    The U.S. General Services Administration (GSA) owns and leases over 354 million square feet (ft2) of space in over 9,600 buildings [1]. GSA is a leader among federal agencies in aggressively pursuing energy efficiency (EE) opportunities for its facilities and installing renewable energy (RE) systems to provide heating, cooling, and power to these facilities. According to several energy assessments of GSA's buildings conducted by the National Renewable Energy Laboratory (NREL), plug-loads account for approximately 21% of the total electricity consumed within a standard GSA Region 3 office building. This study aims to provide insight on how to effectively manage plug-load energy consumption and attain higher energy and cost savings for plug-loads. As GSA improves the efficiency of its building stock, plug-loads will become an even greater portion of its energy footprint.

    The paper describes the gas suspension absorber (GSA) dry scrubbing technology developed by FLS miljo a/s, Denmark. The GSA is a new generation of semi-dry technology utilizing a circulating fast fluidized bed as absorber for acid gases (SO{sub 2}, HCI, HF) dioxins and heavy metals. The authors give a detailed description of the GSA which differs from conventional spray-dryer absorber systems in that it provides an extreme high dust concentration in the absorber. The high specific surface area of the dust combined with the quenching action of the atomized lime slurry provides excellent conditions for heat and mass transfer as well as secondary nucleation sites for the condensation/adsorption of dioxins and heavy metals. Attention is focused on the GSA as a retrofit technology for waste-to-energy plants. As retrofit the GSA is advantageous due to the compact design, small footprint and the ability to use the existing electrostatic precipitator (ESP) for particulate control. The grain loading leaving the GSA system and entering the ESP, is controlled by the efficiency of the GSA cyclone, and for this reasons the grain loading entering the ESP is less than or equal to the grain loading leaving the incinerator. The retrofit with a GSA system will furthermore reduce the actual flue gas volume to the ESP, which means an increased specific collection area. In addition the increased moisture content in the flue gas improves the collection efficiency. The authors compare this retrofit option to conventional spray-dryer absorption technology. They describe the operating experience with the GSA technology for waste-to-energy plants. Operating experience and performance test results for acid gases, dioxins and heavy metals, especially mercury, from several European waste-to-energy are reported.

    The General Services Administration (GSA) partnered with the U.S. Department of Energy (DOE) to develop and implement building energy system retrofits, aiming to reduce energy consumption of at least two building systems by a total of 30 percent or more, as part of DOEs Commercial Building Partnership (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program, working with the GSA and a team of consultants. This case study reports expected energy savings from appropriate energy efficient design and operations modifications to lighting and heating, ventilating and air conditioning (HVAC) systems at the selected study sites. These retrofits comprised installation of new lighting systems with dimming capability and occupancy-sensor control at the individual light fixture level, and utilized lighting system occupancy sensor signals to continually readjust zone-level ventilation airflow according to the number of people present, down to minimum rates when vacant.

    This paper will provide an overview of the GPG program and its objectives as well as a summary and status update of the 16 technologies selected for enhanced testing and evaluation in 2011. The federal government's General Services Administration's (GSA) Public Buildings Service (PBS) acquires space on behalf of the federal government through new construction and leasing, and acts as a caretaker for federal properties across the country. PBS owns or leases 9,624 assets and maintains an inventory of more than 370.2 million square feet of workspace, and as such has enormous potential for implementing energy efficient and renewable energy technologies to reduce energy and water use and associated emissions. The Green Proving Ground (GPG) program utilizes GSA's real estate portfolio to test and evaluate innovative and underutilized sustainable building technologies and practices. Findings are used to support the development of GSA performance specifications and inform decision making within GSA, other federal agencies, and the real estate industry. The program aims to drive innovation in environmental performance in federal buildings and help lead market transformation through deployment of new technologies. In 2011, the GPG program selected 16 technologies or practices for rigorous testing and evaluation. Evaluations are currently being performed in collaboration with the Department of Energy's National Laboratories, and a steady stream of results will be forthcoming throughout 2012. This paper will provide an overview of the GPG program and its objectives as well as a summary and status update of the 16 technologies selected for enhanced testing and evaluation in 2011. Lastly, it provides a general overview of the 2012 program.

