    The Financial Statistics of Major US Investor-Owned Electric Utilities publication presents summary and detailed financial accounting data on the investor-owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for making policy and decisions relating to investor-owned electric utility issues. The US electric power industry is a combination of electric utilities (investor-owned, publicly owned, Federal, and cooperatives) and nonutility power producers. Investor-owned electric utilities account for over three-fourths of electric sales and revenue. Historically, the investor-owned electric utilities have served the large consolidated markets. There is substantial diversity among the investor-owned electric utilities in terms of services, size, fuel usage, and prices charged. Most investor-owned electric utilities generate, transmit, and distribute electric power. Investor-owned electric utilities operate in all States except Nebraska; Hawaii is the only State in which all electricity is supplied by investor-owned electric utilities. 5 figs., 57 tabs.

    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    In this paper we take a look at a simple portfolio insurance strategy using a protective put and computationally derive the investor's governing utility structures underlying such a strategy under alternative market scenarios. Investor utility is deemed to increase with an increase in the excess equity generated by the portfolio insurance strategy over a simple investment strategy without any insurance. Three alternative market scenarios (probability spaces) have been explored -- 'Down', 'Neutral' and 'Up', categorized according to whether the price of the underlying security is most likely to go down, stay unchanged or go up. The methodology used is computational, primarily based on simulation and numerical extrapolation. The Arrow-Pratt measure of risk aversion has been used to determine how the investors react towards risk under the different scenarios.

    The overall purpose of this study is to provide information and guidance to the Office of Environmental Management of the U.S. Department of Energy (DOE) about the level of characterization necessary to dispose of DOE-owned spent nuclear fuel (SNF). The disposal option modeled was codisposal of DOE SNF with defense high-level waste (DHLW). A specific goal was to demonstrate the influence of DOE SNF, expected to be minor, in a predominately commercial repository using modeling conditions similar to those currently assumed by the Yucca Mountain Project (YMP). A performance assessment (PA) was chosen as the method of analysis. The performance metric for this analysis (referred to as the 1997 PA) was dose to an individual; the time period of interest was 100,000 yr. Results indicated that cumulative releases of 99Tc and 237Np (primary contributors to human dose) from commercial SNF exceed those of DOE SNF both on a per MTHM and per package basis. Thus, if commercial SNF can meet regulatory performance criteria for dose to an individual, then the DOE SNF can also meet the criteria. This result is due in large part to lower burnup of the DOE SNF (less time for irradiation) and to the DOE SNF's small percentage of the total activity (1.5%) and mass (3.8%) of waste in the potential repository. Consistent with the analyses performed for the YMP, the 1997 PA assumed all cladding as failed, which also contributed to the relatively poor performance of commercial SNF compared to DOE SNF.

    One of the highlights of 2012 in physics is related to two papers, published by the ATLAS and the CMS Collaborations, that announced the discovery of at least one new particle in pp collisions at CERN LHC. At least one of the properties of this new particle is found to be similar to that of the Higgs boson, the last and most difficult to find building block from the Standard Model of particle physics. Physics teachers are frequently approached by their media-educated students, who inquire about the properties of the Higgs boson, but physics teachers are rarely trained to teach this elusive aspect of particle physics in elementary, middle or junior high schools. In this paper I describe a card-game, that can be considered as a hands-on and easily accessible tool that allows interested teachers, students and also motivated lay-persons to play with the properties of the newly found Higgs-like particle. This new particle was detected through its decays to directly observable, final state particles. Many of these final state particles are represented in a deck of cards, that represent elementary particles, originally invented to popularize the physics of quark matter in the so-called Quark Matter Card Games. The Higgs decay properties can be utilized, playfully, in a Higgs boson search card game. The rules of this game illustrate also the need for some luck, to complement knowledge and memory, useful skills that this game also helps to develop. The paper is organized as a handout or booklet, that directly describes how to play the Higgs boson on Your Own card game.

    We explain the relationship between Majorana neutrinos, which are their own antiparticles, and Majorana neutrino masses. We point out that Majorana masses would make the neutrinos very distinctive particles, and explain why many theorists strongly suspect that neutrinos do have Majorana masses. The promising approach to confirming this suspicion is to seek neutrinoless double beta decay. We introduce a toy model that illustrates why this decay requires nonzero neutrino masses, even when there are both right-handed and left-handed weak currents.

    Dynamics of molecular motors that move along linear lattices and interact with them via reversible destruction of specific lattice bonds is investigated theoretically by analyzing exactly solvable discrete-state ``burnt-bridge'' models. Molecular motors are viewed as diffusing particles that can asymmetrically break or rebuild periodically distributed weak links when passing over them. Our explicit calculations of dynamic properties show that coupling the transport of the unbiased molecular motor with the bridge-burning mechanism leads to a directed motion that lowers fluctuations and produces a dynamic transition in the limit of low concentration of weak links. Interaction between the backward biased molecular motor and the bridge-burning mechanism yields a complex dynamic behavior. For the reversible dissociation the backward motion of the molecular motor is slowed down. There is a change in the direction of the molecular motor's motion for some range of parameters. The molecular motor also experiences non-monotonic fluctuations due to the action of two opposing mechanisms: the reduced activity after the burned sites and locking of large fluctuations. Large spatial fluctuations are observed when two mechanisms are comparable. The properties of the molecular motor are different for the irreversible burning of bridges where the velocity and fluctuations are suppressed for some concentration range, and the dynamic transition is also observed. Dynamics of the system is discussed in terms of the effective driving forces and transitions between different diffusional regimes.

