    Buying a solar energy system will likely increase your home’s value. A recent study found that solar panels are viewed as upgrades, just like a renovated kitchen or a finished basement, and home buyers across the country have been willing to pay a premium of about $15,000 for a home with an average-sized solar array. Additionally, there is evidence homes with solar panels sell faster than those without. In 2008, California homes with energy efficient features and PV were found to sell faster than homes that consume more energy. Keep in mind, these studies focused on homeowner-owned solar arrays.

    Under its National Deep Energy Retrofit (NDER) program, the U.S. General Services Administration (GSA) awarded 10 ESPC projects with the objectives of using innovative technologies and renewable energy technologies, and moving buildings toward net zero energy consumption. This report analyzes data on energy savings from the 10 NDER projects, and compares them with the savings of a sample of other recently awarded Federal ESPC projects. It is shown that by emphasizing the need for deeper energy savings, and by the establishment of a central Project Management Office (PMO) to provide authoritative contracting, technical and pricing assistance, the NDER projects achieved an average level of savings more than twice that of the other Federal ESPC projects. The level of savings achieved in each project seems to be dependent more on the availability of ECMs at the site than on energy price, energy cost per square foot, pre-retrofit EUI or the length of the contract term. This suggests that GSA can achieve similar results in a wide variety of building

    The U.S. General Services Administration (GSA) owns and leases over 354 million square feet (ft2) of space in over 9,600 buildings [1]. GSA is a leader among federal agencies in aggressively pursuing energy efficiency (EE) opportunities for its facilities and installing renewable energy (RE) systems to provide heating, cooling, and power to these facilities. According to several energy assessments of GSA's buildings conducted by the National Renewable Energy Laboratory (NREL), plug-loads account for approximately 21% of the total electricity consumed within a standard GSA Region 3 office building. This study aims to provide insight on how to effectively manage plug-load energy consumption and attain higher energy and cost savings for plug-loads. As GSA improves the efficiency of its building stock, plug-loads will become an even greater portion of its energy footprint.

    The paper describes the gas suspension absorber (GSA) dry scrubbing technology developed by FLS miljo a/s, Denmark. The GSA is a new generation of semi-dry technology utilizing a circulating fast fluidized bed as absorber for acid gases (SO{sub 2}, HCI, HF) dioxins and heavy metals. The authors give a detailed description of the GSA which differs from conventional spray-dryer absorber systems in that it provides an extreme high dust concentration in the absorber. The high specific surface area of the dust combined with the quenching action of the atomized lime slurry provides excellent conditions for heat and mass transfer as well as secondary nucleation sites for the condensation/adsorption of dioxins and heavy metals. Attention is focused on the GSA as a retrofit technology for waste-to-energy plants. As retrofit the GSA is advantageous due to the compact design, small footprint and the ability to use the existing electrostatic precipitator (ESP) for particulate control. The grain loading leaving the GSA system and entering the ESP, is controlled by the efficiency of the GSA cyclone, and for this reasons the grain loading entering the ESP is less than or equal to the grain loading leaving the incinerator. The retrofit with a GSA system will furthermore reduce the actual flue gas volume to the ESP, which means an increased specific collection area. In addition the increased moisture content in the flue gas improves the collection efficiency. The authors compare this retrofit option to conventional spray-dryer absorption technology. They describe the operating experience with the GSA technology for waste-to-energy plants. Operating experience and performance test results for acid gases, dioxins and heavy metals, especially mercury, from several European waste-to-energy are reported.

    The General Services Administration (GSA) partnered with the U.S. Department of Energy (DOE) to develop and implement building energy system retrofits, aiming to reduce energy consumption of at least two building systems by a total of 30 percent or more, as part of DOE’s Commercial Building Partnership (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program, working with the GSA and a team of consultants. This case study reports expected energy savings from appropriate energy efficient design and operations modifications to lighting and heating, ventilating and air conditioning (HVAC) systems at the selected study sites. These retrofits comprised installation of new lighting systems with dimming capability and occupancy-sensor control at the individual light fixture level, and utilized lighting system occupancy sensor signals to continually readjust zone-level ventilation airflow according to the number of people present, down to minimum rates when vacant.

