    The objectives of this work were to ensure that Title X Active Solar Program reports complied with all guidance regarding length, format, coverage, tone, tables and schedules; provide necessary Conservation and Renewable Energy Office background and back-up material; follow this activity through to its completion in January 1982; assess information requirements associated with on-going documentation of Federal Buildings Program and its predecessors; establish a method for collecting, maintaining and utilizing appropriate program data specifically related to the preparation of report due in June 1982. Work on this project has generally remained on schedule and within budget. DOE-SAN has been instrumental in keeping us on track, by providing timely guidance as needed. Attached are recommendations and methods for documenting solar heat technologies research and the Title X sunset policy, planning, and evaluation long report for Active Solar Heating and Cooling Program.

    The DOE Office of Enforcement and Investigation (EH Enforcement) invoked a 120-day suspension of PAAA enforcement actions for issues associated with contractor Internal Dose Evaluation Programs (IDEP). Prior to initiation of the suspension, EH Enforcement had identified deficiencies in DOEcontractor implemented bioassay programs at numerous sites within the DOE complex. The commonality of the IDEP deficiencies at the various sites, as well as the possibility of the existence of similar deficiencies at other DOE sites, led EH Enforcement to the conclusion that a suspension of enforcement actions would be appropriate to provide DOE-contractors an opportunity to review their own IDEPs to determine whether similar or other program deficiencies existed, and, if so, to take appropriate corrective action. Contractors were alerted to review their IDEP during the 120-day suspension period. If program deficiencies were identified, and if they met the Noncompliance Tracking System (NTS) criteria, these issues were to be reported into the NTS, along with proposed corrective actions and the anticipated target completion dates. EH Enforcement did not plan to take enforcement action against the contractor for identified IDEP problems if bioassay program deficiencies were identified and reported and if corrective actions, as identified by the contractor, were implemented. However, failure of the contractor to implement proposed corrective actions would permit EH Enforcement to re-open PAAA enforcement action for any of these issues in the future.

    The goal of the U.S. Department of Energy's (DOE) Clean Coal Technology (CCT) Program is to provide the energy marketplace with advanced, more efficient, and environmentally responsible coal utilization options by conducting demonstrations of new technologies. These demonstration projects are intended to establish the commercial feasibility of promising advanced coal technologies that have been developed to a level at which they are ready for demonstration testing under commercial conditions. This document serves as a DOE post-project assessment (PPA) of the Healy Clean Coal Project (HCCP), selected under Round III of the CCT Program, and described in a Report to Congress (U.S. Department of Energy, 1991). The desire to demonstrate an innovative power plant that integrates an advanced slagging combustor, a heat recovery system, and both high- and low-temperature emissions control processes prompted the Alaska Industrial Development and Export Authority (AIDEA) to submit a proposal for this project. In April 1991, AIDEA entered into a cooperative agreement with DOE to conduct this project. Other team members included Golden Valley Electric Association (GVEA), host and operator; Usibelli Coal Mine, Inc., coal supplier; TRW, Inc., Space & Technology Division, combustor technology provider; Stone & Webster Engineering Corp. (S&W), engineer; Babcock & Wilcox Company (which acquired the assets of Joy Environmental Technologies, Inc.), supplier of the spray dryer absorber technology; and Steigers Corporation, provider of environmental and permitting support. Foster Wheeler Energy Corporation supplied the boiler. GVEA provided oversight of the design and provided operators during demonstration testing. The project was sited adjacent to GVEA's Healy Unit No. 1 in Healy, Alaska.     Concern over the quality of environmental management and restoration has motivated the model development for predicting water and solute transport in the vadose zone. Soil hydraulic properties are required inputs to subsurface models of water flow and contaminant transport in the vadose zone. Computer models are now routinely used in research and management to predict the movement of water and solutes into and through the vadose zone of soils. Such models can be used successfully only if reliable estimates of the soil hydraulic parameters are available. The hydraulic parameters considered in this project consist of the saturated hydraulic conductivity and four parameters of the water retention curves. To quantify hydraulic parameters for heterogeneous soils is both difficult and time consuming. The overall objective of this project was to better quantify soil hydraulic parameters which are critical in predicting water flows and contaminant transport in the vadose zone through a comprehensive and quantitative study to predict heterogeneous soil hydraulic properties and the associated uncertainties. Systematic and quantitative consideration of the parametric heterogeneity and uncertainty can properly address and further reduce predictive uncertainty for contamination characterization and environmental restoration at DOE-managed sites. We conducted a comprehensive study to assess soil hydraulic parameter heterogeneity and uncertainty. We have addressed a number of important issues related to the soil hydraulic property characterizations. The main focus centered on new methods to characterize anisotropy of unsaturated hydraulic property typical of layered soil formations, uncertainty updating method, and artificial neural network base pedo-transfer functions to predict hydraulic parameters from easily available data. The work also involved upscaling of hydraulic properties applicable to large scale flow and contaminant transport modeling in the vadose zone and

