    2011-02-09

The client, a government agency, requires its contractor to obtain an Earned Value Management System (EVMS) certification that meets the intent of ANSI/EIA-748-B, Earned Value Management Systems. The contractor has extensive experience with certification preparation, having completed two certifications within two years. Information from a previous EVMS certification and internal system surveillances are used to prepare for client-based EVMS certifications and bi-annual surveillances. The contractor also sent members of its group to assist other companies preparing for surveillances and certifications to perform 'Black Hat Reviews.' This paper is a lessons learned on preparing a team for EVMS certification. The information is also applicable for surveillances, since the contractor prepares its team for the surveillance in the same manner as the initial certification. Some of the areas covered include required documents, tracing the data through the systems, Control Account Manager (CAM) preparation, and system verification.

  12. Low Energy Neutrino Cross Sections: Data from DOE laboratory experiments as compiled in data reviews by the Durham High Energy Physics Database Group

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

This large collection of low-energy (less than 30 GEV) neutrino cross sections is extracted from the results of many experiments from 1973 through 2002. The experiments, facilities, and collaborations include ANL, BNL, and FNAL in the U.S., along with CERN, Gargamelle, SKAT, LSND, and others. The data are presented in both tabular and plotted formats. The Durham High Energy Physics Database Group makes these data available in one place, easy to access and compare. The data are also included in the Durham HEP Reaction Data Database, which can be searched at http://hepdata.cedar.ac.uk/reaction

  13. Hadronic Total Cross Sections (R) in E+E- Interactions: Data from DOE laboratory experiments as compiled in data reviews by the Durham High Energy Physics Database Group

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    Whalley, M. R.

A comprehensive compilation of experimental data on total hadronic cross sections, and R ratios, in e+e- interactions is presented. Published data from the Novosibirsk, Orsay, Frascati, SLAC, CORNELL, DESY, KEK and CERN e+e- colliders on both exclusive and inclusive final particle states are included from threshold energies to the highest LEP energies. The data are presented in tabular form supplemented by compilation plots of different exclusive final particle states and of different energy regions. (Taken from abstract of paper, A Compilation of Data on Hadronic Total Cross Sections in E+E- Interactions, M.R. Whalley, Journal of Physics G (Nuclear and Particle Physics), Volume 29, Number 12A, 2003). The Durham High Energy Physics (HEP) Database Group makes these data, extracted from papers and data reviews, available in one place in an easy-to-access format. The data are also included in the Durham HEP Reaction Data Database, which can be searched at http://hepdata.cedar.ac.uk/reaction

  14. Drell-Yan Cross Sections: Data from DOE laboratory experiments as compiled in data reviews by the Durham High Energy Physics Database Group

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    Stirling, W. J.; Whalley, M. R.

A compilation of data on Drell-Yan cross sections above a lepton-pair mass of 4 GeV/c2 is presented. The relevant experiments at Fermilab and CERN are included dating from approximately 1977 to the present day, covering p, p and pi +or- beams on a variety of nuclear and hydrogen targets, with centre-of-mass energies from 8.6 GeV to 630 GeV. The type of data presented include d sigma /dm, d2 sigma /dm dx and d2 sigma /dm dy distributions as well as other variations of these, and also transverse momentum distributions. The data are compared with a standard theoretical model, and a phenomenological 'K-factor' for each set is calculated. (Taken from the abstract of A Compilation of Drell-Yan Cross sections, W.J. Stirling and M.R. Whalley, Journal of Physics G (Nuclear and Particle Physics), Volume 19, Data Review, 1993.) The Durham High Energy Physics (HEP) Database Group makes these data, extracted from papers and data reviews, available in one place in an easy-to-access format. These data are also included in the Durham HEP Reaction Data Database which can be searched at http://hepdata.cedar.ac.uk/reaction

    SciTech Connect (OSTI)

    Roop, J.M.; Scheer, R.M.; Stacey, G.S.

