    As part of the Hanford Federal Facility Agreement and Consent Order negotiations, the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affects groundwater or has the potential to affect groundwater would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. This document constitutes the State Waste Discharge Permit application for the 400 Area Septic System. The influent to the system is domestic waste water. Although the 400 Area Septic System is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. Therefore, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used.

    The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained copper limits as low as six micrograms per liter. It also contained compliance schedules that provided SRS with anywhere from three to five years to select and implement projects that would enable compliance at several outfalls. Some outfall problems were much more difficult to correct than others. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. One innovation, constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content, has proven to be very successful.

    The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained very low metals limits for several outfalls. Copper, lead and zinc limits were as low as seven micrograms per liter (7 ug/l), 1 ug/l, and 100 ug/l, respectively. The permit contained compliance schedules that provided SRS with only three to five years to select and implement projects that would enable outfall compliance. Discharges from a few outfalls were eliminated or routed into other locations relatively inexpensively. However, some outfall problems were much more difficult to correct. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. These innovations included (1) connecting several outfall discharges to the site's Central Sanitary Wastewater Treatment Facility (CSWTF), (2) constructing a treatment wetlands and completing a water-effects ratio (WER) on its effluent, (3) installing a stannous chloride feed system to remove mercury in an existing air stripper, and (4) constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content and take advantage of biotic ligand modeling to raise effluent limits.

    EPA on Nov. 16, 1990, issued stormwater discharge regulations associated with industrial activity'' under the authority of CWA's National Pollutant Discharge Elimination System (NPDES). Those regulations established NPDES permit application requirements for industrial and certain municipal separate stormwater discharge systems. Three permit application options were made available for industrial stormwater discharges -- filing an individual application, becoming a participant in a group application or filing a notice of intent to be covered under a general permit and its requirements. The Agency of Nov. 19 proposed a draft general permit for group applications. Industrial dischargers choosing the group option previously were required to file in two parts. Part 1 was due by Sept. 30, 1991, and Part 2 was due by Oct. 1, 1992. The proposed permit would apply to industrial facilities, including certain Indian lands, in selected areas of EPA Regions I, II, III, IV, VI, VIII, IX and X. The permit would cover industrial stormwater discharges to US waters, and would include discharges transmitted through large, medium-sized and other municipal separate storm sewer systems.

    One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. A proposed solution to monitor and manage this vast geographic area is centered upon an Arc/Info GIS. Some of the many concerns which need to be addressed include the administration and evaluation of Best Management Practices (BMP`s), storm drain inspection for illegal connections and illicit discharges, and pollutant load assessment and modeling. The storm drain network and other coverages will be related to external data bases currently used for facility management and planning. This system would be used for query purposes to perform spatial modeling and {open_quotes}what if{close_quotes} scenarios needed to create maps and reports required by the permit and to evaluate various BMP implementation strategies.

As part of the Hanford Federal Facility Agreement and Consent Order negotiations, the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affect groundwater or have the potential to affect groundwater would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permitting Program. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered in to Consent Order DE 91NM-177. The Consent Order DE 91NM-177 requires a series of permitting activities for liquid effluent discharges.

    On December 23, 1991, the US DOE< Richland Operation Office (RL) and the Washington State Department of Ecology (Ecology) agreed to adhere to the provisions of the Department of Ecology Consent Order No. DE91NM-177 (216 Consent Order) (Ecology and US DOE 1991). The 216 Consent Order list regulatory milestones for liquid effluent streams at the Hanford Site and requires compliance with the permitting requirements of Washington Administrative Code. Hanford Site liquid effluent streams discharging to the soil column have been categorized on the 216 Consent Order as follows: Phase I Streams; Phase II Streams; Miscellaneous Streams. Phase I and Phase II Streams were initially addressed in two report. Miscellaneous Streams are subject to the requirements of several milestones identified in the 216 Consent Order. This document constitutes the Categorical State Waste Discharge Permit application for hydrotest,maintenance and construction discharges throughout the Hanford Site. This categorical permit application form was prepared and approved by Ecology.

