    The goal of NICCR (National Institute for Climatic Change Research) was to mobilize university researchers, from all regions of the country, in support of the climatic change research objectives of DOE/BER. The NICCR Midwestern Regional Center (MRC) supported work in the following states: North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Minnesota, Iowa, Missouri, Wisconsin, Illinois, Michigan, Indiana, and Ohio. The MRC of NICCR was able to support nearly $8 million in climatic change research, including $6,671,303 for twenty projects solicited and selected by the MRC over five requests for proposals (RFPs) and $1,051,666 for the final year of ten projects from the discontinued DOE NIGEC (National Institute for Global Environmental Change) program. The projects selected and funded by the MRC resulted in 135 peer-reviewed publications and supported the training of 25 PhD students and 23 Masters students. Another 36 publications were generated by the final year of continuing NIGEC projects supported by the MRC. The projects funded by the MRC used a variety of approaches to answer questions relevant to the DOE’s climate change research program. These included experiments that manipulated temperature, moisture and other global change factors; studies that sought to understand how the distribution of species and ecosystems might change under future climates; studies that used measurements and modeling to examine current ecosystem fluxes of energy and mass and those that would exist under future conditions; and studies that synthesized existing data sets to improve our understanding of the effects of climatic change on terrestrial ecosystems. In all of these efforts, the MRC specifically sought to identify and quantify responses of terrestrial ecosystems that were not well understood or not well modeled by current efforts.     Administration of the NERC of NICCR began at Penn State in December of 2005 and ended in December of 2011. During that time, five requests for proposals were released and five rounds of proposals were reviewed, awarded and administered. Throughout this award, 203 pre-proposals have been received by the NERC in five RFPS and 110 full proposals invited. Of the 110 full proposals reviewed, 53 were funded (most in full, some partially) resulting in 51 subcontracts. These awards were distributed among 17 universities and 3 non-governmental research institutes. Full proposals have been received from 29 universities and 5 non-governmental research institutes. Research activities have now been completed.

    While initially a virtual institute, the driving force behind the creation of the DOE Joint Genome Institute in Walnut Creek, California in the Fall of 1999 was the Department of Energy's commitment to sequencing the human genome. With the publication in 2004 of a trio of manuscripts describing the finished 'DOE Human Chromosomes', the Institute successfully completed its human genome mission. In the time between the creation of the Department of Energy Joint Genome Institute (DOE JGI) and completion of the Human Genome Project, sequencing and its role in biology spread to fields extending far beyond what could be imagined when the Human Genome Project first began. Accordingly, the targets of the DOE JGI's sequencing activities changed, moving from a single human genome to the genomes of large numbers of microbes, plants, and other organisms, and the community of users of DOE JGI data similarly expanded and diversified. Transitioning into operating as a user facility, the DOE JGI modeled itself after other DOE user facilities, such as synchrotron light sources and supercomputer facilities, empowering the science of large numbers of investigators working in areas of relevance to energy and the environment. The JGI's approach to being a user facility is based on the concept that by focusing state-of-the-art sequencing and analysis capabilities on the best peer-reviewed ideas drawn from a broad community of scientists, the DOE JGI will effectively encourage creative approaches to DOE mission areas and produce important science. This clearly has occurred, only partially reflected in the fact that the DOE JGI has played a major role in more than 45 papers published in just the past three years alone in Nature and Science. The involvement of a large and engaged community of users working on important problems has helped maximize the impact of JGI science. A seismic technological change is presently underway at the JGI.     On November 9, 2002, the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the Idaho Department of Environmental Quality approved the Record of Decision Experimental Breeder Reactor-I/Boiling Water Reactor Experiment Area and Miscellaneous Sites, which requires a Sitewide Institutional Controls Plan for the then Idaho National Engineering and Environmental Laboratory (now known as the Idaho National Laboratory). This document, first issued in June 2004, fulfilled that requirement. The revision is needed to provide an update as remedial actions are completed and new areas of concern are found. This Sitewide Institutional Controls Plan is based on guidance in the May 3, 1999, EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities; the September 29, 2000, EPA guidance Institutional Controls: A Site Manager's Guide to Identifying, Evaluating, and Selecting Institutional Controls at Superfund and RCRA Corrective Action Cleanups; and the April 9, 2003, DOE Policy 454.1, "Use of Institutional Controls." These policies establish measures that ensure short- and long-term effectiveness of institutional controls that protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). The site-specific institutional controls currently in place at the Idaho National Laboratory are documented in this Sitewide Institutional Controls Plan. This plan is being updated, along with the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan, to reflect the progress of remedial activities and changes in CERCLA sites.

