The laboratories conduct innovative research and development in literally hundreds of technology areas, some available nowhere else.

    On April 1, 1998, Materials and Chemistry Laboratory, Inc. (MCLinc) began business as an employee-owned, commercial, applied research laboratory offering services to both government and commercial clients. The laboratory had previously been a support laboratory to DoE's gaseous diffusion plant in Oak Ridge (K-25). When uranium enrichment was halted at the site, the laboratory was expanded to as an environmental demonstration center and served from 1992 until 1997 as a DOE Environmental User Facility. In 1997, after the laboratory was declared surplus, it was made available to the employee group who operated the laboratory for DOE as a government-owned, contractor-operated facility. This paper describes briefly the process of establishing the business. Attributes that contributed to the success of MCLinc are described. Some attention is given to lessons learned and to changes that could facilitate future attempts to make similar transitions. Lessons learnt: as with any business venture, operation over time has revealed that some actions taken by the laboratory founders have contributed to its successful operation while others were not so successful. Observations are offered in hopes that lessons learned may suggest actions that will facilitate future attempts to make similar transitions. First, the decision to vest significant ownership of the business in the core group of professionals operating the business is key to its success. Employee-owners of the laboratory have consistently provided a high level of service to its customers while conducting business in a cost-efficient manner. Secondly, an early decision to provide business support services in-house rather than purchasing them from support contractors on site have proven cost-effective. Laboratory employees do multiple tasks and perform overhead tasks in addition to their chargeable technical responsibilities. Thirdly, assessment of technical capabilities in view of market needs and a decision to offer these

    It has been observed repeatedly that low-frequency (10-500 Hz) seismic stress waves can enhance oil production from depleted reservoirs . Until recently, the majority of these observations have been anecdotal or at the proof-of-concept level. The physics coupling stress waves to multiphase fluid flow behavior in porous media is still poorly understood, even though numerous underlying physical mechanisms have been proposed to explain the observations . Basic research on the phenomenon is being conducted through a U .S. Department of Energy funded collaboration between Lawrence Berkeley National Laboratory, the University of California at Berkeley, Los Alamos National Laboratory and the U .S . oil and gas industry . The project has focused on three main areas of research: (1) laboratory core flow experiments, (2) field seismic monitoring of downhole stimulation tests, and (3) theoretical modeling of the coupled stress/flow phenomenon . The major goal is to obtain a comprehensive scientific understanding of the seismic stimulation phenomenon so that field application technologies can be improved. Initial developments and experimental results in all three research focus areas confirm historic observations that the stimulated flow phenomenon is real and that a fundamental scientific understanding can be obtained through continued research . Examples of project results and developments are presented here.

    This paper will briefly outline major activities in Department of Energy (DOE) Laboratories focused on mobile platforms, both Unmanned Ground Vehicles (UGV’s) as well as Unmanned Air Vehicles (UAV’s). The activities will be discussed in the context of the science and technology construct used by the DOE Technology Roadmap for Robotics and Intelligent Machines (RIM)1 published in 1998; namely, Perception, Reasoning, Action, and Integration. The activities to be discussed span from research and development to deployment in field operations. The activities support customers in other agencies. The discussion of "perception" will include hyperspectral sensors, complex patterns discrimination, multisensor fusion and advances in LADAR technologies, including real-world perception. "Reasoning" activities to be covered include cooperative controls, distributed systems, ad-hoc networks, platform-centric intelligence, and adaptable communications. The paper will discuss "action" activities such as advanced mobility and various air and ground platforms. In the RIM construct, "integration" includes the Human-Machine Integration. Accordingly the paper will discuss adjustable autonomy and the collaboration of operator(s) with distributed UGV’s and UAV’s. Integration also refers to the applications of these technologies into systems to perform operations such as perimeter surveillance, large-area monitoring and reconnaissance. Unique facilities and test beds for advanced mobile systems will be described. Given that this paper is an overview, rather than delve into specific detail in these activities, other more exhaustive references and sources will be cited extensively.

