Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

The Program Administrator Cost of Saved Energy for Utility Customer-Funded Energy Efficiency Programs

End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new construction, commercial/industrial custom rebate programs). In this report, the focus is on gross energy savings and the costs borne by the program administrator—including administration, payments to implementation contractors, marketing, incentives to program participants (end users) and both midstream and upstream trade allies, and evaluation costs. We collected data on net savings and costs incurred by program participants. However, there were insufficient data on participant cost contributions, and uncertainty and variability in the ways in which net savings were reported and defined across states (and program administrators).

Benefits and Costs of Aggressive Energy Efficiency Programs and the Impacts of Alternative Sources of Funding: Case Study of Massachusetts

Increased interest by state (and federal) policymakers and regulatory agencies in pursuing aggressive energy efficiency efforts could deliver significant utility bill savings for customers while having long-term implications for ratepayers (e.g. potential rate impacts). Equity and distributional concerns associated with the authorized recovery of energy efficiency program costs may necessitate the pursuit of alternative program funding approaches. In 2008, Massachusetts passed the Green Communities Act which directed its energy efficiency (EE) program administrators to obtain all cost-effective EE resources. This goal has translated into achieving annual electric energy savings equivalent to a 2.4% reduction in retail sales from energy efficiency programs in 2012. Representatives of electricity consumer groups supported the new portfolio of EE programs (and the projected bill savings) but raised concerns about the potential rate impacts associated with achieving such aggressive EE goals, leading policymakers to seek out alternative funding sources which can potentially mitigate these effects. Utility administrators have also raised concerns about under-recovery of fixed costs when aggressive energy efficiency programs are pursued and have proposed ratemaking policies (e.g. decoupling) and business models that better align the utility's financial interests with the state's energy efficiency public policy goals. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other states looking to significantly increase savings targets that can be achieved from their own ratepayer-funded energy efficiency programs. We use a pro-forma utility financial model to quantify the bill and rate impacts on electricity customers when very aggressive annual energy efficiency savings goals ({approx}2.4%) are achieved over the long-term and also assess the impact of different cost recovery approaches that integrate alternative revenue sources. We also analyze alternative lost fixed cost recovery approaches to better understand how to mitigate the erosion of utility shareholder returns in states that have adopted (and achieved) very aggressive savings targets.

The Department of Energy Isotope Production and Distribution Program mission is to serve the national need for a reliable supply of isotope products and services for medicine, industry and research. The program produces and sells hundreds of stable and radioactive isotopes that are widely utilized by domestic and international customers. Isotopes are produced only where there is no U.S. private sector capability or other production capacity is insufficient to meet U.S. needs. The Department encourages private sector investment in new isotope production ventures and will sell or lease its existing facilities and inventories for commercial purposes. The Isotope Program reports to the Director of the Office of Nuclear Energy, Science and Technology. The Isotope Program operates under a revolving fund established by the Fiscal Year (FY) 1990 Energy and Water Appropriations Act and maintains financial viability by earning revenues from the sale of isotopes and services and through annual appropriations. The FY 1995 Energy and Water Appropriations Act modified predecessor acts to allow prices charged for Isotope Program products and services to be based on production costs, market value, the needs of the research community, and other factors. Although the Isotope Program functions as a business, prices set for small-volume, high-cost isotopes that are needed for research purposes may not achieve full-cost recovery. As a result, isotopes produced by the Isotope Program for research and development are priced to provide a reasonable return to the U.S. Government without discouraging their use. Commercial isotopes are sold on a cost-recovery basis. Because of its pricing structure, when selecting isotopes for production, the Isotope Program must constantly balance current isotope demand, market conditions, and societal benefits with its determination to operate at the lowest possible cost to U.S. taxpayers. Thus, this report provides a financial analysis of this situation.

