    Please plan future needs for New England and National energy based upon renewable and non-green house gas emitting products. Natural gas is neither renewable nor 'clean', and expanding it into the northern parts of the region will require significant blasting which will likely damage aquifers, forests, wildlife/human balance and carbon sequestration. One tool toward sequestering carbon is to keep it in the ground, and locked up in green plants. Destroying farmlands, aquifers, forests and other plants does double the damage. It releases the carbon already in those areas, and diminishes the ability for nature to heal itself. New England has long been a leader in shaping the nation. Let's keep that role up by leading with renewable energy, energy conservation and reminding people that the nation and the planet are based upon shared use, not sequestering all the money or all the power.     The Directorate of Public Works Environmental & Natural Resources Division (Fort Stewart /Hunter Army Airfield) contracted with the Pacific Northwest National Laboratory (PNNL) to monitor particulate matter (PM) concentrations on Fort Stewart, Georgia. The purpose of this investigation was to establish a PM sampling network using monitoring equipment typically used in U.S. Environmental Protection Agency (EPA) ''saturation sampling'', to determine air quality on the installation. In this initial study, the emphasis was on training-generated PM, not receptor PM loading. The majority of PM samples were 24-hr filter-based samples with sampling frequency ranging from every other day, to once every six days synchronized with the EPA 6th day national sampling schedule. Eight measurement sites were established and used to determine spatial variability in PM concentrations and evaluate whether fluctuations in PM appear to result from training activities and forest management practices on the installation. Data collected to date indicate the average installation PM2.5 concentration is lower than that of nearby urban Savannah, Georgia. At three sites near the installation perimeter, analyses to segregate PM concentrations by direction of air flow across the installation boundary indicate that air (below 80 ft) leaving the installation contains less PM2.5 than that entering the installation. This is reinforced by the observation that air near the ground is cleaner on average than the air at the top of the canopy.

    Military landscapes represent a mixture of undisturbed natural ecosystems, developed areas, and lands that support different types and intensities of military training. Research to understand water-quality influences of military landscapes usually involves intensive sampling in a few watersheds. In this study, we developed a survey design of accessible headwater watersheds intended to improve our ability to distinguish land water relationships in general, and training influences, in particular, on Fort Stewart, GA. We sampled and analyzed water from watershed outlets. We successfully developed correlative models for total suspended solids (TSS), total nitrogen (TN), organic carbon (OC), and organic nitrogen (ON), which dominated in this blackwater ecosystem. TSS tended to be greater in samples after rainfall and during the growing season, and models that included %Wetland suggested a build-and-flush relationship. We also detected a positive association between TSS and tank-training, which suggests a need to intercept sediment-laden runoff from training areas. Models for OC showed a negative association with %Grassland. TN and ON both showed negative associations with %Grassland, %Wetland, and %Forest. Unexpected positive associations were observed between OC and equipmenttraining activity and between ON and %Bare ground ? Roads. Future studies that combine our survey-based approach with more intensive monitoring of the timing and intensity of training would be needed to better understand the mechanisms for these empirical relationships involving military training. Looking beyond local effects on Fort Stewart streams, we explore questions about how exports of OC and nitrogen from coastal military installations ultimately influence estuaries downstream.

    This paper presents a study of the characterization of the singular manifold of the six-degree-of-freedom parallel manipulator commonly known as the Stewart platform. We consider a platform with base vertices in a circle and for which the bottom and top plates are related by a rotation and a contraction. It is shown that in this case the platform is always in a singular configuration and that the singular manifold can be parameterized by a scalar parameter.

    It has been advanced, on experimental (P.-M. Robitaille, IEEE Trans. Plasma Sci. 2003, v. 31(6), 1263-1267) and theoretical (P.M. Robitaille, Progr. Phys. 2006, v.2, 22-23) grounds, that blackbody radiation is not universal and remains closely linked to the emission of graphite and soot. In order to strengthen such claims, a conceptual analysis of the proofs for universality is presented. This treatment reveals that Gustav Robert Kirchhoff has not properly considered the combined effects of absorption, reflection, and the directional nature of emission in real materials. In one instance, this leads to an unintended movement away from thermal equilibrium within cavities. Using equilibrium arguments, it is demonstrated that the radiation within perfectly reflecting or arbitrary cavities does not necessarily correspond to that emitted by a blackbody.

    Focusing on the numerical aspects and accuracy we study a class of bulk viscosity driven expansion scenarios using the relativistic Navier-Stokes and truncated Israel-Stewart form of the equations of relativistic dissipative fluids in 1+1 dimensions. The numerical calculations of conservation and transport equations are performed using the numerical framework of flux corrected transport. We show that the results of the Israel-Stewart causal fluid dynamics are numerically much more stable and smoother than the results of the standard relativistic Navier-Stokes equations.