Thermal distribution systems are the ductwork, piping, or other means used to transport heat or cooling effect from the equipment in which the heat or cooling is produced to the building spaces in which it is used. The small buildings category is defined to include single-family residential and multifamily and commercial buildings with less than 10,000 ft{sup 2} floor area. The 1992 DOE-Industry Thermal Distribution Conference was conceived as the beginning of a process of information transfer between the DOE and the industries having a stake in thermal distribution systems, whereby the DOE can make the industry aware of its thinking and planned directions early enough for changes to be made, and whereby the industries represented can provide this input to the DOE on a timely and informed basis. In accordance with this, the objectives of the Conference were: To present--to a representative group of researchers and industry representative--the current industry thinking and DOE`s current directions for research in small-building thermal distribution. To obtain from industry and the research community a critique of the DOE priorities and additional ideas concerning how DOE can best assist the industry in promoting energy conservation in thermal distribution systems.

    This project works to develop technologies capable of replacing traditional energy-intensive distillations so that a 20% improvement in energy efficiency can be realized. Consistent with the DOE sponsored report, Technology Roadmap for the Petroleum Industry, the approach undertaken is to develop and implement entirely new technology to replace existing energy intensive practices. The project directly addresses the top priority issue of developing membranes for hydrocarbon separations. The project is organized to rapidly and effectively advance the state-of-the-art in membranes for hydrocarbon separations. The project team includes ChevronTexaco and BP, major industrial petroleum refiners, who will lead the effort by providing matching resources and real world management perspective. Academic expertise in separation sciences and polymer materials found in the Chemical Engineering and Petroleum Refining Department of the Colorado School of Mines is used to invent, develop, and test new membrane materials. Additional expertise and special facilities available at the Idaho National Engineering and Environmental Laboratory (INEEL) are also exploited in order to effectively meet the goals of the project. The proposed project is truly unique in terms of the strength of the team it brings to bear on the development and commercialization of the proposed technologies.

    The New Brunswick Laboratory (NBL) is a Government-owned, Government-operated (GOGO) laboratory, with the mission to provide and maintain a nuclear material measurements and standards laboratory. The functional responsibilities of NBL serve as a technical response to the statutory responsibility of the Department of Energy (DOE) to assure the safeguarding of nuclear materials. In the execution of its mission, NBL carries out activities in six safeguards-related programs: measurement development, measurement evaluation, measurement services, safeguards assessment, reference and calibration materials and site-specific assistance. These program activities have been implemented by NBL for many years; their relative emphases, however, have been changed recently to address the priorities defined by the DOE Office of Safeguards and Security, Defense Programs (OSS/DP). As a consequence, NBL operations are in the ''mainstream'' of domestic safeguards activities. This expanded safeguards role for NBL is discussed in this paper.

    A review team established by the Department of Energy conducted an assessment of the US biomass power industry. The review team visited with more than 50 organizations representing all sectors of the biomass power industry including utilities, independent power producers, component manufacturers, engineering and construction contractors, agricultural organizations, industrial users, and regulatory organizations. DOE solicited industry input for the development of the Biomass Power Division`s Five Year Plan. DOE believed there was a critical need to obtain industry`s insight and working knowledge to develop the near- and long-term plans of the program. At the heart of this objective was the desire to identify near-term initiatives that the program could pursue to help accelerate the further development of biomass power projects.

    This document presents the results of a survey of nondestructive testing (NDT) and related sensor technology research and development (R and D) at selected federal laboratories. Objective was to identify and characterize NDT activities that could be applied to improving energy efficiency and overall productivity in US manufacturing. Numerous federally supported R and D programs were identified in areas such as acoustic emissions, eddy current, radiography, computer tomography and ultrasonics. A Preliminary Findings Report was sent to industry representatives, which generated considerable interest.

