    The licensing framework established by the U.S. Nuclear Regulatory Commission under Title 10 of the Code of Federal Regulations (10 CFR) Part 52, “Licenses, Certifications, and Approvals for Nuclear Power Plants,” provides requirements for standard design certifications (DCs) and combined license (COL) applications. The intent of this process is the early reso- lution of safety issues at the DC application stage. Subsequent COL applications may incorporate a DC by reference. Thus, the COL review will not reconsider safety issues resolved during the DC process. However, a COL application that incorporates a DC by reference must demonstrate that relevant site-specific de- sign parameters are within the bounds postulated by the DC, and any departures from the DC need to be justified. This paper provides an overview of several seismic analysis issues encountered during a review of recent DC applications under the 10 CFR Part 52 process, in which the authors have participated as part of the safety review effort.

    The current U.S. Nuclear Regulatory Commission (NRC) licensing process of instrumentation and control (I&C) systems is based on deterministic requirements, e.g., single failure criteria, and defense in depth and diversity. Probabilistic considerations can be used as supplements to the deterministic process. The National Research Council has recommended development of methods for estimating failure probabilities of digital systems, including commercial off-the-shelf (COTS) equipment, for use in probabilistic risk assessment (PRA). NRC staff has developed informal qualitative and quantitative requirements for PRA modeling of digital systems. Brookhaven National Laboratory (BNL) has performed a review of the-state-of-the-art of the methods and tools that can potentially be used to model digital systems. The objectives of this paper are to summarize the review, discuss the issues associated with probabilistic modeling of digital systems, and identify potential areas of research that would enhance the state of the art toward a satisfactory modeling method that could be integrated with a typical probabilistic risk assessment.

    The nuclear industry has been slow to incorporate digital sensor technology into nuclear plant designs due to concerns with digital qualification issues. However, the benefits of digital sensor technology for nuclear plant instrumentation are substantial in terms of accuracy, reliability, availability, and maintainability.     There are significant developments underway in new types of actuators for power plant active components. Many of these make use of digital technology to provide a wide array of benefits in performance of the actuators and in reduced burden to maintain them. These new product offerings have gained considerable acceptance in use in process plants. In addition, they have been used in conventional power generation very successfully. This technology has been proven to deliver the benefits promised and substantiate the claims of improved performance. The nuclear industry has been reluctant to incorporate digital actuator technology into nuclear plant designs due to concerns due to a number of concerns. These could be summarized as cost, regulatory uncertainty, and a certain comfort factor with legacy analog technology. The replacement opportunity for these types of components represents a decision point for whether to invest in more modern technology that would provide superior operational and maintenance benefits. Yet, the application of digital technology has been problematic for the nuclear industry, due to qualification and regulatory issues. With some notable exceptions, the result has been a continuing reluctance to undertake the risks and uncertainties of implementing digital actuator technology when replacement opportunities present themselves. Rather, utilities would typically prefer to accept the performance limitations of the legacy analog actuator technologies to avoid impacts to project costs and schedules. The purpose of this report is to demonstrate that the benefits of digital actuator technology can be significant in terms of plant performance and that it is worthwhile to address the barriers currently holding back the widespread development and use of this technology. It addresses two important objectives in pursuit of the beneficial use of digital actuator technology for nuclear power plants: 1. To demonstrate the benefits of digital actuator technology over legacy analog sensor technology in both quantitative and qualitative ways. 2. To recognize and address the added difficulty of digital technology qualification, especially in regard to software common cause failure (SCCF), that is introduced by the use of digital actuator technology.

    The licensing framework established by the U.S. Nuclear Regulatory Commission under Title 10 of the Code of Federal Regulations (10 CFR) Part 52, “Licenses, Certifications, and Approvals for Nuclear Power Plants,” provides requirements for standard design certifications (DCs) and combined license (COL) applications. The intent of this process is the early reso- lution of safety issues at the DC application stage. Subsequent COL applications may incorporate a DC by reference. Thus, the COL review will not reconsider safety issues resolved during the DC process. However, a COL application that incorporates a DC by reference must demonstrate that relevant site-specific de- sign parameters are confined within the bounds postulated by the DC, and any departures from the DC need to be justified. This paper provides an overview of structural design chal- lenges encountered in recent DC applications under the 10 CFR Part 52 process, in which the authors have participated as part of the safety review effort.

Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

    The ACRS has been reviewing various advance plant designs for certification. The most active reviews have been for the ABWR, AP600, and System 80+. We have completed the reviews for ABWR and System 80+ and are presently concentrating on AP600. The ACRS gave essentially unqualified certification approval for the two completed reviews, yet,,during the process of review a number of issues arose and the plant designs changed somewhat to accommodate some of the ACRS concerns. In this talk, I will describe some of the severe accident and thermal hydraulic related issues we discussed in our reviews.

    On October 19, 2001, the Utah Division of Radiation Control issued Amendment 12 to Radioactive Material License UT2300249 (RML) for Envirocare of Utah, Inc. (Envirocare) disposal operations. The license amendment provides the mechanism for Envirocare to receive and dispose of containerized Class A Low-Level Radioactive Waste (LLRW) at the newly constructed Containerized Waste Facility (CWF). Due to the increased radioactivity and external dose rates of waste that will be shipped to the CWF, a Generator Certification Program has been implemented that eliminates the requirement to sample incoming shipments, thus keeping worker doses to as low as reasonably achievable (ALARA). This paper presents the key elements of the Generator Certification Program and describes the review and approval process for certifying generators to ship waste to the CWF. Each phase of the program will be discussed to assist generators in gaining a better understanding of the certification process. Additionally, the paper will present unique differences between the CWF Waste Acceptance Criteria and the requirements from other commercial disposal facilities.

    Most arms-control-treaty-monitoring scenarios involve a host party that makes a declaration regarding its nuclear material or items and a monitoring party that verifies that declaration. A verification system developed for such a use needs to be trusted by both parties. The first concern, primarily from the host party's point of view, is that any sensitive information that is collected must be protected without interfering in the efficient operation of the facility being monitored. This concern is addressed in what can be termed a 'certification' process. The second concern, of particular interest to the monitoring party, is that it must be possible to confirm the veracity of both the measurement system and the data produced by this measurement system. The monitoring party addresses these issues during an 'authentication' process. Addressing either one of these concerns independently is relatively straightforward. However, it is more difficult to simultaneously satisfy host party certification concerns and monitoring party authentication concerns. Typically, both parties will want the final access to the measurement system. We will describe an alternative approach that allows both parties to gain confidence simultaneously. This approach starts with (1) joint development of the measurement system followed by (2) host certification of several copies of the system and (3) random selection by the inspecting party of one copy to be use during the monitoring visit and one (or more) copy(s) to be returned to the inspecting party's facilities for (4) further hardware authentication; any remaining copies are stored under joint seal for use as spares. Following this process, the parties will jointly (5) perform functional testing on the selected measurement system and then (6) use this system during the monitoring visit. Steps (1) and (2) assure the host party as to the certification of whichever system is eventually used in the monitoring visit. Steps (1), (3), (4), and (5) increase the monitoring party's confidence in the authentication of the measurement system.

It describes how SREC markets function--key policy design provisions, eligible technologies, state and regional eligibility rules, solar alternative compliance payments, measurement and verification methods, long-term contracting provisions, and rate caps. It also examines the trends of SREC markets--trading volumes, sourcing trends, trends in the size of solar photovoltaic (PV) systems driven by these markets, and trends in price and compliance. Throughout, the paper explores key issues and challenges facing SREC markets and attempts by policymakers to address some of these market barriers. Data and information presented in this report are derived from SREC tracking systems, brokers and auctions, published reports, and information gleaned from market participants and interviews with state regulators responsible for SREC market implementation. The last section summarizes key findings.

    In June 1996, the Renewable Aviation Fuels Development Center (RAFDC) at Baylor University in Waco, Texas, received a Supplemental Type Certificate (STC) for the use of 100% ethanol as a fuel for the Cessna 152, the most popular training aircraft in the world. This is the first certification granted by the Federal Aviation Administration (FAA) for a non-petroleum fuel. Certification of an aircraft on a new fuel requires a certification of the engine followed by a certification of the airframe/engine combination. This paper will describe the FAA airframe certification procedure, the tests required and their outcome using ethanol as an aviation fuel in a Cessna 152.

