    The Green Economy

    Everyone is talking green these days. President Obama has made the green economy a pillar of his administration. In early August, the President announced that several Indiana companies were awarded federal grants to advance the development of green transportation. Several reports on the green economy and green jobs have surfaced in the last year. The studies all agreed—the green economy and green jobs will be integral to continued U.S. prosperity. It’s Not Easy Being Green The trouble is that researchers, data collectors, and policy makers have yet to settle on a method for identifying what is green. Such a method would need to accurately gauge the green economy’s size and rate of growth, and to identify the jobs associated with it. What is green and how do we measure it? This definitional issue is not trivial. The industries that qualify as green serve as a benchmark for the size of the green economy today and a gauge to measure the rate by which the economy becomes greener. Getting the definition right helps to guide government policy, research funding, business investment, and hiring decisions.     This document is the Close-Out Report for design and partial fabrication of the Pressurized Button Cell Test Facility at Savannah River National Laboratory (SRNL). This facility was planned to help develop the sulfur dioxide depolarized electrolyzer (SDE) that is a key component of the Hybrid Sulfur Cycle for generating hydrogen. The purpose of this report is to provide as much information as possible in case the decision is made to resume research. This report satisfies DOE Milestone M3GSR10VH030107.0. The HyS Cycle is a hybrid thermochemical cycle that may be used in conjunction with advanced nuclear reactors or centralized solar receivers to produce hydrogen by watersplitting. The HyS Cycle utilizes the high temperature (>800 C) thermal decomposition of sulfuric acid to produce oxygen and regenerate sulfur dioxide. The unique aspect of HyS is the generation of hydrogen in a water electrolyzer that is operated under conditions where dissolved sulfur dioxide depolarizes the anodic reaction, resulting in substantial voltage reduction. Low cell voltage is essential for both high thermodynamic efficiency and low hydrogen cost. Sulfur dioxide is oxidized at the anode, producing sulfuric acid that is sent to the high temperature acid decomposition portion of the cycle. Sulfur dioxide from the decomposer is cycled back to electrolyzers. The electrolyzer cell uses the membrane electrode assembly (MEA) concept. Anode and cathode are formed by spraying a catalyst, typically platinized carbon, on both sides of a Proton Exchange Membrane (PEM). SRNL has been testing SDEs for several years including an atmospheric pressure Button Cell electrolyzer (2 cm{sup 2} active area) and an elevated temperature/pressure Single Cell electrolyzer (54.8 cm{sup 2} active area). SRNL tested 37 MEAs in the Single Cell electrolyzer facility from June 2005 until June 2009, when funding was discontinued. An important result of the final months of testing was the development of a method that prevents the formation of a sulfur layer previously observed in MEAs used in the Hybrid Sulfur Cycle electrolyzer. This result is very important because the sulfur layer increased cell voltage and eventually destroyed the MEA that is the heart of the cell. Steimke and Steeper [2005, 2006, 2007, 2008] reported on testing in the Single Cell Electrolyzer test facility in several periodic reports. Steimke et. al [2010] issued a final facility close-out report summarizing all the testing in the Single Cell Electrolyzer test facility. During early tests, significant deterioration of the membrane occurred in 10 hours or less; the latest tests ran for at least 200 hours with no sign of deterioration. Ironically, the success with the Single Cell electrolyzer meant that it became dedicated to long runs and not available for quick membrane evaluations. Early in this research period, the ambient pressure Button Cell Electrolyzer test facility was constructed to quickly evaluate membrane materials. Its small size allowed testing of newly developed membranes that typically were not available in sizes large enough to test in the Single Cell electrolyzer. The most promising membranes were tested in the Single Cell Electrolyzer as soon as sufficient large membranes could be obtained. However, since the concentration of SO{sub 2} gas in sulfuric acid decreases rapidly with increasing temperature, the ambient pressure Button Cell was no longer able to achieve the operating conditions needed to evaluate the newer improved high temperature membranes. Significantly higher pressure operation was required to force SO{sub 2} into the sulfuric acid to obtain meaningful concentrations at increased temperatures. A high pressure (200 psig), high temperature (120 C) Button Cell was designed and partially fabricated just before funding was discontinued in June 2009. SRNL completed the majority of the design of the test facility, including preparation of a process and instrument drawing (P&ID) and preliminary designs for the major components.     Long-life replacement lamps for the incandescent lamp have been evaluated with regard to their cost effectiveness. The replacements include the use of energy buttons that extend lamp life as well as an adaptive fluorescent circline lamp that will fit into existing incandescent lamp sockets. The initial, operating, and replacement costs for one million lumen hours are determined for each lamp system. It is found that the most important component lighting cost is the operating cost. Using lamps that are less efficient or devices that cause lamps to operate less efficiently are not cost-effective. The adaptive fluorescent circline lamp, even at an initial unit cost of $20.00, is the most cost-effective source of illumination compared to the incandescent lamp and lamp systems examined.