    Representatives from industry, national laboratories, and the DOE met to review the status of the DOE-sponsored Computer-Aided Catalyst Design (CACD) program and to assess current industrial needs in CACD. Of the 40 participants at the workshop, nearly half were from industry representing 12 companies--Arco Chemical, Amoco Chemical, Biosym, Dow, DuPont, Exxon, Ford, General Motors, Mobil, Monsanto, W.R. Grace and Union Carbide--that included nine of the largest chemical producers in the U.S. representing $61 billion in chemical sales in 1993. An overview of developments in catalyst modeling at the national laboratories was presented, and current CACD-related activities at each of the companies were described by the industrial participants. The CACD program is addressing important industry needs and is having a significant impact despite the current limited scope and budget. The industrial participants urged the program to continue to target specific areas and to encourage collaborative work among the national labs. Industrial participants expressed strong interest in increased interactions with CACD activities at the national labs, where competencies in theory, modeling, and simulation complement the traditional strengths of catalysis expertise in industry. The chemical, refining and automotive industries face continual economic and environmental pressures for now or improved catalytic processes that are more efficient and produce fewer undesirable byproducts. CACD is viewed as an effective means to enhance experimental catalysis research. The industrial participants attested to the importance of developing and applying catalysis modeling capabilities. The companies represented at the meeting had varying degrees of activity in this area, and many already had significant interactions with national labs. As potential users of this technology, they strongly endorsed the work in the CACD program in the development of modeling capabilities.

    The purpose of this report is to provide the Office of Technology Assessment (OTA) with information about selected technologies under development in the Department of Energy (DOE) through its National Laboratory System and its Program Office operations. The technologies selected are those that have the potential to improve the performance of the nation's public works infrastructure. The product is a relational database that we refer to as a prototype catalogue of technologies.'' The catalogue contains over 100 entries of DOE-supported technologies having potential application to infrastructure-related problems. The work involved conceptualizing an approach, developing a framework for organizing technology information, and collecting samples of readily available data to be put into a prototype catalogue. In developing the catalogue, our objectives were to demonstrate the concept and provide readily available information to OTA. As such, the catalogue represents a preliminary product. The existing database is not exhaustive and likely represents only a fraction of relevant technologies developed by DOE. In addition, the taxonomy we used to classify technologies is based on the judgment of project staff and has received minimal review by individuals who have been involved in the development and testing of the technologies. Finally, end users will likely identify framework changes and additions that will strengthen the catalogue approach. The framework for the catalogue includes four components: a description of the technology, along with potential uses and other pertinent information; identification of the source of the descriptive information; identification of a person or group knowledgeable about the technology; and a classification of the described technology in terms of its type, application, life-cycle use, function, and readiness.

    The industrial sector consumes 25% of the total energy in the U.S. and produces 18% of the greenhouse gas (GHG) emissions. Energy Systems Integration (ESI) opportunities can reduce those values and increase the profitability of that sector. This presentation outlines several options. Combined heat and power (CHP) is an option that is available today for many applications. In some cases, it can be extended to trigeneration by adding absorbtion cooling. Demand response is another option in use by the industrial sector - in 2012, industry provided 47% of demand response capacity. A longer term option that combines the benefits of CHP with those of demand response is hybrid energy systems (HESs).     The BestPractices program area, which has evolved into the Save Energy Now (SEN) Initiative, is a component of the U.S. Department of Energy's (DOE's) Industrial Technologies Program (ITP) that provides technical assistance and disseminates information on energy-efficient technologies and practices to U.S. industrial firms. The BestPractices approach to information dissemination includes conducting training sessions which address energy-intensive systems (compressed air, steam, process heat, pumps, motors, and fans) and distributing DOE software tools on those same topics. The current report documents a recent Oak Ridge National Laboratory (ORNL) study undertaken to determine the implementation rate, attribution rate, and reduction factor for industrial end-users who received BestPractices training and registered software in FY 2006. The implementation rate is the proportion of service recipients taking energy-saving actions as a result of the service received. The attribution rate applies to those individuals taking energy-saving actions as a result of the services received and represents the portion of the savings achieved through those actions that is due to the service. The reduction factor is the saving that is realized from program-induced measures as a proportion of the potential savings that could be achieved if all service recipients took action. In addition to examining those factors, the ORNL study collected information on selected characteristics of service recipients, the perceived value of the services provided, and the potential energy savings that can be achieved through implementation of measures identified from the training or software. Because the provision of training is distinctly different from the provision of software tools, the two efforts were examined independently and the findings for each are reported separately.