    This permit application documentation is for a State Waste Discharge Permit issued in accordance with requirements of Washington Administrative Code 173-216. The activity being permitted is a technology test using electrical resistance tomography. The electrical resistance tomography technology was developed at Lawrence Livermore National Laboratory and has been used at other waste sites to track underground contamination plumes. The electrical resistance tomography technology measures soil electrical resistance between two electrodes. If a fluid contaminated with electrolytes is introduced into the soil, the soil resistance is expected to drop. By using an array of measurement electrodes in several boreholes, the areal extent of contamination can be estimated. At the Hanford Site, the purpose of the testing is to determine if the electrical resistance tomography technology can be used in the vicinity of large underground metal tanks without the metal tank interfering with the test. It is anticipated that the electrical resistance tomography technology will provide a method for accurately detecting leaks from the bottom of underground tanks, such as the Hanford Site single-shell tanks.

A voltage is provided across the electrodes for generating a spark in the sample. The intensity of the emitted radiation in at least one primary selected narrow band of the radiation is detected. Each primary band corresponds to an element to be detected in the gas. The intensity of the emission in each detected primary band is integrated during the afterglow time interval of the spark emission and a signal representative of the integrated intensity of the emission in each selected primary bond is utilized to determine the concentration of the corresponding element in the gas.

    This engineering note is a collection of pipe pressure testing documents for various sections of piping for the D-Zero cryogenic and gas systems. High pressure piping must conform with FESHM chapter 5031.1. Piping lines with ratings greater than 150 psig have a pressure test done before the line is put into service. These tests require the use of pressure testing permits. It is my intent that all pressure piping over which my group has responsibility conforms to the chapter. This includes the liquid argon and liquid helium and liquid nitrogen cryogenic systems. It also includes the high pressure air system, and the high pressure gas piping of the WAMUS and MDT gas systems. This is not an all inclusive compilation of test documentation. Some piping tests have their own engineering note. Other piping section test permits are included in separate safety review documents. So if it isn't here, that doesn't mean that it wasn't tested. D-Zero has a back up air supply system to add reliability to air compressor systems. The system includes high pressure piping which requires a review per FESHM 5031.1. The core system consists of a pressurized tube trailer, supply piping into the building and a pressure reducing regulator tied into the air compressor system discharge piping. Air flows from the trailer if the air compressor discharge pressure drops below the regulator setting. The tube trailer is periodically pumped back up to approximately 2000 psig. A high pressure compressor housed in one of the exterior buildings is used for that purpose. The system was previously documented, tested and reviewed for Run I, except for the recent addition of piping to and from the high pressure compressor.     Generation of chaos in response systems is discovered numerically through specially designed unidirectional coupling of two glow discharge-semiconductor systems. By utilizing the auxiliary system approach, [H. D. I. Abarbanel, N. F. Rulkov, and M. M. Sushchik, Phys. Rev. E 53, 4528–4535 (1996)] it is verified that the phenomenon is not a chaos synchronization. Simulations demonstrate various aspects of the chaos appearance in both drive and response systems. Chaotic control is through the external circuit equation and governs the electrical potential on the boundary. The expandability of the theory to collectives of glow discharge systems is discussed, and this increases the potential of applications of the results. Moreover, the research completes the previous discussion of the chaos appearance in a glow discharge-semiconductor system [D. D. Šija?i? U. Ebert, and I. Rafatov, Phys. Rev. E 70, 056220 (2004).].

    A system and method of discharging a bus capacitor of a bidirectional matrix converter of a vehicle are presented here. The method begins by electrically shorting the AC interface of the converter after an AC energy source is disconnected from the AC interface. The method continues by arranging a plurality of switching elements of a second energy conversion module into a discharge configuration to establish an electrical current path from a first terminal of an isolation module, through an inductive element, and to a second terminal of the isolation module. The method also modulates a plurality of switching elements of a first energy conversion module, while maintaining the discharge configuration of the second energy conversion module, to at least partially discharge a DC bus capacitor.

  14. Improved plasma uniformity in a discharge system with electron injection

    We present the results of experiments leading to improvement in bulk plasma uniformity of a constricted-arc discharge system with electron injection. The steady-state discharge was in argon, at a gas pressure of 0.5 mTorr, and operated with a main discharge voltage between 20 and 100 V and current between 3 and 15 A. The radial plasma distribution was measured with a movable Langmuir probe. We find that geometric modification of the intermediate electrode exit aperture and the main discharge cathode add little to the plasma uniformity. Improved bulk plasma uniformity is observed when a special distributing grid electrode is used and the main discharge voltage is less than 20-30 V. The application of a weakly divergent magnetic field in the region of the intermediate electrode exit aperture decreases the plasma nonuniformity from 20% to 14% over a radial distance of 30 cm. The plasma uniformity was further improved by compensating the magnetic self-field of the injected electron beam by a reverse magnetic field produced with a special electrode compensator. It is shown that an increase in discharge current causes a proportional increase in back current in the distributing electrode. The approach allows a decrease in plasma nonuniformity from 20% to 13% over a radial distance of 30 cm.

