    While a large number of fuels conversions have occurred since the 1973-1974 oil embargo, there are still many opportunities for additional conversions. Many of the conversions which have occurred to date have been under federal order because of the legal benefits which accrue to them under the Clean Air Act. The Omnibus Budget Reconciliation Act changed the thrust of the federal program from a mandatory one to a voluntary one. A number of utilities have remained in the program or elected for certification under the new regulation because of the same Clean Air Act benefits. The DOE Office of Fuels Conversion, aside from being responsible for grants of Clean Air Act exemptions, possesses certain unique resources, including capabilities for engineering, finance, fuel supply, transportation, and environmental analysis. These capabilities are available to assist utilities seeking to convert to coal in numerous ways. In addition, assistance can be and is being provided to a state public service commission. 2 figures.

    The US Department of Energy (DOE) is involved in numerous geothermal research, development, demonstration, and loan guaranty projects in the State of California. These projects often require the preparation of both an Environmental Impact Report (EIR), as required by California Environmental Quality Act (CEQA), and an Environmental Assessment (EA) or Impact Statement (EIS) as required under NEPA. DOE adoption or utilization of information contained in EIR's to meet that agency's NEPA requirements and thereby reduce duplication of effort is dependent on four critical issues: (1) the scope of the proposed action analyzed, (2) the completeness of treatment of environmental issues, (3) the level of DOE involvement in EIR preparation, and (4) the timing of DOE involvement in EIR preparation. At this time, several constraints prevent the integration of the DOE Loan Guaranty and CEQA environmental review and documentation processes. First, the time required to complete an EIR (up to 2 years in some cases) is not compatible with DOE's goal of processing loan guaranty applications within a 4 month period. Second, the CEQA process is usually initiated and completed prior to DOE's involvement in the project. Therefore, DOE often has no role in document preparation and must verify the content of an EIR before adopting or using that document and often must prepare a separate DOE EA even though an EIR exists.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the short

    The objective of this project was to evaluate the feasibility of utilizing PPG's commercial organic coatings systems as efficient, modernized encapsulants for low cost, high performance, thin film photovoltaic modules. Our hypothesis was that the combination of an anticorrosive coating with a more traditional barrier topcoat would mitigate many electrochemical processes that are now responsible for the significant portion of photovoltaic (PV) failures, thereby nullifying the extremely high moisture barrier requirements of currently used encapsulation technology. Nine commercially available metal primer coatings and six commercially available top coatings were selected for screening. Twenty-one different primer/top coat combinations were evaluated. The primer coatings were shown to be the major contributor to corrosion inhibition, adhesion, and barrier properties. Two primer coatings and one top coating were downselected for testing on specially-fabricated test modules. The coated test modules passed initial current leakage and insulation testing. Damp Heat testing of control modules showed visible corrosion to the bus bar metal, whereas the coated modules showed none. One of the primer/top coat combinations retained solar power performance after Damp Heat testing despite showing some delamination at the EVA/solar cell interface. Thermal Cycling and Humidity Freeze testing resulted in only one test module retaining its power performance. Failure modes depended on the particular primer/top coating combination used. Overall, this study demonstrated that a relatively thin primer/top coating has the potential to replace the potting film and backsheet in crystalline silicon-based photovoltaic modules. Positive signals were received from commercially available coatings developed for applications having performance requirements different from those required for photovoltaic modules.     The US National Environmental Policy Act of 1969 (NEPA) requires agencies to use a systematic, interdisciplinary approach to ensure integrated use of natural and social sciences and the environmental design arts in planning and decision-making. Numerous environmental analyses have been prepared that contain valuable information about regions and ecosystems, but these data were not stored in a retrievable manner. In 1993 and 1994, agency-specific NEPA and related datasets were consolidated into the US Department of Energy NEPA Web and NEPAnet. These improve the efficiency and effectiveness of the environmental impact assessment/NEPA process in the US.

    Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

    Title III, Section 112(r) of the Clean Air Act (CAA) Amendments of 1990 requires the Environmental Protection Agency (EPA) to promulgate regulations to prevent accidental releases of regulated substances and to reduce the severity of those releases that do occur. The final EPA rule for Risk Management Programs under Section 112(r)(7) of the CAA, promulgated June 20, 1996, applies to all stationary sources with processes that contain more than a threshold quantity of any of 139 regulated substances listed under 40 CFR 68.130. All affected sources will be required to prepare a risk management plan which must be submitted to EPA and be made available to state and local governments and to the public. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of the Prevention of Accidental Release Rule. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the K-25 Site.     The Title VI Stratospheric Ozone Protection Program of the Clean Air Act (CAA) requires promulgation of regulations to reduce and prevent damage to the earth's protective ozone layer. Regulations pursuant to Title VI of the CAA are promulgated in the Code of Federal Regulations (CFR) at Title 40 CFR, Part 822. The regulations include ambitious production phaseout schedules for ozone depleting substances (ODS) including chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, carbon tetrachloride, and methyl chloroform under 40 CFR 82, Subpart A. The regulations also include requirements for recycling and emissions reduction during the servicing of refrigeration equipment and technician certification requirements under Subpart F; provisions for servicing of motor vehicle air conditioners under Subpart B; a ban on nonessential products containing Class 1 ODS under Subpart C; restrictions on Federal procurement of ODS under Subpart D; labeling of products using ODS under Subpart E; and the Significant New Alternatives Policy Program under Subpart G. This paper will provide details of initiatives undertaken at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title VI Stratospheric Ozone Protection Program. The Stratospheric Ozone Protection Plans include internal DOE requirements for: (1) maintenance of ODS inventories; (2) ODS procurement practices; (3) servicing of refrigeration and air conditioning equipment; (4) required equipment modifications or replacement; (5) technician certification training; (6) labeling of products containing ODS; (7) substitution of chlorinated solvents; and (8) replacement of halon fire protection systems. The plans also require establishment of administrative control systems which assure that compliance is achieved and maintained as the regulations continue to develop and become effective.

