    The Emigrant Slimhole Drilling Project (ESDP) was a highly successful, phased resource evaluation program designed to evaluate the commercial geothermal potential of the eastern margin of the northern Fish Lake Valley pull-apart basin in west-central Nevada. The program involved three phases: (1) Resource evaluation; (2) Drilling and resource characterization; and (3) Resource testing and assessment. Efforts included detailed geologic mapping; 3-D modeling; compilation of a GIS database; and production of a conceptual geologic model followed by the successful drilling of the 2,938 foot deep 17-31 slimhole (core hole), which encountered commercial geothermal temperatures (327⁰ F) and exhibits an increasing, conductive, temperature gradient to total depth; completion of a short injection test; and compilation of a detailed geologic core log and revised geologic cross-sections. Results of the project greatly increased the understanding of the geologic model controlling the Emigrant geothermal resource. Information gained from the 17-31 core hole revealed the existence of commercial temperatures beneath the area in the Silver Peak Core Complex which is composed of formations that exhibit excellent reservoir characteristics. Knowledge gained from the ESDP may lead to the development of a new commercial geothermal field in Nevada. Completion of the 17-31 core hole also demonstrated the cost-effectiveness of deep core drilling as an exploration tool and the unequaled value of core in understanding the geology, mineralogy, evolutional history and structural aspects of a geothermal resource.

    This report contains the comprehensive summary of the work performed on the SBIR Phase II project (Distributed Relevance Ranking in Heterogeneous Document Collections) at Deep Web Technologies (http://www.deepwebtech.com). We have successfully completed all of the tasks defined in our SBIR Proposal work plan (See Table 1 - Phase II Tasks Status). The project was completed on schedule and we have successfully deployed an initial production release of the software architecture at DOE-OSTI for the Science.gov Alliance's search portal (http://www.science.gov). We have implemented a set of grid services that supports the extraction, filtering, aggregation, and presentation of search results from numerous heterogeneous document collections. Illustration 3 depicts the services required to perform QuickRank filtering of content as defined in our architecture documentation. Functionality that has been implemented is indicated by the services highlighted in green. We have successfully tested our implementation in a multi-node grid deployment both within the Deep Web Technologies offices, and in a heterogeneous geographically distributed grid environment. We have performed a series of load tests in which we successfully simulated 100 concurrent users submitting search requests to the system. This testing was performed on deployments of one, two, and three node grids with services distributed in a number of different configurations. The preliminary results from these tests indicate that our architecture will scale well across multi-node grid deployments, but more work will be needed, beyond the scope of this project, to perform testing and experimentation to determine scalability and resiliency requirements. We are pleased to report that a production quality version (1.4) of the science.gov Alliance's search portal based on our grid architecture was released in June of 2006. This demonstration portal is currently available at http://science.gov/search30 . The portal allows the user to select from a number of collections grouped by category and enter a query expression (See Illustration 1 - Science.gov 3.0 Search Page). After the user clicks search a results page is displayed that provides a list of results from the selected collections ordered by relevance based on the query expression the user provided. Our grid based solution to deep web search and document ranking has already gained attention within DOE, other Government Agencies and a fortune 50 company. We are committed to the continued development of grid based solutions to large scale data access, filtering, and presentation problems within the domain of Information Retrieval and the more general categories of content management, data mining and data analysis.

    This proposal emphasizes investigations of the thermal and electrical transport properties of new and novel solid-state materials, with the specific goal of achieving higher efficiency solid-state thermoelectric materials. This program will continue to build a very strong collaborative research effort between researchers at Oak Ridge National Laboratory (ONRL) and Clemson University. We propose three new faculty hires and major equipment purchases in order to further enhance our level of national recognition. We will be positioned for competition for major non-EPSCoR DOE and DOD funding (i.e. NSF-Materials Research Center) and able to address many other areas of DOE and national importance. Graduate and undergraduate students will be extensively involved in this project, spending significant time at ORNL, thus gaining important training and educational opportunities. We will also include an outreach program to bring in outside students and faculty. An External Advisory Board of distinguished scientists will provide oversight to the program.

