    Each year, underground coal mining in the USA liberates 2.4 million tonnes of coal mine methane (CMM), of which less than 30% is recovered and used. One barrier to CMM recovery is cost. Drainage, collection, and utilization systems are complex and expensive to install. Two coal mines have improved the cost equation, however, by signing on to earn money for CMM emissions they are keeping out of the atmosphere. Jim Walter Resources and PinnOak Resources have joined a voluntary greenhouse gas reduction trading program called the Chicago Climate Exchange (CCX) to turn their avoided emissions into carbon credits. The example they set may encourage other coal mining companies to follow suit, and may bring new projects on the line that would otherwise have not gone forward. 2 refs., 1 fig.

    Survival will be the major concern of gas distribution companies in a deregulated environment. The ability of the companies to respond quickly enough to the intense competition in the industrial and commercial markets will be the deciding factor. Central to pricing the product to meet competition are two main concepts: segmenting the market and unbundling costs. The example of National Fuel Gas prices in its New York Division illustrates how segmenting and unbundling work in establishing competitive rates. Threats to the industry include industrial customer's contracting with a local producer to pipe gas directly to his facility and cheaper rates in other states that will cause industries to shift their production locations. 2 figures.

    The absorption of solar heat and the attendant thermal and mechanical loadings on the tubes of cavity receivers depend predominantly on the flux distribution of the incident solar radiation. For an axially symmetric cavity receiver with a parabolic dish collector, it is simple to determine the insolation pattern on the receiver internal surfaces if the system is ideal. In such a system the surface of the dish is perfectly parabolic (no contour flaws are present), and the sun's central ray impinges on the dish surface parallel to the focal axis (no sun tracking flaws are present). These two conditions cannot be achieved in practice, and therefore the feasible parabolic dish system is referred to as a real system although, in actual fact, it is only an approximation to any actual system. The purpose of this paper is to devise calculation principles which permit analysis of a receiver designed for ideal conditions to verify its structural adequacy under the nonideal conditions to be expected in reality. Of the many possible imperfections in real collectors, two were selected which increase the loadings sustained. The first case concerns flaws in the contour of the dish surface. These locally increase the radiation concentration on the receiver inside walls and tubing. In the second case, sun-tracking errors give rise to axially asymmetric radiation distributions. In both examples, greater than design basis loadings will occur in the receiver tubing. Both kinds of flaws considered in this paper are of a purely deterministic nature.

    An improved receiver and receiver mount for calutrons are described. The receiver can be manipulated from outside the tank by a single control to position it with respect to the beam. A door can be operated exteriorly also to prevent undesired portions of the beam from entering the receiver. The receiver has an improved pocket which is more selective in the ions collected.     A theoretical study on the air flow and temperature in the heat receiver, affected by free convection, of a Stirling Engine for a Dish/Stirling Engine Power System is presented. The standard {kappa}-{epsilon} turbulence model for the fluid flow has been used and the boundary conditions employed were obtained using a second level mathematical model of the Stirling Engine working cycle. Physical models for the distribution of the solar insolation from the Concentrator on the bottom and side walls of the cavity-type heat receiver have been taken into account. The numerical results show that most of the heat losses in the receiver are due to re-radiation from the cavity and conduction through the walls of the cavity. It is in the region of the boundary of the input window of the heat receiver where there is a sensible reduction in the temperature in the shell of the heat exchangers and this is due to the free convection of the air. Further, the numerical results show that convective heat losses increase with decreasing tilt angle.

    A novel calutron receiver is described for collecting the constituent material of two closely adjacent selected portions of an ion beam in separate compartments. The receiver is so conntructed that ion scatter and intermixing of the closely adjacent beam portions do nnt occur when the ions strike the receiver structure, and the beam is sharply separated Into the two compartments. In essence, these desirable results are achieved by inclining the adjoining wall of one compartment with respect to the approaching ions to reduce possible rebounding of ions from the compartment into the adjacent compartment.

The electromagnetic separation of the isotopes produces a mass spectrum of closely adjacent beams of ions at the foci regions, and a dividing wall between the two pockets is arranged at an angle. Substantially all of the tons of the less abundant isotope enter one of the pockets and strike one side of the wall directly, while substantially none of the tons entering the other pocket strikes the wall directly.