In Fiscal Year 1998, the Federal Energy Technology Center (FETC) was responsible for managing about $723 million in budgetary resources. The objective of this audit was to determine if FETC had a funds distribution and control system to ensure appropriated funds were managed in accordance with congressional intent and applicable policies and procedures. Improvements are needed in FETC`s administration of budgetary and accounting transactions. FETC did not have a comprehensive system to allocate indirect costs to funding programs and work-for-others projects. In addition, FETC did not completely adhere to Headquarters Clean Coal budget direction. The Office of Inspector General (OIG) reached its conclusions despite a scope impairment. Written documentation was not always available, and the audit team did not have ready access to key personnel who could explain certain transactions and management practices and procedures. In order to strengthen the FETC financial management system, the OIG recommended (1) the development of policies, procedures, and practices to accurately collect and allocate indirect costs and (2) improvements in internal control procedures. The OIG also recommended that the Chief Financial Officer conduct a detailed for cause review of the financial management practices at FETC and work with the Office of Field Management to develop a schedule for reviewing the financial management systems of all Departmental elements.

Hot Water Distribution System Program Documentation and Comparison to Experimental Data

In 2003, the California Energy Commission s (CEC s) Public Interest Energy Research (PIER) program funded Oak Ridge National Laboratory (ORNL) to create a computer program to analyze hot water distribution systems for single family residences, and to perform such analyses for a selection of houses. This effort and its results were documented in a report provided to CEC in March, 2004 [1]. The principal objective of effort was to compare the water and energy wasted between various possible hot water distribution systems for various different house designs. It was presumed that water being provided to a user would be considered suitably warm when it reached 105 F. Therefore, what was needed was a tool which could compute the time it takes for water reaching the draw point to reach 105 F, and the energy wasted during this wait. The computer program used to perform the analyses was a combination of a calculational core, produced by Dr. Keith A. Woodbury, Professor of Mechanical Engineering and Director, Alabama Industrial Assessment Center, University of Alabama, and a user interface based on LabVIEW, created by Dr. Roberto Lenarduzzi of ORNL. At that time, the computer program was in a relatively rough and undocumented form adequate to perform the contracted work but not in a condition where it could be readily used by those not involved in its generation. Subsequently, the CEC provided funding through Lawrence Berkeley National Laboratory (LBNL) to improve the program s documentation and user interface to facilitate use by others, and to compare the program s results to experimental data generated by Dr. Carl Hiller. This report describes the program and provides user guidance. It also summarizes the comparisons made to experimental data, along with options built into the program specifically to allow these comparisons. These options were necessitated by the fact that some of the experimental data required options and features not originally included in the program. A more detailed description of these program modifications along with detailed comparisons to the experimental data are provided in a report produced by Dr. Woodbury, which accompanies this report as Appendix H.

As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

Continuous Fiber Ceramic Composites (CFCC) are a new class of materials that are lighter, stronger, more corrosion resistant, and capable of performing at elevated temperatures. This new type of material offers the potential to meet the demands of a variety of industrial, military, and aerospace applications. The Department of Energy Office of Industrial Technologies (OIT) has a new program on CFCCs for industrial applications and this program has requested an inventory of all federal projects on CFCCs that relate to their new program. The purpose of this project is to identify all other ongoing CFCC research to avoid redundancy in the OIT Program. The inventory will be used as a basis for coordinating with the other ongoing ceramic composite projects. The inventory is divided into two main parts. The first part is concerned with CFCC supporting technologies projects and is organized by the categories listed below. (1) Composite Design; (2) Materials Characterization; (3) Test Methods; (4) Non-Destructive Evaluation; (5) Environmental Effects; (6) Mechanical Properties; (7) Database Life Prediction; (8) Fracture/Damage; and (9) Joining. The second part has information on component development, fabrication, and fiber-related projects.

