DEMONSTRATION OF THE DOE INTERIM ENERGY CONSERVATION STANDARDS FOR NEW FEDERAL RESIDENTIAL BUILDINGS: EXECUTIVE SUMMARY

In accordance with federal legislation, the U.S. Department of Energy (DOE) bas conducted a project to demonstrate use of its Interim Energy Conservation Standards for New Federal Residential Buildings. The demonstration is the second step in a three-step process: development of interim standards, demonstration of the interim standards, and development of final standards. Pacific Northwest Laboratory (PNL) collected information from the demonstration project and prepared this report under a contract with DOE. The purpose of the standards is to improve the energy efficiency of federal housing and increase the use of nondepletable energy sources. In accordance with the legislation, the standards were to be performance-based rather than prescribing specific energy conservation measures. The standards use a computer software program called COSTSAFR which individualizes the standards based on climate, housing type, and fuel costs. The standards generate minimum energy-efficiency requirements by applying the life-cycle cost methodology developed for federal projects, For the demonstration, the DOE chose live federal agency housing projects: four military housing projects and one project for the Department of Health and Human Services. DOE and PNL worked with agency housing procurement officials and designers/architects to hypothetically apply the interim standards to each housing project. PNL conducted extensive interviews with the federal agencies and design contractors to determine what impacts the standards would have on the existing agency procurement process as well as on designers. Overall, PNL found that the interim standards met the basic intent of the law. Specific actions were identified, however, that DOE could take to improve the standards and encourage the agencies to implement them. Agency personnel and designers expressed similar concerns about the standards: the minimum efficiency levels established by the standards were lower than expected and the standards did not provide an easy way to incorporate new energy-efficient and renewable resource tec.:hnolog:ies like solar heating systems. Agency personnel said the standards would fit into current procurement procedures with no big changes or cost increases, Many said the standards would decrease the time and effort they now spend to establish energy-efficiency requirements and to confirm that proposed designs comply with those requirements. Agency personnel praised the software and documentation for being easy to use and providing energy-efficiency requirements in energy dollars. Housing designers agreed that the DOE standards were easy to use to determine that their designs meet energy-efficiency goals. Many felt the information provided by the standards could be useful in the design process. Based on the demonstration, PNL recommends establishing task forces that will actively involve agency personnel and others in future revisions and development of the final standards. PNL also recommends that DOE and federal agencies investigate the use of market fuel and energy prices in the standards, rather than the prices paid by the agencies, to better reflect actual costs. A number of recommendations are made for improving communications between DOE and the users of the standards and for enhancing tools to implement the standards. Several recommendations are made for increasing the number of renewable resources that are included in the standards. Finally, PNL recommends ongoing monitoring activities to continue to identify ways in which the standards can be improved.

In accordance with federal legislation, the U.S. Department of Energy (DOE) has sponsored a study to demonstrate use of its Interim Energy Conservation Standards for New Federal Residential Buildings. The demonstration study was conducted by DOE and the Pacific Northwest Laboratory (PNL). The demonstration is the second step in a three-step process: I) development of interim standards, 2) demonstration of the interim standards, and 3) development of final standards. The standards are mandatory for federal agency housing procurements. Nevertheless, PNL found at the start of the demonstration that agency use of the interim standards had been minimal. The purpose of the standards is to improve the energy efficiency of federal housing and increase the use of nondepletable energy sources. In accordance with the legislation, the standards were to be performance-based rather than prescribing specific energy conservation measures. To fulfill this aspect of the legislation, the standards use a computer software program called COSTSAFR which generates a point system that individualizes the standards to specific projects based on climate, housing type, and fuel costs. The standards generate minimum energy-efficiency requirements by applying the life-cycle cost methodology developed for federal projects. For the demonstration, PNL and DOE chose five federal agency housing projects which had been built in diverse geographic and climate regions. Participating agencies were the Air Force, the Army (which provided two case studies), the Navy, and the Department of Health and Human Services. PNL worked with agency housing procurement officials and designers/architects to hypothetically apply the interim standards to the procurement and design of each housing project. The demonstration started at the point in the project where agencies would establish their energyefficiency requirements for the project and followed the procurement process through the designers' use of the point system to develop a design which would comply with the standards. PNL conducted extensive interviews with the federal agencies and design contractors to determine what impacts the standards would have on the existing agency procurement process as well as on designers. Overall, PNL found that the interim standards met the basic intent of the law. Specific actions were identified, however, that DOE could take to improve the standards and encourage the agencies to implement them. Agency personnel found the minimum efficiency levels established by the standards to be lower than expected, and lower than their existing requirements. Generally, this was because the standards factor in fuel costs, as well as energy savings due to various conservation measures such as insulation, when they determine the minimum efficiency levels required. The demonstration showed that federal agencies often pay low prices for heating fuel and electricity; these lower costs "tipped the scales," allowing designers to meet the efficiency target with designs that were relatively inefficient. It appeared, however, that the low prices paid by agencies directly to suppliers did not capture the agencies' full costs of providing energy, such as the costs of distribution and storage. Agency personnel expressed some concern about the standards' ability to incorporate new energy-efficient technologies and renewable resource technologies like solar heating systems. An alternative compliance procedure was developed to incorporate new technologies; however, demonstration participants said the procedure was not well documented and was difficult and time consuming to use. Despite these concerns, most agency personnel thought that the standards would fit into current procurement procedures with no big changes or cost increases. Many said use of the standards would decrease the time and effort they now spend to establish energy-efficiency requirements and to confirm that proposed designs comply. Violation of unitarity by Hawking radiation does not violate energy-momentum conservation

