    The major difficulty encountered in the determination of beta-ray dose in field conditions is generally the presence of a relatively high gamma-ray component. Conventional dosimetry instruments use a shield on the detector to estimate the gamma-ray component in comparison with the beta-ray component. More accurate dosimetry information can be obtained from the measured beta spectrum itself. At Los Alamos, a detector and discriminator circuit suitable for use in a portable spectrometer have been developed. This instrument will discriminate between gammas and betas in a mixed field. The portable package includes a 256-channel MCA which can be programmed to give a variety of outputs, including a spectral display, and may be programmed to read dose directly.

    Pulse-height discriminators are described, specifically a differential pulse-height discriminator which is adapted to respond to pulses of a band of amplitudes, but to reject pulses of amplitudes greater or less than tbe preselected band. In general, the discriminator includes a vacuum tube having a plurality of grids adapted to cut off plate current in the tube upon the application of sufficient negative voltage. One grid is held below cutoff, while a positive pulse proportional to the amplltude of each pulse is applled to this grid. Another grid has a negative pulse proportional to the amplitude of each pulse simultaneously applied to it. With this arrangement the tube will only pass pulses which are of sufficlent amplitude to counter the cutoff bias but not of sufficlent amplitude to cutoff the tube.

    The ability to verify a Comprehensive Test Ban Treaty (CTBT) depends in part on the ability to seismically detect and discriminate between potential clandestine underground nuclear tests and other seismic sources, including earthquakes and mining activities. Regional techniques are necessary to push detection and discrimination levels down to small magnitudes, but existing methods of event discrimination are mainly empirical and show much variability from region to region. The goals of Lawrence Livermore National Laboratory`s (LLNL`s) regional discriminant research are to evaluate the most promising discriminants, improve the understanding of their physical basis and use this information to develop new and more effective discriminants that can be transported to new regions of high monitoring interest. In this report the authors discuss preliminary efforts to geophysically characterize the Middle East and North Africa. They show that the remarkable stability of coda allows one to develop physically based, stable single station magnitude scales in new regions. They then discuss progress to date on evaluating and improving physical understanding and ability to model regional discriminants, focusing on the comprehensive NTS dataset. The authors apply this modeling ability to develop improved discriminants including slopes of P to S ratios. They find combining disparate discriminant techniques is particularly effective in identifying consistent outliers such as shallow earthquakes and mine seismicity. Finally they discuss development and use of new coda and waveform modeling tools to investigate special events.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

    Efficient, readily-available, low-cost, high-energy neutron detectors can play a central role in detecting illicit nuclear weapons since neutrons are a strong indication for the presence of fissile material such as Plutonium and Highly-Enriched Uranium. The main challenge in detecting fast neutrons consists in the discrimination of the signal from the gamma radiation background. At present, the only well-investigated organic crystal scintillator for fast neutron detection, in a n/{gamma} mixed field, is stilbene, which while offering good pulse shape discrimination, is not widely used because of its limited availability and high cost. In this work we report the results of our studies made with a number of new organic crystals, which exhibit pulse shape discrimination for detection of fast neutrons. In particular 1,1,4,4-tetraphenyl-1,3-butadiene features a light yield higher than anthracene and a Figure of Merit (FOM) for the pulse shape discrimination better than stilbene. New crystals are good candidates for the low-cost solution growth method, thus representing promising organic scintillators for widespread deployment for high-energy neutron detection.

    Flashlights that use LED technology have quickly emerged as the dominant source of portable lighting in Kenya. While flashlights do not normally provide a substitute for kerosene and other highly inefficient fuels, they are an important early manifestation of LED lighting in the developing world that can serve as a platform - or deterrent - to the diffusion of the technology into the broader off-grid lighting market. The lead acid batteries embedded in flashlights also represent an important source of hazardous waste, and flashlight durability is thus an important determinant of the rate of waste disposal. Low-cost LED flashlights with prices from $1 to $4 are now widely available in shops and markets throughout Kenya. The increased penetration of LED technology in the flashlight market is significant, as over half of all Kenyan households report owning a flashlight (Kamfor, 2002). While this shift from conventional incandescent technology to modern LEDs may appear to be a promising development, end users that our research team interviewed expressed a number of complaints about the quality and performance of these new flashlights. This raises concerns about the interests of low-income flashlight users, and it may also indicate the onset of a broader market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007). The quality of low-cost LED flashlights can contribute to market spoiling because these products appear to represent the first contact that most Kenyans have with LED technology. In this report, our team uses interviews with 46 end users of flashlights to collect information about their experiences, perceptions, and preferences. We focus especially on highlighting common complaints from respondents about the flashlights that they have used, as well as on noting the features that they indicated were important when evaluating the quality of a flashlight. In previous laboratory tests, researchers from our team found a wide range of quality and performance among battery powered LED lights (Granderson, et al. 2008).