    A digital rotation indicator is disclosed for monitoring the position of a valve member having a movable actuator. The indicator utilizes mercury switches adapted to move in cooperation with the actuator. Each of the switches produces an output as it changes state when the actuator moves. A direction detection circuit is connected to the switches to produce a first digital signal indicative of the direction of rotation of the actuator. A count pulse generating circuit is also connected to the switches to produce a second digital pulse signal having count pulses corresponding to a change of state of any of the mercury switches. A reset pulse generating circuit is provided to generate a reset pulse each time a count pulse is generated. An up/down counter is connected to receive the first digital pulse signal and the second digital pulse signal and to count the pulses of the second digital pulse signal either up or down depending upon the instantaneous digital value of the first digital signal whereby a running count indicative of the movement of the actuator is maintained.

The transponder includes a transducer that receives acoustic waves, including the activating sonar signal, and generates an analog electrical receipt signal. The analog electrical receipt signal is converted to a digital receipt signal and cross-correlated with a digital transmission signal pattern corresponding to the activating sonar signal. A relative peak in the cross-correlation value is indicative of the activating sonar signal having been received by the transponder.     Preliminary design concepts for the proposed Subsurface Repository at Yucca Mountain indicate extensive reliance on modern, computer-based, digital control technologies. The purpose of this analysis is to investigate the degree to which the U. S. Nuclear Regulatory Commission (NRC) has accepted and approved the use of digital control technology for safety-related applications within the nuclear power industry. This analysis reviews cases of existing digitally-based control systems that have been approved by the NRC. These cases can serve as precedence for using similar types of digitally-based control technologies within the Subsurface Repository. While it is anticipated that the Yucca Mountain Project (YMP) will not contain control systems as complex as those required for a nuclear power plant, the review of these existing NRC approved applications will provide the YMP with valuable insight into the NRCs review process and design expectations for safety-related digital control systems. According to the YMP Compliance Program Guidance, portions of various NUREGS, Regulatory Guidelines, and nuclear IEEE standards the nuclear power plant safety related concept would be applied to some of the designs on a case-by-case basis. This analysis will consider key design methods, capabilities, successes, and important limitations or problems of selected control systems that have been approved for use in the Nuclear Power industry. An additional purpose of this analysis is to provide background information in support of further development of design criteria for the YMP. The scope and primary objectives of this analysis are to: (1) Identify and research the extent and precedence of digital control and remotely operated systems approved by the NRC for the nuclear power industry. Help provide a basis for using and relying on digital technologies for nuclear related safety critical applications. (2) Identify the basic control architecture and methods of key digital control systems approved for use in the nuclear power industry by the NRC. (3) Identify and discuss key design issues, features, benefits, and limitations of these NRC approved digital control systems that can be applied as design guidance and correlated to the Monitored Geologic Repository (MGR) design requirements. (4) Identify codes and standards used in the design of these NRC approved digital control systems and discuss their possible applicability to the design of a subsurface nuclear waste repository.     Liquid biofuels can provide a substitute for fossil fuels in the transportation sector. Many countries have mandated the use of biofuels, by creating targets for their use. If not implemented with care, however, actions that increase biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, and exacerbate degradation of land, forest, and water sources. A strong global biofuels industry will not emerge unless these environmental and social concerns are addressed. Interested parties around the world are actively debating the design and implementation of policies to meet the biofuel goals, particularly those established in the United States and Europe. In general, policy options for managing the potential risks and benefits of biofuel development should specify not only clear standards governing biofuel content and production processes, but also certification processes for verifying whether particular biofuels meet those standards, and specific metrics or indicators on which to base the certification. Historically, many standards in the energy and environment fields have ultimately been set or supported by governments. Many of the certification processes have been voluntary, carried out by independent third parties. The biofuels case is a young one, however, with questions of goals, standards, certification, and metrics still in interdependent flux. The workshop focused its discussions on certification issues, but found the discussions naturally reaching into ongoing debates regarding possible goals, standards, and metrics. Many countries are proposing that for a biofuel to qualify as contributing to government-mandated targets or goals, it must be certified to meet certain standards. These standards could be limited to the amount of GHG emitted in the production process or could include a number of other environmental sustainability concerns ranging from deforestation and biodiversity to water resources. While the threat to both forests and food supplies from increased biofuel production is real, it is not clear that setting broad sustainability standards and then requiring sellers to certify that all of those standards have been met is the best way to address these interconnected problems. In particular, if too many standards and related certification requirements are put in place too soon, this could constrain the development of a global biofuels market. In contrast, certification targeted at a specific and limited set of problems and designed with the flexibility to adjust to changes in policies and programs can enhance the public's acceptance of the biofuel option while protecting key social and environmental goals. A second set of questions revolves around the locus of responsibility for certifying whether biofuel production meets sustainability targets. Should the biofuel processing firms, third parties, or governments be responsible for certifying the production of biofuels? This question also elicited significant discussion. While it could be easier to have individual country governments assume the certification of production responsibility, some governments may not have the capacity to implement an effective certification process. Production facilities that comply with international standards should not be kept out of the market because of their government's inability to manage the process. The possible contribution to effective certification of third party organizations or public-private partnerships should not be underestimated.

