    Optimal Cartan-type covers by hyperbolic discs of carriers of Green {alpha}-potentials are obtained in a simply connected domain in the complex plane and estimates of the potentials outside the carriers are presented. These results are applied to problems on the separation of singularities of analytic and harmonic functions. For instance, uniform and integral estimates in terms of Green capacities of components of meromorphic functions are obtained.

    In 2001, a National Research Council (NRC) committee conducted a retrospective study of the benefits of some of the energy efficiency and fossil energy programs in the U.S. Department of Energy (DOE). As part of its study, the NRC committee developed a methodological framework for estimating these benefits. Following the NRC report, a conference was organized by Oak Ridge National Laboratory to discuss ways of adapting and refining the NRC framework for possible use by DOE offices to help plan and manage their R&D. This report is a synthesis of the discussions at the conference.

    We assess developable on-shore wind potential in India at three different hub-heights and under two sensitivity scenarios – one with no farmland included, the other with all farmland included. Under the “no farmland included” case, the total wind potential in India ranges from 748 GW at 80m hub-height to 976 GW at 120m hub-height. Under the “all farmland included” case, the potential with a minimum capacity factor of 20 percent ranges from 984 GW to 1,549 GW. High quality wind energy sites, at 80m hub-height with a minimum capacity factor of 25 percent, have a potential between 253 GW (no farmland included) and 306 GW (all farmland included). Our estimates are more than 15 times the current official estimate of wind energy potential in India (estimated at 50m hub height) and are about one tenth of the official estimate of the wind energy potential in the US.

    Dykstra and Longman (1995), in an interesting paper, discussed the gas-reservoir potential of the Lower Ordovician Beekmantown Group of Quebec, Canada. They pointed out that the dolomites of this group provide an important exploration target in both the autochthon and the overlying thrust sheets. They then compare their rocks with those of correlative units in Oklahoma. Nowhere in their paper do they relate their study to the extensive work on these same rocks in the contiguous parts of the same basin in neighboring New York state. The purpose of this discussion is to fill in this lack and provide information on prospective Cambrian-Ordovician reservoirs in New York state, for which the Oil and Gas Investor (Anonymous, 1995a) has predicted counties of western New York are the next frontier for the Cambrian-Ordovician play. Dykstra and Longman (1995) compare their Quebec rocks with those of correlative rocks in faraway Oklahoma and completely overlook those in the same basin in nearby New York. At least one of the boreholes that we have studied in the St. Lawrence Valley is only tens of miles from their boreholes (Harris and Friedman, 1982). During the past 31 yr our team alone has published at least 50 papers and abstracts on the surface and subsurface geology of the Beekmantown Group in New York state. Dykstra and Longman`s (1995) paper provides data identical to those we have obtained for the contiguous New York Beekmantown (for a partial reference list see Friedman, 1993, 1994a, b, 1995). Because no reference to New York state is included in their reference section, I want to quote from an abstract titled {open_quotes}Gas Potential of the Eastern Overthrust...New York{close_quotes}(Friedman, s1992), which compares with their title {open_quotes}Gas Reservoir Potential...of Quebec, Canada{close_quotes} (Dykstra and Longman, 1995).

    As part of the studies related to the obligations of the UN Framework Convention on Climate Change, the Republic of Kazakhstan started activities to inventory greenhouse gas (GHG) emissions and assess of GHG mitigation options, The objective of this paper is to present an estimate of the possibility of mitigating GHG emissions and determine the mitigation priorities. It presents a compilation of the possible options and their assessment in terms of major criteria and implementation feasibility. Taking into account the structure of GHG emissions in Kazakhstan in 1990, preliminary estimates of the potential for mitigation are presented for eight options for the energy sector and agriculture and forestry sector. The reference scenario prepared by expert assessments assumes a reduction of CO{sub 2} emissions in 1996-1998 by about 26% from the 1990 level due to general economic decline, but then emissions increase. It is estimated that the total potential for the mitigation of CO{sub 2} emissions for the year 2000 is 3% of the CO{sub 2} emissions in the reference scenario. The annual reduction in methane emissions due to the estimated options can amount to 5%-6% of the 1990 level. 10 refs., 1 fig., 4 tabs.

It compares total hourly demand to demand on cool days and compares these estimates of total cooling demand to previous regional and national estimates.     A study was conducted to evaluate how workers predict manufacturing production potentials given positively and negatively framed information. Findings indicate the existence of a bias toward positive information and suggest that this bias may be reduced with experience but is never the less maintained. Experts err in the same way non experts do in differentially processing negative and positive information. Additionally, both experts and non experts tend to overestimate production potentials in a positive direction. The authors propose that these biases should be addressed with further research including cross domain analyses and consideration in training, workplace design, and human performance modeling.

  19. Estimate of the Potential Amount of Low-Level Waste from the Fukushima Prefecture - 12370

    The amount of waste generated by the cleanup of the Fukushima Prefecture (Fukushima-ken) following the releases from the Fukushima Daiichi nuclear power plant accident (March 2011) is dependent on many factors, including: - Contamination amounts; - Cleanup levels determined for the radioisotopes contaminating the area; - Future land use expectations and human exposure scenarios; - Groundwater contamination considerations; - Costs and availability of storage areas, and eventually disposal areas for the waste; and - Decontamination and volume reduction techniques and technologies used. For the purposes of estimating these waste volumes, Fukushima-ken is segregated into zones of similar contamination level and expected future use. Techniques for selecting the appropriate cleanup methods for each area are shown in a decision tree format. This approach is broadly applied to the 20 km evacuation zone and the total amounts and types of waste are estimated; waste resulting from cleanup efforts outside of the evacuation zone is not considered. Some of the limits of future use and potential zones where residents must be excluded within the prefecture are also described. The size and design of the proposed intermediate storage facility is also discussed and the current situation, cleanup, waste handling, and waste storage issues in Japan are described. The method for estimating waste amounts outlined above illustrates the large amount of waste that could potentially be generated by remediation of the 20 km evacuation zone (619 km{sup 2} total) if the currently proposed cleanup goals are uniformly applied. The Japanese environment ministry estimated in early October that the 1 mSv/year exposure goal would make the government responsible for decontaminating about 8,000 km{sup 2} within Fukushima-ken and roughly 4,900 km{sup 2} in areas outside the prefecture. The described waste volume estimation method also does not give any consideration to areas with localized hot spots

  20. Estimates of achievable potential for electricity efficiency improvements in U.S. residences

    This paper investigates the potential for public policies to achieve electricity efficiency improvements in US residences. This estimate of achievable potential builds upon a database of energy-efficient technologies developed for a previous study estimating the technical potential for electricity savings. The savings potential and cost for each efficiency measure in the database is modified to reflect the expected results of policies implemented between 1990 and 2010. Factors included in these modifications are: the market penetration of efficiency measures, the costs of administering policies, and adjustments to the technical potential measures to reflect the actual energy savings and cost experienced in the past. When all adjustment factors are considered, this study estimates that policies can achieve approximately 45% of the technical potential savings during the period from 1990 to 2010. Thus, policies can potentially avoid 18% of the annual frozen-efficiency baseline electricity consumption forecast for the year 2010.     This study develops cumulative carbon ''supply curves'' for global forests utilizing a dynamic timber supply model for sequestration of forest carbon. Because the period of concern is the next century, and particular time points within that century, the curves are not traditional Marshallian supply curves or steady-state supply curves. Rather, the focus is on cumulative carbon cost curves (quasi-supply curves) at various points in time over the next 100 years. The research estimates a number of long-term, cumulative, carbon quasi-supply curves under different price scenarios and for different time periods. The curves trace out the relationship between an intertemporal price path for carbon, as given by carbon shadow prices, and the cumulative carbon sequestered from the initiation of the shadow prices, set at 2000, to a selected future year (2010, 2050, 2100). The timber supply model demonstrates that cumulative carbon quasi-supply curves that can be generated through forestry significantly depend on initial carbon prices and expectations regarding the time profile of future carbon prices. Furthermore, long-run quasi-supply curves generated from a constant price will have somewhat different characteristics from quasi-supply curves generated with an expectation of rising carbon prices through time.The ?least-cost? curves vary the time periods under consideration and the time profile of carbon prices. The quasi-supply curves suggest that a policy of gradually increasing carbon prices will generate the least costly supply curves in the shorter periods of a decade or so. Over longer periods of time, however, such as 50 or 100 years, these advantages appear to dissipate.