    We investigated the effects of optical filters on the pulse shape discrimination properties of Cs2LiYCl6:Ce (CLYC) scintillator crystals. By viewing the scintillation light through various optical filters, we attempted to better distinguish between neutron and gamma ray events in the crystal. We applied commercial interference and colored glass filters in addition to fabricating quantum dot (QD) filters by suspending QDs in plastic films and glass. QD filters ultimately failed because of instability of the QDs with respect to oxidation when exposed to ambient air, and the tendency of the QDs to aggregate in the plastic. Of the commercial filters, the best results were obtained with a bandpass interference filter covering the spectral region containing core-valence luminescence (CVL) light. However, the PSD response of filtered CLYC light was always poorer than the response exhibited by unfiltered light because filters always reduced the amount of light available for signal processing.

    The U.S. Department of Energy, in concert with industry, is developing a high-temperature gas-cooled reactor at the Idaho National Laboratory (INL) to demonstrate high temperature heat applications to produce hydrogen and electricity or to support other industrial applications. A key part of this program is the production of hydrogen from water that would significantly reduce carbon emissions compared to current production using natural gas. In 2009 the INL led the methodical evaluation of promising advanced hydrogen production technologies in order to focus future resources on the most viable processes. This paper describes how the evaluation process was systematically planned and executed. As a result, High-Temperature Steam Electrolysis was selected as the most viable near-term technology to deploy as a part of the Next Generation Nuclear Plant Project.

Each of two CMG has a first portion of its perimeter devoted to continuous driving teeth that mesh with respective pinion gears. Each EMG also has a second portion of its perimeter devoted to regularly spaced discrimination gear teeth that extend outwardly on at least one of three levels of the CMG. The discrimination gear teeth are designed so as to pass each other without interference only if the correct sequence of partial rotations of the CMG occurs in response to a coded series of rotations from the pinion gears. A 24 bit code is normally input to unlock the device. Once unlocked, the device provides a path for an energy or information signal to pass through the device. The device is designed to immediately lock up if any portion of the 24 bit code is incorrect.

    The goal of this was research effort was to test the ability of two poly vinyltoluene research samples to produce recordable, distinguishable signals in response to gamma rays and neutrons. Pulse shape discrimination was performed to identify if the signal was generated by a gamma ray or a neutron. A standard figure of merit for pulse shape discrimination was used to quantify the gamma-neutron pulse separation. Measurements were made with gamma and neutron sources with and without shielding. The best figure of merit obtained was 1.77; this figure of merit was achieved with the first sample in response to an un-moderated 252Cf source shielded with 5.08 cm of lead.

    We report on the construction and the performance of a sixteen channel constant fraction discriminator (CFD) for the Atlas Positron Experiment (APEX). We have used an integrated circuit (IC), recently introduced commercially, which contains all the electronic building blocks needed to construct a CFD. We have placed 16 channels of CFD into a CAMAC module. An important feature is the time to charge converter (TQC) that we have included for every CFD channel. Its calibration constant is controlled via CAMAC. The TQC allows the use charge sensitive analog to digital converters (QDC) for timing measurements. Results for CFD walk, resolution and crosstalk as well as for TQC linearity will be presented.

