    Empirical evidence concerning demand response (DR) resources is needed in order to establish baseline conditions, develop standardized methods to assess DR availability and performance, and to build confidence among policymakers, utilities, system operators, and stakeholders that DR resources do offer a viable, cost-effective alternative to supply-side investments. This paper summarizes the existing contribution of DR resources in U.S. electric power markets. In 2008, customers enrolled in existing wholesale and retail DR programs were capable of providing ~;;38,000 MW of potential peak load reductions in the United States. Participants in organized wholesale market DR programs, though, have historically overestimated their likely performance during declared curtailments events, but appear to be getting better as they and their agents gain experience. In places with less developed organized wholesale market DR programs, utilities are learning how to create more flexible DR resources by adapting legacy load management programs to fit into existing wholesale market constructs. Overall, the development of open and organized wholesale markets coupled with direct policy support by the Federal Energy Regulatory Commission has facilitated new entry by curtailment service providers, which has likely expanded the demand response industry and led to product and service innovation.

    District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    The history of district heating in Europe is drastically different from that in the United States. The development of district heating in northern and eastern Europe started in the early 1950s. Hot water rather than steam was used as the transport medium and the systems have proven to be more economical. Recently, the northern European concept has been introduced into two US cities - St. Paul and Willmar, Minnesota. The hot water project in St. Paul started construction and operation in the summer and fall of 1983, respectively. The entire first phase of the St. Paul project will take two summers to construct and will connect approximately 80 buildings for a total of 150 MW(t). The system spans the entire St. Paul business district and includes privately owned offices and retail buildings, city and county government buildings, hospitals, the state Capitol complex, and several industrial customers. The City of Willmar, Minnesota, replaced an old steam system with a modern hot water system in the summer of 1982. The first phase of the hot water system was constructed in the central business district. The system serves a peak thermal load of about 10 MW(t) and includes about 12,000 ft of network. The Willmar system completed the second stage of development in the fall of 1983. These two new systems demonstrate the benefits of the low-temperature hot water district heating technology. The systems are economical to build, have high reliability, and have low maintenance and operating cost.

    The Energy Office of the District of Columbia is planning the conversion of a 1500 TPD incinerator for district heating and the generation of electric power for sale to the local utility, PEPCO. This paper records a preliminary evaluation of whether hot water storage would be appropriate at the heat source plant to maximize power sales and improve the reliability of the district heat service. Hot water storage is being employed successfully at Herning, Denmark, in conjunction with a cogeneration plant heat source, and this concept is adapted to Washington D.C. area needs for heating and cooling service. Heat storage allows a 7% increase in power sales based on a simplified approach to daily load profiles and PEPCO's proposed avoided cost rates. Pressurized storage is uneconomic due to the high cost of containment, but atmospheric storage at 200F shows a simple payback of 5 years.