    The accurate determination of both the number and size distribution of inclusions in superclean materials is difficult. Some of the methods used for nickel-base alloys and steels are briefly reviewed; all the methods have problems associated with them. Electron Beam Button Melting (EBBM) and the new technique of Cold Crucible Melting (CCM) as methods of concentrating the inclusions offer the advantage of sampling large volumes of material quickly. The number, size and composition of the entrapped particles can be determined using Scanning Electron Microscopy, (SEM). Both techniques may be used for semi-quantitative assessment such as ranking different heats of materials but care is required with quantitative evaluation. The mechanisms controlling inclusion collection efficiency for EBBM are reviewed including investigations with samples doped with particles of known size and number and assessing recovery rates on button rafts. In EBBM low power melting and solidification programmes are recommended to minimise the melting or sintering of the inclusions and melt compositions, particularly sulphur, have a major effect on the efficiency of inclusion collection. Under favourable conditions collection efficiencies of 90-95% can be achieved. As a result of these types of studies a draft code of practice for the evaluation of alloy cleanness by EBBM has been prepared. Cold crucible melting is an attractive alternative to EBBM for cleanness evaluation. Trials have established that collection efficiencies of 80-85% can be achieved with this method but SEM examination of the buttons is more time consuming compared with EBBM.

    Measurements have been made on the chemical and physical properties of two oil shales designated as reference oil shales by the Department of Energy. One oil shale is a Green River Formation, Parachute Creek Member, Mahogany Zone Colorado oil shale from the Exxon Colony mine and the other is a Clegg Creek Member, New Albany shale from Kentucky. Material balance Fischer assays, carbon aromaticities, thermal properties, and bulk mineralogic properties have been determined for the oil shales. Kerogen concentrates were prepared from both shales. The measured properties of the reference shales are comparable to results obtained from previous studies on similar shales. The western reference shale has a low carbon aromaticity, high Fischer assay conversion to oil, and a dominant carbonate mineralogy. The eastern reference shale has a high carbon aromaticity, low Fischer assay conversion to oil, and a dominant silicate mineralogy. Chemical and physical properties, including ASTM distillations, have been determined for shale oils produced from the reference shales. The distillation data were used in conjunction with API correlations to calculate a large number of shale oil properties that are required for computer models such as ASPEN. There was poor agreement between measured and calculated molecular weights for the total shale oil produced from each shale. However, measured and calculated molecular weights agreed reasonably well for true boiling point distillate fractions in the temperature range of 204 to 399/sup 0/C (400 to 750/sup 0/F). Similarly, measured and calculated viscosities of the total shale oils were in disagreement, whereas good agreement was obtained on distillate fractions for a boiling range up to 315/sup 0/C (600/sup 0/F). Thermal and dielectric properties were determined for the shales and shale oils. The dielectric properties of the reference shales and shale oils decreased with increasing frequency of the applied frequency. 42 refs., 34 figs., 24 tabs.

    Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success.     The "green valley" is a wide region separating the blue and the red peaks in the ultraviolet-optical color magnitude diagram, first revealed using GALEX UV photometry. The term was coined by Christopher Martin in 2005. Green valley highlights the discriminating power of UV to very low relative levels of ongoing star formation, to which the optical colors, including u-r, are insensitive. It corresponds to massive galaxies below the star-forming "main" sequence, and therefore represents a critical tool for the study of the quenching of star formation and its possible resurgence in otherwise quiescent galaxies. This article reviews the results pertaining to morphology, structure, environment, dust content and gas properties of green valley galaxies in the local universe. Their relationship to AGN is also discussed. Attention is given to biases emerging from defining the "green valley" using optical colors. We review various evolutionary scenarios and we present evidence for a new, quasi-static view of the green ...