    The Treaty Verification Program at Lawrence Livermore National Laboratory has made good progress during fiscal year 1995 on devising and testing whole seismic waveform modeling methods to identify seismic events using only a few stations. This research is carried out under the Comprehensive Test Ban Treaty Research and Development Program (CTBTR and D) under task S4.3.4. For regions where the path is calibrated, this modeling can potentially identify and discriminate between clandestine underground nuclear events and other sources of seismic waves such as earthquakes and mine collapses. In regions where the path is not calibrated but is seismically active, the author is investigating the use of moderate to large earthquakes to obtain the necessary path calibration. Research has focused on improving whole waveform techniques for determining the source mechanism of moderate (magnitude greater than about 3.5) seismic events from a few three-component broadband sensors in regions where the paths are calibrated. Presently the author is also using these waveform techniques in new regions to test and improve path calibrations as well as to identify events. As part of this work, he has applied these waveform techniques to events of high monitoring interest with excellent results. In this report he discusses fitting three main types of events, explosions, earthquakes and mine collapses.

    Efforts to model sunspots based on helioseismic signatures need to discriminate between the effects of (1) a strong magnetic field that introduces time-irreversible, vantage-dependent phase shifts, apparently connected to fast- and slow-mode coupling and wave absorption and (2) a thermal anomaly that includes cool gas extending an indefinite depth beneath the photosphere. Helioseismic observations of sunspots show travel times considerably reduced with respect to equivalent quiet-Sun signatures. Simulations by Moradi and Cally of waves skipping across sunspots with photospheric magnetic fields of order 3 kG show travel times that respond strongly to the magnetic field and relatively weakly to the thermal anomaly by itself. We note that waves propagating vertically in a vertical magnetic field are relatively insensitive to the magnetic field, while remaining highly responsive to the attendant thermal anomaly. Travel-time measurements for waves with large skip distances into the centers of axially symmetric sunspots are therefore a crucial resource for discrimination of the thermal anomaly beneath sunspot umbrae from the magnetic anomaly. One-dimensional models of sunspot umbrae based on compressible-radiative-magnetic-convective simulations such as by Rempel et al. can be fashioned to fit observed helioseismic travel-time spectra in the centers of sunspot umbrae. These models are based on cooling of the upper 2-4 Mm of the umbral subphotosphere with no significant anomaly beneath 4.5 Mm. The travel-time reductions characteristic of these models are primarily a consequence of a Wilson depression resulting from a strong downward buoyancy of the cooled umbral medium.

    A Bayesian approach is proposed for pulse shape discrimination of photons and neutrons in liquid organic scinitillators. Instead of drawing a decision boundary, each pulse is assigned a photon or neutron confidence probability. In addition, this allows for photon and neutron classification on an event-by-event basis. The sum of those confidence probabilities is used to estimate the number of photon and neutron instances in the data. An iterative scheme, similar to an expectation-maximization algorithm for Gaussian mixtures, is used to infer the ratio of photons-to-neutrons in each measurement. Therefore, the probability space adapts to data with varying photon-to-neutron ratios. Amore » time-correlated measurement of Am–Be and separate measurements of 137Cs, 60Co and 232Th photon sources were used to construct libraries of neutrons and photons. These libraries were then used to produce synthetic data sets with varying ratios of photons-to-neutrons. Probability weighted method that we implemented was found to maintain neutron acceptance rate of up to 90% up to photon-to-neutron ratio of 2000, and performed 9% better than the decision boundary approach. Furthermore, the iterative approach appropriately changed the probability space with an increasing number of photons which kept the neutron population estimate from unrealistically increasing.« less

    The present invention provides systems, articles, and methods for discriminating electromagnetic radiation based upon the angle of incidence of the electromagnetic radiation. In some cases, the materials and systems described herein can be capable of inhibiting reflection of electromagnetic radiation (e.g., the materials and systems can be capable of transmitting and/or absorbing electromagnetic radiation) within a given range of angles of incidence at a first incident surface, while substantially reflecting electromagnetic radiation outside the range of angles of incidence at a second incident surface (which can be the same as or different from the first incident surface). A photonic material comprising a plurality of periodically occurring separate domains can be used, in some cases, to selectively transmit and/or selectively absorb one portion of incoming electromagnetic radiation while reflecting another portion of incoming electromagnetic radiation, based upon the angle of incidence. In some embodiments, one domain of the photonic material can include an isotropic dielectric function, while another domain of the photonic material can include an anisotropic dielectric function. In some instances, one domain of the photonic material can include an isotropic magnetic permeability, while another domain of the photonic material can include an anisotropic magnetic permeability. In some embodiments, non-photonic materials (e.g., materials with relatively large scale features) can be used to selectively absorb incoming electromagnetic radiation based on angle of incidence.