    Josephson oscillations in a large series array of Josephson junctions designed as a superconducting microwave transmission line are studied. For descriptions of the Josephson junctions both the Stewart--McCumber model and the Werthamer model are used. The attenuation of the Josephson oscillations in the considered array is composed of two terms rising from the stripline and from the Josephson junctions. The latter one is of increasing significance for lower than usually applied drive frequencies.

    The transport coefficients of causal relativistic dissipative fluid dynamics are calculated both in a field-theoretical and a kinetic approach. We find that the results from the traditional kinetic calculation by Israel and Stewart are modified. The new expressions for the viscous transport coefficients agree with the results obtained in the field-theoretical approach when the contributions from pair creation and annihilation are neglected.

    TeV gamma-rays from the BL Lac object 1ES1959+650 have been measured during the years 2000 and 2001 with a significance of 5.2 sigma at a value of 5.3% of the Crab flux and in May 2002 during strong outbursts with > 23 sigma at a flux level of up to 2.2 Crab, making 1ES1959+650 the TeV Blazar with the third best event statistics. The deep observation of 197.4 h has been performed with the HEGRA stereoscopic system of 5 imaging atmospheric Cherenkov telescopes (IACT system). 1ES1959+650 is located at a redshift of z = 0.047, providing an intermediate distance between the nearby Blazars Mkn 421 and Mkn 501, and the much more distant object H1426+428. This makes 1ES1959+650 an important candidate of the class of TeV Blazars in view of the absorption of TeV photons by the diffuse extragalactic background radiation (DEBRA). The differential energy spectrum of 1ES1959+650 during the flares can be well described by a power law with an exponential cut-off at (4.2 (+0.8 -0.6)_stat +- 0.9_sys) TeV and a spectral index ...

    This document is a final report that summarizes the research findings and research activities supported by the subcontract DOE-LANL-9-XG8-3931P-1 between the University of Illinois (D. S. Stewart Principal Investigator) and the University of California (Los Alamos National Laboratory, M-Division). The main focus of the work has been on investigations of Detonation Shock Dynamics. A second emphasis has been on modeling compaction of energetic materials and deflagration to detonation in those materials. The work has led to a number of extensions of the theory of Detonation Shock Dynamics (DSD) and its application as an engineering design method for high explosive systems. The work also enhanced the hydrocode capabilities of researchers in M-Division by modifications to CAVEAT, an existing Los Alamos hydrocode. Linear stability studies of detonation flows were carried out for the purpose of code verification. This work also broadened the existing theory for detonation. The work in this contract has led to the development of one-phase models for dynamic compaction of porous energetic materials and laid the groundwork for subsequent studies. Some work that modeled the discrete heterogeneous behavior of propellant beds was also performed. The contract supported the efforts of D. S. Stewart and a Postdoctoral student H. I. Lee at the University of Illinois.

    M. W. Long and collaborators [ Phys. Rev. B 83 054422 (2011)] recently proposed magnetic structures for gadolinium titanate that differ from those previously reported by us [ J. R. Stewart, G. Ehlers, A. S. Wills, S. T. Bramwell and J. S. Gardner J. Phys.: Condens. Matter 16 L321 (2004)]. In this Comment, we show that the calculated structure factors, S(Q), of the newly proposed models are inconsistent with our neutron powder diffraction data. Long and colleagues were led to reconsider the magnetic structure of gadolinium titanate on the basis of a number of theoretical and experimental assumptions. We argue that these assumptions have no basis in fact and conclude that they provide no reason to doubt our published magnetic structures.

    We discuss a relativistic model for heat conduction, building on a convective variational approach to multi-fluid systems where the entropy is treated as a distinct dynamical entity. We demonstrate how this approach leads to a relativistic version of the Cattaneo equation, encoding the finite thermal relaxation time that is required to satisfy causality. We also show that the model naturally includes the non-equilibrium Gibbs relation that is a key ingredient in most approaches to extended thermodynamics. Focussing on the pure heat conduction problem, we compare the variational results to the second-order model developed by Israel and Stewart. The comparison shows that, despite the very different philosophies behind the two approaches, the two models are equivalent at first order deviations from thermal equilibrium. Finally, we complete the picture by working out the non-relativistic limit of our results, making contact with recent work in that regime.

  16. Radon in HUD assisted multifamily housing: Policy recommendations to the Congress

    The report complies with Section 1091 of the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 which requires that the HUD Secretary report to the Congress on a recommended policy for addressing radon contamination in specified housing. The housing specified in the Act is virtually all rental housing predominantly for low-income and moderate-income households. Almost all of it is multifamily housing: row houses, walk-up apartment buildings, or high-rise buildings. There is inadequate information on the extent to which excessive concentrations of radon occur above the first floor of multistory buildings and on the variation in radon concentrations in attached houses in the same row. HUD's recommended policy is in the four topic areas specified in the Act: research, education, testing, and mitigation.

