    The purpose of this historical characterization document is to present the synthesized summaries of the historical records concerning the physical characteristics, radiological, and chemical composition of mixed wastes stored in underground double-shell tanks and the physical condition of these tanks. The double-shell tanks are located on the United States Department of Energy`s Hanford Site, approximately 25 miles northwest or Richland, Washington. The document will be used to assist in characterizing the waste in the tanks in conjunction with the current program of sampling and analyzing the tank wastes. Los Alamos National Laboratory (LANL) developed computer models that used the historical data to attempt to characterize the wastes and to generate estimates of each tank`s inventory. A historical review of the tanks may reveal anomalies or unusual contents that could be critical to characterization and post characterization activities. This document was developed by reviewing the operating plant process histories, waste transfer data, and available physical and chemical data from numerous resources. These resources were generated by numerous contractors from 1945 to the present. Waste characterization, the process of describing the character or quality of a waste, is required by Federal law (Resource Conservation and Recovery Act [RCRA]) and state law (Washington Administrative Code [WAC] 173-303, Dangerous Waste Regulations). Characterizing the waste is necessary to determine methods to safely retrieve, transport, and/or treat the wastes.

    This document provides historical evaluations of the radioactive mixed wastes stored in the Hanford Site 200 West Area underground single-shell tanks (SSTs). A Historical Tank Content Estimate has been developed by reviewing the process histories, waste transfer data, and available physical and chemical characterization data from various Department of Energy (DOE) and Department of Defense (DOD) contractors. The historical data will supplement information gathered from in-tank core sampling activities that are currently underway. A tank history review that is accompanied by current characterization data creates a complete and reliable inventory estimate. Additionally, historical review of the tanks may reveal anomalies or unusual contents that are critical to characterization and post characterization activities. Complete and accurate tank waste characterizations are critical first steps for DOE and Westinghouse Hanford Company safety programs, waste pretreatment, and waste retrieval activities. The scope of this document is limited to all the SSTs in the S Tank Farm of the southwest quadrant of the 200 West Area.     This final report completes the Los Alamos Waste Management Cost Estimation Project, and includes the documentation of the waste management processes at Los Alamos National Laboratory (LANL) for hazardous, mixed, low-level radioactive solid and transuranic waste, development of the cost estimation model and a user reference manual. The ultimate goal of this effort was to develop an estimate of the life cycle costs for the aforementioned waste types. The Cost Estimation Model is a tool that can be used to calculate the costs of waste management at LANL for the aforementioned waste types, under several different scenarios. Each waste category at LANL is managed in a separate fashion, according to Department of Energy requirements and state and federal regulations. The cost of the waste management process for each waste category has not previously been well documented. In particular, the costs associated with the handling, treatment and storage of the waste have not been well understood. It is anticipated that greater knowledge of these costs will encourage waste generators at the Laboratory to apply waste minimization techniques to current operations. Expected benefits of waste minimization are a reduction in waste volume, decrease in liability and lower waste management costs.

    This paper introduces an estimation method for the number of underground coal miners and the annual dose to coal miners in China. It shows that there are about 6 million underground miners at present and the proportion is about 1, 1 and 4 million for national key coal mines, state-owned local coal mines, and township and private-ownership coal mines, respectively. The collective dose is about 1.65 X 10{sup 4} person-Sv y{sup -1}, of which township and private-ownership coal mines contribute about 91%. This paper also points out that the 2000 UNSCEAR report gives the number of miners of coal production and their collective dose, which are underestimated greatly because the report only includes the number of underground miners in national key coal mines, which only accounts for 1/6 of the workers all working under the best ventilation conditions in China.