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance. As previously stated, compiling the individual building values into single metrics is not statistically valid given the small number of buildings, but it has been done to provide a cursory view of this portfolio of sustainably designed buildings. For all metrics except recycling cost per rentable square foot and CBE survey response rate, the averaged building performance was better than the baseline for the GSA buildings in this study.

    A novel, highly efficient deacetylation and disk refining (DDR) process to liberate fermentable sugars from biomass was recently developed at the National Renewable Energy Laboratory (NREL). The DDR process consists of a mild, dilute alkaline deacetylation step followed by low-energy-consumption disk refining. The DDR corn stover substrates achieved high process sugar conversion yields, at low to modest enzyme loadings, and also produced high sugar concentration syrups at high initial insoluble solid loadings. The sugar syrups derived from corn stover are highly fermentable due to low concentrations of fermentation inhibitors. The objective of this work is to evaluate the economic feasibilitymore » of the DDR process through a techno-economic analysis (TEA). A large array of experiments designed using a response surface methodology was carried out to investigate the two major cost-driven operational parameters of the novel DDR process: refining energy and enzyme loadings. The boundary conditions for refining energy (128–468 kWh/ODMT), cellulase (Novozyme’s CTec3) loading (11.6–28.4 mg total protein/g of cellulose), and hemicellulase (Novozyme’s HTec3) loading (0–5 mg total protein/g of cellulose) were chosen to cover the most commercially practical operating conditions. The sugar and ethanol yields were modeled with good adequacy, showing a positive linear correlation between those yields and refining energy and enzyme loadings. The ethanol yields ranged from 77 to 89 gallons/ODMT of corn stover. The minimum sugar selling price (MSSP) ranged from $0.191 to $0.212 per lb of 50 % concentrated monomeric sugars, while the minimum ethanol selling price (MESP) ranged from $2.24 to $2.54 per gallon of ethanol. The DDR process concept is evaluated for economic feasibility through TEA. The MSSP and MESP of the DDR process falls within a range similar to that found with the deacetylation/dilute acid pretreatment process modeled in NREL’s 2011 design report.     As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    To assess the impact of energy efficiency expert evaluation (E4) training and field audits performed since 2007, the Federal Energy Management Program (FEMP) undertook a follow-up study on the implementation of E4 recommendations and an analysis of energy savings. The building property manager and O and M contractor of each facility were interviewed to obtain feedback and implementation status of the E4 recommendations. Overall, there were more than 160 recommendations documented in the E4 reports; about 50% of these recommendations were fully implemented and the remaining 50% either partially implemented or not implemented. In four buildings, the E4 recommendations were aligned with American Recovery and Reinvestment Act of 2009 (ARRA) projects replacing HVAC equipment or upgrading the building control system. The E4 recommendations were not followed-up in two buildings because of uncertainty of the long-term use of the facility or personnel changes. Results of this followon study are reported in this document.

    An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that provides estimates of the marginal impacts of those PV systems on home sale prices. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. We find strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, from roughly $4 to $6.4/watt across the full dataset, to approximately $2.3/watt for new homes, to more than $6/watt for existing homes. A number of ideas for further research are suggested.

    An overview of the current 1980's market for solar heated and cooled houses is presented. The study is based on the first, second, and third demonstration program grants awarded by HUD under the Solar Heating and Cooling Demonstration Act of 1974. The market data collection process included interviews with industry, public officials, and consumers. Profiles are provided of the typical demonstration solar house, builder, and purchaser. Considerations in planning the solar home and designing and building the home for the local market are reviewed. The attitudes and interests of the potential solar home purchaser are discussed and a profile of buyers and nonbuyers is presented; frequently asked questions are listed. Techniques and promotional tools for attracting solar home buyers are reviewed and the reactions of purchasers living in a solar house are cited. The general outlook for the solar housing market is discussed and is considered encouraging.