    A second--order perturbation theory approach is developed to calculate temperature anisotropies in the cosmic microwave background. Results are given for open universes and fluctuations corresponding to CDM models with either Harrison-Zeldovich (HZ) or Lyth-Stewart-Ratra-Peebles (LSRP) primordial energy--density fluctuation power spectrum. Our perturbation theory approach provides a distinctive multipole contribution as compared to the primary one, the amplitude of the effect being very dependent on normalization. For low--$\\Omega$ models, the contribution of the secondary multipoles to the radiation power spectrum is negligible both for standard recombination and reionized scenarios, with the 2--year COBE--DMR normalization. For a flat universe this contribution is $\\approx 0.1-10\\%$ depending on the reionization history of the universe and on the normalization of the power spectrum.

  18. A Discussion of SY-101 Crust Gas Retention and Release Mechanisms

    The flammable gas hazard in Hanford waste tanks was made an issue by the behavior of double-shell Tank (DST) 241-SY-101 (SY-101). Shortly after SY-101 was filled in 1980, the waste level began rising periodically, due to the generation and retention of gases within the slurry, and then suddenly dropping as the gases were released. An intensive study of the tank's behavior revealed that these episodic releases posed a safety hazard because the released gas was flammable, and, in some cases, the volume of gas released was sufficient to exceed the lower flammability limit (LFL) in the tank headspace (Allemann et al. 1993). A mixer pump was installed in SY-101 in late 1993 to prevent gases from building up in the settled solids layer, and the large episodic gas releases have since ceased (Allemann et al. 1994; Stewart et al. 1994; Brewster et al. 1995). However, the surface level of SY-101 has been increasing since at least 1995, and in recent months the level growth has shown significant and unexpected acceleration. Based on a number of observations and measurements, including data from the void fraction instrument (VFI), we have concluded that the level growth is caused largely by increased gas retention in the floating crust. In September 1998, the crust contained between about 21 and 43% void based on VFI measurements (Stewart et al. 1998). Accordingly, it is important to understand the dominant mechanisms of gas retention, why the gas retention is increasing, and whether the accelerating level increase will continue, diminish or even reverse. It is expected that the retained gas in the crust is flammable, with hydrogen as a major constituent. This gas inventory would pose a flammable gas hazard if it were to release suddenly. In May 1997, the mechanisms of bubble retention and release from crust material were the subject of a workshop. The evaluation of the crust and potential hazards assumed a more typical void of roughly 15% gas. It could be similar to percolati on in single-shell tank (SST) waste forms. The much higher void being currently observed in SY-101 represents essentially a new crust configuration, and the mechanisms for sudden gas release need to be evaluated. The purpose of this study is to evaluate the situation of gas bubbles in crust based on the previous work on gas bubble retention, migration, and release in simulants and actual waste. We have also conducted some visual observations of bubble migration through simulated crusts to help understand the interaction of the various mechanisms.

  19. Population viability analysis of the Endangered shortnose sturgeon

    This study used population viability analysis (PVA) to partition the influences of potential threats to the endangered shortnose sturgeon (Acipenser brevirostrum). A workshop brought together experts to help identify potential threats including groundwater withdrawal, poor water quality, saltwater intrusion, mercury effects, harvest as by-catch, and sedimentation of spawning habitat. During the course of the project, we eliminated some threats and added new ones. Groundwater withdrawal was dismissed after a study failed to identify connection with groundwater and the majority of pumping is from a confined aquifer. We also eliminated activities on Fort Stewart as influences on spawning habitat because any successful spawning must occur upstream of Fort Stewart. We added climate change to the list of threats based on our assessment of temperature effects and expectations of sea-level rise. Our study highlighted the role of populations in nearby rivers in providing metapopulation support, raising the concern that the population in the Ogeechee River acts as a demographic sink. As part of this study, we carried out a field sampling study to analyze effects of training activities on headwater streams. We developed a new methodology for sampling design as part of this effort and used a mixed-modeling approach to identify relationships between land cover-land use, including those associated with military training activity and water quality. We found that tank training was associated with higher suspended sediment and equipment training was associated with higher organic carbon) and water quality. We detected effects of training on suspended sediment and organic carbon. We also carried out a field sampling effort in the Canoochee and Ogeechee Rivers. In the Ogeechee River, we found that dissolved oxygen in 40% of measurements during summer were below 4 mg L-1. To evaluate mercury as a potential threat, we developed a mercury uptake model and analyzed mercury levels in amphipod prey and sturgeon eggs. These did not exceed EPA guidelines. Finally, we developed a PVA model that including linkages between shortnose sturgeon growth, reproduction, and survival and each remaining threat; All three had significant influences. Preliminary simulations suggest that elevated temperatures under future climate will extirpate this population and add support to the hypothesis that this species requires access to spawning habitat far upstream to persist.

