    In accordance with federal legislation, the U.S. Department of Energy (DOE) bas conducted a project to demonstrate use of its Interim Energy Conservation Standards for New Federal Residential Buildings. The demonstration is the second step in a three-step process: development of interim standards, demonstration of the interim standards, and development of final standards. Pacific Northwest Laboratory (PNL) collected information from the demonstration project and prepared this report under a contract with DOE. The purpose of the standards is to improve the energy efficiency of federal housing and increase the use of nondepletable energy sources. In accordance with the legislation, the standards were to be performance-based rather than prescribing specific energy conservation measures. The standards use a computer software program called COSTSAFR which individualizes the standards based on climate, housing type, and fuel costs. The standards generate minimum energy-efficiency requirements by applying the life-cycle cost methodology developed for federal projects, For the demonstration, the DOE chose live federal agency housing projects: four military housing projects and one project for the Department of Health and Human Services. DOE and PNL worked with agency housing procurement officials and designers/architects to hypothetically apply the interim standards to each housing project. PNL conducted extensive interviews with the federal agencies and design contractors to determine what impacts the standards would have on the existing agency procurement process as well as on designers. Overall, PNL found that the interim standards met the basic intent of the law. Specific actions were identified, however, that DOE could take to improve the standards and encourage the agencies to implement them. Agency personnel and designers expressed similar concerns about the standards: the minimum efficiency levels established by the standards were lower than expected and the standards did not provide an easy way to incorporate new energy-efficient and renewable resource tec.:hnolog:ies like solar heating systems. Agency personnel said the standards would fit into current procurement procedures with no big changes or cost increases, Many said the standards would decrease the time and effort they now spend to establish energy-efficiency requirements and to confirm that proposed designs comply with those requirements. Agency personnel praised the software and documentation for being easy to use and providing energy-efficiency requirements in energy dollars. Housing designers agreed that the DOE standards were easy to use to determine that their designs meet energy-efficiency goals. Many felt the information provided by the standards could be useful in the design process. Based on the demonstration, PNL recommends establishing task forces that will actively involve agency personnel and others in future revisions and development of the final standards. PNL also recommends that DOE and federal agencies investigate the use of market fuel and energy prices in the standards, rather than the prices paid by the agencies, to better reflect actual costs. A number of recommendations are made for improving communications between DOE and the users of the standards and for enhancing tools to implement the standards. Several recommendations are made for increasing the number of renewable resources that are included in the standards. Finally, PNL recommends ongoing monitoring activities to continue to identify ways in which the standards can be improved.