    Homes with solar photovoltaic (PV) systems have multiplied in the United States recently, reaching more than half a million in 2014, in part due to plummeting PV costs and innovative financing options. As PV systems become an increasingly common feature of U.S. homes, the ability to assess the value of these homes appropriately will become increasingly important. At the same time, capturing the value of PV to homes will be important for facilitating a robust residential PV market. Appraisers and real estate agents have made strides toward valuing PV homes, and several limited studies have suggested the presence of PV home premiums; however, gaps remain in understanding these premiums for housing markets nationwide. To fill these gaps, researchers from Lawrence Berkeley National Laboratory (LBNL) and their collaborators from other institutions conducted the most comprehensive PV home premium analysis to date. The study more than doubles the number of PV home sales previously analyzed, examines transactions in eight states, and spans the years 2002–2013. The results impart confidence that PV consistently adds value across a variety of states, housing and PV markets, and home types.

    Accelerated market penetration of plug-in electric vehicles and deployment of grid-connected energy storage are restricted by the high cost of lithium-ion batteries. Research, development, and manufacturing are underway to lower material costs, enhance process efficiencies, and increase production volumes. A fraction of the battery cost may be recovered after vehicular service by reusing the battery where it may have sufficient performance for other energy-storage applications. By extracting post-vehicle additional services and revenue from the battery, the total lifetime value of the battery is increased. The overall cost of energy-storage solutions for both primary (automotive) and secondary (grid) customer could be decreased. This techno-economic analysis of battery second use considers effects of battery degradation in both automotive and grid service, repurposing costs, balance-of-system costs, the value of aggregated energy-storage to commercial and industrial end users, and competitive technology. Batteries from plug-in electric vehicles can economically be used to serve the power quality and reliability needs of commercial and industrial end users. However, the value to the automotive battery owner is small (e.g., $20-$100/kWh) as declining future battery costs and other factors strongly affect salvage value. Repurposed automotive battery prices may range from $38/kWh to $132/kWh.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video. (4) Enhance Safety and Security--Harmonize Physical Access Control Systems (PACS) with Smart Building Systems.

    The 10 MW Demonstration of the Gas Suspension Absorption (GSA) program is a government and industry co-funded technology development. The objective of the project is to demonstrate the performance of the GSA system in treating a 10 MW slipstream of flue gas resulting from the combustion of a high sulfur coal. This project involves design, fabrication, construction and testing of the GSA system. The Project Performance and Economics Report provides the nonproprietary information for the ``10 MW Demonstration of the Gas Suspension Absorption (GSA) Project`` installed at Tennessee Valley Authority`s (TVA) Shawnee Power Station, Center for Emissions Research (CER) at Paducah, Kentucky. The program demonstrated that the GSA flue-gas-desulfurization (FGD) technology is capable of achieving high SO{sub 2} removal efficiencies (greater than 90%), while maintaining particulate emissions below the New Source Performance Standards (NSPS), without any negative environmental impact (section 6). A 28-day test demonstrated the reliability and operability of the GSA system during continuous operation. The test results and detailed discussions of the test data can be obtained from TVA`s Final Report (Appendix A). The Air Toxics Report (Appendix B), prepared by Energy and Environmental Research Corporation (EERC) characterizes air toxic emissions of selected hazardous air pollutants (HAP) from the GSA process. The results of this testing show that the GSA system can substantially reduce the emission of these HAP. With its lower capital costs and maintenance costs (section 7), as compared to conventional semi-dry scrubbers, the GSA technology commands a high potential for further commercialization in the United States.     We present Cosmic Origins Spectrograph (COS) measurements of metal abundances in eight 0.083 < z{sub abs} < 0.321 damped Ly{alpha} (DLA) and sub-DLA absorption systems serendipitously discovered in the COS-Halos survey. We find that these systems show a large range in metallicities, with -1.10 < [Z/H] < 0.31, similar to the spread found at higher redshifts. These low-redshift systems on average have subsolar metallicities, but do show a rise in metallicity over cosmic time when compared to higher-redshift systems. We find that the average sub-DLA metallicity is higher than the average DLA metallicity at all redshifts. Nitrogen is underabundant with respect to {alpha}-group elements in all but perhaps one of the absorbers. In some cases, [N/{alpha}] is significantly below the lowest nitrogen measurements in nearby galaxies. Systems for which depletion patterns can be studied show little, if any, depletion, which is characteristic of Milky Way halo-type gas. We also identify affiliated galaxies for three of the sub-DLAs using spectra obtained from a Keck/Low Resolution Imaging Spectrometer (LRIS). None of these sub-DLAs arise in the stellar disks of luminous galaxies; instead, these absorbers may exist in galaxy halos at impact parameters ranging from 38 to 92 kpc. Multiple galaxies are present near two of the sub-DLAs, and galaxy interactions may play a role in the dispersal of the gas. Many of these low-redshift absorbers exhibit simple kinematics, but one sub-DLA has a complicated mix of at least 13 components spread over 150 km s{sup -1}. We find three galaxies near this sub-DLA, which also suggests that galaxy interactions roil the gas. This study reinforces the view that DLAs have a variety of origins, and low-redshift studies are crucial for understanding absorber-galaxy connections.