    The Electric Power Research Institute (EPRI) is preparing a compendium of technical requirements, referred to as the {open_quotes}Advanced Light Water Reactor [ALWR] Utility Requirements Document{close_quotes}, that is acceptable to the design of an ALWR power plant. When completed, this document is intended to be a comprehensive statement of utility requirements for the design, construction, and performance of an ALWR power plant for the 1990s and beyond. The Requirements Document consists of three volumes. Volume I, {open_quotes}ALWR Policy and Summary of Top-Tier Requirements{close_quotes}, is a management-level synopsis of the Requirements Document, including the design objectives and philosophy, the overall physical configuration and features of a future nuclear plant design, and the steps necessary to take the proposed ALWR design criteria beyond the conceptual design state to a completed, functioning power plant. Volume II consists of 13 chapters and contains utility design requirements for an evolutionary nuclear power plant [approximately 1350 megawatts-electric (MWe)]. Volume III contains utility design requirements for nuclear plants for which passive features will be used in their designs (approximately 600 MWe). In April 1992, the staff of the Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission, issued Volume 1 and Volume 2 (Parts 1 and 2) of its safety evaluation report (SER) to document the results of its review of Volumes 1 and 2 of the Requirements Document.     This web site provides an up-to-date report on the radioactive solid waste expected to be managed at Hanford`s Solid Waste (SW) Program from onsite and offsite generators. It includes: an overview of Hanford-wide solid waste to be managed by the SW Program; program- level and waste class-specific estimates; background information on waste sources; and Li comparisons with previous forecasts and with other national data sources. The focus of this web site is on low- level mixed waste (LLMW), and transuranic waste (both non-mixed and mixed) (TRU(M)). Some details on low-level waste and hazardous waste are also provided. Currently, this site is reporting data current as of 9/96. The data represent a life cycle forecast covering all reported activities from FY97 through the end of each program`s life cycle.

    In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

    Purpose: The development of breast cancer-related lymphedema (LE) is closely related to the number of dissected axillary lymph nodes (N-ALNs), chemotherapy, and radiation therapy. In this study, we attempted to estimate the risk of LE based on combinations of these treatment-related factors. Methods and Materials: A total of 772 patients with breast cancer, who underwent primary surgery with axillary lymph node dissection from 2004 to 2009, were retrospectively analyzed. Adjuvant chemotherapy (ACT) was performed in 677 patients (88%). Among patients who received radiation therapy (n=675), 274 (35%) received supraclavicular radiation therapy (SCRT). Results: At a median follow-up of 5.1 years (range, 3.0-8.3 years), 127 patients had developed LE. The overall 5-year cumulative incidence of LE was 17%. Among the 127 affected patients, LE occurred within 2 years after surgery in 97 (76%) and within 3 years in 115 (91%) patients. Multivariate analysis showed that N-ALN (hazard ratio [HR], 2.81; P<.001), ACT (HR, 4.14; P=.048), and SCRT (HR, 3.24; P<.001) were independent risk factors for LE. The total number of risk factors correlated well with the incidence of LE. Patients with no risk or 1 risk factor showed a significantly lower 5-year probability of LE (3%) than patients with 2 (19%) or 3 risk factors (38%) (P<.001). Conclusions: The risk factors associated with LE were N-ALN, ACT, and SCRT. A simple model using combinations of these factors may help clinicians predict the risk of LE.

The Standard Technical Report Number (STRN) provides one of the primary methods of identifying a specific technical report. The STRN consists of two parts: The report code and the sequential number. The report code identifies the issuing organization, a specific program, or a type of document. The sequential number, which is assigned in sequence by each report issuing entity, is not included in this publication. Part I of this compilation is alphabetized by report codes followed by issuing installations. Part II lists the issuing organization followed by the assigned report code(s). In both Parts I and II, the names of issuing organizations appear for the most part in the form used at the time the reports were issued. However, for some of the more prolific installations which have had name changes, all entries have been merged under the current name.

