    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    Title XVII of the Energy Policy Act 2005 (EPACT) authorized the Department of Energy (DOE) to issue loan guarantees for projects involving new or improved technologies to avoid, reduce, or sequester greenhouse gases (GHGs). The law specified that the amount of the guarantee would be up to 80% of a project's cost. EPACT2005 also specified that DOE must receive funds equal to the subsidy cost either through the federal appropriations process or from the firm receiving the guarantee. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    High initial costs can impede the deployment of clean energy technologies. Financing can reduce these costs. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending. In general, public loan programs are more favorable to clean energy technologies than are those offered by traditional lending institutions; however, public loan programs address only the high up-front costs of clean energy systems, and the technology installed under these loan programs rarely supports clean energy production at levels that have a notable impact on the broader energy sector.     Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    The Geothermal Loan Guaranty Program was established by Congress in 1974 to assist industry with the financing requirements for the development and commercialization of geothermal energy. It was the only substantive federal aid program to an emerging technology at that time. Yet in six years (as of April 1980) only four projects have been approved for a loan guaranty, three of which are electric projects and one is a small direct thermal application. Many small business/small project energy producers, developers, and users have found or concluded that they cannot qualify for a geothermal loan guaranty. This paper reports the results and recommendations of a comprehensive evaluation of the GLGP from the perspective of the small business/small project entrepreneur and from the practices of the small to medium size lending institutions. The findings are divided into administrative, regulatory and legislative recommendations.

    In the past year, the DOE Hydrogen Program (the Program) made substantial progress toward its goals and objectives. The Program has conducted comprehensive and focused efforts to enable the widespread commercialization of hydrogen and fuel cell technologies in diverse sectors of the economy. With emphasis on applications that will effectively strengthen our nation's energy security and improve our stewardship of the environment, the Program engages in research, development, and demonstration of critical improvements in the technologies. Highlights of the Program's accomplishments can be found in the sub-program chapters of this report.

    The workshop theme is `The Strategic Standardization Initiative - A Technology Exchange and Global Competitiveness Challenge for DOE.` The workshop goal is to inform the DOE technical standards community of strategic standardization activities taking place in the Department, other Government agencies, standards developing organizations, and industry. Individuals working on technical standards will be challenged to improve cooperation and communications with the involved organizations in response to the initiative. Workshop sessions include presentations by representatives from various Government agencies that focus on coordination among and participation of Government personnel in the voluntary standards process; reports by standards organizations, industry, and DOE representatives on current technology exchange programs; and how the road ahead appears for `information superhighway` standardization. Another session highlights successful standardization case studies selected from several sites across the DOE complex. The workshop concludes with a panel discussion on the goals and objectives of the DOE Technical Standards Program as envisioned by senior DOE management. The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Technical standards are used to transfer technology and standardize work processes to produce consistent, acceptable results. They provide a practical solution to the Department`s challenge to protect the environment and the health and safety of the public and workers during all facility operations. Through standards, the technologies of industries and governments worldwide are available to DOE. The DOE Technical Standards Program, a Department-wide effort that crosscuts all organizations and disciplines, links the Department to those technologies.

    The development of technologically advanced, higher efficiency wind turbines continues to be a high priority activity of the US wind industry. The United States Department of Energy (DOE) is conducting and sponsoring a range of programs aimed at assisting the wind industry with system design, development, and testing. The overall goal is to develop systems that can compete with conventional electric generation for $.05/kWh at 5.8 m/s (13 mph sites) by the mid-1990s and with fossil-fuel-based generators for $.04/kWh at 5.8 m/s sites by the year 2000. These goals will be achieved through several programs. The Value Engineered Turbine Program will promote the rapid development of US capability to manufacture wind turbines with known and well documented records of performance, cost, and reliability, to take advantage of near-term market opportunities. The Advanced Wind Turbine Program will assist US industry to develop and integrate innovative technologies into utility-grade wind turbines for the near-term (mid 1990s) and to develop a new generation of turbines for the year 2000. The collaborative Electric Power Research Institute (EPRI)/DOE Utility Wind Turbine Performance Verification Program will deploy and evaluate commercial-prototype wind turbines in typical utility operating environments, to provide a bridge between development programs currently underway and commercial purchases of utility-grade wind turbines. A number of collaborative efforts also will help develop a range of small systems optimized to work in a diesel hybrid environment to provide electricity for smaller non-grid-connected applications.