An argument by Banks, Susskind and Peskin (BSP), according to which violation of unitarity would violate either locality or energy-momentum conservation, is widely believed to be a strong argument against non-unitarity of Hawking radiation. We find that the whole BSP argument rests on the crucial assumption that the Hamiltonian is not highly degenerate, and point out that this assumption is wrong. Using Lindblad equation, we show that high degeneracy of the Hamiltonian allows local non-unitary evolution without violating energy-momentum conservation. Moreover, since energy-momentum is the source of gravity, we argue that energy-momentum is necessarily conserved for a large class of non-unitary systems with gravity. Finally, we explicitly calculate the Lindblad operators for non-unitary Hawking radiation and show that they conserve energy-momentum.

Does the universe obey the energy conservation law by a constant mass or an increasing mass with radius during its evolution?

How the energy conservation law is obeyed by the universe during its evolution is an important but not yet unanimously resolved question. Does the universe have a constant mass during its evolution or has its mass been increasing with its radius? Here, we evaluate the two contending propositions within the context of the Friedmann equations and the standard big bang theory. We find that though both propositions appeal to the Friedmann equations for validity, an increasing mass with increasing radius is more in harmony with the thermal history of the big bang model. In addition, temperature and flatness problems that plague the constant mass proposal are mitigated by the increasing mass with radius proposal. We conclude that the universe has been increasing in mass and radius in obedience to the energy conservation law.

It has always been considered a serious error to treat the cosmological redshift as a Doppler velocity effect rather than the result of space expansion. It is demonstrated here that in practical terms this is not the case, and that the apparent distance - redshift relation derived from a Doppler interpretation is reasonably consistent with supernova data (though not as good as the standard model with dark energy). Because of the equivalence between the general relativistic space expansion paradigm and the Doppler effect (as demonstrated) the long-standing problem of energy loss associated with the expansion of the Universe is treated in a similar manner to the normal well-behaved Doppler effect. The mechanism by which energy is conserved with the normal Doppler shift is applied to the cosmological redshift and the energy violation disappears. However, an additional luminosity-dependent recession factor is introduced. The effect on astronomical objects is examined and it is found to add only a small additional redshift to a body generating power by nuclear means but can be very large for objects powered by gravity. A possible connection to the claimed anomalous redshift of quasars is considered.

