    We found that DOE headquarters and some field offices have been unable to meet DOE goals to reinvestigate security clearances. Clearance reinvestigation are an important element of DOE's security program because they are aimed at identifying employees whose lifestyles raise questions about their eligibility for a clearance. DOE's failure to perform timely reinvestigation has contributed to having cleared employees in its work force who may not be suitable for a clearance because they have serious drug, alcohol, or other problems. DOE needs to develop a plan to ensure that all required reinvestigations are performed on time. Planning should start with a review of the appropriateness of the number and level of active clearances, since these factors largely determine the reinvestigation workload. The plan should then provide for the resources necessary to meet requirements.

    U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal governments trust responsibility to the tribes, tribal treaty rights, and the Department of Energys American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are encouraged to educate themselves about the history and culture of tribal nations near DOE facilities.This guide provides a first step in that direction.

This report summarizes the radiation exposures received by both employees and visitors at DOE and COE contractor facilities during 1991. Trends in radiations exposures are evaluated. The significance of the doses is addressed by comparing them to the DOE limits and by correlating the doses to health risks based on risk estimates from expert groups.

    A team of analysts designed and conducted a scoping evaluation to estimate the technical capabilities of fifteen Department of Energy sites for disposal of the hazardous metals in mixed low-level waste (i.e., waste that contains both low-level radioactive materials and hazardous constituents). Eight hazardous metals were evaluated: arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver. The analysis considered transport only through the groundwater pathway. The results are reported as site-specific estimates of maximum concentrations of each hazardous metal in treated mixed low-level waste that do not exceed the performance measures established for the analysis. Also reported are site-specific estimates of travel times of each hazardous metal to the point of compliance.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Beatty, Sarcobatus Flats, Rachel, Caliente, Pahranagat NWR, Crater Flat, and Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. This letter report provides a summary of air quality and meteorological data, on completion of the site's sampling program.

    This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the needs of California, determining residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and level of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

This course covers the basic Safety, Security, and Quality issues that pertain to all employees of Westinghouse Hanford Company. The topics that are covered were taken from the recommendations and requirements for General Employee Training as set forth by the Institute of Nuclear Power Operations (INPO) in INPO 87-004, Guidelines for General Employee Training, applicable US Department of Energy orders, and Westinghouse Hanford Company procedures and policy.     The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    The goal of the U.S. Department of Energy (DOE) is to conduct its operations, including radiological, to ensure the safety and health of all DOE employees, contractors, and subcontractors. The DOE strives to maintain radiation exposures to its workers below administrative control levels and DOE limits and to further reduce these exposures to levels that are “As Low As Reasonably Achievable” (ALARA). The 2001 DOE Occupational Radiation Exposure Report provides a summary and analysis of the occupational radiation exposure received by individuals associated with DOE activities. The DOE mission includes stewardship of the nuclear weapons stockpile and the associated facilities, environmental restoration of DOE, and energy research.

    This is the seventh in a series of seven volumes which constitute a guide to records of the Rocky Flats Plant useful for conducting health-related research. The primary purpose of Volume VII is to describe record series pertaining to employee occupational exposure and health at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of occupational exposure monitoring and health practices at Rocky Flats, and identifies organizations contributing to occupational exposure monitoring and health policies and activities. Other topics include the scope and arrangement of the guide and the organization to contact for access to these records. Comprehensive introductory and background information is available in Volume 1. Other volumes in the guide pertain to administrative and general subjects, facilities and equipment, production and materials handling, environmental and workplace monitoring, and waste management. In addition, HAI has produced a subject-specific guide, titled The September 1957 Rocky Flats Fire: A Guide to Record Series of the Department of Energy and Its Contractors, which researchers should consult for further information about records related to this incident.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    A Settlement Agreement between the Department of Energy (DOE) and the State of Idaho mandates that all high-level radioactive waste (HLW) now stored at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering and Environmental Laboratory (INEEL) will be treated so that it is ready to be moved out of Idaho for disposal by a target date of 2035. This study investigates the nonseparations Cementitious Waste Option (CWO) as a means to achieve this goal. Under this option all liquid sodium-bearing waste (SBW) and existing HLW calcine would be recalcined with sucrose, grouted, canisterized, and interim stored as a mixed-HLW for eventual preparation and shipment off-Site for disposal. The CWO waste would be transported to a Greater Confinement Disposal Facility (GCDF) located in the southwestern desert of the US on the Nevada Test Site (NTS). All transport preparation, shipment, and disposal facility activities are beyond the scope of this study. CWO waste processing, packaging, and interim storage would occur over a 5-year period between 2013 and 2017. Waste transport and disposal would occur during the same time period.