This document presents an overview of work at Martin Marietta Energy Systems, Inc., (Energy Systems) during FY 1993--FY 1994 that was funded by the Department of Energy`s (DOE`s) Assistant Secretary for Environment, Safety and Health (ASEH). To illustrate the programmatic breadth of Energy Systems and to establish the context within which this work was accomplished, this document also includes representative descriptions of ASEH-related work at Energy Systems done for other sponsors. Activities for ASEH cover a wide variety of subjects that are geared towards the environmental, safety, and health aspects of DOE operations. Subjects include the following: environmental compliance, environmental guidance, environmental audits, NEPA oversight, epidemiology and health surveillance, transportation and packaging safety, safety and quality assurance; technical standards, performance indicators, occurrence reporting, health physics instrumentation, risk management, security evaluations, and medical programs. The charter of the Department of Energy (DOE) Isotope Production and Distribution Program (Isotope Program) covers the production and sale of radioactive and stable isotopes, associated byproducts, surplus materials such as lithium and deuterium, and related isotope services. Services provided include, but are not limited to, irradiation services, target preparation and processing, source encapsulation and other special preparations, analyses, chemical separations, and leasing of stable isotopes for research purposes. Isotope Program products and services are sold worldwide for use in a wide variety of research, development, biomedical, and industrial applications. The Isotope Program reports to the Director of the Office of Nuclear Energy, Science and Technology. The Isotope Program operates under a revolving fund, as established by the Fiscal Year 1990 Energy and Water Appropriations Act (Public Law 101-101). The Fiscal Year 1995 Appropriations Act (Public Law 103-316) modified predecessor acts to allow prices charged for Isotope Program products and services to be based on production costs, market value, the needs of the research community, and other factors. Prices set for small-volume, high-cost isotopes that are needed for research may not achieve full-cost recovery. Isotope Program costs are financed by revenues from the sale of isotopes and associated services and through payments from the isotope support decision unit, which was established in the DOE fiscal year 1995 Energy, Supply, Research, and Development appropriation. The isotope decision unit finances the production and processing of unprofitable isotopes that are vital to the national interest.

Electric Utility Transmission and Distribution Line Engineering Program

Economic development in the United States depends on a reliable and affordable power supply. The nation will need well educated engineers to design a modern, safe, secure, and reliable power grid for our future needs. An anticipated shortage of qualified engineers has caused considerable concern in many professional circles, and various steps are being taken nationwide to alleviate the potential shortage and ensure the North American power system's reliability, and our world-wide economic competitiveness. To help provide a well-educated and trained workforce which can sustain and modernize the nation's power grid, Gonzaga University's School of Engineering and Applied Science has established a five-course (15-credit hour) Certificate Program in Transmission and Distribution (T&D) Engineering. The program has been specifically designed to provide working utility engineering professionals with on-line access to advanced engineering courses which cover modern design practice with an industry-focused theoretical foundation. A total of twelve courses have been developed to-date and students may select any five in their area of interest for the T&D Certificate. As each course is developed and taught by a team of experienced engineers (from public and private utilities, consultants, and industry suppliers), students are provided a unique opportunity to interact directly with different industry experts over the eight weeks of each course. Course material incorporates advanced aspects of civil, electrical, and mechanical engineering disciplines that apply to power system design and are appropriate for graduate engineers. As such, target students for the certificate program include: (1) recent graduates with a Bachelor of Science Degree in an engineering field (civil, mechanical, electrical, etc.); (2) senior engineers moving from other fields to the utility industry (i.e. paper industry to utility engineering or project management positions); and (3) regular working professionals wishing to update their skills or increase their knowledge of utility engineering design practices and procedures. By providing graduate educational opportunities for the above groups, the T&D Program will help serve a strong industry need for training the next generation of engineers in the cost-effective design, construction, operation, and maintenance of modern electrical transmission and distribution systems. In addition to developing the on-line engineering courses described above, the T&D Program also focused significant efforts towards enhancing the training opportunities available to power system operators in the northwest. These efforts have included working with outside vendors to provide NERC-approved training courses in Gonzaga University's (GU) system operator training facility, support for an accurate system model which can be used in regional blackstart exercises, and the identification of a retired system operator who could provide actual regional training courses. The GU system operator training facility is also being used to recruit young workers, veterans, and various under-represented groups to the utility industry. Over the past three years students from Columbia Gorge Community College, Spokane Falls Community College, Walla Walla Community College, Central Washington University, Eastern Washington University, Gonzaga University, and various local high schools have attended short (one-day) system operator training courses free of charge. These collaboration efforts has been extremely well received by both students and industry, and meet T&D Program objectives of strengthening the power industry workforce while bridging the knowledge base across power worker categories, and recruiting new workers to replace a predominantly retirement age workforce. In the past three years the T&D Program has provided over 170 utility engineers with access to advanced engineering courses, been involved in training more than 300 power system operators, and provided well over 500 college and high school students with an experienc

