    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    We discuss the convergence of the expansion of the nuclear electroweak current in powers of |k|/M, where M is the nucleon mass and k denotes either the momentum transfer or the momentum of the struck nucleon. We have computed the electron and neutrino scattering cross sections off uniform nuclear matter at equilibrium density using correlated wave functions and the cluster expansion formalism. The results of our work suggest that the proposed approach provides accurate estimates of the measured electron scattering cross sections. On the other hand, the description of the current based on the widely used leading-order approximation does not appear to be adequate, even at momentum transfer as low as 300 MeV.

    Issues in building energy software accuracy are often identified by comparative, analytical, and empirical testing as delineated in the BESTEST methodology. As described in this report, window-related discrepancies in heating energy predictions were identified through comparative testing of EnergyPlus and DOE-2. Multiple causes for discrepancies were identified, and software fixes are recommended to better align the models with the intended algorithms and underlying test data.

    The power transfer potential for bringing renewable energy into the Southeast in response to a renewable portfolio standard (RPS) will depend not only on available transmission capacity but also on electricity supply and demand factors. This interim report examines how the commonly used EIA NEMS and EPRI NESSIE energy equilibrium models are considering such power transfers. Using regional estimates of capacity expansion and demand, a base case for 2008, 2020 and 2030 are compared relative to generation mix, renewable deployments, planned power transfers, and meeting RPS goals. The needed amounts of regional renewable energy to comply with possible RPS levels are compared to inter-regional transmission capacities to establish a baseline available for import into the Southeast and other regions. Gaps in the renewable generation available to meet RPS requirements are calculated. The initial finding is that the physical capability for transferring renewable energy into the SE is only about 10% of what would be required to meet a 20% RPS. Issues that need to be addressed in future tasks with respect to modeling are the current limitations for expanding renewable capacity and generation in one region to meet the demand in another and the details on transmission corridors required to deliver the power.

    OTEC is one of the potential energy sources being developed to provide alternatives for reducing the Nation's dependence on imported oil. When developed, OTEC is to use the temperature variants of the ocean to produce electricity and energy intensive products. OTEC-1 is a major part of DOE's developmental program for OTEC. It is a floating test facility designed primarily for conducting sea tests of the cleanability and performance of heat exchangers, a major component of OTEC systems. Related OTEC subsystems are also being tested. OTEC-1 was to be accomplished in three phases; design (phase I); construction (phase II); and operations and testing (phase III). In July 1977, DOE contracted with TRW, Inc. to design and develop the heat exchanger to be used on OTEC-1. In September 1978, DOE contracted with Global Marine to refurbish, retrofit, and deploy an old Navy ship with OTEC subsystems including TRW's heat exchanger. Together Global Marine and TRW were the OTEC-1 design and construction contractors for phases I and II with Global Marine having overall responsibility for integrating its and TRW's work. Global Marine's contract also included an option for performing work in phase III.

    The Savannah River National Laboratory's (SRNL) Atmospheric Technologies Group develops, maintains, and operates computer-based software applications for use in emergency response consequence assessment at DOE's Savannah River Site. These applications range from straightforward, stand-alone Gaussian dispersion models run with simple meteorological input to complex computational software systems with supporting scripts that simulate highly dynamic atmospheric processes. A software quality assurance program has been developed to ensure appropriate lifecycle management of these software applications. This program was designed to meet fully the overall structure and intent of SRNL's institutional software QA programs, yet remain sufficiently practical to achieve the necessary level of control in a cost-effective manner. A general overview of this program is described.

    In this paper a radioecological model (TOCATTA) for tritium transfer in a grassland ecosystem developed on an hourly time-step basis is proposed and compared with the first data set obtained in the vicinity of the AREVA-NC reprocessing plant of La Hague (France). The TOCATTA model aims at simulating dynamics of tritium transfer in agricultural soil and plant ecosystems exposed to time-varying HTO concentrations in air water vapour and possibly in irrigation and rain water. In the present study, gaseous releases of tritium from the AREVA NC nuclear reprocessing plant in normal operation can be intense and intermittent over a period of less than 24 hours. A first comparison of the model predictions with the field data has shown that TOCATTA should be improved in terms of kinetics of tritium transfer.

    Electricity consumption in the Southeastern US, including Florida, is approximately 32% of the total US. The availability of renewable resources for electricity production is relatively small compared to the high consumption. Therefore meeting a national renewable portfolio standard (RPS) is particularly challenging in this region. Neighboring regions, particularly to the west, have significant wind resources and given sufficient transmission these resources could serve energy markets in the SE. This report looks at renewable resource supply relative to demands and the potential for power transfer into the SE. We found that significant wind energy transfers, at the level of 30-60 GW, are expected to be economic in case of federal RPC or CO2 policy. Development of wind resources will depend not only on the available transmission capacity and required balancing resources, but also on electricity supply and demand factors.

