    Radiologically inserted gastrostomy (RIG) is an established way of maintaining enteral nutrition in patients who cannot maintain nutrition orally. The purpose of this study was to evaluate the safety and efficacy of primary placement of a wide bore button gastrostomy in a large, varied patient population through retrospective review. All patients who underwent gastrostomy placement from January 1, 2004 to January 1, 2009 were identified. 18-Fr gastrostomy buttons (MIC-Key G) were inserted in the majority. Follow-up ranged from 6 months to 4.5 years. A total of 260 patients (M:F 140:120, average age 59.2 years) underwent gastrostomy during the study period. Overall success rate for RIG placement was 99.6 %, with success rate of 95.3 % for primary button insertion. Indications included neurological disorders (70 %), esophageal/head and neck malignancy (21 %), and other indications (9 %). Major and minor complication rates were 1.2 and 12.8 %, respectively. Thirty-day mortality rate was 6.8 %. One third of patients underwent gastrostomy reinsertion during the study period, the main indication for which was inadvertent catheter removal. Patency rate was high at 99.5 %. The maximum number of procedures in any patient was 8 (n = 2), and the average tube dwell time was 125 days. Primary radiological insertion of a wide bore button gastrostomy is a safe technique, with high success rate, high patency rate, and low major complication rate. We believe that it is feasible to attempt button gastrostomy placement in all patients, once tract length is within limits of tube length. If difficulty is encountered, then a standard tube may simply be placed instead.

    For many years, the U.S. Department of Energy (DOE) has supported and sponsored various types of water research relating to the oil and gas industry through its Office of Fossil Energy and its National Energy Technology Laboratory (NETL). In early 2005, the Petroleum Environmental Research Forum (PERF) submitted a proposal to DOE for funding an upcoming PERF meeting that would feature water research in the petroleum industry. PERF is a nonprofit organization created in 1986 to provide a stimulus to and a forum for the collection, exchange, and analysis of research information related to the development of technology concerning the petroleum industry, and a mechanism for establishing joint research projects in that field. Additional information on PERF can be accessed at http://www.perf.org. DOE agreed to provide funding to hold a review of its water research program in conjunction with the fall 2005 PERF meeting. Argonne National Laboratory (Argonne) was asked to coordinate and host the meeting, which was referred to as the DOE/PERF Water Program Review. The program review was held on November 1-4, 2005, in Annapolis, Maryland, at the Historic Inns of Annapolis. The purpose of the program review was to provide a forum for sharing information, reviewing current programs (especially recent unpublished research), and reviewing industry and regulatory needs regarding water use and reuse issues. PERF and DOE/NETL can use this information to plan for future water-related research projects. The water program review provided a unique opportunity in several ways. First, DOE was able to have all of the contractors currently receiving DOE funds for water research present in one room at the same time. Each contractor described his or her research and was able to learn about the research being conducted by the other researchers. Second, this forum allowed representatives of many large oil and gas companies to hear about the DOE research projects and offer their reactions to DOE and the researchers. Third, most oil and gas meetings focus on either upstream (the exploration and production sector) or downstream (the refining sector) issues. Typically, there is little overlap in content between the two industry sectors. At the program review, attendees with upstream and downstream orientations were able to spend much of their time in joint sessions and could learn more about the other sector.

    This report presents a summary of the studies and analyses that compose the retrospective evaluation of the U.S. Department of Energy s low-income Weatherization Assistance Program (WAP). WAP provides grants to Grantees (i.e., states) that then provide grants to Subgrantees (i.e., local weatherization agencies) to weatherize low-income homes. This evaluation focused on the WAP Program Year 2008. The retrospective evaluation produced twenty separate reports, including this summary. Four separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, small multifamily, and large multifamily. Other reports address the environmental emissions, macroeconomic, and health and household-related benefits attributable to WAP, and characterize the program, its recipients, and those eligible for the program. Major field studies are also summarized, including a major indoor air quality study and a follow-up ventilation study, an in-depth in-field assessment of weatherization work and quality, and a study that assesses reasons for variations in energy savings across homes. Results of surveys of weatherization staff, occupants, occupants satisfaction with weatherization services provided, and weatherization trainees are summarized. Lastly, this report summarizes a set of fifteen case studies of high-performing and unique local weatherization agencies.

