    Hanford's DOE offices are responsible for one of the largest nuclear cleanup efforts in the world, cleaning up the legacy of nearly five decades of nuclear weapons production. Nowhere in the DOE Complex is cleanup more challenging than at the Hanford Site in southeastern Washington. Hanford cleanup entails remediation of hundreds of large complex hazardous waste sites; disposition of nine production reactors and the preservation of one as a National Historic Landmark; demolition of hundreds of contaminated facilities including five enormous process canyons; remediation of billions of gallons of contaminated groundwater; disposition of millions of tons of low-level, mixed low-level, and transuranic waste; disposition of significant quantities of special nuclear material; storage and ultimate disposition of irradiated nuclear fuel; remediation of contamination deep in the soil that could impact groundwater; decontamination and decommissioning of hundreds of buildings and structures; and treatment of 56 million gallons of radioactive waste in 177 large underground tanks through the construction of a first-of-its-kind Waste Treatment Plant. Cleanup of the Hanford Site is a complex and challenging undertaking. The DOE Richland Operations Office has a vision and a strategy for completing Hanford's cleanup including the transition to post-cleanup activities. Information on the strategy is outlined in the Hanford Site Completion Framework. The framework describes three major components of cleanup - River Corridor, Central Plateau, and Tank Waste. It provides the context for individual cleanup actions by describing the key challenges and approaches for the decisions needed to complete cleanup. The U.S. Department of Energy (DOE), as regulated by the U.S. Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology), is implementing a strategy to achieve final cleanup decisions for the River Corridor portion of the Hanford Site.     The American Physical Society's part of its centennial celebration in March of 1999 decided to develop a timeline wall chart on the history of 20th century physics. This resulted in eleven consecutive posters, which when mounted side by side, create a 23-foot mural. The timeline exhibits and describes the millstones of physics in images and words. The timeline functions as a chronology, a work of art, a permanent open textbook, and a gigantic photo album covering a hundred years in the life of the community of physicists and the existence of the American Physical Society. Each of the eleven posters begins with a brief essay that places a major scientific achievement of the decade in its historical context. Large portraits of the essays' subjects include youthful photographs of Marie Curie, Albert Einstein, and Richard Feynman among others, to help put a face on science. Below the essays, a total of over 130 individual discoveries and inventions, explained in dated text boxes with accompanying images, form the backbone of the timeline. For ease of comprehension, this wealth of material is organized into five color-coded story lines the stretch horizontally across the hundred years of the 20th century. The five story lines are: Cosmic Scale, relate the story of astrophysics and cosmology; Human Scale, refers to the physics of the more familiar distances from the global to the microscopic; Atomic Scale, focuses on the submicroscopic world of atoms, nuclei and quarks; Living World, chronicles the interaction of physics with biology and medicine; Technology, traces the applications of physic to everyday living. Woven into the bottom border of the timeline are period images of significant works of art, architecture, and technological artifacts such as telephones, automobiles, aircraft, computers, and appliances.     The charter for adversarial delay is to hinder access to critical resources through the use of physical systems increasing an adversary's task time. The traditional method for characterizing access delay has been a simple model focused on accumulating times required to complete each task with little regard to uncertainty, complexity, or decreased efficiency associated with multiple sequential tasks or stress. The delay associated with any given barrier or path is further discounted to worst-case, and often unrealistic, times based on a high-level adversary, resulting in a highly conservative calculation of total delay. This leads to delay systems that require significant funding and personnel resources in order to defend against the assumed threat, which for many sites and applications becomes cost prohibitive. A new methodology has been developed that considers the uncertainties inherent in the problem to develop a realistic timeline distribution for a given adversary path. This new methodology incorporates advanced Bayesian statistical theory and methodologies, taking into account small sample size, expert judgment, human factors and threat uncertainty. The result is an algorithm that can calculate a probability distribution function of delay times directly related to system risk. Through further analysis, the access delay analyst or end user can use the results in making informed decisions while weighing benefits against risks, ultimately resulting in greater system effectiveness with lower cost.

    This report presents results from an analysis of distributed photovoltaic (PV) interconnection and deployment processes in the United States. Using data from more than 30,000 residential (up to 10 kilowatts) and small commercial (10-50 kilowatts) PV systems, installed from 2012 to 2014, we assess the range in project completion timelines nationally (across 87 utilities in 16 states) and in five states with active solar markets (Arizona, California, New Jersey, New York, and Colorado).