Section 402 authorizes the US Environmental Protection Agency (EPA) or states with EPA approved programs to issue National Pollutant Discharge Elimination System (NPDES) permits for the direct discharge of waste from a point source into waters of the United States. Although the nature of a project dictates the exact information requirements, every project has similar information requirements on the environmental setting, type of discharge(s), characterization of effluent, and description of operations and wastewater treatment. Additional information requirements for projects with ocean discharges, thermal discharges, and cooling water intakes are discussed. Guidance is provided in this manual on general methods for collecting, analyzing, and presenting information for an NPDES permit application.     A square grid state and a hexagonal grid state are observed in a dielectric barrier discharge system. They are selected by different resonance mechanisms, namely, a four-wave interaction for the square grid state and a three-wave interaction for the hexagonal grid state. The spatiotemporal dynamics of the square grid state is studied by an optical method. It is found that the square grid state is an interleaving of three different sublattices, which correspond to a harmonic mode and two subharmonic modes.

    Corrective Action Unit (CAU) 151 is identified in the Federal Facility Agreement and Consent Order (FFACO) as Septic Systems and Discharge Area. CAU 151 consists of the following eight Corrective Action Sites (CASs), located in Areas 2, 12, and 18 of the Nevada Test Site, approximately 65 miles northwest of Las Vegas, Nevada: (1) CAS 02-05-01, UE-2ce Pond; (2) CAS 12-03-01, Sewage Lagoons (6); (3) CAS 12-04-01, Septic Tanks; (4) CAS 12-04-02, Septic Tanks; (5) CAS 12-04-03, Septic Tank; (6) CAS 12-47-01, Wastewater Pond; (7) CAS 18-03-01, Sewage Lagoon; and (8) CAS 18-99-09, Sewer Line (Exposed). CAU 151 closure activities were conducted according to the FFACO (FFACO, 1996; as amended February 2008) and the Corrective Action Plan for CAU 151 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, 2007) from October 2007 to January 2008. The corrective action alternatives included no further action, clean closure, and closure in place with administrative controls. CAU 151 closure activities are summarized in Table 1. Closure activities generated liquid remediation waste, sanitary waste, hydrocarbon waste, and mixed waste. Waste generated was appropriately managed and disposed. Waste that is currently staged onsite is being appropriately managed and will be disposed under approved waste profiles in permitted landfills. Waste minimization activities included waste characterization sampling and segregation of waste streams. Some waste exceeded land disposal restriction limits and required offsite treatment prior to disposal. Other waste meeting land disposal restrictions was disposed of in appropriate onsite or offsite landfills. Waste disposition documentation is included as Appendix C.

    The US Environmental Protection Agency (USEPA) has reported that stormwater runoff is a major cause of pollution and use impairment to waters of the nation. Diffuse pollution sources (stormwater runoff) are increasingly important as controls for industrial process dischargers. On November 16, 1990 the Federal Clean Water Act National Pollutant Discharge Elimination System (NPDES) rules governing the discharge of stormwater were published (56 FR 40948). These rules potentially affect every type of business enterprise conducting work associated with industrial activity.'' Dischargers of stormwater associated with industrial activity ar required to either seek coverage under a federal or state general permit using notice of intent, apply for an individual permit, or apply for a permit through a two-part group application process. Conoco, Inc. Supply and Transportation (S and T) elected the latter alternative to attempt to comply with these new evolving complex, broad-ranging permitting requirements. This paper discusses specific details of S and T's strategy, BMP designs, data acquisition activities, monitoring results, as well as economic impacts on the corporation as a result of storm water permit requirements. S and T operates approximately 170 unique wholly and jointly owned petroleum product storage and transport facilities across the nation. Approximately one-third of these facilities were subject to stormwater permit application requirements.