    The Industrial Corridor of Jamestown, New York, contains more than twenty industrial/manufacturing companies, whose thermal demands, in addition to space heating, include significant process heating loads. This study investigated in depth, the technical and economic feasibility of implementing a district heating system in the Industrial Corridor which can serve both process and space heating loads. Based upon the heat load assessment conducted, the study focused upon nine companies with the largest thermal demand. Alternative system implementation designs were considered including new conventional centralized boiler plants, gas turbine cogeneration, and both high temperature hot water and steam as the heat transport media in an underground distribution system. The study concluded that, in view of the nature of existing prospective customer loads being primarily steam based, the most economical system for near term phased development is a steam based system with a new conventional centrally located steam boiler plant. The economic potential for a cogeneration system was found to be sensitive to electricity buy back rates, which at present, are not attractive. Implementing a modern high temperature hot water system would require significant customer retrofit costs to convert their steam based systems to hot water, resulting in long and unattractive pay back periods. Unless customer hot water retrofit costs can be expended without penalty to the district system economics, hot water district heating is not considered economically feasible.     Purpose There has been an increased interest in utilizing renewable energy sources in district heating systems. District heating systems are centralized systems that provide heat for residential and commercial buildings in a community. While various renewable and conventional energy sources can be used in such systems, many stakeholders are interested in choosing the feasible option with the least environmental impacts. This paper evaluates and compares environmental burdens of alternative energy source options for the base load of a district heating center in Vancouver, British Columbia (BC) using the life cycle assessment method. The considered energy sources include natural gas, wood pellet, sewer heat, and ground heat. Methods The life cycle stages considered in the LCA model cover all stages from fuel production, fuel transmission/transportation, construction, operation, and finally demolition of the district heating system. The impact categories were analyzed based on the IMPACT 2002+ method. Results and discussion On a life-cycle basis, the global warming effect of renewable energy options were at least 200 kgeqCO2 less than that of the natural gas option per MWh of heat produced by the base load system. It was concluded that less than 25% of the upstream global warming impact associated with the wood pellet energy source option was due to transportation activities and about 50% of that was resulted from wood pellet production processes. In comparison with other energy options, the wood pellets option has higher impacts on respiratory of inorganics, terrestrial ecotoxicity, acidification, and nutrification categories. Among renewable options, the global warming impact of heat pump options in the studied case in Vancouver, BC, were lower than the wood pellet option due to BC's low carbon electricity generation profile. Ozone layer depletion and mineral extraction were the highest for the heat pump options due to extensive construction required for these options. Conclusions Natural gas utilization as the primary heat source for district heat production implies environmental complications beyond just the global warming impacts. Diffusing renewable energy sources for generating the base load district heat would reduce human toxicity, ecosystem quality degradation, global warming, and resource depletion compared to the case of natural gas. Reducing fossil fuel dependency in various stages of wood pellet production can remarkably reduce the upstream global warming impact of using wood pellets for district heat generation.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries.     This three-volume report presents the results of an econometric forecast of peak and electric power demands for the Potomac Electric Power Company (PEPCO) through the year 2002. Volume I describes the methodology, the results of the econometric estimations, the forecast assumptions and the calculated forecasts of peak demand and energy usage. Separate sets of models were developed for the Maryland Suburbs (Montgomery and Prince George's counties), the District of Columbia and Southern Maryland (served by a wholesale customer of PEPCO). For each of the three jurisdictions, energy equations were estimated for residential and commercial/industrial customers for both summer and winter seasons. For the District of Columbia, summer and winter equations for energy sales to the federal government were also estimated. Equations were also estimated for street lighting and energy losses. Noneconometric techniques were employed to forecast energy sales to the Northern Virginia suburbs, Metrorail and federal government facilities located in Maryland.

    The excessive complexity of both machine architectures and applications have made it difficult for compilers to statically model and predict application behavior. This observation motivates the recent interest in performance tuning using empirical techniques. We present a new embedded scripting language, POET (Parameterized Optimization for Empirical Tuning), for parameterizing complex code transformations so that they can be empirically tuned. The POET language aims to significantly improve the generality, flexibility, and efficiency of existing empirical tuning systems. We have used the language to parameterize and to empirically tune three loop optimizations-interchange, blocking, and unrolling-for two linear algebra kernels. We show experimentally that the time required to tune these optimizations using POET, which does not require any program analysis, is significantly shorter than that when using a full compiler-based source-code optimizer which performs sophisticated program analysis and optimizations.

    The EMPIRE code system is being extended to cover the resolved and unresolved resonance region employing proven methodology used for the production of new evaluations in the recent Atlas of Neutron Resonances. Another directions of Empire expansion are uncertainties and correlations among them. These include covariances for cross sections as well as for model parameters. In this presentation we concentrate on the KALMAN method that has been applied in EMPIRE to the fast neutron range as well as to the resonance region. We also summarize role of the EMPIRE code in the ENDF/B-VII.0 development. Finally, large scale calculations and their impact on nuclear model parameters are discussed along with the exciting perspectives offered by the parallel supercomputing.