  20. Relativistic viscoelastic fluid mechanics

    A detailed study is carried out for the relativistic theory of viscoelasticity which was recently constructed on the basis of Onsager's linear nonequilibrium thermodynamics. After rederiving the theory using a local argument with the entropy current, we show that this theory universally reduces to the standard relativistic Navier-Stokes fluid mechanics in the long time limit. Since effects of elasticity are taken into account, the dynamics at short time scales is modified from that given by the Navier-Stokes equations, so that acausal problems intrinsic to relativistic Navier-Stokes fluids are significantly remedied. We in particular show that the wave equations for the propagation of disturbance around a hydrostatic equilibrium in Minkowski spacetime become symmetric hyperbolic for some range of parameters, so that the model is free of acausality problems. This observation suggests that the relativistic viscoelastic model with such parameters can be regarded as a causal completion of relativistic Navier-Stokes fluid mechanics. By adjusting parameters to various values, this theory can treat a wide variety of materials including elastic materials, Maxwell materials, Kelvin-Voigt materials, and (a nonlinearly generalized version of) simplified Israel-Stewart fluids, and thus we expect the theory to be the most universal description of single-component relativistic continuum materials. We also show that the presence of strains and the corresponding change in temperature are naturally unified through the Tolman law in a generally covariant description of continuum mechanics.

Emission testing on indolene was performed prior to conversion kit testing to establish a base emission value. Indolene testing was also performed at the end of the project when the vehicle was converted to its OEM configuration to ensure that the vehicle`s emissions were not altered during testing. The results of these tests will be presented.

    Relativistic kinetic theory, based on the Grad method of moments as developed by Israel and Stewart, is used to model viscous and thermal dissipation in neutron star matter and determine an upper limit on the maximum mass of neutron stars. In the context of kinetic theory, the equation of state must satisfy a set of constraints in order for the equilibrium states of the fluid to be thermodynamically stable and for perturbations from equilibrium to propagate causally via hyperbolic equations. Application of these constraints to neutron star matter restricts the stiffness of the most incompressible equation of state compatible with causality to be softer than the maximally incompressible equation of state that results from requiring the adiabatic sound speed to not exceed the speed of light. Using three equations of state based on experimental nucleon-nucleon scattering data and properties of light nuclei up to twice normal nuclear energy density, and the kinetic theory maximally incompressible equation of state at higher density, an upper limit on the maximum mass of neutron stars averaging 2.64 solar masses is derived.

    The sole mission of M-C Power is the development and subsequent commercialization of molten carbonate fuel cell (MCFC) stacks. These MCFC stacks are based on the Internally Manifolded Heat EXchanger plate design developed by the Institute of Gas Technology. Integration of the MCFC stack into a commercially viable power plant is the mission of the IMHEX{sup {reg_sign}} team. The team is composed of leaders in the packaging and design of power generation equipment, including fuel cell technology, and includes Stewart & Stevenson, Bechtel, The Institute of Gas Technology and M-C Power. In an effort to succeed in their respective missions, M-C Power and the IMHEX{sup {reg_sign}} team have developed a commercialization program. At the present time, the team is making the transition from Phase I (Technology Development) to Phase II (Product Design & Improvement) of the program. Phase II`s objective is a commercially viable (cost effective and technologically reliable) MCFC power plant ready for market by the turn of the century.

  5. Bridging the Gap between Chemical Flooding and Independent Oil Producers

    Ten Kanas oil reservoirs/leases were studied through geological and engineering analysis to assess the potential performance of chemical flooding to recover oil. Reservoirs/leases that have been efficiently waterflooded have the highest performance potential for chemical flooding. Laboratory work to identify efficient chemical systems and to test the oil recovery performance of the systems was the major effort of the project. Efficient chemical systems were identified for crude oils from nine of the reservoirs/leases. Oil recovery performance of the identified chemical systems in Berea sandstone rocks showed 90+ % recoveries of waterflood residual oil for seven crude oils. Oil recoveries increased with the amount of chemical injected. Recoveries were less in Indiana limestone cores. One formulation recovered 80% of the tertiary oil in the limestone rock. Geological studies for nine of the oil reservoirs are presented. Pleasant Prairie, Trembley, Vinland and Stewart Oilfields in Kansas were the most favorable of the studied reservoirs for a pilot chemical flood from geological considerations. Computer simulations of the performance of a laboratory coreflood were used to predict a field application of chemical flooding for the Trembley Oilfield. Estimates of field applications indicated chemical flooding is an economically viable technology for oil recovery.

