    Berkeley Labs Iain Walker and his colleagues in environmental energy research helped the Siebel Foundation develop the criteria for its Energy Free Home Challenge, which comes with a $20 million global incentive prize. The Challenge is a competition to create a new generation of systems and technologies for practical homes that realize a net-zero, non-renewable energy footprint without increasing the cost of ownership. It is open to everyone everywhere — university teams to handymen and hobbyists.

    This document provides performance standards that one, as a generator of hazardous chemical, radioactive, or mixed wastes at the Berkeley Lab, must meet to manage their waste to protect Berkeley Lab staff and the environment, comply with waste regulations and ensure the continued safe operation of the workplace, have the waste transferred to the correct Waste Handling Facility, and enable the Environment, Health and Safety (EH and S) Division to properly pick up, manage, and ultimately send the waste off site for recycling, treatment, or disposal. If one uses and generates any of these wastes, one must establish a Satellite Accumulation Area and follow the guidelines in the appropriate section of this document. Topics include minimization of wastes, characterization of the wastes, containers, segregation, labeling, empty containers, and spill cleanup and reporting.

    Installations of PV systems have been expanding at a rapid pace in recent years. In the United States, the market for PV is driven by national, state, and local government incentives, including upfront cash rebates, production-based incentives, requirements that electricity suppliers purchase a certain amount of solar energy, and Federal and state tax benefits. These programs are, in part, motivated by the popular appeal of solar energy and by the positive attributes of PV - e.g., modest environmental impacts, avoidance of fuel price risks, coincidence with peak electrical demand, and the location of PV at the point of use. Given the relatively high cost of PV, however, a key goal of these policies is to encourage cost reductions over time. Therefore, as policy incentives have become more significant and as PV deployment has accelerated, so too has the desire to track the installed cost of PV systems over time, by system characteristics, by system location, and by component. A new Lawrence Berkeley National Laboratory report, 'Tracking the Sun: The Installed Cost of Photovoltaics in the U.S. from 1998-2007', helps to fill this need by summarizing trends in the installed cost (i.e., the cost paid by the system owner) of grid-connected PV systems in the U.S. The report is based on an analysis of project-level cost data from nearly 37,000 residential and non-residential PV systems completed from 1998-2007 and installed on the utility-customer-side of the meter. These systems total 363 MW, equal to 76% of all grid-connected PV capacity installed in the U.S. through 2007, representing the most comprehensive data source available on the installed cost of PV in the United States. The data were obtained from administrators of PV incentive programs around the country, who typically collect installed cost data for systems receiving incentives. A total of 16 programs, spanning 12 states, ultimately provided data for the study. Reflecting the broader geographical trends in the U.S. PV market, the vast majority of the systems in the data sample are located in California (83%, by capacity) and New Jersey (12%), The remaining systems are located in Arizona, Connecticut, Illinois, Massachusetts, Maryland, Minnesota, New York, Oregon, Pennsylvania, and Wisconsin. The PV systems in the dataset range in size from 100 W to 1.3 MW, almost 90% of which are smaller than 10 kW. This article briefly summarizes some of the key findings from the Berkeley Lab study (the full report can be downloaded at http://eetd.lbl.gov/ea/emp/re-pubs.html). The article begins by summarizing trends related to the installed cost of PV systems prior to receipt of any financial incentives, and then discusses how changes in incentive levels over time and variation across states have impacted the net installed cost of PV to the customer, after receipt of incentives. Note that all cost and incentive data are presented in real 2007 dollars (2007$), and all capacity and dollars-perwatt ($/W) data are presented in terms of rated module power output under Standard Test Conditions (DC-STC).

      The Shorebird Environmental Learning Center (SELC) is a new straw bale building that will showcase current and future technologies and techniques that will reduce the environmental impacts of building construction and operations. The building will also serve as a living laboratory to test systems and monitor their performance. The project will be the model for a building process that stops using our precious resources and reduces waste pollution. The rice straw that will be used for the bale construction is generally waste material that is typically burned--millions of tons of it a year--especially in California's San Joaquin Valley. Buildings have significant impacts on the overall environment. Building operations, including lighting, heating, and cooling, consume about 30% of the energy used in the United States. Building construction and the processes into making building materials consume an additional 8% of total energy. Construction also accounts for 39% of wood consumed in the U S, while 25% of solid waste volume is construction and demolition (C &D) debris. The SELC will incorporate a variety of materials and techniques that will address these and other issues, while providing a model of environmentally considered design for Bay Area residents and builders. Environmental considerations include energy use in construction and operations, selection of materials, waste minimization, and indoor air quality. We have developed five major environmental goals for this project: (1) Minimize energy use in construction and operations; (2) Employ material sources that are renewable, salvaged, recycled, and/or recyclable; (3) Increase building lifespan with durable materials and designs that permit flexibility and modification with minimal demolition; (4) Reduce and strive to eliminate construction debris; and (5) Avoid products that create toxic pollutants and make a healthy indoor environment.