    Due to the role electricity plays in the Nation`s economic and social well-being, interested parties have been following the electric power industry`s transition by keeping abreast of the restructuring and deregulation events that are taking place almost daily. Much of the attention centers around the States and how they are restructuring the business of electricity supply within their respective jurisdictions. This report is designed to profile each State and the District of Columbia regarding not only their current restructuring activities, but also their electricity generation and concomitant statistics from 1986 through 1996. Included are data on a number of subject areas including generating capability, generation, revenues, fuel use, capacity factor for nuclear plants, retail sales, and pollutant emissions. Although the Energy Information Administration (EIA) publishes this type of information, there is a lack of a uniform overview for each individual State. This report is intended to help fill that gap and also to serve as a framework for more detailed studies. In addition to basic statistics in tables and graphs, a textual section is provided for each State, discussing some of the points relative to electricity production that are noteworthy in, or unique to, that particular State. Also, each State is ranked according to the place it holds, as compared to the rest of the states, in various relevant areas, such as its average price of electricity per kilowatthour, its population, and its emissions of certain atmospheric pollutants. The final chapter covers the Nation as a whole. 451 figs., 520 tabs.

    The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities with 55 MW of electrical output, 4 cogeneration projects with 34.5 MW of generating capability, and 4 wastewater treatment facility digester gas-to-energy projects with 5 MW of electrical production have come on-line (or are in the final stages of construction) since the passage of PURPA. These numbers represent only a small portion of Washington's untapped and underutilized cogeneration and renewable resource generating potentials. [DJE-2005

    Traditional compilers are limited in their ability to optimize applications for different architectures because statically modeling the effect of specific optimizations on different hardware implementations is difficult. Recent research has been addressing this issue through the use of empirical tuning, which uses trial executions to determine the optimization parameters that are most effective on a particular hardware platform. In this paper, we investigate empirical tuning of loop fusion, an important transformation for optimizing a significant class of real-world applications. In spite of its usefulness, fusion has attracted little attention from previous empirical tuning research, partially because it is much harder to configure than transformations like loop blocking and unrolling. This paper presents novel compiler techniques that extend conventional fusion algorithms to parameterize their output when optimizing a computation, thus allowing the compiler to formulate the entire configuration space for loop fusion using a sequence of integer parameters. The compiler can then employ an external empirical search engine to find the optimal operating point within the space of legal fusion configurations and generate the final optimized code using a simple code transformation system. We have implemented our approach within our compiler infrastructure and conducted preliminary experiments using a simple empirical search strategy. Our results convey new insights on the interaction of loop fusion with limited hardware resources, such as available registers, while confirming conventional wisdom about the effectiveness of loop fusion in improving application performance.

    Uranium and its associated trace elements and radionuclides are ubiquitous in the South Texas Tertiary environment. Surface mining of this resource from the 1960s through the early 1980s at over sixty locations has left an extensive anthropological footprint (Fig. 1) in the lower Nueces and San Antonio river basins. Reclamation of mining initiated after 1975 has been under the regulatory authority of the Railroad Commission of Texas (RCT). However, mines that were active before the Texas Surface Mining Act of 1975 was enacted, and never reclaimed, are now considered abandoned. The Abandoned Mine Land Section of the RCT is currently reclaiming these pre-regulation uranium mines with funding from the federal government. The RCT monitors the overall effectiveness of this process through post-reclamation radiation and vegetative cover surveys, water quality testing, slope stability and erosion control monitoring. Presently a number of graduate and postgraduate students are completing research on the watershed and reservoir distribution of trace elements and radionuclides downstream of the South Texas Uranium District. The question remains as to whether the elevated levels of uranium, its associated trace elements and radiation levels in the South Texas environment are due to mining

    The contract for supply and installation of Honeywell control equipment at the district heating plant in Moscow suburb of Tushino was signed between the Mayor of Moscow and Honeywell in December 1991. Total contract value is US$3 million. The aim is to demonstrate on a pilot project the potential energy savings and improved pleat safety which can be achieved by means of electronic control of latest design. The Honeywell contract basically covers modernization of instrumentation and control of the gas fired heating plant, comprising water preparation and 4 boilers, of 100 Gcal/h each, i.e., 400 Gcal/h total. The plant is feeding the hot water network which has 60 heat exchanger stations connected. The heat exchangers (thermal rating between 2 to 10 Gcal/h each) supply hot water mainly to residential building blocks for apartment heating and domestic hot water. Honeywell`s responsibility covers engineering, supply of TDC 3000 micro-processor based control system for the boilers and DeltaNet Excel control for the Heat Exchangers. The contract also includes installation and start-up of the total control system.