    In merger-driven models of massive galaxy evolution, the luminous quasar phase is expected to be accompanied by vigorous star formation in quasar host galaxies. In this paper, we use high column density damped Ly? (DLA) systems along quasar sight lines as natural coronagraphs to directly study the far-UV (FUV) radiation from the host galaxies of luminous background quasars. We have stacked the spectra of ?2000 DLA systems (N {sub H} {sub I} > 10{sup 20.6} cm{sup 2}) with a median absorption redshift (z) = 2.6 selected from quasars observed in the SDSS-III Baryon Oscillation Spectroscopic Survey. We detect residual flux in the dark troughs of the composite DLA spectra. The level of this residual flux significantly exceeds systematic errors in the Sloan Digital Sky Survey fiber sky subtraction; furthermore, the residual flux is strongly correlated with the continuum luminosity of the background quasar, while uncorrelated with DLA column density or metallicity. We conclude that the flux could be associated with the average FUV radiation from the background quasar host galaxies (with medium redshift (z) = 3.1) that is not blocked by the intervening DLA. Assuming that all of the detected flux originates from quasar hosts, for the highest quasar luminosity bin ((L) = 2.5 10{sup 13} L {sub ?}), the host galaxy has an FUV intensity of 1.5 0.2 10{sup 40} erg s{sup 1} {sup 1}; this corresponds to an unobscured UV star formation rate of 9 M {sub ?} yr{sup 1}.

    This report documents the Composite Analysis (CA) performed on the two active Savannah River Site (SRS) low-level radioactive waste (LLW) disposal facilities. The facilities are the Z-Area Saltstone Disposal Facility and the E-Area Vaults (EAV) Disposal Facility. The analysis calculated potential releases to the environment from all sources of residual radioactive material expected to remain in the General Separations Area (GSA). The GSA is the central part of SRS and contains all of the waste disposal facilities, chemical separations facilities and associated high-level waste storage facilities as well as numerous other sources of radioactive material. The analysis considered 114 potential sources of radioactive material containing 115 radionuclides. The results of the CA clearly indicate that continued disposal of low-level waste in the saltstone and EAV facilities, consistent with their respective radiological performance assessments, will have no adverse impact on future members of the public.

