    In 1992 the U.S. Environmental Protection Agency (EPA) introduced ENERGY STAR (registered trademark), a voluntary labeling program designed to identify and promote energy-efficient products, in order to reduce carbon dioxide emissions. Since then EPA, now in partnership with the U.S. Department of Energy (DOE), has expanded the program to cover nearly the entire buildings sector, spanning new homes, commercial buildings, residential heating and cooling equipment, major appliances, office equipment, commercial and residential lighting, and home electronics. This paper provides a snapshot of the ENERGY STAR program in the year 2000, including a general overview of the program, its accomplishments, and the possibilities for future development. First, we describe the products that are currently eligible for the ENERGY STAR label and the program mechanisms that EPA and DOE are using to promote these products. Second, we illustrate selected milestones achieved in some markets, and ways that EPA and DOE are responding to challenges or changes in certain markets. Third, we discuss the evolving ENERGY STAR brand strategy. Next, we explore ways in which ENERGY STAR interacts with and enhances other policies, such as appliance standards and regional market transformation collaboratives. We then discuss evaluation studies that EPA and DOE are undertaking to quantify the impact of the ENERGY STAR program. Finally, we discuss future areas of expansion for the ENERGY STAR program, including labeling of new products and integrated programs for commercial and existing residential buildings.

    The authors of this report, under the sponsorship of the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Program, have investigated the possible application of Energy Star ratings to passenger cars and light trucks. This study establishes a framework for formulating and evaluating Energy Star rating methods that is comprised of energy- and environmental-based metrics, potential vehicle classification systems, vehicle technology factors, and vehicle selection criteria. The study tests several concepts and Energy Star rating methods using model-year 2000 vehicle data--a spreadsheet model has been developed to facilitate these analyses. This study tests two primary types of rating systems: (1) an outcome-based system that rates vehicles based on fuel economy, GHG emissions, and oil use and (2) a technology-based system that rates vehicles based on the energy-saving technologies they use. Rating methods were evaluated based on their ability to select vehicles with high fuel economy, low GHG emissions, and low oil use while preserving a full range of service (size and acceleration) and body style choice. This study concludes that an Energy Star rating for passenger cars and light trucks is feasible and that several methods could be used to achieve reasonable tradeoffs between low energy use and emissions and diversity in size, performance, and body type. It also shows that methods that consider only fuel economy, GHG emissions, or oil use will not select a diverse mix of vehicles. Finally, analyses suggest that methods that encourage the use of technology only, may result in increases in acceleration power and weight rather than reductions in oil use and GHG emissions and improvements in fuel economy.

    This paper presents current and projected savings for ENERGY STAR labeled products, and details the status of the model as implemented in the September 2009 spreadsheets. ENERGY STAR is a voluntary energy efficiency labeling program operated jointly by the Environmental Protection Agency (US EPA) and the U.S. Department of Energy (US DOE), designed to identify and promote energy-efficient products, buildings and practices. Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products, and currently labels more than thirty products, spanning office equipment, heating, cooling and ventilation equipment, commercial and residential lighting, home electronics, and major appliances. ENERGY STAR's central role in the development of regional, national and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with stakeholders. This report presents savings estimates for ENERGY STAR labeled products. We present estimates of energy, dollar, and carbon savings achieved by the program in the year 2008, annual forecasts for 2009 and 2010, and cumulative savings estimates for the period 1993 through 2008 and cumulative forecasts for the period 2009 through 2015. Through 2008 the program saved 8.8 Quads of primary energy and avoided the equivalent of 158 metric tones carbon (MtC). The forecast for the period 2009-2015 is 18.1 Quads or primary energy saved and 316 MtC emissions avoided. The sensitivity analysis bounds the best estimate of carbon avoided between 104 MtC and 213 MtC (1993 to 2008) and between 206 MtC and 444 MtC (2009 to 2015). In this report we address the following questions for ENERGY STAR labeled products: (1) How are ENERGY STAR impacts quantified; (2) What are the ENERGY STAR achievements; and (3) What are the limitations to our method?

The sensitivity analysis bounds the best estimate of carbon avoided between 110 MMTC and 231 MMTC (1993 to 2009) and between 130 MMTC and 285 MMTC (2010 to 2015).

    The DOE International Energy Storage Database has more than 400 documented energy storage projects from 34 countries around the world. The database provides free, up-to-date information on grid-connected energy storage projects and relevant state and federal policies. More than 50 energy storage technologies are represented worldwide, including multiple battery technologies, compressed air energy storage, flywheels, gravel energy storage, hydrogen energy storage, pumped hydroelectric, superconducting magnetic energy storage, and thermal energy storage. The policy section of the database shows 18 federal and state policies addressing grid-connected energy storage, from rules and regulations to tariffs and other financial incentives. It is funded through DOEs Sandia National Laboratories, and has been operating since January 2012.

    We extend the confined-density-dependent-mass (CDDM) model to include isospin dependence of the equivalent quark mass. Within the confined-isospin-density-dependent-mass (CIDDM) model, we study the quark matter symmetry energy, the stability of strange quark matter, and the properties of quark stars. We find that including isospin dependence of the equivalent quark mass can significantly influence the quark matter symmetry energy as well as the properties of strange quark matter and quark stars. While the recently discovered large mass pulsars PSR J1614–2230 and PSR J0348+0432 with masses around 2 M {sub ☉} cannot be quark stars within the CDDM model, they can be well described by quark stars in the CIDDM model. In particular, our results indicate that the two-flavor u-d quark matter symmetry energy should be at least about twice that of a free quark gas or normal quark matter within the conventional Nambu-Jona-Lasinio model in order to describe PSR J1614–2230 and PSR J0348+0432 as quark stars.

