    The Human System Simulation Laboratory (HSSL) at the Idaho National Laboratory is one of few facilities of its kind that allows human factors researchers to evaluate various aspects of human performance and human system interaction for proposed reactor designs and upgrades. A basic system architecture, physical configuration and simulation capability were established to enable human factors researchers to support multiple, simultaneous simulations and also different power plant technologies. Although still evolving in terms of its technical and functional architecture, the HSSL is already proving its worth in supporting current and future nuclear industry needs for light water reactor sustainability and small modular reactors. The evolution of the HSSL is focused on continual physical and functional refinement to make it a fully equipped, reconfigurable facility where advanced research, testing and validation studies can be conducted on a wider range of reactor technologies. This requires the implementation of additional plant models to produce empirical research data on human performance with emerging human-system interaction technologies. Additional beneficiaries of this information include system designers and HRA practitioners. To ensure that results of control room crew studies will be generalizable to the existing and evolving fleet of US reactors, future expansion of the HSSL may also include other SMR plant models, plant-specific simulators and a generic plant model aligned to the current generation of pressurized water reactors (PWRs) and future advanced reactor designs. Collaboration with industry partners is also proving to be a vital component of the facility as this helps to establish a formal basis for current and future human performance experiments to support nuclear industry objectives. A long-range Program Plan has been developed for the HSSL to ensure that the facility will support not only the Department of Energys Light Water Reactor

    Crude oil stored at the US Strategic Petroleum Reserve (SPR) requires mitigation procedures to maintain oil vapor pressure within program delivery standards. Crude oil degasification is one effective method for lowering crude oil vapor pressure, and was implemented at the Big Hill SPR site from 2004-2006. Performance monitoring during and after degasification revealed a range of outcomes for caverns that had similar inventory and geometry. This report analyzed data from SPR degasification and developed a simple degas mixing (SDM) model to assist in the analysis. Cavern-scale oil mixing during degassing and existing oil heterogeneity in the caverns were identified as likely causes for the range of behaviors seen. Apparent cavern mixing patterns ranged from near complete mixing to near plug flow, with more mixing leading to less efficient degassing due to degassed oil re-entering the plant before 100% of the cavern oil volume was processed. The report suggests that the new cavern bubble point and vapor pressure regain rate after degassing be based on direct in-cavern measurements after degassing as opposed to using the plant outlet stream properties as a starting point, which understates starting bubble point and overstates vapor pressure regain. Several means to estimate the cavern bubble point after degas in the absence of direct measurement are presented and discussed.

    This project has developed compiler-directed performance tuning technology targeting the Cray XT4 Jaguar system at Oak Ridge, which has multi-core Opteron nodes with SSE-3 SIMD extensions, and the Cray XE6 Hopper system at NERSC. To achieve this goal, we combined compiler technology for model-guided empirical optimization for memory hierarchies with SIMD code generation, which have been developed by the PIs over the past several years. We examined DOE Office of Science applications to identify performance bottlenecks and apply our system to computational kernels that operate on dense arrays. Our goal for this performance-tuning technology has been to yield hand-tuned levels of performance on DOE Office of Science computational kernels, while allowing application programmers to specify their computations at a high level without requiring manual optimization. Overall, we aim to make our technology for SIMD code generation and memory hierarchy optimization a crucial component of high-productivity Petaflops computing through a close collaboration with the scientists in national laboratories.

Improvements in quality control on phase behavior measurements in 2006 coupled with a growing body of degasification plant operations data have created a solid measurement baseline that has served to inform and significantly improve project understanding on phase behavior of SPR oils. Systematic tuning of the model based on proven practices from the technical literature have shown to reduce model bias and match observed data very well, though this model tuning effort is currently in process at SPR and based on preliminary data. The current report addresses many of the steps that have helped to build a strong baseline of data coupled with sufficient understanding of model features so that calibration is possible.

