    “I am indebted to my father for living, but to my teacher for living well" said Alexander the Great, the King of Greek Macedonia, about his teacher, the philosopher Aristotle. This statement echoes the widely held belief of the students, research associates, collaborators and admirers of Klaus Ruedenberg regarding his invaluable contribution towards shaping their scientific lives. This special issue of the Journal of Physical Chemistry presents a tribute to Professor Klaus Ruedenberg, on the occasion of his 90th birthday, for his numerous scientific contributions to the field of quantum chemistry. The many outstanding papers that are part of this issue document his seminal contributions to a broad range of quantum chemistry, including the evaluation of electron repulsion integrals, the free-electron network model for conjugated molecules, the origin of covalent bonding, including the central role of the kinetic energy in the covalent bond, and the intrinsic identification of chemical bonding patterns in molecular systems, orbital localization that has enabled a deep understanding of many chemical phenomena, the multi-configurational self-consistent field method and the concept of the Full Optimized Reaction Space (FORS) to study chemical rearrangements and its application to the study of global potential energy surfaces and conical intersections, the first construction of systematic, eventempered sequences of orbital sets that approach the complete basis set limit, and the novel simultaneous extrapolation of basis set and level of theory to achieve nearly exact molecular energies and vibrational spectra. In addition, as past students and research associates of Klaus Ruedenberg, that is people whose scientific and personal lives have been critically affected by a great teacher, we wish to point out a less well-known aspect of his professional career, that of an educator. Professor Klaus Ruedenberg has a passion for communicating scientific ideas and educating students, whether they were at the undergraduate, graduate or post-graduate levels or whether they were visitors to his laboratory. No matter how much of his time it took, there were never any shortcuts or excuses, but also no pressure on the students. Knowledge was just there waiting to be gained - for free - by just mining a vast repository of mathematical, physical and chemical concepts. It is not hyperbole to stress his contribution in molding the scientific lives and in turn the personal success of so many people who have had the privilege to learn from him.

    Neutrino Deep Inelastic Scattering on nuclei is an essential process to constrain the strange quark parton distribution functions in the proton. The critical component on the way to using the neutrino DIS data in a proton PDF analysis is understanding the nuclear effects in parton distribution functions. We parametrize these effects by nuclear parton distribution functions and we use this framework to analyze the consistency of neutrino DIS data with other nuclear data.

    We present an analytic O(?s) calculation of cross sections in deep inelastic scattering (DIS) dependent on an event shape, 1-jettiness, that probes final states with one jet plus initial state radiation. This is the first entirely analytic calculation for a DIS event shape cross section at this order. We present results for the differential and cumulative 1-jettiness cross sections, and express both in terms of structure functions dependent not only on the usual DIS variables x, Q 2 but also on the 1-jettiness ?.     We discuss the relation between the treatments of the higher twist nuclear effects in eA DIS based on the pQCD collinear approximation and the light-cone path integral formalism. We show that in the collinear approximation the N=1 rescattering contribution to the gluon emission vanishes. It is demonstrated that the nonzero gluon spectrum obtained by Guo, Wang and Zhang is a consequence of unjustified neglect of some terms in the collinear expansion.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    The results on polarized parton densities obtained using different methods of QCD analysis of the present polarized DIS data are discussed. Their dependence on the method used in the analysis, accounting or not for the kinematic and dynamic 1/Q{sup 2} corrections to spin structure function g{sub 1}, is demonstrated. It is pointed out that the precise data in the preasymptotic region require a more careful matching of the QCD predictions to the data in this region in order to determine the polarized parton densities correctly.

    Dipole models based on various saturation scenarios provide reasonable fits to small-x DIS inclusive, diffractive and exclusive data from HERA. Proton un-integrated gluon distributions extracted from such fits are employed in a k{sub {perpendicular}}-factorization framework to calculate inclusive gluon distributions at various energies. The n-particle multiplicity distribution predicted in the Glasma flux tube approach shows good agreement with data over a wide range of energies. Hadron inclusive transverse momentum distributions expressed in terms of the saturation scale demonstrate universal behavior over a wider kinematic range systematically with increasing center of mass energies.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    We study the $\\cos 2 \\phi$ azimuthal asymmetry in unpolarized semi-inclusive DIS, taking into account both the perturbative contribution (gluon emission and splitting) and the non perturbative effects arising from intrinsic transverse motion and transverse spin of quarks. In particular we explore the possibility to extract from $cos 2 \\phi>$ some information about the Boer--Mulders function $h_1^{\\perp}$, which represents a transverse--polarization asymmetry of quarks inside an unpolarized hadron. Predictions are presented for the HERMES, COMPASS and JLab kinematics, where $cos 2 \\phi>$ is dominated by the kinematical higher--twist contribution, and turns to be of order of few percent. We show that a larger asymmetry in $\\pi^-$ production, compared to $\\pi^+$ production, would represent a signature of the Boer--Mulders effect.

