    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    Following the petroleum price and supply disruptions of 1973, the U.S. government began a substantial program to fund the development of alternative fuels. Direct coal liquefaction was one of the potential routes to alternative fuels. The direct coal liquefaction program was funded at substantial levels through 1982, and at much lower levels thereafter. Those processes that were of most interest during this period were designed to produce primarily distillate fuels. By 1999, U.S. government funding for the development of direct coal liquefaction ended. Now that the end of this campaign has arrived, it is appropriate to summarize the process learnings derived from it. This report is a summary of the process learnings derived from the DOE direct coal liquefaction process development campaign of the late twentieth century. The report concentrates on those process development programs that were designed to produce primarily distillate fuels and were largely funded by DOE and its predecessors in response to the petroleum supply and price disruptions of the 1970s. The report is structured as chapters written by different authors on most of the major individual DOE-funded process development programs. The focus of the report is process learnings, as opposed to, say, fundamental coal liquefaction science or equipment design. As detailed in the overview (Chapter 2), DOE's direct coal liquefaction campaign made substantial progress in improving the process yields and the quality of the distillate product. Much of the progress was made after termination by 1983 of the major demonstration programs of the ''first generation'' (SRC-II, H-Coal, EDS) processes.

    Brookhaven National (BNL) Laboratory is a multidisciplinary laboratory that carries out basic and applied research in the physical, biomedical, and environmental sciences, and in selected energy technologies. It is managed by Brookhaven Science Associates, LLC, under contract with the U. S. Department of Energy. BNL's total annual budget has averaged about $450 million. There are about 3,000 employees, and another 4,500 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 4 13.2, ''Laboratory Directed Research and Development,'' March 5, 1997, and the LDRD Annual Report guidance, updated February 12, 1999. The LDRD Program obtains its funds through the Laboratory overhead pool and operates under the authority of DOE Order 4 13.2. The goals and objectives of BNL's LDRD Program can be inferred from the Program's stated purposes. These are to (1) encourage and support the development of new ideas and technology, (2) promote the early exploration and exploitation of creative and innovative concepts, and (3) develop new ''fundable'' R&D projects and programs. The emphasis is clearly articulated by BNL to be on supporting exploratory research ''which could lead to new programs, projects, and directions'' for the Laboratory. As one of the premier scientific laboratories of the DOE, BNL must continuously foster groundbreaking scientific research. At Brookhaven National Laboratory one such method is through its LDRD Program. This discretionary research and development tool is critical in maintaining the scientific excellence and long-term vitality of the Laboratory. Additionally, it is a means to stimulate the scientific community and foster new science and technology ideas, which becomes a major factor in achieving and maintaining staff excellence and a means to address national needs within the overall mission of the DOE and BNL. The LDRD Annual Report contains summaries of all research activities funded during Fiscal Year 2001. The Project Summaries with their accomplishments described in this report reflect the above. Aside from leading to new fundable or promising programs and producing especially noteworthy research, the LDRD activities have resulted in numerous publications in various professional and scientific journals and presentations at meetings and forums. All FY 2001 projects are listed and tabulated in the Project Funding Table. Also included in this Annual Report in Appendix A is a summary of the proposed projects for FY 2002. The BNL LDRD budget authority by DOE in FY 2001 was $6 million. The actual allocation totaled $5.3 million. The following sections in this report contain the management processes, peer review, and the portfolio's relatedness to BNL's mission, initiatives and strategic plans. Also included is a metric of success indicators.

