    The crystal structures of the eubacterial translation initiation factor 2 in apo form and with bound GDP and GTP reveal conformational changes upon nucleotide binding and hydrolysis, notably of the catalytically important histidine in the switch II region. Translation initiation factor 2 (IF2) is involved in the early steps of bacterial protein synthesis. It promotes the stabilization of the initiator tRNA on the 30S initiation complex (IC) and triggers GTP hydrolysis upon ribosomal subunit joining. While the structure of an archaeal homologue (a/eIF5B) is known, there are significant sequence and functional differences in eubacterial IF2, while the trimeric eukaryotic IF2 is completely unrelated. Here, the crystal structure of the apo IF2 protein core from Thermus thermophilus has been determined by MAD phasing and the structures of GTP and GDP complexes were also obtained. The IF2GTP complex was trapped by soaking with GTP in the cryoprotectant. The structures revealed conformational changes of the protein upon nucleotide binding, in particular in the P-loop region, which extend to the functionally relevant switch II region. The latter carries a catalytically important and conserved histidine residue which is observed in different conformations in the GTP and GDP complexes. Overall, this work provides the first crystal structure of a eubacterial IF2 and suggests that activation of GTP hydrolysis may occur by a conformational repositioning of the histidine residue.

    Rat sarcoma (Ras) GTPases regulate cell proliferation and survival through effector pathways including Raf-MAPK, and are the most frequently mutated genes in human cancer. Although it is well established that Ras activity requires binding to both GTP and the membrane, details of how Ras operates on the cell membrane to activate its effectors remain elusive. Efforts to target mutant Ras in human cancers to therapeutic benefit have also been largely unsuccessful. Here we show that Ras-GTP forms dimers to activate MAPK. We used quantitative photoactivated localization microscopy (PALM) to analyze the nanoscale spatial organization of PAmCherry1-tagged KRas 4B (hereafter referred to KRas) on the cell membrane under various signaling conditions. We found that at endogenous expression levels KRas forms dimers, and KRasG12D, a mutant that constitutively binds GTP, activates MAPK. Overexpression of KRas leads to formation of higher order Ras nanoclusters. Conversely, at lower expression levels, KRasG12D is monomeric and activates MAPK only when artificially dimerized. Moreover, dimerization and signaling of KRas are both dependent on an intact CAAX (C, cysteine; A, aliphatic; X, any amino acid) motif that is also known to mediate membrane localization. These results reveal a new, dimerization-dependent signaling mechanism of Ras, and suggest Ras dimers as a potential therapeutic target in mutant Ras-driven tumors.

  8. Characterization of a Ras Mutant with Identical GDP- and GTP-Bound Structures

    We previously characterized the G60A mutant of Ras and showed that the switch regions of the GTP-bound but not the GDP-bound form of this mutant adopt an 'open conformation' similar to that seen in nucleotide-free Ras. Here, we mutate Lys147 of the conserved {sup 145}SAK{sup 147} motif in the G60A background and characterize the resulting double mutant (DM). We show that RasDM is the first structure of a Ras protein with identical GDP- and GTP-bound structures. Both structures adopt the open conformation of the active form of RasG60A. The increase in the accessible surface area of the nucleotide is consistent with a 4-fold increase in its dissociation rate. Stopped-flow experiments show no major difference in the two-step kinetics of association of GDP or GTP with the wild type, G60A, or RasDM. Addition of Sos fails to accelerate nucleotide exchange. Overexpression of the G60A or double mutant of Ras in COS-1 cells fails to activate Erk and shows a strong dominant negative effect. Our data suggest that flexibility at position 60 is required for proper Sos-catalyzed nucleotide exchange and that structural information is somehow shared among the switch regions and the different nucleotide binding motifs.