    TUNE was created to develop compiler-directed performance tuning technology targeting the Cray XT4 system at Oak Ridge. TUNE combines compiler technology for model-guided empirical optimization for memory hierarchies with SIMD code generation. The goal of this performance-tuning technology is to yield hand-tuned levels of performance on DOE Office of Science computational kernels, while allowing application programmers to specify their computations at a high level without requiring manual optimization. Overall, TUNE aims to make compiler technology for SIMD code generation and memory hierarchy optimization a crucial component of high-productivity Petaflops computing through a close collaboration with the scientists in national laboratories.

    Strategic planning needs to be done as one of the integral steps in fulfilling our overall Departmental mission. The role of strategic planning is to assure that the longer term destinations, goals, and objectives which the programs and activities of the Department are striving towards are the best we can envision today so that our courses can then be set to move in those directions. Strategic planning will assist the Secretary, Deputy Secretary, and Under Secretary in setting the long-term directions and policies for the Department and in making final decisions on near-term priorities and resource allocations. It will assist program developers and implementors by providing the necessary guidance for multi-year program plans and budgets. It is one of the essential steps in the secretary's Strategic Planning Initiative. The operational planning most of us are so familiar with deals with how to get things done and with the resources needed (people, money, facilities, time) to carry out tasks. Operating plans like budgets, capital line item projects, R D budgets, project proposals, etc., are vital to the mission of the Department. They deal, however, with how to carry out programs to achieve some objective or budget assumption. Strategic planning deals with the prior question of what it is that should be attempted. It deals with what objectives the many programs and activities of the Department of Department should be striving toward. The purpose of this document is to provide guidance to those organizations and personnel starting the process for the first time as well as those who have prepared strategic plans in the past and now wish to review and update them. This guideline should not be constructed as a rigid, restrictive or confining rulebook. Each organization is encouraged to develop such enhancements as they think may be useful in their planning. The steps outlined in this document represent a very simplified approach to strategic planning. 9 refs.

    Direct methanol fuel cells for portable power applications have been advanced significantly under DARPA- and ARO-sponsored programs over the last five years. A liquid-feed direct methanol fuel cell developed under these programs, employs a proton exchange membrane as electrolyte and operates on aqueous solutions of methanol with air or oxygen as the oxidant. Power densities as high as 320 mW/cm{sup 2} have been demonstrated. Demonstration of five-cell stack based on the liquid-feed concept have been successfully performed by Giner Inc. and the Jet Propulsion Laboratory. Over 2000 hours of life-testing have been completed on these stacks. These fuel cells have been also been demonstrated by USC to operate on alternate fuels such as trimethoxymethane, dimethoxymethane and trioxane. Reduction in the parasitic loss of fuel across the fuel cell, a phenomenon termed as {open_quotes}fuel crossover{close_quotes} has been achieved using polymer membranes developed at USC. As a result efficiencies as high as 40% is considered attainable with this type of fuel cell. The state-of-development has reached a point where it is now been actively considered for stationary, portable and transportation applications. The research and development issues have been the subject of several previous articles and the present article is an attempt to summarize the key advances in this technology.

    Direct methanol fuel cells (DMFC) using polymer electrolyte membrane are promising candidate for application of portable power sources and transportation applications because they do not require any fuel processing equipment and can be operated at low temperature of 60{degrees}C - 130{degrees}C. Elimination of the fuel processor results in simpler design, higher operation reliability, lower weight volume, and lower capital and operating cost. However, methanol as a fuel is relatively electrochemical inert, so that kinetics of the methanol oxidation is too slow. Platinum and Pt-based binary alloy electrodes have been extensively studied for methanol electro-oxidation in acid electrolyte at ambient and elevated temperatures. Particularly, unsupported carbon Pt-Ru catalyst was found to be superior to the anode of DMFC using a proton exchange membrane electrolyte (Nafion). The objective of this study is to develop the high performance DNTC. This paper summarizes the results from half cell and single cell tests, which focus on the electrode manufacturing process, catalyst selection, and operating conditions of single cell such as methanol concentration, temperature and pressure.