    The US Department of Energy has conducted programs of research and development in hydrogen and related technologies since 1975. The current program is conducted in accordance with the DOE Hydrogen Program Plan FY 1993--FY 1997 which was published in June 1992. The plan establishes program priorities and guidance for the allocation of funding. The core program. currently under the Office of Energy Management, supports projects in the areas of hydrogen production, storage and systems research. A program review is held annually to evaluate each research project for technical quality, progress and programmatic benefit. The evaluation is conducted by a panel of technical experts. This proceedings of the Program Review conducted in May 1993 is a compilation of all research projects supported by the Hydrogen Program during FY 1993. It is produced in the anticipation that will serve as a useful technical reference for those interested in the status of hydrogen technologies. Selected papers have been indexed separately for inclusion in the Energy Science and Technology Database.

    This report presents the results of a fully documented peer review of DOE/RW-0184, Rev. 1, ``Characteristics of Potential Repository Wastes``. The peer review was chaired and administered by oak Ridge National Laboratory (ORNL) for the Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM) and was conducted in accordance with OCRWM QA procedure QAAP 3.3 ``Peer Review`` for the purpose of quailing the document for use in OCRWM quality-affecting work. The peer reviewers selected represent a wide range of experience and knowledge particularly suitable for evaluating the subject matter. A total of 596 formal comments were documented by the seven peer review panels, and all were successfully resolved. The peers reached the conclusion that DOE/RW-0184, Rev. 1, is quality determined and suitable for use in quality-affecting work.

    U.S. Department of Energy (DOE) High Performance Computing (HPC) facilities are on the verge of a paradigm shift in the way they deliver systems and services to science and engineering teams. Research projects are producing a wide variety of data at unprecedented scale and level of complexity, with community-specific services that are part of the data collection and analysis workflow. On June 18-19, 2014 representatives from six DOE HPC centers met in Oakland, CA at the DOE High Performance Operational Review (HPCOR) to discuss how they can best provide facilities and services to enable large-scale data-driven scientific discovery at the DOE national laboratories.     The Fifth DOE Review of Laboratory Programs for Women was held at Brookhaven National Laboratory, May 6--8, 1996, and was co-sponsored by Princeton Plasma Physics Laboratory. The 1996 Review was organized as a Professional Workshop, that is, there were Invited Talks, plus Oral and Poster Presentations from the participants. These sessions were organized around the Focus Topics selected for the Review. The Focus Topics were: school-lab programs, college programs, positive image of women, cultural audits, employee development, employee mentoring, networking, dependent care, and alternate work schedules. On Monday evening, Toni Joseph gave an informal talk to the participants. She stressed the importance of submitting the Action Items for the respective facilities, and assured them that they would be looked at by the Office of Energy Research. On Tuesday morning, the DOE Points-of-Contact (POC) presented an overview of the past Reviews to give some background on the present DOE Review, and discussed plans for the future. The Review concluded with Focus Sessions, one for each Focus Topic. Each of these sessions was charged with producing a report on the session topic. The Focus Group Reports are included in the Proceedings, along with abstracts to the invited talks, oral presentations and poster presentations.

    Each year the Geothermal Technology Division of the US Department of Energy conducts an indepth review of its entire geothermal R and D program. The 2--3 day conference serves several purposes: a status report on current R and D activities, an assessment of progress and problems, a review of management issues, and a technology transfer opportunity between DOE and the US geothermal industry. This year's conference, Program Review 7, was held in San Francisco on March 21--23, 1989. As indicated by its title, ''DOE Research and Development for the Geothermal Marketplace'', Program Review 7 emphasized developing technologies, concepts, and innovations having potential for commercial application in the foreseeable future. Program Review 7 was comprised of eight sessions including an opening session and a special presentation on the ''Role of Geothermal Energy in Minimizing Global Environmental Problems.'' The five technical sessions covered GTD-sponsored R and D in the areas of hydrothermal (two sessions), hot dry rock, geopressured, and magma. Presentations were made by the relevant field researchers, and sessions were chaired by the appropriate DOE Operations Office Geothermal Program Manager. The technical papers and commentary of invited speakers contained in these Proceedings have been compiled in the order in which they were presented at Program Review 7.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of the Weldon Spring Site Remedial Action Project (WSSRAP), conducted November 17--21, 1997. The site was evaluated against the program requirements contained in ``US Department of Energy Voluntary Protection Program, Part 1: Program Elements`` to determine its success in implementing the five tenets of DOE-VPP. DOE-VPP consists of three programs, with names and functions similar to those in OSHA`s VPP. These programs are STAR, MERIT, and DEMONSTRATION. The STAR program is the core of DOE-VPP. The program is aimed at truly outstanding protectors of employee safety and health. The MERIT program is a steppingstone for contractors and subcontractors that have good safety and health programs but need time and DOE guidance to achieve STAR status. The DEMONSTRATION program is rarely used; it allows DOE to recognize achievements in unusual situations about which DOE needs to learn more before determining approval requirements for the STAR status.