    This technical standard describes the US Department of Energy Laboratory Accreditation Program (DOELAP) for Radiobioassay, for use by the US Department of Energy (DOE) and DOE Contractor radiobioassay programs. This standard is intended to be used in conjunction with the general administrative technical standard that describes the overall DOELAP accreditation process--DOE-STD-1111-98, Department of Energy Laboratory Accreditation Program Administration. This technical standard pertains to radiobioassay service laboratories that provide either direct or indirect (in vivo or in vitro) radiobioassay measurements in support of internal dosimetry programs at DOE facilities or for DOE and DOE contractors. Similar technical standards have been developed for other DOELAP dosimetry programs. This program consists of providing an accreditation to DOE radiobioassay programs based on successful completion of a performance-testing process and an on-site evaluation by technical experts.     In 2011, the U.S. Department of Energy’s National Energy Technology Laboratory established the Carbon Capture Simulation Initiative to take carbon-capture concepts from the laboratory to the power plant more quickly, at a lower cost, and with reduced risk than would be accomplished following more traditional research and development pathways.     This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (WRU-I-0160-01, formerly LA 000160 01), for the wastewater reuse site at the Idaho National Laboratory Site’s Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond from November 1, 2013 through October 31, 2014. The report contains the following information; Facility and system description; Permit required effluent monitoring data and loading rates; Groundwater monitoring data; Status of special compliance conditions; Noncompliance issues; and Discussion of the facility’s environmental impacts During the 2014 reporting year, an estimated 10.11 million gallons of wastewater were discharged to the Industrial Waste Ditch and Pond which is well below the permit limit of 17 million gallons per year. The concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the applicable Idaho Department of Environmental Quality’s groundwater quality standard levels.

    This paper compares stress corrosion crack growth rates measured in the laboratory with stress corrosion crack growth rates derived from field experience in three different applications of the power generating industry: Pressurized water reactor (PWR) pressure vessel head penetrations with alloy 600, boiling water reactor (BWR) and RBMK (the Russian, watercooled graphite moderated channel-type power reactor, for example Chernobyl) welded nuclear reactor coolant pipes with stabilized stainless steels, and generator rotor retaining rings made from a high strength austenitic steel. It is shown that the minimum time to failure in service can well be predicted from laboratory crack growth rate tests.

    Brookhaven National (BNL) Laboratory is a multidisciplinary laboratory that carries out basic and applied research in the physical, biomedical, and environmental sciences, and in selected energy technologies. It is managed by Brookhaven Science Associates, LLC, under contract with the U. S. Department of Energy. BNL's total annual budget has averaged about $450 million. There are about 3,000 employees, and another 4,500 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 4 13.2, ''Laboratory Directed Research and Development,'' March 5, 1997, and the LDRD Annual Report guidance, updated February 12, 1999. The LDRD Program obtains its funds through the Laboratory overhead pool and operates under the authority of DOE Order 4 13.2. The goals and objectives of BNL's LDRD Program can be inferred from the Program's stated purposes. These are to (1) encourage and support the development of new ideas and technology, (2) promote the early exploration and exploitation of creative and innovative concepts, and (3) develop new ''fundable'' R&D projects and programs. The emphasis is clearly articulated by BNL to be on supporting exploratory research ''which could lead to new programs, projects, and directions'' for the Laboratory. As one of the premier scientific laboratories of the DOE, BNL must continuously foster groundbreaking scientific research. At Brookhaven National Laboratory one such method is through its LDRD Program. This discretionary research and development tool is critical in maintaining the scientific excellence and long-term vitality of the Laboratory.     The Fifth DOE Review of Laboratory Programs for Women was held at Brookhaven National Laboratory, May 6--8, 1996, and was co-sponsored by Princeton Plasma Physics Laboratory. The 1996 Review was organized as a Professional Workshop, that is, there were Invited Talks, plus Oral and Poster Presentations from the participants. These sessions were organized around the Focus Topics selected for the Review. The Focus Topics were: school-lab programs, college programs, positive image of women, cultural audits, employee development, employee mentoring, networking, dependent care, and alternate work schedules. On Monday evening, Toni Joseph gave an informal talk to the participants. She stressed the importance of submitting the Action Items for the respective facilities, and assured them that they would be looked at by the Office of Energy Research. On Tuesday morning, the DOE Points-of-Contact (POC) presented an overview of the past Reviews to give some background on the present DOE Review, and discussed plans for the future. The Review concluded with Focus Sessions, one for each Focus Topic. Each of these sessions was charged with producing a report on the session topic. The Focus Group Reports are included in the Proceedings, along with abstracts to the invited talks, oral presentations and poster presentations.