    Eukaryotic and archaeal translation initiation factors 2, heterotrimers that consist of {alpha}-, {beta}-, and {gamma}-subunits, deliver methionylated initiator tRNA to a small ribosomal subunit in a manner that depends on GTP. To evaluate correlation of the function and association of the subunits, we used isothermal titration calorimetry to analyze the thermodynamics of the interactions between the {alpha}- and {gamma}-subunits in the presence or absence of a nonhydrolyzable GTP analog or GDP. The {alpha}-subunits bound to the {gamma}-subunit with large heat capacity change ({delta}C{sub p}) values. The {delta}H and {delta}C{sub p} values for the interaction between the {alpha}- and {gamma}-subunits varied in the presence of the GTP analog but not in the presence of GDP. These results suggest that the binding of both the {alpha}-subunit and GTP changes the conformation of the switch region of the {gamma}-subunit and increases the affinity of the {gamma}-subunit for tRNA.

    Molecular traffic between the nucleus and the cytoplasm is regulated by the nuclear pore complex (NPC), which acts as a highly selective channel perforating the nuclear envelope in eukaryotic cells. The human immunodeficiency virus (HIV) exploits the nucleocytoplasmic pathway to export its RNA transcripts across the NPC to the cytoplasm. Despite extensive study on the HIV life cycle and the many drugs developed to target this cycle, no current drugs have been successful in targeting the critical process of viral nuclear export, even though HIV’s reliance on a single host protein, CRM1, to export its unspliced and partially spliced RNA transcripts makes it a tempting target. Due to recent findings implicating a DEAD-box helicase, DDX3, in HIV replication and a member of the export complex, it has become an appealing target for anti-HIV drug inhibition. In the present research, we have applied a hybrid computational protocol to analyze protein-protein interactions in the HIV mRNA export cycle. This method is based on molecular docking followed by molecular dynamics simulation and accompanied by approximate free energy calculation (MM/GBSA), computational alanine scanning, clustering, and evolutionary analysis. We highlight here some of the most likely binding modes and interfacial residues between DDX3 and CRM1 both in the absence and presence of RanGTP. This work shows that although DDX3 can bind to free CRM1, addition of RanGTP leads to more concentrated distribution of binding modes and stronger binding between CRM1 and RanGTP.

    Molecular traffic between the nucleus and the cytoplasm is regulated by the nuclear pore complex (NPC), which acts as a highly selective channel perforating the nuclear envelope in eukaryotic cells. The human immunodeficiency virus (HIV) exploits the nucleocytoplasmic pathway to export its RNA transcripts across the NPC to the cytoplasm. Despite extensive study on the HIV life cycle and the many drugs developed to target this cycle, no current drugs have been successful in targeting the critical process of viral nuclear export, even though HIV’s reliance on a single host protein, CRM1, to export its unspliced and partially spliced RNAmore » transcripts makes it a tempting target. Due to recent findings implicating a DEAD-box helicase, DDX3, in HIV replication and a member of the export complex, it has become an appealing target for anti-HIV drug inhibition.     This study used DOE ARM data and facilities to: 1) study macroscopic properties of continental stratus clouds at SGP and the factors controlling these properties, 2) develop a scientific basis for understanding the pocesses responsible for the formation of boundary layer clouds using ARM observations in conjunction with simple parametric models and LES, and 3) evaluate cumulus cloud characteristics retrieved retrieved from the MMCR operating at TWP-Nauru. In addition we have used high resolution 94 GHz observations of boundary layer clouds and precipitation to: 1)develop techniques for using high temporal resolution Doppler velocities to study large-eddy circulations and turbulence in boundary layer clouds and estimate the limitations of using current and past MMCR data for boundary layer cloud studies, 2) evaluate the capability and limitation of the current MMCR data for estimating reflectivity, vertical velocities, and spectral under low-signal-to-noise conditions associated with weak non-precipitating clouds, 3) develop possible sampling modes for the new MMCR processors to allow for adequate sampling of boundary layer clouds, and 4) retrieve updraft and downdraft structures under precipitating conditions.