    The 300 Area Treated Effluent Disposal Facility (TEDF) is authorized to discharge treated effluent to the Columbia River by National Pollutant Discharge Elimination System permit WA-002591-7. The letter accompanying the final permit noted the following: EPA recognizes that the TEDF is a new waste treatment facility for which full scale operation and effluent data has not been generated. The permit being issued by EPA contains discharge limits that are intended to force DOE`s treatment technology to the limit of its capability.`` Because of the excessively tight limits the permit contains a reopener clause which may allow limits to be renegotiated after at least one year of operation. The restrictions for reopening the permit are as follows: (1) The permittee has properly operated and maintained the TEDF for a sufficient period to stabilize treatment plant operations, but has nevertheless been unable to achieve the limitation specified in the permit. (2) Effluent data submitted by the permittee supports the effluent limitation modifications(s). (3) The permittee has submitted a formal request for the effluent limitation modification(s) to the Director. The purpose of this document is to guide plant operations for approximately one year to ensure appropriate data is collected for reopener negotiations.

    The magnitude and complexity of permit processes raises a question as to their impact on the rate and scope of industrial development activity. One particular area where this issue is of concern is in new energy extraction and development activities. The initiation of new energy projects has been a national priority for several years. But, energy projects, because of their potential for creating land disturbances, are subject to many environmental and other regulations. Because of this, the permitting required of energy resource developers is extensive. Within the energy field, a major portion of development activities occurs on federal lands. This is particularly true in the Rocky Mountain states and Alaska where the principal landholder is the federal government. The permitting requirements for federal lands' development differ from those for private lands. This report assesses the impact of permitting processes for energy resource development on federal lands. The permitting processes covered include all of the major environmental, land-use, and safety permits required by agencies of federal and state governments. The lands covered include all federal lands, with emphasis on eight states with major development activities.

    The need for a magnet circuit discharge system, in order to protect the magnet HTS leads during a power failure, has been discussed in recent MICE reports [1], [2]. In order to rapidly discharge a magnet, one has to put enough resistance across the lead. The resistance in this case is varistor that is put across the magnet in the event of a power outage. The resistance consists of several diodes, which act as constant voltage resistors and the resistance of the cables connecting the magnets in the circuit to each other and to the power supply. In order for the rapid discharge system to work without quenching the magnets, the voltage across the magnets must be low enough so that the diodes in the quench protection circuit don't fire and cause the magnet current to bypass the superconducting coils. It is proposed that six rapid discharge varistors be installed across the three magnet circuits the power the tracker solenoids, which are connected in series. The focusing magnets, which are also connected in series would have three varistors (one for each magnet). The coupling magnets would have a varistor for each magnet. The peak voltage that is allowed per varistor depends on the number of quench protection diodes that make up the quench protection circuit for each magnet coil circuit. It is proposed that the varistors be water cooled as the magnet circuits are being discharged through them. The water cooling circuit can be supplied with tap water. The tap water flows only when the varistor temperature reaches a temperature of 45 C.

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

    We demonstrated highly sensitive detection of explosive dissolved in solvent with a portable spectroscopy system (Q-MACS) by tracing the explosive byproduct, N{sub 2}O, in combination with a pulsed electric discharge system for safe explosive decomposition. Using Octahydro-1,3,5,7-tetranitro-1,3,5,7-tetrazocine (HMX), the gas was monitored and analyzed by Q-MACS and the presence of the dissolved explosive clearly detected. While HMX presence could be identified directly in the air above the solutions even without plasma, much better results were achieved under the decomposition. The experiment results give an estimated detection limit of 10 ppb, which corresponds to a 15 pg of HMX.

    Researchers at the National Energy Technology Laboratory (NETL) located in Albany, Oregon, have patented a process - Integrated Pollutant Removal (IPR) that uses off-the-shelf technology to produce a sequestration ready CO{sub 2} stream from an oxy-combustion power plant. Capturing CO{sub 2} from fossil-fuel combustion generates a significant water product which can be tapped for use in the power plant and its peripherals. Water condensed in the IPR{reg_sign} process may contain fly ash particles, sodium (from pH control), and sulfur species, as well as heavy metals, cations and anions. NETL is developing a treatment approach for zero liquid discharge while maximizing available heat from IPR. Current treatment-process steps being studied are flocculation/coagulation, for removal of cations and fine particles, and reverse osmosis, for anion removal as well as for scavenging the remaining cations. After reverse osmosis process steps, thermal evaporation and crystallization steps will be carried out in order to build the whole zero liquid discharge (ZLD) system for flue-gas condensed wastewater. Gypsum is the major product from crystallization process. Fast, in-line treatment of water for re-use in IPR seems to be one practical step for minimizing water treatment requirements for CO{sub 2} capture. The results obtained from above experiments are being used to build water treatment models.