Participating agencies were the Air Force, the Army (which provided two case studies), the Navy, and the Department of Health and Human Services. PNL worked with agency housing procurement officials and designers/architects to hypothetically apply the interim standards to the procurement and design of each housing project. The demonstration started at the point in the project where agencies would establish their energyefficiency requirements for the project and followed the procurement process through the designers' use of the point system to develop a design which would comply with the standards. PNL conducted extensive interviews with the federal agencies and design contractors to determine what impacts the standards would have on the existing agency procurement process as well as on designers. Overall, PNL found that the interim standards met the basic intent of the law. Specific actions were identified, however, that DOE could take to improve the standards and encourage the agencies to implement them. Agency personnel found the minimum efficiency levels established by the standards to be lower than expected, and lower than their existing requirements. Generally, this was because the standards factor in fuel costs, as well as energy savings due to various conservation measures such as insulation, when they determine the minimum efficiency levels required. The demonstration showed that federal agencies often pay low prices for heating fuel and electricity; these lower costs "tipped the scales," allowing designers to meet the efficiency target with designs that were relatively inefficient. It appeared, however, that the low prices paid by agencies directly to suppliers did not capture the agencies' full costs of providing energy, such as the costs of distribution and storage. Agency personnel expressed some concern about the standards' ability to incorporate new energy-efficient technologies and renewable resource technologies like solar heating systems. An alternative compliance procedure was developed to incorporate new technologies; however, demonstration participants said the procedure was not well documented and was difficult and time consuming to use. Despite these concerns, most agency personnel thought that the standards would fit into current procurement procedures with no big changes or cost increases. Many said use of the standards would decrease the time and effort they now spend to establish energy-efficiency requirements and to confirm that proposed designs comply.     Three-quarters of DOE's Conservation R and D funds have been devoted to technology research and development: basic and applied research, exploratory R and D, engineering feasibility studies, pilot-scale prototype R and D, and technology demonstration. Non R and D projects have involved technology assessment program planning and analysis, model development, technology transfer and consumer information, health effects and safety research, and technical support for rule making. The success stories summarized in this compendium fall into three general categories: Completed Technology Success Stories, projects that have resulted in new energy-saving technologies that are presently being used in the private sector; Technical Success Stories, projects that have produced or disseminated important scientific/technical information likely to result in future energy savings; Program Success Stories, non-R and D activities that have resulted in nationally significant energy benefits. The Energy Conservation research and development program at DOE is managed by the Office of Conservation under the direction of the Deputy Assistant Secretary for Conservation. Three subordinate Program Offices correspond to the buildings, transportation, and industrial end-use sectors.     The National Appliance Energy Conservation Act (NAECA) of 1987 established minimum energy-efficiency standards for room air conditioners, which became effective on January 1, 1990. The 1990 minimum energy-efficiency ratios (EER) range from 8.0 to 9.0 (Btu/h)/W (2.34 to 2.64 W/W). As required by NAECA, the Department of Energy (DOE) must also consider amending the room air conditioner standards that went into effect in 1990. As a result, the DOE issued a Notice of Proposed Rulemaking (NOPR) in March 1994 proposing new energy-efficiency standards for several products including room air conditioners. DOE received an extensive number of comments in response to the updated standards that were proposed. A reanalysis was conducted incorporating these comments, resulting in revised estimates of the cost and efficiency increases for more efficient room air conditioner designs. This paper describes the cost-efficiency analysis of design options carried out in support of DOE`s effort to revise the energy-efficiency standards that were proposed for room air conditioners in March 1994. The analysis shows that for the most popular classes of room air conditioners (classes without reverse cycle, with louvered sides, and with capacities ranging from less than 5000 to 20,000 Btu/h [1758 to 5860 W]) EERs of approximately 10.0 (Btu/h)/W (2.93 W/W) can be achieved by incorporating commonly used technologies, such as high-efficiency rotary compressors, grooved refrigerant tubing, slit-type fins, subcoolers, and permanent split capacitor fan motors. Even greater increases in efficiency can be realized with brushless permanent magnet fan motors, enlarged heat exchanger coils, and variable-speed compressors.

    The DOE International Energy Storage Database has more than 400 documented energy storage projects from 34 countries around the world. The database provides free, up-to-date information on grid-connected energy storage projects and relevant state and federal policies. More than 50 energy storage technologies are represented worldwide, including multiple battery technologies, compressed air energy storage, flywheels, gravel energy storage, hydrogen energy storage, pumped hydroelectric, superconducting magnetic energy storage, and thermal energy storage. The policy section of the database shows 18 federal and state policies addressing grid-connected energy storage, from rules and regulations to tariffs and other financial incentives. It is funded through DOE’s Sandia National Laboratories, and has been operating since January 2012.

DOE`s development and implementation of energy performance standards for commercial buildings were established by the Energy Conservation Standards for New Buildings Act of 1976, as amended, Public Law (PL) 94-385, 42 USC 6831 et seq., hereinafter referred to as the Act. In accordance with the Act, DOE was to establish performance standards for both federal and private sector buildings ``to achieve the maximum practicable improvements in energy efficiency and use of non-depletable resources for all new buildings``.

    The Department of Energy's (DOE) Office of Conservation and Renewable Energy proudly presents this summary of some its most successful projects and activities. The projects included in this document have made significant contributions to improving energy efficiency and fuel flexibility in the United States. The energy savings that can be realized from these projects are considerable. Americans have shown an impressive ability to reduce energy consumption since 1973. Studies show that 34 quadrillion Btus (quads) of energy were saved in 1988 alone as a result of energy conservation and other factors. These savings, worth approximately $180 billion, represent more energy than the United States obtains from any other single source. The availability of new, energy-efficient technologies has been an important ingredient in achieving these savings. Federal efforts to develop and commercialize energy-saving technologies and processes are a part of the reason for this progress. Over the past 10 years, DOE has carefully invested more than $2 billion in hundreds of research and development (R D) projects to ensure the availability of advanced technology in the marketplace. These energy-efficient projects are carried out through DOE's Office of Conservation and Renewable Energy and reflect opportunities in the three energy-consuming, end-use sectors of the economy: buildings, transportation, and industry.

    A systematic study of energy conservation for extended magnetohydrodynamic (MHD) models that include Hall terms and electron inertia is performed. It is observed that commonly used models do not conserve energy in the ideal limit, i.e., when viscosity and resistivity are neglected. In particular, a term in the momentum equation that is often neglected is seen to be needed for conservation of energy.