Taking Risk Assessment and Management to the Next Level: Program-Level Risk Analysis to Enable Solid Decision-Making on Priorities and Funding

A multi-level (facility and programmatic) risk assessment was conducted for the facilities in the Nevada National Security Site (NNSS) Readiness in Technical Base and Facilities (RTBF) Program and results were included in a new Risk Management Plan (RMP), which was incorporated into the fiscal year (FY) 2010 Integrated Plans. Risks, risk events, probability, consequence(s), and mitigation strategies were identified and captured, for most scope areas (i.e., risk categories) during the facilitated risk workshops. Risk mitigations (i.e., efforts in addition to existing controls) were identified during the facilitated risk workshops when the risk event was identified. Risk mitigation strategies fell into two broad categories: threats or opportunities. Improvement projects were identified and linked to specific risks they mitigate, making the connection of risk reduction through investments for the annual Site Execution Plan. Due to the amount of that was collected, analysis to be performed, and reports to be generated, a Risk Assessment/ Management Tool (RAMtool) database was developed to analyze the risks in real-time, at multiple levels, which reinforced the site-level risk management process and procedures. The RAMtool database was developed and designed to assist in the capturing and analysis of the key elements of risk: probability, consequence, and impact. The RAMtool calculates the facility-level and programmatic-level risk factors to enable a side-by-side comparison to see where the facility manager and program manager should focus their risk reduction efforts and funding. This enables them to make solid decisions on priorities and funding to maximize the risk reduction. A more active risk management process was developed where risks and opportunities are actively managed, monitored, and controlled by each facility more aggressively and frequently. risk owners have the responsibility and accountability to manage their assigned risk in real-time, using the RAMtool database.

In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). This paper details challenges and accomplishments using ARRA funding to meet DOE-RL objectives of creating/saving jobs, expediting cleanup, and reducing lifecycle costs for cleanup during the first months of implementation.

Distributed Solar Incentive Programs: Recent Experience and Best Practices for Design and Implementation

Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. These best practices consider the perspectives of various stakeholders and the broad objectives of reducing solar costs, encouraging long-term market viability, minimizing ratepayer costs, and protecting consumers.

The Department of Energy`s Environmental Management Science Program (EMSP) serves as a catalyst for the application of scientific discoveries to the development and deployment of technologies that will lead to reduction of the costs and risks associated with cleaning up the nation`s nuclear complex. Appendix B provides details about each of the 202 research awards funded by the EMSP. This information may prove useful to researchers who are attempting to address the Department`s environmental management challenges in their work, program managers who are planning, integrating, and prioritizing Environmental Management projects, and stakeholders and regulators who are interested in the Department`s environmental challenges. The research award information is organized by the state and institution in which the lead principal investigator is located. In many cases, the lead principal investigator is one of several investigators at a number of different institutions. In these cases, the lead investigator (major collaborator) at each of the additional institutions is listed. Each research award abstract is followed by a list of high cost projects that can potentially be impacted by the research results. High cost projects are Environmental Management projects that have total costs greater than $50 million from the year 2007 and beyond, based on the March 1998 Accelerating Cleanup: Paths to Closure Draft data, and have costs or quantities of material associated with an Environmental Management problem area. High cost projects which must remain active in the year 2007 and beyond to manage high risk are also identified. Descriptions of these potentially related high cost Environmental Management projects can be found in Appendix C. Additional projects in the same problem area as a research award can be located using the Index of High Cost Environmental Management Projects by Problem Area, at the end of Appendices B and C.

