    This technical basis document was developed to support the documented safety analysis (DSA) and describes the risk binning process and the technical basis for assigning risk bins for natural event hazard (NEH)-initiated accidents. The purpose of the risk binning process is to determine the need for safety-significant structures, systems, and components (SSC) and technical safety requirement (TSR)-level controls for a given representative accident or represented hazardous conditions based on an evaluation of the frequency and consequence. Note that the risk binning process is not applied to facility workers, because all facility worker hazardous conditions are considered for safety-significant SSCs and/or TSR-level controls.

    The primary purpose of this analysis is to evaluate seismic- and igneous-related features, events, and processes (FEPs). These FEPs represent areas of natural system processes that have the potential to produce disruptive events (DE) that could impact repository performance and are related to the geologic processes of tectonism, structural deformation, seismicity, and igneous activity. Collectively, they are referred to as the DE FEPs. This evaluation determines which of the DE FEPs are excluded from modeling used to support the total system performance assessment for license application (TSPA-LA). The evaluation is based on the data and results presented in supporting analysis reports, model reports, technical information, or corroborative documents that are cited in the individual FEP discussions in Section 6.2 of this analysis report.

    At present, most companies in the hazardous materials process industries are knowledgeable in the requirements of the OSHA Process Safety Management (PSM) standard (29 CFR 1910.119), issued in May of 1992.     The United States Strategic Petroleum Reserve (SPR) maintains an underground storage system consisting of caverns that were leached or solution mined in four salt domes located near the Gulf of Mexico in Texas and Louisiana. The SPR comprises more than 60 active caverns containing approximately 700 million barrels of crude oil. Sandia National Labo- ratories (SNL) is the geotechnical advisor to the SPR. As the most pressing need at the inception of the SPR was to create and fill storage volume with oil, the decision was made to leach the caverns and fill them simultaneously (leach-fill). Therefore, A.J. Russo developed SANSMIC in the early 1980s which allows for a transient oil-brine interface (OBI) making it possible to model leach-fill and withdrawal operations. As the majority of caverns are currently filled to storage capacity, the primary uses of SANSMIC at this time are related to the effects of small and large withdrawals, expansion of existing caverns, and projecting future pillar to diameter ratios. SANSMIC was identified by SNL as a priority candidate for qualification. This report continues the quality assurance (QA) process by documenting the "as built" mathematical and numerical models that comprise this document. The pro- gram flow is outlined and the models are discussed in detail. Code features that were added later or were not documented previously have been expounded. No changes in the code's physics have occurred since the original documentation (Russo, 1981, 1983) although recent experiments may yield improvements to the temperature and plume methods in the future.

    The Savannah River Site (SRS) produces nuclear materials, primarily plutonium and tritium, to meet the requirements of the Department of Defense. These products have been formed in nuclear reactors that were built during 1950--1955 at the SRS. K, L, and P reactors are three of five reactors that have been used in the past to produce the nuclear materials. All three of these reactors discontinued operation in 1988. Currently, intense efforts are being extended to prepare these three reactors for restart in a manner that protects human health and the environment. To document that restarting the reactors will have minimal impacts to human health and the environment, a three-volume Reactor Operations Environmental Impact Document has been prepared. The document focuses on the impacts of restarting the K, L, and P reactors on both the SRS and surrounding areas. This volume discusses the geology, seismology, and subsurface hydrology. 195 refs., 101 figs., 16 tabs.

    The purpose of this analysis report is to evaluate and document the inclusion or exclusion of the disruptive events features, events, and processes (FEPs) with respect to modeling used to support the total system performance assessment for license application (TSPA-LA). A screening decision, either ''Included'' or ''Excluded,'' is given for each FEP, along with the technical basis for screening decisions. This information is required by the U.S. Nuclear Regulatory Commission (NRC) at 10 CFR 63.114 (d), (e), and (f) [DIRS 156605]. The FEPs addressed in this report deal with both seismic and igneous disruptive events, such as fault displacements through the repository and an igneous intrusion into the repository. For included FEPs, this analysis summarizes the implementation of the FEP in TSPA-LA (i.e., how the FEP is included). For excluded FEPs, this analysis provides the technical basis for exclusion from TSPA-LA (i.e., why the FEP is excluded). Previous versions of this report were developed to support the total system performance assessments (TSPA) for various prior repository designs. This revision addresses the repository design for the license application (LA).