    On projects that require Earned Value Management (EVMS) Certification, it is critical to quickly prepare for and then successfully obtain certification. This is especially true for government contracts. Projects that do poorly during the review are subject to financial penalties to their company and they lose creditability with their customer creating problems with the project at the outset. At East Tennessee Technology Park (ETTP), we began preparing for Department of Energy (DOE) certification early during proposal development. Once the contract was awarded, while still in transition phase from the previous contractor to our new company, we immediately began reviewing the project controls systems that were in place on the project and determined if any replacements needed to be made immediately. The ETTP contract required the scheduling software to be upgraded to Primavera P6 and we determined that no other software changes would be done prior to certification. Next, preparation of the Project Controls System Description (PCSD) and associated procedures began using corporate standards as related to the project controls systems. During the transition phase, development was started on the Performance Measurement Baseline which is the resource loaded schedule used to measure our performance on the project and which is critical to good Earned Value Management of the project. Early on, and throughout the baseline review, there was positive feedback from the Department of Energy that the quality of the new baseline was good. Having this superior baseline also contributed to our success in EVMS certification. The combined companies of URS and CH2M Hill had recent experience with certifications at other Department of Energy sites and we were able to capitalize on that knowledge and experience. Generic PCSD and procedures consistent with our co-operations approach to Earned Value Management were available to us and were easily tailorable to the specifics of our contract and site. We also had corporate EVMS experts available to us so as to draw upon their recent certification experiences with lessons learned. This knowledge was especially helpful for training of personnel that were involved in the certification which included Project Controls, Project Management and Control Account Managers. We were also able to bring in these corporate experts to assist with our training efforts. To assure our readiness for the review, we conducted a 'White Hat' review. The 'White Hat' team consisted of corporate experts in EVMS along with an industry expert in EVMS from Humphrey and Associates. This review identified early any weaknesses that we had so corrections could be enacted prior to the EVMS Certification Readiness Review. It also helped give the evaluators confidence that we had done proper due diligence prior to their arrival. Also critical to our success, was early communication with our evaluators. It is important to start the communications early to ensure you understand the expectations of the certification team and the process that will be used during the certification. Communication through the entire process is critical to understand expectations and issues along the way. Very important to the overall process was management commitment, support and reinforcement. Management made sure that all personnel involved knew the importance and made preparations a priority. This was noted as a key strength by the evaluators during the out-brief. As a result of our preparation, our review yielded one Corrective Action Report (CAR) and two Continuous Improvement Opportunities (CIOs). The Certification team in their out-brief explained that this was the lowest number of CARs and CIOs in the history of EVMS certifications in the DOE Complex. (authors)

    Audio information stored in the undulations of grooves in a medium such as a phonograph record may be reconstructed, with little or no contact, by measuring the groove shape using precision metrology methods coupled with digital image processing and numerical analysis. The effects of damage, wear, and contamination may be compensated, in many cases, through image processing and analysis methods. The speed and data handling capacity of available computing hardware make this approach practical. Two examples used a general purpose optical metrology system to study a 50 year old 78 r.p.m. phonograph record and a commercial confocal scanning probe to study a 1920's celluloid Edison cylinder. Comparisons are presented with stylus playback of the samples and with a digitally re-mastered version of an original magnetic recording. There is also a more extensive implementation of this approach, with dedicated hardware and software.