The TERPED/P program is designed to facilitate the quantitative analysis of experimental data, determine the distribution function that best describes the data, and provide graphical representations of the data. This code differs from its predecessors, TEDPED and TERPED, in that a printer-plotter has been added for graphical output flexibility. The addition of the printer-plotter provides TERPED/P with a method of generating graphs that is not dependent on DISSPLA, Integrated Software Systems Corporation's confidential proprietary graphics package. This makes it possible to use TERPED/P on systems not equipped with DISSPLA. In addition, the printer plot is usually produced more rapidly than a high-resolution plot can be generated. Graphical and numerical tests are performed on the data in accordance with the user's assumption of normality or lognormality. Statistical analysis options include computation of the chi-squared statistic and its significance level and the Kolmogorov-Smirnov one-sample test confidence level for data sets of more than 80 points. Plots can be produced on a Calcomp paper plotter, a FR80 film plotter, or a graphics terminal using the high-resolution, DISSPLA-dependent plotter or on a character-type output device by the printer-plotter. The plots are of cumulative probability (abscissa) versus user-defined units (ordinate). The program was developed on a Digital Equipment Corporation (DEC) PDP-10 and consists of 1500 statements. The language used is FORTRAN-10, DEC's extended version of FORTRAN-IV.

Throughout the past several years, States have been receiving settlement monies distributed from escrow accounts maintained by the Department of Energy and various courts. These monies are paid by oil companies for alleged violations of the petroleum pricing regulations of the 1970`s. These funds, commonly referred to as Petroleum Violation Escrow (PVE) or Oil Overcharge funds, have been an important tool in supporting energy efficiency programs and technologies at the State level. The aim of this publication is to highlight some of the many interesting, replicable projects funded with PVE monies and to serve as a resource for successful, energy efficiency programs in planning, technology application and education. By capturing a number of these innovative State-level programs, this document will expand the information network on renewable energy and energy efficiency and serve as a point of departure for others pursuing similar goals. Projects referenced throughout this publication reflect some of the program areas in which the Department of Energy takes an active interest, and fall into the following categories: (1) Alternative fuels; (2) Industrial efficiency and waste minimization; (3) Electric power production from renewable resources; (4) Building efficiency; (5) Integrated resource planning; and (6) Energy education.

The purpose of this study is to analyze the existing system and two alternate methods of peak electrical demand shaving for the water distribution system at Fort Bliss, Texas. The existing system will be referred to as Alternative Number 1 throughout the report. Alternative Number 2 includes the addition of water storage capacity in order to allow the well and booster pumps to operate only during non-peak electrical periods. Alternative Number 3 includes the use of natural gas powered electric generators at each well and booster pumping station. These generators would be utilized during the peak electrical periods. This report is prepared in accordance with the detailed scope of work for Contract No. DACA63-91-D-0048, Delivery Order 0005 (Refer to Appendix J for complete scope of work). The blast Life Cycle Cost In Design (LCCID) program with the ECIP option was used to determine the Life Cycle Cost (LCC) and Savings to Investment Ratio (SIR) for the analyzed retrofit for a 25 year study life. The existing water distribution system consists of 17 well pumps and 5 booster pumping stations. The desert field well and booster pumps were not included in this study due to their remote location. The well and booster pumps provide water supply to several ground elevated storage tanks located across the reservation (Refer to Appendix K for map indicating general locations). These storage tanks are located to provide three pressure zones. The upper pressure zone is maintained by a one million gallon tank. The intermediate pressure zone is maintained by a 0.6 million gallon tank. Pressure in the lower zone is maintained by three (3) elevated storage tanks.