    This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The Draft Institutional Plan is the product of many discussions between DOE and Argonne program managers, and it also reflects programmatic priorities developed during Argonne's summer strategic planning process. That process serves additionally to identify new areas of strategic value to DOE and Argonne, to which Laboratory Directed Research and Development funds may be applied. The Draft Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. Chapter II of this Institutional Plan describes Argonne's missions and roles within the DOE laboratory system, its underlying core competencies in science and technology, and six broad planning objectives whose achievement is considered critical to the future of the Laboratory. Chapter III presents the Laboratory's ''Science and Technology Strategic Plan,'' which summarizes key features of the external environment, presents Argonne's vision, and describes how Argonne's strategic goals and objectives support DOE's four business lines. The balance of Chapter III comprises strategic plans for 23 areas of science and technology at Argonne, grouped according to the four DOE business lines.     This Institutional Plan is the most comprehensive yearly "snapshot" available of Sandia National Laboratories' major programs, facilities, human resources, and budget. The document also includes overviews of our missions, organization, capabilities, planning functions, milestones, and accomplishments. The document's purpose is to provide the above information to the US Department of Energy, key congressional committees, Sandia management, and other present and potential customers. Chapter 2 presents information about Sandia's mission and summarizes our recent revision of Sandia's Strategic Plan. Chapter 3 presents an overview of Sandia's strategic objectives, chapter 4 lists laboratory goals and milestones for FY 1999, and chapter 5 presents our accomplishments during FY 1998. Chapters 3 through 5 are organized around our eight strategic objectives. The four primary objectives cover nuclear weapons responsibilities, nonproliferation and materials control, energy and critical infrastructures, and emerging national security threats. The major programmatic initiatives are presented in chapter 7. However, the programmatic descriptions in chapter 6 and the Associated funding tables in chapter 9 continue to be presented by DOE Budget and Reporting Code, as in previous Sandia institutional plans. As an aid to the reader, the four primary strategic objectives in chapter 3 are cross-referenced to the program information in chapter 6.

    In this plan, Oak Ridge National Laboratory (ORNL) continues to be committed to scientific and technological research that is based on technical excellence and innovation and that provides a foundation for and a stimulus to broader and more sustained economic growth. DOE is being asked to assist in establishing a new program for Laboratory cooperation with industry, beginning with an initial focus on materials science. The current Institutional Plan thus projects growth in the materials science area as well as in other basic physical science areas and suggests a new initiative designed to extend the various technology transfer activities and to make them more effective by using ORNL as the trial Laboratory for some of these different approaches. This Institutional Plan projects a stable future for ORNL, with only modest amounts of growth in selected areas of research for the FY 1984-FY 1989 planning cycle. Summaries of the overall picture of the proposed budget and personnel levels for the current planning cycle are included. Scientific programs, laboratory resource development, and private sector interactions are discussed.

    The U.S. Department of Energy (DOE) Joint Genome Institute?s (JGI) Production Sequencing group is committed to the generation of high-quality genomic DNA sequence to support the DOE mission areas of renewable energy generation, global carbon management, and environmental characterization and clean-up. Within the JGI?s Production Sequencing group, the Illumina Genome Analyzer pipeline has been established as one of three sequencing platforms, along with Roche/454 and ABI/Sanger. Optimization of the Illumina pipeline has been ongoing with the aim of continual process improvement of the laboratory workflow. These process improvement projects are being led by the JGI?s Process Optimization, Sequencing Technologies, Instrumentation& Engineering, and the New Technology Production groups. Primary focus has been on improving the procedural ergonomics and the technicians? operating environment, reducing manually intensive technician operations with different tools, reducing associated production costs, and improving the overall process and generated sequence quality. The U.S. DOE JGI was established in 1997 in Walnut Creek, CA, to unite the expertise and resources of five national laboratories? Lawrence Berkeley, Lawrence Livermore, Los Alamos, Oak Ridge, and Pacific Northwest ? along with HudsonAlpha Institute for Biotechnology. JGI is operated by the University of California for the U.S. DOE.

    In this first institutional plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus its efforts on three strategic thrusts: (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R and D, demonstration, and deployment (initial focus on biofuels and chemicals from biomass). The first strategic thrust focuses on meeting DOE-EMs environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex--the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NEs needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this institutional plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this institutional plan will offer additional content and resource refinements.