    Disclosed is a method and system for discovering documents using a computer and providing a small set of the most relevant documents to the attention of a human observer. Using the method, the computer obtains a seed document from the user and generates a seed document vector using term frequency-inverse corpus frequency weighting. A keyword index for a plurality of source documents can be compared with the weighted terms of the seed document vector. The comparison is then filtered to reduce the number of documents, which define an initial subset of the source documents. Initial subset vectors are generated and compared to the seed document vector to obtain a similarity value for each comparison. Based on the similarity value, the method then recommends one or more of the source documents.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    The United States Strategic Petroleum Reserve (SPR) maintains an underground storage system consisting of caverns that were leached or solution mined in four salt domes located near the Gulf of Mexico in Texas and Louisiana. The SPR comprises more than 60 active caverns containing approximately 700 million barrels of crude oil. Sandia National Labo- ratories (SNL) is the geotechnical advisor to the SPR. As the most pressing need at the inception of the SPR was to create and fill storage volume with oil, the decision was made to leach the caverns and fill them simultaneously (leach-fill). Therefore, A.J. Russo developed SANSMIC in the early 1980s which allows for a transient oil-brine interface (OBI) making it possible to model leach-fill and withdrawal operations. As the majority of caverns are currently filled to storage capacity, the primary uses of SANSMIC at this time are related to the effects of small and large withdrawals, expansion of existing caverns, and projecting future pillar to diameter ratios. SANSMIC was identified by SNL as a priority candidate for qualification. This report continues the quality assurance (QA) process by documenting the "as built" mathematical and numerical models that comprise this document. The pro- gram flow is outlined and the models are discussed in detail. Code features that were added later or were not documented previously have been expounded. No changes in the code's physics have occurred since the original documentation (Russo, 1981, 1983) although recent experiments may yield improvements to the temperature and plume methods in the future.

    This report documents the objectives, analytical approach, and design of the National Energy Modeling System (NEMS) Renewable Fuels Module (RFM) as it related to the production of the 1994 Annual Energy Outlook (AEO94) forecasts. The report catalogues and describes modeling assumptions, computational methodologies, data inputs, and parameter estimation techniques. A number of offline analyses used in lieu of RFM modeling components are also described. This documentation report serves two purposes. First, it is a reference document for model analysts, model users, and the public interested in the construction and application of the RFM. Second, it meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models. The RFM consists of six analytical submodules that represent each of the major renewable energy resources -- wood, municipal solid waste (MSW), solar energy, wind energy, geothermal energy, and alcohol fuels. Of these six, four are documented in the following chapters: municipal solid waste, wind, solar and biofuels. Geothermal and wood are not currently working components of NEMS. The purpose of the RFM is to define the technological and cost characteristics of renewable energy technologies, and to pass these characteristics to other NEMS modules for the determination of mid-term forecasted renewable energy demand.

    This report documents the evolution of the surface geophysical exploration (SGE) program and highlights some of the most recent successes in imaging conductive targets related to past leaks within and around Hanford's tank farms. While it is noted that the SGE program consists of multiple geophysical techniques designed to (1) locate near surface infrastructure that may interfere with (2) subsurface plume mapping, the report will focus primarily on electrical resistivity acquisition and processing for plume mapping. Due to the interferences from the near surface piping network, tanks, fences, wells, etc., the results of the three-dimensional (3D) reconstruction of electrical resistivity was more representative of metal than the high ionic strength plumes. Since the first deployment, the focus of the SGE program has been to acquire and model the best electrical resistivity data that minimizes the influence of buried metal objects. Toward that goal, two significant advances have occurred: (1) using the infrastructure directly in the acquisition campaign and (2) placement of electrodes beneath the infrastructure. The direct use of infrastructure was successfully demonstrated at T farm by using wells as long electrodes (Rucker et al., 2010, 'Electrical-Resistivity Characterization of an Industrial Site Using Long Electrodes'). While the method was capable of finding targets related to past releases, a loss of vertical resolution was the trade-off. The burying of electrodes below the infrastructure helped to increase the vertical resolution, as long as a sufficient number of electrodes are available for the acquisition campaign.