    The BestPractices program area, which has evolved into the Save Energy Now (SEN) Initiative, is a component of the U.S. Department of Energy's (DOE's) Industrial Technologies Program (ITP) that provides technical assistance and disseminates information on energy-efficient technologies and practices to U.S. industrial firms. The BestPractices approach to information dissemination includes conducting training sessions which address energy-intensive systems (compressed air, steam, process heat, pumps, motors, and fans) and distributing DOE software tools on those same topics. The current report documents a recent Oak Ridge National Laboratory (ORNL) study undertaken to determine the implementation rate, attribution rate, and reduction factor for industrial end-users who received BestPractices training and registered software in FY 2006. The implementation rate is the proportion of service recipients taking energy-saving actions as a result of the service received. The attribution rate applies to those individuals taking energy-saving actions as a result of the services received and represents the portion of the savings achieved through those actions that is due to the service. The reduction factor is the saving that is realized from program-induced measures as a proportion of the potential savings that could be achieved if all service recipients took action. In addition to examining those factors, the ORNL study collected information on selected characteristics of service recipients, the perceived value of the services provided, and the potential energy savings that can be achieved through implementation of measures identified from the training or software. Because the provision of training is distinctly different from the provision of software tools, the two efforts were examined independently and the findings for each are reported separately.

    Following the issuance of Title 10 Code of Federal Regulations Part 835 (10 CFR 835), {open_quotes}Occupational Radiation Protection,{close_quotes} in the Federal Register on 14 December 1993, all DOE facilities subject to the rule provisions were required to submit a radiation protection program that Sets forth the plans, schedules, and other measures for achieving compliance with the rule by 1 January 1996. Numerous DOE facilities identified areas of the rule where their facility needed either (1) a clarification of the intent and expectation of a provisions or (2) an exemption from the provisions. In response, the DOE Office of Worker Protection Programs and Hazards Management (EH-52) prepared and disseminated eight Radiological Control Technical Positions (RCTPs). These RCTPs provided clarifications of DOE`s intent and expectations for compliance with specific provisions of the rule. EH-52 also processed requests for exemptions from provisions of 10 CFR 835 received from twelve different DOE facilities. The DOE issued 21 separate responses to these facilities, each one addressing the specific exepemtion request. Each response contained (1) an Exemption Decision and (2) a Technical Position discussing the basis for either denying or granting with conditions, as applicable, the exemption request.

    Multinucleon transfer reaction {sup 40}Ar+{sup 208}Pb has been investigated with the PRISMA-CLARA experimental setup in LNL, INFN, Italy. The experimental differential cross sections have been obtained for different transfer channels by measuring more than {Delta}{theta}{sub lab} = 20 Degree-Sign covered by three angular settings of PRISMA. Results have been compared with the semiclassical calculation GRAZING. Since the understanding of the reaction mechanism depends strongly on the determination of absolute cross section, effect of transport of ions through PRISMA has been studied via a Monte Carlo simulation code.

    We obtained photovoltaic response in pristine multilayer WSe{sub 2} by sandwiching WSe{sub 2} between top and bottom metals. In this structure, the work-function difference between the top metal and WSe{sub 2} plays a critical role in generating built-in potentials and photovoltaic responses. Our devices with Zn as top metal exhibit photo-conversion efficiencies up to 6.7% under 532 nm illumination and external quantum efficiencies in the range of 40%–83% for visible light. This work provides a method for generating photovoltaic responses in layered semiconductors without detrimental doping or exquisite heterostructures, and also advances the physics for modulating the band structures of such emerging semiconductors.

    The U.S. Department of Energy (DOE) included the Wayne, New Jersey, Site in the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1984, and the site was listed on the National Priorities List that same year. The U.S. Army Corps of Engineers (USACE) completed physical remediation of the site in 2006 and is pursuing regulatory closeout. In September 2006, DOE transferred the site to Wayne Township for park and recreational use. The transfer and reuse process involved the coordinated efforts of DOE, USACE, and other local, state, and federal agencies. DOE imposed an interim ground water use restriction as a best management practice until the regulators concur that the remedy is fully implemented and protective. An institutional control will be applied to potential contamination remaining beneath public rights-of-way. This paper presents a discussion of the process of transferring site responsibility from USACE to the DOE Office of Legacy Management, transitioning the site to an appropriate new use that benefits the local community, long-term surveillance and maintenance requirements for the remediated site, the challenges that were identified and addressed, and lessons learned that may be applied to future FUSRAP site transfers. The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

    Cracks and honeycombs are often found inside reinforced concrete (RC) structure caused by excessive external force, or improper casting of concrete. The repairing method usually involves epoxy injection. The impact-echo method, which is a sensitive for detecting of the interior voids, may not be applicable to assess the integrity of the repaired member as both air and epoxy are less in acoustic impedances. In this study, the repaired RC structure was evaluated by the simulated transfer function of the IE displacement waveform where the R-wave displacement waveform is used as a base of a simulated force-time function. The effect of different thickness of the epoxy layer to the amplitude corresponding to the interface is studied by testing on specimen containing repaired naturally delaminated cracks with crack widths about 1 mm, 3 mm and 5 mm. The impact-echo responses were compared with the drilling cores at the test positions. The results showed the cracks were not fully filled with epoxy when the peak amplitude corresponding to the interface dropped less than 20%. The peak corresponding to the thicker epoxy layer tends to be larger in amplitude. A field study was also performed on a column damaged by earthquake before and after repairing.