  11. Integrated Approach to Documenting Readiness for a Potential Criticality Incident

    There have been 60 highly publicized criticality accidents1 over the last 60 years and the nature of the hazard is unique. Recent studies2 discuss the benefits of knowing what to expect during and immediately following these events. Emergency planning and response standards2 provide an effective tool for establishing an adequate level of readiness to a criticality accident. While these planning requirements cover a broad spectrum of activities to establish readiness, a concise and routinely reviewed criticality accident scenario may be the most valuable tool in developing a cohesive understanding and response to these challenging events. Using a guideline3 for criticality safety evaluations the analytical work and emergency planning to mitigate a criticality accident at the Radiochemical Processing Laboratory at the Pacific Northwest National Laboratory, was developed. Using a single document the analysis that established the accident characteristics, response scenario based on emergency staffing and planning, and anticipated dose consequences were integrated. This single document approach provides a useful platform to integrate the initial planning and guide the review of proposed changes to emergency response plans.

    The study of rare events has become increasingly important in the context of nuclear safety. Some philosophical considerations, such as the framework for the definition of a rare event, rare events and science, rare events and trans-science, and rare events and public perception, are discussed. The technical work of the Task Force on problems of Rare Events in the Reliability Analysis of Nuclear Plants (1976-1978), sponsored by OECD, is reviewed. Some recent technical considerations are discussed, and conclusions are drawn. The appendix contains an essay written by Anne E.     The Illicit nuclear trafficking panel was conducted at the 4th Annual INMM workshop on Reducing the Risk from Radioactive and Nuclear Materials on February 2-3, 2010 in Washington DC. While the workshop occurred prior to the Nuclear Security Summit, April 12-13 2010 in Washington DC, some of the summit issues were raised during the workshop. The Communique of the Washington Nuclear Security Summit stated that 'Nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.' The Illicit Trafficking panel is one means to strengthen nuclear security and cooperation at bilateral, regional and multilateral levels. Such a panel promotes nuclear security culture through technology development, human resources development, education and training. It is a tool which stresses the importance of international cooperation and coordination of assistance to improve efforts to prevent and respond to incidents of illicit nuclear trafficking. Illicit trafficking panel included representatives from US government, an international organization (IAEA), private industry and a non-governmental organization to discuss illicit nuclear trafficking issues. The focus of discussions was on best practices and challenges for addressing illicit nuclear trafficking. Terrorism connection. Workshop discussions pointed out the identification of terrorist connections with several trafficking incidents. Several trafficking cases involved real buyers (as opposed to undercover law enforcement agents) and there have been reports identifying individuals associated with terrorist organizations as prospective plutonium buyers. Some specific groups have been identified that consistently search for materials to buy on the black market, but no criminal groups were identified that specialize in nuclear materials or isotope smuggling. In most cases, sellers do not find legitimate buyers; however, there have been specific cases where sellers did find actual terrorist group representatives. There appears to be a connection between terrorist groups engaged in trafficking conventional arms and explosives components that are also looking for both nuclear materials and radioisotopes. Sale opportunities may create additional demand for such materials. As we can observe from Figure 1, many cases in the mid-90s involved kilogram quantities of material. There were smaller amounts of material moved in 2001, 2003 and 2006. While we have seen less trafficking cases involving PujHEU in recent years, the fact that it continues at all is troubling. The trafficking cases can be presented through their life cycle: Diversion of materials leads to Trafficker and then to Terrorist/Proliferator. Most of the information we have in trafficking cases is on the Trafficker. In 16 cases reported by the IAEA, there are 10 prosecutions of the involved trafficker. However, there are no confirmed diversions of material recorded in any of the 18 seizures. Most seizures were sting operations performed by law enforcement or security agents with no actual illicit end-user involved.

    This Environmental Restoration (ER) Program Document Control Plan has been developed to comply with the document control system requirements of the US Department of Energy, Richland Operations Office (RL), the Hanford Federal Facility and the ER Program. One of the five components, or summary subprojects, of the Environmental Restoration (ER) Program is program management and support, which includes both management systems development and information and data management. Efforts within the management systems development area include the creation of a document control plan. Westinghouse Hanford Company (WHC) has developed and established an overall document control system that governs the methods by which all WHC documents are generated, maintained, and disposed of. The ER Program performing organizations within WHC utilize the established WHC document control systems to the maximum extent possible. These systems are discussed in Chapters 3.0 and 4.0 of this plan. In addition, this plan describes the documents that require control within the ER Program and how they will be controlled.