    The recent advent of chirped-pulse FTMW technology has created a plethora of pure rotational spectra for molecules for which no vibrational information is known. The growing number of such spectra demands a way to build empirical potential energy surfaces for molecules, without relying on any vibrational measurements. Using ZnO as an example, we demonstrate a powerful technique for efficiently accomplishing this. We first measure eight new ultra-high precision ($\\pm2$ kHz) pure rotational transitions in the $X$-state of ZnO. Combining them with previous high-precision ($\\pm50$ kHz) pure rotational measurements of different transitions in the same system, we have data that spans the bottom 10\\% of the well. Despite not using any vibrational information, our empirical potentials are able to determine the size of the vibrational spacings and bond lengths, with precisions that are more than three and two orders of magnitude greater, respectively, than the most precise empirical values previously known, and the mo...

    The nuclear reaction code EMPIRE has been extended to provide evaluation capabilities for neutron cross section covariances in the thermal, resolved resonance, unresolved resonance and fast neutron regions. The Atlas of Neutron Resonances by Mughabghab is used as a primary source of information on uncertainties at low energies. Care is taken to ensure consistency among the resonance parameter uncertainties and those for thermal cross sections. The resulting resonance parameter covariances are formatted in the ENDF-6 File 32. In the fast neutron range our methodology is based on model calculations with the code EMPIRE combined with experimental data through several available approaches. The model-based covariances can be obtained using deterministic (Kalman) or stochastic (Monte Carlo) propagation of model parameter uncertainties. We show that these two procedures yield comparable results. The Kalman filter and/or the generalized least square fitting procedures are employed to incorporate experimental information. We compare the two approaches analyzing results for the major reaction channels on {sup 89}Y. We also discuss a long-standing issue of unreasonably low uncertainties and link it to the rigidity of the model.

    Electricity represents less than half of all energy consumed in the United States and globally. Although a few commercial nuclear power plants world-wide provide energy to non-electrical applications such as district heating and water desalination, nuclear energy has been largely relegated to base-load electricity production. A new generation of smaller-sized nuclear power plants offers significant promise for extending nuclear energy to many non-electrical applications. The NuScale small modular reactor design is especially well suited for these non-traditional customers due to its small unit size, very robust reactor protection features and a highly flexible and scalable plant design. A series of technical and economic evaluation studies have been conducted to assess the practicality of using a NuScale plant to provide electricity and heat to a variety of non-electrical applications, including water desalination, oil refining, and hydrogen production. The studies serve to highlight the unique design features of the NuScale plant for these applications and provide encouraging conclusions regarding the technical and economic viability of extending clean nuclear energy to a broad range of non-electrical energy consumers.

The Radioisotope Power Systems Program of the Idaho National Laboratory makes an empirical case for a highly integrated Quality Assurance function pertaining to the preparation, assembly, testing, storage and transportation of 238Pu fueled radioisotope thermoelectric generators. Case data represents multiple campaigns including the Pluto/New Horizons mission, the Mars Science Laboratory mission in progress, and other related projects. Traditional Quality Assurance models would attempt to reduce cost by minimizing the role of dedicated Quality Assurance personnel in favor of either functional tasking or peer-based implementations. Highly integrated Quality Assurance adds value by placing trained quality inspectors on the production floor side-by-side with nuclear facility operators to enhance team dynamics, reduce inspection wait time, and provide for immediate, independent feedback. Value is also added by maintaining dedicated Quality Engineers to provide for rapid identification and resolution of corrective action, enhanced and expedited supply chain interfaces, improved bonded storage capabilities, and technical resources for requirements management including data package development and Certificates of Inspection. A broad examination of cost-benefit indicates highly integrated Quality Assurance can reduce cost through the mitigation of risk and reducing administrative burden thereby allowing engineers to be engineers, nuclear operators to be nuclear operators, and the cross-functional team to operate more efficiently. Applicability of this case extends to any high-value, long-term project where traceability and accountability are determining factors.