    Ultraviolet radiation (UVR) can be used as a tool to disinfect surgery tools used for implanting transmitters into fish. However, the use of UVR could possibly degrade monofilament suture material used to close surgical incisions. This research examined the effect of UVR on monofilament sutures to determine if they were compromised and negatively influenced tag and suture retention, incision openness, or tissue reaction. Eighty juvenile Chinook salmon Oncorhynchus tshawytscha were surgically implanted with an acoustic transmitter and a passive integrated transponder. The incision was closed with a single stitch of either a suture exposed to 20 doses of UV radiation (5 minute duration per dose) or a new, sterile suture. Fish were then held for 28 d and examined under a microscope at day 7, 14, 21 and 28 for incision openness, ulceration, redness, and the presence of water mold. There was no significant difference between treatments for incision openness, redness, ulceration or the presence of water mold on any examination day. On day 28 post-surgery, there were no lost sutures; however, 2 fish lost their transmitters (one from each treatment). The results of this study do not show any differences in negative influences such as tissue response, suture retention or tag retention between a new sterile suture and a suture disinfected with UVR.

Significant transfer of hardware, computer programs, diagnostics and instrumentation, advanced materials, and in situ process understanding has occurred through US/DOE supported programs in the past five years. The text briefly reviews the technology transfer procedures and summarizes 32 items that have been transferred and another 20 technologies that are now being considered for possible transfer to industry. A major factor in successful transfer has been personal interactions between Sandia engineers and the technical staff from private industry during all aspects of the technology development.

The U.S. Army Corps of Engineers (USACE) is responsible for characterization, assessment, remedy selection, and remedial action of FUSRAP sites. Site responsibilities are transferred from USACE to DOE-LM when the implemented remedy is demonstrated to be functioning as designed.     The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    While implementing a successful leasing program for land and facilities at the Department of Energy's Oak Ridge Operations Office in Oak Ridge, TN, the Department is now transitioning from a leasing program to one of title transfer. The program, called ''Reindustrialization'', is the result of a visionary idea to enable the use of excess resources to meet a community's needs in the wake of continued DOE downsizing. An established process included within the Comprehensive Environmental Response Compensation and Liability Act, tailored to meet DOE-ORO's objectives, was used to lease. Title transfer, using DOE's new 10 CFR 770 process, is being undertaken to meet a DOE-HQs directive to close the ORO facility where Reindustrialization is taking place. Title transfer is a key component of the closure effort. However, the process for title transfer is new, it is a DOE process, and it has not yet been completed for any facilities in the DOE complex. Making the transition from a known to an unknown has created opportunities in program design, as well as implementation, coordination and acceptance challenges in a variety of areas, and a host of lessons learned and learning.

    Purpose: Induction chemotherapy (ICT) improves survival compared with radiotherapy (RT) alone in locally advanced non-small-cell lung cancer (LANSCLC) patients with good prognostic factors. Concurrent chemoradiotherapy (CCRT) is superior to ICT followed by RT. The question arises whether ICT response predicts the outcome of patients subsequently treated with CCRT or RT. Methods and Materials: Between 1988 and 1992, 194 LANSCLC patients were treated prospectively with ICT (two cycles of vinblastine and cisplatin) and then CCRT (cisplatin plus 63 Gy for 7 weeks) in the Radiation Therapy Oncology Group 8804 trial (n = 30) or ICT and then RT (60 Gy/6 wk) on Radiation Therapy Oncology Group 8808 trial (n = 164). Of the 194 patients, 183 were evaluable and 141 had undergone a postinduction assessment. The overall survival (OS) of those with complete remission (CR) or partial remission (PR) was compared with that of patients with stable disease (SD) or progressive disease (PD) after ICT. Results: Of the 141 patients, 6, 30, 99, and 6 had CR, PR, SD, and PD, respectively. The log-rank test showed a significant difference (p <0.0001) in OS when the response groups were compared (CR/PR vs. SD/PD). On univariate and multivariate analyses, a trend was seen toward a response to ICT with OS (p = 0.097 and p = 0.06, respectively). A squamous histologic type was associated with worse OS on univariate and multivariate analyses (p = 0.031 and p = 0.018, respectively). SD/PD plus a squamous histologic type had a hazard ratio of 2.25 vs. CR/PR plus a nonsquamous histologic type (p = 0.007) on covariate analysis. Conclusion: The response to ICT was associated with a significant survival difference when the response groups were compared. A response to ICT showed a trend toward, but was not predictive of, improved OS in LANSCLC patients. Patients with SD/PD after ICT and a squamous histologic type had the poorest OS. These data suggest that patients with squamous LANSCLC might benefit