    California's restructured electricity markets opened on 1 April 1998. The former investor-owned utilities were functionally divided into generation, transmission, and distribution activities, all of their gas-fired generating capacity was divested, and the retail market was opened to competition. To ensure that small customers shared in the expected benefit of lower prices, the enabling legislation mandated a 10% rate cut for all customers, which was implemented in a simplistic way that fossilized 1996 tariff structures. Rising fuel and environmental compliance costs, together with a reduced ability to import electricity, numerous plant outages, and exercise of market power by generators drove up wholesale electricity prices steeply in 2000, while retail tariffs remained unchanged. One of the distribution/supply companies entered bankruptcy in April 2001, and another was insolvent. During this period, two sets of interruptible load programs were in place, longstanding ones organized as special tariffs by the distribution/supply companies and hastily established ones run directly by the California Independent System Operator (CAISO). The distribution/supply company programs were effective at reducing load during the summer of 2000, but because of the high frequency of outages required by a system on the brink of failure, customer response declined and many left the tariff. The CAISO programs failed to attract enough participation to make a significant difference to the California supply demand imbalance. The poor performance of direct load participation in California's markets reinforces the argument for accurate pricing of electricity as a stimulus to energy efficiency investment and as a constraint on market volatility.

    Results of a financial ranking survey of power projects show reasonably strong activity when compared to previous surveys. Perhaps the most notable trend is the continued increase in the number of international deals being reported. Nearly 62 percent of the transactions reported were for non-US projects. This increase will likely expand with time as developers and lenders gain confidence in certain regions. For the remainder of 1995 and into 1996 it is likely that financial activity will continue at a steady pace. A number of projects in various markets are poised to reach financial close relatively soon. Developers, investment bankers, and governments are all gaining experience and becoming more comfortable with the process.

    Spacecraft contamination has long been a subject of study in the rarefied gas dynamics community. Professor Mikhail Ivanov coined the term a spacecraft's 'own ambient environment' to describe the effects of natural and satellite driven processes on the conditions encountered by a spacecraft in orbit. Outgassing, thruster firings, and gas and liquid dumps all contribute to the spacecraft's contamination environment. Rarefied gas dynamic modeling techniques, such as Direct Simulation Monte Carlo, are well suited to investigate these spacebased environments. However, many advances were necessary to fully characterize the extent of this problem. A better understanding of modeling flows over large pressure ranges, for example hybrid continuum and rarefied numerical schemes, were required. Two-phase flow modeling under rarefied conditions was necessary. And the ability to model plasma flows for a new era of propulsion systems was also required. Through the work of Professor Ivanov and his team, we now have a better understanding of processes that create a spacecraft's own ambient environment and are able to better characterize these environments. Advances in numerical simulation have also spurred on the development of experimental facilities to study these effects. The relationship between numerical results and experimental advances will be explored in this manuscript.

    The 1997 edition of the ``Financial Statistics of Major U.S. Publicly Owned Electric Utilities`` publication presents 5 years (1993 through 1997) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator (Tables 3 through 11) and nongenerator (Tables 12 through 20) summaries are presented in this publication. Five years of summary financial data are provided (Tables 5 through 11 and 14 through 20). Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided in Appendix C. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, ``Annual Report of Public Electric Utilities.`` Public electric utilities file this survey on a fiscal year basis, in conformance with their recordkeeping practices. The EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents. The review indicated that financial indicators differ most according to whether or not a publicly owned electric utility generates electricity. Therefore, the main body of the report provides summary information in generator/nongenerator classifications. 2 figs., 101 tabs.

    This report examines the tradeoffs among financing methods for businesses installing onsite photovoltaics (PV). We present case studies of PV financing strategies used by two large commercial retailers that have deployed substantial U.S. PV capacity: IKEA, which owns its PV, and Staples, which purchases power generated from onsite PV systems through power purchase agreements (PPAs). We also analyze the financial considerations that influence any company's choice of PV financing strategy. Our goal in this report is to clarify the financial and institutional costs and benefits of financing strategies and to inform other companies that are considering launching or expanding similar PV programs.

This report also includes the process knowledge, analyses, and rationale used to preliminarily exclude certain SNF types from RCRA regulation under 40 CFR {section}261.4(a)(4), ``Identification and Listing of Hazardous Waste,`` as special nuclear and byproduct material. The evaluations and analyses detailed herein have been undertaken as a proactive approach. In the event that DOE-owned SNF is determined to be a RCRA solid waste, this report provides general direction for each site regarding further characterization efforts. The intent of this report is also to define the path forward to be taken for further evaluation of specific SNF types and a recommended position to be negotiated and established with regional and state regulators throughout the DOE Complex regarding the RCRA-related policy issues.