    Semiconductor bridges (SCBs) are finding increased use as initiators for explosive and pyrotechnic devices. They offer advantages in reduced voltage and energy requirements, coupled with excellent safety features. The design of explosive systems which implement either SCBs or metal bridgewires can be facilitated through the use of electrical simulation software such as the PSpice{reg_sign} computer code. A key component in the electrical simulation of such systems is an electrical model of the bridge. This report has two objectives: (1) to present and characterize electrical data taken in tests of detonators which employ SCBs with BNCP as the explosive powder; and (2) to derive appropriate electrical models for such detonators. The basis of such models is a description of the resistance as a function of energy deposited in the SCB. However, two important features which must be added to this are (1) the inclusion of energy loss through such mechanisms as ohmic heating of the aluminum lands and heat transfer from the bridge to the surrounding media; and (2) accounting for energy deposited in the SCB through heat transfer to the bridge from the explosive powder after the powder ignites. The modeling procedure is entirely empirical; i.e., models for the SCB resistance and the energy gain and loss have been estimated from experimental data taken over a range of firing conditions. We present results obtained by applying the model to the simulation of SCB operation in representative tests.

  12. Feasibility Study for the Ivano-Frankivsk District Heating Repowering: Analysis of Options

    Part of the U.S. Initiative on Joint Implementation with the Ukraine Inter-Ministerial Commission on Climate Change, financed by the US Department of Energy. The project was implemented by a team consisting of the US company SenTech, Inc. and the Ukrainian company Esco-West. The main objective of the effort was to assess available alternatives of Ivano-Frankivsk (I-F) District Heating repowering and provide information for I-F's investment decision process. This study provides information on positive and negative technical and economic aspects of available options. Three options were analyzed for technical merit and economic performance: 1. Installation of cogeneration system based on Gas Turbine (GT) and Heat Recovery Heat Exchanger with thermal capacity of 30 MW and electrical capacity of 13.5 MW. This Option assumes utilization of five existing boilers with total capacity of 221 MW. Existing boilers will be equipped with modern controls. Equipment in this Option was sized for longest operating hours, about 8000 based on the available summer baseload. 2. Installation of Gas Turbine Combined Cycle (GTCC) and Heat Recovery Steam Generator (HRSG) with thermal capacity 45 MW and electrical capacity of 58.7 MW. This Option assumes utilization of five existing boilers with total capacity of 221 MW. Existing boilers will be equipped with modern controls. The equipment was sized for medium, shoulder season thermal load, and some cooling was assumed during the summer operation for extension of operating hours for electricity production. 3. Retrofit of six existing boilers (NGB) with total thermal capacity of 255.9 MW by installation of modern control system and minor upgrades. This option assumes only heat production with minimum investment. The best economic performance and the largest investment cost would result from alternative GTCC. This alternative has positive Net Present Value (NPV) with discount rate lower than about 12%, and has IRR slightly above 12%. The lowest economic results, and the lowest required investment, would result from alternative NGB. This Option's NPV is negative even at 0% discount rate, and would not become positive even by improving some parameters within a reasonable range. The Option with Gas Turbine displays relatively modest results and the NPV is positive for low discount rate, higher price of sold electricity and lower cost of natural gas. The IRR of this alternative is 9.75%, which is not very attractive. The largest influences on the investment are from the cost of electricity sold to the grid, the heat tariff, and the cost of natural gas. Assuming the implementation of the GTCC alternative, the benefit of the project is also reflected in lower Green House Emissions.

    This report presents an assessment of geothermal district heating in the City of La Grande, Oregon. Eight study area districts were analyzed to determine their economic feasibility. Results from the analyses conclude that certain districts within the City of La Grande are economically feasible if certain assumptions are correct. Development of geothermal district heating for these areas would provide direct energy and dollar savings to the building owners and would also provide direct and indirect benefits to low and moderate income households within the City.

    The objective of this project is to detect and locate more microearthquakes using the empirical matched field processing (MFP) method than can be detected using only conventional earthquake detection techniques. We propose that empirical MFP can complement existing catalogs and techniques. We test our method on continuous seismic data collected at the Salton Sea Geothermal Field during November 2009 and January 2010. In the Southern California Earthquake Data Center (SCEDC) earthquake catalog, 619 events were identified in our study area during this time frame and our MFP technique identified 1094 events. Therefore, we believe that the empirical MFP method combined with conventional methods significantly improves the network detection ability in an efficient matter.