A survey of state clean energy fund support for biomass

This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

This guide provides the basic concepts to aid in an alternative fuel vehicle market development program developing an application for Congestion Mitigation and Air Quality Improvement Program funding. The US Department of Energy`s Clean Cities Program is an aggressive, forward-thinking alternative fuel vehicle (AFV) market development program. The stakeholders in any Clean Cities Program subscribe to the common philosophy that, through participation in a team-oriented coalition, steady progress can be made toward achieving the critical mass necessary to propel the AFV market into the next century. An important component in the successful implementation of Clean Cities Program objectives is obtaining and directing funding to the capital-intensive AFV market development outside of the resources currently offered by the Department of Energy. Several state and local funding sources have been used over the past decade, including Petroleum Violation Escrow funds, vehicle registration fees, and state bond programs. However, federal funding is available and can be tapped to implement AFV market development programs across the nation. Historically, opportunities to use federal funding for AFV projects have been limited; however, the one remaining federal program that must be tapped into by Clean Cities Programs is the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. CMAQ is a 6-year, $6 billion federal program formed by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA).

The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

The purpose of this study is to analyze the existing system and an alternate method of peak electrical demand shaving for the water distribution system at Fort Bliss, Texas. The existing system will be referred to as Alternative Number 1 throughout the report. Alternative Number 2 includes the addition of water storage capacity in order to allow the well and booster pumps to operate only during non-peak electrical periods. This report is prepared in accordance with the scope of work for Contract No. DACA63-93-M-1259, Purchase Request No. FED-MO-0093-0101 (Refer to Appendix M for complete scope of work) and is a continuation of a report conducted in February, 1993 by Carter Burgess. Innovation, renewable energy, and state investment: Case studies of leading clean energy funds

Over the last several years, many U.S. states have established clean energy funds to help support the growth of renewable energy markets. Most often funded by system-benefits charges (SBC), the 15 states that have established such funds are slated to collect nearly $3.5 billion from 1998 to 2012 for renewable energy investments. These clean energy funds are expected to have a sizable impact on the energy future of the states in which the funds are being collected and used. For many of the organizations tapped to administer these funds, however, this is a relatively new role that presents the challenge of using public funds in the most effective and innovative fashion possible. Fortunately, each state is not alone in its efforts; many other U.S. states and a number of countries are undertaking similar efforts. Early lessons are beginning to be learned by clean energy funds about how to effectively target public funds towards creating and building renewable energy markets. A number of innovative programs have already been developed that show significant leadership by U.S. states in supporting renewable energy. It is important that clean energy fund administrators learn from this emerging experience.

This report is submitted in response to a Congressional request and is intended to communicate the nature, content, goals, and accomplishments of the Environmental Management Science Program (EMSP) to interested and affected parties in the Department and its contractors, at Federal agencies, in the scientific community, and in the general public. The EMSP was started in response to a request to mount an effort in longer term basic science research to seek new and innovative cleanup methods to replace current conventional approaches which are often costly and ineffective. Section 1, ``Background of the Program,`` provides information on the evolution of the EMSP and how it is managed, and summarizes recent accomplishments. Section 2, ``Research Award Selection Process,`` provides an overview of the ongoing needs identification process, solicitation development, and application review for scientific merit and programmatic relevance. Section 3, ``Linkages to Environmental Cleanup Problems,`` provides an overview of the major interrelationships (linkages) among EMSP basic research awards, Environmental Management problem areas, and high cost projects. Section 4, ``Capitalizing on Science Investments,`` discusses the steps the EMSP plans to use to facilitate the application of research results in Environmental Management strategies through effective communication and collaboration. Appendix A contains four program notices published by the EMSP inviting applications for grants.

The work documented in this report was undertaken as part of an ongoing investigation of innovative and potentially attractive value propositions for electricity storage by the United States Department of Energy (DOE) and Sandia National Laboratories (SNL) Electricity Storage Systems (ESS) Program. This study characterizes one especially attractive value proposition for modular electricity storage (MES): electric utility transmission and distribution (T&D) upgrade deferral. The T&D deferral benefit is characterized in detail. Also presented is a generalized framework for estimating the benefit. Other important and complementary (to T&D deferral) elements of possible value propositions involving MES are also characterized.