Three-quarters of DOE's Conservation R and D funds have been devoted to technology research and development: basic and applied research, exploratory R and D, engineering feasibility studies, pilot-scale prototype R and D, and technology demonstration. Non R and D projects have involved technology assessment program planning and analysis, model development, technology transfer and consumer information, health effects and safety research, and technical support for rule making. The success stories summarized in this compendium fall into three general categories: Completed Technology Success Stories, projects that have resulted in new energy-saving technologies that are presently being used in the private sector; Technical Success Stories, projects that have produced or disseminated important scientific/technical information likely to result in future energy savings; Program Success Stories, non-R and D activities that have resulted in nationally significant energy benefits. The Energy Conservation research and development program at DOE is managed by the Office of Conservation under the direction of the Deputy Assistant Secretary for Conservation. These efforts are designed to both improve the national energy position and improve the industry's efficiency and profitability. Increased energy cost and the reduced availability of fossil fuels at certain times have provided the incentive to curb waste and to utilize purchased energy wisely. Energy costs now approach and sometimes exceed 10% of the sales dollar of many foundries. Although energy use by foundries has gradually decreased on a per/ton basis in recent years, the foundry industry must continue to find ways to utilize energy more efficiently. Background and executive Summary: In 1997, the Institute of Paper Science and Technology in conjunction with the U.S. Department of Energy developed a university design competition with an orientation to the Forest Products Industry. This university design competition is in direct alignment with DOEs interests in instilling in undergraduate education the concepts of developing energy efficient processes, minimizing waste, and providing environmental benefits and in maintaining and enhancing the economic competitiveness of the U.S. forest products industry in a global environment. The primary focus of the competition is projects, which are aligned with the existing DOE Agenda 2020 program for the industry and the lines of research being established with the colleges comprising the Pulp and Paper Education and Research Alliance (PPERA). The six design competitions were held annually for the period 1999 through 2004.

State-sponsored energy conservation policies and programs have been a key factor in the striking drop in energy intensity of China`s economy since the 1980s. China established an extensive administrative structure for energy management that linked the highest policy-making bodies with all the country`s major energy-users. A national agency was created to administer large grants and loans for energy-efficiency projects. A network of technical outreach and design centers provided end-users of efficient technologies with crucial information and expertise. Other important measures included energy-efficiency standards, financial incentives, support for research and development, and educational programs. The economic system reforms have rendered many of these policies and programs obsolete. China faces great challenges in redirecting policies and institutions to continue pursuing energy efficiency. This is a task that is vital to China`s long-term economic and environmental health.

Objective was to determine whether energy conservation standards for distribution transformers would have the potential for significant energy savings, be technically feasible, and be economically justified from a national perspective. It was found that energy conservation for distribution transformers would be technically and economically feasible. Based on the energy conservation options analyzed, 3.6-13.7 quads of energy could be saved from 2000 to 2030.

The DOE International Energy Storage Database has more than 400 documented energy storage projects from 34 countries around the world. The database provides free, up-to-date information on grid-connected energy storage projects and relevant state and federal policies. More than 50 energy storage technologies are represented worldwide, including multiple battery technologies, compressed air energy storage, flywheels, gravel energy storage, hydrogen energy storage, pumped hydroelectric, superconducting magnetic energy storage, and thermal energy storage. The policy section of the database shows 18 federal and state policies addressing grid-connected energy storage, from rules and regulations to tariffs and other financial incentives. It is funded through DOEs Sandia National Laboratories, and has been operating since January 2012.

DOE`s development and implementation of energy performance standards for commercial buildings were established by the Energy Conservation Standards for New Buildings Act of 1976, as amended, Public Law (PL) 94-385, 42 USC 6831 et seq., hereinafter referred to as the Act. In accordance with the Act, DOE was to establish performance standards for both federal and private sector buildings ``to achieve the maximum practicable improvements in energy efficiency and use of non-depletable resources for all new buildings``.

The Department of Energy's (DOE) Office of Conservation and Renewable Energy proudly presents this summary of some its most successful projects and activities. The projects included in this document have made significant contributions to improving energy efficiency and fuel flexibility in the United States. The energy savings that can be realized from these projects are considerable. Americans have shown an impressive ability to reduce energy consumption since 1973. Studies show that 34 quadrillion Btus (quads) of energy were saved in 1988 alone as a result of energy conservation and other factors. These savings, worth approximately $180 billion, represent more energy than the United States obtains from any other single source. The availability of new, energy-efficient technologies has been an important ingredient in achieving these savings. Federal efforts to develop and commercialize energy-saving technologies and processes are a part of the reason for this progress. Over the past 10 years, DOE has carefully invested more than $2 billion in hundreds of research and development (R D) projects to ensure the availability of advanced technology in the marketplace. These energy-efficient projects are carried out through DOE's Office of Conservation and Renewable Energy and reflect opportunities in the three energy-consuming, end-use sectors of the economy: buildings, transportation, and industry.