    In the context of a project that is designing innovative ICT-based solutions for the organizational concept of outage management, we focus on the informational process of the OCR (Outage Control Room) underlying the execution of the outages. Informational process are based on structured and unstructured documents that have a key role in the collaborative processes and management of the outage. We especially track the structured and unstructured documents, electronically or not, from creation to sharing. Our analysis allows us to consider that the individual traces produced by an individual participant with a specific role could be multi-purpose and support sharing between participants without creating duplication of work. The ultimate goal is to be able to generate an outage historian, that is not just focused on highly structured information, which could be useful to improve the continuity of information between participants. We study the implementation of this approach through web technologies and social media tools to address this issue. We also investigate the issue of data access through interactive visualization timelines coupled with other modality's to assist users in the navigation and exploration of the proposed historian.     We study how uncertainty in the reionization history of the universe affects estimates of other cosmological parameters from the Cosmic Microwave Background. We analyze WMAP7 data and synthetic Planck-quality data generated using a realistic scenario for the reionization history of the universe obtained from high-resolution numerical simulation. We perform parameter estimation using a simple sudden reionization approximation, and using the Principal Component Analysis (PCA) technique proposed by Mortonson and Hu. We reach two main conclusions: (1) Adopting a simple sudden reionization model does not introduce measurable bias into values for other parameters, indicating that detailed modeling of reionization is not necessary for the purpose of parameter estimation from future CMB data sets such as Planck. (2) PCA analysis does not allow accurate reconstruction of the actual reionization history of the universe in a realistic case.

We show that this problem do not appear in our formalism of generalized contexts for quantum histories. - Highlights: We prove ordinary quantum mechanics has no contrary properties.     This report describes the history of the Pacific Northwest Laboratory`s (PNL`s) work in development of energy standards for commercial and residential construction in the United States. PNL`s standards development efforts are concentrated in the Building Energy Standards Program (the Program), which PNL conducts for the U.S. Department of Energy (DOE) Office of Codes and Standards. The Program has worked with DOE, the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), and other building codes and standards organizations to develop, evaluate, and promulgate energy standards in all sectors of the building industry. This report describes the recent history of U.S. code development and PNL`s contributions through the 1980s and early 1990s, up to the passage of the Energy Policy Act of 1992. Impacts to standards development resulting from the passage of this act will be described in other reports.

    U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members.     The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    At CW press time the house was considering a 10% cut in Department of Energy (DOE) conservation programs and a 14% cut in DOE funding for fossil fuel R&D. The cuts show that, while easing off this year on efforts to pare back EPA, House Republicans have not given up the fight over federal technology programs. House Republicans consider federal involvement in R&D {open_quotes}corporate welfare,{close_quotes} and, while the Commerce Department`s Advanced Technology Program (ATP) has been the lightning rod for their criticism, DOE programs have also been targeted for reduction. The $499-million conservation funding level contemplated by the House is 33% below the President`s request and follows an equally large cut last year.

    The history and development of ultrahigh carbon steels (i.e., steels containing between 1 and 2.l percent C and now known as UHCS) are described. The early use of steel compositions containing carbon contents above the eutectoid level is found in ancient weapons from around the world. For example, both Damascus and Japanese sword steels are hypereutectoid steels. Their manufacture and processing is of interest in understanding the role of carbon content in the development of modern steels. Although sporadic examples of UHCS compositions are found in steels examined in the early part of this century, it was not until the mid-1970s that the modern study began. This study had its origin in the development of superplastic behavior in steels and the recognition that increasing the carbon content was of importance in developing that property. The compositions that were optimal for superplasticity involved the development of steels that contained higher carbon contents than conventional modern steels. It was discovered, however, that the room temperature properties of these compositions were of interest in their own right. Following this discovery, a period of intense work began on understanding their manufacture, processing, and properties for both superplastic forming and room temperature applications. The development of superplastic cast irons and iron carbides, as well as those of laminated composites containing UHCS, was an important part of this history.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    This report documents the history of the major buildings in Sandia National Laboratories` Technical Area II. It was prepared in support of the Department of Energy`s compliance with Section 106 of the National Historic Preservation Act. Technical Area II was designed and constructed in 1948 specifically for the final assembly of the non-nuclear components of nuclear weapons, and was the primary site conducting such assembly until 1952. Both the architecture and location of the oldest buildings in the area reflect their original purpose. Assembly activities continued in Area II from 1952 to 1957, but the major responsibility for this work shifted to other sites in the Atomic Energy Commission`s integrated contractor complex. Gradually, additional buildings were constructed and the original buildings were modified. After 1960, the Area`s primary purpose was the research and testing of high-explosive components for nuclear weapons. In 1994, Sandia constructed new facilities for work on high-explosive components outside of the original Area II diamond-shaped parcel. Most of the buildings in the area are vacant and Sandia has no plans to use them. They are proposed for decontamination and demolition as funding becomes available.

    The U.S. Department of Energy (DOE) has a rich history of significant contributions to geospatial science spanning the past four decades. In the early years, work focused on basic research, such as development of algorithms for processing geographic data and early use of LANDSAT imagery. The emphasis shifted in the mid-1970s to development of geographic information system (GIS) applications to support programs such as the National Uranium Resource Evaluation (NURE), and later to issue-oriented GIS applications supporting programs such as environmental restoration and management (mid-1980s through present). Throughout this period, the DOE national laboratories represented a strong chorus of voices advocating the importance of geospatial science and technology in the decades to come. The establishment of a Geospatial Science Program by the DOE Office of the Chief Information Officer in 2005 reflects the continued potential of geospatial science to enhance DOE's science, projects, and operations, as is well demonstrated by historical analysis.