    Neutron and ?-ray (n-?) discrimination with a digital signal processing system has been used to measure the neutron emission profile in magnetic confinement fusion devices. However, a sampling rate must be set low to extend the measurement time because the memory storage is limited. Time jitter decreases a discrimination quality due to a low sampling rate. As described in this paper, a new charge comparison method was developed. Furthermore, automatic n-? discrimination method was examined using a probabilistic approach. Analysis results were investigated using the figure of merit. Results show that the discrimination quality was improved. Automatic discrimination was applied using the EM algorithm and k-means algorithm.

    A new method for spectral shape discrimination (SSD) of fast neutrons and gamma rays has been investigated. Gammas interfere with neutron detection, making efficient discrimination necessary for practical applications. Pulse shape discrimination (PSD) in liquid organic scintillators is currently the most effective means of gamma rejection. The hazardous liquids, restrictions on volume, and the need for fast timing are drawbacks to traditional PSD scintillators. In this project we investigated harvesting excited triplet states to increase scintillation yield and provide distinct spectral signatures for gammas and neutrons. Our novel approach relies on metal-organic phosphors to convert a portion of the energy normally lost to the scintillation process into useful luminescence with sub-microsecond lifetimes. The approach enables independent control over delayed luminescence wavelength, intensity, and timing for the first time. We demonstrated that organic scintillators, including plastics, nanoporous framework materials, and oil-based liquids can be engineered for both PSD and SSD.

    A method for determining a plurality of proteins for discriminating and positively identifying an individual based from a biological sample. The method may include profiling a biological sample from a plurality of individuals against a protein array including a plurality of proteins. The protein array may include proteins attached to a support in a preselected pattern such that locations of the proteins are known. The biological sample may be contacted with the protein array such that a portion of antibodies in the biological sample reacts with and binds to the proteins forming immune complexes. A statistical analysis method, such as discriminant analysis, may be performed to determine discriminating proteins for distinguishing individuals. Proteins of interest may be used to form a protein array. Such a protein array may be used, for example, to compare a forensic sample from an unknown source with a sample from a known source.

    Scintillators are almost used in any nuclear laboratory. These detectors combine of scintillation materials, PMT and a voltage divider. Voltage dividers are different in resistive ladder design. But the effect of decoupling capacitors and damping resistors haven’t discussed yet. In this paper at first a good equilibrium circuit designed for PMT, and it was used for investigating about capacitors and resistors in much manner. Results show that decoupling capacitors have great effect on PMT output pulses. In this research, it was tried to investigate the effect of Capacitor’s value and places on PMT voltage divider in Neutron-Gamma discrimination capability. Therefore, the voltage divider circuit for R329-02 Hamamatsu PMT was made and Zero Cross method used for neutron-gamma discrimination. The neutron source was a 20Ci Am-Be. Anode and Dynode pulses and discrimination spectrum were saved. The results showed that the pulse height and discrimination quality change with the value and setting of capacitors.

    A method of evaluating a subsurface region by separating/enhancing a certain type of seismic event data of interest from an overall set of seismic event data which includes other, different types of seismic event data is disclosed herein. In accordance with one feature, a particular type of gather is generated from the seismic event data such that the gather includes at least a portion of the data which is of interest and at least a portion of the other data. A series of data discrimination lines are incorporated into the gather at positions and directions which are established in the gather in a predetermined way. Using the data discrimination lines, the data of interest which is present in the gather is separated/enhanced with respect to the other data within the gather. The separated data may be used for example in producing a map of the particular subterranean region. In accordance with another feature, the gather is selected such that the incorporated discrimination lines approach a near parallel relationship with one another. Thereby, the data is transformed in a way which causes the discrimination lines to be parallel with one another, resulting in reduced frequency distortion accompanied by improved accuracy in the separation/enhancement of data. In accordance with still another feature, the disclosed data separation/enhancement method is compatible with an iterative approach.