    This safety evaluation report (SER) documents the technical review of the US Advanced Boiling Water Reactor (ABWR) standard design by the US Nuclear Regulatory Commission (NRC) staff. The application for the ABWR design was initially submitted by the General Electric Company, now GE Nuclear Energy (GE), in accordance with the procedures of Appendix O of Part 50 of Title 10 of the Code of Federal Regulations (10 CFR Part 50). Later GE requested that its application be considered as an application for design approval and subsequent design certification pursuant to 10 CFR {section} 52.45. The ABWR is a single-cycle, forced-circulation, boiling water reactor (BWR) with a rated power of 3,926 megawatts thermal (MWt) and a design power of 4,005 MWt. To the extent feasible and appropriate, the staff relied on earlier reviews for those ABWR design features that are substantially the same as those previously considered. Unique features of the ABWR design include internal recirculation pumps, fine-motion control rod drives, microprocessor-based digital logic and control systems, and digital safety systems. On the basis of its evaluation and independent analyses, the NRC staff concludes that, subject to satisfactory resolution of the confirmatory items identified in Section 1.8 of this SER, GE`s application for design certification meets the requirements of Subpart B of 10 CFR Part 52 that are applicable and technically relevant to the US ABWR standard design.

    The objective of this project is to develop an industry consensus document on how to scope and implement the underlying information technology infrastructure that is needed to support a vast array of real-time digital technologies to improve NPP work efficiency, to reduce human error, to increase production reliability and to enhance nuclear safety. A consensus approach is needed because: • There is currently a wide disparity in nuclear utility perspectives and positions on what is prudent and regulatory-compliant for introducing certain digital technologies into the plant environment. For example, there is a variety of implementation policies throughout the industry concerning electromagnetic compatibility (EMC), cyber security, wireless communication coverage, mobile devices for workers, mobile technology in the control room, and so forth. • There is a need to effectively share among the nuclear operating companies the early experience with these technologies and other forms of lessons-learned. There is also the opportunity to take advantage of international experience with these technologies. • There is a need to provide the industry with a sense of what other companies are implementing, so that each respective company can factor this into their own development plans and position themselves to take advantage of new work methods as they are validated by the initial implementing companies. In the nuclear power industry, once a better work practice has been proven, there is a general expectation that the rest of the industry will adopt it. However, the long-lead time of information technology infrastructure could prove to be a delaying factor. A secondary objective of this effort is to provide a general understanding of the incremental investment that would be required to support the targeted digital technologies, in terms of an incremental investment over current infrastructure. This will be required for business cases to support the adoption of these new technologies.

Department of Energy (DOE) 0 435.1, ''Radioactive Waste Management,'' and the Contact-Handled (CH) Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WIPP-WAC). WIPP-WAC requirements are derived from the WIPP Technical Safety Requirements, WIPP Safety Analysis Report, TRUPACT-II SARP, WIPP Land Withdrawal Act, WIPP Hazardous Waste Facility Permit, and Title 40 Code of Federal Regulations (CFR) 191/194 Compliance Certification Decision. The WIPP-WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WPP-WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a certification plan, that describe their program for managing TRU waste and TRU waste shipments before transferring waste to WIPP. Waste characterization activities provide much of the data upon which certification decisions are based. Waste characterization requirements for TRU waste and TRU mixed waste that contains constituents regulated under the Resource Conservation and Recovery Act (RCRA) are established in the WIPP Hazardous Waste Facility Permit Waste Analysis Plan (WAP). The Hanford Site Quality Assurance Project Plan (QAPjP) (HNF-2599) implements the applicable requirements in the WAP and includes the qualitative and quantitative criteria for making hazardous waste determinations. The Hanford Site must also ensure that its TRU waste destined for disposal at WPP meets requirements for transport in the Transuranic Package Transporter-11 (TRUPACT-11). The US. Nuclear Regulatory Commission (NRC) establishes the TRUPACT-11 requirements in the Safety Analysis Report for the TRUPACT-II Shipping Package (TRUPACT-11 SARP).     The Department of Energy has funded Mound to revise the Type A Packaging Certification Study originally issued in June 1975. An updated document is necessary because, effective July 1, 1985, 49 CFR 173.412(b) requires that any Spec. 7A packaging designed, manufactured, or certified after that date must be certified according to the Type A packaging test given in 173.465. As a result, shippers of Spec. 7A packagings must test and analyze their packaging and prepare a certification document before July 1985 in order to continue uninterrupted operation. (It should be noted that existing Spec. 7A packages manufactured and certified prior to July 1, 1985, may be used as long as the packagings continue to meet the Spec. 7A requirements. However, a Type A packaging designed, manufactured, or certified after July 1, 1985, must meet the requirements of 49 CFR effective on July 1, 1985.) Mound will identify those Type A packagings commonly used by DOE contractors and will begin a testing and analysis program to determine which packagings meet the new Type A requirement.     As a generator of transuranic (TRU) and TRU mixed waste destined for disposal at the Waste Isolation Pilot Plant (WIPP), the Hanford Site must ensure that its TRU waste meets the requirements of U.S. Department of Energy (DOE) Order 5820.2A, ''Radioactive Waste Management, and the Waste Acceptance Criteria for the Waste Isolation Pilot Plant' (DOE 1996d) (WIPP WAC). The WIPP WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WIPP WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a certification plan, that describe their management of TRU waste and TRU waste shipments before transferring waste to WIPP. The Hanford Site must also ensure that its TRU waste destined for disposal at WIPP meets requirements for transport in the Transuranic Package Transporter41 (TRUPACT-11). The U.S. Nuclear Regulatory Commission (NRC) establishes the TRUPACT-I1 requirements in the ''Safety Analysis Report for the TRUPACT-II Shipping Package'' (NRC 1997) (TRUPACT-I1 SARP).

