    Automated retina image analysis has reached a high level of maturity in recent years, and thus the question of how validation is performed in these systems is beginning to grow in importance. One application of retina image analysis is in telemedicine, where an automated system could enable the automated detection of diabetic retinopathy and other eye diseases as a low-cost method for broad-based screening. In this work we discuss our experiences in developing a telemedical network for retina image analysis, including our progression from a manual diagnosis network to a more fully automated one. We pay special attention to how validations of our algorithm steps are performed, both using data from the telemedicine network and other public databases.

    LLNL has assisted in the development of the first long-term retinal prosthesis - called an artificial retina - that can function for years inside the harsh biological environment of the eye. This work has been done in collaboration with four national laboratories (Argonne, Los Alamos, Oak Ridge and Sandia), four universities (the California Institute of Technology, the Doheny Eye Institute at USC, North Carolina State University and the University of California, Santa Cruz), an industrial partner (Second Sight Medical Products Inc. of Sylmar, Calif.) and the U.S. Department of Energy. With this device, application-specific integrated circuits transform digital images from a camera into electric signals in the eye that the brain uses to create a visual image. In clinical trials, patients with vision loss were able to successfully identify objects, increase mobility and detect movement using the artificial retina.

    An apparatus and method for providing a data eye monitor. The data eye monitor apparatus utilizes an inverter/latch string circuit and a set of latches to save the data eye for providing an infinite persistent data eye. In operation, incoming read data signals are adjusted in the first stage individually and latched to provide the read data to the requesting unit. The data is also simultaneously fed into a balanced XOR tree to combine the transitions of all incoming read data signals into a single signal. This signal is passed along a delay chain and tapped at constant intervals. The tap points are fed into latches, capturing the transitions at a delay element interval resolution. Using XORs, differences between adjacent taps and therefore transitions are detected. The eye is defined by segments that show no transitions over a series of samples. The eye size and position can be used to readjust the delay of incoming signals and/or to control environment parameters like voltage, clock speed and temperature.

    Iris recognition has been proven to be an accurate and reliable biometric. However, the recognition of non-ideal iris images such as off angle images is still an unsolved problem. We propose a new biometric targeted eye model and a method to reconstruct the off-axis eye to its frontal view allowing for recognition using existing methods and algorithms. This allows for existing enterprise level algorithms and approaches to be largely unmodified by using our work as a pre-processor to improve performance. In addition, we describe the `Limbus effect' and its importance for an accurate segmentation of off-axis irides. Our method uses an anatomically accurate human eye model and ray-tracing techniques to compute a transformation function, which reconstructs the iris to its frontal, non-refracted state. Then, the same eye model is used to render a frontal view of the reconstructed iris. The proposed method is fully described and results from synthetic data are shown to establish an upper limit on performance improvement and establish the importance of the proposed approach over traditional linear elliptical unwrapping methods. Our results with synthetic data demonstrate the ability to perform an accurate iris recognition with an image taken as much as 70 degrees off-axis.

    Laser Doppler Vibrometer and Range Meter (3D-MRV) is designed for middle range distances [1100 meters]. 3D-MRV combines more than one laser in one device for a simultaneous real time measuring the distance and movement of the targets. The first laser has a short pulse (t?30psec) and low energy (E?200nJ) for distance measurement and the second one is a CW (continuous wave) single frequency laser for the velocity measurement with output power (P?30mW). Both lasers perform on the eye-safe wavelength 1.5 ?m. 3D-MRV uses the same mono-static optical transmitting and receiving channel for both lasers including an output telescope and a scanning angular system. 3D-MRV has an optical polarization switch to combine linear polarized laser beams from two lasers into one optical channel. The laser beams from both lasers by turns illuminate the target and the scattered laser radiation is collected by the telescope on a photo detector. The electrical signal from photo detector is used for measuring the distance to the target and its movement. For distance measurement the time of flight method is employed. For targets movement the optical heterodyne method is employed. The received CW laser radiation is mixed on a photo detector with the frequency-shifted laser radiation that is taken from CW laser and passed through an acousto-optic cell. The electrical signal from a photo detector on the difference frequency and phase has information about movement of the scattered targets. 3D-MVR may be used for the real time picturing of vibration of the extensive targets like bridges or aircrafts.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    In this Chapter we show that by considering eye movements, and in particular, the resulting sequence of gaze shifts, a stochastic process, a wide variety of tools become available for analyses and modelling beyond conventional statistical methods. Such tools encompass random walk analyses and more complex techniques borrowed from the pattern recognition and machine learning fields. After a brief, though critical, probabilistic tour of current computational models of eye movements and visual attention, we lay down the basis for gaze shift pattern analysis. To this end, the concepts of Markov Processes, the Wiener process and related random walks within the Gaussian framework of the Central Limit Theorem will be introduced. Then, we will deliberately violate fundamental assumptions of the Central Limit Theorem to elicit a larger perspective, rooted in statistical physics, for analysing and modelling eye movements in terms of anomalous, non-Gaussian, random walks and modern foraging theory.     Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    In the recent paper [J.\\ Phys.\\ A 44 (2011) 065203], we have arrived at the closed-form expression for the Green's function for the partial differential operator describing propagation of a scalar wave in an $N$-dimensional ($N\\geqslant2$) Maxwell fish-eye medium. The derivation has been based on unique transformation properties of the fish-eye wave equation under the hyperspherical inversion. In this communication, we arrive at the same expression for the fish-eye Green's function following a different route. The alternative derivation we present here exploits the fact that there is a close mathematical relationship, through the stereographic projection, between the wavized fish-eye problem in $\\mathbb{R}^{N}$ and the problem of propagation of scalar waves over the surface of the $N$-dimensional hypersphere.