    The paper deals with the mechanism of particle creation in the framework of irreversible thermodynamics. The second order non-equilibrium thermodynamical prescription of Israel and Stewart has been presented with particle creation rate, treated as the dissipative effect. In the background of a flat FRW model, we assume the non-equilibrium thermodynamical process to be isentropic so that the entropy per particle does not change and consequently the dissipative pressure can be expressed linearly in terms of the particle creation rate. Here the dissipative pressure behaves as a dynamical variable having a non-linear inhomogeneous evolution equation and the entropy flow vector satisfies the second law of thermodynamics. Further, using the Friedmann equations and by proper choice of the particle creation rate as a function of the Hubble parameter, it is possible to show (separately) a transition from the inflationary phase to the radiation era and also from matter dominated era to late time acceleration. Also, in analogy to analytic continuation, it is possible to show a continuous cosmic evolution from inflation to late time acceleration by adjusting the parameters. It is found that in the de Sitter phase, the comoving entropy increases exponentially with time, keeping entropy per particle unchanged. Subsequently, the above cosmological scenarios has been described from field theoretic point of view by introducing a scalar field having self interacting potential. Finally, we make an attempt to show the cosmological phenomenon of particle creation as Hawking radiation, particularly during the inflationary era.

    The Cumberland Fossil Plant (CUF) is located in Stewart County, Tennessee, and began commercial operation in 1972. This is the Tennessee Valley Authority`s newest fossil (coal-burning) steam electric generating plant. Under current operating conditions, the plant burns approximately seven million tons of coal annually. By-products from the combustion of coal are fly ash, approximately 428,000 tons annually, and bottom ash, approximately 115,000 tons annually. Based on historical load and projected ash production rates, a study was initially undertaken to identify feasible alternatives for marketing, utilization and disposal of ash by-products. The preferred alternative to ensure that facilities are planned for all by-products which will potentially be generated at CUF is to plan facilities to handle wet FGD gypsum and dry fly ash. A number of different sites were evaluated for their suitability for development as FGD gypsum and ash storage facilities. LAW Engineering was contracted to conduct onsite explorations of sites to develop information on the general mature of subsurface soil, rock and groundwater conditions in the site areas. Surveys were also conducted on each site to assess the presence of endangered and threatened species, wetlands and floodplains, archaeological and cultural resources, prime farmland and other site characteristics which must be considered from an environmental perspective.

    Black holes that accrete far below the Eddington limit are believed to accrete through a geometrically thick, optically thin, rotationally supported plasma that we will refer to as a radiatively inefficient accretion flow (RIAF). RIAFs are typically collisionless in the sense that the Coulomb mean free path is large compared to $GM/c^2$, and relativistically hot near the event horizon. In this paper we develop a phenomenological model for the plasma in RIAFs, motivated by the application to sources such as Sgr A* and M87. The model is derived using Israel-Stewart theory, which considers deviations up to second order from thermal equilibrium, but modified for a magnetized plasma. This leads to thermal conduction along magnetic field lines and a difference in pressure, parallel and perpendicular to the field lines (which is equivalent to anisotrotropic viscosity).     The objective of this project is to address waterflood problems of the type found in Morrow sandstone reservoirs in southwestern Kansas and in Cherokee Group reservoirs in southeastern Kansas. Two demonstration sites operated by different independent oil operators are involved in this project. The Stewart Field is located in Finney County, Kansas and is operated by North American Resources Company. The Nelson Lease is located in Allen County, Kansas, in the N.E. Savonburg Field and is operated by James E. Russell Petroleum, Inc. General topics to be addressed are 1) reservoir management and performance evaluation, 2) waterflood optimization, and 3) the demonstration of recovery processes involving off-the-shelf technologies which can be used to enhance waterflood recovery, increase reserves, and reduce the abandonment rate of these reservoir types. In the Stewart Project, the reservoir management portion of the project conducted during Budget Period 1 involved performance evaluation. This included 1) reservoir characterization and the development of a reservoir database, 2) volumetric analysis to evaluate production performance, 3) reservoir modeling, 4) laboratory work, 5) identification of operational problems, 6) identification of unrecovered mobile oil and estimation of recovery factors, and 7) identification of the most efficient and economical recovery process. To accomplish these objectives the initial budget period was subdivided into three major tasks. The tasks were 1) geological and engineering analysis, 2) laboratory testing, and 3) unitization. Due to the presence of different operators within the field, it was necessary to unitize the field in order to demonstrate a field-wide improved recovery process. This work was completed and the project moved into Budget Period 2. Budget Period 2 objectives consisted of the design, construction, and operation of a field-wide waterflood utilizing state-of-the-art, off-the-shelf technologies in an attempt to optimize secondary oil recovery. To accomplish these objectives the second budget period was subdivided into five major tasks. The tasks were 1) design and construction of a waterflood plant, 2) design and construction of a water injection system, 3) design and construction of tank battery consolidation and gathering system, 4) initiation of waterflood operations and reservoir management, and 5) technology transfer. Tasks 1-3 have been completed and water injection began in October 1995. In the Savonburg Project, the reservoir management portion involves performance evaluation. This work included 1) reservoir characterization and the development of a reservoir database, 2) identification of operational problems, 3) identification of near wellbore problems such as plugging caused from poor water quality, 4) identification of unrecovered mobile oil and estimation of recovery factors, and 5) preliminary identification of the most efficient and economical recovery process i.e., polymer augmented waterflooding or infill drilling (vertical or horizontal wells). To accomplish this work the initial budget period was subdivided into four major tasks. The tasks included 1) geological and engineering analysis, 2) waterplant optimization, 3) wellbore cleanup and pattern changes, and 4) field operations. This work was completed and the project has moved into Budget Period 2. The Budget Period 2 objectives consisted of continual optimization of this mature waterflood in an attempt to optimize secondary and tertiary oil recovery. A34, 909–921] in experimental X-ray charge-density studies makes use of real spherical harmonics when describing the angular component of aspherical deformations of the atomic electron density in molecules and crystals. The analytical form of the densitynormalized Cartesian spherical harmonic functions for up to l 7 and the corresponding normalization coefficients were reported previously by Paturle & Coppens [Acta Cryst. (1988), A44, 6–7]. It was shown that the analytical form for normalization coefficients is available primarily for l 4 [Hansen & Coppens, 1978; Paturle & Coppens, 1988; Coppens (1992). The article primarily targets researchers who work in the field of experimental X-ray electron density, but may be of some use to all who are interested in Cartesian spherical harmonics.