This project specific PEP describes the relationships and responsibilities of the project team and identifies the technical, schedule, and cost baselines that have been established for the project. The Department of Energy (DOE), Hanford Works (Hanford), at Richland, Wa. currently does not have a system capable of stabilizing or packaging large quantities of plutonium-bearing solids to meet DOE technical standard DOE-STD-3013-99. This project will allow Hanford to meet this standard by installing stabilization and packaging equipment (SPE). The SPE is capable of stabilizing and packaging the current inventory of greater than 30 percent plutonium-bearing materials currently stored in the Plutonium Finishing Plant's (PFP) vaults into 3013 storage containers. The scope of this project is to procure and install the SPE via a Hanford contract and coordination with the Savannah River Site. In addition, the project will modify PFP vaults and upgrade the PFP Laboratory measurement systems. The Facility infrastructure will be modified to support the new SPE system and the new standardized storage container configuration.

    Much in demand are next-generation photovoltaic (PV) technologies that can be used economically to make a large-scale impact on world electricity production. The U.S. Department of Energy (DOE) initiated the High-Performance Photovoltaic (HiPerf PV) Project to substantially increase the viability of PV for cost-competitive applications so that PV can contribute significantly to both our energy supply and environment. To accomplish such results, the National Center for Photovoltaics (NCPV) directs in-house and subcontracted research in high-performance polycrystalline thin-film and multijunction concentrator devices with the goal of enabling progress of high-efficiency technologies toward commercial-prototype products. We will describe the details of the subcontractor and in-house progress in exploring and accelerating pathways of III-V multijunction concentrator solar cells and systems toward their long-term goals. By 2020, we anticipate that this project will have demonstrated 33% system efficiency and a system price of $1.00/Wp for concentrator PV systems using III-V multijunction solar cells with efficiencies over 41%.

The scope of work is diverse, with projects ranging from single acquisitions to collections of projects and operations that span several decades and costs from hundreds of millions to billions US$. The need to be able to manage and understand the technical risks from the project to senior management level has been recognized as an enabler to successfully completing the mission. In 2008, DOE-EM developed the Technical Risk Rating as a new method to assist in managing technical risk based on specific criteria. The Technical Risk Rating, and the criteria used to determine the rating, provides a mechanism to foster open, meaningful communication between the Federal Project Directors and DOE-EM management concerning project technical risks. Four indicators (technical maturity, risk urgency, handling difficulty and resolution path) are used to focus attention on the issues and key aspects related to the risks. Pressing risk issues are brought to the forefront, keeping DOE-EM management informed and engaged such that they fully understand risk impact. Use of the Technical Risk Rating and criteria during reviews provides the Federal Project Directors the opportunity to openly discuss the most significant risks and assists in the management of technical risks across the portfolio of DOE-EM projects. Technical Risk Ratings can be applied to all projects in government and private industry.   15. Application of the BISON Fuel Performance Code to the FUMEX-III Coordinated Research Project