    A guidelineless riser entry/reentry system is disclosed which permits a safe and quick release of riser column from a subsea installation. The system includes two guide funnels mounted on opposite sides of the subsea installation at the upper end thereof for the purpose of engaging respective telescopic posts mounted at the lower end of the riser column. With the posts in an extended position the riser may be appropriately maneuvered to position the posts in their respective guide funnels. This way, the riser is properly positioned on and orientated with respect to the subsea installation. The riser may then be disconnected or connected to the subsea installation and the posts moved into retracted position so that the riser may be rapidly removed from the subsea installation.

    Pure Air (a general partnership between Air Products and Chemicals, Inc., and Mitsubishi Heavy Industries America, Inc.). is constructing a wet limestone co-current advanced flue gas desulfurization (AFGD) system that has technological and commercial advantages over conventional FGD systems in the United States. The AFGD system is being installed at the Northern Indiana Public Service Company's Bailly Generating Station near Gary, Indiana. The AFGD system is scheduled to be operational by the Summer, 1992. The AFGD system will remove at least 90 percent of the sulfur dioxide (SO{sub 2}) in the flue gas from Boilers 7 and 8 at the Station while burning 3.2 percent sulfur coal. Also as part of testing the AFGD system, 95 percent removal of SO{sub 2} will be demonstrated on coals containing up to 4.5 percent sulfur. At the same time that SO{sub 2} is removed from the flue gas, a gypsum by-product will be produced which will be used for wallboard manufacturing. Since the AFGD system is a pollution control device, one would expect its installation to be received favorably by the public and regulatory agencies. Although the project was well received by regulatory agencies, on public group (Save the Dunes Council) was initially concerned since the project is located adjacent to the Indiana Dunes National Lakeshore. The purpose of this paper is to describe the project team's experiences in obtaining permits/approvals from regulatory agencies and in dealing with the public. 1 ref., 1 fig., 2 tabs.

The NDEP-approved corrective action alternative for CASs 03-59-01, 03-59-02, 06-51-01, and 06-51-03 is clean closure. Closure activities included removing and disposing of total petroleum hydrocarbon (TPH)-impacted septic tank contents, septic tanks, distribution/clean out boxes, and piping. CAU 516 was closed in accordance with the NDEP-approved CAU 516 Corrective Action Plan (CAP). The closure activities specified in the CAP were based on the recommendations presented in the CAU 516 Corrective Action Decision Document (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, 2004). This Closure Report documents CAU 516 closure activities. During closure activities, approximately 186 tons of hydrocarbon waste in the form of TPH-impacted soil and debris, as well as 89 tons of construction debris, were generated and managed and disposed of appropriately. Waste minimization techniques, such as field screening of soil samples and the utilization of laboratory analysis to characterize and classify waste streams, were employed during the performance of closure work.

    Experiments with quasi-steady high-current discharges in crossed E Multiplication-Sign B fields in various gases (Ar, N{sub 2}, H{sub 2}, and SF{sub 6}) and gas mixtures (Ar/SF{sub 6} and Ar/O{sub 2}) at pressures from 10{sup -3} to 5 Torr in discharge systems with different configurations of electric and magnetic fields revealed a specific type of stable low-voltage discharge that does not transform into an arc. This type of discharge came to be known as a high-current diffuse discharge and, later, a nonsputtering impulse magnetron discharge. This paper presents results from experimental studies of the plasma parameters (the electron temperature, the plasma density, and the temperature of ions and atoms of the plasma-forming gas) of a high-current low-pressure diffuse discharge in crossed E Multiplication-Sign B fields.

    The galvanostatic reduction of the nickel hydroxide electrode is known to proceed at two successive potentials without this phenomenon being well understood. In this paper the authors prove that this second discharge plateau is unrelated to oxygen reduction and that it can be observed in the absence of the {gamma}-NiOOH hydrated phase. Some earlier studies have connected it to the phase diagram of the {beta}(III)/{beta}(II) system. Using highly precise X-ray measurements, the authors demonstrate that the latter is quite different from the one commonly used. They then interpret the unusual shapes of potential relaxation curves during the lower discharge plateau. Measurements over a wide range of current density (four orders of magnitude) yield experimental clues for an original interpretation of the second discharge plateau based on the dynamics of the discharge process. They suggest that the second plateau is due to the existence of a phase close to Ni(OH){sub 2}, which is not ionically conductive but (poorly) electronically conductive, in the vicinity of the current collector.