Effect of energy and momentum conservation on fluid resonances for resonant magnetic perturbations in a tokamak

In this paper, the impact of momentum and energy conservation of the collision operator in the kinetic description for Resonant Magnetic Perturbations (RMPs) in a tokamak is studied. The particle conserving differential collision operator of Ornstein-Uhlenbeck type is supplemented with integral parts such that energy and momentum are conserved. The application to RMP penetration in a tokamak shows that energy conservation in the electron collision operator is important for the quantitative description of plasma shielding effects at the resonant surface. On the other hand, momentum conservation in the ion collision operator does not significantly change the results.

Energy conservation in Kenya: progress, potentials, problems

A study was carried out of the flows of commercial energy in the economy of Kenya. Indications were sought of the extent to which energy conservation, (i.e., increase in efficiency of energy use) has reduced the ratio of energy inputs to economic outputs, in the post-1973 years. An assessment was made of the potential for energy conservation to reduce the growth of Kenyan energy use in the future and of significant barriers to increasing energy efficiency. Consideration was given to the role of government policy and of international assistance in fostering energy conservation in Kenya and other developing countries. The study was performed by analyzing available energy data and statistics from the largest oil companies, the Kenyan electric utility, and the government. These sources were supplemented by conducting personal interviews with personnel of nearly 50 commercial firms in Kenya. Direct consumption of fuel accounts for 94% of the commercial energy use in Kenya, while electricity accounts for 6%. The sectoral division of fuel use is: transportation 53%, industry 21%, energy production 11%, agriculture 9%, buildings and residences 5%, and construction 1%. For electricity the division is: buildings and residences 48%, industry 45%, energy production 4%, agriculture 2%, and construction 1%. Recent progress in conservation is reported.

The United States Air Force Academy (AFA) has asked the Los Alamos National Laboratory to assist them in conducting detailed energy and solar analyses of selected AFA buildings using the DOE-2 building energy analysis computer program. The results of the energy conservation study conducted by Los Alamos in FY 1981 and 1982 for Building 2360 (Vandenberg Hall), Building 2169 (Field House), and Building 2410 (Aeronautics Laboratory) are presented. Energy Conservation and Solar Opportunities (ECOs) are identified for each building and predicted heating, cooling and electric energy savings are presented for each ECO. Economic results are summarized as annual dollars saved, discounted benefit-to-cost ratio, maximum investment targets, and the life-cycle cost of implementing each ECO.

As Noether's theorem states any differentiable symmetry of the action of a physical system has a corresponding conservation law. Lipkin introduced the conservation laws of zilches. But the corresponding symmetries are yet to be determined. Here we find a method to determine those symmetries and by direct calculations express the zilch tensor's relation to current-density for $n$-dimensional Minkowski space-time. Also, we extend this method to calculate symmetries of conservation of energy-momentum. Finally we show that in the special case of n=4, our general equation governing optical chirality reduces to the continuity equation of optical chirality density and optical chirality flow.

Overview of energy-conservation research opportunities

This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

DOD-DOE Workshop on Joint Energy Activities

The general conditions for DOD-DOE interactions were delineated in an October 1978, Memorandum of Understanding (MOU) that identified two basic goals: improving energy efficiency and availability within DOD, and utilizing DOD and DOE expertise and facilities to carry out projects of mutual interest. There has been considerable interaction between DOD and DOE, including a number of proposed joint initiatives but a systematic and coordinated approach for nurturing, maintaining, and expanding these relationships has not been developed. A DOD-DOE Workshop on Joint Energy Activities was held on March 10-12, 1980. The workshop was structured into five working groups - Mobility Fuels, Conservation, Fossil Fuels for Fixed Facilities, Solar and Renewable Energy Sources, and Special Projects - with DOD and DOE cochairmen for each. Over a hundred DOD and DOE management, program, and policymaking representatives were brought together by the workshop Steering Committee to identify specific programs for inclusion in an overall plan for implementing the MOU and to deal with fundamental issues and problems of maintaining future communications. The workshop accomplished its goals, these being to: (1) improve communication among the appropriate key DOD and DOE personnel at all levels and promote information exchange; (2) review ongoing and already-proposed joint DOD and DOE programs; (3) initiate a coordinated, systematic effort to establish joint DOD-DOE energy-security programs; and (4) propose specific programs and projects of mutual interest for inclusion in a follow-on joint-implementation plan.