The objective of this maintenance plan is to provide baseline information for compliance to the DOE Order 4330.4A, to identify needed improvements, and to document the planned maintenance budget for Fiscal Year (FY) 1993 and to estimate maintenance budgets for FY 1994 and FY 1995 for all PNL facilities. Using the results of the self-assessment, PNL has selected 12 of the 36 elements of the Maintenance Program defined by DOE Order 4330.4A, Chapter I, for improvement. The elements selected for improvement are: Facility Condition Inspections; Work Request (Order) System; Formal Job Planning and Estimating; Work Performance (Time) Standards; Priority System; Maintenance Procedures and Other Work-Related Documents; Scheduling System; Post Maintenance Testing; Backlog Work Control; Equipment Repair History and Vendor Information; Work Sampling; and Identification and Control. Based upon a graded approach and current funding, those elements considered most important have been selected as goals for earliest compliance. Commitment dates for these elements have been established for compliance. The remaining elements of noncompliance will be targeted for implementation during later budget periods.

    Within the US Department of Energy's (DOE's) Office of Health and Environmental Research (OHER), the atmospheric sciences and carbon dioxide research programs are part of the Environmental Sciences Division (ESD). One of the central missions of the division Is to provide the DOE with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. This information is vital to the definition and Implementation of a sound national energy strategy. This volume reports on the progress and status of all OHER atmospheric science and climate research projects at the Pacific Northwest Laboratory (PNL). Research at PNL provides basic scientific underpinnings to DOE's program of global climate research. Research projects within the core carbon dioxide and ocean research programs are now integrated with those in the Atmospheric Radiation Measurements (ARM), the Computer Hardware, Advanced Mathematics and Model Physics (CHAMMP), and quantitative links programs to form DOEs contribution to the US Global Change Research Program. Climate research in the ESD has the common goal of improving our understanding of the physical, chemical, biological, and social processes that influence the Earth system so that national and international policymaking relating to natural and human-induced changes in the Earth system can be given a firm scientific basis. This report describes the progress In FY 1991 in each of these areas.

    Loss of containment of nuclear material stored in containers such as food-pack cans, paint cans, or taped slip lid cans has generated concern about packaging requirements for interim storage of nuclear materials in working facilities such as the plutonium facility at Los Alamos National Laboratory (LANL). The Department of Energy (DOE) issued DOE M 441.1-1, Nuclear Materials Packaging Manual on March 7, 2008 in response to the Defense Nuclear Facilities Safety Board Recommendation 2005-1. The Manual directs DOE facilities to follow detailed packaging requirements to protect workers from exposure to nuclear materials stored outside of approved engineered-contamination barriers. Los Alamos National Laboratory has identified the activities that will be performed to bring LANL into compliance with DOE M 441.1-1. These include design, qualification and procurement of new containers, repackaging based on a risk-ranking methodology, surveillance and maintenance of containers, and database requirements. The primary purpose is to replace the out-dated nuclear material storage containers with more robust containers that meet present day safety and quality standards. The repackaging campaign is supported by an integrated risk reduction methodology to prioritize the limited resources to the highest risk containers. This methodology is systematically revised and updated based on the collection of package integrity data. A set of seven nested packages with built-in filters have been designed. These range in size from 1 qt. to 10 gallon. Progress of the testing to meet Manual requirements will be given. Due to the number of packages at LANL, repackaging to achieve full compliance will take five to seven years.