    New techniques for the laboratory direct detection of dark matter weakly interacting massive particles (WIMPs) are sensitive to the recoil direction of the struck nuclei. We compute and compare the directional recoil rates dR/dcos{theta} (where {theta} is the angle measured from a reference direction in the sky) for several WIMP velocity distributions including the standard dark halo and anisotropic models such as Sikivie's late-infall halo model and logarithmic-ellipsoidal models. Since some detectors may be unable to distinguish the beginning of the recoil track from its end (lack of head-tail discrimination), we introduce a folded directional recoil rate dR/d|cos{theta}|, where |cos{theta}| does not distinguish the head from the tail of the track. We compute the CS{sub 2} and CF{sub 4} exposures required to distinguish a signal from an isotropic background noise, and find that dR/d|cos{theta}| is effective for the standard dark halo and some but not all anisotropic models.

Some 75--80 percent of the measures required to meet the 2020 reductions in greenhouse gas (GHG) emissions will be met through the 33 percent renewable portfolio standard (RPS), stringent energy efficiency initiatives, and a long list of other mandatory requirements affecting the transport sector. The balance will be met through market- and pricing-oriented mechanisms, including auctioning of GHG emission permits. In early January, an advisory committee proposed that roughly 75 percent of the collected proceeds should be distributed directly to households with the balance used to assist badly affected industries, especially those with few options to transition to a lower carbon regime.

    A brief overview of direct-photon measurements in p+p and Au+Au collisions at sqrt(s_NN) = 200 GeV with the PHENIX experiment at the Relativistic Heavy Ion Collider (RHIC) is given. Direct-photon yields for pT > 4 GeV/c and photon-hadron azimuthal correlations were determined with the aid of an electromagnetic calorimeter. By detecting e+e- pairs from the internal conversion of virtual photons direct-photon yields were measured between 1 photons from a quark-gluon plasma (QGP) are expected to contribute significantly to the total direct-photon yield in this range.

    The last two decades have seen a dramatic increase in the market share of independent, non-utility generators (NUGs) relative to traditional, utility-owned generation assets. Accordingly, the ''buy versus build'' decision facing utilities--i.e., whether a utility should sign a power purchase agreement (PPA) with a NUG, or develop and own the generation capacity itself--has gained prominence in the industry. Specific debates have revolved around the relative advantages of, the types of risk created by, and the regulatory incentives favoring each approach. Very little of this discussion has focused specifically on publicly owned electric utilities, however, perhaps due to the belief that public power's tax-free financing status leaves little space in which NUGs can compete. With few exceptions (Wiser and Kahn 1996), renewable sources of supply have received similarly scant attention in the buy versus build debate. In this report, we revive the ''buy versus build'' debate and apply it to the two sectors of the industry traditionally underrepresented in the discussion: publicly owned utilities and renewable energy. Contrary to historical treatment, this debate is quite relevant to public utilities and renewables because publicly owned utilities are able to take advantage of some renewable energy incentives only in a ''buy'' situation, while others accrue only in a ''build'' situation. In particular, possible economic advantages of public utility ownership include: (1) the tax-free status of publicly owned utilities and the availability of low-cost debt, and (2) the renewable energy production incentive (REPI) available only to publicly owned utilities. Possible economic advantages to entering into a PPA with a NUG include: (1) the availability of federal tax credits and accelerated depreciation schedules for certain forms of NUG-owned renewable energy, and (2) the California state production incentives available to NUGs but not utilities. This report looks at a publicly owned utility's decision to buy or build new renewable energy capacity--specifically wind or geothermal power--in California. To examine the economic aspects of this decision, we modified and updated a 20-year financial cash-flow model to assess the levelized cost of electricity under four supply options: (1) public utility ownership of new geothermal capacity, (2) public utility ownership of new wind capacity, (3) a PPA for new geothermal capacity, and (4) a PPA for new wind capacity.

    This assessment studied the performance of high-level radioactive waste and spent nuclear fuel in a hypothetical repository in unsaturated tuff. The results of this 10-month study are intended to help guide the Office of Environment Management of the US Department of Energy (DOE) on how to prepare its wastes for eventual permanent disposal. The waste forms comprised spent fuel and high-level waste currently stored at the Idaho National Engineering Laboratory (INEL) and the Hanford reservations. About 700 metric tons heavy metal (MTHM) of the waste under study is stored at INEL, including graphite spent nuclear fuel, highly enriched uranium spent fuel, low enriched uranium spent fuel, and calcined high-level waste. About 2100 MTHM of weapons production fuel, currently stored on the Hanford reservation, was also included. The behavior of the waste was analyzed by waste form and also as a group of waste forms in the hypothetical tuff repository. When the waste forms were studied together, the repository was assumed also to contain about 9200 MTHM high-level waste in borosilicate glass from three DOE sites. The addition of the borosilicate glass, which has already been proposed as a final waste form, brought the total to about 12,000 MTHM.

    Reducing health inequities and improving the health of communities require an informed public that is aware of the social determinants of health and how policies and programs have an impact on the health of their communities. People Assessing Their Health (PATH) is a process that uses community-driven health impact assessment to build the capacity of people to become active participants in the decisions that affect the well-being of their community. The PATH process is both a health promotion and a community development approach that builds people's ability to bring critical analysis to a situation and to engage in effective social action to bring about desired change. Because it increases analytical skills and provides communities with their own unique tool to assess the potential impact of projects, programs or policies on the health and well-being of their community it is an empowering process. PATH was originally used in three communities in northeastern Nova Scotia, Canada in 1996 when the Canadian health care system was being restructured to a more decentralized system. Since then it has been used in other communities in Nova Scotia and India. This paper will describe the PATH process and the use of the community health impact assessment as well as the methodology used in the PATH process. The lessons learned from PATH's experiences of building capacity among the community in Canada and India will be presented.