    This paper will provide an overview of the GPG program and its objectives as well as a summary and status update of the 16 technologies selected for enhanced testing and evaluation in 2011. The federal government's General Services Administration's (GSA) Public Buildings Service (PBS) acquires space on behalf of the federal government through new construction and leasing, and acts as a caretaker for federal properties across the country. PBS owns or leases 9,624 assets and maintains an inventory of more than 370.2 million square feet of workspace, and as such has enormous potential for implementing energy efficient and renewable energy technologies to reduce energy and water use and associated emissions. The Green Proving Ground (GPG) program utilizes GSA's real estate portfolio to test and evaluate innovative and underutilized sustainable building technologies and practices. Findings are used to support the development of GSA performance specifications and inform decision making within GSA, other federal agencies, and the real estate industry. The program aims to drive innovation in environmental performance in federal buildings and help lead market transformation through deployment of new technologies. In 2011, the GPG program selected 16 technologies or practices for rigorous testing and evaluation. Evaluations are currently being performed in collaboration with the Department of Energy's National Laboratories, and a steady stream of results will be forthcoming throughout 2012. This paper will provide an overview of the GPG program and its objectives as well as a summary and status update of the 16 technologies selected for enhanced testing and evaluation in 2011.     2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance.     A novel, highly efficient deacetylation and disk refining (DDR) process to liberate fermentable sugars from biomass was recently developed at the National Renewable Energy Laboratory (NREL). The DDR process consists of a mild, dilute alkaline deacetylation step followed by low-energy-consumption disk refining. The DDR corn stover substrates achieved high process sugar conversion yields, at low to modest enzyme loadings, and also produced high sugar concentration syrups at high initial insoluble solid loadings. The sugar syrups derived from corn stover are highly fermentable due to low concentrations of fermentation inhibitors. The objective of this work is to evaluate the economic feasibility of the DDR process through a techno-economic analysis (TEA). A large array of experiments designed using a response surface methodology was carried out to investigate the two major cost-driven operational parameters of the novel DDR process: refining energy and enzyme loadings. The boundary conditions for refining energy (128–468 kWh/ODMT), cellulase (Novozyme’s CTec3) loading (11.6–28.4 mg total protein/g of cellulose), and hemicellulase (Novozyme’s HTec3) loading (0–5 mg total protein/g of cellulose) were chosen to cover the most commercially practical operating conditions. The sugar and ethanol yields were modeled with good adequacy, showing a positive linear correlation between those yields and refining energy and enzyme loadings. The ethanol yields ranged from 77 to 89 gallons/ODMT of corn stover. The minimum sugar selling price (MSSP) ranged from $0.191 to $0.212 per lb of 50 % concentrated monomeric sugars, while the minimum ethanol selling price (MESP) ranged from $2.24 to $2.54 per gallon of ethanol. The DDR process concept is evaluated for economic feasibility through TEA. The MSSP and MESP of the DDR process falls within a range similar to that found with the deacetylation/dilute acid pretreatment process modeled in NREL’s 2011 design report. The DDR

A large array of experiments designed using a response surface methodology was carried out to investigate the two major cost-driven operational parameters of the novel DDR process: refining energy and enzyme loadings. The boundary conditions for refining energy (128–468 kWh/ODMT), cellulase (Novozyme’s CTec3) loading (11.6–28.4 mg total protein/g of cellulose), and hemicellulase (Novozyme’s HTec3) loading (0–5 mg total protein/g of cellulose) were chosen to cover the most commercially practical operating conditions. The sugar and ethanol yields were modeled with good adequacy, showing a positive linear correlation between those yields and refining energy and enzyme loadings. The ethanol yields ranged from 77 to 89 gallons/ODMT of corn stover. The minimum sugar selling price (MSSP) ranged from $0.191 to $0.212 per lb of 50 % concentrated monomeric sugars, while the minimum ethanol selling price (MESP) ranged from $2.24 to $2.54 per gallon of ethanol. The DDR process concept is evaluated for economic feasibility through TEA. The MSSP and MESP of the DDR process falls within a range similar to that found with the deacetylation/dilute acid pretreatment process modeled in NREL’s 2011 design report. The

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    To assess the impact of energy efficiency expert evaluation (E4) training and field audits performed since 2007, the Federal Energy Management Program (FEMP) undertook a follow-up study on the implementation of E4 recommendations and an analysis of energy savings. The building property manager and O and M contractor of each facility were interviewed to obtain feedback and implementation status of the E4 recommendations. Overall, there were more than 160 recommendations documented in the E4 reports; about 50% of these recommendations were fully implemented and the remaining 50% either partially implemented or not implemented. In four buildings, the E4 recommendations were aligned with American Recovery and Reinvestment Act of 2009 (ARRA) projects replacing HVAC equipment or upgrading the building control system. The E4 recommendations were not followed-up in two buildings because of uncertainty of the long-term use of the facility or personnel changes. Results of this followon study are reported in this document.

The major components of the selected IRA for OU-1 include: evaluation of aquifer characteristics which may include installation of a pump test well; installation of additional monitoring wells to locate the western edge of the groundwater plume; installation of recovery wells along the leading edge of the plume; obtaining discharge permit for disposal of recovered groundwater to the T.E. Maxson Wastewater Treatment Plant publicly owned treatment works (POTW) or municipal sewer system; operation of the system of recovery wells unit the risk associated with the contaminants is reduced to acceptable levels or until the final remedy is in place; and chemical analysis will be conducted to monitor the quality of the discharge in accordance with the city discharge permit requirements; the permit will include parameters to be monitored and frequency.