    {open_quotes}Privatization{close_quotes} has become the buzzword of the 1990s not only here in the United States but throughout the world. Privatization has been traditionally defined as the sale/transfer of state-owned (i.e. federal, state, county, city or public) assets to the private sector. Although there are numerous reasons for the privatization of state-owned assets, the primary reasons include the generation of a significant amount of cash to the state (Great Britain`s sale of electric power industry); capitalization of the formerly state-owned utility (sale of the utilities within many countries of the former Soviet Union); and state policy goals of eliminating monopolies, encouraging competition, and restructuring (Chile). Several year ago, the Department of Defense (DoD) and specifically the Department of Army (DoA) initiated its own `Privatization Process`. Coupled with shrinking budgets, workforce and funding resources from the Government, the Army was faced with antiquated utility infrastructure in need of significant upgrades and in some cases total replacements. Recognizing that the provision of utility services was not a core mission of the Army, DoA has encouraged its Installations throughout the country to consider the privatization of the Government-owned utility systems. In compliance with DoA policy, Forces Command (FORSCOM) has been at the forefront of the privatization process. To date, FORSCOM has initiated the process of analyzing the potential privatization of over 30 utility systems at 12 FORSCOM Installations located throughout the country. The FORSCOM Installations include Fort Irwin, CA; Fort Campbell, KY; Fort Bragg, NC; Fort McPherson, GA; Fort Hood, TX; Fort Polk, LA; Fort Lewis, WA; Fort Riley, KS; Fort Stewart, GA; Hunter Army Airfield, GA; Fort Carson, CO; Fort Devens, MA; Fort Dix, NJ; and Fort Gillem, GA.

    Common oil field problems exist in fluvial dominated deltaic reservoirs in Kansas. The problems are poor waterflood sweep efficiency and lack of reservoir management. The poor waterflood sweep efficiency is due to (1) reservoir heterogeneity, (2) channeling of injected water through high permeability zones or fractures, and (3) clogging of injection wells due to solids in the injection water. In many instances the lack of reservoir management results from (1) poor data collection and organization, (2) little or no integrated analysis of existing data by geological and engineering personnel, (3) the presence of multiple operators within the field, and (4) not identifying optimum recovery techniques. Two demonstration sites operated by different independent oil operators are involved in this project. The Stewart Field is located in Finney County, Kansas and is operated by North American Resources Company. This field was in the latter stage of primary production at the beginning of this project and is currently being waterflooded as a result of this project. The Nelson Lease (an existing waterflood) is located in Allen County, Kansas, in the N.E. Savonburg Field and is operated by James E. Russell Petroleum, Inc. The objective is to increase recovery efficiency and economics in these type of reservoirs. The technologies being applied to increase waterflood sweep efficiency are (1) in situ permeability modification treatments, (2) infill drilling, (3) pattern changes, and (4) air flotation to improve water quality. The technologies being applied to improve reservoir management are (1) database development, (2) reservoir simulation, (3) transient testing, (4) database management and (5) integrated geological and engineering analysis. Results of these two field projects are discussed.