    The purpose of this letter report is to document the status of the identification, search, retrieval, evaluation, declassification and availability of (1) Hanford-Site-originated operating information necessary to reconstruct radiation doses and (2) monitoring information indicating concentrations of radioactive materials in the environment. All information needed to date to reconstruct the radiation doses has been identified, sought, retrieved, evaluated, declassified, and made available. Any data needed in the future that have not yet been found will be sought using the same search tree method used to identify the Hanford-Site-originated documents up to now. This search tree method has ensured that the data quality objective of completeness is met. Because there was a centralized list of documents for which we have technical indices the documents through 1964 have been identified, and the document collections are considered as complete as possible. The collection of documents from 1965--1972 is complete for monthly average data but not to the same extent as for the years 1944--1964 where daily and sometimes hourly data are often available and for which a subject index is readily available. From 1965--1972 there were multiple contractors, each maintaining a separate document system with no detailed subject index for retrieval purposes. A HEDR Information Resources Tracking System (HIRTS) database has been established of all documents identified as being of potential interest and/or use to dose reconstruction. The HIRTS contains more than 6000 citations with bibliographic information on each report, document number(s), author(s), title, date, document form (hard copy or microfilm), number of pages, location, public availability, and names of HEDR Project and TSP staff who have requested copies.

    This report documents the National Energy Modeling System Electricity Fuel Dispatch Submodule (EFD), a submodule of the Electricity Market Module (EMM) as it was used for EIA`s Annual Energy Outlook 1997. It replaces previous documentation dated March 1994 and subsequent yearly update revisions. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. This document serves four purposes. First, it is a reference document providing a detailed description of the model for reviewers and potential users of the EFD including energy experts at the Energy Information Administration (EIA), other Federal agencies, state energy agencies, private firms such as utilities and consulting firms, and non-profit groups such as consumer and environmental groups. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its statistical and forecast reports.     The Savannah River Site (SRS) produces nuclear materials, primarily plutonium and tritium, to meet the requirements of the Department of Defense. These products have been formed in nuclear reactors that were built during 1950--1955 at the SRS. K, L, and P reactors are three of five reactors that have been used in the past to produce the nuclear materials. All three of these reactors discontinued operation in 1988. Currently, intense efforts are being extended to prepare these three reactors for restart in a manner that protects human health and the environment. To document that restarting the reactors will have minimal impacts to human health and the environment, a three-volume Reactor Operations Environmental Impact Document has been prepared. The document focuses on the impacts of restarting the K, L, and P reactors on both the SRS and surrounding areas. The system allows a user to generate new documents by selecting content within the reference documents stored within the database and inserting the selected content into a new document. The system allows the user to customize and augment the content of the new document. The system also generates citations to the selected content retrieved from the reference documents. The citations may be inserted into the new document in the appropriate location and format, as directed by the user. The new document may be uploaded into the database and included with the other reference documents. The term overpack is a vertical site-specific cask that contains a dual-purpose canister (DPC) or a disposable canister. This hazards assessment document describes the chemical and radiological hazards associated with the AML. The entire inventory was screened according to the potential airborne impact to onsite and offsite individuals. The software also has the capability of calculating environmental accumulation and radiation doses from surface water, groundwater, and soil (buried waste) media when an input concentration of radionuclide in these media is provided. This report represents a detailed description of the capabilities of the software product with exact specifications of mathematical models that form the basis for the software implementation and testing efforts. This report also presents a detailed description of the overall structure of the software package, details of main components (implemented in the current phase of work), details of data communication files, and content of basic output reports. The GENII system includes the capabilities for calculating radiation doses following chronic and acute releases. Radionuclide transport via air, water, or biological activity may be considered. Air transport options include both puff and plume models, each allow use of an effective stack height or calculation of plume rise from buoyant or momentum effects (or both). Building wake effects can be included in acute atmospheric release scenarios.     Waste characterization and monitoring are major activities in the management of waste from generation through storage and treatment to disposal. Adequate waste characterization is necessary to ensure safe storage, selection of appropriate and effective treatment, and adherence to disposal standards. For some wastes characterization objectives can be difficult and costly to achieve. The purpose of this document is to evaluate costs of characterizing one such waste type, mixed (hazardous and radioactive) waste. For the purpose of this document, waste characterization includes treatment system monitoring, where monitoring is a supplement or substitute for waste characterization. This document establishes a cost baseline for mixed waste characterization and treatment system monitoring requirements from which to evaluate alternatives. The cost baseline established as part of this work includes costs for a thermal treatment technology (i.e., a rotary kiln incinerator), a nonthermal treatment process (i.e., waste sorting, macronencapsulation, and catalytic wet oxidation), and no treatment (i.e., disposal of waste at the Waste Isolation Pilot Plant (WIPP)). The analysis of improvement over the baseline includes assessment of promising areas for technology development in front-end waste characterization, process equipment, off gas controls, and monitoring. Based on this assessment, an ideal characterization and monitoring configuration is described that minimizes costs and optimizes resources required for waste characterization.