    The DOE Technical Standards Program has been structured to provide guidance and assistance for the development, adoption, and use of voluntary standards within the Department. OMB Circular A-119, ``Federal Participation in the Development and Use of Voluntary Standards`` establishes the policy to be followed in working with voluntary standards bodies, and in adopting and using voluntary standards whenever feasible. The DOE Technical Standards Program is consistent with this policy and is dedicated to the task of promoting its implementation. The theme of this year`s workshop is ``Standards Initiatives in Environmental Management fostering the development and use of industry standards for safe, environmentally responsible operations.`` The objective of the workshop is to increase the participant`s awareness of the standardization activities taking place nationally and internationally and the impact of these activities on their efforts, and to facilitate the exchange of experiences, processes, and tools for implementing the program. Workshop sessions will include presentations by industry and Government notables in the environment, safety, and health arena with ample opportunity for everyone to ask questions and share experiences. There will be a breakout session which will concentrate on resolution of issues arising from the implementation of the DOE Technical Standards Program and a plenary session to discuss the plans developed by the breakout groups. Many organizations provide services and products which support the development, processing, distribution, and retrieval of standards. Those organizations listed at the end of the agenda will have exhibits available for your perusal throughout the workshop. Last year`s workshop was very successful in stimulating an understanding of an interest in the standards program. This year, we hope to build on that success and provide an environment for the synergism of ideas to enhance the program and advance its implementation.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    The KY DOE EPSCoR Program supports two research clusters. The Materials Cluster uses unique equipment and computational methods that involve research expertise at the University of Kentucky and University of Louisville. This team determines the physical, chemical and mechanical properties of nanostructured materials and examines the dominant mechanisms involved in the formation of new self-assembled nanostructures. State-of-the-art parallel computational methods and algorithms are used to overcome current limitations of processing that otherwise are restricted to small system sizes and short times. The team also focuses on developing and applying advanced microtechnology fabrication techniques and the application of microelectrornechanical systems (MEMS) for creating new materials, novel microdevices, and integrated microsensors. The second research cluster concentrates on High Energy and Nuclear Physics. lt connects research and educational activities at the University of Kentucky, Eastern Kentucky University and national DOE research laboratories. Its vision is to establish world-class research status dedicated to experimental and theoretical investigations in strong interaction physics. The research provides a forum, facilities, and support for scientists to interact and collaborate in subatomic physics research. The program enables increased student involvement in fundamental physics research through the establishment of graduate fellowships and collaborative work.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

The SAVEnergy program complies with Federal legislation that requires government agencies to function with slightly different parameters than the private commercial sector. This program has proven enormously popular and successful with Federal agencies. This paper addresses those components considered during program development that were built in to ensure program success. This paper will discuss how this program was successful in leading to project implementation and how SAVEnergy can serve as a model to other Federal, utility, and private sector programs.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC21-93MC30098 funded through the Office of Fossil Energy and administered at the Federal Energy Technology Center (FETC) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy and Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying efficient, nonpolluting energy technologies that can compete effectively in meeting market demands for clean fuels, chemical feedstocks, and electricity in the 21st century. The objective of the JSRP was to advance the deployment of advanced technologies for improving energy efficiency and environmental performance through jointly sponsored research on topics that would not be adequately addressed by the private sector alone. Examples of such topics include the barriers to hot-gas cleaning impeding the deployment of high-efficiency power systems and the search for practical means for sequestering CO{sub 2} generated by fossil fuel combustion. The selection of particular research projects was guided by a combination of DOE priorities and market needs, as provided by the requirement for joint venture funding approved both by DOE and the private sector sponsor. The research addressed many different energy resource and related environmental problems, with emphasis directed toward the EERC's historic lead mission in low-rank coals (LRCs), which represent approximately half of the U.S. coal resources in the conterminous states, much larger potential resources in Alaska, and a major part of the energy base in the former U.S.S.R., East Central Europe, and the Pacific Rim. The Base and JSRP agreements were tailored to the growing awareness of critical environmental issues, including water supply and quality, air toxics (e.g., mercury), fine respirable particulate matter (PM{sub 2.5}), and the goal of zero net CO{sub 2} emissions.