    In this paper, the impact of momentum and energy conservation of the collision operator in the kinetic description for Resonant Magnetic Perturbations (RMPs) in a tokamak is studied. The particle conserving differential collision operator of Ornstein-Uhlenbeck type is supplemented with integral parts such that energy and momentum are conserved. The application to RMP penetration in a tokamak shows that energy conservation in the electron collision operator is important for the quantitative description of plasma shielding effects at the resonant surface. On the other hand, momentum conservation in the ion collision operator does not significantly change the results.

    A study was carried out of the flows of commercial energy in the economy of Kenya. Indications were sought of the extent to which energy conservation, (i.e., increase in efficiency of energy use) has reduced the ratio of energy inputs to economic outputs, in the post-1973 years. An assessment was made of the potential for energy conservation to reduce the growth of Kenyan energy use in the future and of significant barriers to increasing energy efficiency. Consideration was given to the role of government policy and of international assistance in fostering energy conservation in Kenya and other developing countries. The study was performed by analyzing available energy data and statistics from the largest oil companies, the Kenyan electric utility, and the government. These sources were supplemented by conducting personal interviews with personnel of nearly 50 commercial firms in Kenya. Direct consumption of fuel accounts for 94% of the commercial energy use in Kenya, while electricity accounts for 6%. The sectoral division of fuel use is: transportation 53%, industry 21%, energy production 11%, agriculture 9%, buildings and residences 5%, and construction 1%. For electricity the division is: buildings and residences 48%, industry 45%, energy production 4%, agriculture 2%, and construction 1%. Recent progress in conservation is reported.

The results of the energy conservation study conducted by Los Alamos in FY 1981 and 1982 for Building 2360 (Vandenberg Hall), Building 2169 (Field House), and Building 2410 (Aeronautics Laboratory) are presented. Energy Conservation and Solar Opportunities (ECOs) are identified for each building and predicted heating, cooling and electric energy savings are presented for each ECO. Economic results are summarized as annual dollars saved, discounted benefit-to-cost ratio, maximum investment targets, and the life-cycle cost of implementing each ECO.

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    A conventional derivation of motion equations in mechanics and field equations in field theory is based on the principle of least action with a proper Lagrangian. With a time-independent Lagrangian, a function of coordinates and velocities that is called energy is constant. This paper presents an alternative approach, namely derivation of a general form of equations of motion that keep the system energy, expressed as a function of generalized coordinates and corresponding velocities, constant. These are Lagrange equations with addition of gyroscopic forces. The important fact, that the energy is defined as the function on the tangent bundle of configuration manifold, is used explicitly for the derivation. The Lagrangian is derived from a known energy function. A development of generalized Hamilton and Lagrange equations without the use of variational principles is proposed. The use of new technique is applied to derivation of some equations.

    The general conditions for DOD-DOE interactions were delineated in an October 1978, Memorandum of Understanding (MOU) that identified two basic goals: improving energy efficiency and availability within DOD, and utilizing DOD and DOE expertise and facilities to carry out projects of mutual interest. There has been considerable interaction between DOD and DOE, including a number of proposed joint initiatives but a systematic and coordinated approach for nurturing, maintaining, and expanding these relationships has not been developed. A DOD-DOE Workshop on Joint Energy Activities was held on March 10-12, 1980. The workshop was structured into five working groups - Mobility Fuels, Conservation, Fossil Fuels for Fixed Facilities, Solar and Renewable Energy Sources, and Special Projects - with DOD and DOE cochairmen for each. Over a hundred DOD and DOE management, program, and policymaking representatives were brought together by the workshop Steering Committee to identify specific programs for inclusion in an overall plan for implementing the MOU and to deal with fundamental issues and problems of maintaining future communications. The workshop accomplished its goals, these being to: (1) improve communication among the appropriate key DOD and DOE personnel at all levels and promote information exchange; (2) review ongoing and already-proposed joint DOD and DOE programs; (3) initiate a coordinated, systematic effort to establish joint DOD-DOE energy-security programs; and (4) propose specific programs and projects of mutual interest for inclusion in a follow-on joint-implementation plan.

    Observations in Quantum Mechanics are subject to complex restrictions arising from the principle of energy conservation. Determining such restrictions, however, has been so far an elusive task, and only partial results are known. In this paper we discuss how constraints on the energy spectrum of a measurement device translate into limitations on the measurements which we can effect on a target system with non-trivial energy operator. We provide efficient algorithms to characterize such limitations and we quantify them exactly when the target is a two-level quantum system. Our work thus identifies the boundaries between what is possible or impossible to measure, i.e., between what we can see or not, when energy conservation is at stake.