At an annual program review, each research project is evaluated by a panel of technical experts for technical quality, progress, and programmatic benefit. This Proceedings of the April 1994 Hydrogen Program Review compiles all research projects supported by the Hydrogen Program during FY 1994. For those people interested in the status of hydrogen technologies, we hope that the Proceedings will serve as a useful technical reference. Individual reports are processed separately.

    This report, prepared by a US Department of Energy (DOE) Task Force and organized for clarity into two-page modules, argues that the US Department of Transportation (DOT) Specification-6M packagings (hereafter referred to as 6M packaging, or simply 6M) merit continued DOE use and, if necessary, DOE certification. This report is designed to address the specific requirements of a Safety Analysis Report for Packaging (SARP). While not a SARP, this report constitutes a compilation of all available documentation on 6M packagings. The authors individually, and the Task Force collectively, believe their investigation provides justification for the continued use of 6M packagings because they meet criteria for quality assurance and for safety under normal and accident conditions as defined by the US Nuclear Regulatory Commission (NRC) regulations. This report may be used by DOE managers to assist in deliberations on future requirements for 6M packagings as they are required to support DOE programs. For the purpose of ready evaluation, this report includes categorical topics found in Nuclear Regulatory Guide 7.9, the topical guideline for SARPs. The format, however, will (it is hoped) pleasantly surprise customary reader expectations. For, while maintaining categorical headings and subheadings found in SARPs as a skeleton, the Task Force chose to adopt the document design principles developed by Hughes Aircraft in the 1960s, ''Sequential Thematic Organization of Publications'' (STOP). 37 figs.

    There are concerns about the lifetime of the nation`s stockpile of high explosives (HEs) and their components. The DOE`s Core Surveillance and Enhanced Surveillance programs specifically target degradation of HE, binders, and plastic-bonded explosives (PBXs) for determination of component lifetimes and handling procedures. The principal goal of this project is to identify the decomposition mechanisms of HEs, plasticizers, and plastic polymer binders resulting from exposure to ionizing radiation, heat, and humidity. The primary HEs of concern are 1,3,5-triamino-2,4,6-trinitrobenzene (TATB) and 1,3,5,7-tetranitro-1,3,5,7-tetraazocyclooctane (HMX). Hexahydro-1,3,5-triazine (RDX) is closely related to these two compounds and is also included in the literature review. Both Kel-F 800 and Estane are polymers of interest. A stabilizer, Irganox 1010, and an energetic plasticizer that is a blend of acetaldehyde 2,2-dinitropropyl acetal, are also of interest, but the focus of this report will be on the explosives and polymers. This presents a literature review that provides background on the synthesis, degradation, and techniques to analyze TATB, HMX, RDX, Kel-F 800, Estane, and the PBXs of these compounds. As there are many factors that can influence degradation of materials, the degradation discussion will be divided into sections based on each factor and how it might affect the degradation mechanism. The factors reviewed that influence the degradation of these materials are exposure to heat, UV- and {gamma}-irradiation, and the chemistry of these compounds. The report presents a recently compiled accounting of the available literature. 80 refs., 7 figs.

    The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island). In addition, the EIs will consider the reasonable alternatives among submarine cable technologies, geothermal extraction, production, and power generating technologies; pollution control technologies; overland and submarine power transmission routes; sites reasonably suited to support project facilities in a safe and environmentally acceptable manner; and non-power generating alternatives, such as conservation and demand-side management.