    CVMR{sup R} presents a technology for refining nickel from the enrichment barrier materials of the DOE that is proven through 100 years of use by the metals industry. CVMR{sup R} applies modern controls, instrumentation for process and monitoring of the system, and innovative production methods to produce a wide spectrum of products that generate new technology applications and improvements to our society and economy. CVMR{sup R} will receive barrier materials as a secure operation and size reduce the metal to a shred that is fed to a carbonylation reactor where nickel is reacted with carbon monoxide and generate nickel carbonyl. The carbonyl will be filtered and decomposed with heat to form a variety of products that include high value nano powders, coated substrates, net shapes and pure nickel. The residue from the reactor will retain radionuclides from enrichment activities. The carbon monoxide will only react and extract nickel under the operating conditions to leave volumetric contamination in the unreacted residue. A demonstration plant was designed and built by CVMR{sup R} and operated by BWXT, to demonstrate the systems capabilities to DOE in 2006. A pilot plant operation precedes the detailed design of the nickel refinery and provides essential data for design, safe work practices, waste characterizations and system kinetics and confirms the project feasibility. CVMR{sup R} produces nickel products that are cleaner than the nickel in U.S. commerce and used by industry today. The CVMR{sup R} process and systems for nickel refining is well suited for DOE materials and will provide value through environmental stewardship, recovery of high value assets, and support of the DOE environmental remediation programs as the refined nickel generates additional long term benefits to local communities.     Because of the significant radiological and chemical hazards present at the 216-Z-9 Trench at the US Department of Energy Hanford Site, the only practical subsurface characterization methods are those that minimize or control airborne vapors and particles. This study evaluates and compares the performance of two Direct Push Technologies (Hydraulic Hammer Rig (HHR) and Cone Penetrometer Testing (CPT)) with traditional cable tool drilling in similar difficult geologic conditions. The performance was based on the depth of penetration, the ability to collect representative vadose zone soil samples, the penetration rate, and the relative cost. The HHR achieved deeper penetration depths and faster penetration rates than CPT techniques, while still maintaining the waste minimization benefits of direct push technologies. Although cable tool drilling achieved the deepest penetration, the safety and disposal concerns due to the soil cuttings that were generated made this drilling approach both slow and costly compared to the direct push techniques.     This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

  15. Working with Indian Tribal Nations. A guide for DOE employees

    U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal governments trust responsibility to the tribes, tribal treaty rights, and the Department of Energys American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are encouraged to educate themselves about the history and culture of tribal nations near DOE facilities.This guide provides a first step in that direction.

    Telomerase reactivation and immortalization are critical for human carcinoma progression. However, little is known about the mechanisms controlling this crucial step, due in part to the paucity of experimentally tractable model systems that can examine human epithelial cell immortalization as it might occur in vivo. We achieved efficient non-clonal immortalization of normal human mammary epithelial cells (HMEC) by directly targeting the 2 main senescence barriers encountered by cultured HMEC. The stress-associated stasis barrier was bypassed using shRNA to p16INK4; replicative senescence due to critically shortened telomeres was bypassed in post-stasis HMEC by c-MYC transduction. Thus, 2 pathologically relevant oncogenic agentsmore » are sufficient to immortally transform normal HMEC. The resultant non-clonal immortalized lines exhibited normal karyotypes. Most human carcinomas contain genomically unstable cells, with widespread instability first observed in vivo in pre-malignant stages; in vitro, instability is seen as finite cells with critically shortened telomeres approach replicative senescence. Our results support our hypotheses that: (1) telomere-dysfunction induced genomic instability in pre-malignant finite cells may generate the errors required for telomerase reactivation and immortalization, as well as many additional “passenger” errors carried forward into resulting carcinomas; (2) genomic instability during cancer progression is needed to generate errors that overcome tumor suppressive barriers, but not required per se; bypassing the senescence barriers by direct targeting eliminated a need for genomic errors to generate immortalization.     The U.S. Department of Energy (DOE) Office of Civilian Radioactive Waste Management is in the process of preparing the Yucca Mountain license application for submission to the Nuclear Regulatory Commission as the nations first geologic repository for spent nuclear fuel (SNF) and high-level waste. Because the DOE SNF will be part of the license application, there are various components of the license application that will require information relative to the DOE SNF. The National Spent Nuclear Fuel Program (NSNFP) is the organization that directs the research, development, and testing of treatment, shipment, and disposal technologies for all DOE SNF. This report documents the work activities conducted by the NSNFP and discusses the relationship between these NSNFP technical activities and the license application. A number of the NSNFP activities were performed to provide risk insights and understanding of DOE SNF disposal as well as to prepare for anticipated questions from the regulatory agency.

    Direct methanol fuel cell membranes were developed using blends of different polyelectrolytes with PVDF. The membranes showed complex relationships between polyelectrolyte chemistry, morphology, and processing. Although the PVDF grade was found to have little effect on the membrane permselectivity, it does impact membrane conductivity and methanol permeation values. Other factors, such as varying the polyelectrolyte polarity, using varying crosslinking agents, and adjusting the equivalent weight of the membranes impacted methanol permeation, permselectivity, and areal resistance. We now understand, within the scope of the project work completed, how these inter-related performance properties can be tailored to achieve a balance of performance.

