    The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Operations in Building 4839 from 1968 to 1996 resulted in effluent releases to the leachfield and associated collection system. In general, effluent released to the leachfield consisted of sanitary wastewater from a toilet, urinal, lavatory, and drinking fountain located within Building 4839. The subsurface soils in the vicinity of the collection system and leachfield may have been impacted by effluent containing contaminants of potential concern generated by support activities associated with the Building 4839 operations.

    The Manhattan Engineer District (MED) and U.S. Atomic Energy Commission (AEC) contracted for support work through private and academic parties through the early 1960's. The work often involved radioactive materials. Residual radioactive contamination was left at some of more than 600 potentially contaminated (candidate) sites, and worker health and safety concerns remain from the site operations and subsequent remediation activities. The U.S. Department of Energy (DOE) initiated a program to identify and protect records of MED/AEC activities and of remediation work conducted under the Formerly Utilized Sites Remedial Action Program (FUSRAP) to aid in resolving questions about site conditions, liability, and worker health and safety and to ensure ongoing protectiveness of human health and the environment. This paper discusses DOE activities undertaken to locate records collections, confirm retention schedules and access requirements, and document information about the collections for use by future stewards. In conclusion: DOE-LM recognizes that records and information management is a critical component of effective LTS and M. Records are needed to answer questions about site conditions and demonstrate to the public in the future that the sites are safe. DOE-LM is working to satisfy present needs and anticipate future uses for FUSRAP records, and compile a collection of site and program information from which future stewards can readily locate and retrieve needed information.     This document provides information obtained during the performance of risk assessment tasks in support of the Assurance Program for Remedial Action (APRA) sponsored by the Office of Operational Safety of the Department of Energy. We have presented a method for the estimation of projected health effects at properties in the vicinity of uranium mill tailing piles due to transported tailings or emissions from the piles. Because radon and radon daughter exposure is identified as the principal factor contributing to health effects at such properties, the basis for estimating lung cancer risk as a result of such exposure is discussed in detail. Modeling of health risk due to a secondary pathway, ingestion of contaminated, home-grown food products, is also discussed since it is a potentially important additional source of exposure in certain geographic locations. Risk assessment methods used in various mill tailings reports are reviewed. The protocols for radiological surveys conducted in DOE-sponsored remedial action programs are critically reviewed with respect to their relevance to the needs of health risk estimation. The relevance of risk assessment to the APRA program is discussed briefly.

    The Waste Isolation Pilot Plant (WIPP) Records Management Handbook provides the WIPP Project Records Management personnel with a tool to use to fulfill the requirements of the WIPP Records Program and direct their actions in the important area of records management. The handbook describes the various project areas involved in records management, and how they function. The handbook provides the requirements for Record Coordinators and Master Record Center (MRC) personnel to follow in the normal course of file management, records scheduling, records turnover, records disposition, and records retrieval. More importantly, the handbook provides a single reference which encompasses the procedures set fourth in DOE Order 1324.2A, Records Disposition'' ASME NQA-1, Quality Assurance Program Requirements for Nuclear Facilities'' and DOE-AL 5700.6B, General Operations Quality Assurance.'' These documents dictate how an efficient system of records management will be achieved on the WIPP Project.

