    This plan sets out a strategic, five year framework for guiding DOE's market development support activities for high-performance solid-state lighting (SSL) products for the U.S. general illumination market. The market development support activities described in this plan, which span federal fiscal years 2012 to 2016, are intended to affect the types of SSL general illumination products adopted by the market, to accelerate commercial adoption of those products, and to support appropriate application of those products to maximize energy savings. DOE has established aggressive FY16 goals for these activities, including goals for the types of products brought to market, the market adoption of those products, and the energy savings achieved through use of SSL products. These goals are for the combined effect of DOE's SSL market development support and R and D investment, as well as the leveraged activities of its partners. Goals include: (1) inducing the market introduction of SSL products achieving 140 lumens per Watt (lm/W) for warm white products, and 155 lm/W for cool white products, and (2) inducing sales of high-performance SSL products that achieve annual site electricity savings of 21 terawatt hours (0.25 quadrillion Btus primary energy) by FY16. To overcome identified market barriers and to achieve the above five year goals, DOE proposes to carry out the following strategy. DOE will implement a multi-year program to accelerate adoption of good quality, high performance SSL products that achieve significant energy savings and maintain or improve lighting quality. Relying on lessons learned from past emerging technology introductions, such as compact fluorescent lamps, and using newly developed market research, DOE will design its efforts to minimize the likelihood that the SSL market will repeat mistakes that greatly delayed market adoption of earlier emerging technology market introductions. To achieve the maximum effect per dollar invested, DOE will work closely with lighting industry organizations 'such as the Next Generation Lighting Industry Alliance, North American Illuminating Engineering Society, and the International Association of Lighting Designers' and with other government programs seeking to improve lighting energy efficiency. While DOE will work closely with these organizations and others from lighting and electric utility industry, the program will focus primarily on assisting buyers of SSL products and others acting on their behalf because satisfied buyers are essential to the success of SSL market adoption. The work product of DOE's efforts will primarily be information, of the right type, at the right time, and provided efficiently to those who can best use it. A secondary work product of DOE's program will be market opportunities, in which DOE will seek to reduce the risks and costs for manufacturers of SSL products to sell good quality, high performance products to motivated buyers. In short, DOE plans to implement a multi-year program that produces highly useful and widely available information for buyers and their agents, while producing important market opportunities for producers, avoids the mistakes of the past, and is closely coordinated with industry and government. The market needs and the overall strategy were used for deciding which types of programs and projects DOE should create, and what general form they should take. Progress toward achieving plan goals with the above program elements will be monitored and periodically reported.

This report summarizes early actions taken by DOE and others to avoid potential problems anticipated based on lessons learned from the market introduction of compact fluorescent lamps and identifies issues, challenges, and new lessons that have been learned in the early stages of the SSL market introduction. This study identifies and characterizes12 key lessons that have been distilled from DOE SSL program results.

    Although solid-state lighting (SSL) products are often intended to have product lifetimes of 15 years or more, the rapid change in technology has created a need for accelerated life tests (ALTs) that can be performed in the span of several months. A critical element of interpreting results from any systems-level ALT is understanding of the impact of the test environment on each component. Because of its ubiquity in electronics, the use of temperature-humidity environments as potential ALTs for SSL luminaires was investigated. Results from testing of populations of three commercial 6” downlights in environments of 85oC and 85% relative humiditymore » (RH) and 75oC and 75% RH are reported. These test environments were found to accelerate lumen depreciation of the entire luminaire optical system, including LEDs, lenses, and reflectors. The effects of aging were found to depend strongly on both the optical materials that were used and the design of the luminaire; this shows that the lumen maintenance behavior of SSL luminaires must be addressed at the optical systems level. Temperature-Humidity ALTs can be a useful test in understand lumainaire depreciation provided that proper consideration is given to the different aging rates of various materials.     The focus of the workshop was on higher education facilities because college and university campuses are an important market for lighting products and they use almost every kind of luminaire on the market. This workshop was seen as a chance for SSL manufacturers large and small to get the inside scoop from a group of people that specify, pay for, install, use, maintain, and dispose of lighting systems for nearly every type of application. Workshop attendees explored the barriers to SSL adoption, the applications where SSL products could work better than existing technologies, and where SSL luminaires are currently falling short. This report summarizes the Workshop activities and presentation highlights.

