    The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA) (DOE/EA-0976) of the proposed corrective action for the Northeast Site at the Pinellas Plant in Largo, Florida. The Northeast Site contains contaminated groundwater that would be removed, treated, and discharged to the Pinellas County Sewer System. Based on the analyses in the EA, the DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C.4321 et.seq. Therefore, the preparation of an environmental impact statement is not required and the DOE is issuing this Finding of No Significant Impact (FONSI).

    This document provides information obtained during the performance of risk assessment tasks in support of the Assurance Program for Remedial Action (APRA) sponsored by the Office of Operational Safety of the Department of Energy. We have presented a method for the estimation of projected health effects at properties in the vicinity of uranium mill tailing piles due to transported tailings or emissions from the piles. Because radon and radon daughter exposure is identified as the principal factor contributing to health effects at such properties, the basis for estimating lung cancer risk as a result of such exposure is discussed in detail. Modeling of health risk due to a secondary pathway, ingestion of contaminated, home-grown food products, is also discussed since it is a potentially important additional source of exposure in certain geographic locations. Risk assessment methods used in various mill tailings reports are reviewed. The protocols for radiological surveys conducted in DOE-sponsored remedial action programs are critically reviewed with respect to their relevance to the needs of health risk estimation. The relevance of risk assessment to the APRA program is discussed briefly.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of the Weldon Spring Site Remedial Action Project (WSSRAP), conducted November 17--21, 1997. The site was evaluated against the program requirements contained in ``US Department of Energy Voluntary Protection Program, Part 1: Program Elements`` to determine its success in implementing the five tenets of DOE-VPP. DOE-VPP consists of three programs, with names and functions similar to those in OSHA`s VPP. These programs are STAR, MERIT, and DEMONSTRATION. The STAR program is the core of DOE-VPP. The program is aimed at truly outstanding protectors of employee safety and health. The MERIT program is a steppingstone for contractors and subcontractors that have good safety and health programs but need time and DOE guidance to achieve STAR status. The DEMONSTRATION program is rarely used; it allows DOE to recognize achievements in unusual situations about which DOE needs to learn more before determining approval requirements for the STAR status.

    On June 8, 2011, DOE/NREL hosted a hydrogen sensor workshop attended by nearly forty participants from private organizations, government facilities, and academic institutions . The workshop participants represented a cross section of stakeholders in the hydrogen community, including sensor developers, end users, site safety officials, and code and standards developers. The goals of the workshop were to identify critical applications for the emerging hydrogen infrastructure that require or would benefit from hydrogen sensors, to assign performance specifications for sensor deployed in each application, and to identify shortcomings or deficiencies (i.e., technical gaps) in the ability of current sensor technology to meet the assigned performance requirements.

    The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0854, for an interim action under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The proposed action would be conducted at Pit 9, Operable Unit 7--10, located at the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC) at the Idaho National Engineering Laboratory (INEL). The proposed action consists of construction of retrieval and processing buildings, excavation and retrieval of wastes from Pit 9, selective physical separation and chemical extraction, and stabilization of wastes either through thermal processing or by forming a stabilized concentrate. The proposed action would involve limited waste treatment process testing and full-scale waste treatment processing for cleaning up pre-1970 Transuranic (TRU) wastes in Pit 9.     The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Operations in Building 4839 from 1968 to 1996 resulted in effluent releases to the leachfield and associated collection system. In general, effluent released to the leachfield consisted of sanitary wastewater from a toilet, urinal, lavatory, and drinking fountain located within Building 4839. The subsurface soils in the vicinity of the collection system and leachfield may have been impacted by effluent containing contaminants of potential concern generated by support activities associated with the Building 4839 operations.