    This Corrective Action Investigation Plan (CAIP) contains the U.S. Department of Energy, Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 490 under the Federal Facility Agreement and Consent Order. Corrective Active Unit 490 consists of four Corrective Action Sites (CASs): 03-56-001-03BA, Fire Training Area (FTA); RG-56-001-RGBA, Station 44 Burn Area; 03-58-001-03FN, Sandia Service Yard; and 09-54-001-09L2, Gun Propellant Burn Area. These CASs are located at the Tonopah Test Range near Areas 3 and 9. Historically, the FTA was used for training exercises where tires and wood were ignited with diesel fuel. Records indicate that water and carbon dioxide were the only extinguishing agents used during these training exercises. The Station 44 Burn Area was used for fire training exercises and consisted of two wooden structures. The two burn areas (ignition of tires, wood, and wooden structures with diesel fuel and water) were limited to the building footprints (10 ft by 10 ft each). The Sandia Service Yard was used for storage (i.e., wood, tires, metal, electronic and office equipment, construction debris, and drums of oil/grease) from approximately 1979 to 1993. The Gun Propellant Burn Area was used from the 1960s to 1980s to burn excess artillery gun propellant, solid-fuel rocket motors, black powder, and deteriorated explosives; additionally, the area was used for the disposal of experimental explosive items. Based on site history, the focus of the field investigation activities will be to: (1) determine the presence of contaminants of potential concern (COPCs) at each CAS, (2) determine if any COPCs exceed field-screening levels and/or preliminary action levels, and (3) determine the nature and extent of contamination with enough certainty to support selection of corrective action alternatives for each CAS.     This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of the Weldon Spring Site Remedial Action Project (WSSRAP), conducted November 17--21, 1997. The site was evaluated against the program requirements contained in ``US Department of Energy Voluntary Protection Program, Part 1: Program Elements`` to determine its success in implementing the five tenets of DOE-VPP. DOE-VPP consists of three programs, with names and functions similar to those in OSHA`s VPP. These programs are STAR, MERIT, and DEMONSTRATION. The STAR program is the core of DOE-VPP. The program is aimed at truly outstanding protectors of employee safety and health. The MERIT program is a steppingstone for contractors and subcontractors that have good safety and health programs but need time and DOE guidance to achieve STAR status. The DEMONSTRATION program is rarely used; it allows DOE to recognize achievements in unusual situations about which DOE needs to learn more before determining approval requirements for the STAR status.

    Zone 1 is a 1400-acre area outside the fence of the main plant at The East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee. The Record of Decision for Interim Actions in Zone, ETTP (Zone 1 Interim ROD) (DOE 2002) identifies the remedial actions for contaminated soil, buried waste, and subsurface infrastructure necessary to protect human health and to limit further contamination of groundwater. Since the Zone 1 Interim Record of Decision (ROD) was signed, new information has been obtained that requires the remedy to be modified as follows: (1) Change the end use in Contractor's Spoil Area (CSA) from unrestricted industrial to recreational; (2) Remove Exposure Units (EU5) ZI-50, 51, and 52 from the scope of the Zone I Interim ROD; (3) Change the end use of the duct bank corridor from unrestricted industrial to restricted industrial; and (4) Remove restriction for the disturbance of soils below 10 feet in Exposure Unit (EU) Z1-04. In accordance with 40 Code of Federal Regulations (CFR) 300.435, these scope modifications are a 'significant' change to the Zone 1 Interim ROD. In accordance with CERCLA Sect. 117 (c) and 40 CFR 300.435 (c)(2)(i), such a significant change is documented with an Explanation of Significant Differences (ESD). The purpose of this ESD is to make the changes listed above. This ESD is part of the Administrative Record file, and it, and other information supporting the selected remedy, can be found at the DOE Information Center, 475 Oak Ridge Turnpike, Oak Ridge, Tennessee 37830, from 8:00 a.m. to 5:00 p.m., Monday through Friday.     The Rocky Mountain Arsenal (RMA) (Operable Unit 21) site comprises part of the 17,000-acre RMA site, which is a former U.S. Army chemical warfare and incendiary munitions manufacturing and assembly plant in Adams County, Colorado. From the 1950s until late 1969, the U.S. Army used the RMA facility to produce the nerve agent GB (isopropylmethyl-phosphonofluoridate). In addition, between 1947 and 1982, private industries leased major portions of the plant's facilities to manufacture various insecticides and herbicides. Operable Unit 21 (OU21), the South Tank Farm Plume (STFP), is one of several areas being addressed as part of the Other Contaminated Sources IRA. From 1947 to 1978, STF tanks 464A, 464B, and others were used intermittently to store bicycloheptadiene (BCHPD) and dicyclopentadiene (DCPD) bottoms generated from pesticide manufacturing. A number of U.S. Army investigations have revealed ground water contamination originating from the areas of light nonaqueous phase liquid (LNAPL) located near tank 464A. Recent investigations have shown that the STFP does not pose significant risk to public health or the environment. The ROD addresses interim management of migration of the STFP and is consistent with the Final Response Action. The primary contaminants of concern affecting the ground water are VOCs including benzene, toluene, and xylenes. The selected interim remedial action for the site is included.