  2. A Methodology for Estimating Large-Customer Demand Response MarketPotential

    Demand response (DR) is increasingly recognized as an essential ingredient to well-functioning electricity markets. DR market potential studies can answer questions about the amount of DR available in a given area and from which market segments. Several recent DR market potential studies have been conducted, most adapting techniques used to estimate energy-efficiency (EE) potential. In this scoping study, we: reviewed and categorized seven recent DR market potential studies; recommended a methodology for estimating DR market potential for large, non-residential utility customers that uses price elasticities to account for behavior and prices; compiled participation rates and elasticity values from six DR options offered to large customers in recent years, and demonstrated our recommended methodology with large customer market potential scenarios at an illustrative Northeastern utility. We observe that EE and DR have several important differences that argue for an elasticity approach for large-customer DR options that rely on customer-initiated response to prices, rather than the engineering approaches typical of EE potential studies. Base-case estimates suggest that offering DR options to large, non-residential customers results in 1-3% reductions in their class peak demand in response to prices or incentive payments of $500/MWh. Participation rates (i.e., enrollment in voluntary DR programs or acceptance of default hourly pricing) have the greatest influence on DR impacts of all factors studied, yet are the least well understood. Elasticity refinements to reflect the impact of enabling technologies and response at high prices provide more accurate market potential estimates, particularly when arc elasticities (rather than substitution elasticities) are estimated.

    The increasing level of electric utility rebates for energy-efficient lighting retrofits has recently prompted concern over the adequacy of the market supply of energy-efficient lighting products (Energy User News 1991). In support of the U.S. Department of Energy`s Federal Energy Management Program, Pacific Northwest Laboratory (PNL) has developed an estimate of the total potential for energy-efficient lighting retrofits in federally owned buildings. This estimate can be used to address the issue of the impact of federal relighting projects on the supply of energy-efficient lighting products. The estimate was developed in 1992, using 1991 data. Any investments in energy-efficient lighting products that occurred in 1992 will reduce the potential estimated here. This analysis proceeds by estimating the existing stock of lighting fixtures in federally owned buildings. The lighting technology screening matrix is then used to determine the minimum life-cycle cost retrofit for each type of existing lighting fixture. Estimates of the existing stock are developed for (1) four types of fluorescent lighting fixtures (2-, 3-, and 4-lamp, F40 4-foot fixtures, and 2-lamp, F96 8-foot fixtures, all with standard magnetic ballasts); (2) one type of incandescent fixture (a 75-watt single bulb fixture); and (3) one type of exit sign (containing two 20-watt incandescent bulbs). Estimates of the existing stock of lighting fixtures in federally owned buildings, estimates of the total potential demand for energy-efficient lighting products if all cost-effective retrofits were undertaken immediately, and total potential annual energy savings (in MWh and dollars), the total investment required to obtain the energy savings and the present value of the efficiency investment, are presented.

The new study, conducted by NREL and AWS TruePower, finds that the contiguous 48 states have the potential to generate up to 37 million gigawatt-hours annually. In comparison, the total U.S. electricity generation from all sources was roughly 4 million gigawatt-hours in 2009.

    This report describes a geospatial analysis method to estimate the economic potential of several renewable resources available for electricity generation in the United States. Economic potential, one measure of renewable generation potential, may be defined in several ways. For example, one definition might be expected revenues (based on local market prices) minus generation costs, considered over the expected lifetime of the generation asset. Another definition might be generation costs relative to a benchmark (e.g., a natural gas combined cycle plant) using assumptions of fuel prices, capital cost, and plant efficiency. Economic potential in this report is defined as the subset of the available resource technical potential where the cost required to generate the electricity (which determines the minimum revenue requirements for development of the resource) is below the revenue available in terms of displaced energy and displaced capacity. The assessment is conducted at a high geospatial resolution (more than 150,000 technology-specific sites in the continental United States) to capture the significant variation in local resource, costs, and revenue potential. This metric can be a useful screening factor for understanding the economic viability of renewable generation technologies at a specific location. In contrast to many common estimates of renewable energy potential, economic potential does not consider market dynamics, customer demand, or most policy drivers that may incent renewable energy generation.

  7. Methodology for Estimating Solar Potential on Multiple Building Rooftops for Photovoltaic Systems

    In this paper, a methodology for estimating solar potential on multiple building rooftops is presented. The objective of this methodology is to estimate the daily or monthly solar radiation potential on individual buildings in a city/region using Light Detection and Ranging (LiDAR) data and a geographic information system (GIS) approach. Conceptually, the methodology is based on the upward-looking hemispherical viewshed algorithm, but applied using an area-based modeling approach. The methodology considers input parameters, such as surface orientation, shadowing effect, elevation, and atmospheric conditions, that influence solar intensity on the earth s surface. The methodology has been implemented for some 212,000 buildings in Knox County, Tennessee, USA. Based on the results obtained, the methodology seems to be adequate for estimating solar radiation on multiple building rooftops. The use of LiDAR data improves the radiation potential estimates in terms of the model predictive error and the spatial pattern of the model outputs. This methodology could help cities/regions interested in sustainable projects to quickly identify buildings with higher potentials for roof-mounted photovoltaic systems.

    The valuation of an electricity storage device is based on the expected future cash ow generated by the device. Two potential sources of income for an electricity storage system are energy arbitrage and participation in the frequency regulation market. Energy arbitrage refers to purchasing (stor- ing) energy when electricity prices are low, and selling (discharging) energy when electricity prices are high. Frequency regulation is an ancillary service geared towards maintaining system frequency, and is typically procured by the independent system operator in some type of market. This paper outlines the calculations required to estimate the maximum potential revenue from participating in these two activities. First, a mathematical model is presented for the state of charge as a function of the storage device parameters and the quantities of electricity purchased/sold as well as the quantities o ered into the regulation market. Using this mathematical model, we present a linear programming optimization approach to calculating the maximum potential revenue from an elec- tricity storage device. The calculation of the maximum potential revenue is critical in developing an upper bound on the value of storage, as a benchmark for evaluating potential trading strate- gies, and a tool for capital nance risk assessment. Then, we use historical California Independent System Operator (CAISO) data from 2010-2011 to evaluate the maximum potential revenue from the Tehachapi wind energy storage project, an American Recovery and Reinvestment Act of 2009 (ARRA) energy storage demonstration project. We investigate the maximum potential revenue from two di erent scenarios: arbitrage only and arbitrage combined with the regulation market. Our analysis shows that participation in the regulation market produces four times the revenue compared to arbitrage in the CAISO market using 2010 and 2011 data.   11. Using Geothermal Play Types as an Analogue for Estimating Potential Resource Size

    Blind geothermal systems are becoming increasingly common as more geothermal fields are developed. Geothermal development is known to have high risk in the early stages of a project development because reservoir characteristics are relatively unknown until wells are drilled. Play types (or occurrence models) categorize potential geothermal fields into groups based on geologic characteristics. To aid in lowering exploration risk, these groups' reservoir characteristics can be used as analogues in new site exploration. The play type schemes used in this paper were Moeck and Beardsmore play types (Moeck et al. 2014) and Brophy occurrence models (Brophy et al. 2011). Operating geothermal fields throughout the world were classified based on their associated play type, and then reservoir characteristics data were catalogued. The distributions of these characteristics were plotted in histograms to develop probability density functions for each individual characteristic. The probability density functions can be used as input analogues in Monte Carlo estimations of resource potential for similar play types in early exploration phases. A spreadsheet model was created to estimate resource potential in undeveloped fields. The user can choose to input their own values for each reservoir characteristic or choose to use the probability distribution functions provided from the selected play type. This paper also addresses the United States Geological Survey's 1978 and 2008 assessment of geothermal resources by comparing their estimated values to reported values from post-site development. Information from the collected data was used in the comparison for thirty developed sites in the United States. No significant trends or suggestions for methodologies could be made by the comparison.