    We study classical binary fluid mixtures in which densities vary on very short time (ps) and length (nm) scales, such that hydrodynamics does not apply. In a pure fluid with a localized heat pulse the breakdown of hydrodynamics was overcome using Green's functions which connect the initial densities to those at later times. Numerically it appeared that for long times the results from the Green's functions would approach hydrodynamics. In this paper we extend the Green's functions theory to binary mixtures. For the case of isothermal isobaric mutual diffusion in isotopic binary mixtures and ideal binary mixtures, which is easier to handle than heat conduction yet still non-trivial, we show analytically that in the Green's function approach one recovers hydrodynamic behaviour at long time scales provided the system reaches local equilibrium at long times. This is a first step toward giving the Green's function theory a firmer basis because it can for this case be considered as an extension of hydrodynamics.

    A method to calculate exact Green's functions on lattices in various dimensions is presented. Expressions in terms of generalized hypergeometric functions in one or more variables are obtained for various examples by relating the resolvent to a contour integral, evaluated using residues. Different ways of arranging the series leads to different combinations of hypergeometric functions providing identities involving generalized hypergeometric functions. The method is shown to be useful for computing Green's functions with next-nearest neighbor hopping as well.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

    We present quantitative morphologies of {approx}300 galaxies in the optically defined green valley at 0.4 < z < 1.2, in order to constrain the mechanism(s) responsible for quenching star formation in the bulk of this population. The sample is selected from galaxies in the All-Wavelength Extended Groth Strip International Survey (AEGIS). While the green valley is defined using optical U - B colors, we find that using a green valley sample defined using NUV - R colors does not change the results. Using Hubble Space Telescope/Advanced Camera for Surveys imaging, we study several quantitative morphological parameters including CAS, B/T from GIM2D, and Gini/M{sub 20}. We find that the green galaxy population is intermediate between the red and blue galaxy populations in terms of concentration, asymmetry, and morphological type and merger fraction estimated using Gini/M{sub 20}. We find that most green galaxies are not classified as mergers; in fact, the merger fraction in the green valley is lower than in the blue cloud. We show that at a given stellar mass, green galaxies have higher concentration values than blue galaxies and lower concentration values than red galaxies. Additionally, we find that 12% of green galaxies have B/T = 0 and 21% have B/T {<=} 0.05. Our results show that green galaxies are generally massive (M{sub *} {approx} 10{sup 10.5} M{sub sun}) disk galaxies with high concentrations. We conclude that major mergers are likely not the sole mechanism responsible for quenching star formation in this population and that either other external processes or internal secular processes play an important role both in driving gas toward the center of these galaxies and in quenching star formation.

    Embodiments of the present techniques provide a related family of phosphors that may be used in lighting systems to generate blue or blue-green light. The phosphors include systems having a general formula of: ((Sr.sub.1-zM.sub.z).sub.1-(x+w)A.sub.wCe.sub.x).sub.3(Al.sub.1-ySi.s- ub.y)O.sub.4+y+3(x-w)F.sub.1-y-3(x-w) (I), wherein 0green light. Further, the phosphors may be used in blends with other phosphors, or in combined lighting systems, to produce white light suitable for illumination.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    The US Department of Energy (DOE) responses to comments from both the US Nuclear Regulatory Commission (NRC) and the state of Utah are provided in this document. The Proposed Ground Water Protection Strategy for the Uranium Mill Tailings Site at Green River, Utah, presents the proposed (modified) ground water protection strategy for the disposal cell at the Green River disposal site for compliance with Subpart A of 40 CFR Part 192. Before the disposal cell was constructed, site characterization was conducted at the Green River Uranium Mill Tailings Remedial Action (UMTRA) Project site to determine an acceptable compliance strategy. Results of the investigation are reported in detail in the final remedial action plan (RAP) (DOE, 1991a). The NRC and the state of Utah have accepted the final RAP. The changes in this document relate only to a modification of the compliance strategy for ground water protection.