    This report proposes a reformulation of U.S. ISO/RTO-managed wholesale electric power mar- kets for improved reliability and e ciency of system operations. Current markets do not specify or compensate primary frequency response. They also unnecessarily limit the participation of new technologies in reserve markets and o er insu cient economic inducements for new capacity invest- ment. In the proposed market reformulation, energy products are represented as physically-covered rm contracts and reserve products as physically-covered call option contracts. Trading of these products is supported by a backbone of linked ISO/RTO-managed forward markets with planning horizons ranging from multiple years to minutes ahead. A principal advantage of this reformulation is that reserve needs can be speci ed in detail, and resources can o er the services for which they are best suited, without being forced to conform to rigid reserve product de nitions. This should improve the business case for electric energy storage and other emerging technologies to provide reserve. In addition, the facilitation of price discovery should help to ensure e cient energy/reserve procurement and adequate levels of new capacity investment.

    Wind power development in the United States is outpacing previous estimates for many regions, particularly those with good wind resources. The pace of wind power deployment may soon outstrip regional capabilities to provide transmission and integration services to achieve the most economic power system operation. Conversely, regions such as the Southeastern United States do not have good wind resources and will have difficulty meeting proposed federal Renewable Portfolio Standards with local supply. There is a growing need to explore innovative solutions for collaborating between regions to achieve the least cost solution for meeting such a renewable energy mandate. The DOE-funded project 'Integrating Southwest Power Pool Wind Energy into Southeast Electricity Markets' aims to evaluate the benefits of coordination of scheduling and balancing for Southwest Power Pool (SPP) wind transfers to Southeastern Electric Reliability Council (SERC) Balancing Authorities (BAs). The primary objective of this project is to analyze the benefits of different balancing approaches with increasing levels of inter-regional cooperation. Scenarios were defined, modeled and investigated to address production variability and uncertainty and the associated balancing of large quantities of wind power in SPP and delivery to energy markets in the southern regions of the SERC. The primary analysis of the project is based on unit commitment (UC) and economic dispatch (ED) simulations of the SPP-SERC regions as modeled for the year 2022. The UC/ED models utilized for the project were developed through extensive consultation with the project utility partners, to ensure the various regions and operational practices are represented as accurately as possible realizing that all such future scenario models are quite uncertain. SPP, Entergy, Oglethorpe Power Company (OPC), Southern Company, and the Tennessee Valley Authority (TVA) actively participated in the project providing input data for the models and review of simulation results and conclusions. While other SERC utility systems are modeled, the listed SERC utilities were explicitly included as active participants in the project due to the size of their load and relative proximity to SPP for importing wind energy. The analysis aspects of the project comprised 4 primary tasks: (1) Development of SCUC/SCED model of the SPP-SERC footprint for the year 2022 with only 7 GW of installed wind capacity in SPP for internal SPP consumption with no intended wind exports to SERC. This model is referred to as the 'Non-RES' model as it does not reflect the need for the SPP or SERC BAs to meet a federal Renewable Energy Standard (RES). (2) Analysis of hourly-resolution simulation results of the Non-RES model for the year 2022 to provide project stakeholders with confidence in the model and analytical framework for a scenario that is similar to the existing system and more easily evaluated than the high-wind transfer scenarios that are analyzed subsequently. (3) Development of SCUC/SCED model of the SPP-SERC footprint for the year 2022 with sufficient installed wind capacity in SPP (approximately 48 GW) for both SPP and the participating SERC BAs to meet an RES of 20% energy. This model is referred to as the 'High-Wind Transfer' model with several different scenarios represented. The development of the High-Wind Transfer model not only included identification and allocation of SPP wind to individual SERC BAs, but also included the evaluation of various methods to allow the model to export the SPP wind to SERC without developing an actual transmission plan to support the transfers. (4) Analysis of hourly-resolution simulation results of several different High-Wind Transfer model scenarios for the year 2022 to determine balancing costs and potential benefits of collaboration among SPP and SERC BAs to provide the required balancing.