    This document covers the second phase of a two-part program. Phase I provided an overview of the structure and function of typical product certification/laboratory accreditation programs. This report (Phase H) provides most of the draft documents that will be necessary for the implementation of a photovoltaic (PV) module certification/laboratory accreditation program. These include organizational documents such as articles of incorporation, bylaws, and rules of procedure, as well as marketing and educational program documents. In Phase I, a 30-member criteria development committee was established to guide, review and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program. Committee members represented PV manufacturers, end users, standards and codes organizations, and testing laboratories. A similar committee was established for Phase II; the criteria implementation committee consisted of 29 members. Twenty-one of the Phase I committee members also served on the Phase II committee, which helped to provide program continuity during Phase II.

    A digitally controlled distributed phase shifter is comprised of N phase shifters. Digital control is achieved by using N binary length-weighted electrodes located on the top surface of a waveguide. A control terminal is attached to each electrode thereby allowing the application of a control signal. The control signal is either one or two discrete bias voltages. The application of the discrete bias voltages changes the modal index of a portion of the waveguide that corresponds to a length of the electrode to which the bias voltage is applied, thereby causing the phase to change through the underlying portion of the waveguide. The digitally controlled distributed phase shift network has a total phase shift comprised of the sum of the individual phase shifters.

    One year ago, a panel of industry experts were interviewed in the November/December 1994 issue of Fuel Reformulation (Vol. 4, No. 6). With the focus then and now on refinery investments, the panelists were asked to forecast which refining processes would grow in importance. It is apparent from their response, and from other articles and discussions throughout the year, that hydroprocessing and catalytic conversion processes are synergistic in the overall refinery design, with flexibility and process objectives varying on a unit-by-unit case. To an extent, future refinery investments in downstream petrochemicals, such as for paraxylene production, are based on available catalytic reforming feedstock. Just a importantly, hydroprocessing units (hydrotreating, hydrocracking) needed for clean fuel production (gasoline, diesel, aviation fuel), are heavily dependent on hydrogen production from the catalytic reformer. Catalytic reforming`s significant influence in the refinery hydrogen balance, as well as its status as a significant naphtha conversion route to higher-quality fuels, make this unit a high-priority issue for engineers and planners striving for flexibility.

    One goal of the WIPP Land Withdrawal Act was to assure the safe disposal of the nation’s defense transuranic waste into a deep repository in southeast New Mexico. The governing legislation required the U.S. Department of Energy (DOE) to provide to the U.S. Environmental Protection Agency (EPA) analyses of the anticipated performance of the repository. Disposal operations could not begin until the EPA determined that the project demonstrated compliance with EPA Standards (40 CFR 191) and EPA Criteria (40 CFR 194) for such disposal. The Land Withdrawal Act inherently recognized that the EPA Certification would have to rely on best available knowledge at the time when the application was submitted. The Act also recognized that after the initial certification of WIPP and start of disposal operations, operating experience and ongoing research would result in new technical and scientific information. Thus, the legislation requires recertification of the WIPP every five years, following the first receipt of waste. This report updates issues that the Environmental Evaluation Group (EEG) considers important as the Department of Energy (DOE) works towards the first recertification. These issues encompass a variety of technical areas including actinide solubility, fluid injection scenarios, solution mining, Culebra flow and transport, spallings modeling, and non-random waste emplacement. Given the 24,000-year half life of 239Pu, understanding the characteristics of plutonium in the WIPP environment is obviously important to the validity of long-term performance assessment of the repository. Some uncertainty remains in the understanding of the persistence of higher oxidation states because of reliance on modeling (with its associated assumptions) and limited experimental results. The EEG recommends additional experimental work towards parameters for a proposed conceptual kinetic model of plutonium solubility. In addition, the EEG recommends an intrusion scenario during performance assessment which would account for a heterogeneous, non-inundated repository which may include persisting higher oxidation states of plutonium.