    The Secretary of Energy directed that an independent review of the current cost and schedule baseline for the SSC be conducted. The purpose of this independent review was to validate the current cost and schedule baseline and to ensure that the project status is accurate as currently reported. Through May 1993, approximately $1.5 billion of the baseline cost of $8.249 billion had been expended, with project completion forecasted on the baseline schedule as of September 1999. This report documents the findings of the SSC Baseline Validation Review Committee (the Committee). The report is organized into five parts. The first section is the Executive Summary. This introduction is followed by a discussion of the project progress/status as determined by the Committee. The next section describes the Committee`s estimate of the cost at completion for the SSC project, followed by an assessment of the adequacy of the business management systems currently being used to manage the project.     Contaminated groundwater associated with Building 100 at the Young-Rainey Science, Technology, and Research Center, formerly the DOE Pinellas plant, is the primary remedial challenge that remains to be addressed at the site. Currently, Building 100 is an active industrial facility that is now owned and operated by the Pinellas county government. Groundwater samples collected from monitoring wells recently installed near the southern boundary of the site suggest that contaminated groundwater has migrated off the plant site. In response to the challenges presented by the Building 100 plume, the Office of Legacy Management (LM) requested assistance from the DOE Office of Groundwater and Soil Remediation (EM-32) to provide a review team to make technical recommendations so that they can efficiently and effectively address characterization and remediation of the plume. The review team was unanimous in the conclusion that a dynamic strategy that combines a phased implementation of direct push samplers, sensors, and tools can be used to better delineate the extent of contamination, control plume migration, and rapidly remediate the contaminated groundwater at the site. The initial efforts of the team focused on reviewing the site history and data, organizing the information into a conceptual model, identifying appropriate technologies, and recommending an integrated strategy. The current groundwater data from the site indicate a two-lobed plume extending to the east and south. To the east vinyl chloride is the primary contaminant of concern, to the south, vinyl chloride and cis1, 2-DCE are the primary contaminants. The limited data that are available suggest that reductive dechlorination of the TCE is already occurring but is not sufficient to prevent offsite migration of low concentrations of TCE daughter products. The team recommends that DOE pursue a strategy that builds on the natural cleansing capacity of the subsurface with reductive methods including biostimulation and/or bioaugmentation to provide a sustainable remediation system within the flow path of the plume. Additional data will be required to implement this approach and will include: (1) Better delineation of the nature and extent of contamination; (2) Demonstration the plume is currently stable or shrinking; and (3) Demonstration the full reductive dechlorination is occurring. The technical team recommends that DOE use a phased approach to identify residual contamination and to provide rapid installation of remedies. Matrices of characterization and remediation sensors, technologies, and tools were developed by the team in order to match the specific conditions and requirements of the site. The team provides a specific example of remedy that includes the incorporation of a dynamic characterization strategy moving from minimally invasive to more aggressive field techniques, the consideration of multiple complementary remediation approaches based on a spatiotemporally phased approach keyed to the different demands of different parts of the plume, and the integration and sequencing of the characterization and remediation activities.

    A four day review to assess the status of target physics of inertial confinement fusion was held at US Department of Energy (DOE) Headquarters on November 14--17, 1988. This review completes the current series of reviews of the inertial fusion program elements to assess the status of the data base for a decision to proceed with the proposed Laboratory Microfusion Facility (LMF) that is being planned. In addition to target physics, the program elements that have been reviewed previously include the driver technology development for KrF and solid-state lasers, and the light-on beam pulsed power system. This series of reviews was undertaken for internal DOE assessment in anticipation of the ICF program review mandated by the Congress in 1988 to be completed in 1990 to assess the significance and implications of the progress that has been realized in the laboratory and the underground Halite/Centurion experiments. For this target physics review, both the direct and the indirect drive approaches were considered.     The study of Vertical-Axis Wind Turbine (VAWT) technology at Sandia National Laboratories started in the 1970's and concluded in the 1990's. These studies concentrated on the Darrieus configurations because of their high inherent efficiency, but other configurations (e.g., the Savonius turbine) were also examined. The Sandia VAWT program culminated with the design of the 34-m 'Test Bed' Darrieus VAWT. This turbine was designed and built to test various VAWT design concepts and to provide the necessary databases to validate analytical design codes and algorithms. Using the Test Bed as their starting point, FloWind Corp. developed a commercial VAWT product line with composite blades and an extended height-to-diameter ratio. The purpose of this paper is to discuss the design process and results of the Sandia 34-m VAWT Test Bed program and the FloWind prototype development program with an eye toward future offshore designs. This paper is our retrospective of the design, analysis, testing and commercial process. Special emphasis is given to those lessons learned that will aid in the development of an off-shore VAWT.