    With the end of the Cold War and the election of President Clinton, the Department of Energy (DOE) set a new course which began with the publication of its first departmental strategic plan in April 1994. Entitled ``Fueling a Competitive Economy, it provided the framework and shared vision for meeting responsibilities in energy, national security, environmental quality, and science and technology. The strategic plan was the guidepost for the formulation of the Department`s FY 1996, FY 1997, and FY 1998 budgets and was critical to the development of the Department`s Strategic Alignment Initiative, designed to save $1.7 billion over five years. This current plan, which has been significantly improved through a very close consultation process with Congress and customers stakeholders, takes DOE to the next important performance level by being more directly linked to actions and results. It defines a strategic goal for each of the Department`s four business lines and, in the spirit of the Government Performance and Results Act and the National Performance Review, identifies a fifth goal addressing corporate management. Reengineering the business practices, managing for results, being open with neighbors and stakeholders, and ensuring the safety and health of DOE workers and the public are, and will continue to be, among the highest of priorities. Over the coming years, DOE plans to achieve their strategic goals through specific identifiable strategies. Each business line has clear objectives and straightforward ways of defining whether DOE has succeeded in meeting those objectives.

    This document is part of a larger, programmatic effort to assist federal agencies in taking action and changing their institutions to achieve and maintain federal sustainability goals, while meeting their mission goals. FEMP is developing guidance for federal agency efforts to enable institutional behavior change for sustainability, and for making sustainability “business as usual.” The driving requirement for this change is Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance. FEMP emphasizes strategies for increasing energy efficiency and renewable energy utilization as critical components of attaining sustainability, and promotes additional non-energy action pathways contained in EO 13514. This report contributes to the larger goal by laying out the conceptual and evidentiary underpinnings of guidance to federal agencies. Conceptual frameworks focus and organize the development of guidance. We outline a series of progressively refined conceptual frameworks, including a multi-layer approach, key steps in sustainability implementation, a process view of specific approaches to institutional change, the agency Strategic Sustainability Performance Plans (SSPPs), and concepts related to context-specific rules, roles and tools for sustainability. Additionally, we tap pertinent bodies of literature in drawing eight evidence-based principles for behavior change. These principles are important foundations upon which to build in selecting strategies to effect change in organizations. Taken together, this report presents a suite of components that inform the training materials, presentations, web site, and other products that provide guidance to federal agencies.

    The goal of performance shaping factors (PSFs) is to provide measures to account for human performance. PSFs fall into two categoriesdirect and indirect measures of human performance. While some PSFs such as time to complete a task are directly measurable, other PSFs, such as fitness for duty, can only be measured indirectly through other measures and PSFs, such as through fatigue measures. This paper explores the role of direct and indirect measures in human reliability analysis (HRA) and the implications that measurement theory has on analyses and applications using PSFs. The paper concludes with suggestions for maximizing the reliability and validity of PSFs.

    Launch mass reduction, stiffness increase, and primary bending mode frequency increase remain the prime focus of the US Army Strategic Defense Command (USASDC) advanced composite material development and testing program. The initial activity was directed toward fabrication of a demonstration structure consistent with the Ground-Based Interceptor (GBI) ERIS flight design. The objectives of this phase of the work were three-fold: selection of the optimum composite materials; concurrent bonding and joining technology development; evaluation of the performance of each test structure relative to its metal counterpart and relative to alternative composites. The effort exceeded model predictions. The resin matrix composite structure mass was 52% lower than the metal design. Modal testing demonstrated a 200% increase in stiffness and a 41% gain in first mode bending frequency. Given the demonstrated level of success, an additional element was added to the task focus: cost-effective, mass quantity fabrication techniques. Single step technology has been successfully applied to a relatively simple thermoset based bridge structure. Two step molding and assembly have been demonstrated for a GBI-X class thermoplastic structure. Preliminary testing has been completed to isolate and resolve problems associated with single step fabrication of the more complex GBI-X class structure. Fabrication of an appropriate test article as preparation for modal survey evaluation of the latter is in progress. Results are presented. Future program directions are summarized.