    Direct photons are ideal tools to investigate kinematical and thermodynamical conditions of heavy ion collisions since they are emitted from all stages of the collision and once produced they leave the interaction region without further modification by the medium. The PHENIX experiment at RHIC has measured direct photon production in p+p and Au+Au collisions at 200 GeV over a wide transverse momentum ($p_T$) range. The $p$ + $p$ measurements allow a fundamental test of QCD, and serve as a baseline when we try to disentangle more complex mechanisms producing high $p_T$ direct photons in Au+Au. As for thermal photons in Au+Au we overcome the difficulties due to the large background from hadronic decays by measuring "almost real" virtual photons which appear as low invariant mass $e^+e^-$ pairs: a significant excess of direct photons is measured above the above next-to-leading order perturbative quantum chromodynamics calculations. Additional insights on the origin of direct photons can be gained with the study of the azimuthal anisotropy which benefits from the increased statistics and reaction plane resolution achieved in RHIC Year-7 data.

    The overall objective of the Direct Conversion Technology task is to develop an experimentally verified technology base for promising direct conversion systems that have potential application for energy conservation in the end-use sectors. This report contains progress of research on the Alkali Metal Thermal-to-Electric Converter (AMTEC) and on the Two-Phase Liquid-Metal MHD Electrical Generator (LMMHD) for the period January 1, 1991 through December 31, 1991. Research on AMTEC and on LMMHD was initiated during October 1987. Reports prepared on previous occasions (Refs. 1--5) contain descriptive and performance discussions of the following direct conversion concepts: thermoelectric, pyroelectric, thermionic, thermophotovoltaic, thermoacoustic, thermomagnetic, thermoelastic (Nitionol heat engine); and also, more complete descriptive discussions of AMTEC and LMMHD systems.

    A highly directional thermal emitter device comprises a two-dimensional periodic array of heavily doped semiconductor structures on a surface of a substrate. The array provides a highly directional thermal emission at a peak wavelength between 3 and 15 microns when the array is heated. For example, highly doped silicon (HDSi) with a plasma frequency in the mid-wave infrared was used to fabricate nearly perfect absorbing two-dimensional gratings structures that function as highly directional thermal radiators. The absorption and emission characteristics of the HDSi devices possessed a high degree of angular dependence for infrared absorption in the 10-12 micron range, while maintaining high reflectivity of solar radiation (.about.64%) at large incidence angles.

  13. Actual Versus Estimated Utility Factor of a Large Set of Privately Owned Chevrolet Volts

    In order to determine the overall fuel economy of a plug-in hybrid electric vehicle (PHEV), the amount of operation in charge depleting (CD) versus charge sustaining modes must be determined. Mode of operation is predominantly dependent on customer usage of the vehicle and is therefore highly variable. The utility factor (UF) concept was developed to quantify the distance a group of vehicles has traveled or may travel in CD mode. SAE J2841 presents a UF calculation method based on data collected from travel surveys of conventional vehicles. UF estimates have been used in a variety of areas, including the calculation of window sticker fuel economy, policy decisions, and vehicle design determination. The EV Project, a plug-in electric vehicle charging infrastructure demonstration being conducted across the United States, provides the opportunity to determine the real-world UF of a large group of privately owned Chevrolet Volt extended range electric vehicles. Using data collected from Volts enrolled in The EV Project, this paper compares the real-world UF of two groups of Chevrolet Volts to estimated UF's based on J2841. The actual observed fleet utility factors (FUF) for the MY2011/2012 and MY2013 Volt groups studied were observed to be 72% and 74%, respectively. Using the EPA CD ranges, the method prescribed by J2841 estimates a FUF of 65% and 68% for the MY2011/2012 and MY2013 Volt groups, respectively. Volt drivers achieved higher percentages of distance traveled in EV mode for two reasons. First, they had fewer long-distance travel days than drivers in the national travel survey referenced by J2841. Second, they charged more frequently than the J2841 assumption of once per day - drivers of Volts in this study averaged over 1.4 charging events per day. Although actual CD range varied widely as driving conditions varied, the average CD ranges for the two Volt groups studied matched the EPA CD range estimates, so CD range variation did not affect FUF results.

    Quantum disordered problems with a direction (imaginary vector potential) are discussed and mapped onto a supermatrix {sigma} model. It is argued that the 0D version of the {sigma} model may describe a broad class of phenomena that can be called directed quantum chaos. It is demonstrated by explicit calculations that these problems are equivalent to those of random asymmetric or non-Hermitian matrices. A joint probability of complex eigenvalues is obtained.     A spherically symmetrical ultra-relativistic blast wave is not an attractor of a generic asymmetric explosion. Spherical symmetry is reached only by the time the blast wave slows down to non-relativistic velocities, when the Sedov-Taylor-von Neumann attractor solution sets in. We show however, that a directed relativistic explosion, with the explosion momentum close to the explosion energy, produces a blast wave with a universal intermediate asymptotic -- a selfsimilar directed ultra-relativistic blast wave. This universality might be of interest for the astrophysics of gamma-ray burst afterglows.