    This report presents an in-depth review of the potential for nuclear criticality to occur in Hanford defense waste tanks during past, current and future safe storage and maintenance operations. The report also briefly discusses the potential impacts of proposed retrieval activities, although retrieval was not a main focus of scope. After thorough review of fluid dynamic aspects that focus on particle segregation, chemical aspects that focus on solubility and adsorption processes that might concentrate plutonium and/or separate plutonium from the neutron absorbers in the tank waste, and ore-body formation and mining operations, the interdisciplinary team has come to the conclusion that there is negligible risk of nuclear critically under existing storage conditions in Hanford site underground waste storage tanks. Further, for the accident scenarios considered an accidental criticality is incredible.

    An assessment of the potential radiation dose that residents offsite of the Nevada Test Site (NTS) might receive from the proposed Divine Strake experiment was made to determine compliance with Subpart H of Part 61 of Title 40 of the Code of Federal Regulations, National Emission Standards for Emissions of Radionuclides Other than Radon from Department of Energy Facilities. The Divine Strake experiment, proposed by the Defense Threat Reduction Agency, consists of a detonation of 700 tons of heavy ammonium nitrate fuel oil-emulsion above the U16b Tunnel complex in Area 16 of the NTS. Both natural radionuclides suspended, and historic fallout radionuclides resuspended from the detonation, have potential to be transported outside the NTS boundary by wind. They may, therefore, contribute radiological dose to the public. Subpart H states ''Emissions of radionuclides to the ambient air from Department of Energy facilities shall not exceed those amounts that would cause any member of the public to receive in any year an effective dose equivalent of 10 mrem/yr'' (Title 40 of the Code of Federal Regulations [CFR] 61.92) where mrem/yr is millirem per year. Furthermore, application for U.S. Environmental Protection Agency (EPA) approval of construction of a new source or modification of an existing source is required if the effective dose equivalent, caused by all emissions from the new construction or modification, is greater than or equal to 0.1 mrem/yr (40 CFR 61.96). In accordance with Section 61.93, a dose assessment was conducted with the computer model CAP88-PC, Version 3.0. In addition to this model, a dose assessment was also conducted by the National Atmospheric Release Advisory Center (NARAC) at the Lawrence Livermore National Laboratory. This modeling was conducted to obtain dose estimates from a model designed for acute releases and which addresses terrain effects and uses meteorology from multiple locations.     The use of biased grids as energy filters for charged particles is common in satellite-borne instruments such as a planar retarding potential analyzer (RPA). Planar RPAs are currently flown on missions such as the Communications/Navigation Outage Forecast System and the Defense Meteorological Satellites Program to obtain estimates of geophysical parameters including ion velocity and temperature. It has been shown previously that the use of biased grids in such instruments creates a nonuniform potential in the grid plane, which leads to inherent errors in the inferred parameters. A simulation of ion interactions with various configurations of biased grids has been developed using a commercial finite-element analysis software package. Using a statistical approach, the simulation calculates collected flux from Maxwellian ion distributions with three-dimensional drift relative to the instrument. Perturbations in the performance of flight instrumentation relative to expectations from the idealized RPA flux equation are discussed. Both single grid and dual-grid systems are modeled to investigate design considerations. Relative errors in the inferred parameters for each geometry are characterized as functions of ion temperature and drift velocity.

    Debris from explosives testing in a shot tank that contains 4 weight percent or less of explosive is shown to be non-reactive under the specified testing protocol in the Code of Federal Regulations. This debris can then be regarded as a non-hazardous waste on the basis of reactivity, when collected and packaged in a specified manner. If it is contaminated with radioactive components (e.g. depleted uranium), it can therefore be disposed of as radioactive waste or mixed waste, as appropriate (note that debris may contain other materials that render it hazardous, such as beryllium). We also discuss potential waste generation issues in contained firing operations that are applicable to the planned new Contained Firing Facility (CFF). The goal of this program is to develop and document conditions under which shot debris from the planned Contained Firing Facility (CFF) can be handled, shipped, and accepted for waste disposal as non-reactive radioactive or mixed waste. This report fulfills the following requirements as established at the outset of the program: 1. Establish through testing the maximum level of explosive that can be in a waste and still have it certified as non-reactive. 2. Develop the procedure to confirm the acceptability of radioactive-contaminated debris as non-reactive waste at radioactive waste disposal sites. 3. Outline potential disposal protocols for different CFF scenarios (e.g. misfires with scattered explosive).

This paper reviews the literature regarding estimation of waste electrical and electronic equipment (WEEE), focusing on developing countries, particularly in Latin America. It briefly describes the current WEEE system in Brazil and presents an updated estimate of generation of WEEE. Considering the limited available data in Brazil, a model for WEEE generation estimation is proposed in which different methods are used for mature and non-mature market products. The results showed that the most important variable is the equipment lifetime, which requires a thorough understanding of consumer behavior to estimate. Since Brazil is a rapidly expanding market, the 'boom' in waste generation is still to come. In the near future, better data will provide more reliable estimation of waste generation and a clearer interpretation of the lifetime variable throughout the years.

    The VirtualToxLab is an in silico technology for estimating the toxic potential (endocrine and metabolic disruption, some aspects of carcinogenicity and cardiotoxicity) of drugs, chemicals and natural products. The technology is based on an automated protocol that simulates and quantifies the binding of small molecules towards a series of proteins, known or suspected to trigger adverse effects. The toxic potential, a non-linear function ranging from 0.0 (none) to 1.0 (extreme), is derived from the individual binding affinities of a compound towards currently 16 target proteins: 10 nuclear receptors (androgen, estrogen ?, estrogen ?, glucocorticoid, liver X, mineralocorticoid, peroxisome proliferator-activated receptor ?, progesterone, thyroid ?, and thyroid ?), four members of the cytochrome P450 enzyme family (1A2, 2C9, 2D6, and 3A4), a cytosolic transcription factor (aryl hydrocarbon receptor) and a potassium ion channel (hERG). The interface to the technology allows building and uploading molecular structures, viewing and downloading results and, most importantly, rationalizing any prediction at the atomic level by interactively analyzing the binding mode of a compound with its target protein(s) in real-time 3D. The VirtualToxLab has been used to predict the toxic potential for over 2500 compounds: the results are posted on (http://www.virtualtoxlab.org).   2. Compilation of data to estimate groundwater migration potential for constituents in active liquid discharges at the Hanford Site

    A preliminary characterization of the constituents present in the 33 liquid waste streams at the US Department of Energy's Hanford Site has been completed by Westinghouse Hanford Company. In addition, Westinghouse Hanford has summarized the soil characteristics based on drill logs collected at each site that receives these liquid wastes. Literature searches were conducted and available Hanford-specific data were tabulated and reviewed. General literature on organic chemicals present in the liquid waste streams was also reviewed. Using all of this information, Pacific Northwest Laboratory has developed a best estimate of the transport characteristics (water solubility and soil adsorption properties) for those radionuclides and inorganic and organic chemicals identified in the various waste streams. We assume that the potential for transport is qualified through the four geochemical parameters: solubility, distribution coefficient, persistence (radiogenic or biochemical half-life), and volatility. Summary tables of these parameters are presented for more than 50 inorganic and radioactive species and more than 50 organic compounds identified in the liquid waste streams. Brief descriptions of the chemical characteristics of Hanford sediments, solubility, and adsorption processes, and of how geochemical parameters are used to estimate migration in groundwater-sediment environments are also presented. Groundwater monitoring data are tabulated for wells neighboring the facilities that receive the liquid wastes. 91 refs., 16 figs., 23 tabs.