    1986-12-01

Purpose of this report is to describe the cross-impact analysis process and microcomputer software developed for the Office of Policy, Planning, and Analysis (PPA) of DOE. First introduced in 1968, cross-impact analysis is a technique that produces scenarios of future conditions and possibilities. Cross-impact analysis has several unique attributes that make it a tool worth examining, especially in the current climate when the outlook for the economy and several of the key energy markets is uncertain. Cross-impact analysis complements the econometric, engineering, systems dynamics, or trend approaches already in use at DOE. Cross-impact analysis produces self-consistent scenarios in the broadest sense and can include interaction between the economy, technology, society and the environment. Energy policy analyses that couple broad scenarios of the future with detailed forecasting can produce more powerful results than scenario analysis or forecasts can produce alone.

  14. DOE standard: Radiological control

    SciTech Connect (OSTI)

    Not Available

    1999-07-01

The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

Cleveland, K. Michael; Ammon, Charles J.

    2015-04-21

We present a method to estimate precise relative magnitudes using cross correlation of seismic waveforms. Our method incorporates the intercorrelation of all events in a group of earthquakes, as opposed to individual event pairings relative to a reference event. This method works well when a reliable reference event does not exist. We illustrate the method using vertical strike-slip earthquakes located in the northeast Pacific and Panama fracture zone regions. Our results are generally consistent with the Global Centroid Moment Tensor catalog, which we use to establish a baseline for the relative event sizes.

At CW press time the house was considering a 10% cut in Department of Energy (DOE) conservation programs and a 14% cut in DOE funding for fossil fuel R&D. The cuts show that, while easing off this year on efforts to pare back EPA, House Republicans have not given up the fight over federal technology programs. House Republicans consider federal involvement in R&D {open_quotes}corporate welfare,{close_quotes} and, while the Commerce Department`s Advanced Technology Program (ATP) has been the lightning rod for their criticism, DOE programs have also been targeted for reduction. The $499-million conservation funding level contemplated by the House is 33% below the President`s request and follows an equally large cut last year.

  2. DOE enforcement program roles and responsibilities: DOE handbook

    SciTech Connect (OSTI)

    1995-08-01

The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

  3. Final Report to DOE

    SciTech Connect (OSTI)

    Ismail Gultepe

    2012-05-15

This final report summarizes the accomplished goals and provide a list of the publications and presentations made during the project. The goals of the project were accomplished through the various publications submitted to Journals and presentations done at the DOE and international meetings and conferences. The 8 journal articles related to the goals of this project were accepted or submitted. The 23 presentations related to goals of the project were presented at the meetings. There were some minor changes regarding to project goals because of issues encountered during the analysis of the data. For example, a total water probe sensor mounted on the Convair-580 that can be used for defining mixed phase conditions and parameterization, had some problems to estimate magnitude of total water mass, and this resulted in issues providing an accurate parameterization for cloud fraction. Variability related aerosol number concentrations and their composition for direct and indirect effects were studied and published. Results were given to explain aerosol and ice microphysical effects on climate change studies. It is suggested that developed parameterizations should consider the variability in aerosol and ice parameters over the Arctic regions.

  4. DOE handbook: Design considerations

    SciTech Connect (OSTI)

    1999-04-01

The Design Considerations Handbook includes information and suggestions for the design of systems typical to nuclear facilities, information specific to various types of special facilities, and information useful to various design disciplines. The handbook is presented in two parts. Part 1, which addresses design considerations, includes two sections. The first addresses the design of systems typically used in nuclear facilities to control radiation or radioactive materials. Specifically, this part addresses the design of confinement systems and radiation protection and effluent monitoring systems. The second section of Part 1 addresses the design of special facilities (i.e., specific types of nonreactor nuclear facilities). The specific design considerations provided in this section were developed from review of DOE 6430.1A and are supplemented with specific suggestions and considerations from designers with experience designing and operating such facilities. Part 2 of the Design Considerations Handbook describes good practices and design principles that should be considered in specific design disciplines, such as mechanical systems and electrical systems. These good practices are based on specific experiences in the design of nuclear facilities by design engineers with related experience. This part of the Design Considerations Handbook contains five sections, each of which applies to a particular engineering discipline.