    This book presents a methodology and philosophy of empirical science based on large scale lossless data compression. In this view a theory is scientific if it can be used to build a data compression program, and it is valuable if it can compress a standard benchmark database to a small size, taking into account the length of the compressor itself. This methodology therefore includes an Occam principle as well as a solution to the problem of demarcation. Because of the fundamental difficulty of lossless compression, this type of research must be empirical in nature: compression can only be achieved by discovering and characterizing empirical regularities in the data. Because of this, the philosophy provides a way to reformulate fields such as computer vision and computational linguistics as empirical sciences: the former by attempting to compress databases of natural images, the latter by attempting to compress large text databases.     An electrical connector is formed from a sheet of electrically conductive material that lies in between the two layers of nonconducting material that comprise the casing of an electrical chip. The connector is electrically connected to an electrical element embedded within the chip. An opening in the sheet is concentrically aligned with a pair of larger holes respectively bored through the nonconducting layers. The opening is also smaller than the diameter of an electrically conductive contact pin. However, the sheet is composed flexible material so that the opening adapts to the diameter of the pin when the pin is inserted therethrough. The periphery of the opening applies force to the sides of the pin when the pin is inserted, and thus holds the pin within the opening and in contact with the sheet, by friction. The pin can be withdrawn from the connector by applying sufficient axial force.

    The city of Handlova, Slovakia, needs to replace its district heating system, which is old, unreliable, and expensive to maintain. The current plant is owned by a state-run utility, the Slovensky Energeticky Podnik (SEP). The plan is to privatize the heating plant, acquire capital to rehabilitate the central plant (converting it to a cogeneration facility), install a new hot-water distribution system, and implement an extensive energy efficiency effort in the residential buildings on the system. System capacity is 100 MWt, with annual heat sales estimated to be 450,000 gigajoules per year (GJ/yr). The capital necessary for system improvements is estimated to be 465 million Slovakian Krowns (SK) (in 1997 price levels). The total market value of existing fixed assets that will survive the rehabilitation effort as part of the new systems is estimated at 342 million SK. There has been substantial analysis and preparation for this activity, which is documented in demand-side and supply-side technical and economic analyses, an integrated demand/supply report, and this preliminary business plan. The preparation includes investigation of ownership, management, and technology alternatives; estimation of the market value of existing assets and investment requirements; and forecasting of future cash flows. These preliminary projections indicate that the cost of heating from the new system will be reasonable from both a cost per unit of energy basis (SK/GJ) and, form the perspective of an apartment dweller in Handlova, on a total cost per year basis. Delivering heat at the projected cost will, however, require a substantial change in the way that the heating plant is run, with proportionally very large reductions in labor, operations and maintenance, and overhead charges. In addition, there will need to be significant revenues from the sale of electricity to the national grid.

    This paper compares the results from a study conducted at Iowa Energy Center s Energy Resource Station with EnergyPlus simulation results. The building consists of controlled test rooms, dedicated air handling units and air-cooled chillers for the purpose of obtaining quality data suitable for empirical validation studies. Weather data were also collected at the facility and used for the simulation. Empirical validation can be performed on various levels of the program such as zone level, systems level, and plant level. This study is unique in the sense that it integrates the zones, system, and plant into one analysis. For this study, the difference between empirical and EnergyPlus predicted zone cooling loads varied from 1.7% to 10.2%, but the difference for the compressor power was as much as 22.4%. The paper also describes the potential reasons why simulation results might not match field data.

    Liquid marbles, which are droplets coated with a hydrophobic powder, were exposed to a uniform electric field. It was established that a threshold value of the electric field, 15 cgse, should be surmounted for deformation of liquid marbles. The shape of the marbles was described as a prolate spheroid. The semi-quantitative theory describing deformation of liquid marbles in a uniform electric field is presented. The scaling law relating the radius of the contact area of the marble to the applied electric field shows a satisfactory agreement with the experimental data.

    This disclosure describes systems and methods for increasing the usable surface area of electrical contacts within a device, such as a thin film solid state device, through the implementation of electrically conductive interconnects. Embodiments described herein include the use of a plurality of electrically conductive interconnects that penetrate through a top contact layer, through one or more multiple layers, and into a bottom contact layer. The plurality of conductive interconnects may form horizontal and vertical cross-sectional patterns. The use of lasers to form the plurality of electrically conductive interconnects from reflowed layer material further aids in the manufacturing process of a device.