    This Safety Information Document (SID) provides a description and analysis of operations for the Hazardous Waste/Mixed Waste Disposal Facility Treatment Building (the Treatment Building). The Treatment Building has been classified as a moderate hazard facility, and the level of analysis performed and the methodology used are based on that classification. Preliminary design of the Treatment Building has identified the need for two separate buildings for waste treatment processes. The term Treatment Building applies to all these facilities. The evaluation of safety for the Treatment Building is accomplished in part by the identification of hazards associated with the facility and the analysis of the facility`s response to postulated events involving those hazards. The events are analyzed in terms of the facility features that minimize the causes of such events, the quantitative determination of the consequences, and the ability of the facility to cope with each event should it occur. The SID presents the methodology, assumptions, and results of the systematic evaluation of hazards associated with operation of the Treatment Building. The SID also addresses the spectrum of postulated credible events, involving those hazards, that could occur. Facility features important to safety are identified and discussed in the SID. The SID identifies hazards and reports the analysis of the spectrum of credible postulated events that can result in the following consequences: Personnel exposure to radiation; Radioactive material release to the environment; Personnel exposure to hazardous chemicals; Hazardous chemical release to the environment; Events leading to an onsite/offsite fatality; and Significant damage to government property. The SID addresses the consequences to the onsite and offsite populations resulting from postulated credible events and the safety features in place to control and mitigate the consequences.

    The art event-processing framework is used by almost all new experiments at Fermilab, and by several outside of Fermilab. All use art as an external product in the same sense that the compiler, ROOT, Geant4, CLHEP and boost are external products. The art team has embarked on a campaign to document art and develop training materials for new users. Many new users of art have little or no knowledge of C++, software engineering, build systems or the many external packages used by art or their experiments, such as ROOT, CLHEP, HEPPDT, and boost. To effectively teach art requires that themore » training materials include appropriate introductions to these topics as they are encountered. Experience has shown that simply referring readers to the existing native documentation does not work, too often a simple idea that they need to understand is described in a context that presumes prerequisites that are unimportant for a beginning user of art. There is the additional complication that the training materials must be presented in a way that does not presume knowledge of any of the experiments using art. Finally, new users of art arrive at random times throughout the year and the training materials must allow them to start to learn art at any time. This presentation will explain the strategies adopted by the art team to develop a documentation suite that complies with these boundary conditions. It will also show the present status of the documentation suite, including feedback the art team has received from pilot users.« less

    The Department of Energy Order 55OO.3A requires facility-specific hazards assessments be prepared, maintained, and used for emergency planning purposes. This hazards assessment document describes the chemical and radiological hazards associated with the AML. The entire inventory was screened according to the potential airborne impact to onsite and offsite individuals. The air dispersion model, ALOHA, estimated pollutant concentrations downwind from the source of a release, taking into consideration the toxicological and physical characteristics of the release site, the atmospheric conditions, and the circumstances of the release. The greatest distance at which a postulated facility event will produce consequences exceeding the Early Severe Health Effects threshold is 23 meters. The highest emergency classification is a General Emergency. The Emergency Planning Zone is a nominal area that conforms to DOE boundaries and physical/jurisdictional boundaries such as fence lines and streets.