How energy conservation limits our measurements

Observations in Quantum Mechanics are subject to complex restrictions arising from the principle of energy conservation. Determining such restrictions, however, has been so far an elusive task, and only partial results are known. In this paper we discuss how constraints on the energy spectrum of a measurement device translate into limitations on the measurements which we can effect on a target system with non-trivial energy operator. We provide efficient algorithms to characterize such limitations and we quantify them exactly when the target is a two-level quantum system. Our work thus identifies the boundaries between what is possible or impossible to measure, i.e., between what we can see or not, when energy conservation is at stake.

It is part of an overall effort to inform utilities of technological developments in conservation and renewable energy technologies and so aid utilities in their planning process to determine the most effective and economic combination of capital investments to meet customer needs. Department of Energy assessments of the applications, current costs and cost goals for the various technologies included in this bibliography are presented. These assessments are based on analyses performed by or for the respective DOE Program Offices. The results are sensitive to a number of variables and assumptions; however, the estimates presented are considered representative. These assessments are presented, followed by some conclusions regarding the potential role of the conservation and renewable energy alternative. The approach used to classify the bibliographic citations and abstracts is outlined.

Integrated energy and water conservation modeling

Under the Energy Policy Act of 1992, the Federal Energy Management Program (FEMP) is required to provide federal facility managers with a clear determination of the impact of water conservation practices on energy consumption. This paper introduces the WATERGY model, which is a spreadsheet model to analyze total energy savings associated with water conservation efforts. The contribution of this effort is the development of a synergistic model based on engineering algorithms as opposed to lumped parameter estimates. The model explicitly details the relationships between direct and indirect water and energy savings. Irrigation, plumbing fixture, appliance, and boiler blowdown savings comprise the direct water component of the model. Reduction in leakage and unaccounted-for water in the distribution system are calculated as indirect water savings. Direct energy savings are calculated for hot water production. Indirect energy savings associated with distribution and collection, electric line losses, and unaccounted-for gas are determined by the model. Data sources, algorithms, and engineering assumptions used in the development of the model are detailed. The model capabilities are demonstrated for a hypothetical federal facility.

The various methods to derive Einstein conservation laws and the relevant definitions of energy-momentum tensor density for gravitational fields are studied in greater detail. It is shown that these methods are all equivalent. The study on the identical and different characteristics between Lorentz and Levi-Civita conservation laws and Einstein conservation laws is thoroughly explored. Whether gravitational waves carry the energy-momentum is discussed and some new interpretations for the energy exchanges in the gravitational systems are given. The viewpoint that PSR1913 does not verify the gravitational radiation is confirmed.

Energy Conservation at the Gravitational Collapse

We apply the principle of energy conservation to the motion of the test particle in gravitational field by requiring that its energy, gained by gravitation, has to be balanced by decrease of its rest mass. Due to the change of mass in gravitational field Newton's force law between gravitating bodies is modified, too. With this modified force law we build up the the classical field theory of gravitation in which all relevant field quantities are in the definition domain $r\\in [0,\\infty)$ finite and positive. We show that under such circumstances, the energy release at any gravitational collapse is finite. On the other side, the energy conservation leads to an equation which relates the mass change of the test particle due to gravitation and the metric of the corresponding gravitational field. The mass change in Newton's gravitational field lead to a remarkable simple metric which shifts, in contrast to the Schwarzschild metric, the horizon of events to the gravity center of the gravitational collapse.

Energy conservation for dynamical black holes

An energy conservation law is described, expressing the increase in mass-energy of a general black hole in terms of the energy densities of the infalling matter and gravitational radiation. For a growing black hole, this first law of black-hole dynamics is equivalent to an equation of Ashtekar & Krishnan, but the new integral and differential forms are regular in the limit where the black hole ceases to grow. An effective gravitational-radiation energy tensor is obtained, providing measures of both ingoing and outgoing, transverse and longitudinal gravitational radiation on and near a black hole. Corresponding energy-tensor forms of the first law involve a preferred time vector which plays the role for dynamical black holes which the stationary Killing vector plays for stationary black holes. Identifying an energy flux, vanishing if and only if the horizon is null, allows a division into energy-supply and work terms, as in the first law of thermodynamics. The energy supply can be expressed in terms of area increase and a newly defined surface gravity, yielding a Gibbs-like equation, with a similar form to the so-called first law for stationary black holes.