    The apparatus for collecting radiant energy and converting same to alternate energy form includes a housing having an interior space and a radiation transparent window allowing, for example, solar radiation to be received in the interior space of the housing. Means are provided for passing a stream of fluid past said window and for injecting radiation absorbent particles in said fluid stream. The particles absorb the radiation and because of their very large surface area, quickly release the heat to the surrounding fluid stream. The fluid stream particle mixture is heated until the particles vaporize. The fluid stream is then allowed to expand in, for example, a gas turbine to produce mechanical energy. In an aspect of the present invention properly sized particles need not be vaporized prior to the entrance of the fluid stream into the turbine, as the particles will not damage the turbine blades. In yet another aspect of the invention, conventional fuel injectors are provided to inject fuel into the fluid stream to maintain the proper temperature and pressure of the fluid stream should the source of radiant energy be interrupted. In yet another aspect of the invention, an apparatus is provided which includes means for providing a hot fluid stream having hot particles disbursed therein which can radiate energy, means for providing a cooler fluid stream having cooler particles disbursed therein, which particles can absorb radiant energy and means for passing the hot fluid stream adjacent the cooler fluid stream to warm the cooler fluid and cooler particles by the radiation from the hot fluid and hot particles.

    This invention is an ultra-low frequency electromagnetic telemetry receiver which fuses multiple input receive sources to synthesize a decodable message packet from a noise corrupted telemetry message string. Each block of telemetry data to be sent to the surface receiver from a borehole tool is digitally encoded into a data packet prior to transmission. The data packet is modulated onto the ULF EM carrier wave and transmitted from the borehole to the surface and then are simultaneously detected by multiple receive sensors disbursed within the rig environment. The receive sensors include, but are not limited to, electric field and magnetic field sensors. The spacing of the surface receive elements is such that noise generators are unequally coupled to each receive element due to proximity and/or noise generator type (i.e. electric or magnetic field generators). The receiver utilizes a suite of decision metrics to reconstruct the original, non noise-corrupted data packet from the observation matrix via the estimation of individual data frames. The receiver will continue this estimation process until: 1) the message validates, or 2) a preset "confidence threshold" is reached whereby frames within the observation matrix are no longer "trusted".

    A receiver is described for collecting isotopes in a calutron The receiver has several compartments, formed by a sertes of parallel metal plates and an open front. Each plate has flanges which space it from the other plates and a flexible extension pressing against a common supporting red to maintain the plate in assembled relation when all but the last rod is removed. The plates may be removed individualy from the front of the receiver, cleaned ard replaced without disturbing the alignment of the other plates.

    An improved long-life design for solar energy receivers provides for greatly reduced thermally induced stress and permits the utilization of less expensive heat exchanger materials while maintaining receiver efficiencies in excess of 85% without undue expenditure of energy to circulate the working fluid. In one embodiment, the flow index for the receiver is first set as close as practical to a value such that the Graetz number yields the optimal heat transfer coefficient per unit of pumping energy, in this case, 6. The convective index for the receiver is then set as closely as practical to two times the flow index so as to obtain optimal efficiency per unit mass of material.

    Reflux solar receivers for dish-Stirling electric power generation systems are currently being investigated by several companies and laboratories. In support of these efforts, the AEETES thermal performance numerical model has been developed to predict thermal performance of pool-boiler and heat-pipe reflux receivers. The formulation of the AEETES numerical model, which is applicable to axisymmetric geometries with asymmetric incident fluxes, is presented in detail. Thermal efficiency predictions agree to within 4.1% with test data from on-sun tests of a pool-boiler reflux receiver. Predicted absorber and sidewall temperatures agree with thermocouple data to within 3.3.% and 7.3%, respectively. The importance of accounting for the asymmetric incident fluxes is demonstrated in comparisons with predictions using azimuthally averaged variables. The predicted receiver heat losses are characterized in terms of convective, solar and infrared radiative, and conductive heat transfer mechanisms. 27 refs., 9 figs., 4 tabs.

    Oil company mergers, sales of storage capacity, and slow sales reveal a decline in reserves and a loss of revenues despite the large revenues and profits due to deregulation. Mobil's bid for Marathon Oil and Conoco illustrate the rush for upstream crude-oil supplies. The takeover activity includes small and large companies alike in both the domestic and international markets. Stock-market analysts rate oil companies that are buying secure proven reserves as a good investment. The administration sees no antitrust problem in the mergers, although horizontal mergers receive close scrutiny. Congressional response has been only mildly critical of the oil companies, but a moratorium bill on future mergers could pass in 1982. (DCK)

    A novel technique and structure that maximizes the extraction of information from reference pulses for UWB-TR receivers is introduced. The scheme efficiently processes an incoming signal to suppress different types of UWB as well as non-UWB interference prior to signal detection. Such a method and system adds a feedback loop mechanism to enhance the signal-to-noise ratio of reference pulses in a conventional TR receiver. Moreover, sampling the second order statistical function such as, for example, the autocorrelation function (ACF) of the received signal and matching it to the ACF samples of the original pulses for each transmitted bit provides a more robust UWB communications method and system in the presence of channel distortions.

