive decay of unstable uraniumand neptuniumisotopes. 239Pu and 241Pu are fissile isotopes that produce more than 40% of the fission energy in commercially deployed reactors. It is recovery of the plutonium (and to a lesser extent the uranium) for use in recycled nuclear fuel that has been the primary focus of commercial reprocessing. Uraniumtargets irradiated in special purpose reactors are also reprocessed to obtain the fission product 99Mo, the parent isotope of technetium, which is widely used inmedical procedures. Among the fission products, recovery of such expensive metals as platinum and rhodium is technically achievable, but not economically viable in current market and regulatory conditions. During the past 60 years, many different techniques for reprocessing used nuclear fuel have been proposed and tested in the laboratory.     The author examines the economic component of domestic liberalization in different regional contexts in order to get closer to identifying an important engine of regime creation. In particular, ruling coalitions pursuing economic liberalization seem more likely to embrace regional nuclear regimes than their inward-looking, nationalist, and radical-confessional counterparts. The author suggests an alternate interpretation for why different states choose different portfolios to cope with their respective security concerns. The emphasis is more on explaining a favorable disposition to enter regime-like arrangements in nuclear matters than on listing incentives to procure nuclear weapons. The argument is relevant only to would-be or second-tier nuclear powers.