    We describe several techniques developed by the High Resolution Fly's Eye experiment for measuring aerosol vertical optical depth, aerosol horizontal attenuation length, and aerosol phase function. The techniques are based on measurements of side-scattered light generated by a steerable ultraviolet laser and collected by an optical detector designed to measure fluorescence light from cosmic-ray air showers. We also present a technique to cross-check the aerosol optical depth measurement using air showers observed in stereo. These methods can be used by future air fluorescence experiments.

A GdBaCuO high-temperature superconductor (HTS) disk fabricated by Nippon Steel Corporation, a 100mm cubic NdFeB sintered magnet, and iron wires coated by colored are used. When the HTS is put in the magnetic field of the magnet, it can be observed by the wires that the magnetic field lines are excluded from the superconductor (Meissner effect) as well as are pinned in the superconductor (pinning effect).

    Massive protostars dramatically influence their surroundings via accretion-induced outflows and intense radiation fields. They evolve rapidly, the disk and infalling envelope being evaporated and dissipated in $\\sim$ 10$^5$ years. Consequently, they are very rare and investigating this important phase of early stellar evolution is extremely difficult. Here we present the discovery of a key transient phase in the emergence of a massive young star, in which ultraviolet radiation from the new-born giant has just punctured through its natal core. The massive young stellar object AFGL 961 II is readily resolved in the near infrared. Its morphology closely resembles a cat's eye and is here dubbed as the Rosette Eye. Emerging ionized flows blow out an hourglass shaped nebula, which, along with the existence of strong near-infrared excess, suggests the existence of an accretion disk in the perpendicular direction. The lobes of the hourglass, however, are capped with arcs of static H$_{2}$ emission produced by fluorescence. This study has strong implications for our understanding of how massive stars embark on their formation.

    Continuous, high quality profiles of water vapor, free of systematic bias, and of moderate temporal and spatial resolution are fundamental to the success of the ARM CART program. In addition, these should be acquired over long periods at low operational and maintenance cost. The development and verification of realistic climate model parameterizations for clouds and net radiation balance, and the correction of other CART site sensor observations for interferences due to the presence of water vapor are critically dependent on water vapor profile measurements. To date, application of profiles have been limited by vertical resolution and uniqueness and high operating cost, or diminished daytime performance, lack of eye-safety, and high maintenance cost. Recent developments in infrared laser and detector technology make possible compact IR differential absorption lidar (DIAL) systems at eye-safe wavelengths. In the studies reported here, we develop DIAL system performance models and examine the potential of solving some of the shortcomings of previous methods using parameters representative of current technologies. These simulations are also applied to determine the strengths and weaknesses unique to the DIAL method for this application.

    Determination of user intent at the computer interface through eye-gaze monitoring can significantly aid applications for the disabled, as well as telerobotics and process control interfaces. Whereas current eye-gaze control applications are limited to object selection and x/y gazepoint tracking, a methodology was developed here to discriminate a more abstract interface operation: zooming-in or out. This methodology first collects samples of eve-gaze location looking at controlled stimuli, at 30 Hz, just prior to a user`s decision to zoom. The sample is broken into data frames, or temporal snapshots. Within a data frame, all spatial samples are connected into a minimum spanning tree, then clustered, according to user defined parameters. Each cluster is mapped to one in the prior data frame, and statistics are computed from each cluster. These characteristics include cluster size, position, and pupil size. A multiple discriminant analysis uses these statistics both within and between data frames to formulate optimal rules for assigning the observations into zooming, zoom-out, or no zoom conditions. The statistical procedure effectively generates heuristics for future assignments, based upon these variables. Future work will enhance the accuracy and precision of the modeling technique, and will empirically test users in controlled experiments.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab.     To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 Tools for Nanotechnology Education Development, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