    Homes with solar photovoltaic (PV) systems have multiplied in the United States recently, reaching more than half a million in 2014, in part due to plummeting PV costs and innovative financing options. As PV systems become an increasingly common feature of U.S. homes, the ability to assess the value of these homes appropriately will become increasingly important. At the same time, capturing the value of PV to homes will be important for facilitating a robust residential PV market. Appraisers and real estate agents have made strides toward valuing PV homes, and several limited studies have suggested the presence of PV home premiums; however, gaps remain in understanding these premiums for housing markets nationwide. To fill these gaps, researchers from Lawrence Berkeley National Laboratory (LBNL) and their collaborators from other institutions conducted the most comprehensive PV home premium analysis to date. The study more than doubles the number of PV home sales previously analyzed, examines transactions in eight states, and spans the years 2002–2013. The results impart confidence that PV consistently adds value across a variety of states, housing and PV markets, and home types.

    An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that provides estimates of the marginal impacts of those PV systems on home sale prices. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. We find strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, from roughly $4 to $6.4/watt across the full dataset, to approximately $2.3/watt for new homes, to more than $6/watt for existing homes. A number of ideas for further research are suggested.

The study is based on the first, second, and third demonstration program grants awarded by HUD under the Solar Heating and Cooling Demonstration Act of 1974.   1. Selling an Energy Efficiency Loan Portfolio in Oregon: Resale of the Craft3 loan portfolio to Self-Help Credit Union

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    Accelerated market penetration of plug-in electric vehicles and deployment of grid-connected energy storage are restricted by the high cost of lithium-ion batteries. Research, development, and manufacturing are underway to lower material costs, enhance process efficiencies, and increase production volumes. A fraction of the battery cost may be recovered after vehicular service by reusing the battery where it may have sufficient performance for other energy-storage applications. By extracting post-vehicle additional services and revenue from the battery, the total lifetime value of the battery is increased. The overall cost of energy-storage solutions for both primary (automotive) and secondary (grid) customer could be decreased. This techno-economic analysis of battery second use considers effects of battery degradation in both automotive and grid service, repurposing costs, balance-of-system costs, the value of aggregated energy-storage to commercial and industrial end users, and competitive technology. Batteries from plug-in electric vehicles can economically be used to serve the power quality and reliability needs of commercial and industrial end users. However, the value to the automotive battery owner is small (e.g., $20-$100/kWh) as declining future battery costs and other factors strongly affect salvage value. Repurposed automotive battery prices may range from $38/kWh to $132/kWh.

    General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video. (4) Enhance Safety and Security--Harmonize Physical Access Control Systems (PACS) with Smart Building Systems.

    The 10 MW Demonstration of the Gas Suspension Absorption (GSA) program is a government and industry co-funded technology development. The objective of the project is to demonstrate the performance of the GSA system in treating a 10 MW slipstream of flue gas resulting from the combustion of a high sulfur coal. This project involves design, fabrication, construction and testing of the GSA system. The Project Performance and Economics Report provides the nonproprietary information for the ``10 MW Demonstration of the Gas Suspension Absorption (GSA) Project`` installed at Tennessee Valley Authority`s (TVA) Shawnee Power Station, Center for Emissions Research (CER) at Paducah, Kentucky. The program demonstrated that the GSA flue-gas-desulfurization (FGD) technology is capable of achieving high SO{sub 2} removal efficiencies (greater than 90%), while maintaining particulate emissions below the New Source Performance Standards (NSPS), without any negative environmental impact (section 6). A 28-day test demonstrated the reliability and operability of the GSA system during continuous operation. The test results and detailed discussions of the test data can be obtained from TVA`s Final Report (Appendix A). The Air Toxics Report (Appendix B), prepared by Energy and Environmental Research Corporation (EERC) characterizes air toxic emissions of selected hazardous air pollutants (HAP) from the GSA process. The results of this testing show that the GSA system can substantially reduce the emission of these HAP. With its lower capital costs and maintenance costs (section 7), as compared to conventional semi-dry scrubbers, the GSA technology commands a high potential for further commercialization in the United States.     AirPol Inc., with the cooperation of the Tennessee Valley Authority (TVA) under a Cooperative Agreement with the United States Department of Energy, installed and tested a 10 MWe Gas Suspension Absorption (GSA) Demonstration system at TVA`s Shawnee Fossil Plant near Paducah, Kentucky. This low-cost retrofit project demonstrated that the GSA system can remove more than 90% of the sulfur dioxide from high-sulfur coal-fired flue gas, while achieving a relatively high utilization of reagent lime. This paper presents a detailed technical description of the Clean Coal Technology demonstration project. Test results and data analysis from the preliminary testing, factorial tests, air toxics texts, 28-day continuous demonstration run of GSA/electrostatic precipitator (ESP), and 14-day continuous demonstration run of GSA/pulse jet baghouse (PJBH) are also discussed within this paper.