The Commission believes that this mission must be the foundation for making decisions about what activities the agency should perform. Thus, the Commission`s programmatic decisions will not be fee-driven but will be based on their contributions to public health and safety. This strategic plan establishes a strategic framework that will guide future decision-making and will help the NRC continue to meet its responsibility for protecting public health and safety, promoting the common defense and security, and protecting the environment. Meeting these responsibilities requires the collective efforts of the NRC and its licensees, since the regulatory oversight of licensees is the responsibility of the NRC and the safe and secure use of nuclear materials for civilian purposes is the responsibility of NRC licensees.     Solid oxide fuel cells (SOFCs) are presently being developed for gasification integrated power plants that generate electricity from coal at 50+% efficiency. The interaction of trace metals in coal syngas with the Ni-based SOFC anodes is being investigated through thermodynamic analyses and in laboratory experiments, but direct test data from coal syngas exposure are sparsely available. This research effort evaluates the significance of SOFC performance losses associated with exposure of a SOFC anode to direct coal syngas. SOFC specimen of industrially relevant composition are operated in a unique mobile test skid that was deployed to the research gasifier at the National Carbon Capture Center (NCCC) in Wilsonville, AL. The mobile test skid interfaces with a gasifier slipstream to deliver hot syngas (up to 300C) directly to a parallel array of 12 button cell specimen, each of which possesses an active area of approximately 2 cm2. During the 500 hour test period, all twelve cells were monitored for performance at four discrete operating current densities, and all cells maintained contact with a data acquisition system. Of these twelve, nine demonstrated good performance throughout the test, while three of the cells were partially compromised. Degradation associated with the properly functioning cells was attributed to syngas exposure and trace material attack on the anode structure that was accelerated at increasing current densities. Cells that were operated at 0 and 125 mA/cm degraded at 9.1 and 10.7% per 1000 hours, respectively, while cells operated at 250 and 375 mA/cm degraded at 18.9 and 16.2% per 1000 hours, respectively. Post-trial spectroscopic analysis of the anodes showed carbon, sulfur, and phosphorus deposits; no secondary Ni-metal phases were found.

  1. Direct-Steam Linear Fresnel Performance Model for NREL's System Advisor Model

    This paper presents the technical formulation and demonstrated model performance results of a new direct-steam-generation (DSG) model in NREL's System Advisor Model (SAM). The model predicts the annual electricity production of a wide range of system configurations within the DSG Linear Fresnel technology by modeling hourly performance of the plant in detail. The quasi-steady-state formulation allows users to investigate energy and mass flows, operating temperatures, and pressure drops for geometries and solar field configurations of interest. The model includes tools for heat loss calculation using either empirical polynomial heat loss curves as a function of steam temperature, ambient temperature, and wind velocity, or a detailed evacuated tube receiver heat loss model. Thermal losses are evaluated using a computationally efficient nodal approach, where the solar field and headers are discretized into multiple nodes where heat losses, thermal inertia, steam conditions (including pressure, temperature, enthalpy, etc.) are individually evaluated during each time step of the simulation. This paper discusses the mathematical formulation for the solar field model and describes how the solar field is integrated with the other subsystem models, including the power cycle and optional auxiliary fossil system. Model results are also presented to demonstrate plant behavior in the various operating modes.

    With increasingly restrictive NO x and particulate matter emissions standards, the recent discovery of new natural gas reserves, and the possibility of producing propane efficiently from biomass sources, dual fueling strategies have become more attractive. This paper presents experimental results from dual fuel operation of a four-cylinder turbocharged direct injection (DI) diesel engine with propane or methane (a natural gas surrogate) as the primary fuel and diesel as the ignition source. Experiments were performed with the stock engine control unit at a constant speed of 1800 rpm, and a wide range of brake mean effective pressures (BMEPs) (2.7-11.6 bars) and percent energy substitutions (PESs) of C 3 H 8 and CH 4. Brake thermal efficiencies (BTEs) and emissions (NO x, smoke, total hydrocarbons (THCs), CO, and CO 2) were measured. Maximum PES levels of about 80-95% with CH 4 and 40-92% with C 3 H 8 were achieved. Maximum PES was limited by poor combustion efficiencies and engine misfire at low loads for both C 3 H 8 and CH 4, and the onset of knock above 9 bar BMEP for C 3 H 8. While dual fuel BTEs were lower than straight diesel BTEs at low loads, they approached diesel BTE values at high loads. For dual fuel operation, NO x and smoke reductions (from diesel values) were as high as 66-68% and 97%, respectively, but CO and THC emissions were significantly higher with increasing PES at all engine loads

Available energy strategies include policy changes, education and outreach, reducing energy consumption at federal facilities, and expanding the use of a range of energy technologies, including buildings energy efficiency and conservation, renewable electricity production, and alternative transportation. The strategies are categorized based on the time required to implement them.