The consequence of energy conservation in the flat Friedmannn-Robertson-Walker (FRW) cosmology is a strictly positive accelerating expansion. A mechanism is proposed for this expansion due to the effect of the attractive (negative) gravitational potential of matter as it is being included within the expanding horizon, and the offsetting work of metric expansion, which takes place at sub-luminal speed. In our semi-classical treatment, we deal with a quintic as the equation for the scale parameter. Implications for modeling the earliest parts of the primordial expansion are discussed.

In this paper it is explicitly demonstrated that the energy conservation law is kept when a detector uniformly accelerated in the Minkowski vacuum is excited and emits a particle. This fact had been hidden in conventional approaches in which detectors were considered to be forced on trajectories. To lift the veil we suggest a detector model written in terms of the Minkowski coordinates. In this model the Hamiltonian of the detector involves a classical potential term instead of the detector's fixed trajectory. The transition rate agrees with the corresponding conventional one in the limit of an infinite mass detector though even then the recoil remains.

ENERGY CONSERVATION AND ENERGY DECENTRALIZATION: ISSUES AND PROSPECTS

We have presented views of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

Update on DOEs Nuclear Energy University Program

The Center for Advanced Energy Studies (CAES) Nuclear Energy University Program Office assists the U.S. Department of Energy Office of Nuclear Energy (DOE-NE) by administering its University Program. To promote accountable relationships between universities and the TIOs/TDOs, a process was designed and administered which includes two competitive Requests for Proposals (RFPs) and two FOAs in the following areas: (1)Research and Development Grants, (2)Infrastructure improvement, and (3)Scholarships and Fellowships. NEUP will also host periodic reviews of university mission-specific R&D that document progress, reinforce accountability, and assess return on investment; sponsor workshops that inform universities of the Departments research needs to facilitate continued alignment of university R&D with NE missions; and conduct communications activities that foster stakeholder trust, serve as a catalyst for accomplishing NEUP objectives, and provide national visibility of NEUP activities and accomplishments. Year to date efforts to achieve these goals will be discussed.

The generalized Stokes theorem (connecting integrals of dimensions 3 and 4) is formulated in a curved space-time in terms of paths in Minkowski space (forming Path Group). A covariant integral form of the conservation law for the energy-momentum of matter is then derived in General Relativity. It extends Einstein's equivalence principle on the energy conservation, since it formulates the conservation law for the energy-momentum of matter without explicit including the gravitational field in the formulation.

The West Virginia State Building Code contains two options for energy efficiency requirements in one- and two-family dwellings. One is the International Code Council?s (ICC) 2000 International Energy Conservation Code (IECC) (ICC 1999a,b) (87-4-4.1.6). The second is an exception (replacement) for Chapter 11 of the ICC International Residential Code (IRC) (87-4-4.1.7). The West Virginia Energy Efficiency Program, West Virginia Development Office, has asked the U.S. Department of Energy (DOE) to compare the energy use resulting from the application of the 2000 IECC code and the IRC code, as amended by West Virginia. The Department's Pacific Northwest National Laboratory (PNNL) compared the energy use from compliance with the 2000 IECC to the exception to Chapter 11 of the IRC known as the ''Alternate Energy Code''.

Models for residential- and commercial-sector energy-conservation analysis: applications, limitations, and future potential. Final report

This report reviews four of the major models used by the Department of Energy (DOE) for energy conservation analyses in the residential- and commercial-building sectors. The objective is to provide a critical analysis of how these models can serve as tools for DOE and its Conservation Policy Office in evaluating and quantifying their policy and program requirements. For this, the study brings together information on the models' analytical structure and their strengths and limitations in policy applications these are then employed to assess the most-effective role for each model in addressing future issues of buildings energy-conservation policy and analysis. The four models covered are: Oak Ridge Residential Energy Model; Micro Analysis of Transfers to Households/Comprehensive Human Resources Data System (MATH/CHRDS) Model; Oak Ridge Commercial Energy Model; and Brookhaven Buildings Energy Conservation Optimization Model (BECOM).

Energy Conservation Constraints on Multiplicity Correlations in QCD Jets

We compute analytically the effects of energy conservation on the self-similar structure of parton correlations in QCD jets. The calculations are performed both in the constant and running coupling cases. It is shown that the corrections are phenomenologically sizeable. On a theoretical ground, energy conservation constraints preserve the scaling properties of correlations in QCD jets beyond the leading log approximation.