    Unsaturated zone (UZ) flow and radionuclide transport is a component of the natural barriers that affects potential repository performance. The total system performance assessment (TSPA) model, and underlying process models, of this natural barrier component capture some, but not all, of the associated features, events, and processes (FEPs) as identified in the FEPs Database (Freeze, et al. 2001 [154365]). This analysis and model report (AMR) discusses all FEPs identified as associated with UZ flow and radionuclide transport. The purpose of this analysis is to give a comprehensive summary of all UZ flow and radionuclide transport FEPs and their treatment in, or exclusion from, TSPA models. The scope of this analysis is to provide a summary of the FEPs associated with the UZ flow and radionuclide transport and to provide a reference roadmap to other documentation where detailed discussions of these FEPs, treated explicitly in TSPA models, are offered. Other FEPs may be screened out from treatment in TSPA by direct regulatory exclusion or through arguments concerning low probability and/or low consequence of the FEPs on potential repository performance. Arguments for exclusion of FEPs are presented in this analysis. Exclusion of specific FEPs from the UZ flow and transport models does not necessarily imply that the FEP is excluded from the TSPA. Similarly, in the treatment of included FEPs, only the way in which the FEPs are included in the UZ flow and transport models is discussed in this document. This report has been prepared in accordance with the technical work plan for the unsaturated zone subproduct element (CRWMS M&O 2000 [153447]). The purpose of this report is to document that all FEPs are either included in UZ flow and transport models for TSPA, or can be excluded from UZ flow and transport models for TSPA on the basis of low probability or low consequence. Arguments for exclusion are presented in this analysis. Exclusion of specific FEPs from UZ flow and transport models does not necessarily imply that the FEP is excluded from the TSPA. Similarly, in the treatment of included FEPs, only the way in which FEPs are included in UZ flow and transport models is discussed in this document.

    The Waste Information Requirements Document describes the activities of the Tank Waste Remediation System (TWRS) Characterization Project that provide characterization information on Hanford Site waste tanks. The characterization information is required to perform operations and meet the commitments of TWRS end users. These commitments are derived from the Hanford Federal Facility Agreement and Consent Order, also known as the Tri-Party Agreement; the Recommendation 93-5 Implementation Plan to the Defense Nuclear Facilities Safety Board (DNFSB); and other directives as listed in Section 4.0. This Waste Information Requirement Document applies to Fiscal Years 1997 and 1998 activities. Its contents are based on the best information available in August 1997.     Initiating event is defined as any event either internal or external to the nuclear power plants (NPPs) that perturbs the steady state operation of the plant, if operating, thereby initiating an abnormal event such as transient or loss of coolant accident (LOCA) within the NPPs. These initiating events trigger sequences of events that challenge plant control and safety systems whose failure could potentially lead to core damage or large early release. Selection for initiating events consists of two steps i.e. first step, definition of possible events, such as by evaluating a comprehensive engineering, and by constructing a top level logic model. Then the second step, grouping of identified initiating event's by the safety function to be performed or combinations of systems responses. Therefore, the purpose of this paper is to discuss initiating events identification in event tree development process and to reviews other probabilistic safety assessments (PSA). The identification of initiating events also involves the past operating experience, review of other PSA, failure mode and effect analysis (FMEA), feedback from system modeling, and master logic diagram (special type of fault tree). By using the method of study for the condition of the traditional US PSA categorization in detail, could be obtained the important initiating events that are categorized into LOCA, transients and external events.

The system allows a user to generate new documents by selecting content within the reference documents stored within the database and inserting the selected content into a new document. The system allows the user to customize and augment the content of the new document. The system also generates citations to the selected content retrieved from the reference documents. The citations may be inserted into the new document in the appropriate location and format, as directed by the user. The new document may be uploaded into the database and included with the other reference documents. The system also maintains the database of reference documents so that when changes are made to a reference document, the author of a document referencing the changed document will be alerted to make appropriate changes to his document. The system also allows visual comparison of documents so that the user may see differences in the text of the documents.

    The purpose of this system description document (SDD) is to establish requirements that drive the design of the spent nuclear fuel (SNF) aging system and associated bases, which will allow the design effort to proceed. This SDD will be revised at strategic points as the design matures. This SDD identifies the requirements and describes the system design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This SDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This SDD is part of an iterative design process. It leads the design process with regard to the flow down of upper tier requirements onto the system. Knowledge of these requirements is essential in performing the design process. The SDD follows the design with regard to the description of the system. The description provided in the SDD reflects the current results of the design process. Throughout this SDD, the term aging cask applies to vertical site-specific casks and to horizontal aging modules. The term overpack is a vertical site-specific cask that contains a dual-purpose canister (DPC) or a disposable canister. Functional and operational requirements applicable to this system were obtained from ''Project Functional and Operational Requirements'' (F&OR) (Curry 2004 [DIRS 170557]). Other requirements that support the design process were taken from documents such as ''Project Design Criteria Document'' (PDC) (BSC 2004 [DES 171599]), ''Site Fire Hazards Analyses'' (BSC 2005 [DIRS 172174]), and ''Nuclear Safety Design Bases for License Application'' (BSC 2005 [DIRS 171512]). The documents address requirements in the ''Project Requirements Document'' (PRD) (Canori and Leitner 2003 [DIRS 166275]). This SDD includes several appendices. Appendix A is a Glossary; Appendix B is a list of key system charts, diagrams, drawings, lists and additional supporting information; and Appendix C is a list of procedures that will be used to operate the system.