    New techniques for the laboratory direct detection of dark matter weakly interacting massive particles (WIMPs) are sensitive to the recoil direction of the struck nuclei. We compute and compare the directional recoil rates dR/dcos{theta} (where {theta} is the angle measured from a reference direction in the sky) for several WIMP velocity distributions including the standard dark halo and anisotropic models such as Sikivie's late-infall halo model and logarithmic-ellipsoidal models. Since some detectors may be unable to distinguish the beginning of the recoil track from its end (lack of head-tail discrimination), we introduce a folded directional recoil rate dR/d|cos{theta}|, where |cos{theta}| does not distinguish the head from the tail of the track. We compute the CS{sub 2} and CF{sub 4} exposures required to distinguish a signal from an isotropic background noise, and find that dR/d|cos{theta}| is effective for the standard dark halo and some but not all anisotropic models.

  3. AISI direct steelmaking program

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

    This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others. The assessment focuses on six representative facilities: the Idaho National Engineering Laboratory (INEL); the Fernald Environmental Management Project (FEMP); the Oak Ridge Reservation (ORR), including the Oak Ridge National Laboratory (ORNL), Y-12 plant, and K-25 plant; the Rocky Flats Plant; the Hanford Reservation; and the Portsmouth Gaseous Diffusion Plant.

    All of the research and human resource development projects were systemic in nature with real potential for becoming self sustaining. They concentrated on building permanent structure, such as faculty expertise, research equipment, the SEM Minority Center, and the School of Environment and Natural Resources. It was the intent of the DOE/EPSCoR project to permanently change the way Wyoming does business in energy-related research, human development for science and engineering careers, and in relationships between Wyoming industry, State Government and UW. While there is still much to be done, the DOE/EPSCoR implementation award has been successful in accomplishing that change and enhancing UW's competitiveness associated with coal utilization, electrical energy efficiency, and environmental remediation.

    A high-frequency directional antenna of the 360 d scaring type is described. The antenna has for its desirable features the reduction in both size and complexity of the mechanism for rotating the antenna through its scanning movement. These advantages result from the rotation of only the driven element, the reflector remaining stationary. The particular antenna structure comprises a refiector formed by a plurality of metallic slats arranged in the configuration of an annular cage having the shape of a zone of revolution. The slats are parallel to each other and are disposed at an angle of 45 d to the axis of the cage. A directional radiator is disposed inside the cage at an angle of 45 d to the axis of the cage in the same direction as the reflecting slats which it faces. As the radiator is rotated, the electromagnetic wave is reflected from the slats facing the radiator and thereafter passes through the cage on the opposite side, since these slats are not parallel with the E vector of the wave.

    The influence of alternating (ac) and direct current (dc) fields on the structural and dielectric properties of [001]{sub PC} textured Na{sub 0.5}Bi{sub 0.5}TiO{sub 3}-7%BaTiO{sub 3} (NBT-7%BT) ceramics has been investigated. X-ray diffraction measurements revealed that the depolarization at temperature T{sub d} in poled samples resulted from a tetragonal {yields} pseudo-cubic transition on heating. Moderate ac drive and dc bias had opposite influences on T{sub d}: ac drive decreased the T{sub d}, whereas dc bias increased it. These investigations suggested an effective method to expand the working temperature range of NBT-x%BT textured ceramics to a high temperature.

    The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab or LBNL) is a multi-program national research facility operated by the University of California for the Department of Energy (DOE). As an integral element of DOE's National Laboratory System, Berkeley Lab supports DOE's missions in fundamental science, energy resources, and environmental quality. Berkeley Lab programs advance four distinct goals for DOE and the nation: (1) To perform leading multidisciplinary research in the computing sciences, physical sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety and protection of the environment. (2) To develop and operate unique national experimental facilities for qualified investigators. (3) To educate and train future generations of scientists and engineers to promote national science and education goals. (4) To transfer knowledge and technological innovations and to foster productive relationships among Berkeley Lab's research programs, universities, and industry in order to promote national economic competitiveness. In FY03, Berkeley Lab was authorized by DOE to establish a funding ceiling for the LDRD program of $15.0 M, which equates to about 3.2% of Berkeley Lab's FY03 projected operating and capital equipment budgets. This funding level was provided to develop new scientific ideas and opportunities and allow the Berkeley Lab Director an opportunity to initiate new directions. Budget constraints limited available resources, however, so only $10.1 M was expended for operating and $0.6 M for capital equipment (2.4% of actual Berkeley Lab FY03 costs). In FY03, scientists submitted 168 proposals, requesting over $24.2 M in operating funding. Eighty-two projects were funded, with awards ranging from $45 K to $500 K. These projects are summarized in Table 1.