    We describe briefly the Palomar-Quest (PQ) digital synoptic sky survey, including its parameters, data processing, status, and plans. Exploration of the time domain is now the central scientific and technological focus of the survey. To this end, we have developed a real-time pipeline for detection of transient sources. We describe some of the early results, and lessons learned which may be useful for other, similar projects, and time-domain astronomy in general. Finally, we discuss some issues and challenges posed by the real-time analysis and scientific exploitation of massive data streams from modern synoptic sky surveys.

    In the United States we generate greater than 500 million tons of toxic waste per year which pose a threat to human health and the environment. Some of the most toxic of these wastes are those that are radioactively contaminated. This thesis explores the need for permanent disposal facilities to isolate radioactive waste materials that are being stored temporarily, and therefore potentially unsafely, at generating facilities. Because of current controversies involving the interstate transfer of toxic waste, more states are restricting the flow of wastes into - their borders with the resultant outcome of requiring the management (storage and disposal) of wastes generated solely within a state`s boundary to remain there. The purpose of this project is to study nuclear waste storage issues and public perceptions of this important matter. Temporary storage at generating facilities is a cause for safety concerns and underscores, the need for the opening of permanent disposal sites. Political controversies and public concern are forcing states to look within their own borders to find solutions to this difficult problem. Permanent disposal or retrievable storage for radioactive waste may become a necessity in the near future in Colorado. Suitable areas that could support - a nuclear storage/disposal site need to be explored to make certain the health, safety and environment of our citizens now, and that of future generations, will be protected.

    Licensees at both Nuclear Power Plants (NPPs) and Non-Power Reactors (NPRs) are increasing their use of state-of-the-art digital technology in instrumentation and control (I&C) systems because digital systems offer improved reactor control, information processing, and information storage over analog. Digital I&C systems can range from experimental systems for reactor control research (at NPRs), to measurement and display systems, to complete reactor console replacements. Because of the increasing difficulty in finding spare parts for their original analog I&C systems, many licensees have begun or have plans to upgrade, refurbish, or replace their old analog I&C systems with digital systems. The perception is that upgrading to a digital I&C system will solve all of a facility s obsolescence problems. However, licensees need to be aware of several issues associated with upgrading to a digital system including obsolescence of the digital system (hardware and software) because of the short product life cycle and the associated cost to acquire, store, and maintain a long-term supply of spare parts. Configuration management and cyber security are also vitally important for any upgrade. Further, it must be recognized that the introduction of software and microprocessors could create new failure mechanisms, such as software errors and increased susceptibility to electromagnetic interference. In fact, experience has shown that these failure mechanisms may cause the reactor to malfunction in a way not previously considered. Thus, a conversion from analog to digital I&C systems solves some problems while potentially introducing others. Recognition of the additional risks coupled with good design, engineering, review, and testing can identify and minimize these risks.

  10. Measuring microfocal spots using digital radiography

    Measurement of microfocus spot size can be important for several reasons: (1) Quality assurance during manufacture of microfocus tubes; (2) Tracking performance and stability of microfocus tubes; (3) Determining magnification is especially important for digital radiography where the native spatial resolution of the digital system is not adequate for the application; and (4) Knowledge of unsharpness from the focal spot alone. The European Standard EN 12543-5 is based on a simple geometrical method of calculating focal spot size from unsharpness of high magnification film radiographs. The following equations are used for the focal spot size measurement: By similar triangles the following equations are presupposed: f/a = U/b and M = (a+b)/a. These equations can be combined to yield the well known expression: U = f(M - 1). Solving for f, f = U/(M-1). Therefore, the focal spot size, f, can be calculated by measuring the radiographic unsharpness and magnification of a known object. This is the basis for these tests. The European standard actually uses one-half of the unsharpness (which are then added together) from both sides of the object to avoid additional unsharpness contributions due to edge transmission unsharpness of the round test object (the outside of the object is measured). So the equation becomes f = (1/2 U{sub 1} + 1/2 U{sub 2})/(M-1). In practice 1/2 U is measured from the 50% to the 90% signal points on the transition profile from ''black'' to ''white,'' (positive image) or attenuated to unattenuated portion of the image. The 50% to 90% points are chosen as a best fit to an assumed Gaussian radiation distribution from the focal spot and to avoid edge transmission effects. 1/2 U{sub 1} + 1/2 U{sub 2} corresponds about to the full width at half height of a Gaussian focal spot. A highly absorbing material (Tungsten, Tungsten Alloy, or Platinum) is used for the object. Either wires or a sphere are used as the object to eliminate alignment issues. One possibility is to use the wires in the ASTM E2002 unsharpness gage and take two orthogonal images. The signal levels in the image need to be linear with radiation exposure and so may need conversion if a nonlinear detector is used to acquire the image.