    The history of oil shale in the United States since the early 1900's is detailed. Research on western oil shale probably began with the work of Robert Catlin in 1915. During the next 15 years there was considerable interest in the oil shales, and oil shale claims were located, and a few recovery plants were erected in Colorado, Nevada, Utah, Wyoming, and Montana. Little shale soil was produced, however, and the major oil companies showed little interest in producing shale oil. The early boom in shale oil saw less than 15 plants produce a total of less than 15,000 barrels of shale oil, all but about 500 barrels of which was produced by the Catlin Operation in Nevada and by the US Bureau of Mines Rulison, Colorado operation. Between 1930 and 1944 plentiful petroleum supplies at reasonable prices prevent any significant interest in shale oil, but oil shortages during World War II caused a resurgence of interest in oil shale. Between 1940 and 1969, the first large-scale mining and retorting operations in soil shale, and the first attempts at true in situ recovery of shale oil began. Only 75,000 barrels of shale oil were produced, but major advancements were made in developing mine designs and technology, and in retort design and technology. The oil embargo of 1973 together with a new offering of oil shale leases by the Government in 1974 resulted in the most concentrated efforts for shale oil production to date. These efforts and the future prospects for shale oil as an energy source in the US are discussed.

    This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. These reports frequently represent the only comprehensive archive of what was done and why. Unfortunately, this source is drying up because of storage problems and must be retrieved by ever more complex and inconvenient means. For this reason, special efforts have been taken to review and document these sources, though even now some sections of the field are partially inaccessible. Nevertheless, the volume of all materials available for this review was surprisingly large and the quality much better than might have been expected for so complex and disparate a fields approached under conditions of considerable urgency.

    The U.S. Department of Energy (DOE) Office of Analysis within the Office of Health, Safety and Security (HSS) publishes the annual DOE Occupational Radiation Exposure Report to provide an overview of the status of radiation protection practices at DOE (including the National Nuclear Security Administration [NNSA]). The DOE 2011 Occupational Radiation Exposure Report provides an evaluation of DOE-wide performance regarding compliance with Title 10, Code of Federal Regulations (C.F.R.), Part 835, Occupational Radiation Protection dose limits and as low as reasonably achievable (ALARA) process requirements. In addition, the report provides data to DOE organizations responsible for developing policies for protection of individuals from the adverse health effects of radiation. The report provides a summary and an analysis of occupational radiation exposure information from the monitoring of individuals involved in DOE activities. The occupational radiation exposure information is analyzed in terms of aggregate data, dose to individuals, and dose by site over the past five years.

    Although the Nuclear Nonproliferation Treaty`s (NPT) original objectives, which were first presented by the Irish in 1958, were quite limited and sound, new more sweeping objectives were added to NPT negotiations in the mid 1960s that have proved to be odds with the treaty`s original aims. Unless these more sweeping objectives to end {open_quotes}the nuclear arms race{close_quotes} between the U.S. and Russia and to promote the {open_quotes}fullest{close_quotes} international development of civilian nuclear weapons capabilities will become more difficult. Indeed, those most concerned about stopping the superpower arms race in NPT negotiations actually believed that all nations had a right to acquire nuclear weapons and would be better off having them is a neighbor proliferated or if nuclear disarmament between the superpowers was not achieved fairly soon. Those interested in developing civilian nuclear power (including those interested in developing plutonium-fueled reactors), meanwhile opposed proposals for intrusive inspections and, initially, even argued for sharing {open_quotes}peaceful{close_quotes} nuclear explosive technology. Some of these views are beginning to enjoy a revival. The elements of the nuclear non-proliferation regime are described and their contribution to a world-wide nonproliferation ethic is evaluated. Problems with the Nuclear Non-Proliferation Treaty, the international safeguards system, multilateral suppliers agreements, export controls, and bi-lateral arrangements are highlighted; and prospects for alleviating these problems are discussed. Specific issues considered include the recent framework agreement with North Korea, the impact of a comprehensive nuclear test ban treaty on non-proliferation, the U.S. proposed fissile material cutoff, the upcoming NPT Review Conference, and the situation in the Former Soviet Union.

    The Plutonium-Uranium Extraction (PUREX) Facility operated from 1956-1972, from 1983-1988, and briefly during 1989-1990 to produce for national defense at the Hanford Site in Washington State. The Uranium Trioxide (UO{sub 3}) Facility operated at the Hanford Site from 1952-1972, 1984-1988, and briefly in 1993. Both plants were ordered to permanent shutdown by the U.S. Department of Energy (DOE) in December 1992, thus initiating their deactivation phase. Deactivation is that portion of a facility`s life cycle that occurs between operations and final decontamination and decommissioning (D&D). This document details the history of events, and the lessons learned, from the time of the PUREX Stabilization Campaign in 1989-1990, through the end of the first full fiscal year (FY) of the deactivation project (September 30, 1994).