    This final report summarizes the accomplished goals and provide a list of the publications and presentations made during the project. The goals of the project were accomplished through the various publications submitted to Journals and presentations done at the DOE and international meetings and conferences. The 8 journal articles related to the goals of this project were accepted or submitted. The 23 presentations related to goals of the project were presented at the meetings. There were some minor changes regarding to project goals because of issues encountered during the analysis of the data. For example, a total water probe sensor mounted on the Convair-580 that can be used for defining mixed phase conditions and parameterization, had some problems to estimate magnitude of total water mass, and this resulted in issues providing an accurate parameterization for cloud fraction. Variability related aerosol number concentrations and their composition for direct and indirect effects were studied and published. Results were given to explain aerosol and ice microphysical effects on climate change studies. It is suggested that developed parameterizations should consider the variability in aerosol and ice parameters over the Arctic regions.

    The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab or LBNL) is a multi-program national research facility operated by the University of California for the Department of Energy (DOE). As an integral element of DOE's National Laboratory System, Berkeley Lab supports DOE's missions in fundamental science, energy resources, and environmental quality. Berkeley Lab programs advance four distinct goals for DOE and the nation: (1) To perform leading multidisciplinary research in the computing sciences, physical sciences, energy sciences, biosciences, and general sciences in a manner that ensures employee and public safety and protection of the environment. (2) To develop and operate unique national experimental facilities for qualified investigators. (3) To educate and train future generations of scientists and engineers to promote national science and education goals. (4) To transfer knowledge and technological innovations and to foster productive relationships among Berkeley Lab's research programs, universities, and industry in order to promote national economic competitiveness. Berkeley Lab's research and the Laboratory Directed Research and Development (LDRD) program support DOE's Strategic Themes that are codified in DOE's 2006 Strategic Plan (DOE/CF-0010), with a primary focus on Scientific Discovery and Innovation. For that strategic theme, the Fiscal Year (FY) 2008 LDRD projects support each one of the three goals through multiple strategies described in the plan. In addition, LDRD efforts support the four goals of Energy Security, the two goals of Environmental Responsibility, and Nuclear Security (unclassified fundamental research that supports stockpile safety and nonproliferation programs). The LDRD program supports Office of Science strategic plans, including the 20-year Scientific Facilities Plan and the Office of Science Strategic Plan. The research also supports the strategic directions periodically under consideration and review by the Office of Science Program Offices, such as LDRD projects germane to new research facility concepts and new fundamental science directions. Berkeley Lab LDRD program also play an important role in leveraging DOE capabilities for national needs. The fundamental scientific research and development conducted in the program advances the skills and technologies of importance to our Work For Others (WFO) sponsors. Among many directions, these include a broad range of health-related science and technology of interest to the National Institutes of Health, breast cancer and accelerator research supported by the Department of Defense, detector technologies that should be useful to the Department of Homeland Security, and particle detection that will be valuable to the Environmental Protection Agency. The Berkeley Lab Laboratory Directed Research and Development Program FY2008 report is compiled from annual reports submitted by principal investigators following the close of the fiscal year. This report describes the supported projects and summarizes their accomplishments. It constitutes a part of the LDRD program planning and documentation process that includes an annual planning cycle, project selection, implementation, and review.

  11. Direct search for dark matter

    Dark matter is hypothetical matter which does not interact with electromagnetic radiation. The existence of dark matter is only inferred from gravitational effects of astrophysical observations to explain the missing mass component of the Universe. Weakly Interacting Massive Particles are currently the most popular candidate to explain the missing mass component. I review the current status of experimental searches of dark matter through direct detection using terrestrial detectors.

    After six months of operation of the pilot plant, the viability of in-bath smelting combined with a high level of post combustion has been demonstrated, and the opportunity exists for an early commercialization of the direct ironmaking part of the process while we continue to research direct steelmaking. The program should be of equal interest to integrated and electric furnace producers. Smelting of ore provides virgin iron units. Additionally, the process has the flexibility of melting scrap and varying the ore-to-scrap ratio over wide ranges. This process does not require coke, thus eliminating the cokemaking operation, a major source of environmental concern.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.