    Power system disturbances are inherently complex and can be attributed to a wide range of sources, including both natural and man-made events. Currently, the power system operators are heavily relied on to make decisions regarding the causes of experienced disturbances and the appropriate course of action as a response. In the case of cyber-attacks against a power system, human judgment is less certain since there is an overt attempt to disguise the attack and deceive the operators as to the true state of the system. To enable the human decision maker, we explore the viability of machine learning as a means for discriminating types of power system disturbances, and focus specifically on detecting cyber-attacks where deception is a core tenet of the event. We evaluate various machine learning methods as disturbance discriminators and discuss the practical implications for deploying machine learning systems as an enhancement to existing power system architectures.

    We analyzed 21 neat acetone samples from 15 different suppliers to demonstrate the utility of a coupled stable isotope and trace contaminant strategy for distinguishing forensically-relevant samples. By combining these two pieces of orthogonal data we could discriminate all of the acetones that were produced by the 15 different suppliers. Using stable isotope ratios alone, we were able to distinguish 9 acetone samples, while the remaining 12 fell into four clusters with highly similar signatures. Adding trace chemical contaminant information enhanced discrimination to 13 individual acetones with three residual clusters. The acetones within each cluster shared a common manufacturer and might, therefore, not be expected to be resolved. The data presented here demonstrates the power of combining orthogonal data sets to enhance sample fingerprinting and highlights the role disparate data could play in future forensic investigations.

    Mineral exploration needs a reliable method to distinguish between uneconomic mineral deposits and economic mineralization. A method and system includes a geophysical technique for subsurface material characterization, mineral exploration and mineral discrimination. The technique introduced in this invention detects induced polarization effects in electromagnetic data and uses remote geophysical observations to determine the parameters of an effective conductivity relaxation model using a composite analytical multi-phase model of the rock formations. The conductivity relaxation model and analytical model can be used to determine parameters related by analytical expressions to the physical characteristics of the microstructure of the rocks and minerals. These parameters are ultimately used for the discrimination of different components in underground formations, and in this way provide an ability to distinguish between uneconomic mineral deposits and zones of economic mineralization using geophysical remote sensing technology.

    A meter-long, 23-liter EJ-309 liquid scintillator detector has been constructed to study the light collection and pulse-shape discrimination performance of elongated scintillator cells for the PROSPECT reactor antineutrino experiment. The magnitude and uniformity of light collection and neutron-gamma discrimination power in the energy range of antineutrino inverse beta decay products have been studied using gamma and spontaneous fission calibration sources deployed along the cell axis. We also study neutron-gamma discrimination and light collection abilities for differing PMT and reflector configurations. As a result, key design features for optimizing MeV-scale response and background rejection capabilities are identified.

    Despite the concept of nuclear spin isomers (NSIs) exists since the early days of quantum mechanics, only few approaches have been suggested to separate different NSIs. Here, a method is proposed to discriminate different NSIs of a quinodimethane derivative using its electronic excited state dynamics. After electronic excitation by a laser field with femtosecond time duration, a difference in the behavior of several quantum mechanical operators can be observed. A pump-probe experimental approach for separating these different NSIs is then proposed.

    An ultra-high-mass time-of-flight mass spectrometer using a cryogenic particle detector as an ion detector with charge discriminating capabilities. Cryogenic detectors have the potential for significantly improving the performance and sensitivity of time-of-flight mass spectrometers, and compared to ion multipliers they exhibit superior sensitivity for high-mass, slow-moving macromolecular ions and can be used as "stop" detectors in time-of-flight applications. In addition, their energy resolving capability can be used to measure the charge state of the ions. Charge discrimination is very valuable in all time-of-flight mass spectrometers. Using a cryogenically-cooled Nb-Al.sub.2 O.sub.3 -Nb superconductor-insulator-superconductor (SIS) tunnel junction (STJ) detector operating at 1.3 K as an ion detector in a time-of-flight mass spectrometer for large biomolecules it was found that the STJ detector has charge discrimination capabilities. Since the cryogenic STJ detector responds to ion energy and does not rely on secondary electron production, as in the conventionally used microchannel plate (MCP) detectors, the cryogenic detector therefore detects large molecular ions with a velocity-independent efficiency approaching 100%.