    An improved tower-mounted central solar energy receiver for heating air drawn through the receiver by an induced draft fan is described. A number of vertically oriented, energy absorbing, fin-shaped slats are radially arranged in a number of concentric cylindrical arrays on top of the tower coaxially surrounding a pipe having air holes through which the fan draws air which is heated by the slats which receive the solar radiation from a heliostat field. A number of vertically oriented and wedge-shaped columns are radially arranged in a number of concentric cylindrical clusters surrounding the slat arrays. The columns have two mirror-reflecting sides to reflect radiation into the slat arrays and one energy absorbing side to reduce reradiation and reflection from the slat arrays.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    The goal of the U.S. Department of Energy cooperative research project is to define, describe, and validate, a process to utilize salt caverns to receive and store the cargoes of LNG ships. The project defines the process as receiving LNG from a ship, pumping the LNG up to cavern injection pressures, warming it to cavern compatible temperatures, injecting the warmed vapor directly into salt caverns for storage, and distribution to the pipeline network. The performance of work under this agreement is based on U.S. Patent 5,511,905, and other U.S. and Foreign pending patent applications. The cost sharing participants in the research are The National Energy Technology Laboratory (U.S. Department of Energy), BP America Production Company, Bluewater Offshore Production Systems (U.S.A.), Inc., and HNG Storage, L.P. Initial results indicate that a salt cavern based receiving terminal could be built at about half the capital cost, less than half the operating costs and would have significantly higher delivery capacity, shorter construction time, and be much more secure than a conventional liquid tank based terminal. There is a significant body of knowledge and practice concerning natural gas storage in salt caverns, and there is a considerable body of knowledge and practice in handling LNG, but there has never been any attempt to develop a process whereby the two technologies can be combined. Salt cavern storage is infinitely more secure than surface storage tanks, far less susceptible to accidents or terrorist acts, and much more acceptable to the community. The project team developed conceptual designs of two salt cavern based LNG terminals, one with caverns located in Calcasieu Parish Louisiana, and the second in Vermilion block 179 about 50 miles offshore Louisiana.     As the operator of the Department`s Savannah River Site, Westinghouse Savannah River Company (Westinghouse) receives three types of fees: (1) award fees commensurate with the overall performance rating, (2) Performance Based Incentive (PBI) fees for achieving measurable goals or defined tasks as specified in annual operating plans, and (3) Cost Reduction Incentive Program (CRIP) fees for making improvements in site operations that reduce total contract costs. The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. The audit objective was to determine whether Westinghouse withdrew the appropriate amount of fees from the letter-of-credit account in Fiscal Years (FY) 1997 an 1998.

    Over the past decade, Sandia National Laboratories has been involved in the development of receivers to transfer energy from the focus of a parabolic dish concentrator to the heater tubes of a Stirling engine. Through the isothermal evaporation and condensation of sodium. a heat-pipe receiver can efficiently transfer energy to an engine's working fluid and compensate for irregularities in the flux distribution that is delivered by the concentrator. The operation of the heat pipe is completely passive because the liquid sodium is distributed over the solar-heated surface by capillary pumping provided by a wick structure. Tests have shown that using a heat pipe can boost the system performance by twenty percent when compared to directly illuminating the engine heater tubes. Designing heat pipe solar receivers has presented several challenges. The relatively large area ({approximately}0.2 m{sup 2}) of the receiver surface makes it difficult to design a wick that can continuously provide liquid sodium to all regions of the heated surface. Selecting a wick structure with smaller pores will improve capillary pumping capabilities of the wick, but the small pores will restrict the flow of liquid and generate high pressure drops. Selecting a wick that is comprised of very tine filaments can increase the permeability of the wick and thereby reduce flow losses, however, the fine wick structure is more susceptible to corrosion and mechanical damage. This paper provides a comprehensive review of the issues encountered in the design of heat pipe solar receivers and solutions to problems that have arisen. Topics include: flow characterization in the receiver, the design of wick systems. the minimization of corrosion and dissolution of metals in sodium systems. and the prevention of mechanical failure in high porosity wick structures.
