    Dr. Harold Agnew, retired director of Los Alamos National Laboratory and one of 49 people present on December 2, 1942 when the world?s first man-made controlled nuclear chain reaction was achieved with the CP-1 reactor, and Dr. Len Koch, one of Argonne?s earliest staff members and a designer of EBR-I, the first liquid metal-cooled fast reactor, spoke about their early work during ?The Dawn of the Nuclear Age?, a Director?s Special Symposium held as one of the events to commemorate the 70th anniversary year of CP-1 achieving criticality. The symposium was moderated by Dr. Charles Till, a retired Argonne associate laboratory director who led Argonne?s nuclear engineering programs throughout the 1980?s and ?90?s. Dr. Agnew painted a vivid picture of the challenges and rewards of working in Enrico Fermi?s group under strict security conditions and the complete faith all in the group had in Fermi?s analyses. He stated that no one ever doubted that CP-1 would achieve criticality, and when the moment came, those present acknowledged the accomplishment with little more than a subdued toast of chianti from a bottle provided by reactor physicist Eugene Wigner. This experimental work on nuclear reactors was continued in the Chicago area and led first by Fermi and then Walter Zinn, another member of Fermi?s CP-1 group, resulting in the formal establishment of Argonne National Laboratory on July 1, 1946. Dr. Koch described how much he enjoyed working at Argonne through the 1950?s and ?60?s and contributing to many of the research ?firsts? that Argonne achieved in the nuclear energy field and led to the foundation of the commercial nuclear power generation industry. His reminiscences about all that was achieved with EBR-I and how that work then led into Argonne?s design, building, and operation of EBR-II as a full demonstration of a fast reactor power plant brought Argonne?s nuclear energy legacy to life for everyone in the auditorium. These engaging presentations prompted a number of questions from the audience, which showed its appreciation for both speakers by ending the symposium with a standing ovation.

Based on this result we argue that the BPS equations are compatible with the full variational equations of motion, rejecting the hypothesis of an "energy crisis". In addition we examine the noncommutative CP(1) system with a Chern-Simons interaction. In this case we find that when the theory is transformed by the Seiberg-Witten map it also presents the same instanton solution as the commutative Chern-Simons-CP(1) model.

Due to the U(1) gauge invariance, the Seiberg-Witten map is used to convert the NC action to an action in terms of ordinary spacetime degrees of freedom and the subsequent theory is studied. The NC effects appear as (NC parameter) $\\theta $-dependent interaction terms. The expressions for static energy, obtained from both the symmetric and canonical forms of the energy momentum tensor, are {\\it {identical}}, when only spatial noncommutativity is present. Bogomolny analysis reveals a lower bound in the energy in an unambiguous way, suggesting the presence of a new soliton. However, the BPS equations saturating the bound are not compatible to the full variational equation of motion.     This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

Assessing the economics of various options to address coal-fired boiler is essential to identify cost-effective solutions. This paper discusses our work in conducting a cost-effectiveness analysis on various types of improvement measures ranging from energy efficiency retrofits to switch from coal to other fuels in China. Sensitivity analysis was also performed in order to understand the impacts of some economic factors such as discount rate and energy price on the economics of boiler improvement options. The results show that nine out of 14 solutions are cost-effective, and a lower discount rate and higher energy price will result in more energy efficiency measures being cost-effective. Both monetary and non-monetary barriers to energy-efficiency improvement are discussed and policies to tackle these barriers are recommended. Our research aims at providing a methodology to assess cost-effective solutions to boiler problems.

    The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    A vortex-dynamics-based model has been developed and used to study the importance of flame extinction by fluid dynamic strain that occurs in a pulse combustor. Results show that flame extinction by fluid dynamic stretch, which occurs during injection of the fresh charge, ensures the correct phase relation between the energy release and the resonant pressure wave. This phasing is required by Rayleigh`s criterion for stable combustion-driven oscillations. However, this model also showed that the vortex dynamics technique is not at a stage where design engineers can use it as a predictive tool, just as they would use experimental testing. This is in part because pulse combustor designs being developed today use three-dimensional geometries and complex operating conditions, whereas the vortex model simulates processes occurring only in the combustion chamber, and ignores the rest of the pulse combustor unit. Also, the model assumes two-dimensional flow, a simple combustor geometry, and premixed combustion. A successful in-house manufacturing design code must be able to perform a complete design study reliably, quickly and easily, and on computers that are readily available to industry. Instead, the insight gained from the vortex dynamics model is being incorporated into a computational tool to assist in pulse combustor design. This tool will be used by industrial engineers to design pulse combustors for specific applications. The design tool combines submodels for acoustics, injection and combustion, producing a pulse combustor model that dynamically couples the processes in the combustion chamber to the acoustic waves.