    The 2008 DOE Vehicle Technologies Program Annual Merit Review was held February 25-28, 2008 in Bethesda, Maryland. The review encompassed all of the work done by the Vehicle Technologies Program: a total of 280 individual activities were reviewed, by a total of just over 100 reviewers. A total of 1,908 individual review responses were received for the technical reviews, and an additional 29 individual review responses were received for the plenary session review.

    Gehrmann, Roberts, and Whalley in their 1999 paper, A Compilation of Structure Functions in Deep Inelastic Scattering, published in volume 25 of Journal of Physics G (Nuclear and Particle Physics) note that these data will continue to be relevant to the next generation of hadron colliders. They present data on the unpolarized structure functions F2 and xF3, R D ._L=_T /, the virtual photon asymmetries A1 and A2 and the polarized structure functions g1 and g2, from deep inelastic lepton scattering off protons, deuterium and nuclei. Data are presented in both tabular and graphical format and include predictions based on the MRST98 and CTEQ4 parton distribution functionsö as well. The data gathered from the relevant collaborations at DOE's Fermilab, SLAC, and JLAB are available, and so are data from related collaborations based at CERN and DESY. The Durham High Energy Physics (HEP) Database Group makes these data, extracted from papers and data reviews, available in one place in an easy-to-access format. These data are also include in the Durham HEP Reaction Data Database which can be searched at http://hepdata.cedar.ac.uk/reaction

    There is a growing belief that expansion of nuclear energy generation will be needed in the coming decades as part of a mixed supply chain to meet global energy demand. At stake is the health of the economic engine that delivers human prosperity. As a consequence renewed interest is being paid to the safe management of spent nuclear fuel (SNF) and the plutonium it contains. In addition to being an economically valuable resource because it can be used to construct explosive devices, Pu must be placed on an inventory and handled securely. A multiinstitutional team of diverse specialists has been assembled under a project funded by the US Department of Energy (DOE) Next Generation Safeguards Initiative (NGSI) to address ways to nondestructively quantify the plutonium content of spent nuclear fuel assemblies, and to also detect the potential diversion of pins from those assemblies. Studies are underway using mostly Monte Carlo tools to assess the feasibility, individual and collective performance capability of some fourteen nondestructive assay methods. Some of the methods are familiar but are being applied in a new way against a challenging target which is being represented with a higher degree of realism in simulation space than has been done before, while other methods are novel. In this work we provide a brief review of the techniques being studied and highlight the main achievements to date. We also draw attention to the deficiencies identified in for example modeling capability and available basic nuclear data. We conclude that this is an exciting time to be working in the NDA field and that much work, both fundamental and applied, remains ahead if we are to advance the state of the practice to meet the challenges posed to domestic and international safeguards by the expansion of nuclear energy together with the emergence of alternative fuel cycles.

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Methods of retrospective dosimetry, including luminescence and electron paramagnetic resonance spectroscopy (EPR), rely on measurement of accident dose absorbed by naturally occurring materials - ceramics in the case of both thermoluminescence (TL) and optically stimulated luminescence (OSL) and organic materials and bio- minerals in the case of EPR. Each of these methods relies on measurement of radiation defects resulting from accidental exposure. Since defects also result from natural sources of radiation over the lifetime of a sample, analysis is usually restricted to materials for which the natural dose may be determined and subtracted from the measured cumulative dose. Luminescence dating techniques rely heavily on an accurate assessment of cumulative dose from natural radiation sources, and dating research has provided us with the bulk of our knowledge in this area. Virtually all of the work on natural dose determination can be directly applied to retrospective techniques. With EPR techniques the cumulative dose from diagnostic x- rays is also of importance.