    Genomic analysis shows that the increased complexity of trafficking pathways in mammalian cells involves an expansion of the number of SNARE, Rab and COP proteins. Thus, the human genome encodes four forms of Sec24, the cargo selection subunit of the COPII vesicular coat, and this is proposed to increase the range of cargo accommodated by human COPII-coated vesicles. In this study, we combined X-ray crystallographic and biochemical analysis with functional assays of cargo packaging into COPII vesicles to establish molecular mechanisms for cargo discrimination by human Sec24 subunits. A conserved IxM packaging signal binds in a surface groove of Sec24c and Sec24d, but the groove is occluded in the Sec24a and Sec24b subunits. Conversely, LxxLE class transport signals and the DxE signal of VSV glycoprotein are selectively bound by Sec24a and Sec24b subunits. A comparative analysis of crystal structures of the four human Sec24 isoforms establishes the structural determinants for discrimination among these transport signals, and provides a framework to understand how an expansion of coat subunits extends the range of cargo proteins packaged into COPII-coated vesicles.

    In this study, a new class of elpasolite scintillators has garnered recent attention due to the ability to perform as simultaneous gamma spectrometers and thermal neutron detectors. Such a dual-mode capability is made possible by pulse-shape discrimination (PSD), whereby the emission waveform profiles of gamma and neutron events are fundamentally unique. To take full advantage of these materials, we have developed the Compact Advanced Readout Electronics for Elpasolites (CAREE). This handheld instrument employs a multi-channel PSD-capable ASIC, custom micro-processor board, front-end electronics, power supplies, and a 2 in. photomultiplier tube for readout of the scintillator. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. In includes both tutorial and reference material. It also presents the basic concepts that underly PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools.     A novel algorithm approach to evaluating data from PVT-based Radiation Portal Monitor (RPM) systems is established. Time series of data from RPMs are evaluated for the presence of sources of interest by comparing the background to the vehicle spectrum at each successive time step, isolating the contribution of anomalous radiation. At each time in the data sequence, a spectral distance index is calculated using this method. This method may dramatically reduce systematic fluctuations due to background attenuation by a vehicle (the so-called shadow shielding effect), and allow for time-series matched filtering for discrimination of compact anomalous sources. This is attempted by using a wavelet filter function of similar size to the expected source profile on the output of the spectral distance method. Performance of this method is shown by analysis (injection studies) of a number of real drive-through data sets taken at a U.S. port of entry. Spectra from isotopes of interest are injected into the data set, and the resultant benign and injected data sets are analyzed with gross-counting, spectral distance, and spatial algorithms. The combination of spectral and spatial analysis methods showed a significant increase to detection performance.

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

    A Quadratic Neural Networks (QNNs) model has been developed for identifying seismic source classification problem at regional distances using ARMA coefficients determination by Artificial Neural Networks (ANNs). We have devised a supervised neural system to discriminate between earthquakes and chemical explosions with filter coefficients obtained by windowed P-wave phase spectra (15 s). First, we preprocess the recording's signals to cancel out instrumental and attenuation site effects and obtain a compact representation of seismic records. Second, we use a QNNs system to obtain ARMA coefficients for feature extraction in the discrimination problem. The derived coefficients are then applied to the neural system to train and classification. In this study, we explore the possibility of using single station three-component (3C) covariance matrix traces from a priori-known explosion sites (learning) for automatically recognizing subsequent explosions from the same site. The results have shown that this feature extraction gives the best classifier for seismic signals and performs significantly better than other classification methods. The events have been tested, which include 36 chemical explosions at the Semipalatinsk test site in Kazakhstan and 61 earthquakes (mb = 5.0-6.5) recorded by the Iranian National Seismic Network (INSN). The 100% correct decisions were obtained between site explosions and some of non-site events. The above approach to event discrimination is very flexible as we can combine several 3C stations.