    Hydrogen vehicles (H2V), including H2 internal combustion engine, fuel cell and fuel cell plugin hybrid, could greatly reduce petroleum consumption and greenhouse gas (GHG) emissions in the transportation sector. The U.S. Department of Energy has adopted targets for vehicle component technologies to address key technical barriers towidespread commercialization of H2Vs. This study estimates the market acceptance of H2Vs and the resulting societal benefits and subsidy in 41 scenarios that reflect a wide range of progress in meeting these technical targets. Important results include: (1) H2Vs could reach 20e70% market shares by 2050, depending on progress in achieving the technical targets.With a basic hydrogen infrastructure (w5% hydrogen availability), the H2V market share is estimated to be 2e8%. Fuel cell and hydrogen costs are the most important factors affecting the long-term market shares of H2Vs. (2) Meeting all technical targets on time could result in about an 80% cut in petroleumuse and a 62% (or 72% with aggressive electricity de-carbonization) reduction in GHG in 2050. (3) The required hydrogen infrastructure subsidy is estimated to range from $22 to $47 billion and the vehicle subsidy from $4 to $17 billion. (4) Long-term H2V market shares, societal benefits and hydrogen subsidies appear to be highly robust against delay in one target, if all other targets are met on time.     This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

    With stable fuel prices and slow growth in demand, a buyer's market reigns in some places for electricity. Surprisingly, state regulators are struggling to bring the benefits to ratepayers. Some are saying that structured competitive-bidding programs and [open quotes]Request for Proposal[close quotes] (RFP) procedures are standing in the way. Mandatory competitive-bidding programs for electric utility procurement of purchased power are a regulatory fixture in many states. Regulators often cite two major goals in support of such programs: (1) to encourage utilities to seek the cheapest power to meet customer demand as a part of broader least-cost planning rules, and (2) to foster development of the nonutility generator (NUG) industry (often with special emphasis on facilities that use renewable resources) by providing a consistent and secure market for NUG power. But regulators from Massachusetts to California are finding that the two goals can conflict, especially where there is plenty of inexpensive supply on the short-term market. The strict bidding schemes for purchased power sometimes prevent a utility from fully exploiting lower-cost supplies once the bidding is complete.

    Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors.     Two hundred researchers, manufacturers, and other industry insiders and observers gathered in Tampa, FL, January 28–30, 2014, to participate in DOE's 11th annual Solid-State Lighting (SSL) R&D Workshop. DOE SSL Program Manager James Brodrick kicked off Day 1 by reminding attendees that it takes time to achieve market adoption, and that "we're still early in the game." He emphasized that the true value of SSL has yet to be "mined" by the industry, and pointed out that the technology has the potential to be far more than a commodity in the old lighting paradigm. Brodrick predicted that SSL's value-added features will drive adoption, and noted that smart-lighting options can significantly increase the energy savings.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

This study examines the market for low-e storm windows based on market data, case studies, and recent experience with weatherization deployment programs. It uses information from interviews conducted with DOE researchers and industry partners involved in case studies and early deployment efforts related to low-e storm windows. In addition, this study examines potential barriers to market acceptance, assesses the market and energy savings potential, and identifies opportunities to transform the market for low-e storm windows and overcome market adoption barriers.

    This is a review of the US (and international) fuel cell development for the stationary power generation market. Besides DOE, GRI, and EPRI sponsorship, the US fuel cell program has over 40% cost-sharing from the private sector. Support is provided by user groups with over 75 utility and other end-user members. Objectives are to develop and demonstrate cost-effective fuel cell power generation which can initially be commercialized into various market applications using natural gas fuel by the year 2000. Types of fuel cells being developed include PAFC (phosphoric acid), MCFC (molten carbonate), and SOFC (solid oxide); status of each is reported. Potential international applications are reviewed also. Fuel cells are viewed as a force in dispersed power generation, distributed power, cogeneration, and deregulated industry. Specific fuel cell attributes are discussed: Fuel cells promise to be one of the most reliable power sources; they are now being used in critical uninterruptible power systems. They need hydrogen which can be generated internally from natural gas, coal gas, methanol landfill gas, or other fuels containing hydrocarbons. Finally, fuel cell development and market applications in Japan are reviewed briefly.

    The U.S. Department of Energy (DOE) is launching a major research and development initiative to create a small, fast, inexpensive and environmentally friendly rig for drilling 5000 feet boreholes to investigate potential oil and gas reservoirs. DOE wishes to get input from petroleum industry operators, service companies and equipment suppliers on the operation and application of this coiled-tubing-based drilling unit. To that end, DOE has asked Spears & Associates, Inc. (SAI) to prepare a special state-of-the-market report and assist during a DOE-sponsored project-scoping workshop in Albuquerque near the end of April 2003. The scope of the project is four-fold: (1) Evaluate the history, status and future of demand for very small bore-hole drilling; (2) Measure the market for coiled tubing drilling and describe the state-of-the-art; (3) Identify companies and individuals who should have an interest in micro drilling and invite them to the DOE workshop; and (4) Participate in 3 concurrent workshop sessions, record and evaluate participant comments and report workshop conclusions.