DOELAP evaluates and accredits personnel dosimetry and radiobioassay programs used for worker monitoring and protection at DOE and DOE contractor sites and facilities as required in Title 10, Code of Federal Regulations, Part 835, Occupational Radiation Protection. The purpose of this technical standard is to establish procedures for administering DOELAP and acquiring accreditation.

    Noramex Corporation Inc, a Nevada company, owns a 100% interest in geothermal leases at the Blue Mountain Geothermal Area, Humboldt County, Nevada. The company is exploring the site for a geothermal resource suitable for development for electric power generation or In the spring of 2002, Noramex drilled the first geothermal observation hole at Blue Mountain, under a cost-share program with the U.S Department of Energy (DOE), under the DOE's Geothermal Exploration and Resource Definition (GRED) program, (Cooperative Agreement No. DE-FC04-00AL66972). DEEP BLUE No.1 was drilled to a total depth of 672.1 meters (2205 feet) and recorded a maximum temperature of 144.7 C (292.5 F). Noramex Corporation will now drill a second slim geothermal observation test hole at Blue Mountain, designated DEEP BLUE No.2. The hole will be drilled under a cost-share program with the DOE, under the DOE's Geothermal Exploration and Resource Definition II (GRED II) program, (Cooperative Agreement No. DE-FC04-2002AL68297). This report comprises Phase I of Cooperative Agreement No. DE-FC04-2002AL68297 of the GRED II program. The report provides an update on the status of resource confirmation at the Blue Mountain Geothermal Area, incorporating the results from DEEP BLUE No.1, and provides the technical background for a second test hole. The report also outlines the proposed drilling program for slim geothermal observation test hole DEEP BLUE No.2.

    For many years, the U.S. Department of Energy (DOE) has supported and sponsored various types of water research relating to the oil and gas industry through its Office of Fossil Energy and its National Energy Technology Laboratory (NETL). In early 2005, the Petroleum Environmental Research Forum (PERF) submitted a proposal to DOE for funding an upcoming PERF meeting that would feature water research in the petroleum industry. PERF is a nonprofit organization created in 1986 to provide a stimulus to and a forum for the collection, exchange, and analysis of research information related to the development of technology concerning the petroleum industry, and a mechanism for establishing joint research projects in that field. Additional information on PERF can be accessed at http://www.perf.org. DOE agreed to provide funding to hold a review of its water research program in conjunction with the fall 2005 PERF meeting. Argonne National Laboratory (Argonne) was asked to coordinate and host the meeting, which was referred to as the DOE/PERF Water Program Review. The program review was held on November 1-4, 2005, in Annapolis, Maryland, at the Historic Inns of Annapolis. The purpose of the program review was to provide a forum for sharing information, reviewing current programs (especially recent unpublished research), and reviewing industry and regulatory needs regarding water use and reuse issues. PERF and DOE/NETL can use this information to plan for future water-related research projects. The water program review provided a unique opportunity in several ways. First, DOE was able to have all of the contractors currently receiving DOE funds for water research present in one room at the same time. Each contractor described his or her research and was able to learn about the research being conducted by the other researchers. Second, this forum allowed representatives of many large oil and gas companies to hear about the DOE research projects and offer their reactions to DOE and the researchers. Third, most oil and gas meetings focus on either upstream (the exploration and production sector) or downstream (the refining sector) issues. Typically, there is little overlap in content between the two industry sectors. At the program review, attendees with upstream and downstream orientations were able to spend much of their time in joint sessions and could learn more about the other sector.