The device and method further comprises a means for enabling one or more alarms upon the detection of the dangerous ground potential. Preferably, a first transmitter/receiver is connected to the means for enabling one or more alarms. Preferably, a second transmitter/receiver, comprising a button, is electromagnetically connected to the first transmitter/receiver. Preferably, the means for determining the presence of a dangerous ground potential comprises a means for determining the true RMS voltage at the output of the voltage attenuator, a transient detector connected to the output of the voltage attenuator, or a combination thereof.

The addition of the thin dielectric coating of alumina greatly improves the spatial resolution of proximity focused image intensifiers using a narrow gap between the phosphor screen and the MCP.     A device and method for detecting ground potential rise (GPR) comprising positioning a first electrode and a second electrode at a distance from each other into the earth. The voltage of the first electrode and second electrode is attenuated by an attenuation factor creating an attenuated voltage. The true RMS voltage of the attenuated voltage is determined creating an attenuated true RMS voltage. The attenuated true RMS voltage is then multiplied by the attenuation factor creating a calculated true RMS voltage. If the calculated true RMS voltage is greater than a first predetermined voltage threshold, a first alarm is enabled at a local location. If user input is received at a remote location acknowledging the first alarm, a first alarm acknowledgment signal is transmitted. The first alarm acknowledgment signal is then received at which time the first alarm is disabled.

    NREL conducted an annual program risk analysis on behalf of the U.S. Department of Energy Geothermal Technologies Program (GTP). NREL implemented a probabilistic risk analysis of GTP-sponsored research, development, and demonstration (RD&D) work, primarily for enhanced geothermal systems (EGS). The analysis examined estimates of improvement potential derived from program RD&D work for two types of technology performance metric (TPM): EGS-enabling technologies potential and EGS cost improvement potential. Four risk teams (exploration, wells/pumps/tools, reservoir engineering, and power conversion) comprised of industry experts, DOE laboratory researchers, academic researchers, and laboratory subcontractors estimated the RD&D impacts and TPM-improvement probability distributions. The assessment employed a risk analysis spreadsheet add-in that uses Monte Carlo simulation to drive the Geothermal Electric Technology Evaluation Model (GETEM). The GETEM-based risk analysis used baseline data from the experts' discussion of multiple reports and data sources. Risk results are expressed in terms of each metric's units and/or the program's top-level metric: levelized costs of electricity (LCOE). Results--both qualitative comments and quantitative improvement potential--are thorough and cohesive in three of the four expert groups. This conference paper summarizes the industry's current thinking on various metrics and potential for research improvement in geothermal technologies.

It is concluded that the suitability of earth tempering as a practice and of specific earth-sheltered design stereotypes varies geographically; while the subsurface almost always provides a thermal advantage on its own terms when compared to above ground climatic data, it can, nonetheless, compromise the effectiveness of other, regionally more important climate control techniques. Also contained in the report are reviews of above and below ground climate mapping schemes related to human comfort and architectural design, and detailed description of a theoretical model of ground temperature, heat flow, and heat storage in the ground. Strategies of passive climate control are presented in a discussion of the building bioclimatic analysis procedure which has been applied in a computer analysis of 30 years of weather data for each of 29 locations in the United States.

    A critical U.S. Department of Energy (DOE) mission is to plan, implement, and complete DOE Environmental Restoration (ER) programs at facilities that were operated by or in support of the former Atomic Energy Commission (AEC). These facilities include the 24 inactive processing sites the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC Section 7901 et seq.) identified as Title I sites, which had operated from the late 1940s through the 1970s. In UMTRCA, Congress acknowledged the potentially harmful health effects associated with uranium mill tailings and directed the DOE to stabilize, dispose of, and control the tailings in a safe and environmentally sound manner. The UMTRA Surface Project deals with buildings, tailings, and contaminated soils at the processing sites and any associated vicinity properties (VP). Surface remediation at the processing sites will be completed in 1997 when the Naturita, Colorado, site is scheduled to be finished. The UMTRA Ground Water Project was authorized in an amendment to the UMTRCA (42 USC Section 7922(a)), when Congress directed DOE to comply with U.S. Environmental Protection Agency (EPA) ground water standards. The UMTRA Ground Water Project addresses any contamination derived from the milling operation that is determined to be present at levels above the EPA standards.

