    The Oak Ridge Institute for Science and Education (ORISE), a U.S. Department of Energy (DOE) prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct a peak dose assessment in support of the Authorized Limits Request for Solid Waste Disposal at Landfill C-746-U at the Paducah Gaseous Diffusion Plant (DOE-PPPO 2011a). The peak doses were calculated based on the DOE-PPPO Proposed Single Radionuclides Soil Guidelines and the DOE-PPPO Proposed Authorized Limits (AL) Volumetric Concentrations available in DOE-PPPO 2011a. This work is provided as an appendix to the Dose Modeling Evaluations and Technical Support Document for the Authorized Limits Request for the C-746-U Landfill at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky (ORISE 2012). The receptors evaluated in ORISE 2012 were selected by the DOE-PPPO for the additional peak dose evaluations. These receptors included a Landfill Worker, Trespasser, Resident Farmer (onsite), Resident Gardener, Recreational User, Outdoor Worker and an Offsite Resident Farmer. The RESRAD (Version 6.5) and RESRAD-OFFSITE (Version 2.5) computer codes were used for the peak dose assessments. Deterministic peak dose assessments were performed for all the receptors and a probabilistic dose assessment was performed only for the Offsite Resident Farmer at the request of the DOE-PPPO. In a deterministic analysis, a single input value results in a single output value. In other words, a deterministic analysis uses single parameter values for every variable in the code. By contrast, a probabilistic approach assigns parameter ranges to certain variables, and the code randomly selects the values for each variable from the parameter range each time it calculates the dose (NRC 2006). The receptor scenarios, computer codes and parameter input files were previously used in ORISE 2012. A few modifications were made to the parameter input files as appropriate for this effort. Some of these changes included increasing the time horizon beyond 1,050 years (yr), and using the radionuclide concentrations provided by the DOE-PPPO as inputs into the codes. The deterministic peak doses were evaluated within time horizons of 70 yr (for the Landfill Worker and Trespasser), 1,050 yr, 10,000 yr and 100,000 yr (for the Resident Farmer [onsite], Resident Gardener, Recreational User, Outdoor Worker and Offsite Resident Farmer) at the request of the DOE-PPPO. The time horizons of 10,000 yr and 100,000 yr were used at the request of the DOE-PPPO for informational purposes only. The probabilistic peak of the mean dose assessment was performed for the Offsite Resident Farmer using Technetium-99 (Tc-99) and a time horizon of 1,050 yr. The results of the deterministic analyses indicate that among all receptors and time horizons evaluated, the highest projected dose, 2,700 mrem/yr, occurred for the Resident Farmer (onsite) at 12,773 yr. The exposure pathways contributing to the peak dose are ingestion of plants, external gamma, and ingestion of milk, meat and soil. However, this receptor is considered an implausible receptor. The only receptors considered plausible are the Landfill Worker, Recreational User, Outdoor Worker and the Offsite Resident Farmer. The maximum projected dose among the plausible receptors is 220 mrem/yr for the Outdoor Worker and it occurs at 19,045 yr. The exposure pathways contributing to the dose for this receptor are external gamma and soil ingestion. The results of the probabilistic peak of the mean dose analysis for the Offsite Resident Farmer indicate that the average (arithmetic mean) of the peak of the mean doses for this receptor is 0.98 mrem/yr and it occurs at 1,050 yr. This dose corresponds to Tc-99 within the time horizon of 1,050 yr.