    Rectangular particle accelerator structures with internal planar dielectric elements have been studied, with a view towards devising structures with lower surface fields for a given accelerating field, as compared with structures without dielectrics. Success with this concept is expected to allow operation at higher accelerating gradients than otherwise on account of reduced breakdown probabilities. The project involves studies of RF breakdown on amorphous dielectrics in test cavities that could enable high-gradient structures to be built for a future multi-TeV collider. The aim is to determine what the limits are for RF fields at the surfaces of selected dielectrics, and the resulting acceleration gradient that could be achieved in a working structure. The dielectric of principal interest in this study is artificial CVD diamond, on account of its advertised high breakdown field ({approx}2 GV/m for dc), low loss tangent, and high thermal conductivity. Experimental studies at mm-wavelengths on materials and structures for achieving high acceleration gradient were based on the availability of the 34.3 GHz third-harmonic magnicon amplifier developed by Omega-P, and installed at the Yale University Beam Physics Laboratory. Peak power from the magnicon was measured to be about 20 MW in 0.5 {micro}s pulses, with a gain of 54 dB. Experiments for studying RF high-field effects on CVD diamond samples failed to show any evidence after more than 10{sup 5} RF pulses of RF breakdown up to a tangential surface field strength of 153 MV/m; studies at higher fields were not possible due to a degradation in magnicon performance. A rebuild of the tube is underway at this writing. Computed performance for a dielectric-loaded rectangular accelerator structure (DLA) shows highly competitive properties, as compared with an existing all-metal structure. For example, comparisons were made of a DLA structure having two planar CVD diamond elements with a all-metal CERN structure HDS operating at 30 GHz. It was shown that the ratio of maximum surface electric field to accelerating field at the metal wall is only 0.35-0.4 for DLA, much smaller than the value 2.2 for HDS; and the ratio of surface magnetic field to accelerating field is 3.0 mA/V for DLA, compared with 3.45 mA/V for HDS. These values bode well for DLA in helping to avoid breakdown and to reducing pulsed surface heating and fatigue. The shunt impedance is found to be 160-175 M{Omega}/m for DLA, as compared to 99 M{Omega}/m for HDS. Conclusions are reached from this project that CVD diamond appears promising as a dielectric with a high threshold for RF breakdown, and that rectangular accelerator structures can be devised using planar CVD diamond elements that could be operated at higher acceleration gradients with low probability of RF breakdown, as compared with corresponding all-metallic structures.

    We report on the detection of deuterated molecular hydrogen, HD, at z = 0.18. HD and H{sub 2} are detected in HST/COS data of a low-metallicity (Z ? 0.07 Z {sub ?}) damped Ly? (DLA) system at z = 0.18562 toward QSO B012028, with log N(H I) = 20.50 0.10. Four absorption components are clearly resolved in H{sub 2}, while two components are resolved in HD; the bulk of the molecular hydrogen is associated with the components traced by HD. We find total column densities log N(HD) = 14.82 0.15 and log N(H{sub 2}) = 20.00 0.10. This system has a high molecular fraction, f(H{sub 2}) = 0.39 0.10, and a low HD-to-H{sub 2} ratio, log (HD/2H{sub 2}) = 5.5 0.2 dex. The excitation temperature, T {sub 01} = 65 2 K, in the component containing the bulk of the molecular gas is lower than in other DLAs. These properties are unlike those in other higher redshift DLA systems known to contain HD, but are consistent with what is observed in dense clouds in the Milky Way.

    Direct laser acceleration (DLA) of electrons by the use of the intense axial electric field of an ultrafast radially polarized laser pulse is a promising technique for future compact accelerators. Density-modulated plasma waveguides can be implemented for guiding the propagation of the laser pulse to extend the acceleration distance and for the quasi-phase-matching between the accelerated electrons and the laser pulse. A test particle model is developed to study the optimal axial density modulation structure of plasma waveguides for laser pulses to efficiently accelerate co-propagating electrons. A simple analytical approach is also presented, which can be used to estimate the energy gain in DLA. The analytical model is validated by the test particle simulation. The effect of injection phase and acceleration of electrons injected at various radial positions are studied. The results indicate that a positively chirped density modulation of the waveguide structure is required to accelerate electron with low initial energies, and can be effectively optimized. A wider tolerance on the injection phase and radial distance from the waveguide axis exists for electrons injected with a higher initial energy.

    This article describes how the organization of the electric energy sector in Argentina has changed dramatically from a sector in which state-owned companies worked under a central planning to one in which private companies make their own decisions. The way that the electrical system used to work can be shown by these statements: demand growth estimated by central planning team; projects to be developed and the timetable determined by the same team; unit operations ruled by central dispatch, and under state-owned companies responsibility; integration with neighbor countries focused on physical projects, such as Salto Grande with Uruguay and Yacyreta with Paraguay. Today the electrical system works under these rules: the system has been vertically separated and the companies cannot be integrated; electric energy is considered as an ordinary wealth and the value that consumers give it is taken into account, (the distribution companies pay consumers a penalty for the energy that they cannot supply, the penalty is worth the economic damage consumers suffer due to its lack); producers have to compete for demand. They can sell in two ways: sell under private agreements or sell to the system. Both ways of selling compete with each other because the system buys giving priority to lower costs and, as a consequence, some of the producers do not sell at all.