    The Vogel Paint and Wax (VPW) site is an approximately two-acre disposal area two miles southwest of the town of Maurice, in Sioux County, Iowa. Adjacent land uses are primarily agricultural; however, several private residences are within one-quarter mile of the site. A surficial sand and gravel aquifer underlies the site and supplies nearby private wells and the Southern Sioux County Rural Water System, located a mile and one half southeast of the site. Paint sludge, resins, solvents, and other paint-manufacturing wastes were disposed of at the site between 1971 and 1979. VPW records indicate that approximately 43,000 gallons of aliphatic and aromatic hydrocarbons and 6,000 pounds of metals waste were buried at the site. The primary contaminants of concern affecting the soil and ground water are VOCs including benzene, toluene, and xylenes; and metals including chromium and lead. The selected remedial action for this site includes excavation of contaminated soil and separation of solid and liquid wastes; onsite bioremediation of 3,000 cubic yards of the contaminated soil in a fully contained surface impoundment unit, or onsite thermal treatment if soil contains high metal content; and stabilization of treated soil, if necessary to prevent leaching of metals, followed by disposal in the excavated area.

    The 40-acre Chemsol site is a former solvent recovery and waste reprocessing facility in Piscataway Township, Middlesex County, New Jersey. Land use in the area is predominantly commercial and residential, with an onsite marshy area that may be considered a wetlands. The site overlies a bedrock aquifer that is used as a regional drinking water source. Between 1980 and 1990, sampling of residential wells indicated the presence of organic contaminants and PCBs. The Record of Decision (ROD) provides an interim remedy to restrict the offsite migration of highly contaminated ground water. The primary contaminants of concern affecting the ground water are VOCs including benzene, toluene, and xylenes; other organics including pesticides and phenols; and metals including arsenic, chromium, and lead. The selected remedial action for this interim remedy includes installing a ground water collection trench; installing three ground water extraction wells to a depth of 130 feet; constructing an onsite treatment plant and treating contaminated ground water using air stripping, biological filtration, and activated carbon adsorption.

Corrective Action Unit 527 consists of one Corrective Action Site (CAS): 26-20-01, Contaminated Waste Dump No.1. The site is located in an abandoned mine site in Area 26 (which is the most arid part of the NTS) approximately 65 miles northwest of Las Vegas. Historical documents may refer to this site as CAU 168, CWD-1, the Wingfield mine (or shaft), and the Wahmonie mine (or shaft). Historical documentation indicates that between 1959 and the 1970s, nonliquid classified material and unclassified waste was placed in the Horn Silver Mine's shaft. Some of the waste is known to be radioactive. Documentation indicates that the waste is present from 150 feet to the bottom of the mine (500 ft below ground surface). This CAU is being investigated because hazardous constituents migrating from materials and/or wastes disposed of in the Horn Silver Mine may pose a threat to human health and the environment as well as to assess the potential impacts associated with any potential releases from the waste. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

Based on the evaluation of analytical data from the CAI, review of future and current operations in Areas 5, 6, 12, 20, and 23 of the Nevada Test Site, and the detailed and comparative analysis of the potential CAAs, the following single alternative was developed for consideration. Close in Place with Administrative Controls is the recommended alternative for all of the CASs in CAU 5. This alternative was judged to meet all requirements for the technical components evaluated. Additionally, the alternative meets all applicable state and federal regulations for closure of the sites and will eliminate inadvertent intrusion into landfills at CAU 5.