    Department of Energy (DOE) nuclear facilities must comply with DOE Order 420.1C Facility Safety, which requires that all such facilities review their natural phenomena hazards (NPH) assessments no less than every ten years. The Order points the reader to Standard DOE-STD-1020-2012. In addition to providing a discussion of the applicable evaluation criteria, the Standard references other documents, including ANSI/ANS-2.29-2008 and NUREG-2117. These documents provide supporting criteria and approaches for evaluating the need to update an existing probabilistic seismic hazard analysis (PSHA). All of the documents are consistent at a high level regarding the general conceptual criteria that should be considered. However, none of the documents provides step-by-step detailed guidance on the required or recommended approach for evaluating the significance of new information and determining whether or not an existing PSHA should be updated. Further, all of the conceptual approaches and criteria given in these documents deal with changes that may have occurred in the knowledge base that might impact the inputs to the PSHA, the calculated hazard itself, or the technical basis for the hazard inputs. Given that the DOE Order is aimed at achieving and assuring the safety of nuclear facilities—which is a function not only of the level of the seismic hazard but also the capacity of the facility to withstand vibratory ground motions—the inclusion of risk information in the evaluation process would appear to be both prudent and in line with the objectives of the Order. The purpose of this white paper is to describe a risk-informed methodology for evaluating the need for an update of an existing PSHA consistent with the DOE Order. While the development of the proposed methodology was undertaken as a result of assessments for specific SDC-3 facilities at Idaho National Laboratory (INL), and it is expected that the application at INL will provide a demonstration of the methodology, there is potential for general applicability to other facilities across the DOE complex. As such, both a general methodology and a specific approach intended for INL are described in this document. The general methodology proposed in this white paper is referred to as the “seismic hazard periodic review methodology,” or SHPRM. It presents a graded approach for SDC-3, SDC-4 and SDC-5 facilities that can be applied in any risk-informed regulatory environment by once risk-objectives appropriate for the framework are developed. While the methodology was developed for seismic hazard considerations, it can also be directly applied to other types of natural hazards.

    The U.S. Department of Energy (DOE) is proposing to decontaminate and decommission the Zero Power Reactor (ZPR) facilities located in Building 315 at Argonne National Laboratory (ANL) in Argonne, Illinois (Figure 1-1). The proposed action would occur in two phases: ZPR-6 would be the focus of Phase I and ZPR-9 would be the focus of Phase II. DOE has prepared this environmental assessment (EA) in accordance with the National Environmental Policy Act (NEPA), 42 U.S.C. {section} 4321 et seq., and applicable regulations (Title 40, Code of Federal Regulations [CFR] Parts 1500-1508 and 10 CFR Part 1021). This section describes the reactors and their current status.

    In this work, we present a form of extremum seeking (ES) in which the unknown function being minimized enters the systems dynamics as the argument of a cosine or sine term, thereby guaranteeing known bounds on update rates and control efforts. We present general n-dimensional optimization and stabilization results as well as 2D vehicle control, with bounded velocity and control efforts. For application to autonomous vehicles, tracking a source in a GPS denied environment with unknown orientation, this ES approach allows for smooth heading angle actuation, with constant velocity, and in application to a unicycle-type vehicle results in control ability as if the vehicle is fully actuated. Our stability analysis is made possible by the classic results of Kurzweil, Jarnik, Sussmann, and Liu, regarding systems with highly oscillatory terms. In our stability analysis, we combine the averaging results with a semi-global practical stability result under small parametric perturbations developed by Moreau and Aeyels.

    Privatization of Argentina's Petroquimica General Mosconi (PGM; Buenos Aires) got under way at the end of last years with three companies submitting technical bids. The interested parties are Shell Compania Argentina de Petroleo SA, Diamond Shamrock, and Panam - a group of local companies including Perez Companc, Laboratorios Phoenix, and Quitral. The technical bids include terms of reference and plans for PGM. Shell has sent a letter to the minister in charge of privatization saying it would not present its economic bid, due January 28, unless changes are made in the sale concerning feedstock supply contracts with state oil group YPF. Shell is concerned about the impact of YPF, which supplies PGM most feedstocks. Tender conditions state YPF will retain 30% of PGM, which will be renamed Petroquimica Platense, and will be the exclusive supplier of feestocks and one of the main buyers of product. Government authorities say no decision has been taken relating to Shell's request to change the contract, but they are reviewing the situation. Other bidders made no objections about the proposed conditions. The government is selling 64% of PGM, YPF will retain 30%, and the remainder will go to the workforce.