  3. Estimation of the potential efficiency of a multijunction solar cell at a limit balance of photogenerated currents

    A method is proposed for estimating the potential efficiency which can be achieved in an initially unbalanced multijunction solar cell by the mutual convergence of photogenerated currents: to extract this current from a relatively narrow band-gap cell and to add it to a relatively wide-gap cell. It is already known that the properties facilitating relative convergence are inherent to such objects as bound excitons, quantum dots, donor-acceptor pairs, and others located in relatively wide-gap cells. In fact, the proposed method is reduced to the problem of obtaining such a required light current-voltage (I–V) characteristic which corresponds to the equality of all photogenerated short-circuit currents. Two methods for obtaining the required light I–V characteristic are used. The first one is selection of the spectral composition of the radiation incident on the multijunction solar cell from an illuminator. The second method is a double shift of the dark I–V characteristic: a current shift J{sub g} (common set photogenerated current) and a voltage shift (−J{sub g}R{sub s}), where R{sub s} is the series resistance. For the light and dark I–V characteristics, a general analytical expression is derived, which considers the effect of so-called luminescence coupling in multijunction solar cells. The experimental I–V characteristics are compared with the calculated ones for a three-junction InGaP/GaAs/Ge solar cell with R{sub s} = 0.019 Ω cm{sup 2} and a maximum factual efficiency of 36.9%. Its maximum potential efficiency is estimated as 41.2%.

  4. Uranium in geologic fluids: Estimates of standard partial molal properties, oxidation potentials, and hydrolysis constants at high temperatures and pressures

    Theoretical methods are used with the available experimental data to provide estimates of parameters for the revised-HKF equations of state for aqueous uranium species. These parameters are used with standard state thermodynamic data at 25{degrees}C and 1 bar to calculate equilibrium constants for redox reactions among the four most common oxidation states of uranium (U(III), U(IV), U(V), and U(VI)), and their hydrolysis reactions at temperatures to 1000{degrees}C and pressures to 5 kb. A total of nineteen aqueous uranium species are included. The predicted equilibrium constants are used to construct oxidation potential-pH diagrams at elevated temperatures and pressures and to calculate the solubilities of uraninite as functions of temperature and pH, which are compared to experimental data. Oxidation potential-pH diagrams illustrate the relative stabilities of aqueous uranium species and indicate that U(IV) and U(VI) species predominate in aqueous solution in the U-O-H system. Increasing temperature stabilizes U(VI) and U(III) species relative to U(IV) species, but U(IV) species dominate at oxidation states consistent and mineral-buffer assemblages and near-neutral pH. At low pH, U(VI) is stabilized relative to U(IV) suggesting that uranium transport in hydrothermal systems requires either acidic solutions or potent complexes of U(IV). 40 refs., 15 figs., 3 tabs.

    A combined method composing of the unscented Kalman filter (UKF) and the synchronization-based method is proposed for estimating electrophysiological variables and parameters of a thalamocortical (TC) neuron model, which is commonly used for studying Parkinson's disease for its relay role of connecting the basal ganglia and the cortex. In this work, we take into account the condition when only the time series of action potential with heavy noise are available. Numerical results demonstrate that not only this method can estimate model parameters from the extracted time series of action potential successfully but also the effect of its estimation is much better than the only use of the UKF or synchronization-based method, with a higher accuracy and a better robustness against noise, especially under the severe noise conditions. Considering the rather important role of TC neuron in the normal and pathological brain functions, the exploration of the method to estimate the critical parameters could have important implications for the study of its nonlinear dynamics and further treatment of Parkinson's disease.

    This paper presents the Concentrating Solar Deployment System Model (CSDS). CSDS is a multiregional, multitime-period, Geographic Information System (GIS), and linear programming model of capacity expansion in the electric sector of the United States. CSDS is designed to address the principal market and policy issues related to the penetration of concentrating solar power (CSP) electric-sector technologies. This paper discusses the current structure, capabilities, and assumptions of the model. Additionally, results are presented for the impact of continued research and development (R&D) spending, an extension to the investment tax credit (ITC), and use of a production tax credit (PTC). CSDS is an extension of the Wind Deployment System (WinDS) model created at the National Renewable Energy Laboratory (NREL). While WinDS examines issues related to wind, CSDS is an extension to analyze similar issues for CSP applications. Specifically, a detailed representation of parabolic trough systems with thermal storage has been developed within the existing structure.

    The extent of potential-induced degradation of crystalline silicon modules in an environmental chamber is estimated using in-situ dark I-V measurements and applying superposition analysis. The dark I-V curves are shown to correctly give the module power performance at 200, 600 and 1,000 W/m2 irradiance conditions, as verified with a solar simulator. The onset of degradation measured in low light in relation to that under one sun irradiance can be clearly seen in the module design examined; the time to 5% relative degradation measured in low light (200 W/m2) was 28% less than that of full sun (1,000 W/m2 irradiance). The power of modules undergoing potential-induced degradation can therefore be characterized in the chamber, facilitating statistical analyses and lifetime forecasting.

    In this analysis, the authors projected Japan's energy demand/supply and energy-related CO{sub 2} emissions to 2050. Their analysis of various scenarios indicated that Japan's CO{sub 2} emissions in 2050 could be potentially reduced by 26-58% from the current level (FY 2005). These results suggest that Japan could set a CO{sub 2} emission reduction target for 2050 at between 30% and 60%. In order to reduce CO{sub 2} emissions by 60% in 2050 from the present level, Japan will have to strongly promote energy conservation at the same pace as an annual rate of 1.9% after the oil crises (to cut primary energy demand per GDP (TPES/GDP) in 2050 by 60% from 2005) and expand the share of non-fossil energy sources in total primary energy supply in 2050 to 50% (to reduce CO{sub 2} emissions per primary energy demand (CO{sub 2}/TPES) in 2050 by 40% from 2005). Concerning power generation mix in 2050, nuclear power will account for 60%, solar and other renewable energy sources for 20%, hydro power for 10% and fossil-fired generation for 10%, indicating substantial shift away from fossil fuel in electric power supply. Among the mitigation measures in the case of reducing CO{sub 2} emissions by 60% in 2050, energy conservation will make the greatest contribution to the emission reduction, being followed by solar power, nuclear power and other renewable energy sources. In order to realize this massive CO{sub 2} abatement, however, Japan will have to overcome technological and economic challenges including the large-scale deployment of nuclear power and renewable technologies.

    This study analyzes the financial impacts on consumers of minimum efficiency performance standards (MEPS) for appliances that could be implemented in 13 major economies around the world. We use the Bottom-Up Energy Analysis System (BUENAS), developed at Lawrence Berkeley National Laboratory (LBNL), to analyze various appliance efficiency target levels to estimate the net present value (NPV) of policies designed to provide maximum energy savings while not penalizing consumers financially. These policies constitute what we call the “cost-effective potential” (CEP) scenario. The CEP scenario is designed to answer the question: How high can we raise the efficiency bar in mandatory programs while still saving consumers money?