    This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations.     The 6,000-acre Anaconda Smelter site is a former copper and ore processing facility in Deer Lodge County, Montana. Land use in the area is predominantly residential. The site is bounded on the north and east, respectively, by the Warm Springs Creek and Mill Creek, both of which are potential sources of drinking water. From 1884 until 1980 when activities ceased, the site was used for ore processing and smelting operations. In 1988, EPA conducted an investigation to determine the nature and extent of the flue dust contamination. A 1988 ROD addressed the Mill Creek Operable Unit (OU15) and documented the relocation of residents from the community surrounding the smelter site as the selected remedial action. The Record of Decision (ROD) addresses the Flue Dust Operable Unit (OU11). The primary contaminants of concern affecting this site from the flue dust materials are metals including arsenic, cadmium, and lead. The selected remedial action for the site is included.

    Bangor Hydro applied to the DOE for a Presidential permit to construct a new electric transmission facility at the U.S. border with Canada. That action was determined to be ''a major federal action, significantly affecting the quality of the human environment'' within the meaning of NEPA. An EIS was issued on August 18, 1995, that considered the environmental impacts associated with granting or denying the Presidential permit. This ROD determined that allowing construction of the new electric facilities along alternative transmission line corridors and the options for alternative energy supplies discussed in the EIS did not prove preferable to granting the Presidential permit for construction along the proposed route.

    The John Deere Dubuque Works site is located approximately 2.5 miles north of the City of Dubuque, Iowa. The site is owned by Deere and Company, which has operated a manufacturing plant at the site since 1946. The plant property includes an area of 1,447 acres located in the flood plain at the confluence of the Little Maquoketa River and the Mississippi River. The waste-management history of the plant is complex, but the primary area of concern is an unlined landfill originally placed in a natural depression caused by the Little Maquoketa River. Prior to 1968, wastes were placed in the low areas of the landfill and combustible materials were burned. Another area of concern at the facility is the site of a 1980, 200,000-gallon diesel fuel spill. Investigations conducted by John Deere indicated that human health hazards at the landfill could be considered minimal with the primary hazard being the possibility of dissolved organic chemicals impacting offsite domestic wells located east of the plant along the Mississippi River. The primary contaminants of concern affecting the ground water are volatile organic compounds including benzene, PCE, TCE, and toluene. The selected remedial action for the site is included.

    The 35-acre Fort Wayne site (FW) is a former municipal landfill/waste disposal facility located along the Maumee River just east of the city of Fort Wayne, Allen County, Indiana. Two onsite areas are designated as wetlands. In addition, the site lies within a 100-year flood plain. The site accepted residential and industrial wastes from 1967 to 1976. From May 1967 to August 1970, FW was issued a county permit for public disposal of garbage and rubbish. Wastes were incinerated and the residual ash disposed of onsite. In 1970, FW changed its name to National Recycling Corporation. All solid waste was to be processed through the plant. It was torn down in 1985. Inspection reports indicated that deposited refuse included: industrial and liquid wastes, municipal wastes, garbage, paper, and wood. The site consists of two characteristically different areas reflecting its historical use: the eastern half of the site was used as the municipal/general refuse landfill (approximately 15 acres), and the western half of the site (approximately 5 acres) was used for disposal of industrial wastes, building debris, barrels of unidentified wastes, and residual ash from earlier incineration operations. Presently, soil and ground water are contaminated with 43 chemicals of concern including: metals, organics, PCBs, PAHs, phenols, and VOCs. The selected remedial action for the site is included.

    The 82.6-acre Naval Industrial Reserve Ordnance Plant (NIROP) site is a weapons system manufacturing facility in Fridley, Minnesota, which began operations in 1940. The site is a government-owned, contractor-operated, plant located just north of the FMC Corp. During the 1970s, paint sludge and chlorinated solvents were disposed of onsite in pits and trenches. In 1981, State investigations identified TCE in onsite water supply wells drawing from the Prairie DuChien/Jordan aquifer, and the wells were shut down. In 1983, EPA found drummed waste in the trenches or pits at the northern portion of the site, and as a result, during 1983 and 1984, the Navy authorized an installation restoration program, during which approximately 1,200 cubic yards of contaminated soil and 42 drums were excavated and landfilled offsite. The Record of Decision (ROD) addresses the remediation of a shallow ground water operable unit. The primary contaminants of concern affecting the ground water are VOCs including PCE, TCE, toluene, and xylene.