These assessments are based on analyses performed by or for the respective DOE Program Offices. The results are sensitive to a number of variables and assumptions; however, the estimates presented are considered representative. These assessments are presented, followed by some conclusions regarding the potential role of the conservation and renewable energy alternative. The approach used to classify the bibliographic citations and abstracts is outlined.

    Almost every aspect of land development has an effect on energy use, from minute architectural details to broad considerations of urban density. Energy-efficiency depends in part on how development is planned and carried out. Conventional development regulations, such as zoning ordinances and subdivision regulations, can be adapted in many ways to promote energy conservation at the community level. This report is about energy-efficient site and neighborhood design. It examines recent experiences of local governments that have adopted new development regulations or amended existing ones to promote energy conservation, more efficient generation and distribution, or a switch to alternative, renewable sources. Although much has been written in recent years about saving energy through community design, actual experience in applying these new ideas is still limited. To date, most communities have focused their efforts on studying the problem, documenting consumption patterns, and writing reports and plans. Only a handful have amended their land-use controls for the express purpose of saving energy. This study identifies 13 of these pioneering communities, after undertaking a survey of over 1400 local, regional, and state planning agencies. It takes a look at their experiences, to learn what has been done, how well it has worked, and what problems have been encountered.

    Under the Energy Policy Act of 1992, the Federal Energy Management Program (FEMP) is required to provide federal facility managers with a clear determination of the impact of water conservation practices on energy consumption. This paper introduces the WATERGY model, which is a spreadsheet model to analyze total energy savings associated with water conservation efforts. The contribution of this effort is the development of a synergistic model based on engineering algorithms as opposed to lumped parameter estimates. The model explicitly details the relationships between direct and indirect water and energy savings. Irrigation, plumbing fixture, appliance, and boiler blowdown savings comprise the direct water component of the model. Reduction in leakage and unaccounted-for water in the distribution system are calculated as indirect water savings. Direct energy savings are calculated for hot water production. Indirect energy savings associated with distribution and collection, electric line losses, and unaccounted-for gas are determined by the model. Data sources, algorithms, and engineering assumptions used in the development of the model are detailed. The model capabilities are demonstrated for a hypothetical federal facility.

    The various methods to derive Einstein conservation laws and the relevant definitions of energy-momentum tensor density for gravitational fields are studied in greater detail. It is shown that these methods are all equivalent. The study on the identical and different characteristics between Lorentz and Levi-Civita conservation laws and Einstein conservation laws is thoroughly explored. Whether gravitational waves carry the energy-momentum is discussed and some new interpretations for the energy exchanges in the gravitational systems are given.     We apply the principle of energy conservation to the motion of the test particle in gravitational field by requiring that its energy, gained by gravitation, has to be balanced by decrease of its rest mass. Due to the change of mass in gravitational field Newton's force law between gravitating bodies is modified, too. With this modified force law we build up the the classical field theory of gravitation in which all relevant field quantities are in the definition domain $r\\in [0,\\infty)$ finite and positive. We show that under such circumstances, the energy release at any gravitational collapse is finite.     We have presented views of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    The West Virginia State Building Code contains two options for energy efficiency requirements in one- and two-family dwellings. One is the International Code Council?s (ICC) 2000 International Energy Conservation Code (IECC) (ICC 1999a,b) (87-4-4.1.6). The second is an exception (replacement) for Chapter 11 of the ICC International Residential Code (IRC) (87-4-4.1.7). The West Virginia Energy Efficiency Program, West Virginia Development Office, has asked the U.S. Department of Energy (DOE) to compare the energy use resulting from the application of the 2000 IECC code and the IRC code, as amended by West Virginia. The Department's Pacific Northwest National Laboratory (PNNL) compared the energy use from compliance with the 2000 IECC to the exception to Chapter 11 of the IRC known as the ''Alternate Energy Code''.

    This report reviews four of the major models used by the Department of Energy (DOE) for energy conservation analyses in the residential- and commercial-building sectors. The objective is to provide a critical analysis of how these models can serve as tools for DOE and its Conservation Policy Office in evaluating and quantifying their policy and program requirements. For this, the study brings together information on the models' analytical structure and their strengths and limitations in policy applications these are then employed to assess the most-effective role for each model in addressing future issues of buildings energy-conservation policy and analysis. The four models covered are: Oak Ridge Residential Energy Model; Micro Analysis of Transfers to Households/Comprehensive Human Resources Data System (MATH/CHRDS) Model; Oak Ridge Commercial Energy Model; and Brookhaven Buildings Energy Conservation Optimization Model (BECOM).