    Inclusive DIS with unpolarized beam exhibits a subtle dependence on the transverse target spin, arising from the interference of one-photon and two-photon exchange amplitudes in the cross section. We argue that this observable probes mainly the quark helicity-flip amplitudes induced by the non-perturbative vacuum structure of QCD (spontaneous chiral symmetry breaking). This conjecture is based on (a) the absence of significant Sudakov suppression of the helicity-flip process if soft gluon emission in the quark subprocess is limited by the chiral symmetry breaking scale mu^2_{chiral} >> Lambda^2_{QCD}; (b) the expectation that the quark helicity-conserving twist-3 contribution is small. The normal target spin asymmetry is estimated to be of the order 10^{-4} in the kinematics of the planned Jefferson Lab Hall A experiment.

    In this paper we present a combined analysis of the H1 data on leading baryon and diffractive structure functions from DIS, which are handled as two components of the same semi-inclusive process. The available structure function data are analyzed in a series of fits in which three main exchanges are taking into account: pomeron, reggeon and pion. For each of these contributions, Regge factorization of the correspondent structure function is assumed.     We study the transverse target spin dependence of the cross section for the inclusive electron-nucleon scattering with unpolarized beam. Such dependence is absent in the one-photon exchange approximation (Christ-Lee theorem) and arises only in higher orders of the QED expansion, from the interference of one-photon and absorptive two-photon exchange amplitudes as well as from real photon emission (bremsstrahlung). We demonstrate that the transverse spin-dependent two-photon exchange cross section is free of QED infrared and collinear divergences. We argue that in DIS kinematics the transverse spin dependence should be governed by a "parton-like" mechanism in which the two-photon exchange couples mainly to a single quark. We calculate the normal spin asymmetry in an approximation where the dominant contribution arises from quark helicity flip due to interactions with non-perturbative vacuum fields (constituent quark picture) and is proportional to the quark transversity distribution in the nucleon. Such helicity-flip processes are not significantly Sudakov-suppressed if the infrared scale for gluon emission in the photon-quark subprocess is of the order of the chiral symmetry breaking scale, mu^2_chiral>>Lambda^2_QCD. We estimate the asymmetry in the kinematics of the planned Jefferson Lab Hall A experiment to be of the order 10^-4, with different sign for proton and neutron. We also comment on the spin dependence in the limit of soft high-energy scattering.

This paper summarizes some of the key lessons learned regarding the development of the capabilities needed to make strategic export controls truly effective.

    The control of nuclear-related exports, a critical component of the nonproliferation regime, is facing several opportunities and challenges. As countries sign and ratify the International Atomic Energy Agency's (IAEA) safeguards Additional Protocol (AP), they will begin to report far more export information, including exports of a list of items similar to the Nuclear Supplier Group's Trigger List that existed when the AP was developed in the mid-1990s. This positive development contrasts with challenges such as globalization, transshipments, and tracking of end-uses. Pacific Northwest National Laboratory is proposing that the US Department of Energy (DOE) develop regional seminars that address these types of issues related to export/import controls. The DOE seminars would be designed to supplement regional seminars sponsored by the IAEA and member states on topics related to the Additional Protocol (referred to as "IAEA seminars"). The topic of nuclear export/import controls is not thoroughly addressed in the IAEA seminars. The proposed DOE seminars would therefore have two objectives: familiarizing countries with the export/import provisions of the Additional Protocol, and addressing challenges such as those noted above. The seminars would be directed particularly at countries that have not ratified the AP, and at regions where export-related problems are particularly prevalent. The intent is to encourage governments to implement more effective nuclear export control systems that meet the challenges of the 21st century.

Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    A key enzyme for leukotriene biosynthesis is 5-lipoxygenase (5-LO), which we found is exported from the nucleus when p38 MAPK is activated. CHO-K1 cells stably express green fluorescent protein-5-lipoxygenase fusion protein (GFP-5LO), which is located predominantly in the nucleus, and is exported by anisomycin, hydrogen peroxide, and sorbitol, with activation of p38 MAPK. SB203580, an inhibitor of p38 MAPK, and Leptomycin B, an inhibitor of the nuclear export, blocked the anisomycin-induced export of GFP-5LO. When HEK293 cells were transformed with plasmids for wild-type GFP-5LO, GFP-5LO-S271A or GFP-5LO-S271E mutants, most wild-type GFP-5LO and GFP-5LO-S271A localized in the nucleus, but GFP-5LO-S271E localized in the cytosol. Thus, phosphorylation at Ser-271 of 5-LO is important for its export. Endogenous 5-LO in RBL cells stimulated with anisomycin was also exported from the nucleus. These results suggest that the nuclear export of 5-LO depends on the stress-induced activation of the p38 MAPK pathway.