    The guidance manual provides guidance to municipal personnel in understanding hazardous waste requirements of the Resource Conservation and Recovery Act (RCRA) and the implications of these RCRA requirements for the wastewater treatment plant operated by your municipality, for your local pretreatment program, and for local industries served by the treatment plant. The primary purpose of the manual is the RCRA notification requirement specified in the General Pretreatment Regulations. The manual focuses on Subtitle C requirements. (Subtitle C is directly applicable to industries since this program regulates generators, transporters, and disposers of hazardous waste). The manual also provides a general understanding of how federal RCRA requirements for hazardous waste affect industrial users.     Recently proposed processes for direct electroplating on nonconductive substrates offer numerous advantages. The industrial implementation of such processes is, however, hampered by lack of understanding. Presented here is a model for this class of processes based on three synergistic mechanisms: (i) stepwise propagation through the seed clusters that serve as sequentially activated microelectrodes, (ii) preferential accessibility to current of the sharp edge, and (iii) kinetics-based enhancement due to the fast propagation of an additive-free edge. The model has been computer simulated and verified by experiments of copper electroplating on nonconductive substrates.

    Methods, parallel computers, and computer program products are disclosed for remote direct memory access. Embodiments include transmitting, from an origin DMA engine on an origin compute node to a plurality target DMA engines on target compute nodes, a request to send message, the request to send message specifying a data to be transferred from the origin DMA engine to data storage on each target compute node; receiving, by each target DMA engine on each target compute node, the request to send message; preparing, by each target DMA engine, to store data according to the data storage reference and the data length, including assigning a base storage address for the data storage reference; sending, by one or more of the target DMA engines, an acknowledgment message acknowledging that all the target DMA engines are prepared to receive a data transmission from the origin DMA engine; receiving, by the origin DMA engine, the acknowledgement message from the one or more of the target DMA engines; and transferring, by the origin DMA engine, data to data storage on each of the target compute nodes according to the data storage reference using a single direct put operation.

    Understanding sources of uncertainty in aerosol direct radiative forcing (DRF), the difference in a given radiative flux component with and without aerosol, is essential to quantifying changes in Earth's radiation budget. We examine the uncertainty in DRF due to measurement uncertainty in the quantities on which it depends: aerosol optical depth, single scattering albedo, asymmetry parameter, solar geometry, and surface albedo. Direct radiative forcing at the top of the atmosphere and at the surface as well as sensitivities, the changes in DRF in response to unit changes in individual aerosol or surface properties, are calculated at three locations representing distinct aerosol types and radiative environments. The uncertainty in DRF associated with a given property is computed as the product of the sensitivity and typical measurement uncertainty in the respective aerosol or surface property. Sensitivity and uncertainty values permit estimation of total uncertainty in calculated DRF and identification of properties that most limit accuracy in estimating forcing. Total uncertainties in modeled local diurnally averaged forcing range from 0.2 to 1.3 W m-2 (42 to 20%) depending on location (from tropical to polar sites), solar zenith angle, surface reflectance, aerosol type, and aerosol optical depth. The largest contributor to total uncertainty in DRF is usually single scattering albedo; however decreasing measurement uncertainties for any property would increase accuracy in DRF. Comparison of two radiative transfer models suggests the contribution of modeling error is small compared to the total uncertainty although comparable to uncertainty arising from some individual properties.

  15. Survey and analysis of selected jointly owned large-scale electric utility storage projects

    The objective of this study was to examine and document the issues surrounding the curtailment in commercialization of large-scale electric storage projects. It was sensed that if these issues could be uncovered, then efforts might be directed toward clearing away these barriers and allowing these technologies to penetrate the market to their maximum potential. Joint-ownership of these projects was seen as a possible solution to overcoming the major barriers, particularly economic barriers, of commercializaton. Therefore, discussions with partners involved in four pumped storage projects took place to identify the difficulties and advantages of joint-ownership agreements. The four plants surveyed included Yards Creek (Public Service Electric and Gas and Jersey Central Power and Light); Seneca (Pennsylvania Electric and Cleveland Electric Illuminating Company); Ludington (Consumers Power and Detroit Edison, and Bath County (Virginia Electric Power Company and Allegheny Power System, Inc.). Also investigated were several pumped storage projects which were never completed. These included Blue Ridge (American Electric Power); Cornwall (Consolidated Edison); Davis (Allegheny Power System, Inc.) and Kttatiny Mountain (General Public Utilities). Institutional, regulatory, technical, environmental, economic, and special issues at each project were investgated, and the conclusions relative to each issue are presented. The major barriers preventing the growth of energy storage are the high cost of these systems in times of extremely high cost of capital, diminishing load growth and regulatory influences which will not allow the building of large-scale storage systems due to environmental objections or other reasons. However, the future for energy storage looks viable despite difficult economic times for the utility industry. Joint-ownership can ease some of the economic hardships for utilites which demonstrate a need for energy storage.