    The Nevada Test Site Underground Safety and Health Standards Working Group was formed at the direction of John D. Stewart, Director, Nevada Test Site Office in April, 1990. The objective of the Working Group was to compile a safety and health standard from the California Tunnel Safety Orders and OSHA for the underground operations at the NTS, (excluding Yucca Mountain). These standards are called the NTS U/G Safety and Health Standards. The Working Group submits these standards as a RECOMMENDATION to the Director, NTSO. Although the Working Group considers these standards to be the most integrated and comprehensive standards that could be developed for NTS Underground Operations, the intent is not to supersede or replace any relevant DOE orders. Rather the intent is to collate the multiple safety and health references contained in DOE Order 5480.4 that have applicability to NTS Underground Operations into a single safety and heath standard to be used in the underground operations at the NTS. Each portion of the standard was included only after careful consideration by the Working Group and is judged to be both effective and appropriate. The specific methods and rationale used by the Working Group are outlined as follows: The letter from DOE/HQ, dated September 28, 1990 cited OSHA and the CTSO as the safety and health codes applicable to underground operations at the NTS. These mandated codes were each originally developed to be comprehensive, i.e., all underground operations of a particular type (e.g., tunnels in the case of the CTSO) were intended to be adequately regulated by the appropriate code. However, this is not true; the Working Group found extensive and confusing overlap in the codes in numerous areas. Other subjects and activities were addressed by the various codes in cursory fashion or not at all.

  19. Composite Materials for Hazard Mitigation of Reactive Metal Hydrides.

    In an attempt to mitigate the hazards associated with storing large quantities of reactive metal hydrides, polymer composite materials were synthesized and tested under simulated usage and accident conditions. The composites were made by polymerizing vinyl monomers using free-radical polymerization chemistry, in the presence of the metal hydride. Composites with vinyl-containing siloxane oligomers were also polymerized with and without added styrene and divinyl benzene. Hydrogen capacity measurements revealed that addition of the polymer to the metal hydride reduced the inherent hydrogen storage capacity of the material. The composites were found to be initially effective at reducing the amount of heat released during oxidation. However, upon cycling the composites, the mitigating behavior was lost. While the polymer composites we investigated have mitigating potential and are physically robust, they undergo a chemical change upon cycling that makes them subsequently ineffective at mitigating heat release upon oxidation of the metal hydride. Summary In an attempt to mitigate and/or manage hazards associated with storing bulk quantities of reactive metal hydrides, polymer composite materials (a mixture of a mitigating polymer and a metal hydride) were synthesized and tested under simulated usage and accident conditions. Mitigating the hazards associated with reactive metal hydrides during an accident while finding a way to keep the original capability of the active material intact during normal use has been the focus of this work. These composites were made by polymerizing vinyl monomers using free-radical polymerization chemistry, in the presence of the metal hydride, in this case a prepared sodium alanate (chosen as a representative reactive metal hydride). It was found that the polymerization of styrene and divinyl benzene could be initiated using AIBN in toluene at 70 degC. The resulting composite materials can be either hard or brittle solids depending on the cross-linking density. Thermal decomposition of these styrene-based composite materials is lower than neat polystyrene indicating that the chemical nature of the polymer is affected by the formation of the composite. The char-forming nature of cross-linked polystyrene is low and therefore, not an ideal polymer for hazard mitigation. To obtain composite materials containing a polymer with higher char-forming potential, siloxane-based monomers were investigated. Four vinyl-containing siloxane oligomers were polymerized with and without added styrene and divinyl benzene. Like the styrene materials, these composite materials exhibited thermal decomposition behavior significantly different than the neat polymers. Specifically, the thermal decomposition temperature was shifted approximately 100 degC lower than the neat polymer signifying a major chemical change to the polymer network. Thermal analysis of the cycled samples was performed on the siloxane-based composite materials. It was found that after 30 cycles the siloxane-containing polymer composite material has similar TGA/DSC-MS traces as the virgin composite material indicating that the polymer is physically intact upon cycling. Hydrogen capacity measurements revealed that addition of the polymer to the metal hydride in the form of a composite material reduced the inherent hydrogen storage capacity of the material. This

  20. EFFECTS OF ALTERNATE ANTIFOAM AGENTS, NOBLE METALS, MIXING SYSTEMS AND MASS TRANSFER ON GAS HOLDUP AND RELEASE FROM NONNEWTONIAN SLURRIES