    This is the sixth edition of this report, which details the major trends in U.S. light-duty vehicle and medium/heavy truck markets as well as the underlying trends that caused them. This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Office (VTO), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. The first section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. The following section examines Light-Duty Vehicle use, markets, manufacture, and supply chains. The discussion of Medium and Heavy Trucks offers information on truck sales and technologies specific to heavy trucks. The Technology section offers information on alternative fuel vehicles and infrastructure, and the Policy section concludes with information on recent, current, and near-future Federal policies like the Corporate Average Fuel Economy standards. In total, the information contained in this report is intended to communicate a fairly complete understanding of U.S. highway transportation energy through a series of easily digestible tables and figures.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Program (VTP), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations. The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. For example, Figures 11 through 13 discuss the connections between global oil prices and U.S. GDP, and Figures 20 and 21 show U.S. employment in the automotive sector. The following section examines Light-Duty Vehicle use, markets, manufacture, and supply chains. Figures 26 through 33 offer snapshots of major light-duty vehicle brands in the U.S. and Figures 38 through 43 examine the performance and efficiency characteristics of vehicles sold. The discussion of Medium and Heavy Trucks offers information on truck sales (Figures 58 through 61) and fuel use (Figures 64 through 66). The Technology section offers information on alternative fuel vehicles and infrastructure (Figures 68 through 77), and the Policy section concludes with information on recent, current, and near-future Federal policies like the Cash for Clunkers program (Figures 87 and 88) and the Corporate Automotive Fuel Economy standard (Figures 90 through 99) and. In total, the information contained in this report is intended to communicate a fairly complete understanding of U.S. highway transportation energy through a series of easily digestible nuggets.

    The U.S. wind industry experienced a banner year in 2008, again surpassing even optimistic growth projections from years past. At the same time, the last year has been one of upheaval, with the global financial crisis impacting near-term growth prospects for the wind industry, and with federal policy changes enacted to push the industry towards continued aggressive expansion. This rapid pace of development has made it difficult to keep up with trends in the marketplace. Yet, the need for timely, objective information on the industry and its progress has never been greater. This report - the third of an ongoing annual series - attempts to meet this need by providing a detailed overview of developments and trends in the U.S. wind power market, with a particular focus on 2008. As with previous editions, this report begins with an overview of key wind power installation-related trends: trends in wind capacity growth in the U.S., how that growth compares to other countries and generation sources, the amount and percentage of wind in individual states and serving specific utilities, and the quantity of proposed wind capacity in various interconnection queues in the United States. Next, the report covers an array of wind industry trends, including developments in turbine manufacturer market share, manufacturing and supply-chain investments, wind turbine and wind project size, project financing developments, and trends among wind power developers, project owners, and power purchasers. The report then turns to a discussion of wind project price, cost, and performance trends. In so doing, it reviews the price of wind power in the United States, and how those prices compare to the cost of fossil-fueled generation, as represented by wholesale power prices. It also describes trends in installed wind project costs, wind turbine transaction prices, project performance, and operations and maintenance expenses. Next, the report examines other policy and market factors impacting the domestic wind power market, including federal and state policy drivers, transmission issues, and grid integration. Finally, the report concludes with a preview of possible near- to medium-term market developments. This version of the Annual Report updates data presented in the previous editions, while highlighting key trends and important new developments from 2008. New to this edition is an executive summary of the report and an expanded final section on near- to medium-term market development. The report concentrates on larger-scale wind applications, defined here as individual turbines or projects that exceed 50 kW in size. The U.S. wind power sector is multifaceted, however, and also includes smaller, customer-sited wind turbines used to power the needs of residences, farms, and businesses. Data on these applications are not the focus of this report, though a brief discussion on Distributed Wind Power is provided on page 4. Much of the data included in this report were compiled by Berkeley Lab, and come from a variety of sources, including the American Wind Energy Association (AWEA), the Energy Information Administration (EIA), and the Federal Energy Regulatory Commission (FERC). The Appendix provides a summary of the many data sources used in the report. Data on 2008 wind capacity additions in the United States are based on information provided by AWEA; some minor adjustments to those data may be expected.