    This program plan meets all the requirements identified in DOE Order 5530.3, Radiological Assistance Program and supports those requirements leading to the establishment of a Federal Radiological Monitoring and Assessment Center (FRMAC) as required by DOE 5530-5. Requests for radiological assistance may come from other DOE facilities, Federal or state agencies, tribal officials, or from any private corporation or individual. Many of the requests will be handled by a telephone call, a conference or a letter, teletype or memorandum. Other requests for assistance may involve radioactive material in serious accidents, fire, personal injuries, contamination or possible hazards to the general public. Some occurrences may require the dispatch of trained personnel equipped with radiation monitoring instruments and related equipment necessary to evaluate, control and neutralize the hazard. The primary responsibility for incidents involving radioactive material always remains with the party having custody of the radioactive materials. In addition, the DOE recognizes that the assistance provided shall not in any way preempt state, tribal, or local authority and/or responsibility on state or tribal properties. Toward this end, DOE assistance for non-DOE radioactive materials, is limited to technical assistance, advice, measurement and other resources as deemed necessary by the local authorities but excludes DOE interface with the public media. This is a function handled by the local or state Incident Commander.

    The DOE Loan Programs Office is proposing to offer a loan guarantee to Cape Wind Associates, LLC for the construction and start-up of the Cape Wind Energy Project in Nantucket Sound, offshore of Massachusetts. The proposed Cape Wind Energy Project would consist of up to 130, 3.6-MW turbine generators, in an area of roughly 25-square miles, and would include 12.5 miles of 115-kilovolt submarine transmission cable and an electric service platform. To inform DOE's decision regarding a loan guarantee, DOE adopted the Department of the Interior’s 2009 Final Cape Wind Energy Project EIS, in combination with two Cape Wind Environmental Assessments dated May 2010 and April 2011 (per 40 CFR 1506.4), as a DOE Final EIS (DOE/EIS-0470). The adequacy of the Department of the Interior final EIS adopted by DOE is the subject of a judicial action. This project is inactive.

    FALCON is a high-power, steady-state, nuclear reactor-pumped laser (RPL) concept that is being developed by the Department of Energy. The FALCON program has experimentally demonstrated reactor-pumped lasing in various mixtures of xenon, argon, neon, and helium at at wavelengths of 585, 703, 725, 1271, 1733, 1792, 2032, 2630, 2650, and 3370 nm with intrinsic efficiency as high as 2.5%. The major strengths of a reactor-pumped laser are continuous high-power operation, modular construction, self-contained power, compact size, and a variety of wavelengths (from visible to infrared). These characteristics suggest numerous applications not easily accessible to other laser types. A ground-based RPL could beam its power to space for such activities as illuminating geosynchronous communication satellites in the earth`s shadow to extend their lives, beaming power to orbital transfer vehicles, removing space debris, and providing power (from earth) to a lunar base during the long lunar night. The compact size and self-contained power also makes an RPL very suitable for ship basing so that power-beaming activities could be situated around the globe. The continuous high power of an RPL opens many potential manufacturing applications such as deep-penetration welding and cutting of thick structures, wide-area hardening of metal surfaces by heat treatment or cladding application, wide-area vapor deposition of ceramics onto metal surfaces, production of sub-micron sized particles for manufacturing of ceramics, wide-area deposition of diamond-like coatings, and 3-D ceramic lithography.