    This paper provides a novel and comprehensive model?based assessment of possible outcomes of the Durban Platform negotiations with a focus on emissions reduction requirements, the consistency with the 2C target and global economic impacts. The Durban Action scenarios investigated in the LIMITS studyall assuming the implementation of comprehensive global emission reductions after 2020, but assuming different 2020 emission reduction levels and different long?term stabilization targetsshow that the probability of exceeding the 2C limit increases with stabilization target from below one third for 450?470 ppm to 40?60% for 490?510 ppm in 2100. Global time?averaged economic costs of the Durban Action scenarios are limited across models, and are largely unaffected by the stringency of 2020 pledges. By contrast, the economic impact of delaying action beyond 2030 is much stronger on transitional costs. The main significance of short term action in the period 2010?2030 lies in preparing the ground for steep emissions reductions thereafter by inducing global emissions to peak and decline. The institutional challenges of all scenarios with fragmented near?term climate policy can be expected to be high as reflected in a steep rise of carbon prices and decarbonization rates until 2040. We conclude that an agreement on comprehensive emissions reductions to be implemented from 2020 onwards has particular significance for meeting long term climate policy objectives.

    The project takes a hierarchical approach. The supermodeling scheme was first studied exhaustively with simple systems of ordinary differential equations. Results were described in detail in the previous report. The principal findings were that 1) for highly non-linear systems, such as Lorenz-63, including systems which describe phenomena on very different (atmosphere/ocean) times scales, supermodeling is far superior to any form of output-averaging; 2) negative coefficients can be used to advantage in situations where all models err in the same way, but to different degrees; 3) an interesting variant of supermodeling, “weighted supermodeling”, is the limiting case where inter-model nudging coefficients in the originally conceived “connected supermodel” become infinite, but with fixed ratios, corresponding to a direct combination of the tendencies that appear in corresponding equations for the alternative models; 4) noise is useful for avoiding local optima in training the inter-model coefficients in the supermodel. The supermodeling scheme was then investigated with simple quasigeostrophic (QG) models. As described in the previous report, it was found that QG models on a sphere can be coupled most efficaciously by working in a basis which captures the most variance, rather than the most instability, a somewhat unexpected result that still deserves scrutiny in a broader context. Further studies (since the last report) with QG channel models addressed the central question of when supermodeling is superior to output averaging in situations where nonlinearites are less extreme than with the ODEs initially studied. It was found that for realistic variations in a parameter in the QG model, output averaging is sufficient to capture all but the most subtle quantitative and qualitative behavior.     DOE has prepared an Environmental Assessment (EA), DOE/EA-1497, for the proposed replacement of the existing 107 centimeter (cm) [42 inch (in)] 6.87 kilometer (km) [4.27 mile (mi)] raw water intake pipeline (RWIPL). This action is necessary to allow for continued, optimum operations at the West Hackberry facility (main site/facility). The EA described the proposed action (including action alternatives) and three alternatives to the proposed action. The EA evaluated only the potential environmental consequences of the proposed action (one action alternative), and Alternative 3, which consisted of the No Build Action that is required by 10 CFR 1021.321(c). Based on the analysis in DOE/EA-1497, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting humans or the natural environment within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 USC 4321 et seq. Therefore, an Environmental Impact Statement (EIS) is not required, and DOE is issuing this Finding of No Significant Impact (FONSI). To further minimize impacts to environmental media, the DOE will also implement a Mitigation Action Plan (MAP) for this action. The MAP is included as Appendix F of this EA, which is appended to this FONSI. The Energy Policy and Conservation Act of 1975 (EPCA), as amended, authorizes the creation of the Strategic Petroleum Reserve (SPR) to store crude oil to reduce the United States' vulnerability to energy supply disruptions. Crude oil is stored in geologic formations, or salt domes, located under these facilities. The purpose of this proposed project is to construct a new RWIPL at the main site to replace the existing RWIPL which services this facility.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years.     This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER). The mitigation measures proposed are expected to reduce impacts as much as feasible, however, as experience is gained in actual implementation of these measures, some changes may be warranted.