    The freezing of ground for the containment of subsurface hazardous waste is a promising method that is environmentally friendly and offers a safe alternative to other methods of waste retention in many cases. The frozen soil method offers two concepts for retaining waste. One concept is to freeze the entire waste area into a solid block of frozen soil thus locking the waste in situ. For small areas where the contaminated soil does not include vessels that would rupture from frost action, this concept may be simpler to install. A second concept, of course, is to create a frozen soil barrier to confine the waste within prescribed unfrozen soil boundaries; initial research in this area was funded by EPA, Cincinnati, OH, and the Army Corps of Engineers. The paper discusses advantages and limitations, a case study from Oak Ridge, TN, and a mesh generation program that simulates the cryogenic technology.

    Perhaps the greatest risk to both equipment and personnel associated with highwall mining is from ground control. The two most significant ground control hazards are rock falls from highwall and equipment entrapment underground. In the central Appalachians, where the majority of highwall mining occurs in the USA, hillseams (or mountain cracks) are the most prominent structure that affects highwall stability. The article discusses measures to minimise the risk of failure associated with hillstreams. A 'stuck' or trapped highwall miner, and the ensuring retrieval or recovery operation, can be extremely disruptive to the highwall mining process. Most entrapment, are due to roof falls in the hole. The options for recovery are surface retrieval, surface excavation or underground recovery. Proper pillar design is essential to maintain highwall stability and prevent entrapments. NIOSH has developed the Analysis of Retreat Mining Pillar stability-Highwall Mining (ARMPS-HWM) computer program to help mine planners with this process. 10 figs.

    Vertically oriented radiation detectors may not provide sufficient screening in rail or aviation applications. Railcars can be heavily shielded on the sides, reducing the sensitivity of vertically mounted monitors. For aviation, the distance required for wingspan clearance reduces a vertical detectors coverage of the fuselage.     The ground water project evaluates the nature and extent of ground water contamination resulting from the uranium ore processing activities. This report is a site specific document that will be used to evaluate current and future impacts to the public and the environment from exposure to contaminated ground water. Currently, no one is using the ground water and therefore, no one is at risk. However, the land will probably be developed in the future and so the possibility of people using the ground water does exist. This report examines the future possibility of health hazards resulting from the ingestion of contaminated drinking water, skin contact, fish ingestion, or contact with surface waters and sediments.

    The US Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (Phase I) and the Ground Water Project (Phase II). Under the UMTRA Surface Project, tailings, radioactive contaminated soil, building foundations, and materials associated with the former processing of uranium ore at UMTRA sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to prevent further contamination of ground water. One UMTRA Project site is near Maybell, Colorado. Surface cleanup at this site is under way and is scheduled for completion in 1996. The tailings are being stabilized in-place at this site. The disposal area has been withdrawn from public use by the DOE and is referred to as the permanent withdrawal area. The Ground Water Project evaluates the nature and extent of ground water contamination resulting from past uranium ore processing activities. The Ground Water Project at this site is in its beginning stages. This report is a site-specific document that will be used to evaluate current and future potential impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site characterization will determine whether any action is needed to protect human health or the environment. Currently, no points of exposure (e.g. a drinking water well); and no receptors of contaminated ground water have been identified at the Maybell site. Therefore, there are no current human health and ecological risks associated with exposure to contaminated ground water.   19. Baseline risk assessment of ground water contamination at the Uranium Mill Tailings Site near Maybell, Colorado

    The U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (Phase I) and the Ground Water Project (Phase II). Under the UMTRA Surface Project, tailings, contaminated soil, building foundations, and materials associated with the former processing of uranium ore at UMTRA Project sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to prevent further contamination of ground water. One UMTRA Project site is near Maybell, Colorado. Surface cleanup at this site began in 1995 and is scheduled for completion in 1996. The tailings are being stabilized in place at this site. The disposal area has been withdrawn from public use by the DOE and is referred to as the permanent withdrawal area. The Ground Water Project evaluates the nature and extent of ground water contamination resulting from past uranium ore processing activities. The Ground Water Project at this site is in its beginning stages. This report is a site-specific document that will be used to evaluate current and future potential impacts to the public and the environment from exposure to contaminated ground water. The results presented in this document and other evaluations will determine whether any action is needed to protect human health or the environment.