The three new sources, the Fueled Clad Fabrication System (FCFS), the Radioisotope Power Systems Facility (RPSF), and the Fuel Assembly Area (FAA), will be located in one facility, the Fuels and Materials Examination Facility (FMEF) of the 400 Area. The FMEF was originally designed to provide for post-irradiation examination and fabrication of breeder reactor fuels. These FMEF missions were cancelled before the introduction of any fuel materials or any irradiated material. The current plans are to use the facility to fabricate power supplies for use in space applications and to produce Fast Flux Test Facility (FFTF) fuel and target assemblies. The FCFS and the RPSF will produce materials and assemblies for application in space. The FAA project will produce FFTF fuel and target assemblies. The FCFS and the RPSF will share the same building, stack, and, in certain cases, the same floor space. Given this relationship, these systems will be dealt with separately to the extent possible. The FAA is a comparatively independent operation though it will share the FMEF complex.

    This Corrective Action Plan (CAP) provides selected corrective action alternatives and proposes the closure methodology for Corrective Action Unit (CAU) 262, Area 25 Septic Systems and Underground Discharge Point. CAU 262 is identified in the Federal Facility Agreement and Consent Order (FFACO) of 1996. Remediation of CAU 262 is required under the FFACO. CAU 262 is located in Area 25 of the Nevada Test Site (NTS), approximately 100 kilometers (km) (62 miles [mi]) northwest of Las Vegas, Nevada. The nine Corrective Action Sites (CASs) within CAU 262 are located in the Nuclear Rocket Development Station complex. Individual CASs are located in the vicinity of the Reactor Maintenance, Assembly, and Disassembly (R-MAD); Engine Maintenance, Assembly, and Disassembly (E-MAD); and Test Cell C compounds. CAU 262 includes the following CASs as provided in the FFACO (1996); CAS 25-02-06, Underground Storage Tank; CAS 25-04-06, Septic Systems A and B; CAS 25-04-07, Septic System; CAS 25-05-03, Leachfield; CAS 25-05-05, Leachfield; CAS 25-05-06, Leachfield; CAS 25-05-08, Radioactive Leachfield; CAS 25-05-12, Leachfield; and CAS 25-51-01, Dry Well. Figures 2, 3, and 4 show the locations of the R-MAD, the E-MAD, and the Test Cell C CASs, respectively. The facilities within CAU 262 supported nuclear rocket reactor engine testing. Activities associated with the program were performed between 1958 and 1973. However, several other projects used the facilities after 1973. A significant quantity of radioactive and sanitary waste was produced during routine operations. Most of the radioactive waste was managed by disposal in the posted leachfields. Sanitary wastes were disposed in sanitary leachfields. Septic tanks, present at sanitary leachfields (i.e., CAS 25-02-06,2504-06 [Septic Systems A and B], 25-04-07, 25-05-05,25-05-12) allowed solids to settle out of suspension prior to entering the leachfield.     Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    ABSTRACT This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in the initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.

    Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

Information presented in this CAIP includes facility descriptions, environmental sample collection objectives, and criteria for the selection and evaluation of environmental corrective action alternatives. Corrective Action Unit 151 is located in Areas 2, 12, 18, and 20 of the Nevada Test Site, which is 65 miles northwest of Las Vegas, Nevada. Corrective Action Unit 151 is comprised of the nine Corrective Action Sites (CAS) listed below: (1) 02-05-01, UE-2ce Pond; (2) 12-03-01, Sewage Lagoons (6); (3) 12-04-01, Septic Tanks; (4) 12-04-02, Septic Tanks; (5) 12-04-03, Septic Tank; (6) 12-47-01, Wastewater Pond; (7) 18-03-01, Sewage Lagoon; (8) 18-99-09, Sewer Line (Exposed); and (9) 20-19-02, Photochemical Drain. The CASs within CAU 151 are discharge and collection systems. Corrective Action Site 02-05-01 is located in Area 2 and is a well-water collection pond used as a part of the Nash test. Corrective Action Sites 12-03-01, 12-04-01, 12-04-02, 12-04-03, and 12-47-01 are located in Area 12 and are comprised of sewage lagoons, septic tanks, associated piping, and two sumps. The features are a part of the Area 12 Camp housing and administrative septic systems. Corrective Action Sites 18-03-01 and 18-99-09 are located in the Area 17 Camp in Area 18. These sites are sewage lagoons and associated piping. The origin and terminus of CAS 18-99-09 are unknown; however, the type and configuration of the pipe indicates that it may be a part of the septic systems in Area 18. Corrective Action Site 20-19-02 is located in the Area 20 Camp. This site is comprised of a surface discharge of photoprocessing chemicals.