    International safeguards and export controls are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.

Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent.     Nations, states, and even communities must generate exportable products that earn money for buying needed imports. Exports have ranged from tourist services to hardwood logs. Fertile land, with irrigation water and fertilizer, grows exportable food. On the other hand a hot dry desert with no mineral resources presents a challenge to its occupants. Solar power could be generated and exported, but that requires construction of expensive transmission lines which are in service only when the sun shines. Among new options is a solar-powered plant that recovers zinc from the zinc oxide produced during discharge of zinc-air electric-vehicle batteries. A hectare-size solar-power plant with 30-percent efficient solar cells can in eight hours recover enough zinc to power 36,000 /km (22,000 miles) of travel in lightweight 4-passenger electric vehicles. A by-product could be renewable fuel for use by local residents in electric bicycles. One oriented solar panel, 10 meters by 10 meters in size, with 30-percent efficient solar cells, could in one day deliver enough energy for traveling 14,700 km (9176 miles) on bicycles. This by far exceeds the travel distance that could be obtained in one day by riding on an animal that is pastured on a s0-by-10 meter area.

    In this study, a simple, transparent and robust method is developed in which land-use change (LUC) emissions are retrospectively attributed to exported biomass products based on the agricultural area occupied for the production. LUC emissions account for approximately one-fifth of current greenhouse gas emissions. Increasing agricultural exports are becoming an important driver of deforestation. According to our study, in 2007, approximately 32% and 15% of the total agricultural land harvested and LUC emissions in Brazil and Indonesia respectively were due to exports. The most important exported single items with regard to deforestation were palm oil for Indonesia and bovine meat for Brazil. To reduce greenhouse gas (GHG) emissions effectively worldwide, leakage of emissions should be avoided. This can be done, for example, by attributing embodied LUC emissions to exported biomass products. With the approach developed in this study, controversial attribution between direct and indirect LUC and amortization of emissions over the product life cycle can be overcome, as the method operates on an average basis and annual level. The approach could be considered in the context of the UNFCCC climate policy instead of, or alongside with, other instruments aimed at reducing deforestation. However, the quality of the data should be improved and some methodological issues, such as the allocation procedure in multiproduct systems and the possible dilution effect through third parties not committed to emission reduction targets, should be considered. - Highlights: Black-Right-Pointing-Pointer CO{sub 2} emissions from land use changes are highly important.     The purpose of our inspection was to review the Department of Energy`s (Energy) export licensing process for dual-use and military (munitions) commodities subject to nuclear nonproliferation controls. Specifically, we reviewed Energy`s authorities, procedures, and policies pertaining to the export licensing process and examined procedures for safeguarding data transmitted between Energy and other agencies involved in the export licensing process. We also reviewed Energy`s role as a member of the Subgroup on Nuclear Export Coordination. Our review of the sample of 60 export cases did not find evidence to lead us to believe that Energy`s recommendations for these cases were inappropriate or incorrect. We identified, however, problems regarding management systems associated with the export license review process. We found that without documentation supporting export licensing decisions by the Export Control Operations Division (ECOD), we could not determine whether ECOD analysts considered all required criteria in their review of export cases referred to Energy. For example, we found that the ECOD did not retain records documenting the bases for its advice, recommendations, or decisions regarding its reviews of export license cases or revisions to lists of controlled commodities and, therefore, was not in compliance with certain provisions of the Export Administration Act, as amended, and Energy records management directives. Additionally, we found that the degree of compliance by Energy with the export licensing review criteria contained in the Export Administration Regulations and the Nuclear Non-Proliferation Act of 1978 could not be determined because ECOD did not retain records documenting the bases for its advice and recommendations on export cases.

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

    This paper discusses life extension upgrades to an operational nuclear research facility and identifies export control implications. The Department of Energy (DOE) is engaged in a multi-year program of deactivating and decommissioning (D&D) the majority of the Hanford Site 300 Area facilities. In 2006, the DOE decided to retain the Pacific Northwest National Laboratory’s Radiochemical Processing Laboratory (RPL), which was on the D&D list. As part of the facility life-extension to ensure continued mission capability, the DOE decided to consolidate replacement hot cell capability into the RPL. Physical limitations within the facility dictated that new hot cell design and construction would be modularized—a process that allows for ease of fabrication and introduction into existing space. A review of the fabrication and installation techniques has identified potential export control issues.