    The U.S. Department of Energy (DOE) conducts research on advanced hydropower technology through its hydropower program, which is organized under the Office of Wind and Hydropower Technologies within the Office of Energy Efficiency and Renewable Energy. This annual report describes the various projects supported by the hydropower program in FY 2002. The program=s current focus is on improving the environmental performance of hydropower projects by addressing problems such as fish mortality during passage through turbines, alteration of instream habitat, and water quality in tailwaters. A primary goal of this research is to develop new, environmentally friendly technology. DOE-funded projects have produced new conceptual designs for turbine systems, and these are now being tested in pilot-scale laboratory tests and in the field. New design approaches range from totally new turbine runners to modifications of existing designs. Biological design criteria for these new turbines have also been developed in controlled laboratory tests of fish response to physical stresses, such as hydraulic shear and pressure changes. These biocriteria are being combined with computational tools to locate and eliminate areas inside turbine systems that are damaging to fish. Through the combination of laboratory, field, and computational studies, new solutions are being found to environmental problems at hydropower projects.     The US Department of Energy has conducted programs of research and development in hydrogen and related technologies since 1975. The current program is conducted in accordance with the DOE Hydrogen Program Plan FY 1993--FY 1997 which was published in June 1992. The plan establishes program priorities and guidance for the allocation of funding. The core program. currently under the Office of Energy Management, supports projects in the areas of hydrogen production, storage and systems research. A program review is held annually to evaluate each research project for technical quality, progress and programmatic benefit. The evaluation is conducted by a panel of technical experts. This proceedings of the Program Review conducted in May 1993 is a compilation of all research projects supported by the Hydrogen Program during FY 1993. It is produced in the anticipation that will serve as a useful technical reference for those interested in the status of hydrogen technologies. The data was analyzed weekly to check inconsistencies and validity and processed using Excel, Flexpro and Windographer standard Edition Version 2.04. The site analyzed is located in the Waldron, Arkansas in Scott County. It is an open site for most of the direction sectors with immediate roughness class of 1.5. It has seasonally directional winds, of which the most energetic come from the southern direction. The vertical wind profile shows moderate wind shear that varies by season as well.

    During the last two decades, the Department of Energy's Office of Safeguards and Security (DOE/OSS) has supported the research and development of safeguards systems analysis methodologies and nondestructive assay (NDS) technology for characterizing, monitoring, and accounting nuclear materials. This paper discusses methodologies and NDA instrumentation developed by the DOE/OSS program that could be applied in the Environmental Restoration Program. NDA instrumentation could be used for field measurements during site characterization and to monitor nuclear materials, heavy metals, and other hazardous materials during site remediation. Systems methodologies can minimize the expenditure of resources and help specify appropriate combinations of NDA instrumentation and chemical analyses to characterize a variety of materials quickly and reduce personnel exposure in hazardous environments. A training program is available to teach fundamental and advanced principles and approaches to characterize and quantify nuclear materials properly and to organize and analyze measurement information for decision making. The ability to characterize the overall volume and distribution of materials at a waste site is difficult because of the inhomogeneous distribution of materials, the requirement for extreme sensitivity, and the lack of resources to collect and chemically analyze a sufficient number of samples. Using a systems study approach based on statistical sampling, the resources necessary to characterize a site can be enhanced by appropriately combining in situ and field NDA measurements with laboratory analyses. 35 refs., 1 figs., 2 tabs.