    A compilation of data on Drell-Yan cross sections above a lepton-pair mass of 4 GeV/c2 is presented. The relevant experiments at Fermilab and CERN are included dating from approximately 1977 to the present day, covering p, p and pi +or- beams on a variety of nuclear and hydrogen targets, with centre-of-mass energies from 8.6 GeV to 630 GeV. The type of data presented include d sigma /dm, d2 sigma /dm dx and d2 sigma /dm dy distributions as well as other variations of these, and also transverse momentum distributions.   15. DOES CRITICAL MASS DECREASE AS TEMPERATURE INCREASES: A REVIEW OF FIVE BENCHMARK EXPERIMENTS THAT SPAN A RANGE OF ELEVATED TEMPERATURES AND CRITICAL CONFIGURATIONS

    Five sets of benchmark experiments are reviewed herein that cover a diverse set of fissile system configurations. The review specifically focused on the change in critical mass of these systems at elevated temperatures and the temperature reactivity coefficient ({alpha}{sub T}) on the system. Because plutonium-based critical benchmark experiments at varying temperatures were not found at the time this review was prepared, only uranium-based systems are included, as follows: (1) HEU-SOL-THERM-010 - UO{sub 2}F{sub 2} solutions with high U{sup 235} enrichment; (2) HEU-COMP-THERM-016 - uranium-graphite blocks with low U concentration; (3) LEU-COMP-THERM-032 - water moderated lattices of UO{sub 2} with stainless steel cladding, and intermediate U{sup 235} enrichment; (4) IEU-COMP-THERM-002 - water moderated lattices of annular UO{sub 2} with/without absorbers, and intermediate U{sup 235} enrichment; and (5) LEU-COMP-THERM-026 - water moderated lattices of UO{sub 2} at different pitches, and low U{sup 235} enrichment. In three of the five benchmarks (1, 3 and 5), modeling of the critical system at room temperature is conservative compared to modeling the system at elevated temperatures, i.e., a greater fissile mass is required at elevated temperature. In one benchmark (4), there was no difference in the fissile mass between the room temperature system and the system at the examined elevated temperature. In benchmark (2), the system clearly had a negative temperature reactivity coefficient. Some of the high temperature benchmark experiments were treated with appropriate (and comprehensive) adjustments to the cross section sets and thermal expansion coefficients, while other experiments were treated with partial adjustments. Regardless of the temperature treatment, modeling the systems at room temperature was found to be conservative for the examined systems, i.e., a smaller critical mass was obtained. While the five benchmarks presented herein demonstrate that, for the conditions examined, modeling of the systems at room temperature is conservative as compared to modeling the systems at elevated temperatures, it is possible to design a system in which the critical mass at room temperature is non-conservative compared to a system at elevated temperatures. As the temperature of the systems evaluated in this review was increased, the system's overall {alpha}{sub T} was negative at elevated temperatures. Furthermore, the review demonstrates that to accurate asses the effect of increased temperature on a system's k{sub eff}, changes in fissile, moderator, cladding, and, in some cases, structural material cross sections must be combined with other factors that influence reactivity, such as volumetric thermal expansion of fissile, moderating, reflector, and other interacting media. Altering the microscopic cross sections of fissile and moderating regions for temperature changes, without adjusting the corresponding densities at elevated temperatures can lead to an incorrect assessment of the impact of elevated temperature on a fissile system.

    DOE Methods for Evaluating Environmental and Waste Management Samples (DOE Methods) is a resource intended to support sampling and analytical activities for the evaluation of environmental and waste management samples from U.S. Department of Energy (DOE) sites. DOE Methods is the result of extensive cooperation from all DOE analytical laboratories. All of these laboratories have contributed key information and provided technical reviews as well as significant moral support leading to the success of this document. DOE Methods is designed to encompass methods for collecting representative samples and for determining the radioisotope activity and organic and inorganic composition of a sample. These determinations will aid in defining the type and breadth of contamination and thus determine the extent of environmental restoration or waste management actions needed, as defined by the DOE, the U.S. Environmental Protection Agency, or others. The development of DOE Methods is supported by the Analytical Services Division of DOE. Unique methods or methods consolidated from similar procedures in the DOE Procedures Database are selected for potential inclusion in this document. Initial selection is based largely on DOE needs and procedure applicability and completeness.     The Design Considerations Handbook includes information and suggestions for the design of systems typical to nuclear facilities, information specific to various types of special facilities, and information useful to various design disciplines. The handbook is presented in two parts. Part 1, which addresses design considerations, includes two sections. The first addresses the design of systems typically used in nuclear facilities to control radiation or radioactive materials. Specifically, this part addresses the design of confinement systems and radiation protection and effluent monitoring systems. The second section of Part 1 addresses the design of special facilities (i.e., specific types of nonreactor nuclear facilities). The specific design considerations provided in this section were developed from review of DOE 6430.1A and are supplemented with specific suggestions and considerations from designers with experience designing and operating such facilities. Part 2 of the Design Considerations Handbook describes good practices and design principles that should be considered in specific design disciplines, such as mechanical systems and electrical systems. These good practices are based on specific experiences in the design of nuclear facilities by design engineers with related experience. This part of the Design Considerations Handbook contains five sections, each of which applies to a particular engineering discipline.