The Reduced Enrichment Research and Test Reactor (RERTR) Program was established in 1978 at the Argonne National Laboratory by the U.S. Department of Energy (DOE), which continues to fund the program and to manage it in coordination with the U.S. Department of State, the Arms Control and Disarmament Agency, and the U.S. Nuclear Regulatory Commission (NRC). The primary objective of the program is to develop the technology needed to use low-enrichment uranium (LEU) instead of high-enrichment uranium (HEU) in research and test reactors, without significant penalties in experiment performance, economics, or safety. Eliminating the continuing need of HEU supplies for research and test reactors has long been an integral part of U.S. nonproliferation policy. This paper reviews the main accomplishments of the program through the years.

This report summarizes a series of tests designed to determine the response of quasi-dc currents on three-phase power distribution transformers for electric power systems. In general, if the dc injection is limited to the primary side of a step-down transformer, significant harmonic distortion is noted and an increase in the reactive power demand results. For dc injection on the secondary (load) side of the step-down transformer the harmonic content at the secondary side is quite high and saturation occurs with a relatively low level of dc injection; however, the reactive power demand is significantly lower. These tests produced no apparent damage to the transformers. Transformer damage is dependent on the duration of the dc excitation, the level of the excitation, and on thermal characteristics of the transfer. The transformer response time is found to be much shorter than seen in power transformer tests at lower dc injection levels. This shorter response time suggests that the response time is strongly dependent on the injected current levels, and that higher levels of dc injection for shorter durations could produce very high reactive power demands and harmonic distortion within a few tenths of a second. The added reactive power load could result in the blowing of fuses on the primary side of the transformer for even moderate dc injection levels, and neutral currents are quite large under even low-level dc injection. This ``smoking neutral`` results in high-level harmonic injection into equipment via the neutral and in possible equipment failure.