    The goal of this Phase II SBIR has been to develop a prototype software package to demonstrate spectrally-aided vehicle tracking. The primary application is to show improved target vehicle tracking performance in complex environments where traditional spatial tracker systems may show reduced performance. Examples include scenarios where the target vehicle is obscured by a large structure for an extended period of time, or where the target is engaging in extreme maneuvers amongst other civilian vehicles. The target information derived from spatial processing is unable to differentiate between the green versus the red vehicle. Spectral signature exploitation enables comparison of new candidate targets with existing track signatures. The ambiguity in this confusing scenario is resolved by folding spectral analysis results into each target nomination and association processes. The work performed over the two-year effort was divided into three general areas: algorithm refinement, software prototype development, and prototype performance demonstration. The tasks performed under this Phase II resulted in the completion of a software tool suitable for evaluation and testing of advanced tracking concepts.

    Electrical and electronic equipment, including computers, are used at critical facilities throughout the Department of Energy (DOE). Hughes Associates, Inc. was tasked to evaluate the potential thermal and nonthermal effects of a fire on the electrical and electronic equipment and methods to analyze, evaluate, and assist in controlling the potential effects. This report is a result of a literature review and analysis on the effects of fire on electrical equipment. It is directed at three objectives: (1) Provide a state-of-the-art review and analysis of thermal and nonthermal damage to electrical and electronic equipment; (2) Develop a procedure for estimating thermal and nonthermal damage considerations using current knowledge; and (3) Develop an R&D/T&E program to fill gaps in the current knowledge needed to further perfect the procedure. The literature review was performed utilizing existing electronic databases. Sources searched included scientific and engineering databases including Dialog, NTIS, SciSearch and NIST BFRL literature. Incorporated in the analysis is unpublished literature and conversations with members of the ASTM E-5.21, Smoke Corrosivity, and researchers in the electronics field. This report does not consider the effects of fire suppression systems or efforts. Further analysis of the potential impact is required in the future.

    The purpose of this research was to develop a telerobotic master device consisting of a 7-axis backdrivable robotic arm, and a pressure-sensitive grip-controller integrated with a Compact Remote Console (CRC), thus creating a highly functional teleoperation station targeted to control a 6-axis industrial robotic arm and dexterous robotic hand to be used for demolition work in a nuclear setting. We successfully completed the development of one of the world?s smallest brushless motor controllers due partially to funding through this grant. These controllers are used to drive the motors in the master robotic arm. We also completed the development of an improved model of a highly advanced 4 degree-of-freedom arm ? this same arm is the core component in the teleoperation system. The WAM arm and a 3-axis gimbals were integrated with a commercially available CRC at our consultant?s lab at University of Tennessee. Additional support hardware and software were combined to tie the master control system to an existing industrial robot in the lab. A master controller for a dexterous hand was developed and became an integral part of the gimbals handle. Control algorithms were developed and the software was written and implemented. The entire system was then debugged and tested. Results of the prototype system are promising. The WAM Arm, gimbals, hand controller and CRC were successful integrated. Testing of the system to control the 6-axis industrial arm and prototype dexterous hand showed great potential. Relatively simple tasks were successfully performed at slow speeds. Some of the testing was hampered by problems with the slave dexterous hand. This is a prototype hand being developed by Barrett under a different Phase II program. Potential improvements and advancements to the system include improving the control code, and integration of a 2nd master controller arm in order to drive a 2nd slave arm and hand. In summary, the device is a complex system with advanced features and could be used as a universal platform for efficient controlling of robotic arms performing remote tasks in unstructured and uncertain environments such as those prevalent in environmental clean up.