      Research in earth and atmospheric sciences is becoming increasingly important in light of the energy, climate change, and environmental issues facing the United States and the world. The development of new energy resources other than hydrocarbons and the safe disposal of nuclear waste and greenhouse gases (such as carbon dioxide and methane) are critical to the future energy needs and environmental safety of this planet. In addition, the cleanup of many contaminated sites in the U.S., along with the preservation and management of our water supply, remain key challenges for us as well as future generations. Addressing these energy, climate change, and environmental issues requires the timely integration of earth sciences' disciplines (such as geology, hydrology, oceanography, climatology, geophysics, geochemistry, geomechanics, ecology, and environmental sciences). This integration will involve focusing on fundamental crosscutting concerns that are common to many of these issues. A primary focus will be the characterization, imaging, and manipulation of fluids in the earth. Such capabilities are critical to many DOE applications, from environmental restoration to energy extraction and optimization. The Earth Sciences Division (ESD) of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) is currently addressing many of the key technical issues described above. In this document, we present summaries of many of our current research projects. While it is not a complete accounting, it is representative of the nature and breadth of our research effort. We are proud of our scientific efforts, and we hope that you will find our research useful and exciting. Any comments on our research are appreciated and can be sent to me personally. This report is divided into five sections that correspond to the major research programs in the Earth Sciences Division: (1) Fundamental and Exploratory Research; (2) Nuclear Waste; (3) Energy Resources; (4) Environmental Remediation Technology; and (5) Climate Variability and Carbon Management. These programs draw from each of ESD's disciplinary departments: Microbial Ecology and Environmental Engineering, Geophysics and Geomechanics, Geochemistry, and Hydrogeology and Reservoir Dynamics.       Each year, Ernest Orlando Lawrence Berkeley National Laboratory prepares an integrated report on its environmental programs to satisfy the requirements of United States Department of Energy Order 231.1A, Environment, Safety, and Health Reporting.1 The Site Environmental Report for 2004 summarizes Berkeley Lab’s environmental management performance, presents environmental monitoring results, and describes significant programs for calendar year 2004. (Throughout this report, Ernest Orlando Lawrence Berkeley National Laboratory is referred to as “Berkeley Lab,” “the Laboratory,” “Lawrence Berkeley National Laboratory,” and “LBNL.”) The report is separated into two volumes.       Research in earth and atmospheric sciences has become increasingly important in light of the energy, climate change, and other environmental issues facing the United States and the world. The development of new energy resources other than fossil hydrocarbons, the safe disposal of nuclear waste and greenhouse gases, and a detailed understanding of the climatic consequences of our energy choices are all critical to meeting energy needs while ensuring environmental safety. The cleanup of underground contamination and the preservation and management of water supplies continue to provide challenges, as they will for generations into the future. To address the critical energy and environmental issues requires continuing advances in our knowledge of Earth systems and our ability to translate that knowledge into new technologies. The fundamental Earth science research common to energy and environmental issues largely involves the physics, chemistry, and biology of fluids in and on the Earth. To manage Earth fluids requires the ability to understand their properties and behavior at the most fundamental molecular level, as well as prediction, characterization, imaging, and manipulation of those fluids and their behavior in real Earth reservoirs. The broad range of disciplinary expertise, the huge range of spatial and time scales, and the need to integrate theoretical, computational, laboratory and field research, represent both the challenge and the excitement of Earth science research. The Earth Sciences Division (ESD) of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) is committed to addressing the key scientific and technical challenges that are needed to secure our energy future in an environmentally responsibly way. Our staff of over 200 scientists, UC Berkeley faculty, support staff and guests perform world-acclaimed fundamental research in hydrogeology and reservoir engineering, geophysics and geomechanics, geochemistry, microbial ecology, climate systems, and environmental engineering. Building on this scientific foundation, we also perform applied earth science research and technology development to support DOE in a number of its program areas. We currently organize our efforts in the following Division Programs: Fundamental and Exploratory Research--fundamental research in geochemistry, geophysics, and hydrology to provide a basis for new and improved energy and environmental technologies; Climate and Carbon Sciences--carbon cycling in the terrestrial biosphere and oceans, and global and regional climate modeling, are the cornerstones of a major developing divisional research thrust related to understanding and mitigating the effects of increased greenhouse gas concentrations in the atmosphere; Energy Resources--collaborative projects with industry to develop or improve technologies for the exploration and production of oil, gas, and geothermal reservoirs, and for the development of bioenergy; Environmental Remediation and Water Resources--innovative technologies for locating, containing, and remediating metals, radionuclides, chlorinated solvents, and energy-related contaminants in soils and groundwaters; Geologic Carbon Sequestration--development and testing of methods for introducing carbon dioxide to subsurface geologic reservoirs, and predicting and monitoring its subsequent migration; and Nuclear Waste and Energy--theoretical, experimental, and simulation studies of the unsaturated zone at Yucca Mountain, Nevada. These programs draw from each of ESD's disciplinary departments: Climate Science, Ecology, Geochemistry, Geophysics, and Hydrogeology. Short descriptions of these departments are provided as introductory material. In this document, we present summaries of selected current research projects. While it is not a complete accounting, the projects described here are representative of the nature and breadth of the ESD research effort.       The Lawrence Berkeley Laboratory 1992 Site Development Plan (SDP) provides analysis and policy guidance for the effective use and orderly development of land and facilities at the LBL main site. The SDP directly supports LBL's role as a multiprogram national laboratory operated by the University of California for the DOE. It is a concise policy document, prepared in compliance with DOE Order 4320.1B and based on revisions to the 1991 Technical Site Information (TSI). It also serves as the current DOE framework for the implementation of the 1987 Long Range Development Plan (LRDP) approved by the Regents of the University of California. The SDP is updated annually, with periodic major revisions consistent with DOE policy and approved plans of the Regents. The specific purposed of the SDP are to: Summarize the mission and community setting of the Laboratory; describe program trends and projections and future resource requirements; describe site planning goals and future facilities and land uses; and describe site planning issues and potential solutions. The SDP concisely expresses the policies for future development based on planning concepts, the anticipated needs of research programs, and site potential and constraints. The 1992 TSI document and other planning data provide detailed support for the plans identified in this document. Preparation of the SDP was coordinated by the Office for Planning and Development with technical support and data preparation by the Plant Engineering Department. Programmatic data and information are from program divisions and technical resource divisions, including the Environment, Health Safety Division.       How well can we assess and improve building energy performance in California homes? How much energy-and carbon-do homes use in other parts of the world? Rick Diamond, deputy group leader of the Berkeley Lab Energy Performance of Buildings Group, discusses change, global solutions, and the stories of three houses in Berkeley, Kabul (Afghanistan), and Washington, D.C. Diamond, who is also a senior advisor at the California Institute for Energy and Environment, investigates user interactions with the built environment for improved building energy performance. The group has studied a wide range of issues related to energy use in housing, including duct system efficiency, user behavior, and infiltration and ventilation measurements.