  16. Final Technical Report. Sault Tribe Building Efficiency Audits of Tribally-Owned Governmental Buildings and Residential Tribal Housing

    The Tribe is working to reduce energy consumption and expense in Tribally-owned governmental buildings and low income housing sites. In 2009, the Tribe applied to the U. S. Department of Energy for funding to conduct energy audits of Tribally-owned governmental buildings. Findings from the energy audits would define the extent and types of energy efficiency improvements needed, establish a basis for energy priorities, strategies and action plans, and provide a benchmark for measuring improvements from energy efficiency implementations. In 2010, the DOE awarded a grant in the amount of $95,238 to the Tribe to fund the energy audits of nine governmental buildings and to pay for travel expenses associated with attendance and participation at the DOE annual program reviews. In 2011, the Tribe applied for and was awarded a DOE grant in the amount of $75,509 to conduct energy audits of the remaining 30 Tribally-owned governmental buildings. Repeating mobilization steps performed during the first DOE energy audits grant, the Tribe initiated the second round of governmental building energy audits by completing energy auditor procurement. The selected energy auditor successfully passed DOE debarment and Sault Tribe background clearances. The energy audits contract was awarded to U. P. Engineers and Architects, Inc. of Sault Ste. Marie, Michigan. The Tribe continued mobilizing for the energy audits by providing the energy auditor with one year of electric, gas and water utility invoice copies per building, as well as supplemental building information, such as operating hours. The Tribe also contacted building occupants to coordinate scheduling for the on-site energy audit inspections and arranged for facilities management personnel to guide the energy auditor through the buildings and answer questions regarding building systems.

    Directed Light Fabrication (DLF) is a rapid prototyping process being developed at Los Alamos National Laboratory to fabricate metal components. This is done by fusing gas delivered metal powder particles in the focal zone of a laser beam that is, programmed to move along or across the part cross section. Fully dense metal is built up a layer at a time to form the desired part represented by a 3 dimensional solid model from CAD software. Machine ``tool paths`` are created from the solid model that command the movement and processing parameters specific to the DLF process so that the part can be built one layer at a time. The result is a fully dense, near net shape metal part that solidifies under rapid solidification conditions.

    An apparatus for simulating a rocket launch environment on a test item undergoing centrifuge testing by subjecting the item simultaneously or separately to vibration along an axis of centripetal force and along an axis perpendicular to the centripetal force axis. The apparatus includes a shaker motor supported by centrifuge arms and a right angle fixture pivotally connected to one of the shaker motor mounts. When the shaker motor vibrates along the centripetal force axis, the vibrations are imparted to a first side of the right angle fixture. The vibrations are transmitted 90 degrees around the pivot and are directed to a second side of the right angle fixture which imparts vibrations perpendicular to the centripetal force axis. The test item is in contact with a third side of the right angle fixture and receives both centripetal-force-axis vibrations and perpendicular axis vibrations simultaneously. A test item can be attached to the third side near the flexible coupling or near the air bag to obtain vibrations along the centripetal force axis or transverse to the centripetal force axis.

    This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the building’s modeled performance and recommended efficiency measures.

    We consider an environment where players are involved in a public goods game and must decide repeatedly whether to make an individual contribution or not. However, players lack strategically relevant information about the game and about the other players in the population. The resulting behavior of players is completely uncoupled from such information, and the individual strategy adjustment dynamics are driven only by reinforcement feedbacks from each player's own past. We show that the resulting "directional learning" is sufficient to explain cooperative deviations away from the Nash equilibrium. We introduce the concept of k-strong equilibria, which nest both the Nash equilibrium and the Aumann-strong equilibrium as two special cases, and we show that, together with the parameters of the learning model, the maximal k-strength of equilibrium determines the stationary distribution. The direct metallization layer (typically copper) may be bonded to the ceramic substrate, and semiconductor chips (such as IGBT and diodes) may be soldered or sintered onto the direct metallization layer to form a power electronics module. Multiple modules may be attached to cooling headers that provide in-flow and out-flow of coolant through the channels in the ceramic substrate.     U.S. industry believes in DSM. But it does not believe in the way DSM is being implemented, with its emphasis on mandatory utility surcharge/rebate programs. Self-directed industrial DSM programs would be better for industry - and for utilities as well. Industrial demand-side management, as it is currently practiced, relies heavily on command-and-control-style programs. The authors believe that all parties would benefit if utilities and state public service commissions encouraged the implementation of [open quotes]self-directed[close quotes] industrial DSM programs as an alternative to these mandatory surcharge/rebate-type programs. Here the authors outline industrial experience with existing demand-side management programs, and offer alternative approaches for DSM in large manufacturing facilities. Self-directed industrial programs have numerous advantages over mandatory utility-funded and sponsored DSM programs. Self-directed programs allow an industrial facility to use its own funds to meet its own specific goals, whether they are set on the basis of demand reduction, energy use reduction, spending levels for DSM and environmental activities, or some combination of these or other readily measurable criteria. This flexibility fosters a higher level of cost effectiveness, a more focused and effective approach for optimizing energy usage, larger emission reductions per dollar of expenditure, and more competitive industrial electric rates.

Directed antennas are placed on base stations and form a backbone of communication. The communication between base stations and wireless devices can be interfered due to a large number of wireless device. Methodically positioning and orienting directed antennas can help to reduce the interference while saving energy. An integer linear programming is developed for siting and directing antennas on multiple base stations, and this formulation can be extended to model non-overlapping channels. Through the integer programming formulation, optimal antenna positions can be used to analyze the performance of directed antennas with different parameters like the number base stations and the number of non-overlapping channels.