    METC has managed about 85 research, development, and demonstration projects on behalf of DOE-EM`s Office of Science and Technology that include those in each of the four major environmental remediation and waste management problem areas: subsurface contaminants (radionuclides, heavy metals, dense nonaqueous phase liquids); decontamination and decommissioning of facilities; high-level waste tank remediation; and mixed waste characterization/treament/disposal. All projects within the Industry Programs are phased or have optional tasks at specific go/no-go decision points, allowing DOE to make investment decisions at various points in the technology development cycle to ensure that we are meeting the technology development goals and the needs of the customer or end-user.     In response to strong endorsement from the scientific community, in the form of a report by the Continental Scientific Drilling Committee of the National Academy of Sciences (CSDC, 1984), the Office of Basic Energy Sciences of the DOE undertook a program of investigations of young magmatic intrusions and their associated thermal systems. To date, the effort has encompassed the first phases of a program to investigate the roots of active hydrothermal systems and has also investigated the thermal, chemical, and mechanical behavior of geologically recent (less than 600 years) magmatic extrusions. Shallow to intermediate-depth holes have been drilled and cored into hydrothermal systems in the silicic Valles and Long Valley calderas and at the crustal spreading center of the Salton Trough. These projects are briefly summarized here and are covered in greater detail in the accompanying appendices.

Additionally, the International Program's scope and collaboration opportunities were expanded to include technical as well as non-technical areas.     The development of technologically advanced, high-efficiency wind turbines continues to be a high-priority activity of the US wind industry. The National Renewable Energy Laboratory (formerly the Solar Energy Research Institute), sponsored by the US Department of Energy (DOE), has initiated the Advanced Wind Turbine Program to assist the wind industry in the development of a new class of advanced wind turbines. The initial phase of the program focused on developing conceptual designs for near-term and advanced turbines. The goal of the second phase of this program is to use the experience gained over the last decade of turbine design and operation combined with the latest existing design tools to develop a turbine that will produce energy at $0.05 per kilowatt-hour (kWh) in a 5.8-m/s (13-mph) wind site. Three contracts have been awarded, and two more are under negotiation in the second phase. The third phase of the program will use new innovations and state-of-the-art wind turbine design technology to produce a turbine that will generate energy at $0.04/kWh in a 5.8-m/s wind site. Details of the third phase will be announced in early 1993.

    SUMMARY The U.S. Department of Energy (DOE) Hydropower Program is part of the Office of Wind and Hydropower Technologies, Office of Energy Efficiency and Renewable Energy. The Program's mission is to conduct research and development (R&D) that will increase the technical, societal, and environmental benefits of hydropower. The Department's Hydropower Program activities are conducted by its national laboratories: Idaho National Laboratory (INL) [formerly Idaho National Engineering and Environmental Laboratory], Oak Ridge National Laboratory (ORNL), Pacific Northwest National Laboratory (PNNL), and National Renewable Energy Laboratory (NREL), and by a number of industry, university, and federal research facilities. Programmatically, DOE Hydropower Program R&D activities are conducted in two areas: Technology Viability and Technology Application. The Technology Viability area has two components: (1) Advanced Hydropower Technology (Large Turbine Field Testing, Water Use Optimization, and Improved Mitigation Practices) and (2) Supporting Research and Testing (Environmental Performance Testing Methods, Computational and Physical Modeling, Instrumentation and Controls, and Environmental Analysis). Contributed to the installation and field testing of an advanced, minimum gap runner turbine at the Wanapum Dam project in Washington. Completed a state-of-the-science review of hydropower optimization methods and published reports on alternative operating strategies and opportunities for spill reduction. Carried out feasibility studies of new environmental performance measurements of the new MGR turbine at Wanapum Dam, including measurement of behavioral responses, biomarkers, bioindex testing, and the use of dyes to assess external injuries. Evaluated the benefits of mitigation measures for instream flow releases and the value of surface flow outlets for downstream fish passage. Refined turbulence flow measurement techniques, the computational modeling of unsteady flows, and models of blade strike of fish. Published numerous technical reports, proceedings papers, and peer-reviewed literature, most of which are available on the DOE Hydropower website. Further developed and tested the sensor fish measuring device at hydropower plants in the Columbia River. Data from the sensor fish are coupled with a computational model to yield a more detailed assessment of hydraulic environments in and around dams.     In 1992, the Electric Power Research Institute (EPRI) and the US Department of Energy (DOE) initiated the Utility Wind Turbine Performance Verification Program (TVP). This paper provides an overview of the TVP, its purpose and goals, and the participating utility projects. Improved technology has significantly reduced the cost of energy from wind turbines since the early 1980s. In 1992, turbines were producing electricity for about $0.07--$0.09/kilowatt-hour (kWh) (at 7 m/s [16 mph sites]), compared with more than $0.30/kWh in 1980. Further technology improvements were expected to lower the cost of energy from wind turbines to $0.05/kWh. More than 17,000 wind turbines, totaling more than 1,500 MW capacity, were installed in the US, primarily in California and Hawaii. The better wind plants had availabilities above 95%, capacity factors exceeding 30%, and operation and maintenance costs of $0.01/kWh. However, despite improving technology, EPRI and DOE recognized that utility use of wind turbines was still largely limited to turbines installed in California and Hawaii during the 1980s. Wind resource assessments showed that other regions of the US, particularly the Midwest, had abundant wind resources. EPRI and DOE sought to provide a bridge from utility-grade turbine development programs under way to commercial purchases of the wind turbines. The TVP was developed to allow utilities to build and operate enough candidate turbines to gain statistically significant operating and maintenance data.