This Environmental Assessment (EA) discusses two alternatives and the effects associated with each. The two alternatives are (1) natural flushing coupled with institutional controls and continued monitoring and (2) no action. The compliance strategy must meet U.S. Environmental Protection Agency (EPA) ground water standards defined in Title 40 ''Code of Federal Regulations'' Part 192, Subpart B, in areas where ground water beneath and around the site is contaminated as a result of past milling operations. It has been determined that contamination in the ground water at the Gunnison site consists of soluble residual radioactive material (RRM) as defined in the Uranium Mill Tailings Radiation Control Act (UMTRCA).

    An improved ground flare is provided comprising a stack, two or more burner assemblies, and a servicing port so that some of the burner assemblies can be serviced while others remain in operation. The burner assemblies comprise a burner conduit and nozzles which are individually fitted to the stack's burner chamber and are each removably supported in the chamber. Each burner conduit is sealed to and sandwiched between a waste gas inlet port and a matching a closure port on the other side of the stack. The closure port can be opened for physically releasing the burner conduit and supplying sufficient axial movement room for extracting the conduit from the socket, thereby releasing the conduit for hand removal through a servicing port. Preferably, the lower end of the stack is formed of one or more axially displaced lower tubular shells which are concentrically spaced for forming annular inlets for admitting combustion air. An upper tubular exhaust stack, similarly formed, admits additional combustion air for increasing the efficiency of combustion, increasing the flow of exhausted for improved atmospheric dispersion and for cooling the upper stack.

    A stepped frequency ground penetrating radar system is described comprising an RF signal generating section capable of producing stepped frequency signals in spaced and equal increments of time and frequency over a preselected bandwidth which serves as a common RF signal source for both a transmit portion and a receive portion of the system. In the transmit portion of the system the signal is processed into in-phase and quadrature signals which are then amplified and then transmitted toward a target. The reflected signals from the target are then received by a receive antenna and mixed with a reference signal from the common RF signal source in a mixer whose output is then fed through a low pass filter. The DC output, after amplification and demodulation, is digitized and converted into a frequency domain signal by a Fast Fourier Transform. A plot of the frequency domain signals from all of the stepped frequencies broadcast toward and received from the target yields information concerning the range (distance) and cross section (size) of the target.

    The Aspen FACE experiment, located at the US Forest Service Harshaw Research Facility in Oneida County, Wisconsin, exposes the intact canopies of model trembling aspen forests to increased concentrations of atmospheric CO2 and O3. The first full year of treatments was 1998 and final year of elevated CO2 and O3 treatments is scheduled for 2009. This proposal is to conduct an intensive, analytical harvest of the above-ground parts of 24 trees from each of the 12, 30 m diameter treatment plots (total of 288 trees) during June, July & August 2009. This above-ground harvest will be carefully coordinated with the below-ground harvest proposed by D.F. Karnosky et al. (2008 proposal to DOE). We propose to dissect harvested trees according to annual height growth increment and organ (main stem, branch orders, and leaves) for calculation of above-ground biomass production and allometric comparisons among aspen clones, species, and treatments. Additionally, we will collect fine root samples for DNA fingerprinting to quantify biomass production of individual aspen clones. This work will produce a thorough characterization of above-ground tree and stand growth and allocation above ground, and, in conjunction with the below ground harvest, total tree and stand biomass production, allocation, and allometry.

DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides.   1. Mobile Robotics Activities in DOE Laboratories

    This paper will briefly outline major activities in Department of Energy (DOE) Laboratories focused on mobile platforms, both Unmanned Ground Vehicles (UGVs) as well as Unmanned Air Vehicles (UAVs). The activities will be discussed in the context of the science and technology construct used by the DOE Technology Roadmap for Robotics and Intelligent Machines (RIM)1 published in 1998; namely, Perception, Reasoning, Action, and Integration. The activities to be discussed span from research and development to deployment in field operations. The activities support customers in other agencies. The discussion of "perception" will include hyperspectral sensors, complex patterns discrimination, multisensor fusion and advances in LADAR technologies, including real-world perception. "Reasoning" activities to be covered include cooperative controls, distributed systems, ad-hoc networks, platform-centric intelligence, and adaptable communications. The paper will discuss "action" activities such as advanced mobility and various air and ground platforms. In the RIM construct, "integration" includes the Human-Machine Integration. Accordingly the paper will discuss adjustable autonomy and the collaboration of operator(s) with distributed UGVs and UAVs. Integration also refers to the applications of these technologies into systems to perform operations such as perimeter surveillance, large-area monitoring and reconnaissance. Unique facilities and test beds for advanced mobile systems will be described. Given that this paper is an overview, rather than delve into specific detail in these activities, other more exhaustive references and sources will be cited extensively.

    This Interim Safety Analysis document supports the authorization basis for the interim operation and restrictions on interim operations for the near-surface land disposal of solid waste in the Solid Waste Burial Grounds. The Solid Waste Burial Grounds Interim Safety Basis supports the upgrade progress for the safety analysis report and the technical safety requirements for the operations in the Solid Waste Burial Grounds. Accident safety analysis scenarios have been analyzed based on the significant events identified in the preliminary hazards analysis. The interim safety analysis provides an evaluation of the operations in the Solid Waste Burial Grounds to determine if the radiological and hazardous material exposures will be acceptable from an overall health and safety standpoint to the worker, the onsite personnel, the public, and the environment.

    Investigations of natural radionuclides of uranium and thorium decay series in site-specific ground waters and cores (water/rock interaction) can provide information on the expected migration behavior of their radioactive waste and analog radionuclides in the unlikely event of radioactive releases from a repository. These data in ground waters can provide in situ retardation and sorption/desorption parameters for transport models and their associated kinetics (residence time). These data in cores can also provide information on migration or leaching up to a period of about one million years. Finally, the natural radionuclide data can provide baseline information for future monitoring of possible radioactive waste releases. The natural radionuclides of interest are {sup 238}U, {sup 234}Th, {sup 234}U, {sup 230}Th, {sup 226}Ra, {sup 222}Rn, {sup 210}Pb, {sup 210}Bi, {sup 210}Po, {sup 232}Th, {sup 228}Ra, {sup 228}Th, and {sup 224}Ra. The half-lives of the daughter radionuclides range from 3 days to 2.5 x 10{sup 5} yr. The data discussed are for low ionic strength ground waters from the Hanford (basalt) site and briny ground waters (high ionic strength) and cores from the Deaf Smith salt site. Similar applications of the natural radionuclide data can be extended to the Nevada Tuff repository site and subseabed disposal site. The concentrations of uranium, thorium, radium, lead, and polonium radionuclides are generally very low in ground waters. However, significant differences in disequilibrium exist between basalt and briny ground waters.

    The US Department of Energy (DOE) proposes to modify an existing reactor containment building (decommissioned Plutonium Recycle Test Reactor (PRTR) 309 Building) to provide ground test capability for the prototype SP-100 reactor. The 309 Building (Figure 1.1) is located in the 300 Area on the Hanford Site in Washington State. The National Environmental Policy Act (NEPA) requires that Federal agencies assess the potential impacts that their actions may have on the environment.     This report documents the Government Applications Task Force (GATF) Buried Waste Project. The project was initiated as a field investigation and verification of the 1994 Strategic Environmental Research and Development Program`s (SERDP) Buried Waste Identification Project results. The GATF project team included staff from three US Department of Energy (DOE) Laboratories [Oak Ridge National Laboratory (ORNL), Los Alamos National Laboratory (LANL), and the Savannah River Technology Center (SRTC)] and from the National Exploitation Laboratory. Similar studies were conducted at each of the three DOE laboratories to demonstrate the effective use of remote sensing technologies. The three locations were selected to assess differences in buried waste signatures under various environmental conditions (i.e., climate, terrain, precipitation, geology, etc.). After a brief background discussion of the SERDP Project, this report documents the field investigation (ground truth) results from the 1994--1995 GATF Buried Waste Study at ORNL`s Waste Area Grouping (WAG) 4. Figures for this report are located in Appendix A.