    The Seymour Recycling Corporation (SRC) site, encompassing a fourteen-acre area, is approximately two miles southwest of Seymour, Indiana. SRC and its corporate predecessor, Seymour Manufacturing Company, processed, stored, and incinerated chemical wastes at the site from about 1970 to early 1980. The facility was closed when SRC failed to comply with a 1978 agreement with the State of Indiana to cease receiving wastes and to institute better waste-management practices. In 1980, several thousand drums were removed from the site by two potentially responsible parties (PRPs). In 1981, the U.S. EPA removed chemicals from tanks at the site and disposed of those wastes offsite. A 1982 Consent Decree with potential PRPs resulted in the removal, between December 1982 and January 1984, of approximately 50,000 drums, 100 storage tanks and the first foot of contaminated soil from about 75 percent of the site's surface. A Record of Decision, signed in September 1986, evaluated the stabilization of the ground water plume emanating from the site and selected the implementation of a plume stabilization system to extract, treat and discharge ground water to a waste water treatment plant.

    The Hooker Chemical S-Area site is a former landfill area located in Niagara Falls, New York. The site lies adjacent to the Niagara River. Approximately 63,000 tons of chemical processing wastes were disposed of at the landfill. Ground water beneath the site also has been contaminated from aqueous phase and non-aqueous phase liquid chemicals. Chemicals have migrated toward the Niagara Falls Drinking Water Treatment Plant (DWTP) which lies to the east of the site, contaminating the Bedrock intake structures. The Record of Decision (ROD) addresses the landfill, a contaminated ground water plume, bedrock contamination, and the DWTP. The primary contaminants of concern affecting the soil, sediment, and ground water are VOCs including PCE; and other organics including chlorinated organics and pesticides. These CASs vary in terms of the sources and nature of potential contamination. The CASs are located and/or associated wit h the following Nevada Test Site (NTS) facilities within three areas. The first eight CASs were in operation between 1958 to 1984 in Area 25 include the Engine Maintenance, Assembly, and Disassembly Facility; the Missile Experiment Salvage Yard; the Reactor Maintenance, Assembly, and Disassembly Facility; the Radioactive Materials Storage Facility; and the Treatment Test Facility Building at Test Cell A. Secondly, the three CASs located in Area 26 include the Project Pluto testing area that operated from 1961 to 1964. Lastly, the Underground Southern Nevada Well (USW) G3 (CAS 25-99-16), a groundwater monitoring well located west of the NTS on the ridgeline of Yucca Mountain, was in operation during the 1980s. Based on site history and existing characterization data obtained to support the data quality objectives process, contaminants of potential concern (COPCs) for CAU 168 are primarily radionuclide; however, the COPCs for several CASs were not defined.     This Streamlined Approach for Environmental Restoration (SAFER) plan was prepared as a characterization and closure report for Corrective Action Unit (CAU) 357, Mud Pits and Waste Dump, in accordance with the Federal Facility Agreement and Consent Order. The CAU consists of 14 Corrective Action Sites (CASs) located in Areas 1, 4, 7, 8, 10, and 25 of the Nevada Test Site (NTS). All of the CASs are found within Yucca Flat except CAS 25-15-01 (Waste Dump). Corrective Action Site 25-15-01 is found in Area 25 in Jackass Flat. Of the 14 CASs in CAU 357, 11 are mud pits, suspected mud pits, or mud processing-related sites, which are by-products of drilling activities in support of the underground nuclear weapons testing done on the NTS. Of the remaining CASs, one CAS is a waste dump, one CAS contains scattered lead bricks, and one CAS has a building associated with Project 31.2. All 14 of the CASs are inactive and abandoned. Clean closure with no further action of CAU 357 will be completed if no contaminants are detected above preliminary action levels. A closure report will be prepared and submitted to the Nevada Division of Environmental Protection for review and approval upon completion of the field activities. Record of Technical Change No. 1 is dated 3/2004.