  15. Selection of melter systems for the DOE/Industrial Center for Waste Vitrification Research

    The EPA has designated vitrification as the best developed available technology for immobilization of High-Level Nuclear Waste. In a recent federal facilities compliance agreement between the EPA, the State of Washington, and the DOE, the DOE agreed to vitrify all of the Low Level Radioactive Waste resulting from processing of High Level Radioactive Waste stored at the Hanford Site. This is expected to result in the requirement of 100 ton per day Low Level Radioactive Waste melters. Thus, there is increased need for the rapid adaptation of commercial melter equipment to DOE`s needs. DOE has needed a facility where commercial pilot scale equipment could be operated on surrogate (non-radioactive) simulations of typical DOE waste streams. The DOE/Industry Center for Vitrification Research (Center) was established in 1992 at the Clemson University Department of Environmental Systems Engineering, Clemson, SC, to address that need. This report discusses some of the characteristics of the melter types selected for installation of the Center. An overall objective of the Center has been to provide the broadest possible treatment capability with the minimum number of melter units. Thus, units have been sought which have broad potential application, and which had construction characteristics which would allow their adaptation to various waste compositions, and various operating conditions, including extreme variations in throughput, and widely differing radiological control requirements. The report discusses waste types suitable for vitrification; technical requirements for the application of vitrification to low level mixed wastes; available melters and systems; and selection of melter systems. An annotated bibliography is included.

    This report summarizes progress in environmental sciences research conducted by Pacific Northwest Laboratory (PNL) for the US Department of Energy's (DOE) Office of Health and Environmental Research in FY 1991. Each project in the PNL research program is a component in an integrated laboratory, intermediate-scale, and field approach designed to examine multiple phenomena at increasing levels of complexity. Examples include definition of the role of fundamental geochemical and physical phenomena on the diversity and function of microorganisms in the deep subsurface, and determination of the controls on nutrient, water, and energy dynamics in arid ecosystems and their response to stress at the landscape scale. The Environmental Science Research Center has enable PNL to extend fundamental knowledge of subsurface science to develop emerging new concepts for use in natural systems and in environmental restoration of DOE sites. New PNL investments have been made in developing advanced concepts for addressing chemical desorption kinetics, enzyme transformations and redesign, the role of heterogeneity in contaminant transport, and modeling of fundamental ecological processes.

    The 1992 Annual Report from Pacific Northwest Laboratory (PNL) to the US Department of Energy (DOE) describes research in environment and health conducted during fiscal year 1992. This report consists of four volumes oriented to particular segments of the PNL program, describing research performed for the DOE Office of Health and Environmental Research in the Office of Energy Research. The parts of the 1992 Annual Report are: Biomedical Sciences; Environmental Sciences; Atmospheric Sciences; and Physical Sciences. This Report is Part II: Environmental Sciences. Included in this report are developments in Subsurface Science, Terrestrial Science, Laboratory-Directed Research and Development, Interactions with Educational Institutions, Technology Transfer, Publications, and Presentations. The research is directed toward developing a fundamental understanding of subsurface and terrestrial systems as a basis for both managing these critical resources and addressing environmental problems such as environmental restoration and global change. The Technology Transfer section of this report describes a number of examples in which fundamental research is laying the groundwork for the technology needed to resolve important environmental problems. The Interactions with Educational Institutions section of the report illustrates the results of a long-term, proactive program to make PNL facilities available for university and preuniversity education and to involve educational institutions in research programs. The areas under investigation include the effect of geochemical and physical phenomena on the diversity and function of microorganisms in deep subsurface environments, ways to address subsurface heterogeneity, and ways to determine the key biochemical and physiological pathways (and DNA markers) that control nutrient, water, and energy dynamics in arid ecosystems and the response of these systems to disturbance and climatic change.