Dissipative or Conservative cosmology with dark energy ?

All evolutional paths for all admissible initial conditions of FRW cosmological models with dissipative dust fluid (described by dark matter, baryonic matter and dark energy) are analyzed using dynamical system approach. With that approach, one is able to see how generic the class of solutions leading to the desired property -- acceleration -- is. The theory of dynamical systems also offers a possibility of investigating all possible solutions and their stability with tools of Newtonian mechanics of a particle moving in a 1-dimensional potential which is parameterized by the cosmological scale factor. We demonstrate that flat cosmology with bulk viscosity can be treated as a conservative system with a potential function of the Chaplygin gas type. We also confront viscous models with SNIa observations. The best fitted models are obtained by minimizing the $\\chi^{2}$ function which is illustrated by residuals and $\\chi^{2}$ levels in the space of model independent parameters. The general conclusion is that SNIa data supports the viscous model without the cosmological constant. The obtained values of $\\chi^{2}$ statistic are comparable for both the viscous model and LCDM model. The Bayesian information criteria are used to compare the models with different power law parameterization of viscous effects. Our result of this analysis shows that SNIa data supports viscous cosmology more than the LCDM model if the coefficient in viscosity parameterization is fixed. The Bayes factor is also used to obtain the posterior probability of the model.

Energy-Momentum Conservation Laws in Affine-Metric Gravitation Theory

The Lagrangian formulation of field theory does not provide any universal energy-momentum conservation law in order to analize that in gravitation theory. In Lagrangian field theory, we get different identities involving different stress energy-momentum tensors which however are not conserved, otherwise in the covariant multimomentum Hamiltonian formalism. In the framework of this formalism, we have the fundamental identity whose restriction to a constraint space can be treated the energy-momentum transformation law. This identity remains true also for gravity. Thus, the tools are at hand to investigate the energy-momentum conservation laws in gravitation theory. The key point consists in the feature of a metric gravitational field whose canonical momenta on the constraint space are equal to zero.

Energy conservation and cost benefits in the dairy processing industry

Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)

Alternative energy conserving systems for use in citrus processing plants were synthesized and evaluated in terms of energy savings and economic return. The energy intensive operations that are carried out in citrus processing plants include conveying and extraction, concentration, peel drying, refrigeration, and pasteurization. The alternative energy conserving systems are synthesized from components and subsystems that are arranged to make use of energy cascading and thermodynamic regeneration to reduce the overall energy usage. System requirements such as air pollution rules and plant processing load cycles, a characterization of major operations, description of alternative system concepts, and the evaluation of alternative systems in terms of economic parameters and energy usage are identified.

Economic analysis of proposed voluntary energy conservation standard for new residential buildings

The objective of this document is to present an analysis of the impacts of the proposed voluntary energy conservation standard for the construction of new residential buildings. This analysis examines the impacts of having the proposed residential standard apply immediately and, alternatively, having the proposed standard phased in over a five-year period. It does not address the question of whether realistically the standard would be adopted by states, nor does it weight the improbable impact of states with higher energy efficiency standards modifying their standard to comply with this voluntary standard. 19 refs., 1 fig., 12 tabs.

Marketing energy conservation options to Northwest manufactured home buyers

This study relies on extensive, existing survey data and new analyses to develop information that would help design a marketing plan to achieve energy conservation in new manufactured homes. Existing surveys present comprehensive information about regional manufactured home occupants and their homes that are relevant to a potential conservation marketing plan. An independent analysis of the cost-effectiveness of various efficiency improvements provides background information for designing a marketing plan. This analysis focuses on the economic impacts of alternative energy conservation options as perceived by the home owner. Identifying impediments to conservation investments is also very important in designing a marketing plan. A recent report suggests that financial constraints and the need for better information and knowledge about conservation pose the major conservation investment barriers. Since loan interest rates for new manufactured homes typically exceed site-built rates by a considerable amount and the buyers tend to have lower incomes, the economics of manufactured home conservation investments are likely to significantly influence their viability. Conservation information and its presentation directly influences the manufactured home buyer's decision. A marketing plan should address these impediments and their implications very clearly. Dealers express a belief that consumer satisfaction is the major advantage to selling energy efficient manufactured homes. This suggests that targeting dealers in a marketing plan and providing them direct information on consumers' indicated attitudes may be important. 74 refs.
