    A precision laser aiming system comprises a disrupter tool, a reflector, and a laser fixture. The disrupter tool, the reflector and the laser fixture are configurable for iterative alignment and aiming toward an explosive device threat. The invention enables a disrupter to be quickly and accurately set up, aligned, and aimed in order to render safe or to disrupt a target from a standoff position.

    New technologies both at the application stage and at the concept stage aim at reducing costs for producing and developing offshore fields. At the center of many of these new technologies are floating production, storage, offloading, and drilling vessels. These vessels are tied to subsea completions that take advantage of smaller and lighter wellheads, and such emerging technologies as subsea multiphase meters and pumps, and subsea separators and boosters. The paper discusses floating production, the inclusion of a drilling/workover rig on the turret of a ship-shaped FPSO, the use of smaller turrets, and subsea systems (wellheads, flowmeters, composite materials).

    The Advanced Industrial Materials (AIM) Program is a part of the Office of Industrial Technologies (OIT), Energy Efficiency and Renewable Energy, US Department of Energy (DOE). The mission of AIM is to support development and commercialization of new or improved materials to improve energy efficiency, productivity, product quality, and reduced waste in the major process industries. OIT has embarked on a fundamentally new way of working with industries--the Industries of the Future (IOF) strategy--concentrating on the major process industries that consume about 90% of the energy and generate about 90% of the waste in the industrial sector. These are the aluminum, chemical, forest products, glass, metalcasting, and steel industries. OIT has encouraged and assisted these industries in developing visions of what they will be like 20 or 30 years into the future, defining the drivers, technology needs, and barriers to realization of their visions. These visions provide a framework for development of technology roadmaps and implementation plans, some of which have been completed. The AIM Program supports IOF by conducting research and development on materials to solve problems identified in the roadmaps. This is done by National Laboratory/industry/university teams with the facilities and expertise needed to develop new and improved materials. Each project in the AIM Program has active industrial participation and support.

    The primary objective of the project was to develop a innovative Gravity Base Foundation (GBF) concepts, including fabrication yards, launching systems and installation equipment, for a 500MW utility scale project in the Great Lakes (Lake Erie). The goal was to lower the LCOE by 25%. The project was the first to investigate an offshore wind project in the Great Lakes and it has furthered the body of knowledge for foundations and installation methods within Lake Erie. The project collected historical geotechnical information for Lake Erie and also used recently obtained data from the LEEDCo Icebreaker Project (FOA DE-EE0005989) geotechnical program to develop the conceptual designs. Using these data-sets, the project developed design wind and wave conditions from actual buoy data in order to develop a concept that would de-risk a project using a GBF. These wind and wave conditions were then utilized to create reference designs for various foundations specific to installation in Lake Erie. A project partner on the project (Weeks Marine) provided input for construction and costing the GBF fabrication and installation. By having a marine contractor with experience with large marine projects as part of the team provides credibility to the LCOE developed by NREL. NREL then utilized the design and construction costing information as part of the LCOE model. The report summarizes the findings of the project. • Developed a cost model and “baseline” LCOE • Documented Site Conditions within Lake Erie • Developed Fabrication, Installation and Foundations Innovative Concept Designs • Evaluated LCOE Impact of Innovations • Developed Assembly line “Rail System” for GBF Construction and Staging • Developed Transit-Inspired Foundation Designs which incorporated: Semi-Floating Transit with Supplemental Pontoons Barge mounted Winch System • Developed GBF with “Penetration Skirt” • Developed Integrated GBF with Turbine Tower • Developed Turbine, Plant Layout and O&M Strategies The report details lowering LCOE by 22.3% and identified additional strategies that could further lower LCOE when building an utility scale wind farm in the Great Lakes.

    In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This Annual Report for FY 1995 contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Areas covered here are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

    This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

    In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This report contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Subject areas covered are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    International Network of Nuclear Structure and Decay Data (NSDD) Evaluators consists of a number of evaluation groups and data service centers in several countries that appreciate the merits of working together to maintain and ensure the quality and comprehensive content of the ENSDF database (Evaluated Nuclear Structure Data File). Biennial meetings of the network are held under the auspices of the International Atomic Energy Agency (IAEA) to assign evaluation responsibilities, monitor progress, discuss improvements and emerging difficulties, and agree on actions to be undertaken by individual members. The evaluated data and bibliographic details are made available to users via various media, such as the journals ''Nuclear Physics A'' and ''Nuclear Data Sheets'', the World Wide Web, on CD-ROM, wall charts of the nuclides and ''Nuclear Wallet Cards''. While the ENSDF master database is maintained by the US National Nuclear Data Center at the Brookhaven National Laboratory, these data are also available from other nuclear data centers including the IAEA Nuclear Data Section. The Abdus Salam International Centre for Theoretical Physics (ICTP), Trieste, Italy, in cooperation with the IAEA, organizes workshops on NSDD at regular intervals. The primary aims of these particular workshops are to provide hands-on training in the data evaluation processes, and to encourage new evaluators to participate in NSDD activities. The technical contents of these NSDD workshops are described, along with the rationale for the inclusion of various topics.

    At CW press time the house was considering a 10% cut in Department of Energy (DOE) conservation programs and a 14% cut in DOE funding for fossil fuel R&D. The cuts show that, while easing off this year on efforts to pare back EPA, House Republicans have not given up the fight over federal technology programs. House Republicans consider federal involvement in R&D {open_quotes}corporate welfare,{close_quotes} and, while the Commerce Department`s Advanced Technology Program (ATP) has been the lightning rod for their criticism, DOE programs have also been targeted for reduction. The $499-million conservation funding level contemplated by the House is 33% below the President`s request and follows an equally large cut last year.

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field. Each year, the program included a six-week intensive residential summer program located at SIPI as well as academic year support activities at the student`s high school. A summary of the program activities during the grant period is given.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    The U.S. Department of Energy (DOE) Office of Analysis within the Office of Health, Safety and Security (HSS) publishes the annual DOE Occupational Radiation Exposure Report to provide an overview of the status of radiation protection practices at DOE.* The DOE 2010 Occupational Radiation Exposure Report provides an evaluation of DOE-wide performance regarding compliance with DOE Part 835 dose limits and as low as reasonably achievable (ALARA) process requirements. In addition, the report provides data to DOE organizations responsible for developing policies for protection of individuals from the effects of radiation. The report provides a summary and an analysis of occupational radiation exposure information from the monitoring of individuals involved in DOE activities. The occupational radiation exposure information is analyzed in terms of aggregate data, dose to individuals, and dose by site over the past 5 years.

    We found that DOE headquarters and some field offices have been unable to meet DOE goals to reinvestigate security clearances. Clearance reinvestigation are an important element of DOE's security program because they are aimed at identifying employees whose lifestyles raise questions about their eligibility for a clearance. DOE's failure to perform timely reinvestigation has contributed to having cleared employees in its work force who may not be suitable for a clearance because they have serious drug, alcohol, or other problems. DOE needs to develop a plan to ensure that all required reinvestigations are performed on time. Planning should start with a review of the appropriateness of the number and level of active clearances, since these factors largely determine the reinvestigation workload. The plan should then provide for the resources necessary to meet requirements.