    With a capacity of more than 700 million barrels, the U.S. Strategic Petroleum Reserve (SPR) is the largest stockpile of government-owned emergency crude oil in the world. Established in the aftermath of the 1973-74 oil embargo, the SPR provides the President with a powerful response option should a disruption in commercial oil supplies threaten the U.S. economy. It is also the critical component for the United States to meet its International Energy Agency obligation to maintain emergency oil stocks, and provides a national defense fuel reserve.

    The overall objective of this program, SRD-99-08, was to design and test suitable materials, which can be used to close high-level waste tanks at SRS. Fill materials can be designed to perform several functions including chemical stabilization and/or physical encapsulation of incidental waste so that the potential for transport of contaminants into the environment is reduced. Also they are needed to physically stabilize the void volume in the tanks to prevent/minimize future subsidence and inadvertent intrusion. The intent of this work was to develop a zero-bleed soil CLSM (ZBS-CLSM) and a zero-bleed concrete mix (ZBC) which meet the unique placement and stabilization/encapsulation requirements for high-level waste tank closures. These mixes in addition to the zero-bleed CLSM mixes formulated for closure of Tanks 17-F and 20-F provide design engineers with a suite of options for specifying materials for future tank closures.

    The application of hydrogen (H{sub 2}) as an internal combustion (IC) engine fuel has been under investigation for several decades. The favorable physical properties of hydrogen make it an excellent alternative fuel for IC engines and hence it is widely regarded as the energy carrier of the future. Direct injection of hydrogen allows optimizing this potential as it provides multiple degrees of freedom to influence the in-cylinder combustion processes and consequently engine efficiency and exhaust emissions.

    This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    Fuel cell technology continues to receive considerable attention as a potential replacement for fossil fuels as a primary source of terrestrial power. Ideally, such power systems would operate at relatively low temperatures (< 100{degrees}C) which suggests strongly the use of cell technology based upon the proton exchange membrane (PEM). Without question, hydrogen is a very desirable fuel choice for these types of systems, because of its high energy density. However, the difficulties associated with the production and routine handling of hydrogen limit severely its commercial use at present. The direct methanol fuel cell (DMFC) is a particularly attractive alternative to the use of the hydrogen/oxygen cell. Although not as high as hydrogen, the energy density of methanol is the highest among the organic fuels. Furthermore, because of the similarity in liquid handling requirements between methanol and gasoline, a significant portion of the infrastructure necessary for the marketing and distribution of the fuel is already in place. Other inherent attributes of the DMFC which include rapid start-up and operation with little or no emission or noise signature have led to an intense DMFC research effort over the past twenty years and, indeed, the DMFC has even been referred to as {open_quotes}the electrochemist`s dream{close_quotes}.

    The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab or LBNL) is a multi-program national research facility operated by the University of California for the Department of Energy (DOE). As an integral element of DOE's National Laboratory System, Berkeley Lab supports DOE's missions in fundamental science, energy resources, and environmental quality. Berkeley Lab programs advance four distinct goals for DOE and the nation: (1) To perform leading multidisciplinary research in the computing sciences, physical sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety and protection of the environment. (2) To develop and operate unique national experimental facilities for qualified investigators. (3) To educate and train future generations of scientists and engineers to promote national science and education goals. (4) To transfer knowledge and technological innovations and to foster productive relationships among Berkeley Lab's research programs, universities, and industry in order to promote national economic competitiveness. Berkeley Lab's research and the Laboratory Directed Research and Development (LDRD) program support DOE's Strategic Goals that are codified in DOE's September 2003 Strategic Plan, with a primary focus on Advancing Scientific Understanding. For that goal, the Fiscal Year (FY) 2004 LDRD projects support every one of the eight strategies described in the plan. In addition, LDRD efforts support the goals of Investing in America's Energy Future (six of the fourteen strategies), Resolving the Environmental Legacy (four of the eight strategies), and Meeting National Security Challenges (unclassified fundamental research that supports stockpile safety and nonproliferation programs). The LDRD supports Office of Science strategic plans, including the 20 year Scientific Facilities Plan and the draft Office of Science Strategic Plan.   11. Performance and emissions of non-petroleum fuels in a direct-injection stratified charge Sl engine

