    To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions.     Please plan future needs for New England and National energy based upon renewable and non-green house gas emitting products. Natural gas is neither renewable nor 'clean', and expanding it into the northern parts of the region will require significant blasting which will likely damage aquifers, forests, wildlife/human balance and carbon sequestration. One tool toward sequestering carbon is to keep it in the ground, and locked up in green plants. Destroying farmlands, aquifers, forests and other plants does double the damage. It releases the carbon already in those areas, and diminishes the ability for nature to heal itself. New England has long been a leader in shaping the nation. Let's keep that role up by leading with renewable energy, energy conservation and reminding people that the nation and the planet are based upon shared use, not sequestering all the money or all the power.     The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Stewart. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

    The US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory (PNL), has developed a model program that provides a systematic approach to evaluating energy opportunities that (1) identifies the building groups and end uses that use the most energy (not just have the greatest energy-use intensity), and (2) evaluates the numerous options for retrofit or installation of new technology that will result in the selection of the most cost-effective technologies. In essence, this model program provides the federal energy manager with a roadmap to significantly reduce energy use in a planned, rational, cost-effective fashion that is not biased by the constraints of the typical funding sources available to federal sites. The results from this assessment process can easily be turned into a five- to ten-year energy management plan that identifies where to start and how to proceed in order to reach the mandated energy consumption targets. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the US Army US Forces Command (FORSCOM) Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia.     Ft. Stewart, a United States Army Forces Command (FORSCOM) installation located near Hinesville, Georgia, is currently undergoing an evaluation of its energy usage, which is being performed by Pacific Northwest Laboratory. In order to examine the energy resource opportunities (EROs) at Ft. Stewart, marginal fuel costs must be calculated. The marginal, or avoided, cost of gas service is used in conjunction with the estimated energy savings of an ERO to calculate the dollar value of those savings. In the case of natural gas, the costing becomes more complicated due to the installation of a propane-air mixing station. The propane-air station is being built under a shared energy savings (SES) contract. The building of a propane-air station allows Ft. Stewart to purchase natural gas from their local utility at an interruptible rate, which is lower than the rate for contracting natural gas on a firm basis. The propane-air station will also provide Ft. Stewart with fuel in the event that the natural gas supply is curtailed. While the propane-air station does not affect the actual cost of natural gas, it does affect the cost of services provided by gas. Because the propane-air station and the SES contract affect the cost of gas service, they must be included in the analysis. Our analysis indicates a marginal cost of gas service of 30.0 cents per therm, assuming a total propane usage by the mixing station of 42,278 gallons (38,600 therms) annually. Because the amount of propane that may be required in the event of a curtailment is small relative to the total service requirement, variations in the actual amount should not significantly affect the cost per therm.

    The objective of this project is to address waterflood problems of the type found in Morrow sandstone reservoirs in southwestern Kansas and Cherokee Group reservoirs in southeastern Kansas. Two demonstration sites, Stewart Field, and Savonburg Field, operated by different independent oil operators are involved in this project. General topics to be addressed are: (1) reservoir management and performance evaluation; (2) waterflood optimization; and (3) the demonstration of recovery processes involving off-the-shelf technologies which can be used to enhance waterflood recovery, increase reserves, and reduce the abandonment rate of these reservoir types. For the Stewart Field project, work is summarized for the last quarter on waterflood operations and reservoir management. For the Savonburg Field project, work on water plant development, and pattern changes and wellbore cleanup are briefly described.

    San Diego Gas & Electric (SDG&E) is participating with M-C Power in the development and commercialization program of their internally manifolded heat exchanger (IMHEX{reg_sign}) carbonate fuel cell technology. Development of the IMHEX technology base on the UNOCAL test facility resulted in the demonstration of a 250 kW thermally integrated power plant located at the Naval Air Station at Miramar, California. The members of the commercialization team lead by M-C Power (MCP) include Bechtel Corporation, Stewart & Stevenson Services, Inc., and Ishikawajima-Harima Heavy Industries (IHI). MCP produced the fuel cell stack, Bechtel was responsible for the process engineering including the control system, Stewart & Stevenson was responsible for packaging the process equipment in a skid (pumps, desulfurizer, gas heater, turbo, heat exchanger and stem generator), IHI produced a compact flat plate catalytic reformer operating on natural gas, and SDG&E assumed responsibility for plant construction, start-up and operation of the plant.

    Josephson oscillations in a large series array of Josephson junctions designed as a superconducting microwave transmission line are studied. For descriptions of the Josephson junctions both the Stewart--McCumber model and the Werthamer model are used. The attenuation of the Josephson oscillations in the considered array is composed of two terms rising from the stripline and from the Josephson junctions. The latter one is of increasing significance for lower than usually applied drive frequencies.