    We present FIRE/Gizmo hydrodynamic zoom-in simulations of isolated dark matter halos, two each at the mass of classical dwarf galaxies ($M_{\\rm vir} \\simeq 10^{10} M_{\\odot}$) and ultra-faint galaxies ($M_{\\rm vir} \\simeq 10^9 M_{\\odot}$), and with two feedback implementations. The resultant central galaxies lie on an extrapolated abundance matching relation from $M_{\\star} \\simeq 10^6$ to $10^4 M_{\\odot}$ without a break. Every host is filled with subhalos, many of which form stars. Our dwarfs with $M_{\\star} \\simeq 10^6 M_{\\odot}$ each have 1-2 well-resolved satellites with $M_{\\star} = 3-200 \\times 10^3 M_{\\odot}$. Even our isolated ultra-faint galaxies have star-forming subhalos. If this is representative, dwarf galaxies throughout the universe should commonly host tiny satellite galaxies of their own. We combine our results with the ELVIS simulations to show that targeting $\\sim 50~ \\rm kpc$ regions around nearby isolated dwarfs could increase the chances of discovering ultra-faint galaxies by $\\sim 35\\%...

    Three fast generators of direct photons in the central rapidity region of high-energy heavy-ion collisions have been presented The generator of prompt photons is based on a tabulation of $p+p(\\bar p)$ data and binary scaling. Two generators of thermal direct photons, for hot hadron gas (HHG) and quark-gluon plasma (QGP) scenarios, assume the 1+1 Bjorken hydrodynamics. SPS and RHIC data can be fitted better by scenario with QGP. Predictions for the LHC energy have been made. The generators have been realized as macros for the ROOT analysis package.

    A wellbore inertial directional surveying system for providing a complete directional survey of an oil or gas well borehole to determine the displacement in all three directions of the borehole path relative to the well head at the surface. The information generated by the present invention is especially useful when numerous wells are drilled to different geographical targets from a single offshore platform. Accurate knowledge of the path of the borehole allows proper well spacing and provides assurance that target formations are reached. The tool is lowered down into a borehole on an electrical cable. A computer positioned on the surface communicates with the tool via the cable. The tool contains a sensor block which is supported on a single gimbal, the rotation axis of which is aligned with the cylinder axis of the tool and, correspondingly, the borehole. The gyroscope measurement of the sensor block rotation is used in a null-seeking servo loop which essentially prevents rotation of the sensor block about the gimbal axis. Angular rates of the sensor block about axes which are perpendicular to te gimbal axis are measured by gyroscopes in a manner similar to a strapped-down arrangement. Three accelerometers provide acceleration information as the tool is lowered within the borehole. The uphole computer derives position information based upon acceleration information and angular rate information. Kalman estimation techniques are used to compensate for system errors. 25 figures.

    The manual is directed towards two types of facilities: First, guidance is to POTWs that wish to preclude the entry of hazardous wastes into their facilities and avoid regulation and liability under RCRA. Administrative/technical recommendations for control of such wastes is provided, many of which are already in use by POTWs. Second, the responsibilities of POTWs that choose to accept hazardous wastes from truck, rail, or dedicated pipeline are discussed, including relevant regulatory provisions, strict liability and corrective action requirements for releases, and recommended procedures for waste acceptance/management. The manual describes the RCRA regulatory status of wastes that POTW operators typically may encounter. The manual includes a Waste Monitoring Plan. Appendices give the following: RCRA lists; RCRA listed hazardous wastes; examples of POTW sewer use ordinance language, waste hauler permit; waste tracking form, notification of hazardous waste activity; uniform hazardous waste manifest; biennial hazardous waste report; and state hazardous waste contacts.

    The quantumness of the correlation known as quantum correlation is usually measured by quantum discord. So far various quantum discords can be roughly understood as indirect measure by some special discrepancy of two quantities. We present a direct measure of quantum correlation by revealing the difference between the structures of classically and quantum correlated states. Our measure explicitly includes the contributions of the inseparability and local nonorthogonality of the eigenvectors of a density matrix. Besides its relatively easy computability, our measure can provide a unified understanding of quantum correlation of all the present versions.

    We study prospects of dark-matter direct-detection searches for probing non-relativistic effective theory for WIMP-baryon scattering. We simulate a large set of noisy recoil-energy spectra for different scattering scenarios (beyond the standard momentum-independent contact interaction), for Generation 2 and futuristic experiments. We analyze these simulations and quantify the probability of successfully identifying the operator governing the scattering, if a WIMP signal is observed. We find that the success rate depends on a combination of factors: the WIMP mass, the mediator mass, the type of interaction, and the experimental energy window. For example, for a 20 GeV WIMP, Generation 2 is only likely to identify the right operator if the interaction is Coulomb-like, and is unlikely to do so in any other case. For a WIMP with a mass of 200 GeV or higher, success is almost guaranteed. We also find that, regardless of the scattering model and the WIMP parameters, a single Generation 2 experiment is unlikely to successfully discern the momentum dependence of the underlying operator on its own, but prospects improve drastically when experiments with different target materials and energy windows are analyzed jointly. Furthermore, we examine the quality of parameter estimation and degeneracies in the multi-dimensional parameter space of the effective theory. We find in particular that the resulting WIMP mass estimates can be severely biased if data are analyzed assuming the standard (momentum-independent) operator while the actual operator has momentum-dependence. Finally, we evaluate the ultimate reach of direct detection, finding that the prospects for successful operator selection prior to reaching the irreducible backgrounds are excellent, if the signal is just below the current limits, but slim if Generation 2 does not report WIMP detection.