    Waste characterization and monitoring are major activities in the management of waste from generation through storage and treatment to disposal. Adequate waste characterization is necessary to ensure safe storage, selection of appropriate and effective treatment, and adherence to disposal standards. For some wastes characterization objectives can be difficult and costly to achieve. The purpose of this document is to evaluate costs of characterizing one such waste type, mixed (hazardous and radioactive) waste. For the purpose of this document, waste characterization includes treatment system monitoring, where monitoring is a supplement or substitute for waste characterization. This document establishes a cost baseline for mixed waste characterization and treatment system monitoring requirements from which to evaluate alternatives. The cost baseline established as part of this work includes costs for a thermal treatment technology (i.e., a rotary kiln incinerator), a nonthermal treatment process (i.e., waste sorting, macronencapsulation, and catalytic wet oxidation), and no treatment (i.e., disposal of waste at the Waste Isolation Pilot Plant (WIPP)). The analysis of improvement over the baseline includes assessment of promising areas for technology development in front-end waste characterization, process equipment, off gas controls, and monitoring. Based on this assessment, an ideal characterization and monitoring configuration is described that minimizes costs and optimizes resources required for waste characterization.

    In the computer interpretation of seismic data, the critical first step is to identify the general class of an unknown event. For example, the classification might be: teleseismic, regional, local, vehicular, or noise. Self-organizing neural networks (SONNs) can be used for classifying such events. Both Kohonen and Adaptive Resonance Theory (ART) SONNs are useful for this purpose. Given the detection of a seismic event and the corresponding signal, computation is made of: the time-frequency distribution, its binary representation, and finally a shift-invariant representation, which is the magnitude of the two-dimensional Fourier transform (2-D FFT) of the binary time-frequency distribution. This pre-processed input is fed into the SONNs. These neural networks are able to group events that look similar. The ART SONN has an advantage in classifying the event because the types of cluster groups do not need to be pre-defined. The results from the SONNs together with an expert seismologist's classification are then used to derive event classification probabilities. 21 figures.

    The SRS Ecology Environmental Information Document (EEID) provides a source of information on the ecology of Savannah River Site (SRS). The SRS is a U.S. Department of Energy (DOE)--owned property on the upper Atlantic Coastal Plain of South Carolina, centered approximately 40 kilometers (25 miles) southeast of Augusta, Georgia. The entire site was designated a National Environmental Research Park in 1972 by the Atomic Energy Commission, the predecessor of DOE. This document summarizes and synthesizes ecological research and monitoring conducted on the three main types of ecosystems found at SRS: terrestrial, wetland and aquatic. It also summarizes the available information on the threatened and endangered species found on the Savannah River Site. SRS is located along the Savannah River and encompasses an area of 80,267 hectares (310 square miles) in three South Carolina counties. It contains diverse habitats, flora, and fauna. Habitats include upland terrestrial areas, wetlands, streams, reservoirs, and the adjacent Savannah River. These diverse habitats support a variety of plants and animals, including many commercially or recreationally valuable species and several rare, threatened, or endangered species. Soils are the basic terrestrial resource, influencing the development of terrestrial biological communities. Many different soils exist on the SRS, from hydric to well-drained, and from sand to clay. In general, SRS soils are predominantly well-drained loamy sands.

    In December 1982 DOE-SR directed SRL to study the feasibility and impact of a program to lower the U-236 content of the Highly Enriched Uranium (HEU) stockpile used as fuel for the SRP reactors. In response to this request SRL assessed four technologies, Atomic Vapor Laser Isotope Separation (AVLIS), Molecular Laser Isotope Separation (MLIS), Gas Centrifuge, and the Plasma Separation Process (PSP) for this purpose with the assistance of the Engineering Department. In April 1983 cost/benefit analyses for these processes, high spot cost estimates for production facilities, and process uncertainties were submitted to DOE-SR with a recommendation to proceed with the conceptual design and supporting development programs for a facility based on the use of the PSP process. The current program status for the PSP development program at SRL and the design and documentation of a production facility at SRP, referred to as the Fuel Improvement Demonstration Facility (FIDF), is described in this report.