    The Magma Gulf-Technadril/Department of Energy Amoco Fee No. 1 (production) and salt water disposal wells were drilled in the period from August, 1980 to February 1981. Surface facilities were designed and constructed during March-June 1981. Flow testing began in June 1981 and continued until February, 1982. The Miogypsinoides interval contains seven discrete sands in the test well. These sands have been numbered 1 to 7, beginning at the top of the sequence. Data from wireline logs and core samples suggested that the first zone to be perforated should be Sand 5. Because of its high porosity and permeability, Sand 5 was thought to contain almost 50% of the total hydraulic capacity of the well. Flow testing of Sand 5 was performed in three stages, each of which is fully described in this report. Phase I was designed as an initial clean-up flow and a reservoir confirmation test. Phase II consisted of the reservoir limit determination test and lasted 17 days. Boundaries were confirmed which suggest that the Sweet Lake reservoir is fairly narrow, with boundaries on three sides, but is open in one direction with no closure for at least 4-1/4 miles. These boundaries approximate the shape of the graben in which the test well was drilled, but may or may not be directly related to the major faults forming the graben. Phase III testing was planned to be a long-term test at commercial design rates. Although Sand 5 alone would not support such rates, long-term production was demonstrated. Additional research not supported by DOE funding was also performed during the period covered by this report. This research, consisting of mud logging, micropaleontology, organic geochemistry, core analysis, and rock mechanics, is summarized in this report.

    The Transuranic Package Transporter II (TRUPACT-II) is a US Nuclear Regulatory Commission (NRC) certified Type B packaging for the shipment of contact-handled transuranic (CH-TRU) material by the US Department of Energy (DOE). The NRC approved the TRUPACT-II design as meeting the requirements of Title 10, Code of Federal Regulations, Part 71 (10 CFR 71) and issued Certificate of Compliance (CofC) Number 9218 to the DOE. There are currently 15 certified TRUPACT-IIs. Additional TRUPACT-IIs will be required to make more than 15,000 shipments of CH-TRU waste to the Waste Isolation Pilot Plant (WIPP) site near Carlsbad, New Mexico. The TRUPACT-II may also be used for the DOE inter-site and intra-site shipments of CH-TRU waste. The Land Withdrawal Act (Public Law 102-579), enacted by the US Congress, October 30, 1992, and an agreement between the DOE and the State of New Mexico, signed August 4, 1987, both stipulate that only NRC approved packaging may be used for shipments of TRU waste to the WIPP. Early in the TRUPACT-II development phase it was decided that the transportation system (tractor, trailer, and TRUPACT-II) should be highway legal on all routes without the need for oversize and/or overweight permits. In large measure, public acceptance of the DOE`s efforts to safely transport CH-TRU waste depends on the public`s perception that the TRUPACT-II is in compliance with all applicable regulations, standards, and quality assurance requirements. This paper addresses some of the numerous regulations applicable to Type B packaging, and it describes how the TRUPACT-II complies with these regulations.

    The T-F and S/DOE Gladys McCall No. 1 well was the fourth in a series of wells in the DOE Design Wells Program that were drilled into deep, large geopressured-geothermal brine aquifers in order to provide basic data with which to determine the technological and economic viability of producing energy from these unconventional resources. This brine production well was spudded on May 27, 1981 and drilling operations were completed on November 2, 1981 after using 160 days of rig time. The well was drilled to a total depth of 16,510 feet. The target sands lie at a depth of 14,412 to 15,860 feet in the Fleming Formation of the lower Miocene. This report covers well production testing operations and necessary well workover operations during the February 1982 to October 1985 period. The primary goals of the well testing program were: (1) to determine reservoir size, shape, volume, drive mechanisms, and other reservoir parameters, (2) to determine and demonstrate the technological and economic viability of producing energy from a geopressured-geothermal brine aquifer through long-term production testing, and (3) to determine problem areas associated with such long-term production, and to develop solutions therefor.