    There has been a need for a faster and cheaper deployment model for information technology (IT) solutions to address waste management needs at US Department of Energy (DOE) complex sites for years. Budget constraints, challenges in deploying new technologies, frequent travel, and increased job demands for existing employees have prevented IT organizations from staying abreast of new technologies or deploying them quickly. Despite such challenges, IT organizations have added significant value to waste management handling through better worker safety, tracking, characterization, and disposition at DOE complex sites. Systems developed for site-specific missions have broad applicability to waste management challenges and in many cases have been expanded to meet other waste missions. Radio frequency identification (RFID) and global positioning satellite (GPS)-enabled solutions have reduced the risk of radiation exposure and safety risks. New web-based and mobile applications have enabled precision characterization and control of nuclear materials. These solutions have also improved operational efficiencies and shortened schedules, reduced cost, and improved regulatory compliance. Collaboration between US Department of Energy (DOE) complex sites is improving time to delivery and cost efficiencies for waste management missions with new information technologies (IT) such as wireless computing, global positioning satellite (GPS), and radio frequency identification (RFID). Integrated solutions developed at separate DOE complex sites by new technology Centers of Excellence (CoE) have increased material control and accountability, worker safety, and environmental sustainability. CoEs offer other DOE sister sites significant cost and time savings by leveraging their technology expertise in project scoping, implementation, and ongoing operations.

    The accidents at the Three Mile Island Unit 2 (TMI-2) and Fukushima Daiichi Units 1, 2, and 3 nuclear power plants demonstrate the critical importance of accurate, relevant, and timely information on the status of reactor systems during a severe accident. These events also highlight the critical importance of understanding and focusing on the key elements of system status information in an environment where operators may be overwhelmed with superfluous and sometimes conflicting data. While progress in these areas has been made since TMI-2, the events at Fukushima suggests that there may still be a potential need to ensure that critical plant information is available to plant operators. Recognizing the significant technical and economic challenges associated with plant modifications, it is important to focus on instrumentation that can address these information critical needs. As part of a program initiated by the Department of Energy, Office of Nuclear Energy (DOE-NE), a scoping effort was initiated to assess critical information needs identified for severe accident management and mitigation in commercial Light Water Reactors (LWRs), to quantify the environment instruments monitoring this data would have to survive, and to identify gaps where predicted environments exceed instrumentation qualification envelop (QE) limits. Results from the Pressurized Water Reactor (PWR) scoping evaluations are documented in this report. The PWR evaluations were limited in this scoping evaluation to quantifying the environmental conditions for an unmitigated Short-Term Station BlackOut (STSBO) sequence in one unit at the Surry nuclear power station. Results were obtained using the MELCOR models developed for the US Nuclear Regulatory Commission (NRC)-sponsored State of the Art Consequence Assessment (SOARCA) program project. Results from this scoping evaluation indicate that some instrumentation identified to provide critical information would be exposed to conditions that significantly exceeded QE limits for extended time periods for the low frequency STSBO sequence evaluated in this study. It is recognized that the core damage frequency (CDF) of the sequence evaluated in this scoping effort would be considerably lower if evaluations considered new FLEX equipment being installed by industry. Nevertheless, because of uncertainties in instrumentation response when exposed to conditions beyond QE limits and alternate challenges associated with different sequences that may impact sensor performance, it is recommended that additional evaluations of instrumentation performance be completed to provide confidence that operators have access to accurate, relevant, and timely information on the status of reactor systems for a broad range of challenges associated with risk important severe accident sequences.

    The goal of the US Department of Energy (DOE) is to conduct its radiological operations to ensure the health and safety of all DOE employees including contractors and subcontractors. The DOE strives to maintain radiation exposures to its workers below administrative control levels and DOE limits and to further reduce these exposures and releases to levels that are ``As Low As Reasonably Achievable`` (ALARA). The DOE Occupational Radiation Exposure Report, 1996 provides summary and analysis of the occupational radiation exposure received by individuals associated with DOE activities. The DOE mission includes stewardship of the nuclear weapons stockpile and the associated facilities, environmental restoration of DOE and precursor agency sites, and energy research. Collective exposure at DOE has declined by 80% over the past decade due to a cessation in opportunities for exposure during the transition in DOE mission from weapons production to cleanup, deactivation and decommissioning, and changes in reporting requirements and dose calculation methodology. In 1996, the collective dose decreased by 10% from the 1995 value due to decreased doses at five of the seven highest-dose DOE sites. For 1996, these sites attributed the reduction in collective dose to the completion of several decontamination and decommissioning projects, reduced spent fuel storage activities, and effective ALARA practices. This report is intended to be a valuable tool for managers in their management of radiological safety programs and commitment of resources.

    The meeting began with presentations by the facilitator, Mr. Spiegel, and the representative from DOE, Dr. Lewis. The facilitator introduced those on the podium. He then described the general structure of the meeting and its purpose: to hear the issues and concerns of those present regarding the proposed Hawaiian Geothermal Project. He described his role as assuring the impartiality and fairness of the meeting. Dr. Lewis of DOE further defined the scope of the project, introduced those of the EIS team present and briefly described the EIS process.