    A device is described for producing an energetic, direct current, hollow, carbon-arc discharge in an evacuated container and within a strong magnetic field. Such discharges are particularly useful not only in dissociation and ionization of high energy molecular ion beams, but also in acting as a shield or barrier against the instreaming of lowenergy neutral particles into a plasma formed within the hollow discharge when it is used as a dissociating mechanism for forming the plasma. There is maintained a predetermined ratio of gas particles to carbon particles released from the arc electrodes during operation of the discharge. The carbon particles absorb some of the gas particles and are pumped along and by the discharge out of the device, with the result that smaller diffusion pumps are required than would otherwise be necessary to dispose of the excess gas.

  11. Stormwater permitting for a large construction project: NPDES and Boston's Central Artery/Tunnel

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

A constant wave (CW) glow discharge detector which is controlled through a biased resistor, can detect the change of electron density caused by impurities in the He carrier gas by many orders of magnitude larger than that caused by direct ionization or electron capture. The glow discharge detector utilizes a floating pseudo-electrode to form a probe in or near the plasma. By using this probe, the large variation of electron density due to trace amounts of impurities can be directly measured.

As assembled, the cell includes a positive electrode separated from a negative electrode by a molten salt electrolyte. The positive electrode is contained within a porous structure, permitting passage of molten electrolyte, and includes one or more layers of a metallic mesh, e.g. iron, impregnated with an intimate mixture of lithium sulfide and the electrolyte. The negative electrode is a porous plaque of aluminum metal. Prior to using the cell, an electrical charge forms lithium-aluminum alloy within the negative electrode and metal sulfide within the positive electrode.

    A glow discharge plasma reactor for deposition of thin films from a reactive RF glow discharge is provided with a screen positioned between the walls of the chamber and the cathode to confine the glow discharge region to within the region defined by the screen and the cathode. A substrate for receiving deposition material from a reactive gas is positioned outside the screened region. The screen is electrically connected to the system ground to thereby serve as the anode of the system. The energy of the reactive gas species is reduced as they diffuse through the screen to the substrate. Reactive gas is conducted directly into the glow discharge region through a centrally positioned distribution head to reduce contamination effects otherwise caused by secondary reaction products and impurities deposited on the reactor walls.

    In this paper, we propose a method to get more homogeneous plasma in the geometrically asymmetric capacitive coupled plasma (CCP) discharge. The dielectric barrier discharge (DBD) is used for the auxiliary discharge system to improve the homogeneity of the geometrically asymmetric CCP discharge. The single Langmuir probe measurement shows that the DBD can increase the electron density in the low density volume, where the DBD electrodes are mounted, when the pressure is higher than 5?Pa. By this manner, we are able to improve the homogeneity of the plasma production and increase the overall density in the target volume. At last, the finite element simulation results show that the DC bias, applied to the DBD electrodes, can increase the homogeneity of the electron density in the CCP discharge. The simulation results show a good agreement with the experiment results.

    A high sensitivity glow discharge ion source system for analyzing particles includes an aerodynamic lens having a plurality of constrictions for receiving an aerosol including at least one analyte particle in a carrier gas and focusing the analyte particles into a collimated particle beam. A separator separates the carrier gas from the analyte particle beam, wherein the analyte particle beam or vapors derived from the analyte particle beam are selectively transmitted out of from the separator. A glow discharge ionization source includes a discharge chamber having an entrance orifice for receiving the analyte particle beam or analyte vapors, and a target electrode and discharge electrode therein. An electric field applied between the target electrode and discharge electrode generates an analyte ion stream from the analyte vapors, which is directed out of the discharge chamber through an exit orifice, such as to a mass spectrometer. High analyte sensitivity is obtained by pumping the discharge chamber exclusively through the exit orifice and the entrance orifice.