    Gas holdup tests performed in a small-scale mechanically-agitated mixing system at the Savannah River National Laboratory (SRNL) were reported in 2006. The tests were for a simulant of waste from the Hanford Tank 241-AZ-101 and featured additions of DOW Corning Q2-3183A Antifoam agent. Results indicated that this antifoam agent (AFA) increased gas holdup in the waste simulant by about a factor of four and, counter intuitively, that the holdup increased as the simulant shear strength decreased (apparent viscosity decreased). These results raised questions about how the AFA might affect gas holdup in Hanford Waste Treatment and Immobilization Plant (WTP) vessels mixed by air sparging and pulse-jet mixers (PJMs). And whether the WTP air supply system being designed would have the capacity to handle a demand for increased airflow to operate the sparger-PJM mixing systems should the AFA increase retention of the radiochemically generated flammable gases in the waste by making the gas bubbles smaller and less mobile, or decrease the size of sparger bubbles making them mix less effectively for a given airflow rate. A new testing program was developed to assess the potential effects of adding the DOW Corning Q2-3183A AFA to WTP waste streams by first confirming the results of the work reported in 2006 by Stewart et al. and then determining if the AFA in fact causes such increased gas holdup in a prototypic sparger-PJM mixing system, or if the increased holdup is just a feature of the small-scale agitation system. Other elements of the new program include evaluating effects other variables could have on gas holdup in systems with AFA additions such as catalysis from trace noble metals in the waste, determining mass transfer coefficients for the AZ-101 waste simulant, and determining whether other AFA compositions such as Dow Corning 1520-US could also increase gas holdup in Hanford waste. This new testing program was split into two investigations, prototypic sparger-PJM tests and modeling being conducted at the Pacific Northwest National Laboratory (PNNL), and small-scale agitation tests and evaluations of effects waste and AFA ingredients have on gas retention and mass transfer being conducted at SRNL. Only work conducted at SRNL is reported here. Key results are: (1) The unexpected gas holdup behavior reported in 2006 for a small-scale agitation system is confirmed. The gas holdup data from small-scale and bench-scale impeller-type mixing systems reported herein show very different trends than the behavior exhibited by the prototypic sparger-PJM mixing system tested in the PNNL APEL facility. Results obtained from testing this 1/4-scale prototypic mixing system will be reported by PNNL. The reason for this difference in holdup behavior between the two different mixing systems is not known at this time. Consequently, data from the small mechanical agitation systems should not be extrapolated to prototypic plant conditions. (2) Bench-scale and small-scale tests conducted with Dow Corning 1520-US AFA show it to be a viable replacement to Dow Corning Q2-3183A AFA. This alternative AFA will, however, require significantly higher dosage (concentration) to perform the same antifoam function. (3) Addition of noble metals to the AZ-101 waste simulant does not produce a catalytic gas retention effect with the AFA. The Gas holdup is similar whether or not noble metals are present in the AZ-101 simulant. (4) Mass transfer tests were performed in a large (0.76 m diameter) bubble column filled to 1.3, 3.4, and 7.4 m elevations with water and the AZ-101 waste simulant. Mass transfer coefficients for air bubbles emanating from a prototypic 0.051 m diameter sparger were obtained from the transient decay of dissolved oxygen concentration in the initially saturated fluids. Adding AFA to water reduces the mass transfer coefficient slightly. AFA addition reduces the mass transfer coefficient for AZ-101 simulant more than it does for water because the shear strength of the simulant allows for larger bubble sizes, and larger bubbles have smaller surf

Sharkey University of Wisconsin-Madison Starch is a desirable plant product for both food and biofuel. Leaf starch is ideal for use in biofuels because it does not compete with grain starch, which is used for food. Starch is accumulated in plant leaves during the day and broken down at night. If we can manipulate leaf starch breakdown it may be possible to design a plant that provides both grain starch for food and leaf starch for biofuel. The pathway of leaf starch breakdown was not known when this work started. Preliminary evidence had shown that maltose was the primary product of leaf starch breakdown (Weise, Weber & Sharkey, 2004) and that it was metabolized by a disproportionating enzyme called amylomaltase but given the initials DPE2 (Lu & Sharkey, 2004). In this work we showed that only one form of maltose was metabolically active (Weise et al., 2005a) and that maltose was located in two different places when the amylomaltase was knocked out but only inside the chloroplast when the maltose transporter was knocked out (Lu et al., 2006a). This allowed us to estimate the energetics of maltose export and to show that maltose export is more efficient than glucose export (Weise et al., 2005b). We examined how daylength affected starch breakdown rate and found that starch breakdown rate could respond to changes in daylength within one day (Lu, Gehan & Sharkey, 2005). We also were able to show a second starch breakdown pathway by chloroplastic starch phosphorylase (Weise et al., 2006). Work to this point was summarized in a review (Lu & Sharkey, 2006). We were able to show that the amylomaltase in plants could substitute for the amylomaltase in bacteria (Lu et al., 2006b). In this paper we also showed the importance of a second enzyme called alpha-glucan phosphorylase in starch breakdown. Finally, we were able to determine the enzymatic mechanism of the amylomaltase (Steichen, Petty & Sharkey, 2008).