    The Yucca Mountain Site Characterization Project is studying Yucca Mountain in southwestern Nevada as a potential site for a high-level nuclear waste repository. Site characterization includes surface-based and underground testing. Analyses have been performed to support the design of site characterization activities so to have minimal impact on the ability of the site to isolate waste, and on tests performed as part of the characterization process. Two examples of site characterization activities are the construction of an Exploratory Studies Facility, which may include underground shafts, drifts, and ramps, and surface-based testing activities, which may require borehole drilling, excavation of test pits, and road watering for dust control. The information in this report pertains to two-dimensional numerical calculations modeling the movement of surficially applied water and the potential effects of that water on repository performance and underground experiments. This document contains information that has been used in preparing recommendations for two Yucca Mountain Site Characterization Project documents: Appendix I of the Exploratory Studies Facility Design Requirements document, and the Surface-Based Testing Field Requirements Document.

    The Illicit nuclear trafficking panel was conducted at the 4th Annual INMM workshop on Reducing the Risk from Radioactive and Nuclear Materials on February 2-3, 2010 in Washington DC. While the workshop occurred prior to the Nuclear Security Summit, April 12-13 2010 in Washington DC, some of the summit issues were raised during the workshop. The Communique of the Washington Nuclear Security Summit stated that 'Nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.' The Illicit Trafficking panel is one means to strengthen nuclear security and cooperation at bilateral, regional and multilateral levels. Such a panel promotes nuclear security culture through technology development, human resources development, education and training. It is a tool which stresses the importance of international cooperation and coordination of assistance to improve efforts to prevent and respond to incidents of illicit nuclear trafficking. Illicit trafficking panel included representatives from US government, an international organization (IAEA), private industry and a non-governmental organization to discuss illicit nuclear trafficking issues. The focus of discussions was on best practices and challenges for addressing illicit nuclear trafficking. Terrorism connection. Workshop discussions pointed out the identification of terrorist connections with several trafficking incidents. Several trafficking cases involved real buyers (as opposed to undercover law enforcement agents) and there have been reports identifying individuals associated with terrorist organizations as prospective plutonium buyers. Some specific groups have been identified that consistently search for materials to buy on the black market, but no criminal groups were identified that specialize in nuclear materials or isotope smuggling

    This paper is related to the clearance potential levels, ingestion and inhalation hazard factors of the spent nuclear fuel and radioactive wastes. This study required a complex activity that consisted of more steps such as: the acquisition, setting up, validation and application of procedures, codes and libraries. The paper reflects the validation stage of this study. Its objective was to compare the measured inventories of selected actinide and fission products radionuclides in an element from the Pickering Candu reactor with the inventories predicted using a recent version of the SCALE 5/ORIGEN-ARP code coupled with the time dependent cross sections library for the Candu 28 reactor (produced by the sequence SCALE4.4a/SAS2H and SCALE4.4a/ORIGEN-S). In this way, the procedures, the codes and the libraries for the characterization of radioactive material in terns of radioactive inventories, clearance, and biological hazard factors could be qualified and validated, in support of the safety management of the radioactive wastes.     The term ``transition costs`` describes the potential revenue shortfall (or welfare loss) a utility (or other actor) may experience through government-initiated deregulation of electricity generation. The potential for transition costs arises whenever a regulated industry is subject to competitive market forces as a result of explicit government action. Federal and state proposals to deregulate electricity generation sparked a national debate on transition costs in the electric-utility industry. Industry-wide transition cost estimates range from about $20 billion to $500 billion. Such disparate estimates raise important questions on estimation methods for decision makers. This report examines different approaches to estimating transition costs. The study has three objectives. First, we discuss the concept of transition cost. Second, we identify the major cost categories included in transition cost estimates and summarize the current debate on which specific costs are appropriately included in these estimates. Finally, we identify general and specific estimation approaches and assess their strengths and weaknesses. We relied primarily on the evidentiary records established at the Federal Energy Regulatory Commission and the California Public Utilities Commission to identify major cost categories and specific estimation approaches. We also contacted regulatory commission staffs in ten states to ascertain estimation activities in each of these states. We refined a classification framework to describe and assess general estimation options. We subsequently developed and applied criteria to describe and assess specific estimation approaches proposed by federal regulators, state regulators, utilities, independent power companies, and consultants.

    One portion of a plenary session during the conference was a forum on The Future Challenges of NEPA.'' The session was a panel discussion. Each of the panelists was to spent 10 to 15 minutes talking about their observations on how NEPA is operating, some of the trends they observed, and how they thought NEPA might change in the future. Topics discussed in this forum included Congressional proposals to amend NEPA; possible changes at the CEQ; post-decision monitoring, mitigation, and follow-up studies; applicability of NEPA to international actions of the US government; assessment of global change impacts; and the relationship between NEPA and state little NEPA'' laws.   6. Sub-Second Parallel State Estimation

    This report describes the performance of Pacific Northwest National Laboratory (PNNL) sub-second parallel state estimation (PSE) tool using the utility data from the Bonneville Power Administrative (BPA) and discusses the benefits of the fast computational speed for power system applications. The test data were provided by BPA. They are two-days’ worth of hourly snapshots that include power system data and measurement sets in a commercial tool format. These data are extracted out from the commercial tool box and fed into the PSE tool. With the help of advanced solvers, the PSE tool is able to solve each BPA hourly state estimation problem within one second, which is more than 10 times faster than today’s commercial tool. This improved computational performance can help increase the reliability value of state estimation in many aspects: (1) the shorter the time required for execution of state estimation, the more time remains for operators to take appropriate actions, and/or to apply automatic or manual corrective control actions. This increases the chances of arresting or mitigating the impact of cascading failures; (2) the SE can be executed multiple times within time allowance. Therefore, the robustness of SE can be enhanced by repeating the execution of the SE with adaptive adjustments, including removing bad data and/or adjusting different initial conditions to compute a better estimate within the same time as a traditional state estimator’s single estimate. There are other benefits with the sub-second SE, such as that the PSE results can potentially be used in local and/or wide-area automatic corrective control actions that are currently dependent on raw measurements to minimize the impact of bad measurements, and provides opportunities to enhance the power grid reliability and efficiency. PSE also can enable other advanced tools that rely on SE outputs and could be used to further improve operators’ actions and automated controls to mitigate effects

    Mixing depth is an important quantity in the determination of air pollution concentrations. Fireweather forecasts depend strongly on estimates of the mixing depth as a means of determining the altitude and dilution (ventilation rates) of smoke plumes. The Savannah River United States Forest Service (USFS) routinely conducts prescribed fires at the Savannah River Site (SRS), a heavily wooded Department of Energy (DOE) facility located in southwest South Carolina. For many years, the Savannah River National Laboratory (SRNL) has provided forecasts of weather conditions in support of the fire program, including an estimated mixing depth using potential temperature and turbulence change with height at a given location. This paper examines trends in the average estimated mixing depth daily maximum at the SRS over an extended period of time (4.75 years) derived from numerical atmospheric simulations using two versions of the Regional Atmospheric Modeling System (RAMS). This allows for differences to be seen between the model versions, as well as trends on a multi-year time frame. In addition, comparisons of predicted mixing depth for individual days in which special balloon soundings were released are also discussed.