    The Department of Energy`s Federal Energy Management Program (FEMP) is charged with carrying out key sections of EPACT and Executive Order 12903, to make the Federal government operate more efficiently. A congressionally mandated energy and water conservation audit program is one component of this growing DOE program. This paper traces the SAVEnergy Action Plan program throughout its development from (1) identifying projects and Agency champions, (2) establishing a protocol and fitting auditors into the program, (3) developing a data base to track the audits and measure their success, and (4) evaluating the process, learning from mistakes, and charting and transferring successes. A major tenet of the SAVEnergy program is to proactively prescreen all audit activities to ensure that -- where audits are done and Action Plans completed -- projects will be done.

  20. Implementing mitigative actions on the Superconducting Super Collider project

    The Super Collider is the first project for which a Mitigation Action Plan (MAP) was prepared under a DOE Order that became effective in 1990. The policy requires a MAP for any project where environmental findings were predicated on taking mitigative actions. The MAP must be approved prior to the start of preliminary design and thus cannot be site or facility-specific because the requisite level of detail would not be available. This gap is filled by a series of environmental compliance plans (ECP) that are prepared by the architect-engineer/constructions manager under the direction of the DOE Management and Operations Contractor for the Super Collider. A given ECP identifies the environmental protection measures applicable to the respective contract package. The designated design team uses the ECP as one of its requirements documents and the environmental staff uses it during design reviews to verify compliance with the MAP. Site audits and monitoring data are used to document compliance and verify the effectiveness of mitigative actions, or identify required corrective actions. The applicability of this process to other projects falling within the scope of the National Environmental Policy Act is discussed.

    In April 1996, the U.S. Department of Energy (DOE) completed an environmental assessment (EA) (DOE/EA-1113) for the proposed lease of 957-16 acres (Parcel ED-1) of the Oak Ridge (Tennessee) Reservation (ORR) by the East Tennessee Economic Council (ETEC) for industrial development. DOE plans to issue a Finding of No Significant Impact (FONSI) for the proposed action, conditional upon the implementation of mitigation and monitoring to protect environmental resources. According to DOE`s National Environmental Policy Act (NEPA) regulations (10 CFR 1021.322), a FONSI shall include {open_quotes}any commitments to mitigations that are essential to render the impacts of the proposed action not significant, beyond those mitigations that are integral elements of the proposed action, and a reference to the Mitigation Action Plan prepared under 10 CTR 1021.331{close_quotes}.     This document was chartered by the Department of Energy (DOE), Office of Energy Research. It identifies and describes 87 basic research needs in support of advanced technology for management and disposal of Department of Energy radioactive, hazardous chemical, and mixed wastes. A team of scientists and engineers from several DOE laboratories and sites, from academia, and from industry identified and described the basic research needs called out in this report. Special efforts were made to ensure that basic research needs related to management and disposal of any hazardous chemical wastes generated at nonnuclear DOE sites and facilities were properly identified. It is hoped that scientists in both DOE and nongovernment laboratories and institutions will find this document useful when formulating research efforts relevant to waste management and disposal. For management and disposal of DOE radioactive and mixed wastes, basic research needs are identified in nine separate action areas. Basic research needs for management and disposal of DOE hazardous chemical wastes are identified in five action areas. Sufficient description and background information are provided in the report for each particular research need to enable qualified and imaginative scientists to conceive research efforts and programs that will meet the need. 28 refs., 7 tabs.

    A customary approach to auditing and reporting deficiencies is to keep a running list of those that are found, evaluate the severity of each, and based on the evidence, document findings or observations or concerns in an audit report. The report is issued and the auditee is normally requested to address ``root cause`` as part of their corrective action. This paper describes a ``root problems`` approach to documenting audit findings that is designed not only to put the QA auditor in a more favorable light, but to more effectively enable the auditee to identify root cause and meaningful corrective action. The positive results of this approach are considerable. You will have fewer findings but those you do have will be substantial. You will cite requirements that sound reasonable and make arguments difficult. If some of the supporting deficiencies (examples) prove to be incorrect, you will still have ample support for the original finding. You will be seen as reasonable individual who can help lead the auditee towards identification of root cause without taking away part of the responsibility. You even have a fair chance of fostering a sense of commitment to quality improvement on the auditee`s part. This in itself, is its own reward.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.