  5. The DOE NEPA process

    SciTech Connect (OSTI)

    Van Ooteghem, S.A.

    1993-06-01

The National Environmental Policy Act (NEPA) declares that Federal agencies shall have a general commitment to {open_quotes}use all practicable means{close_quotes} to conduct their activities in a way that will promote {open_quotes}the general welfare where man and nature can exist in productive harmony.{close_quotes} Within these general guidelines, the manner in which NEPA requirements are implemented may be somewhat different and unique from one Federal agency to the next. A brief overview indicating the types of NEPA documents that are produced by the Department of Energy (DOE) in compliance with NEPA is shown in the figure. This figure indicates that the level of NEPA documentation required for any given project is graded and dependent on that project`s size, complexity, and potential consequences to health and the human environment. More complex projects with potentially greater environmental impacts require a much more in-depth analysis to ensure that these potential consequences can be managed and/or mitigated, so that the proposed project can proceed in compliance with NEPA.

    1993-09-01

A brief overview indicating the types Of NEPA documents that are produced by the Department of Energy (DOE) in compliance with NEPA is shown in the figure. This figure indicates that the level of NEPA documentation required for any given project is graded and dependent on that project`s size, complexity, and potential consequences to health and the human environment. More complex projects with potentially greater environmental impacts require a much more in-depth analysis to ensure that these potential consequences can be managed and/or mitigated, so that the proposed project can proceed in compliance with NEPA. It is important to keep in mind the following points when conducting any project that involves Federal land, Federal monies, or Federal permits: Under these conditions (involvement of Federal lands, use of Federal monies, or requirement for Federal permits), some level of NEPA analysis and documentation is required. The NEPA process must be completed and a decision favorable to the proposed project must be supported by the NEPA analysis before that proposed project can fully expend Federal funds. Activities that cannot proceed until the NEPA analysis and decision-making process is completed are those that: Result in an adverse environmental impact and/or limit the choice of reasonable alternatives.

The mission of the NABIR program is to provide the fundamental science that will serve as the basis for the development of cost-effective bioremediation and long-term stewardship of radionuclides and metals in the subsurface at DOE sites. The focus of the program is on strategies leading to long-term immobilization of contaminants in situ to reduce the risk to humans and the environment. Contaminants of special interest are uranium, technetium, plutonium, chromium, and mercury. The focus of the NABIR program is on the bioremediation of these contaminants in the subsurface below the root zone, including both vadose and saturated zones. The program consists of four interrelated Science Elements (Biotransformation, Community Dynamics/Microbial Ecology, Biomolecular Science and Engineering, and Biogeochemistry). The program also has a cross-cutting Assessment Element that supports development of innovative approaches and technologies to support the science elements. An element called Bioremediation and its Societal Implications and Concerns (BASIC) addresses potential societal issues of implementing NABIR scientific findings. The material presented at this year's workshop focuses on approximately 60 research projects funded in FY 2000-2003 by the Environmental Remediation Sciences Division in DOE's Office of Biological and Environmental Research (BER) in the Office of Science. Abstracts of NABIR research projects are provided in this book.

    1994-06-01

This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others. The assessment focuses on six representative facilities: the Idaho National Engineering Laboratory (INEL); the Fernald Environmental Management Project (FEMP); the Oak Ridge Reservation (ORR), including the Oak Ridge National Laboratory (ORNL), Y-12 plant, and K-25 plant; the Rocky Flats Plant; the Hanford Reservation; and the Portsmouth Gaseous Diffusion Plant.