    During the ILWOG-42 held at LANL in May of 2010, a set of discussions between scientists from AWE, LANL, and LLNL was held to develop collaborative experiments that would improve radiochemical diagnostic evaluations. DOE headquarters has asked that a 5-year roadmap be developed to resolve outstanding issues. The goal of this discussion was to explore common areas of interest where collaborative experiments could be undertaken to resolve identified problems and to gain support across the weapons program and DOE for this work. Collaboration was encouraged not only between these laboratories, but with University collaborators who are funded through the NNSA Stewardship Science Academic Alliance. In the development of experiments there were some criteria that were established. The uncertainty budgets will need to be assessed for proposed experiments so that potential gains to the programs can be determined. Measurements using different methods should be encouraged to provide greater confidence (and hopefully improved accuracy) in the result. Six distinct subjects were discussed: (1) Experiments at critical assemblies/14-MeV neutron (D+T) facilities; (2) Fission-chain-yield (FCY) energy dependence; (3) Absolute FCY measurements; (4) Measurements of {sup 147}Nd 531-keV absolute gamma-ray intensity; (5) Atom scale cross calibrations; and (6) Other experimental issues. A short summary of the discussions is given.

    Accurate values for thermal conductivity--an important engineering property used in heat transfer calculations of liquids--are not as readily available as those for other physical properties. Therefore, it often becomes necessary to use estimated data. A new estimating method combines ease of use with an accuracy that is generally better than existing procedures. The paper discusses how to select terms and testing correlations, then gives two examples of the use of the method for calculation of the thermal conductivity of propionic acid and chlorobenzene.

    The development of an offshore wind resource database is one of the first steps necessary to understand the magnitude of the resource and to plan the distribution and development of future offshore wind power facilities. The U.S. Department of Energy supported the production of offshore wind resource maps and potential estimates for much of the United States. This presentation discusses NREL's 2010 offshore wind resources report; current U.S., regional, and state offshore maps; methodology for the wind mapping and validation; wind potential estimates; the Geographic Information Systems database; and future work and conclusions.

    The potential of geothermal energy for future electric power generation in New York State is evaluated using estimates of temperatures of geothermal reservoir rocks. Bottom hole temperatures from over 2000 oil and gas wells in the region were integrated into subsurface maps of the temperatures for specific geothermal reservoirs. The Theresa/Potsdam formation provides the best potential for extraction of high volumes of geothermal fluids. The evaluation of the Theresa/Potsdam geothermal reservoir in upstate New York suggests that an area 30 miles east of Elmira, New York has the highest temperatures in the reservoir rock. The Theresa/Potsdam reservoir rock should have temperatures about 136 {degrees}C and may have as much as 450 feet of porosity in excess of 8%. Estimates of the volumes of geothermal fluids that can be extracted are provided and environmental considerations for production from a geothermal well is discussed.

    This paper presents a full-cycle parallel state estimation (PSE) implementation using a preconditioned conjugate gradient algorithm. The developed code is able to solve large-size power system state estimation within 5 seconds using real-world data, comparable to the Supervisory Control And Data Acquisition (SCADA) rate. This achievement allows the operators to know the system status much faster to help improve grid reliability. Case study results of the Bonneville Power Administration (BPA) system with real measurements are presented. The benefits of fast state estimation are also discussed.

    We assess which Khler potentials in supergravity lead to viable single-field inflationary models that are consistent with Planck. We highlight the role of symmetries, such as shift, Heisenberg and supersymmetry, in these constructions. Also the connections to string theory are pointed out. Finally, we discuss a supergravity model for arbitrary inflationary potentials that is suitable for open string inflation and generalise it to the case of closed string inflation. Our model includes the recently discussed supergravity reformulation of the Starobinsky model of inflation as well as an interesting alternative with comparable predictions.

    Modelling of the weak lensing of the CMB will be crucial to obtain correct cosmological parameter constraints from forthcoming precision CMB anisotropy observations. The lensing affects the power spectrum as well as inducing non-Gaussianities. We discuss the simulation of full-sky CMB maps in the weak lensing approximation and describe a fast numerical code. The series expansion in the deflection angle cannot be used to simulate accurate CMB maps, so a pixel remapping must be used. For parameter estimation accounting for the change in the power spectrum but assuming Gaussianity is sufficient to obtain accurate results up to Planck sensitivity using current tools. A fuller analysis may be required to obtain accurate error estimates and for more sensitive observations. We demonstrate a simple full-sky simulation and subsequent parameter estimation at Planck-like sensitivity. The lensed CMB simulation and parameter estimation codes are publicly available.

    This document was prepared at the request of the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP) under its Technical Guidance and Assistance and Project Financing Programs. The purpose was to provide an estimate of the national potential for combined heat and power (also known as CHP; cogeneration; or cooling, heating, and power) applications at federal facilities and the associated costs and benefits including energy and emission savings. The report provides a broad overview for the U.S. Department of Energy (DOE) and other agencies on when and where CHP systems are most likely to serve the government's best interest. FEMP's mission is to reduce the cost to and environmental impact of the federal government by advancing energy efficiency and water conservation, promoting the use of renewable energy, and improving utility management decisions at federal sites. FEMP programs are driven by its customers: federal agency sites. FEMP monitors energy efficiency and renewable energy technology developments and mounts ''technology-specific'' programs to make technologies that are in strong demand by agencies more accessible. FEMP's role is often one of helping the federal government ''lead by example'' through the use of advanced energy efficiency/renewable energy (EERE) technologies in its own buildings and facilities. CHP was highlighted in the Bush Administration's National Energy Policy Report as a commercially available technology offering extraordinary benefits in terms of energy efficiencies and emission reductions. FEMP's criteria for emphasizing a technology are that it must be commercially available; be proven but underutilized; have a strong constituency and momentum; offer large energy savings and other benefits of interest to federal sites and FEMP mission; be in demand; and carry sufficient federal market potential. As discussed in the report, CHP meets all of these criteria. Executive Order 13123 directs federal facilities to use

    In metrology -- the science of measurement -- a measurement result must be accompanied by a statement of its associated uncertainty. The degree of validity of a measurement result is determined by the validity of the uncertainty statement. In recognition of the importance of uncertainty evaluation, the International Standardization Organization in 1995 published the Guide to the Expression of Uncertainty in Measurement and the Guide has been widely adopted. The validity of uncertainty statements is tested in interlaboratory comparisons in which an artefact is measured by a number of laboratories and their measurement results compared. Since the introduction of the Mutual Recognition Arrangement, key comparisons are being undertaken to determine the degree of equivalence of laboratories for particular measurement tasks. In this paper, we discuss the possible development of the Guide to reflect Bayesian approaches and the evaluation of key comparison data using Bayesian estimation methods.

    Discussion of the ChemCam instrument on the Curiosity Rover that occurred during the NASA press conference prior to launch of the Mars Science Laboratory. The ChemCam instrument was developed by Los Alamos National Laboratory and the French Space Institute. Los Alamos National Laboratory researcher Roger Wiens discusses the instrument on this video. ChemCam uses a laser to "zap" features of the Martian landscape and then uses a spectrometer to gather information about the composition of the sample. ChemCam will help the Curiosity Rover determine whether Mars is or was habitable. The Rover is expected to touch down on the Red Planet on August 5, 2012.

    Twenty-seven operational events with conditional probabilities of subsequent severe core damage of 1.0 {times} 10E-06 or higher occurring at commercial light-water reactors during 1992 are considered to be precursors to potential core damage. These are described along with associated significance estimates, categorization, and subsequent analyses. The report discusses (1) the general rationale for this study, (2) the selection and documentation of events as precursors, (3) the estimation and use of conditional probabilities of subsequent severe core damage to rank precursor events, and (4) the plant models used in the analysis process.