The cuts show that, while easing off this year on efforts to pare back EPA, House Republicans have not given up the fight over federal technology programs. House Republicans consider federal involvement in R&D {open_quotes}corporate welfare,{close_quotes} and, while the Commerce Department`s Advanced Technology Program (ATP) has been the lightning rod for their criticism, DOE programs have also been targeted for reduction. The $499-million conservation funding level contemplated by the House is 33% below the President`s request and follows an equally large cut last year.

    This analysis demonstrates that a satisfactory ground control system can be designed for the Yucca Mountain site, and provides the technical basis for the design of ground support systems to be used in repository emplacement and non-emplacement drifts. The repository ground support design was based on analytical methods using acquired computer codes, and focused on the final support systems. A literature review of case histories, including the lessons learned from the design and construction of the ESF, the studies on the seismic damages of underground openings, and the use of rock mass classification systems in the ground support design, was conducted (Sections 6.3.4 and 6.4). This review provided some basis for determining the inputs and methodologies used in this analysis. Stability of the supported and unsupported emplacement and non-emplacement drifts was evaluated in this analysis. The excavation effects (i.e., state of the stress change due to excavation), thermal effects (i.e., due to heat output from waste packages), and seismic effects (i.e., from potential earthquake events) were evaluated, and stress controlled modes of failure were examined for two in situ stress conditions (k_0=0.3 and 1.0) using rock properties representing rock mass categories of 1 and 5. Variation of rock mass units such as the non-lithophysal (Tptpmn) and lithophysal (Tptpll) was considered in the analysis. The focus was on the non-lithophysal unit because this unit appears to be relatively weaker and has much smaller joint spacing. Therefore, the drift stability and ground support needs were considered to be controlled by the design for this rock unit. The ground support systems for both emplacement and non-emplacement drifts were incorporated into the models to assess their performance under in situ, thermal, and seismic loading conditions. Both continuum and discontinuum modeling approaches were employed in the analyses of the rock mass behavior and in the evaluation of the stability of the openings. No credit or account was given for the initial ground support in modeling the final ground support systems for both emplacement and non-emplacement drifts in this analysis.

    The U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (Phase I) and the Ground Water Project (Phase II). Under the UMTRA Surface Project, tailings, radioactive contaminated soil, equipment, and materials associated with the former uranium ore processing at UMTRA Project sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to minimize further contamination of ground water. Surface cleanup at the Monument Valley UMTRA Project site near Cane Valley, Arizona, was completed in 1994. The Ground Water Project evaluates the nature and extent of ground water contamination that resulted from the uranium ore processing activities. The Ground Water Project is in its beginning stages. Human health may be at risk from exposure to ground water contaminated by uranium ore processing. Exposure could occur by drinking water pumped out of a hypothetical well drilled in the contaminated areas. Adverse ecological and agricultural effects may also result from exposure to contaminated ground water. For example, livestock should not be watered with contaminated ground water. A risk assessment describes a source of contamination, how that contamination reaches people and the environment, the amount of contamination to which people or the ecological environment may be exposed, and the health or ecological effects that could result from that exposure. This risk assessment is a site-specific document that will be used to evaluate current and potential future impacts to the public and the environment from exposure to contaminated ground water. The results of this evaluation and further site investigations will be used to determine a compliance strategy to comply with the UMTRA ground water standards.