    Each summer, an area of low dissolved oxygen (the hypoxic zone) forms in the shallow nearshore Gulf of Mexico waters from the Mississippi River Delta westward to near the Texas/Louisiana border. Most scientists believe that the leading contributor to the hypoxic zone is input of nutrients (primarily nitrogen and phosphorus compounds) from the Mississippi and Atchafalaya Rivers. The nutrients stimulate growth of phytoplankton. As the phytoplankton subsequently die, they fall to the bottom waters where they are decomposed by microorganisms. The decomposition process consumes oxygen in the bottom waters to create hypoxic conditions. Sources other than the two rivers mentioned above may also contribute significant quantities of oxygen-demanding pollutants. One very visible potential source is the hundreds of offshore oil and gas platforms located within or near the hypoxic zone. Many of these platforms discharge varying volumes of produced water. However, only limited data characterizing oxygen demand and nutrient concentration and loading from offshore produced water discharges have been collected. No comprehensive and coordinated oxygen demand data exist for produced water discharges in the Gulf of Mexico. This report describes the results of a program to sample 50 offshore oil and gas platforms located within the Gulf of Mexico hypoxic zone. The program was conducted in response to a requirement in the U.S. Environmental Protection Agency (EPA) general National Pollutant Discharge Elimination System (NPDES) permit for offshore oil and gas discharges. EPA requested information on the amount of oxygen-demanding substances contained in the produced water discharges. This information is needed as inputs to several water quality models that EPA intends to run to estimate the relative contributions of the produced water discharges to the occurrence of the hypoxic zone.     The results of the investigations of a group of fast electrons in a microwave discharge plasma in the 'Magnetor' magnetic trap are presented. The data on the presence and location of this group of electrons is important for estimating the total plasma pressure taking the previous probe measurements into account. Fast electrons are found to be localized within the magnetic separatrix in the region of confinement of the main plasma. The maximal energy of fast electrons is higher than 25 keV.

    A powerful glow discharge lamp comprising two coaxial tubes, the outer tube being optically transparent, with a cathode and anode placed at opposite ends of the tubes, the space between the tubes being filled with working gas. The electrodes are made as cylindrical tumblers placed in line to one other in such a way that one end of the cathode is inserted into the inner tube, one end of the anode coaxially covers the end of the outer tube, the inner tube penetrating and extending through the anode. The increased electrodes' surface area increases glow discharge electron current and, correspondingly, average radiation power of discharge plasma. The inner tube contains at least one cooling liquid tube placed along the axis of the inner tube along the entire lamp length to provide cathode cooling. The anode has a circumferential heat extracting radiator which removes heat from the anode. The invention is related to lighting engineering and can be applied for realization of photostimulated processes under the action of powerful radiation in required spectral range.

    The handbook consists of eight chapters addressing permitting and licensing requirements under the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986 (CERCLA/SARA), the Atomic Energy Act (AEA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Federal Insectide, Fungicide, and Rodenticide Act (FIFRA), the Safe Drinking Water Act (SDWA), and the Toxic Substances Control Act (TSCA). Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute.     This Corrective Action Decision Document has been prepared for Corrective Action Unit (CAU) 151, Septic Systems and Discharge Area, at the Nevada Test Site, Nevada, according to the ''Federal Facility Agreement and Consent Order'' (FFACO) (1996). Corrective Action Unit 151 is comprised of eight corrective action sites (CASs): (1) CAS 02-05-01, UE-2ce Pond; (2) CAS 12-03-01, Sewage Lagoons (6); (3) CAS 12-04-01, Septic Tanks; (4) CAS 12-04-02, Septic Tanks; (5) CAS 12-04-03, Septic Tank; (6) CAS 12-47-01, Wastewater Pond; (7) CAS 18-03-01, Sewage Lagoon; and (8) CAS 18-99-09, Sewer Line (Exposed). The purpose of this Corrective Action Decision Document is to identify and provide the rationale for the recommendation of corrective action alternatives (CAAs) for each of the eight CASs within CAU 151. Corrective action investigation (CAI) activities were performed from September 12 through November 18, 2005, as set forth in the CAU 151 Corrective Action Investigation Plan and Record of Technical Change No. 1. Additional confirmation sampling was performed on December 9, 2005; January 10, 2006; and February 13, 2006. Analytes detected during the CAI were evaluated against appropriate final action levels (FALs) to identify the contaminants of concern for each CAS. The results of the CAI identified contaminants of concern at two of the eight CASs in CAU 151 and required the evaluation of CAAs. Assessment of the data generated from investigation activities conducted at CAU 151 revealed the following: (1) Soils at CASs 02-05-01, 12-04-01, 12-04-02, 12-04-03, 12-47-01, 18-03-01, 18-99-09, and Lagoons B through G of CAS 12-03-01 do not contain contamination at concentrations exceeding the FALs. (2) Lagoon A of CAS 12-03-01 has arsenic above FALs in shallow subsurface soils. (3) One of the two tanks of CAS 12-04-01, System No.1, has polychlorinated biphenyls (aroclor-1254), trichloroethane, and cesium-137 above FALs in the sludge.