    This document provides information obtained during the performance of risk assessment tasks in support of the Assurance Program for Remedial Action (APRA) sponsored by the Office of Operational Safety of the Department of Energy. We have presented a method for the estimation of projected health effects at properties in the vicinity of uranium mill tailing piles due to transported tailings or emissions from the piles. Because radon and radon daughter exposure is identified as the principal factor contributing to health effects at such properties, the basis for estimating lung cancer risk as a result of such exposure is discussed in detail. Modeling of health risk due to a secondary pathway, ingestion of contaminated, home-grown food products, is also discussed since it is a potentially important additional source of exposure in certain geographic locations. Risk assessment methods used in various mill tailings reports are reviewed. The protocols for radiological surveys conducted in DOE-sponsored remedial action programs are critically reviewed with respect to their relevance to the needs of health risk estimation. The relevance of risk assessment to the APRA program is discussed briefly.

    The Department of Energy (DOE) Environmental Management (EM) Program has made significant progress in planning disposition of its excess nuclear materials and has recently completed several noteworthy studies. Since establishment in 1997, the EM Nuclear Material Stewardship Program has developed disposition plans for excess nuclear materials to support facility deactivation. All nuclear materials have been removed from the Miamisburg Environmental Management Project (Mound), and disposition planning is nearing completion for the Fernald Environmental Management Project and the Rocky Flats Environmental Technology Site. Only a few issues remain for materials at the Hanford and Idaho sites. Recent trade studies include the Savannah River Site Canyons Nuclear Materials Identification Study, a Cesium/Strontium Management Alternatives Trade Study, a Liquid Technical Standards Trade Study, an Irradiated Beryllium Reflectors with Tritium study, a Special Performance Assessment Required Trade Study, a Neutron Source Trade Study, and development of discard criteria for uranium. A Small Sites Workshop was also held.     As a means of lowering greenhouse gas emissions, increasing economic growth, and reducing the dependency on imported oil, the Department of Energy and Brookhaven National Laboratory (DOE/ BNL) is promoting the substitution of liquefied natural gas (LNG) in heavy-vehicles that are currently being fueled by diesel. Heavy vehicles are defined as Class 7 and 8 trucks (> 118,000 pounds GVVV), and transit buses that have a fuel usage greater than 10,000 gallons per year and driving range of more than 300 miles. The key in making LNG market-competitive with all types of diesel fuels is in improving energy efficiency and reducing costs of LNG technologies through systems integration. This paper integrates together the three LNG technologies of: (1) production from landfills and remote well sites; (2) cryogenic fuel delivery systems; and (3) state-of-the-art storage tank and refueling facilities, with market end-use strategies. The program's goal is to develop these technologies and strategies under a ''green'' and ''clean'' strategy. This ''green'' approach reduces the net contribution of global warming gases by reducing levels of methane and carbon dioxide released by heavy vehicles usage to below recoverable amounts of natural gas from landfills and other natural resources. Clean technology refers to efficient use of energy with low environmental emissions. The objective of the program is to promote fuel competition by having LNG priced between $0.40 - $0.50 per gallon with a combined production, fuel delivery and engine systems efficiency approaching 45%. This can make LNG a viable alternative to diesel.