    Bore II, co-developed by Berkeley Lab researchers Frank Hale, Chin-Fu Tsang, and Christine Doughty, provides vital information for solving water quality and supply problems and for improving remediation of contaminated sites. Termed "hydrophysical logging," this technology is based on the concept of measuring repeated depth profiles of fluid electric conductivity in a borehole that is pumping. As fluid enters the wellbore, its distinct electric conductivity causes peaks in the conductivity log that grow and migratemore » upward with time. Analysis of the evolution of the peaks enables characterization of groundwater flow distribution more quickly, more cost effectively, and with higher resolution than ever before. Combining the unique interpretation software Bore II with advanced downhole instrumentation (the hydrophysical logging tool), the method quantifies inflow and outflow locations, their associated flow rates, and the basic water quality parameters of the associated formation waters (e.g., pH, oxidation-reduction potential, temperature). In addition, when applied in conjunction with downhole fluid sampling, Bore II makes possible a complete assessment of contaminant concentration within groundwater.« less

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Thousands of drums of radioactive/hazardous/mixed waste are currently stored at DOE sites throughout US; they are stored in warehouse facilities on an interim basis, pending final disposition. Recent emphasis on anticipated decommissioning of facilities indicates that many more drums of waste will be generated, requiring additional storage. Federal and state regulations dictate that hazardous waste covered by RCRA be inspected periodically for container degradation and to verify inventories. All known DOE waste storage facilities are currently inspected manually. A system to perform robotic inspection of waste drums is under development by the SRTC Robotics Group of WSRC; it is called the Stored Waste Autonomous Mobile Inspector (SWAMI). The first version, SWAMI I, was developed by the Savannah River Technology Center (SRTC) as a proof of principle system for autonomous inspection of drums in a warehouse. SWAMI I was based on the Transitions Research Corporation (TRC) HelpMate mobile robot. TRC modified the Helpmate to navigate in aisles of drums. SRTC added subsystems to SWAMI I to determine its position in open areas, read bar code labels on the drums up to three levels high, capture images of the drums and perform a radiation survey of the floor in the aisles. The radiation survey was based on SRTC patented technology first implemented on the Semi-Intelligent Mobile Observing Navigator (SIMON). The radiation survey is not essential for the inspection of drums, but is an option that can increase the utility and effectiveness of SWAMI in warehouses with radioactive and/or mixed waste. All the sensors on SWAMI I were fixed on the vehicle. From the success of SWAMI I, a second version, SWAMI II, was developed; it will be evaluated at Fernald and tested with two other mobile robots. Intent is to transfer the technology developed for SWAMI I and II to industry so that it can supply additional units for purchase for drum inspection.

    At CW press time the house was considering a 10% cut in Department of Energy (DOE) conservation programs and a 14% cut in DOE funding for fossil fuel R&D. The cuts show that, while easing off this year on efforts to pare back EPA, House Republicans have not given up the fight over federal technology programs. House Republicans consider federal involvement in R&D {open_quotes}corporate welfare,{close_quotes} and, while the Commerce Department`s Advanced Technology Program (ATP) has been the lightning rod for their criticism, DOE programs have also been targeted for reduction. The $499-million conservation funding level contemplated by the House is 33% below the President`s request and follows an equally large cut last year.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    The U.S. Department of Energy (DOE) Office of Analysis within the Office of Health, Safety and Security (HSS) publishes the annual DOE Occupational Radiation Exposure Report to provide an overview of the status of radiation protection practices at DOE.* The DOE 2010 Occupational Radiation Exposure Report provides an evaluation of DOE-wide performance regarding compliance with DOE Part 835 dose limits and as low as reasonably achievable (ALARA) process requirements. In addition, the report provides data to DOE organizations responsible for developing policies for protection of individuals from the effects of radiation. The report provides a summary and an analysis of occupational radiation exposure information from the monitoring of individuals involved in DOE activities. The occupational radiation exposure information is analyzed in terms of aggregate data, dose to individuals, and dose by site over the past 5 years.

    The operation of an APPLE II based undulator beamline with all its polarization states (linear horizontal and vertical, circular and elliptical, and continous variation of the linear vector) requires an effective description allowing an automated calculation of gap and shift parameter as function of energy and operation mode. The extension of the linear polarization range from 0 to 180 deg. requires 4 shiftable magnet arrrays, permitting use of the APU (adjustable phase undulator) concept. Studies for a pure fixed gap APPLE II for the SLS revealed surprising symmetries between circular and linear polarization modes allowing for simplified operation. A semi-analytical model covering all types of APPLE II and its implementation will be presented.