  14. Staged direct injection diesel engine

    A diesel engine having staged injection for using lower cetane number fuels than No. 2 diesel fuel. The engine includes a main fuel injector and a pilot fuel injector. Pilot and main fuel may be the same fuel. The pilot injector injects from five to fifteen percent of the total fuel at timings from 20.degree. to 180.degree. BTDC depending upon the quantity of pilot fuel injected, the fuel cetane number and speed and load. The pilot fuel injector is directed toward the centerline of the diesel cylinder and at an angle toward the top of the piston, avoiding the walls of the cylinder. Stratification of the early injected pilot fuel is needed to reduce the fuel-air mixing rate, prevent loss of pilot fuel to quench zones, and keep the fuel-air mixture from becoming too fuel lean to become effective. In one embodiment, the pilot fuel injector includes a single hole for injection of the fuel and is directed at approximately 48.degree. below the head of the cylinder.

    A burner for use in a gas turbine engine includes a burner tube having an inlet end and an outlet end; a plurality of air passages extending axially in the burner tube configured to convey air flows from the inlet end to the outlet end; a plurality of fuel passages extending axially along the burner tube and spaced around the plurality of air passage configured to convey fuel from the inlet end to the outlet end; and a radial air swirler provided at the outlet end configured to direct the air flows radially toward the outlet end and impart swirl to the air flows. The radial air swirler includes a plurality of vanes to direct and swirl the air flows and an end plate. The end plate includes a plurality of fuel injection holes to inject the fuel radially into the swirling air flows. A method of mixing air and fuel in a burner of a gas turbine is also provided. The burner includes a burner tube including an inlet end, an outlet end, a plurality of axial air passages, and a plurality of axial fuel passages. The method includes introducing an air flow into the air passages at the inlet end; introducing a fuel into fuel passages; swirling the air flow at the outlet end; and radially injecting the fuel into the swirling air flow.

    In the early 1970s Yang and Menichelli demonstrated that direct laser illumination of low-density secondary explosive prr:ssings through a transparent window could produce detonation. 'The energy requirement for threshold initiation of detonation was reduced when a thin metal coating of metal covered the side of the window against which the low-density explosive was pressed. We have obtained experimental results that are in general agreement with the results of Renllund, Stanton and Trott (1 989) and recent: work by Nagayama, hou and Nakahara (2001). We report exploration of the effects of laser beam diameter, PEiTN density and specific surface area, and thickness of a titanium coating on the window.

  17. Direct synthesis of calcium borohydride

    A method is disclosed for directly preparing an alkaline earth metal borohydride, i.e. Ca(BH.sub.4).sub.2, from the alkaline earth metal hydride and the alkaline earth metal boride. The borohydride thus prepared is doped with a small portion of a metal chloride catalyst compound, such as RuCl.sub.3, TiCl.sub.3, or a mixture of TiCl.sub.3 and palladium metal. The process provides for mechanically mixing the dry reagents under an inert atmosphere followed by charging the mixed materials with high pressure hydrogen at about 70 MPa while heating the mixture to about 400.degree. C. The method is relatively simple and inexpensive and provides reversible hydride compounds which are free of the usual contamination introduced by prior art wet chemical methods.

    A method for directional hydraulic fracturing using borehole seals to confine pressurized fluid in planar permeable regions, comprising: placing a sealant in the hole of a structure selected from geologic or cemented formations to fill the space between a permeable planar component and the geologic or cemented formation in the vicinity of the permeable planar component; making a hydraulic connection between the permeable planar component and a pump; permitting the sealant to cure and thereby provide both mechanical and hydraulic confinement to the permeable planar component; and pumping a fluid from the pump into the permeable planar component to internally pressurize the permeable planar component to initiate a fracture in the formation, the fracture being disposed in the same orientation as the permeable planar component.

    A method is disclosed for directly preparing an alkaline earth metal borohydride, i.e. Mg(BH.sub.4).sub.2, from the alkaline earth metal boride MgB.sub.2 by hydrogenating the MgB.sub.2 at an elevated temperature and pressure. The boride may also be doped with small amounts of a metal chloride catalyst such as TiCl.sub.3 and/or NiCl.sub.2. The process provides for charging MgB.sub.2 with high pressure hydrogen above at least 70 MPa while simultaneously heating the material to about 350.degree. C. to about 400.degree. C. The method is relatively simple and inexpensive and provides a reversible hydride compound having a hydrogen capacity of at least 11 wt %.

    The purposes of Argonne's Laboratory Directed Research and Development (LDRD) Program are to encourage the development of novel concepts, enhance the Laboratory's R D capabilities, and further the development of its strategic initiatives. Among the aims of the projects supported by the Program are establishment of engineering proof-of-principle''; development of an instrumental prototype, method, or system; or discovery in fundamental science. Several of these project are closely associated with major strategic thrusts of the Laboratory as described in Argonne's Five Year Institutional Plan, although the scientific implications of the achieved results extend well beyond Laboratory plans and objectives. The projects supported by the Program are distributed across the major programmatic areas at Argonne. Areas of emphasis are (1) advanced accelerator and detector technology, (2) x-ray techniques in biological and physical sciences, (3) advanced reactor technology, (4) materials science, computational science, biological sciences and environmental sciences. Individual reports summarizing the purpose, approach, and results of projects are presented.