    The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. Some elements of a site HRP include systematic (1) supervisory reviews, (2) medical and psychological assessments, (3) management evaluations, (4) personnel security reviews, and (4) training of HRP staff and critical positions. Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles. During this 4-day activity, participants will examine programs that mitigate threats to nuclear security and the insider threat to include HRP, Nuclear Security Culture (NSC) Enhancement, and Employee Assistance Programs. The focus will be to develop an understanding of the need for a systematic HRP and to discuss challenges and best practices associated with mitigating the insider threat.

  6. Voluntary pollution reduction programs

    Despite claims that the government is reducing the amount of environmental regulation, the sheer amount of regulatory language has actually increased yearly. Yet based on media reports and citizen claims, pollution appears to go unchecked. Citizens condemn a perceived lack of government regulation of industrial pollution, while industries find themselves mired in increasingly complex regulatory programs that are sometimes far removed from real world situations. US Environmental Protection Agency (EPA) decision-makers have responded to these concerns by designing regulatory programs that abandon traditional command-and-control regulatory schemes as ill-suited to today`s pollution problems and the interests of these stakeholders. This paper analyzes the use of voluntary pollution control programs in place of command-and-control regulation. It is proposed that voluntary programs may serve as carrots to entice regulated entities to reduce pollution, but that there are a number of hurdles to their effective implementation that preclude them from being embraced as effective environmental regulatory tools. This paper reviews why agencies have moved from command-and-control regulation and examines current voluntary pollution control programs. This paper also contemplates the future of such programs.

  7. Reactor Safety Research Programs

    This document summarizes the work performed by Pacific Northwest Laboratory (PNL) from January 1 through March 31, 1981, for the Division of Reactor Safety Research within the U.S. Nuclear Regulatory Commission (NRC). Evaluations of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibility of determining the strength of structural graphite, evaluating the feasibility of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the integrity of pressurized water reactor (PWR) steam generator tubes where service-induced degradation has been indicated. Experimental data and analytical models are being provided to aid in decision-making regarding pipeto- pipe impacts following postulated breaks in high-energy fluid system piping. Core thermal models are being developed to provide better digital codes to compute the behavior of full-scale reactor systems under postulated accident conditions. Fuel assemblies and analytical support are being provided for experimental programs at other facilities. These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.

    Over the past fifteen months, the Systems Chemistry Group of the Reactor Engineering Department has undertaken a comprehensive study of the Department`s moderator chemistry program at Savannah River Site (SRS). An internal review was developed to formalize and document this program. Objectives were as outlined in a mission statement and action plan. In addition to the mission statement and action plan, nine separate task reports have been issued during the course of this study. Each of these task reports is included in this document as a chapter. This document is an organized compilation of the individual reports issued by the Systems Chemistry Group in assessment of SRS moderator chemistry to determine if there were significant gaps in the program as ft existed in October, 1989. While these reviews found no significant gaps in that mode of operation, or any items that adversely affected safety, items were identified that could be improved. Many of the items have already been dear with or are in the process of completion under this Moderator Chemistry Program and other Reactor Restart programs. A complete list of the items of improvement found under this assessment is found in Chapter 9, along with a proposed time table for correcting remaining items that can be improved for the chemistry program of SRS reactors. An additional external review of the moderator chemistry processes, recommendations, and responses to/from the Reactor Corrosion Mitigation Committee is included as Appendix to this compilation.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    This report summarizes the fiscal year (FY) 1992 progress of the subcontracted photovoltaic (PV) research and development (R D) performed under the Photovoltaic Advanced Research and Development Project at the National Renewable Energy Laboratory (NREL)-formerly the Solar Energy Research Institute (SERI). The mission of the national PV program is to develop PV technology for large-scale generation of economically competitive electric power in the United States. The technical sections of the report cover the main areas of the subcontract program: the Crystalline Materials and Advanced Concepts project, the Polycrystalline Thin Films project, Amorphous Silicon Research project, the Photovoltaic Manufacturing Technology (PVMaT) project, PV Module and System Performance and Engineering project, and the PV Analysis and Applications Development project. Technical summaries of each of the subcontracted programs provide a discussion of approaches, major accomplishments in FY 1992, and future research directions.