The American Recovery and Reinvestment Act of 2009 (Recovery Act) was enacted on February 17, 2009, to jumpstart the economy by creating or saving millions of jobs, spurring technological advances in health and science, and investing in the Nation's energy future. The Department of Energy received over $32.7 billion in Recovery Act funding for various science, energy, and environmental programs and initiatives. As of November 2009, the Department had obligated $18.3 billion of the Recovery Act funding, but only $1.4 billion had been spent. The Department's Offices of Energy Efficiency and Renewable Energy, Fossil Energy, Environmental Management, Science, and Electricity Delivery and Energy Reliability received the majority of funding allocated to the Department, about $32.3 billion. Obligating these funds by the end of Fiscal Year 2010, as required by the Recovery Act, and overseeing their effective use in succeeding years, represents a massive workload increase for the Department's programs. The effort to date has strained existing resources. As has been widely acknowledged, any effort to disburse massive additional funding and to expeditiously initiate and complete projects increases the risk of fraud, waste and abuse. It is, therefore, important for the Department's program offices to assess and mitigate these risks to the maximum extent practicable. In this light, we initiated this review as an initial step in the Office of Inspector General's charge to determine whether the Department's major program offices had developed an effective approach for identifying and mitigating risks related to achieving the goals and objectives of the Recovery Act. The Department's program offices included in our review identified risks and planned mitigation strategies that, if successfully implemented and executed, should help achieve the goals and objectives of the Recovery Act. While each office identified risks unique to its respective areas of responsibility, there were a number of risks shared in common. These included the mechanical and substantive requirements related to the award and distribution of funds; program and project performance monitoring; and, program and project execution activities. In particular, the offices self-identified common risks such as: (1) The inability to award and distribute funds in a timely manner to achieve the goals of the Recovery Act; (2) The sufficiency of monitoring procedures and resources to, among other things, prevent and detect fraud, waste and abuse throughout the performance period of financial assistance awards and contracts; and (3) The inherent cost, schedule and performance risks associated with first-of-a-kind, innovative research and demonstration projects. Our review confirmed that the Department had begun to implement a number of strategies designed to mitigate these and other program-specific risks. Our testing, however, identified challenges to the effective implementation of these mitigation strategies that need to be addressed if the Department is to meet the goals and objectives established by the Recovery Act. At the time of our review: (1) Program staffing resources, critical to the success of all other mitigation strategies, remained inadequate both in numbers and qualifications (certifications and training) for positions in procurement and acquisition, project management, and monitoring and oversight functions; (2) Performance measures for achieving Recovery Act goals such as distributing funds in an expeditious manner had not always been established and included in performance plans, and, in financial assistance and contract documents; and (3) Programs had not consistently demonstrated that previously reported deficiencies, identified through audits, inspections, investigations and other oversight activities, had been considered in designing mitigation strategies for the Recovery Act related risks. The Jointly Sponsored Research Program (JSRP) is a US Department of Energy (DOE) program funded through the Office of Fossil Energy and administered at the Morgantown Energy Technology Center. Under this program, which has been in place since Fiscal Year 1990, DOE makes approximately $2.5 million available each year to the Energy and Environmental Research Center (EERC) to fund projects that are of current interest to industry but which still involve significant risk, thus requiring some government contribution to offset the risk if the research is to move forward. The program guidelines require that at least 50% of the project funds originate from nonfederal sources. Projects funded under the JSRP often originate under a complementary base program, which funds higher-risk projects. The projects funded in Fiscal Year 1996 addressed a wide range of Fossil Energy interests, including hot-gas filters for advanced power systems; development of cleaner, more efficient processing technologies; development of environmental control technologies; development of environmental remediation and reuse technologies; development of improved analytical techniques; and development of a beneficiation technique to broaden the use of high-sulfur coal. Descriptions and status for each of the projects funded during the past fiscal year are included in Section A of this document, Statement of Technical Progress.

This report reviews the in-house and subcontracted research and development (R&D) activities under the National Renewable Energy Laboratory (NREL) Photovoltaic (PV) Program from October 1, 1992, through September 30, 1993 (fiscal year [FY] 1993). The NREL PV Program is part of the U.S. Department of Energy`s (DOE`s) National Photovoltaics Program, as described in the DOE Photovoltaics Program Plan, FY 1991 - FY 1995. The FY 1993 budget authority (BA) for carrying out the NREL PV Program was $40.1 million in operating funds and $0.9 million in capital equipment funds. An additional $4.8 million in capital equipment funds were made available for the new Solar Energy Research Facility (SERF) that will house the in-house PV laboratories beginning in FY 1994. Subcontract activities represent a major part of the NREL PV Program, with more than $23.7 million (nearly 59%) of the FY 1993 operating funds going to 70 subcontractors. In FY 1993, DOE assigned certain other PV subcontracting efforts to the DOE Golden Field Office (DOE/GO), and assigned responsibility for their technical support to the NREL PV Program. An example is the PV:BONUS (Building Opportunities in the U.S. for Photovoltaics) Project. These DOE/GO efforts are also reported in this document.

'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

This report summarizes the in-house and subcontracted research and development (R and D) activities under the NREL PV Program from October 1, 1996, through September 30, 1997 (FY 1997). The NREL PV Program is part of the US Department of Energy`s (DOE`s) National Photovoltaics Program, as described in the DOE National Photovoltaics Program Plan for 1996--2000. The FY 1997 budget authority for carrying out the NREL PV Program was $39.3 million in operating funds and $0.4 million in capital equipment funds. Subcontract activities represent a major part of the NREL PV Program, with $21.8 million (55% of PV funds) going to some 84 subcontractors. Cost sharing by industry added almost $8.8 million to the subcontract R and D activities with industry.

Electric and Hybrid Vehicle Program; Site Operator Program

Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.