  2. Assessment of Energy Efficiency Improvement and CO2 Emission Reduction Potentials in the Cement Industry in China

    China’s annual cement production (i.e., 1,868 Mt) in 2010 accounted for nearly half of the world’s annual cement production in the same year. We identified and analyzed 23 energy efficiency technologies and measures applicable to the processes in the cement industry. The Conservation Supply Curve (CSC) used in this study is an analytical tool that captures both the engineering and the economic perspectives of energy conservation. Using a bottom-up electricity CSC model, the cumulative cost-effective electricity savings potential for the Chinese cement industry for 2010-2030 is estimated to be 251 TWh, and the total technical electricity saving potential is 279 TWh. The CO2 emissions reduction associated with cost-effective electricity savings is 144 Mt CO2 and the CO2 emission reduction associated with technical electricity saving potential is 161 Mt CO2. The fuel CSC model for the cement industry suggests cumulative cost-effective fuel savings potential of 4,326 PJ which is equivalent to the total technical potential with associated CO2 emission reductions of 406 Mt CO2. In addition, a sensitivity analysis with respect to the discount rate used is conducted to assess the effect of changes in this parameter on the results. We also developed a scenario in which instead of only implementing the international technologies in 2010-2030, we implement both international and Chinese domestic technologies during the analysis period and calculate the saving and cost of conserved energy accordingly. The result of this study gives a comprehensive and easy to understand perspective to the Chinese cement industry and policy makers about the energy efficiency potential and its associated cost.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    Adoption of efficient end-use technologies is one of the key measures for reducing greenhouse gas (GHG) emissions. With the working of energy programs and policies on carbon regulation, how to effectively analyze and manage the costs associated with GHG reductions become extremely important for the industry and policy makers around the world. Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions (e.g., carbon emission) for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models. In this report, we first conduct brief overview on different representations of end-use technologies (mitigation measures) in various energy-climate models, followed by problem statements, and a description of the basic concepts of quantifying the cost of conserved energy including integrating non-regrets options. A non-regrets option is defined as a GHG reduction option that is cost effective, without considering their additional benefits related to reducing GHG emissions. Based upon these, we develop information on costs of mitigation measures and technological change. These serve as the basis for collating the data on energy savings and costs for their future use in integrated assessment models. In addition to descriptions of the iron and steel making processes, and the mitigation measures identified in this study, the report includes tabulated databases on costs of measure implementation, energy savings, carbon-emission reduction, and lifetimes. The cost curve data on mitigation measures are available over time, which allows an estimation of technological change over a decade-long historical period. In particular, the report will describe new treatment of technological change in energy-climate modeling for this industry sector, i.e., assessing the changes in costs and energy-savings potentials via comparing 1994 and 2002 conservation supply curves. In this study, we compared the same set of mitigation measures for both 1994 and 2002 -- no additional mitigation measure for year 2002 was included due to unavailability of such data. Therefore, the estimated potentials in total energy savings and carbon reduction would most likely be more conservative for year 2002 in this study. Based upon the cost curves, the rate of change in the savings potential at a given cost can be evaluated and be used to estimate future rates of change that can be the input for energy-climate models. Through characterizing energy-efficiency technology costs and improvement potentials, we have developed and presented energy cost curves for energy efficiency measures applicable to the U.S. iron and steel industry for the years 1994 and 2002. The cost curves can change significantly under various scenarios: the baseline year, discount rate, energy intensity, production, industry structure (e.g., integrated versus secondary steel making and number of plants), efficiency (or mitigation) measures, share of iron and steel production to which the individual measures can be applied, and inclusion of other non-energy benefits. Inclusion of other non-energy benefits from implementing mitigation measures can reduce the costs of conserved energy significantly. In addition, costs of conserved energy (CCE) for individual mitigation measures increase with the increases in discount rates, resulting in a general increase in total cost of mitigation measures for implementation and operation with a higher discount rate. In 1994, integrated steel mills in the U.S. produced 55.