    This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 5 under the Federal Facility Agreement and Consent Order. Corrective Action Unit 5 consists of eight Corrective Action Sites (CASs): 05-15-01, Sanitary Landfill; 05-16-01, Landfill; 06-08-01, Landfill; 06-15-02, Sanitary Landfill; 06-15-03, Sanitary Landfill; 12-15-01, Sanitary Landfill; 20-15-01, Landfill; 23-15-03, Disposal Site. Located between Areas 5, 6, 12, 20, and 23 of the Nevada Test Site (NTS), CAU 5 consists of unlined landfills used in support of disposal operations between 1952 and 1992. Large volumes of solid waste were produced from the projects which used the CAU 5 landfills. Waste disposed in these landfills may be present without appropriate controls (i.e., use restrictions, adequate cover) and hazardous and/or radioactive constituents may be present at concentrations and locations that could potentially pose a threat to human health and/or the environment. During the 1992 to 1995 time frame, the NTS was used for various research and development projects including nuclear weapons testing. Instead of managing solid waste at one or two disposal sites, the practice on the NTS was to dispose of solid waste in the vicinity of the project. A review of historical documentation, process knowledge, personal interviews, and inferred activities associated with this CAU identified the following as potential contaminants of concern: volatile organic compounds, semivolatile organic compounds, polychlorinated biphenyls, pesticides, petroleum hydrocarbons (diesel- and gasoline-range organics), Resource Conservation and Recovery Act Metals, plus nickel and zinc. A two-phase approach has been selected to collect information and generate data to satisfy needed resolution criteria

Corrective Action Unit 165 consists of eight Corrective Action Sites (CASs): CAS 25-20-01, Lab Drain Dry Well; CAS 25-51-02, Dry Well; CAS 25-59-01, Septic System; CAS 26-59-01, Septic System; CAS 25-07-06, Train Decontamination Area; CAS 25-07-07, Vehicle Washdown; CAS 26-07-01, Vehicle Washdown Station; and CAS 25-47-01, Reservoir and French Drain. All eight CASs are located in the Nevada Test Site, Nevada. Six of these CASs are located in Area 25 facilities and two CASs are located in Area 26 facilities. The eight CASs at CAU 165 consist of dry wells, septic systems, decontamination pads, and a reservoir. The six CASs in Area 25 are associated with the Nuclear Rocket Development Station that operated from 1958 to 1973. The two CASs in Area 26 are associated with facilities constructed for Project Pluto, a series of nuclear reactor tests conducted between 1961 to 1964 to develop a nuclear-powered ramjet engine. Based on site history, the scope of this plan will be a two-phased approach to investigate the possible presence of hazardous and/or radioactive constituents at concentrations that could potentially pose a threat to human health and the environment. The Phase I analytical program for most CASs will include volatile organic compounds, semivolatile organic compounds, Resource Conservation and Recovery Act metals, total petroleum hydrocarbons, polychlorinated biphenyls, and radionuclides. If laboratory data obtained from the Phase I investigation indicates the presence of contaminants of concern, the process will continue with a Phase II investigation to define the extent of contamination.     The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address contamination remaining from Manhattan Engineer District and early U.S. Atomic Energy Commission activities. The DOE Office of Legacy Management determines if a site is eligible for FUSRAP remediation and conducts long-term surveillance and maintenance activities to maintain protectiveness. Since 1997, the U.S. Army Corps of Engineers conducts site investigations and remedial action. Depending on final site conditions when remediation is completed, DOE post-closure care requirements may include inspection, environmental monitoring, management of institutional controls, records and data management, and stakeholder relations.     The Des Moines TCE site is located southwest of downtown Des Moines, Polk County, Iowa. Land use in the area is predominantly industrial and commercial, and part of the site lies within the floodplain of the Raccoon River. Water from the Des Moines Water Works north infiltration gallery was found to be contaminated with trichloroethylene (TCE), dichloroethylene (DCE), and vinyl chloride at levels above accepted drinking water standards. The ROD addresses OU3, which encompasses potential sources of ground water contamination in an area north of the Raccoon River. The selected remedial action for OU3 includes no action with periodic groundwater monitoring.