    The JGI makes high-quality genome sequencing data freely available to the greater scientific community through its web portal. Having played a significant role in the federally funded Human Genome Project -- generating the complete sequences of Chromosomes 5, 16, and 19--the JGI has now moved on to contributing in other critical areas of genomics research. While NIH-funded genome sequencing activities continue to emphasize human biomedical targets and applications, the JGI has since shifted its focus to the non-human components of the biosphere, particularly those relevant to the science mission of the Department of Energy. With efficiencies of scale established at the PGF, and capacity now exceeding three billion bases generated on a monthly basis, the JGI has tackled scores of additional genomes. These include more than 60 microbial genomes and many important multicellular organisms and communities of microbes. In partnership with other federal institutions and universities, the JGI is in the process of sequencing a frog (Xenopus tropicalis), a green alga (Chlamydomonas reinhardtii), a diatom (Thalassiosira pseudonana) , the cottonwood tree (Populus trichocarpa), and a host of agriculturally important plants and plant pathogens.     The JGI makes high-quality genome sequencing data freely available to the greater scientific community through its web portal. Having played a significant role in the federally funded Human Genome Project -- generating the complete sequences of Chromosomes 5, 16, and 19--the JGI has now moved on to contributing in other critical areas of genomics research. While NIH-funded genome sequencing activities continue to emphasize human biomedical targets and applications, the JGI has since shifted its focus to the non-human components of the biosphere, particularly those relevant to the science mission of the Department of Energy. With efficiencies of scale established at the PGF, and capacity now exceeding three billion bases generated on a monthly basis, the JGI has tackled scores of additional genomes. These include more than 60 microbial genomes and many important multicellular organisms and communities of microbes. In partnership with other federal institutions and universities, the JGI is in the process of sequencing a frog (Xenopus tropicalis), a green alga (Chlamydomonas reinhardtii), a diatom (Thalassiosira pseudonana) , the cottonwood tree (Populus trichocarpa), and a host of agriculturally important plants and plant pathogens.     U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are

    The Oak Ridge National Laboratory is one of DOE's major multiprogram energy laboratories. ORNL's program missions are (1) to conduct applied research and engineering development in support of DOE's programs in fusion, fission, fossil, renewables (biomass), and other energy technologies, and in the more efficient conversion and use of energy (conservation) and (2) to perform basic scientific research in selected areas of the physical and life sciences. These missions are to be carried out in compliance with environmental, safety, and health regulations. Transfer of science and technology is an integral component of our missions. A complementary mission is to apply the Laboratory's resources to other nationally important tasks when such work is synergistic with the program missions. Some of the issues addressed include education, international competitiveness, hazardous waste research and development, and selected defense technologies. In addition to the R D missions, ORNL performs important service roles for DOE; these roles include designing, building, and operating user facilities for the benefit of university and industrial researchers and supplying radioactive and stable isotopes that are not available from private industry. Scientific and technical efforts in support of the Laboratory's missions cover a spectrum of activities.     Sandia`s Institutional Plan is by necessity a large document. As their missions have grown and diversified over the past decades, the variety of technical and site activities has increased. The programs and activities described here cover an enormous breadth of scientific and technological effort--from the creation of new materials to the development of a Sandia-wide electronic communications system. Today, there are three major themes that greatly influence this work. First, every federally funded institution is being challenged to find ways to become more cost effective, as the US seeks to reduce the deficit and achieve a balanced federal spending plan. Sandia is evaluating its business and operational processes to reduce the overall costs. Second, in response to the Galvin Task Force`s report ``Alternative Futures for the Department of Energy National Laboratories``, Sandia and the Department of Energy are working jointly to reduce the burden of administrative and compliance activities in order to devote more of the total effort to their principal research and development missions. Third, they are reevaluating the match between their missions and the programs they will emphasize in the future.     The National Institute of Radiological Sciences (NIRS) maintains various ion accelerators in order to study the effects of radiation of the human body and medical uses of radiation. Two electrostatic tandem accelerators and three cyclotrons delivered by commercial companies have offered various life science tools; these include proton-induced x-ray emission analysis (PIXE), micro beam irradiation, neutron exposure, and radioisotope tracers and probes. A duoplasmatron, a multicusp ion source, a penning ion source (PIG), and an electron cyclotron resonance ion source (ECRIS) are in operation for these purposes. The Heavy-Ion Medical Accelerator in Chiba (HIMAC) is an accelerator complex for heavy-ion radiotherapy, fully developed by NIRS. HIMAC is utilized not only for daily treatment with the carbon beam but also for fundamental experiments. Several ECRISs and a PIG at HIMAC satisfy various research and clinical requirements.