  12. Assessment of Energy Efficiency Improvement and CO2 Emission Reduction Potentials in the Iron and Steel Industry in China

    China’s annual crude steel production in 2010 was 638.7 Mt accounting for nearly half of the world’s annual crude steel production in the same year. Around 461 TWh of electricity and 14,872 PJ of fuel were consumed to produce this quantity of steel in 2010. We identified and analyzed 23 energy efficiency technologies and measures applicable to the processes in the iron and steel industry. The Conservation Supply Curve (CSC) used in this study is an analytical tool that captures both the engineering and the economic perspectives of energy conservation. Using a bottom-up electricity CSC model, the cumulative cost-effective electricity savings potential for the Chinese iron and steel industry for 2010-2030 is estimated to be 251 TWh, and the total technical electricity saving potential is 416 TWh. The CO2 emissions reduction associated with cost-effective electricity savings is 139 Mt CO2 and the CO2 emission reduction associated with technical electricity saving potential is 237 Mt CO2. The FCSC model for the iron and steel industry shows cumulative cost-effective fuel savings potential of 11,999 PJ, and the total technical fuel saving potential is 12,139. The CO2 emissions reduction associated with cost-effective and technical fuel savings is 1,191 Mt CO2 and 1,205 Mt CO2, respectively. In addition, a sensitivity analysis with respect to the discount rate used is conducted to assess the effect of changes in this parameter on the results. The result of this study gives a comprehensive and easy to understand perspective to the Chinese iron and steel industry and policy makers about the energy efficiency potential and its associated cost.

    What are the standards for improving energy efficiency for industries such as petroleum refining, chemicals, and glass manufacture? How can different industries in emerging markets and developing accelerate the pace of improvements? This paper discusses several case studies and experiences relating to this subject emphasizing the use of energy efficiency benchmarks. Two important benchmarks are discussed. The first is based on a track record of outstanding performers in the related industry segment; the second benchmark is based on site specific factors. Using energy use reduction targets or benchmarks, projects have been implemented in Mexico, Poland, India, Venezuela, Brazil, China, Thailand, Malaysia, Republic of South Africa and Russia. Improvements identified through these projects include a variety of recommendations. The use of oxy-fuel and electric furnaces in the glass industry in Poland; reconfiguration of process heat recovery systems for refineries in China, Malaysia, and Russia; recycling and reuse of process wastewater in Republic of South Africa; cogeneration plant in Venezuela. The paper will discuss three case studies of efforts undertaken in emerging market countries to improve energy efficiency.

    The growth of the US photovoltaics (PV) industry over the past decade has been impressive. First designed to provide power for satellites using high-cost production techniques, PV is now the economical choice in many remote terrestrial applications. The remarkable growth of PV in terms of quality of cells and modules, production techniques, and system design, was initiated by a cooperative effort of the US Government and the domestic PV manufacturers. European and Japanese firms entered the PV industry later, but are also growing rapidy. The Europeans continue to supply PV systems for village electrification and water pumping to many Third World countries. The Japanese have been developing the amorphous silicon (A-Si) technology by expanding its use in consumer goods. The world PV industry saw dramatic changes in industry ownership and in the emphasis on developing new and improved technology during 1984. The objective of this report is to present information on the developments of the world PV industry and focuses on developments occurring in 1984. Information is presented on a regional basis (US, Europe, Japan, other) to avoid disclosing company-confidential data. All information was gleaned from several sources, including a review of the technical literature and direct contacts with PV manufacturers. Prior to publishing the regional totals, all numbers were compared with those of other sources. The information contained in this report is prepared for use by the Department of Energy for their use in long-term R and D planning. However, this information should also be of interest by PV manufacturers and to those who may be contemplating entering the PV market. PV shipments for 1984, government supports for PV, and various PV market sectors are discussed.