  5. Magnetic nanoparticle temperature estimation

    The authors present a method of measuring the temperature of magnetic nanoparticles that can be adapted to provide in vivo temperature maps. Many of the minimally invasive therapies that promise to reduce health care costs and improve patient outcomes heat tissue to very specific temperatures to be effective. Measurements are required because physiological cooling, primarily blood flow, makes the temperature difficult to predict a priori. The ratio of the fifth and third harmonics of the magnetization generated by magnetic nanoparticles in a sinusoidal field is used to generate a calibration curve and to subsequently estimate the temperature. The calibration curve is obtained by varying the amplitude of the sinusoidal field. The temperature can then be estimated from any subsequent measurement of the ratio. The accuracy was 0.3 deg. K between 20 and 50 deg. C using the current apparatus and half-second measurements. The method is independent of nanoparticle concentration and nanoparticle size distribution.

  7. Remote sensing for wind power potential: a prospector's handbook

    Remote sensing can aid in identifying and locating indicators of wind power potential from the terrestrial, marine, and atmospheric environments (i.e.: wind-deformed trees, white caps, and areas of thermal flux). It is not considered as a tool for determining wind power potential. A wide variety of remotely sensed evidence is described in terms of the scale at which evidence of wind power can be identified, and the appropriate remote sensors for finding such evidence. Remote sensing can be used for regional area prospecting using small-scale imagery. The information from such small-scale imagery is most often qualitative, and if it is transitory, examination of a number of images to verify presistence of the feature may be required. However, this evidence will allow rapid screening of a large area. Medium-scale imagery provides a better picture of the evidence obtained from small-scale imagery. At this level it is best to use existing imagery. Criteria relating to land use, accessibility, and proximity of candidate sites to nearby transmission lines can also be effectively evaluated from medium-scale imagery. Large-scale imagery provides the most quantitative evidence of the strength of wind. Wind-deformed trees can be identified at a large number of sites using only a few hours in locally chartered aircraft. A handheld 35mm camera can adequately document any evidence of wind. Three case studies that employ remote sensing prospecting techniques are described. Based on remotely sensed evidence, the wind power potential in three geographically and climatically diverse areas of the United States is estimated, and the estimates are compared to actual wind data in those regions. In addition, the cost of each survey is discussed. The results indicate that remote sensing for wind power potential is a quick, cost effective, and fairly reliable method for screening large areas for wind power potential.

    Although a substantial amount of effort has been expended to develop numerical methods for determining window U-factors, there has been little work to date on using numerical methods to predict condensation potential. It is, perhaps, of direct interest to most ASHRAE members to determine heat loss and solar gains through windows as a preliminary step to sizing heating and cooling equipment, but condensation has long been recognized as an extremely important issue for consumers (and, consequently, for window manufacturers). Moreover, building scientists recognize the link between condensation and increased energy consumption (due to latent loads), reduced occupant comfort and inferior indoor air quality (from the presence of bacteria and mold), and structural damage (where accumulated condensation is absorbed by the building materials, thus reducing their structural stability). The National Fenestration Rating Council (NFRC) is developing a rating method for condensation potential in fenestration products, as part of its mandate from the Department of Energy. A rating method would benefit from the use of simulation as a supplement to physical condensation resistance testing, to reduce the cost and time required for implementation and increase the flexibility of the rating method. This article outlines the necessary components in the application of numerical methods for evaluating condensation in fenestration products, and describes the status of the development of these methods. The theoretical approach and its practical application are discussed, as well as some comparisons between numerical prediction and physical test results for a sample of products.     As compact and light weight power sources with reliable, long lives, Radioisotope Power Systems (RPSs) have made space missions to explore the solar system possible. Due to the hazardous material that can be released during a launch accident, the potential health risk of an accident must be quantified, so that appropriate launch approval decisions can be made. One part of the risk estimation involves modeling the response of the RPS to potential accident environments. Due to the complexity of modeling the full RPS response deterministically on dynamic variables, the evaluation is performed in a stochastic manner with a Monte Carlo simulation. The potential consequences can be determined by modeling the transport of the hazardous material in the environment and in human biological pathways. The consequence analysis results are summed and weighted by appropriate likelihood values to give a collection of probabilistic results for the estimation of the potential health risk. This information is used to guide RPS designs, spacecraft designs, mission architecture, or launch procedures to potentially reduce the risk, as well as to inform decision makers of the potential health risks resulting from the use of RPSs for space missions.

    The Office of Civilian Radioactive Waste-Management in the Department of Energy (DOE) is responsible for disposing of this nation`s spent fuel and high-level radioactive waste in a manner that protects the health and safety of the public and the quality of the environment. Although embodied in the Federal repository program that began with studies in the late 1950s, this mission was explicitly established by the Nuclear Waste Policy Act of 1982 and reaffirmed by the Nuclear Waste Policy Amendments Act of 1987. To fulfill our mission, we are developing a waste management system consisting of a geologic repository for permanent disposal deep beneath the surface of the earth, a facility for monitored retrievable storage, and a system for transporting the waste. This discussion draft was developed to help involve parties affected by or interested in the waste-management program in the formulation of the basic principles on which the program will be based. It reviews existing objectives, policies, and strategic principles under which the system is currently being developed. Then discussed are issues of strategic importance for which additional strategic principles may be needed. For these issues in particular, views from affected and interested parties is solicited, but comments regarding alternative approaches to the issues presented as well as suggestions for additional issues will also be welcome. Finally, background information on the waste-management program pertinent to the issues discussion is presented.

    The introduction of 2- to 3 {1/2}-in. coiled tubing (CT) sizes provides economical alternative completion opportunities for both new and existing wells. Smaller diameters of CT can also be incorporated into completion designs on existing tubular completions for rigless workovers. This paper will discuss the evaluation method for CT completions in relatively low bottom-hole pressure wells in a non-hostile environment. It will concentrate on two major methods of artificial lift: (1) the use of electric submersible pumps (ESPs) on new wells or (2) the use of gas lift methods to extend the production life of existing wells.

    This paper is presented as a comment to an earlier paper entitled Productivity of a Horizontal Well' (Nov. 1992, SPE Reservoir Engineering). These authors attempt to refute the original authors conclusions regarding pressure gradients and boundary conditions in horizontal wells. These authors state that the pressure gradient proposed in the original paper which was parallel to the well bore and was required to maintain constant-flux distribution, are large and unrealistic. They also discuss the use of steady-state and pseudo-steady-state flow models and the interpretation of model results to help predict productivity.

  14. A review of existing models and methods to estimate employment effects of pollution control policies

    The purpose of this paper is to provide information about existing models and methods used to estimate coal mining employment impacts of pollution control policies. The EPA is currently assessing the consequences of various alternative policies to reduce air pollution. One important potential consequence of these policies is that coal mining employment may decline or shift from low-sulfur to high-sulfur coal producing regions. The EPA requires models that can estimate the magnitude and cost of these employment changes at the local level. This paper contains descriptions and evaluations of three models and methods currently used to estimate the size and cost of coal mining employment changes. The first model reviewed is the Coal and Electric Utilities Model (CEUM), a well established, general purpose model that has been used by the EPA and other groups to simulate air pollution control policies. The second model reviewed is the Advanced Utility Simulation Model (AUSM), which was developed for the EPA specifically to analyze the impacts of air pollution control policies. Finally, the methodology used by Arthur D. Little, Inc. to estimate the costs of alternative air pollution control policies for the Consolidated Coal Company is discussed. These descriptions and evaluations are based on information obtained from published reports and from draft documentation of the models provided by the EPA. 12 refs., 1 fig.