    The purpose of this facility description document (FDD) is to establish requirements and associated bases that drive the design of the Canister Handling Facility (CHF), which will allow the design effort to proceed to license application. This FDD will be revised at strategic points as the design matures. This FDD identifies the requirements and describes the facility design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This FDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This FDD is part of an iterative design process. It leads the design process with regard to the flowdown of upper tier requirements onto the facility. Knowledge of these requirements is essential in performing the design process. The FDD follows the design with regard to the description of the facility. The description provided in this FDD reflects the current results of the design process.

    In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

    The PORFLOW software package is a comprehensive mathematical model for simulation of multi-phase fluid flow, heat transfer and mass transport in variably saturated porous and fractured media. PORFLOW can simulate transient or steady-state problems in Cartesian or cylindrical geometry. The porous medium may be anisotropic and heterogeneous and may contain discrete fractures or boreholes with the porous matrix. The theoretical models within the code provide a unified treatment of concepts relevant to fluid flow and transport. The main features of PORFLOW that are relevant to Performance Assessment modeling at the Savannah River National Laboratory (SRNL) include variably saturated flow and transport of parent and progeny radionuclides. This document involves testing a relevant sample of problems in PORFLOW and comparing the outcome of the simulations to analytical solutions or other commercial codes. The testing consists of the following four groups. Group 1: Groundwater Flow; Group 2: Contaminant Transport; Group 3: Numerical Dispersion; and Group 4: Keyword Commands.

    This report documents the evolution of the surface geophysical exploration (SGE) program and highlights some of the most recent successes in imaging conductive targets related to past leaks within and around Hanford's tank farms. While it is noted that the SGE program consists of multiple geophysical techniques designed to (1) locate near surface infrastructure that may interfere with (2) subsurface plume mapping, the report will focus primarily on electrical resistivity acquisition and processing for plume mapping. Due to the interferences from the near surface piping network, tanks, fences, wells, etc., the results of the three-dimensional (3D) reconstruction of electrical resistivity was more representative of metal than the high ionic strength plumes. Since the first deployment, the focus of the SGE program has been to acquire and model the best electrical resistivity data that minimizes the influence of buried metal objects. Toward that goal, two significant advances have occurred: (1) using the infrastructure directly in the acquisition campaign and (2) placement of electrodes beneath the infrastructure. The direct use of infrastructure was successfully demonstrated at T farm by using wells as long electrodes (Rucker et al., 2010, 'Electrical-Resistivity Characterization of an Industrial Site Using Long Electrodes'). While the method was capable of finding targets related to past releases, a loss of vertical resolution was the trade-off. The burying of electrodes below the infrastructure helped to increase the vertical resolution, as long as a sufficient number of electrodes are available for the acquisition campaign.

    The National Energy Modeling System (NEMS) is a computer modeling system that produces a general equilibrium solution for energy supply and demand in the US energy markets. The model achieves a supply and demand balance in the end-use demand regions, defined as the nine Census Divisions, by solving for the prices of each energy type such that the quantities producers are willing to supply equal the quantities consumers wish to consume. The system reflects market economics, industry structure, and energy policies and regulations that influence market behavior. The NEMS Integrating Module is the central integrating component of a complex modeling system. As such, a thorough understanding of its role in the modeling process can only be achieved by placing it in the proper context with respect to the other modules. To that end, this document provides an overview of the complete NEMS model, and includes brief descriptions of the modules with which the Integrating Module interacts. The emphasis and focus, however, is on the structure and function of the Integrating Module of NEMS.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    A means and method for single event time of flight mass spectrometry for analysis of specimen materials. The method of the invention includes pulsing an ion source imposing at least one pulsed ion onto the specimen to produce a corresponding emission of at least one electrically charged particle. The emitted particle is then dissociated into a charged ion component and an uncharged neutral component. The ion and neutral components are then detected. The time of flight of the components are recorded and can be used to analyze the predecessor of the components, and therefore the specimen material.