    Argentina occupies a somewhat unusual position among the world`s nuclear nations, in that, while possessing a rather diverse nuclear industry, it has managed to remain largely outside the system of international controls, and is not a signatory of the Nuclear Non-Proliferation Treaty. Argentina currently has two operating reactors, Atucha Unit 1 (335-MWe PHWR) and Embalse (600-MWe CANDU), with another under unit, Atucha Unit 2 (698-MWe PHWR) under construction. Commercial nuclear development is primarily under the control of the Comision Nacional de Energia Atomica (CNEA), which also manages a modest uranium production industry. Fuel cycle facilities, notably an enrichment plant at Pilcaniyeu and a pilot reprocessing plant at Ezeiza, are under development.

The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

    Biomonitoring often is used as a method for estimating the dose to an individual. Therefore, a parameter of measurement, or biomarkers must be identified. The purpose of this paper is to give an overview of biomonitoring protocols for metals used in the photovoltaics industry. Special attention is given to areas that often are skimmed over, to gain insights into some of the problems that may arise when these tasks are carried out. Biological monitoring can be used to determine current human exposures to chemicals, as well as to detect past exposures, and the effects that these exposures may have on human health. It is used in conjunction with environmental monitoring to describe more completely worker`s exposures to, and absorption of, chemicals in the workplace. Biological specimens (e.g., blood, hair or urine) are analyzed for chemical agents, metabolites, or for some specific effect on the person (Lowry 1994). Biomonitoring can assess a workers exposure to industrial chemicals by all routes including skin absorption and ingestion. Although the methodology still is in its infancy, in cases where the procedures have been developed, it can be an invaluable component of an ongoing program of industrial hygiene monitoring. Like any technology, there are limitations to its effectiveness because of a lack of knowledge, contamination of specimens, and the introduction of errors.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

In 1986, the energy consumption in the internal market was 95.5 thousand cubic meters per day of oil equivalent, of which 32% was natural gas, 46% liquid hydrocarbons and 22% hydroelectricity. The Venezuelan energy policy established natural gas usage after hydroelectricity, as a substitute of liquid hydrocarbons, in order to increase exports of these. This policy permits a solid development of the natural gas industry, which is covered in this paper.

    The US Department of Energy (DOE) Office of Industrial Technologies (OIT) conducts research and development activities which focus on improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial conservation. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges. This report contains summaries of the currently active projects supported by the Office of Industrial Technologies.

    The industrial sector accounts for 40% of global energy use. In 1995, developing countries used an estimated 48 EJ for industrial production, over one-third of world total industrial primary energy use (Price et al., 1998). Industrial output and energy use in developing countries is dominated by China, India, and Brazil. China alone accounts for about 30 EJ (National Bureau of Statistics, 1999), or about 23% of world industrial energy use. China's industrial sector is extremely energy-intensive and accounted for almost 75% of the country's total energy use in 1997. Industrial energy use in China grew an average of 6.6% per year, from 14 EJ in 1985 to 30 EJ in 1997 (Sinton et al., 1996; National Bureau of Statistics, 1999). This growth is more than three times faster than the average growth that took place in the world during the past two decades. The industrial sector can be divided into light and heavy industry, reflecting the relative energy-intensity of the manufacturing processes. In China, about 80% of the energy used in the industrial sector is consumed by heavy industry. Of this, the largest energy-consuming industries are chemicals, ferrous metals, and building materials (Sinton et al., 1996). This paper presents the results of international comparisons of production levels and energy use in six energy-intensive subsectors: iron and steel, aluminum, cement, petroleum refining, ammonia, and ethylene. The sectoral analysis results indicate that energy requirements to produce a unit of raw material in China are often higher than industrialized countries for most of the products analyzed in this paper, reflecting a significant potential to continue to improve energy efficiency in heavy industry.

The intent is to give the reader an understanding of the current situation and experience in this area. The cogeneration area in particular is an evolving one because of regulations and tax laws, which are still in the process of being developed and interpreted. The report presents the latest developments in regulatory and legislative activities which are associated with that technology. Finally, the report presents a brief description of the three HTGR systems under study during the current fiscal year and describes the specific market characteristics which each application is designed to serve.

    Progress made by industry toward attaining the voluntary 1980 energy efficiency improvement targets is reported. The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products. Additional data from voluntary submissions are included for American Gas Association; American Hotel and Motel Association; General Telephone and Electronics Corporation; and American Telephone and Telegraph Company.