    We present research on the morphologies, spectra, and environments of ?2350 'green valley' galaxies at 0.2 < z < 1.0 in the COSMOS field. The bimodality of dust-corrected NUV–r {sup +} color is used to define 'green valley'; it removes dusty star-forming galaxies from galaxies that are truly transitioning between the blue cloud and the red sequence. Morphological parameters of green galaxies are intermediate between those of blue and red galaxy populations, both on the Gini-asymmetry and the Gini-M{sub 20} planes. Approximately 60%-70% of green disk galaxies have intermediate or big bulges, and only 5%-10% are pure disk systems, based on morphological classification using the Zurich Estimator of Structural Types. The obtained average spectra of green galaxies are intermediate between blue and red ones in terms of [O II], H?, and H? emission lines. Stellar population synthesis on the average spectra shows that green galaxies are on average older than blue galaxies but younger than red galaxies. Green galaxies and blue galaxies have similar projected galaxy density (?{sub 10}) distributions at z > 0.7. At z < 0.7, the fractions of M{sub *} < 10{sup 10.0} M{sub ?} green galaxies located in a dense environment are found to be significantly larger than those of blue galaxies. The morphological and spectral properties of green galaxies are consistent with the transitioning population between the blue cloud and the red sequence. The possible mechanisms for quenching star formation activities in green galaxies are discussed. The importance of active galactic nucleus feedback cannot be well constrained in our study. Finally, our findings suggest that environmental conditions, most likely starvation and harassment, significantly affect the transformation of M{sub *} < 10{sup 10.0} M{sub ?} blue galaxies into red galaxies, especially at z < 0.5.

    Anode-supported solid oxide fuel cells (SOFC) with a variety of YSZ electrolyte thicknesses were fabricated by tape casting and lamination. The preparation of the YSZ electrolyte tapes with various thicknesses was accomplished by using doctor blades with different gaps between the precision machined, polished blade and the casting surface. The green tape was cut into discs, sintered at 1385°C for 2 h, and subsequently creep-flattened at 1350°C for 2 h. Either LSCF with an SDC interlayer or LSM+YSZ composite was used as the cathode material for the fuel cells. The ohmic resistances of these anode-supported fuel cells were characterized by electrochemical impedance spectroscopy at temperatures from 500°C to 750°C. A linear relationship was found between the ohmic resistance of the fuel cell and the YSZ electrolyte thickness at all the measuring temperatures for both LSCF and LSM+YSZ cathode fuel cells. The ionic conductivities of the YSZ electrolyte, derived for the fuel cells with LSM+YSZ or LSCF cathodes, were independent of the cathode material and cell configuration. The ionic conductivities of the YSZ electrolyte was slightly lower than that of the bulk material, possibly due to Ni-doping into the electrolyte. The fuel cell with a SDC interlayer and LSCF cathode showed larger intercept resistance than the fuel cell with LSM+YSZ cathode, which was possibly due to the imperfect contact between the SDC interlayer and the YSZ electrolyte and the migration of Zr into the SDC interlayer to form an insulating solid solution during cell fabrication. Calculations of the contribution of the YSZ electrolyte to the total ohmic resistance showed that YSZ was still a satisfactory electrolyte at temperatures above 650°C. Explorations should be directed to reduce the intercept resistance to achieve significant improvement in cell performance.

    We develop a Fluctuating Immersed Boundary (FIB) method for performing Brownian dynamics simulations of confined particle suspensions. Unlike traditional methods which employ analytical Green's functions for Stokes flow in the confined geometry, the FIB method uses a fluctuating finite-volume Stokes solver to generate the action of the response functions "on the fly". Importantly, we demonstrate that both the deterministic terms necessary to capture the hydrodynamic interactions among the suspended particles, as well as the stochastic terms necessary to generate the hydrodynamically-correlated Brownian motion, can be generated by solving the steady Stokes equations numerically only once per time step. This is accomplished by including a stochastic contribution to the stress tensor in the fluid equations consistent with fluctuating hydrodynamics. We develop novel temporal integrators that account for the multiplicative nature of the noise in the equations of Brownian dynamics and the strong dependence of the mobility on the configuration for confined systems. Notably, we propose a random finite difference approach to approximating the stochastic drift proportional to the divergence of the configuration-dependent mobility matrix. Through comparisons with analytical and existing computational results, we numerically demonstrate the ability of the FIB method to accurately capture both the static (equilibrium) and dynamic properties of interacting particles in flow.

    We construct a series of charged dilatonic black holes which share zero entropy in the zero temperature limit using Einstein-Maxwell-Dilaton theories. In these black holes, the wave functions and the Green's functions of massless fermions can be solved exactly in terms of special functions in the phase space of $(\\omega,k)$. We observe that for sufficiently large charge, there are many poles in the Green's function with vanishing $\\omega$, which strongly signifies that Fermi surfaces exist in these holographic systems. The new distinguishing properties of the Green's function arising in these systems were illustrated with great details. We also study the poles motion of the Green's function for arbitrary (complex) frequency. Our analytic results provide a more realistic and elegant approach to study strongly correlated fermionic systems using gauge/gravity duality.