(MSE) and THOR Treatment Technologies, LLC (TTT) conducted a demonstration test of the Thermal Organic Reduction (THOR{sup sm}) in-drum pyrolysis autoclave system under contract to the Department of Energy. The purpose of the test was to demonstrate that the THOR{sup sm} pyrolysis autoclave system could successfully treat solidified organic waste to remove organics from the waste drums. The target waste was created at Rocky Flats and currently resides at the Radioactive Waste Management Complex (RWMC) at the Idaho National Laboratory (INL). Removing the organics from these drums would allow them to be shipped to the Waste Isolation Pilot Plant for disposal. Two drums of simulated organic setup waste were successfully treated. The simulated waste was virtually identical to the expected waste except for the absence of radioactive components. The simulated waste included carbon tetrachloride, trichloroethylene, perchloroethylene, Texaco Regal oil, and other organics mixed with calcium silicate and Portland cement stabilization agents. The two-stage process consisted of the THOR{sup sm} electrically heated pyrolysis autoclave followed by the MSE off gas treatment system. The treatment resulted in a final waste composition that meets the requirements for WIPP transportation and disposal. There were no detectable volatile organic compounds in the treated solid residues. The destruction and removal efficiency (DRE) for total organics in the two drums ranged from >99.999% to >99.9999%. The operation of the process proved to be easily controllable using the pyrolysis autoclave heaters. Complete treatment of a fully loaded surrogate waste drum including heat-up and cooldown took place over a two-day period. This paper discusses the results of the successful pyrolysis autoclave demonstration testing. (authors)

    Two types of large grain YBCO samples doped with tungsten oxide, one with platinum and the other without, were produced using a slow cooling process. Observations of the trapped magnetic flux density showed that the flux density of the W-doped, Pt-free samples did not change with W doping levels of up to 2.1 mol%. In contrast, the (W+Pt)-doped samples resulted in a monotonic improvement in trapped magnetic flux density as a function of W doping. Microstructure studies indicate that both types of samples contain profuse sub-micrometer deposits of a W-rich compound. The Pt-free samples contain (W{sub 0.4}Y{sub 0.6})BaO{sub 3} deposits while the (W+Pt)-doped samples contain deposits of a (W{sub 0.5}Pt{sub 0.5})YBa{sub 2}O{sub 6} compound. Both types of deposits are of essentially the same size and have comparable number density. The results are strikingly similar to an earlier experiment in which uranium doped, Pt-free, large grain YBCO also did not show any improvement in trapped magnetic flux density. The U-doped, Pt-free samples contain profuse sub-micrometer deposits of a (U{sub 0.4}Y{sub 0.6})BaO{sub 3} compound, which have been shown to be ferromagnetic. The inability of both the (W{sub 0.4}Y{sub 0.6})BaO{sub 3} and (U{sub 0.4}Y{sub 0.6})BaO{sub 3} sub-micrometer deposits to act as pinning centers in self-field, suggest that this behavior is systematic.

    The bulk electric power supply industry needs leadership to meet its problems effectively, economically, and with the least injury to the environment during the rest of the century. The industry's pluralistic character, which is one of its strengths, and the range of the federal antitrust laws have blunted industry response to the challenge of supplying adequate bulk power. DOE failed to recognize the leadership vacuum and to use the opportunity provided by its Final Report on the National Power Grid Study to adopt a more effective role. DOE can still recover and urge Congress to pass the necessary enabling legislation to establish a regional bulk power supply corporation that would generate and transmit electric power for sale to federally chartered, privately owned electric utilities having no corporate links to their wholesale customers. 87 references.

    In this perspective article, we question how well model organisms, the ones that are easy to cultivate in the laboratory and that show robust growth and biomass accumulation, reflect the dynamics and interactions of microbial communities observed in nature. Today's -omics toolbox allows assessing the genomic potential of microbes in natural environments in a high-throughput fashion and at a strain-level resolution. However, understanding of the details of microbial activities and of the mechanistic bases of community function still requires experimental validation in simplified and fully controlled systems such as synthetic communities. We have studied methane utilization in Lake Washington sedimentmore » for a few decades and have identified a number of species genetically equipped for this activity. We have also identified cooccurring satellite species that appear to form functional communities together with the methanotrophs. Here, we compare experimental findings from manipulation of natural communities involved in metabolism of methane in this niche with findings from manipulation of synthetic communities assembled in the laboratory of species originating from the same study site, from very simple (two-species) to rather complex (50-species) synthetic communities. We observe some common trends in community dynamics between the two types of communities, toward representation of specific functional guilds. However, we also identify strong discrepancies between the dominant methane oxidizers in synthetic communities compared to natural communities, under similar incubation conditions. Furthermore, these findings highlight the challenges that exist in using the synthetic community approach to modeling dynamics and species interactions in natural communities.« less