Reducing this waste would reduce annual greenhouse gas emissions by 4.1 million metric tons of carbon (MMTCs) by the year 2010; the equivalent of planting an area of trees the size of Yellowstone National Park. In addition, with $50-70 billion in purchasing power for energy-related products, specifying energy efficiency could significantly shift the market for these products. The Federal government recently launched the ENERGY STAR® Purchasing Initiative to channel the purchasing power of state and local governments -and its environmental impact- in the direction of energy-efficient products to capture significant environmental benefits and increase the demand in the marketplace. Part of this effort studied why governments don’t currently procure the most efficient products, and attempted to identify the changes that would be necessary to allow many governments to do so. Some of the initial barriers to energy-efficient procurement that were found are: • Lack of information about the availability of energy-efficient products; • Split incentives, where the agency purchasing the products do not pay for the utility bills directly and, therefore, have little interest, or incentive, to save energy; • Misinformation about the benefits of energy efficiency; • Energy efficiency not seen as a value-added aspect of procurement; • Budget constraints; and • Lowest first-cost bias. This paper will present the results of this study and describe the mechanisms that will be put into place to address each of these barriers.

    In this lecture, we will present some nucleonic equations of state of neutron-star matter calculated within the nuclear energy-density functional theory using generalized Skyrme functionals developed by the Brussels-Montreal collaboration. These equations of state provide a consistent description of all regions of a neutron star. The global structure of neutron stars predicted by these equations of state will be discussed in connection with recent astrophysical observations.

    A Voice over Internet Protocol (VoIP) communications system, a method of managing a communications network in such a system and a program product therefore. The system/network includes an ENERGY STAR (E-star) aware softswitch and E-star compliant communications devices at system endpoints. The E-star aware softswitch allows E-star compliant communications devices to enter and remain in power saving mode. The E-star aware softswitch spools messages and forwards only selected messages (e.g., calls) to the devices in power saving mode. When the E-star compliant communications devices exit power saving mode, the E-star aware softswitch forwards spooled messages.

    EnergyPlus{sup TM} is a new generation computer software analysis tool that has been developed, tested, and commercialized to support DOE's Building Technologies (BT) Program in terms of whole-building, component, and systems R&D (http://www.energyplus.gov). It is also being used to support evaluation and decision making of zero energy building (ZEB) energy efficiency and supply technologies during new building design and existing building retrofits. The 5-year project was managed by the National Energy Technology Laboratory and was divided into 5 budget period between 2006 and 2011. During the project period, 11 versions of EnergyPlus were released. This report summarizes work performed by an EnergyPlus development team led by the University of Central Florida's Florida Solar Energy Center (UCF/FSEC). The team members consist of DHL Consulting, C. O. Pedersen Associates, University of Illinois at Urbana-Champaign, Oklahoma State University, GARD Analytics, Inc., and WrightSoft Corporation. The project tasks involved new feature development, testing and validation, user support and training, and general EnergyPlus support. The team developed 146 new features during the 5-year period to advance the EnergyPlus capabilities. Annual contributions of new features are 7 in budget period 1, 19 in period 2, 36 in period 3, 41 in period 4, and 43 in period 5, respectively. The testing and validation task focused on running test suite and publishing report, developing new IEA test suite cases, testing and validating new source code, addressing change requests, and creating and testing installation package. The user support and training task provided support for users and interface developers, and organized and taught workshops. The general support task involved upgrading StarTeam (team sharing) software and updating existing utility software. The project met the DOE objectives and completed all tasks successfully.     Presenter: Ely Jacobsohn, U.S. Department of Energy The goal of Home Performance with ENERGY STAR (HPwES) is to help homeowners improve the efficiency and comfort of their homes using a comprehensive, whole-house approach, while also helping to protect the environment. HPwES provides homeowners with resources to identify trusted contractors to recommend and perform energy improvements so that homeowners can understand their home’s energy use. The U.S. Department of Energy (DOE) works in conjunction with the U.S. Environmental Protection Agency (EPA) to support local program sponsors, such as utilities and state energy offices, that qualify contractors. As of April 2014, HPwES has upgraded more than 330,000 homes since 2002, with average homeowner savings of more than $500 annually after retrofit. The program is working to facilitate the achievement of scale in the home performance industry by demonstrating value and moving toward replicable delivery models that support expanded participation in the HPwES program.

    ENERGY STAR(R) is a voluntary labeling program designed toidentify and promote energy-efficient products, buildings and practices.Operated jointly by the Environmental Protection Agency (EPA) and theU.S. Department of Energy (DOE), ENERGY STAR labels exist for more thanthirty products, spanning office equipment, residential heating andcooling equipment, commercial and residential lighting, home electronics,and major appliances. This report presents savings estimates for a subsetof ENERGY STAR labeled products. We present estimates of the energy,dollar and carbon savings achieved by the program in the year 2005, whatwe expect in 2006, and provide savings forecasts for two marketpenetration scenarios for the periods 2006 to 2015 and 2006 to 2025. Thetarget market penetration forecast represents our best estimate of futureENERGY STAR savings. It is based on realistic market penetration goalsfor each of the products. We also provide a forecast under the assumptionof 100 percent market penetration; that is, we assume that all purchasersbuy ENERGY STAR-compliant products instead of standard efficiencyproducts throughout the analysis period.