      This book briefly describes the activities of the Biology and Medicine Division of the Lawrence Berkeley Laboratory. During the past year the Donner Pavilion program on the treatment of arteriovenous malformations in the brain has chalked up very significant successes. The disease control rate has been high and objective measures of success using cerebral angiography have been established. The new high resolution positron emitting tomographic imager has been demonstrated to operate successfully. In the Radiation Biophysics program, the availability of higher mass ions up to uranium has allowed us cell and tissue studies in a radiation domain that is entirely new. Using uranium beams, investigators have already made new and exciting findings that are described in the body of the report.

      In the middle of the UC Berkeley campus, next to the Main Library, South Hall is the last surviving building from the original campus, founded about 135 years ago. A tiny tree-shaded appendix to this venerated classical building houses Berkeley's Center for Studies in Higher Education, directed by C. Judson King, former Provost and Senior Vice President--Academic Affairs of the ten-campus University of California and long-time Professor of Chemical Engineering at Berkeley. Jud came to Berkeley in 1963 as assistant professor of chemical engineering, following receipt of a doctor's degree from MIT and a subsequent short appointment as director of the MIT chemical engineering practice school station at what was then Esso (now Exxon) in New Jersey. His undergraduate degree is from Yale. Starting with his MIT doctoral dissertation on gas absorption, Jud has devoted much of his professional career to separation processes. His teaching and research activities have been primarily concerned with separation of mixtures with emphasis on liquid-liquid extraction and drying. As a consultant to Procter and Gamble, he contributed to the technology of making instant coffee. His life-long activities in hiking and camping stimulated Jud's interest in the manufacture of freeze-dried foods (e.g. turkey meat) to minimize the weight of his hiking back-pack. Jud is internationally known not only for his many research publications but even more, for his acclaimed textbook ''Separation Processses'' (McGraw-Hill, second edition 1980) that is used in standard chemical engineering courses in the US and abroad.

      This report describes the activities of the Nuclear Science Division for the period of January 1, 1994, to December 31, 1994. This was a time of significant accomplishment for all of the programs in the Division. Assembly of the solar neutrino detector at the Sudbury Neutrino Observatory is well under way. All of the components fabricated by LBL were shipped to Sudbury early in the year and our efforts are now divided between assisting the assembly of the detector and preparing software for data analysis once the detector is operational in 1996. Much of the activity at the 88-Inch Cyclotron centered on Gammasphere. The {open_quotes}early implementation{close_quotes} phase of the detector ended in September. This phase was extremely successful, involving over 60 experiments with nearly 200 users from 37 institutions worldwide. The mechanical structure was installed and the final electronic system is expected to operate in March 1995. The Division concurrently hosted a conference on physics for large {gamma}-ray detector arrays at the Clark Kerr Campus at UC Berkeley in August. This was a very successful meeting, reflecting the enthusiasm for this field worldwide. Also at the Cyclotron, the progress toward weak interaction experiments using ultra-thin sources passed a major milestone with the trapping of radioactive {sup 21}Na atoms. We are now engaged in a major upgrade of the experimental area and the outlook is very promising for these novel experiments. Another highlight of research at the Cyclotron was the confirmation of element 106. This development allowed the original LLNL/LBL discovery team to move forward with their proposal to name this element seaborgium.