    The Lagrangian formulation of field theory does not provide any universal energy-momentum conservation law in order to analize that in gravitation theory. In Lagrangian field theory, we get different identities involving different stress energy-momentum tensors which however are not conserved, otherwise in the covariant multimomentum Hamiltonian formalism. In the framework of this formalism, we have the fundamental identity whose restriction to a constraint space can be treated the energy-momentum transformation law. This identity remains true also for gravity. Thus, the tools are at hand to investigate the energy-momentum conservation laws in gravitation theory. The key point consists in the feature of a metric gravitational field whose canonical momenta on the constraint space are equal to zero.

    Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)

    The objective of this document is to present an analysis of the impacts of the proposed voluntary energy conservation standard for the construction of new residential buildings. This analysis examines the impacts of having the proposed residential standard apply immediately and, alternatively, having the proposed standard phased in over a five-year period. It does not address the question of whether realistically the standard would be adopted by states, nor does it weight the improbable impact of states with higher energy efficiency standards modifying their standard to comply with this voluntary standard. 19 refs., 1 fig., 12 tabs.

    This study relies on extensive, existing survey data and new analyses to develop information that would help design a marketing plan to achieve energy conservation in new manufactured homes. Existing surveys present comprehensive information about regional manufactured home occupants and their homes that are relevant to a potential conservation marketing plan. An independent analysis of the cost-effectiveness of various efficiency improvements provides background information for designing a marketing plan. This analysis focuses on the economic impacts of alternative energy conservation options as perceived by the home owner. Identifying impediments to conservation investments is also very important in designing a marketing plan. A recent report suggests that financial constraints and the need for better information and knowledge about conservation pose the major conservation investment barriers. Since loan interest rates for new manufactured homes typically exceed site-built rates by a considerable amount and the buyers tend to have lower incomes, the economics of manufactured home conservation investments are likely to significantly influence their viability. Conservation information and its presentation directly influences the manufactured home buyer's decision. A marketing plan should address these impediments and their implications very clearly. Dealers express a belief that consumer satisfaction is the major advantage to selling energy efficient manufactured homes. This suggests that targeting dealers in a marketing plan and providing them direct information on consumers' indicated attitudes may be important. 74 refs.

    All the Doubly Special Relativity (DSR) models studied in literature so far involve a deformation of the energy conservation rule that forces us to release the hypothesis of the additivity of the energy for composite systems. In view of the importance of the issue for a consistent formulation of a DSR statistical mechanics and a DSR thermodynamics, we show that DSR models preserving the usual (i.e. additive) energy conservation rule can be found. These models allow the construction of a DSR-covariant extensive energy. The implications of the analysis for the dynamics of DSR-covariant multiparticle systems are also briefly discussed.

    Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). A comparative analysis is performed. Elements are proposed for inclusion in a comprehensive strategy for conservation in new buildings. (MCW)

    An integrated view of the Office of Conservation and Solar Energy (CS) policy making encompassing both administrative procedures and policy analysis is presented. Chapter One very briefly sketches each step in the development of a significant regulation, noting important requirements and participants. Chapter Two expands upon the Overview, providing the details of the process, the rationale and source of requirements, concurrence procedures, and advice on the timing and synchronization of steps. Chapter Three explains the types of analysis documents that may be required for a program. Regulatory Analyses, Environmental Impact Statements, Urban and Community Impact Analyses, and Regulatory Flexibility Analyses are all discussed. Specific information to be included in the documents and the circumstances under which the documents need to be prepared are explained. Chapter Four is a step-by-step discussion of how to do good analysis. Use of models and data bases is discussed. Policy objectives, alternatives, and decision making are explained. In Chapter five guidance is provided on identifying the public that would most likely be interested in the regulation, involving its constituents in a dialogue with CS, evaluating and handling comments, and engineering the final response. Chapter Six provides direction on planning the evaluation, monitoring the regulation's success once it has been promulgated, and allowing for constructive support or criticism from outside DOE.     Pacific Northwest National Laboratory (PNNL) performed an energy and water evaluation of selected buildings on the Hanford Site during the months of May and June 2012. The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

    A general assessment of the range of barriers which impede household investments in weatherization and other energy efficiency improvements for their homes is provided. The relationship of similar factors to households' interest in receiving a free energy audits examined. Rates of return that underly household investments in major conservation improvements are assessed. A special analysis of household knowledge of economically attractive investments is provided that compares high payback improvements specified by the energy audit with the list of needed or desirable conservation improvements identified by respondents.