    The U.S. Department of Energy (DOE) Office of Analysis within the Office of Health, Safety and Security (HSS) publishes the annual DOE Occupational Radiation Exposure Report to provide an overview of the status of radiation protection practices at DOE (including the National Nuclear Security Administration [NNSA]). The DOE 2012 Occupational Radiation Exposure Report provides an evaluation of DOE-wide performance regarding compliance with Title 10, Code of Federal Regulations (C.F.R.), Part 835, Occupational Radiation Protection dose limits and as low as reasonably achievable (ALARA) process requirements. In addition, the report provides data to DOE organizations responsible for developing policies for protection of individuals from the adverse health effects of radiation. The report provides a summary and an analysis of occupational radiation exposure information from the monitoring of individuals involved in DOE activities. Over the past 5-year period, the occupational radiation exposure information is analyzed in terms of aggregate data, dose to individuals, and dose by site.

    The Ribosomal Database Project (RDP) provides ribosome related data and services to the scientific community, including online data analysis and aligned and annotated Bacterial small-subunit 16S rRNA sequences. As of March 2008, RDP Release 10 is available and currently (August 2009) contains 1,074,075 aligned 16S rRNA sequences. Data that can be downloaded include zipped GenBank and FASTA alignment files, a histogram (in Excel) of the number of RDP sequences spanning each base position, data in the Functional Gene Pipeline Repository, and various user submitted data.     Processes for the hydrogenation of carbon monoxide have had commercial importance since about 1920, when the commercial production of methanol and higher alcohols on oxide catalysts began. Soon thereafter Fischer and Tropsch discovered that liquid hydrocarbons could be synthesized from carbon monoxide and hydrogen over Group VIII metal catalysts. Following extensive catalyst and process development efforts, this technology provided Germany with a source of liquid fuels during World War II. The period following the war saw an acceleration in research and development on the Fischer-Tropsch process, but the only commercial application that was to emerge was the SASOL process in the Union of South Africa. The oil crises of the 1970s have rekindled worldwide interest in indirect liquefaction technologies for the production of clean, high-quality motor fuels from coal. The development of more efficient coal gasification processes and the advent of molecular sieve catalysts that allow tailoring of product distributions have set the stage for revolutionary improvements in process designs over state-of-the-art technology. This paper reviews, in brief, the research and development projects that the Department of Energy is sponsoring in the area of synthesis gas conversion to liquid fuels. These projects range from pilot-plant-scale operations, such as the fluidized-bed MTG plant in Wesseling, FRG, to basic research into reaction mechanisms at universities and government laboratories. 23 refs., 1 fig., 2 tabs.

    This final report summarizes the accomplished goals and provide a list of the publications and presentations made during the project. The goals of the project were accomplished through the various publications submitted to Journals and presentations done at the DOE and international meetings and conferences. The 8 journal articles related to the goals of this project were accepted or submitted. The 23 presentations related to goals of the project were presented at the meetings. There were some minor changes regarding to project goals because of issues encountered during the analysis of the data. For example, a total water probe sensor mounted on the Convair-580 that can be used for defining mixed phase conditions and parameterization, had some problems to estimate magnitude of total water mass, and this resulted in issues providing an accurate parameterization for cloud fraction. Variability related aerosol number concentrations and their composition for direct and indirect effects were studied and published. Results were given to explain aerosol and ice microphysical effects on climate change studies. It is suggested that developed parameterizations should consider the variability in aerosol and ice parameters over the Arctic regions.