    The Department of Energy`s (DOE) Strategic Plan (April 1994) states that DOE`s long-term vision includes world leadership in environmental restoration and waste management activities. The activities of the DOE Office of Environmental Management (EM) can play a key role in DOE`s goals of maintaining U.S. global competitiveness and ensuring the continuation of a world class science and technology community. DOE`s interest in attaining these goals stems partly from its participation in organizations like the Trade Policy Coordinating Committee (TPCC), with its National Environmental Export Promotion Strategy, which seeks to strengthen U.S. competitiveness and the building of public-private partnerships as part of U.S. industrial policy. The International Interactions Field Office task will build a communication network which will facilitate the efficient and effective communication between DOE Headquarters, Field Offices, and contractors. Under this network, Headquarters will provide the Field Offices with information on the Administration`s policies and activities (such as the DOE Strategic Plan), interagency activities, as well as relevant information from other field offices. Lawrence Livermore National Laboratory (LLNL) will, in turn, provide Headquarters with information on various international activities which, when appropriate, will be included in reports to groups like the TPCC and the EM Focus Areas. This task provides for the collection, review, and analysis of information on the more significant international environmental restoration and waste management initiatives and activities which have been used or are being considered at LLNL. Information gathering will focus on efforts and accomplishments in meeting the challenges of providing timely and cost effective cleanup of its environmentally damaged sites and facilities, especially through international technical exchanges and/or the implementation of foreign-development technologies.

    The application NUREG/CR-6850 EPRI/NRC fire PRA methodology to DOE facility presented several challenges. This paper documents the process and discusses several insights gained during development of the fire PRA. A brief review of the tasks performed is provided with particular focus on the following: • Tasks 5 and 14: Fire-induced risk model and fire risk quantification. A key lesson learned was to begin model development and quantification as early as possible in the project using screening values and simplified modeling if necessary. • Tasks 3 and 9: Fire PRA cable selection and detailed circuit failure analysis. In retrospect, it would have been beneficial to perform the model development and quantification in 2 phases with detailed circuit analysis applied during phase 2. This would have allowed for development of a robust model and quantification earlier in the project and would have provided insights into where to focus the detailed circuit analysis efforts. • Tasks 8 and 11: Scoping fire modeling and detailed fire modeling. More focus should be placed on detailed fire modeling and less focus on scoping fire modeling. This was the approach taken for the fire PRA. • Task 14: Fire risk quantification. Typically, multiple safe shutdown (SSD) components fail during a given fire scenario. Therefore dependent failure analysis is critical to obtaining a meaningful fire risk quantification. Dependent failure analysis for the fire PRA presented several challenges which will be discussed in the full paper.

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to support a Department of Energy Idaho Operations Office (DOE-ID) unofficial request to obtain Land Use Committee comments pertaining to the proposed Sage-Grouse Breeding Habitat Regulations. Two documents were provided from DOE-ID pertaining to the proposed regulations: “Guidelines for INL Site Activities within Sage-grouse Breeding Habitat” and “Guidelines for New Infrastructure Development and Future Activities on the INL Site.” The INL Land Use Committee agreed to conduct this unofficial review in the spirit of collaboration between DOE-ID and the INL Land Use Committee. However, through this cursory review, significant concerns were raised regarding the guidelines, INL financial obligations, and the draft Candidate Conservation Agreement, which was not part of the requested review but is referred to by the guideline.