    Seven fuels derived from coal and shale resources were evaluated using a direct-injection stratified charge engine. The fuels were refined to different degrees which ranged from those typical of gasoline blending components to those similar to current gasoline. Results showed that fuels refined to have properties similar to gasoline performed like gasoline. The less refined fuels were limited in performance. The total carbon monoxide and the hydrocarbon emissions varied with the volatility of the fuels. Most fuels with a higher overall distillation curve generally gave higher hydrocarbon and carbon monoxide emissions. The NOx emissions increased with the percent aromatics in the fuels. The hydrocarbon emissions were found to increase with fuel viscosity. Within the range of engine operation, nearly all the fuels evaluated gave satisfactory performance. With some modifications, even the less refined fuels can be potentially suitable for use in this engine.

    This strategic Plan was developed in keeping with the Department of Energy`s mission for partnership with its customers to contribute to our Nation`s welfare by providing the technical information and the scientific and educational foundation for the technology, policy and institutional leadership necessary to achieve efficiency in energy use, diversity in energy sources, a more productive and competitive economy, improved environmental quality, and a secure national defense. The Plan provides the concepts for realigning the Departments`s Hazardous Materials Spill Center (HSC) in achieving its vision of becoming the global leader in meeting the diverse HAZMAT needs in the areas of testing, training, and technology. Each of these areas encompass many facets and a multitude of functional and operational requirements at the Federal, state, tribal, and local government levels, as well as those of foreign governments and the private sector. The evolution of the limited dimensional Liquefied Gaseous Fuels Spill Test Facility into a multifaceted HAZMAT Spill Center will require us to totally redefine our way of thinking as related to our business approach, both within and outside of the Department. We need to establish and maintain a viable and vibrant outreach program through all aspects of the public (via government agencies) and private sectors, to include foreign partnerships. The HAZMAT Spill Center goals and objectives provide the direction for meeting our vision. This direction takes into consideration the trends and happenings identified in the {open_quotes}Strategic Outlook{close_quotes}, which includes valuable input from our stakeholders and our present and future customers. It is our worldwide customers that provide the essence of the strategic outlook for the HAZMAT Spill Center.

Although there have been attempts to suppress the shuttling process, there has not been a direct measurement of the rate of shuttling. We report here a simple and direct measurement of the rate of the shuttling (that we term “shuttle current”), applicable to the study of any type of lithium-sulfur cell. We demonstrate the effectiveness of this measurement technique using cells with and without lithium nitrate (a widely-used shuttle suppressor additive). We present a phenomenological analysis of the shuttling process and simulate the shuttle currents as a function of the state-of-charge of a cell. We also demonstrate how the rate of decay of the shuttle current can be used to predict the capacity fade in a lithium-sulfur cell due to the shuttle process. As a result, we expect that this new ability to directly measure shuttle currents will provide greater insight into the performance differences observed with various additives and electrode modifications that are aimed at suppressing the rate of shuttling of polysulfide ions and increasing the cycle life of lithium-sulfur cells.

    The Strategic Asia Program made considerable progress over the course of 2002--the program's first year with support from the Department of Energy--and completed all its tasks on schedule and within budget. Following a planning meeting in Washington in February 2002, a team of leading specialists wrote a series of original assessments regarding the impact of September 11 on the strategic environment in Asia, examining how perceptions and strategies of countries in the region changed following the terrorist attacks. The final products, Strategic Asia 2002-03: Asian Aftershocks and its accompanying executive summary, were published in September 2002. The program's research findings (some of which are summarized) were presented to policymakers in Washington and elsewhere throughout the year, and almost 2,000 copies of the book had been distributed by mid-2003.