    The Ground-Water Surveillance Project monitors the distribution of contaminants in ground water at the Hanford Site for the U.S. Department of Energy. A subtask called {open_quotes}Water Budget at Hanford{close_quotes} was initiated in FY 1994. The objective of this subtask was to produce a defensible map of estimated recharge rates across the Hanford Site. Methods that have been used to estimate recharge rates at the Hanford Site include measurements (of drainage, water contents, and tracers) and computer modeling. For the simulations of 12 soil-vegetation combinations, the annual rates varied from 0.05 mm/yr for the Ephrata sandy loam with bunchgrass to 85.2 mm/yr for the same soil without vegetation. Water content data from the Grass Site in the 300 Area indicated that annual rates varied from 3.0 to 143.5 mm/yr during an 8-year period. The annual volume of estimated recharge was calculated to be 8.47 {times} 10{sup 9} L for the potential future Hanford Site (i.e., the portion of the current Site bounded by Highway 240 and the Columbia River). This total volume is similar to earlier estimates of natural recharge and is 2 to 10x higher than estimates of runoff and ground-water flow from higher elevations. Not only is the volume of natural recharge significant in comparison to other ground-water inputs, the distribution of estimated recharge is highly skewed to the disturbed sandy soils (i.e., the 200 Areas, where most contaminants originate). The lack of good estimates of the means and variances of the supporting data (i.e., the soil map, the vegetation/land use map, the model parameters) translates into large uncertainties in the recharge estimates. When combined, the significant quantity of estimated recharge, its high sensitivity to disturbance, and the unquantified uncertainty of the data and model parameters suggest that the defensibility of the recharge estimates should be improved.

    The panel reviewed the complete nuclear fuel cycle in the context of alternate energy resources, energy need projections, effects on the environment, susceptibility of nuclear materials to theft, diversion, and weapon proliferation. We also looked at ethical considerations of energy use, as well as waste, and its effects. The scope of the review extended to the end of the next century with due regard for world populations beyond that period. The intent was to take a long- range view and to project, not forecast, the future based on ethical rationales, and to avoid, as often happens, long-range discussions that quickly zoom in on only the next few decades. A specific nuclear fuel cycle technology that could satisfy these considerations was described and can be applied globally.

    The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

  18. Parameter estimation with Sandage-Loeb test

    The Sandage-Loeb (SL) test directly measures the expansion rate of the universe in the redshift range of 2 ∼< z ∼< 5 by detecting redshift drift in the spectra of Lyman-α forest of distant quasars. We discuss the impact of the future SL test data on parameter estimation for the ΛCDM, the wCDM, and the w{sub 0}w{sub a}CDM models. To avoid the potential inconsistency with other observational data, we take the best-fitting dark energy model constrained by the current observations as the fiducial model to produce 30 mock SL test data. The SL test data provide an important supplement to the other dark energy probes, since they are extremely helpful in breaking the existing parameter degeneracies. We show that the strong degeneracy between Ω{sub m} and H{sub 0} in all the three dark energy models is well broken by the SL test. Compared to the current combined data of type Ia supernovae, baryon acoustic oscillation, cosmic microwave background, and Hubble constant, the 30-yr observation of SL test could improve the constraints on Ω{sub m} and H{sub 0} by more than 60% for all the three models. But the SL test can only moderately improve the constraint on the equation of state of dark energy. We show that a 30-yr observation of SL test could help improve the constraint on constant w by about 25%, and improve the constraints on w{sub 0} and w{sub a} by about 20% and 15%, respectively. We also quantify the constraining power of the SL test in the future high-precision joint geometric constraints on dark energy. The mock future supernova and baryon acoustic oscillation data are simulated based on the space-based project JDEM. We find that the 30-yr observation of SL test would help improve the measurement precision of Ω{sub m}, H{sub 0}, and w{sub a} by more than 70%, 20%, and 60%, respectively, for the w{sub 0}w{sub a}CDM model.

    The North American medical physics community validates the education received by medical physicists and the clinical qualifications for medical physicists through accreditation of educational programs and certification of medical physicists. Medical physics educational programs (graduate education and residency education) are accredited by the Commission on Accreditation of Medical Physics Education Programs (CAMPEP), whereas medical physicists are certified by several organizations, the most familiar of which is the American Board of Radiology (ABR). In order for an educational program to become accredited or a medical physicist to become certified, the applicant must meet certain specified standards set by the appropriate organization. In this Symposium, representatives from both CAMPEP and the ABR will describe the process by which standards are established as well as the process by which qualifications of candidates for accreditation or certification are shown to be compliant with these standards. The Symposium will conclude with a panel discussion.     The investigation of complex physical systems utilizing sophisticated computer models has become commonplace with the advent of modern computational facilities. In many applications, experimental data on the physical systems of interest is extremely expensive to obtain and hence is available in limited quantities. The mathematical systems implemented by the computer models often include parameters having uncertain values. This article provides an overview of statistical methodology for calibrating uncertain parameters to experimental data. This approach assumes that prior knowledge about such parameters is represented as a probability distribution, and the experimental data is used to refine our knowledge about these parameters, expressed as a posterior distribution. Uncertainty quantification for computer model predictions of the physical system are based fundamentally on this posterior distribution. Computer models are generally not perfect representations of reality for a variety of reasons, such as inadequacies in the physical modeling of some processes in the dynamic system. The statistical model includes components that identify and adjust for such discrepancies. A standard approach to statistical modeling of computer model output for unsampled inputs is introduced for the common situation where limited computer model runs are available. Extensions of the statistical methods to functional outputs are available and discussed briefly.

    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

This report provides the ROM cost estimate and describes the methodology, assumptions, and cost model details used to create the ROM cost estimate. ROM Cost Estimate Disclaimer Contained herein is a Rough Order of Magnitude (ROM) cost estimate that has been provided to enable initial planning for this proposed project. This ROM cost estimate is submitted to facilitate informal discussions in relation to this project and is NOT intended to commit Sandia National Laboratories (Sandia) or its resources. Furthermore, as a Federally Funded Research and Development Center (FFRDC), Sandia must be compliant with the Anti-Deficiency Act and operate on a full-cost recovery basis. Therefore, while Sandia, in conjunction with the Sponsor, will use best judgment to execute work and to address the highest risks and most important issues in order to effectively manage within cost constraints, this ROM estimate and any subsequent approved cost estimates are on a 'full-cost recovery' basis.   7. Cost estimate of initial SSC experimental equipment

    The cost of the initial detector complement at recently constructed colliding beam facilities (or at those under construction) has been a significant fraction of the cost of the accelerator complex. Because of the complexity of large modern-day detectors, the time-scale for their design and construction is comparable to the time-scale needed for accelerator design and construction. For these reasons it is appropriate to estimate the cost of the anticipated detector complement in parallel with the cost estimates of the collider itself. The fundamental difficulty with this procedure is that, whereas a firm conceptual design of the collider does exist, comparable information is unavailable for the detectors. Traditionally, these have been built by the high energy physics user community according to their perception of the key scientific problems that need to be addressed. The role of the accelerator laboratory in that process has involved technical and managerial coordination and the allocation of running time and local facilities among the proposed experiments. It seems proper that the basic spirit of experimentation reflecting the scientific judgment of the community should be preserved at the SSC. Furthermore, the formal process of initiation of detector proposals can only start once the SSC has been approved as a construction project and a formal laboratory administration put in place. Thus an ad hoc mechanism had to be created to estimate the range of potential detector needs, potential detector costs, and associated computing equipment.

    This paper describes the performance of a parallel state estimation (PSE) tool implemented using advanced computing techniques. The developed code is able to solve state estimation of large-size, practical power systems within one second. Benchmark tests against a commercial tool shows that the computational speed is 10 times faster. Benefits brought by the sub-second state estimation are also discussed.