This report details the program for the July 1, 2001, through the June 30, 2002, period. The program provides year-round, on-site medical care to the DOE patient population residing in the Republic of the Marshall Islands (RMI) and annual examinations to those patients living in Hawaii and on the Continental U.S.

    The impact of DOE's Current Federal Program on the commercialization of hydrothermal resources between 1980 and 2000 is analyzed. The hydrothermal resources of the United States and the types of DOE activities used to stimulate the development of these resources for both electric power and direct heat use are described briefly. The No Federal Program and the Current Federal Program are then described in terms of funding levels and the resultant market penetration estimates through 2000. These market penetration estimates are also compared to other geothermal utilization forecasts. The direct benefits of the Current Federal Program are next presented for electric power and direct heat use applications. An analysis of the external impacts associated with the additional hydrothermal resource development resulting from the Current Federal Program is also provided. Included are environmental effects, national security/balance-of-payments improvements, socioeconomic impacts and materials requirements. A summary of the analysis integrating the direct benefits, external impacts and DOE program costs concludes the report.

    The US Department of Energy (DOE) issued interim new building energy standards (10 CFR 435 1989) to achieve maximum energy efficiency in the designs of new buildings. DOE then entered into a project to demonstrate and assess the impact of these standards on the design community. One area of focus was a test to see how a less conventional design-focused building would meet the standards` requirements -- DOE wanted to demonstrate that compliance with energy standards does not mean compromising the architectural intent of a building. This study, which was initiated at Pacific Northwest Laboratory (PNL), illustrated the process by which compliance with the standards can be proven for a highly {open_quotes}design-oriented{close_quotes} office building. The study also assessed the impact of the whole building simulation compliance alternatives on design. This report documents the compliance requirements, gives a description of the sample building chosen for the study, provides general guidance for the compliance process, documents the method of compliance that was undertaken for the sample building, presents the results of the study, and provides a recommendation on how the compliance requirements could be improved to reflect more realistic use types.

    The US-Russian Government-to-Government Program of Cooperation on Nuclear Material Protection, Control, and Accounting (MPC&A) evolved from the Nunn-Lugar Cooperative Threat Reduction Program. In 1995, the US Department of Energy (DOE) assumed responsibility as the executive agent for implementation of the Government-to-Government MPC&A Program, followed by the programmatic responsibility for funding. The Russian Program initially emphasized limited exchanges, demonstrations, and upgrades at low-enriched uranium (LEU) fuel fabrication facility at Elektrostal in 1994. The program has expanded to include upgrades at nuclear facilities across Russia, development of the Russian Methodological Training Center (RMTC) in Obninsk; and cooperation with Gosatomnadzor, the Russian Federal Nuclear Radiation and Safety Authority. This paper describes the overall program including program objectives, approach, and US-Russian participation, with an emphasis on DOE-GAN cooperation.

    Technologies are being developed under the Buried Waste Integrated Demonstration (BWID) program to facilitate remediation of the US Department of Energy`s (DOE) buried and stored low-level radioactive, transuranic (TRU), and mixed radioactive and hazardous buried wastes. The BWID program is being coordinated by the Idaho National Engineering Laboratory (INEL) in southeastern Idaho, a DOE site that has large volumes of buried radioactive wastes. The program is currently focusing its efforts on the problems at INEL`s Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC). As specific technologies are successfully demonstrated, they will be available for transfer to applications at other DOE buried waste sites.