    We examined the field emission properties of lithium(Li)/oxygen(O)-co-terminated diamond (001) surface [C(001)-LiO] through real-time electron dynamics simulation under an applied field. The current emitted from this surface was found to be more than four-fold that emitted by an H-terminated (001) surface, the latter being a typical negative electron affinity system. This high performance is attributed to the Li layer, which bends the potential wall of O-induced electron pockets down in the direction of vacuum, thus facilitating electron emission. Detailed analysis of the emitted electrons and the profile of the self-consistent potential elucidated that the role of O atoms changes from an electron barrier on OH-terminated diamond surfaces to an outlet for electron emission on C(001)-LiO.

    The analytical capabilities of the 222-S Laboratory are tested against the requirements for an optional start up scenario of the Waste Treatment and Immobilization Plant on the Hanford Site. In this case, washed and in-tank leached sludge would be sent directly to the High Level Melter, bypassing Pretreatment. The sludge samples would need to be analyzed for certain key constituents in terms identifying melter-related issues and adjustment needs. The analyses on original tank waste as well as on washed and leached material were performed using five sludge samples from tanks 241-AY-102, 241-AZ-102, 241-AN-106, 241-AW-105, and 241-SY-102. Additionally, solid phase characterization was applied to determine the changes in mineralogy throughout the pre-treatment steps.

    This report presents the results of the deliberations of the interagency group formed to study the costs and benefits of expanding the size of the SPR. The study concentrated on severe oil supply disruptions involving sharp reductions in world oil production that were 2 to 4 times larger than the largest 1970s interruption. The disruption sizes and estimated probability of occurrence of these scenarios were supplied by the CIA. The most critical part of the CIA's analysis was the assessment of likelihood of these cases occurring. The CIA approached the likelihood problem by combining an examination of past oil supply disruptions with qualitative analysis of important oil market and regional trends. The study group then used statistical techniques and probability distributions to synthesize the historical data with CIA evaluations of as yet unobserved events. The SPR size study assumed direct purchases of SPR oil and did not assume the use of alternative financing mechanisms. Members of the working group with foreign policy and national security responsibilities provided an in-depth review of strategic considerations affecting SPR size. A number of prior studies, some classified, have addressed the strategic importance and insurance value of the SPR to the US and its allies. The results of these studies have also been incorporated in the current effort. 10 refs., 5 figs.

  17. Development and turbine engine performance of three advanced rhenium containing superalloys for single crystal and directionally solidified blades and vanes

    Turbine inlet temperatures over the next few years will approach 1,650 C (3,000 F) at maximum power for the latest large commercial turbofan engines, resulting in high fuel efficiency and thrust levels approaching 445 kN (100,000 lbs). High reliability and durability must be intrinsically designed into these turbine engines to meet operating economic targets and ETOPS certification requirements. This level of performance has been brought about by a combination of advances in air cooling for turbine blades and vanes, design technology for stresses and airflow, single crystal and directionally solidified casting process improvements, and the development and use of rhenium (Re) containing high {gamma}{prime} volume fraction nickel-base superalloys with advanced coatings, including full-airfoil ceramic thermal barrier coatings. Re additions to cast airfoil superalloys not only improves creep and thermo-mechanical fatigue strength, but also environmental properties including coating performance. Re dramatically slows down diffusion in these alloys at high operating temperatures. A team approach has been used to develop a family of two nickel-base single crystal alloys (CMSX-4 containing 3% Re and CMSX-10 containing 6% Re) and a directionally solidified, columnar grain nickel-base alloy (CM 186 LC containing 3% Re) for a variety of turbine engine applications. A range of critical properties of these alloys is reviewed in relation to turbine component engineering performance through engine certification testing and service experience. Industrial turbines are now commencing to use this aero developed turbine technology in both small and large frame units in addition to aero-derivative industrial engines. These applications are demanding, with high reliability required for turbine airfoils out to 25,000 hours, with perhaps greater than 50% of the time spent at maximum power.     This report summarizes the work performed in developing a framework for the prioritization of cavern access wells for remediation and monitoring at the Big Hill Strategic Petroleum Reserve site. This framework was then applied to all 28 wells at the Big Hill site with each well receiving a grade for remediation and monitoring. Numerous factors affecting well integrity were incorporated into the grading framework including casing survey results, cavern pressure history, results from geomechanical simulations, and site geologic factors. The framework was developed in a way as to be applicable to all four of the Strategic Petroleum Reserve sites.