    The Low-Level Radioactive Waste Policy Amendments Act of 1985 requires that the US Department of Energy (DOE) provide technical assistance to host States, compact regions, and unaffiliated States to fulfill their responsibilities under the Act. The National Low-Level Waste Management Program (NLLWMP) operated for DOE by EG&G Idaho, Inc. provides technical assistance in the development of new commercial low-level radioactive waste disposal capacity. The NLLWMP has been requested by the Appalachian Compact to help the biomedical community become better acquainted with its mixed waste streams, to help minimize the mixed waste streams generated by the biomedical community, and to provide applicable treatment technologies to those particular mixed waste streams. Mixed waste is waste that satisfies the definition of low-level radioactive waste (LLW) in the Low-Level Radioactive Waste Policy Act of 1980 (LLRWPA) and contains hazardous waste that either (a) is listed as a hazardous waste in Subpart D of 40 CFR 261, or (b) causes the LLW to exhibit any of the hazardous waste characteristics identified in 40 CFR 261. The purpose of this report is to clearly define and characterize the mixed waste streams generated by the biomedical community so that an identification can be made of the waste streams that can and cannot be minimized and treated by current options. An understanding of the processes and complexities of generation of mixed waste in the biomedical community may encourage more treatment and storage options to become available.

    The purpose of this report is to provide the Office of Technology Assessment (OTA) with information about selected technologies under development in the Department of Energy (DOE) through its National Laboratory System and its Program Office operations. The technologies selected are those that have the potential to improve the performance of the nation's public works infrastructure. The product is a relational database that we refer to as a prototype catalogue of technologies.'' The catalogue contains over 100 entries of DOE-supported technologies having potential application to infrastructure-related problems. The work involved conceptualizing an approach, developing a framework for organizing technology information, and collecting samples of readily available data to be put into a prototype catalogue. In developing the catalogue, our objectives were to demonstrate the concept and provide readily available information to OTA. As such, the catalogue represents a preliminary product. The existing database is not exhaustive and likely represents only a fraction of relevant technologies developed by DOE. In addition, the taxonomy we used to classify technologies is based on the judgment of project staff and has received minimal review by individuals who have been involved in the development and testing of the technologies. Finally, end users will likely identify framework changes and additions that will strengthen the catalogue approach. The framework for the catalogue includes four components: a description of the technology, along with potential uses and other pertinent information; identification of the source of the descriptive information; identification of a person or group knowledgeable about the technology; and a classification of the described technology in terms of its type, application, life-cycle use, function, and readiness.

    The Institute of Geophysics and Planetary Physics (IGPP) is a Multicampus Research Unit of the University of California (UC). IGPP was founded in 1946 at UC Los Angeles with a charter to further research in the earth and planetary sciences and in related fields. The Institute now has branches at UC campuses in Los Angeles, San Diego, and Riverside, and at Los Alamos and Lawrence Livermore national laboratories. The University-wide IGPP has played an important role in establishing interdisciplinary research in the earth and planetary sciences. For example, IGPP was instrumental in founding the fields of physical oceanography and space physics, which at the time fell between the cracks of established university departments. Because of its multicampus orientation, IGPP has sponsored important interinstitutional consortia in the earth and planetary sciences. Each of the five branches has a somewhat different intellectual emphasis as a result of the interplay between strengths of campus departments and Laboratory programs. The IGPP branch at Lawrence Livermore National Laboratory (LLNL) was approved by the Regents of the University of California in 1982. IGPP-LLNL emphasizes research in seismology, geochemistry, cosmochemistry, and astrophysics. It provides a venue for studying the fundamental aspects of these fields, thereby complementing LLNL programs that pursue applications of these disciplines in national security and energy research. IGPP-LLNL is directed by Charles Alcock and was originally organized into three centers: Geosciences, stressing seismology; High-Pressure Physics, stressing experiments using the two-stage light-gas gun at LLNL; and Astrophysics, stressing theoretical and computational astrophysics. In 1994, the activities of the Center for High-Pressure Physics were merged with those of the Center for Geosciences. The Center for Geosciences, headed by Frederick Ryerson, focuses on research in geophysics and geochemistry. The Astrophysics Research

    The integrated microbial genomes (IMG) system is a data management, analysis and annotation platform for all publicly available genomes. IMG contains both draft and complete JGI microbial genomes integrated with all other publicly available genomes from all three domains of life, together with a large number of plasmids and viruses. IMG provides tools and viewers for analyzing and annotating genomes, genes and functions, individually or in a comparative context. Since its first release in 2005, IMG's data content and analytical capabilities have been constantly expanded through quarterly releases. IMG is provided by the DOE-Joint Genome Institute (JGI) and is available from http://img.jgi.doe.gov.