    A quantum random number generator (QRNG) and a photon generator for a QRNG are provided. The photon generator may be operated in a spontaneous mode below a lasing threshold to emit photons. Photons emitted from the photon generator may have at least one random characteristic, which may be monitored by the QRNG to generate a random number. In one embodiment, the photon generator may include a photon emitter and an amplifier coupled to the photon emitter. The amplifier may enable the photon generator to be used in the QRNG without introducing significant bias in the random number and may enable multiplexing of multiple random numbers. The amplifier may also desensitize the photon generator to fluctuations in power supplied thereto while operating in the spontaneous mode. In one embodiment, the photon emitter and amplifier may be a tapered diode amplifier.

    The SRS Ecology Environmental Information Document (EEID) provides a source of information on the ecology of Savannah River Site (SRS). The SRS is a U.S. Department of Energy (DOE)--owned property on the upper Atlantic Coastal Plain of South Carolina, centered approximately 40 kilometers (25 miles) southeast of Augusta, Georgia. The entire site was designated a National Environmental Research Park in 1972 by the Atomic Energy Commission, the predecessor of DOE. This document summarizes and synthesizes ecological research and monitoring conducted on the three main types of ecosystems found at SRS: terrestrial, wetland and aquatic. It also summarizes the available information on the threatened and endangered species found on the Savannah River Site. SRS is located along the Savannah River and encompasses an area of 80,267 hectares (310 square miles) in three South Carolina counties. It contains diverse habitats, flora, and fauna. Habitats include upland terrestrial areas, wetlands, streams, reservoirs, and the adjacent Savannah River. These diverse habitats support a variety of plants and animals, including many commercially or recreationally valuable species and several rare, threatened, or endangered species. Soils are the basic terrestrial resource, influencing the development of terrestrial biological communities. Many different soils exist on the SRS, from hydric to well-drained, and from sand to clay. In general, SRS soils are predominantly well-drained loamy sands.

    Here, quantum physics can be exploited to generate true random numbers, which play important roles in many applications, especially in cryptography. Genuine randomness from the measurement of a quantum system reveals the inherent nature of quantumness -- coherence, an important feature that differentiates quantum mechanics from classical physics. The generation of genuine randomness is generally considered impossible with only classical means. Based on the degree of trustworthiness on devices, quantum random number generators (QRNGs) can be grouped into three categories. The first category, practical QRNG, is built on fully trusted and calibrated devices and typically can generate randomness at amore » high speed by properly modeling the devices. The second category is self-testing QRNG, where verifiable randomness can be generated without trusting the actual implementation.     We present a new method for estimating the number of solutions of constraint satisfaction problems. We use a stochastic forward checking algorithm for drawing a sample of paths from a search tree. With this sample, we compute two values related to the number of solutions of a CSP instance. First, an unbiased estimate, second, a lower bound with an arbitrary low error probability. We will describe applications to the Boolean Satisfiability problem and the Queens problem.     The PORFLOW software package is a comprehensive mathematical model for simulation of multi-phase fluid flow, heat transfer and mass transport in variably saturated porous and fractured media. PORFLOW can simulate transient or steady-state problems in Cartesian or cylindrical geometry. The porous medium may be anisotropic and heterogeneous and may contain discrete fractures or boreholes with the porous matrix. The theoretical models within the code provide a unified treatment of concepts relevant to fluid flow and transport. The main features of PORFLOW that are relevant to Performance Assessment modeling at the Savannah River National Laboratory (SRNL) include variably saturated flow and transport of parent and progeny radionuclides. This document involves testing a relevant sample of problems in PORFLOW and comparing the outcome of the simulations to analytical solutions or other commercial codes.