    The purpose of this study was to investigate the effects of thermal barrier coatings and/or surface treatments on the performance and emissions of a methanol-fueled, direct-injection, stratified-charge (DISC) engine. A Ricardo Hydra Mark III engine was used for this work and in previous experiments at Oak Ridge National Laboratory (ORNL). The primary focus of the study was to examine the effects of various piston insert surface treatments on hydrocarbon (HC) and oxides of nitrogen (NO{sub x}) emissions. Previous studies have shown that engines of this class have a tendency to perform poorly at low loads and have high unburned fuel emissions. A blank aluminum piston was modified to employ removable piston bowl inserts. Four different inserts were tested in the experiment: aluminum, stainless steel with a 1.27-mm (0.050-in.) air gap (to act as a thermal barrier), and two stainless steel/air-gap inserts with coatings. Two stainless steel inserts were dimensionally modified to account for the coating thickness (1.27-mm) and coated identically with partially stabilized zirconia (PSZ). One of the coated inserts then had an additional seal-coat applied. The coated inserts were otherwise identical to the stainless steel/air-gap insert (i.e., they employed the same 1.27-mm air gap). Thermal barrier coatings were employed in an attempt to increase combustion chamber surface temperatures, thereby reducing wall quenching and promoting more complete combustion of the fuel in the quench zone. The seal-coat was applied to the zirconia to reduce the surface porosity; previous research suggested that despite the possibly higher surface temperatures obtainable with a ceramic coating, the high surface area of a plasma-sprayed coating may actually allow fuel to adhere to the surface and increase the unburned fuel emissions and fuel consumption.

    Directionally-solidified (DS) superalloy components with advanced thermal barrier coatings (TBC) to lower the metal operating temperature have the potential to replace more expensive single crystal superalloys for large land-based turbines. In order to assess relative TBC performance, furnace cyclic testing was used with superalloys 1483, X4 and Hf-rich DS 247 substrates and high velocity oxygen fuel (HVOF)-NiCoCrAlYHfSi bond coatings at 1100 °C with 1-h cycles in air with 10% H2O. With these coating and test conditions, there was no statistically-significant effect of substrate alloy on the average lifetime of the air plasma sprayed (APS) yttria-stabilized zirconia (YSZ) top coatings onmore » small coupons. Using photo-stimulated luminescence piezospectroscopy maps at regular cycling intervals, the residual compressive stress in the α-Al2O3 scale underneath the YSZ top coating and on a bare bond coating was similar for all three substrates and delaminations occurred at roughly the same rate and frequency. As a result, x-ray fluorescence (XRF) measurements collected from the bare bond coating surface revealed higher Ti interdiffusion occurring with the 1483 substrate, which contained the highest Ti content.« less

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    The Eastern Band of Cherokee Indians was awarded a grant under the U.S. Department of Energy Tribal Energy Program (TEP) to develop a Tribal Strategic Energy Plan (SEP). The grant, awarded under the “First Steps” phase of the TEP, supported the development of a SEP that integrates with the Tribe’s plans for economic development, preservation of natural resources and the environment, and perpetuation of Tribal heritage and culture. The Tribe formed an Energy Committee consisting of members from various departments within the Tribal government. This committee, together with its consultant, the South Carolina Institute for Energy Studies, performed the following activities: • Develop the Tribe’s energy goals and objectives • Establish the Tribe’s current energy usage • Identify available renewable energy and energy efficiency options • Assess the available options versus the goals and objectives • Create an action plan for the selected options