    We propose a model based on the primitive system of the Navier-Stokes equations in a bidimensional framework as the $l$ - plane approximation, which allows us to explain the variety of tracks of tropical cyclones (typhoons). Our idea is to construct special analytical solutions with a linear velocity profile for the Navier-Stokes systems. The evidence of the structure of linear velocity near the center of vortex can be proven by the observational data. We study solutions with the linear-velocity property for both barotropic and baroclinic cases and show that they follow the same equations in describing the trajectories of the typhoon eye at the equilibrium state (that relates to the conservative phase of the typhoon dynamics). Moreover, at the equilibrium state, the trajectories can be viewed as a superposition of two circular motions: one has period $2\\pi/l,$ the other one has period $2\\pi/b_0,$ where $l$ is the Coriolis parameter and $b_0$ is the height-averaged vorticity at the center of cyclone. Also, we compare our theoretical trajectories based on initial conditions from the flow with tracks obtained from the observational database. It is worth to mention that under certain conditions our results are still compatible with observational data although we did not truly consider the influence of steering effect. %Note that the %motion of the typhoon eye can not be totally determinated by initial %conditions due to the effect of ambient pressure field ("steering" %effect). Finally, we propose the parameter-adopting method so that one could correct the weather prediction in real time. Examples of our analysis and the use of parameter-adopting method for the historic trajectories are provided.

  15. Performance of "Moth Eye" Anti-Reflective Coatings for Solar Cell Applications

    An inexpensive, effective anti-reflective coating (ARC) has been developed at the University of Florida to significantly enhance the absorption of light by silicon in solar cells. This coating has nano-scale features, and its microstructure mimics that of various night active insects (e.g. a moth's eye). It is a square array of pillars, each about 700 nm high and having a diameter of about 300 nm. Samples of silicon having this coating were exposed either to various combinations of either elevated temperature and humidity or to gamma irradiation ({sup 60}Co) at the Savannah River National Laboratory, or to a broad spectrum ultraviolet light and to a 532 nm laser light at the University of Florida. The anti-reflective properties of the coatings were unaffected by any of these environmental stresses, and the microstructure of the coating was also unaffected. In fact, the reflectivity of the gamma irradiated ARC became lower (advantageous for solar cell applications) at wavelengths between 400 and 1000 nm. These results show that this coating is robust and should be tested in actual systems exposed to either weather or a space environment. Structural details of the ARCs were studied to optimize their performance. Square arrays performed better than hexagonal arrays - the natural moth-eye coating is indeed a square array. The optimal depth of the templated nanopillars in the ARC was investigated. A wet etching technology for ARC formation was developed that would be less expensive and much faster than dry etching. Theoretical modeling revealed that dimple arrays should perform better than nipple arrays. A method of fabricating both dimple and nipple arrays having the same length was developed, and the dimple arrays performed better than the nipple arrays, in agreement with the modeling. The commercial viability of the technology is quite feasible, since the technology is scalable and inexpensive. This technology is also compatible with current industrial fabrication of solar cells.

    The following pages present the final report of activities undertaken by Carpenter Environmental Associates, Inc. (CEA) in carrying out its contractual obligations for the New York Support Office of the US Department of Energy. The contract calls for the field monitoring/review of DOE grants to schools and hospitals under the Institutional Conservation Program (ICP). This final report is the result of a review of statistics and findings gathered over the period of the contract, which included monitoring visits to 50 grantees in New York State and New Jersey. Objectives include, among others, a description of the basic development status of small modular reactors (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAPs current investment time horizon. Attachment I is the public DOE statement describing the present approach of their SMR Program.

    This paper describes the institutional mechanisms through which physical availability of water, historical pattern of water use, and unresolved water issues combine to constrain and channel the energy industry's use of water. These institutional mechanisms include the developing markets for water rights, the legal and administrative structure governing water allocation, the formation of social attitudes about water, and the political process that often implements concensus. Within this context, the narrow physical interpretation commonly given to the question, Is there enough water, broadens greatly to include the institutional dimension that is the most important component of the question.

    On 2008 March 19, one of the brightest gamma-ray bursts (GRBs) ever recorded was detected by several ground- and space-based instruments spanning the electromagnetic spectrum from radio to gamma rays. With a peak visual magnitude of 5.3, GRB 080319B was dubbed the 'naked-eye' GRB, as an observer under dark skies could have seen the burst without the aid of an instrument. Presented here are results from observations of the prompt phase of GRB 080319B taken with the Milagro TeV observatory. The burst was observed at an elevation angle of 47 Degree-Sign . Analysis of the data is performed using both the standard air shower method and the scaler or single-particle technique, which results in a sensitive energy range that extends from {approx}5 GeV to >20 TeV. These observations provide the only direct constraints on the properties of the high-energy gamma-ray emission from GRB 080319B at these energies. No evidence for emission is found in the Milagro data, and upper limits on the gamma-ray flux above 10 GeV are derived. The limits on emission between {approx}25 and 200 GeV are incompatible with the synchrotron self-Compton model of gamma-ray production and disfavor a corresponding range (2 eV-16 eV) of assumed synchrotron peak energies. This indicates that the optical photons and soft ({approx}650 keV) gamma rays may not be produced by the same electron population.