  10. DOE handbook: Design considerations

    The Design Considerations Handbook includes information and suggestions for the design of systems typical to nuclear facilities, information specific to various types of special facilities, and information useful to various design disciplines. The handbook is presented in two parts. Part 1, which addresses design considerations, includes two sections. The first addresses the design of systems typically used in nuclear facilities to control radiation or radioactive materials. Specifically, this part addresses the design of confinement systems and radiation protection and effluent monitoring systems. The second section of Part 1 addresses the design of special facilities (i.e., specific types of nonreactor nuclear facilities). The specific design considerations provided in this section were developed from review of DOE 6430.1A and are supplemented with specific suggestions and considerations from designers with experience designing and operating such facilities. Part 2 of the Design Considerations Handbook describes good practices and design principles that should be considered in specific design disciplines, such as mechanical systems and electrical systems. These good practices are based on specific experiences in the design of nuclear facilities by design engineers with related experience. This part of the Design Considerations Handbook contains five sections, each of which applies to a particular engineering discipline.

    The National Environmental Policy Act (NEPA) declares that Federal agencies shall have a general commitment to {open_quotes}use all practicable means{close_quotes} to conduct their activities in a way that will promote {open_quotes}the general welfare where man and nature can exist in productive harmony.{close_quotes} Within these general guidelines, the manner in which NEPA requirements are implemented may be somewhat different and unique from one Federal agency to the next. A brief overview indicating the types of NEPA documents that are produced by the Department of Energy (DOE) in compliance with NEPA is shown in the figure. This figure indicates that the level of NEPA documentation required for any given project is graded and dependent on that project`s size, complexity, and potential consequences to health and the human environment. More complex projects with potentially greater environmental impacts require a much more in-depth analysis to ensure that these potential consequences can be managed and/or mitigated, so that the proposed project can proceed in compliance with NEPA. It is important to keep in mind the following points when conducting any project that involves Federal land, Federal monies, or Federal permits: Under these conditions (involvement of Federal lands, use of Federal monies, or requirement for Federal permits), some level of NEPA analysis and documentation is required. The NEPA process must be completed and a decision favorable to the proposed project must be supported by the NEPA analysis before that proposed project can fully expend Federal funds. Activities that cannot proceed until the NEPA analysis and decision-making process is completed are those that: Result in an adverse environmental impact and/or limit the choice of reasonable alternatives.

    The PEP-II B-Factory at SLAC (3.1 GeV e{sup +} x 9.0 GeV e{sup -}) operated from 1999 to 2008, delivering luminosity to the BaBar experiment. The design luminosity was reached after one and a half years of operation. In the end PEP-II surpassed by four times its design luminosity reaching 1.21 x 10{sup 34} cm{sup -2} s{sup -1}. It also set stored beam current records of 2.1 A e{sup -} and 3.2 A e{sup +}. Continuous injection was implemented with BaBar taking data. The total delivered luminosity to the BaBar detector was 557.4 fb{sup -1} spanning five upsilon resonances. PEP-II was constructed by SLAC, LBNL, and LLNL with help from BINP, IHEP, the BaBar collaboration, and the US DOE OHEP.

    The Office of Analysis within the U.S. Department of Energy (DOE) Office of Environment, Health, Safety and Security (EHSS) publishes the annual DOE Occupational Radiation Exposure Report to provide an overview of the status of radiation protection practices at DOE (including the National Nuclear Security Administration [NNSA]). The DOE 2013 Occupational Radiation Exposure Report provides an evaluation of DOE-wide performance regarding compliance with Title 10, Code of Federal Regulations (C.F.R.), Part 835, Occupational Radiation Protection dose limits and as low as reasonably achievable (ALARA) process requirements. In addition, the report provides data to DOE organizations responsible for developing policies for protection of individuals from the adverse health effects of radiation. The report provides a summary and an analysis of occupational radiation exposure information from the monitoring of individuals involved in DOE activities. Over the past five-year period, the occupational radiation exposure information has been analyzed in terms of aggregate data, dose to individuals, and dose by site.

    This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others. The assessment focuses on six representative facilities: the Idaho National Engineering Laboratory (INEL); the Fernald Environmental Management Project (FEMP); the Oak Ridge Reservation (ORR), including the Oak Ridge National Laboratory (ORNL), Y-12 plant, and K-25 plant; the Rocky Flats Plant; the Hanford Reservation; and the Portsmouth Gaseous Diffusion Plant.