    INL recently participated in FUMEX-III, an International Atomic Energy Agency sponsored fuel modeling Coordinated Research Project. A main purpose of FUMEX-III is to compare code predictions to reliable experimental data. During the same time period, the INL initiated development of a new multidimensional (2D and 3D) multiphysics nuclear fuel performance code called BISON. Interactions with international fuel modeling researchers via FUMEX-III played a significant and important role in the BISON evolution, particularly influencing the selection of material and behavioral models which are now included in the code. BISON's ability to model integral fuel rod behavior did not mature until 2011, thus the only FUMEX-III case considered was the Riso3-GE7 experiment, which includes measurements of rod outer diameter following pellet clad mechanical interaction (PCMI) resulting from a power ramp late in fuel life. BISON comparisons to the Riso3-GE7 final rod diameter measurements are quite reasonable. The INL is very interested in participation in the next Fuel Modeling Coordinated Research Project and would like to see the project initiated as soon as possible.

    The US Department of Energy (DOE), Geothermal Technologies Office (GTO) has funded low temperature projects to demonstrate the technical and economic feasibility of power generation from geothermal resources at temperatures of 150 degrees C and lower. To date three of the funded projects have completed their two year operation phase during which they supplied operating data to the GTO. This paper discusses the operation of two of these plants while they were providing data, including a review of facility performance, as well as an initial economic assessment of each.

    The One System Integrated Project Team (IPT) was formed at the Hanford Site in late 2011 as a way to improve coordination and itegration between the Hanford Tank Waste Treatment and Immobilization Plant (WTP) and the Tank Operations Contractor (TOC) on interfaces between the two projects, and to eliminate duplication and exploit opportunities for synergy. The IPT is composed of jointly staffed groups that work on technical issues of mutal interest, front-end design and project definition, nuclear safety, plant engineering system integration, commissioning, planning and scheduling, and environmental, safety, health and quality (ESH&Q) areas. In the past year important progress has been made in a number of areas as the organization has matured and additional opportunities have been identified. Areas covered in this paper include: Support for development of the Office of Envirnmental Management (EM) framework document to progress the Office of River Protection's (ORP) River Protection Project (RPP) mission; Stewardship of the RPP flowsheet; Collaboration with Savannah River Site (SRS), Savannah River National Laboratory (SRNL), and Pacific Northwest National Laboratory (PNNL); Operations programs integration; and, Further development of the waste acceptance criteria.

    Grid portals provide the scientific community with familiar and simplified interfaces to the Grid and Grid services, and it is important to deploy grid portals onto the SciDAC grids and collaboratories. The goal of this project is the research, development and deployment of interoperable portal and web services that can be used on SciDAC National Collaboratory grids. This project has four primary task areas: development of portal systems; management of data collections; DOE science application integration; and development of web and grid services in support of the above activities.

    With the Coordinated Infrastructure for Fault Tolerance Systems (CIFTS, as the original project came to be called) project, our aim has been to understand and tackle the following broad research questions, the answers to which will help the HEC community analyze and shape the direction of research in the field of fault tolerance and resiliency on future high-end leadership systems. Will availability of global fault information, obtained by fault information exchange between the different HEC software on a system, allow individual system software to better detect, diagnose, and adaptively respond to faults? If fault-awareness is raised throughout the system through fault information exchange, is it possible to get all system software working together to provide a more comprehensive end-to-end fault management on the system? #15; What are the missing fault-tolerance features that widely used HEC system software lacks today that would inhibit such software from taking advantage of systemwide global fault information? #15; What are the practical limitations of a systemwide approach for end-to-end fault management based on fault awareness and coordination? #15; What mechanisms, tools, and technologies are needed to bring about fault awareness and coordination of responses on a leadership-class system? #15; What standards, outreach, and community interaction are needed for adoption of the concept of fault awareness and coordination for fault management on future systems?     Secretary Moniz last week signed an updated Energy Emergency Assurance Coordinators (EEAC) Agreement with the National Association of State Energy Officials, National Association of Regulatory Utility Commissioners, National Governors Association, and the National Emergency Management Association. Updating the EEAC Agreement is a critical step in helping the Federal Government and States work together to provide a unified response to energy emergencies.