While in the United States ESC markets have yet to gain significant traction, lessons can be drawn from early experiences in the states of Connecticut and New York, as well as from established markets in Italy, France, and elsewhere. The staying power of European examples demonstrates that ESCs can help initiate more efficiency projects. This article compares ESCs with renewable energy certificates (RECs), looks at the unique opportunities and challenges they present, and reviews solutions and best practices demonstrated by early ESC markets. Three major potential ESC market types are also reviewed: compliance, voluntary, and carbon. Additionally, factors that will benefit ESC markets in the United States are examined: new state EEPS policies, public interest in tools to mitigate climate change, and the growing interest in a voluntary market for ESCs.

    The National Certification Standard for the Geothermal Heat Pump Industry adds to the understanding of the barriers to rapid growth of the geothermal heat pump (GHP) industry by bringing together for the first time an analysis of the roles and responsibilities of each of the individual job tasks involved in the design and installation of GHP systems. The standard addresses applicable qualifications for all primary personnel involved in the design, installation, commissioning, operation and maintenance of GHP systems, including their knowledge, skills and abilities. The resulting standard serves as a foundation for subsequent development of curriculum, training and certification programs, which are not included in the scope of this project, but are briefly addressed in the standard to describe ways in which the standard developed in this project may form a foundation to support further progress in accomplishing those other efforts. Follow-on efforts may use the standard developed in this project to improve the technical effectiveness and economic feasibility of curriculum development and training programs for GHP industry personnel, by providing a more complete and objective assessment of the individual job tasks necessary for successful implementation of GHP systems. When incorporated into future certification programs for GHP personnel, the standard will facilitate increased consumer confidence in GHP technology, reduce the potential for improperly installed GHP systems, and assure GHP system quality and performance, all of which benefit the public through improved energy efficiency and mitigated environmental impacts of the heating and cooling of homes and businesses.

    The Sloan Digital Sky Survey is an ambitious, multi-institutional project to create a huge digital imaging and spectroscopic data bank of 25% of the celestial sphere, approximately 10,000 deg^2 centred on the north galactic polar cap. The photometric atlas will be in 5 specially-chosen colours, covering the pi ster of the Survey area to a limiting magnitude of r~23.1, on 0.4" pixels, resulting in a 1 Tpixel map. This data base will be automatically analysed to catalog the photometric and astrometric properties of 10^8 stellar images, 10^8 galaxies, and 10^6 colour-selected QSO candidates; the galaxy data will in addition include detailed morphological data. The photometric data are used to autonomously and homogeneously select objects for the spectroscopic survey, which will include spectra of 10^6 galaxies, 10^5 QSOs, and 10^5 unusual stars. Although the project was originally motivated by the desire to study Large Scale Structure, we anticipate that these data will impact virtually every field of astronomy, from Earth-crossing asteroids to QSOs at z>6. In particular, the ~12 TByte multi-colour, precision calibrated imaging archive should be a world resource for many decades of the next century.

    Last few years has witnessed significant advances in linac technology and therapeutic dose delivery method. Digital linacs equipped with high dose rate FFF beams have been clinically implemented in a number of hospitals. Gated VMAT is becoming increasingly popular in treating tumors affected by respiratory motion. This session is devoted to update the audience with these technical advances and to present our experience in clinically implementing the new linacs and dose delivery methods. Topics to be covered include, technical features of new generation of linacs from different vendors, dosimetric characteristics and clinical need for FFF-beam based IMRT and VMAT, respiration-gated VMAT, the concept and implementation of station parameter optimized radiation therapy (SPORT), beam level imaging and onboard image guidance tools. Emphasis will be on providing fundamental understanding of the new treatment delivery and image guidance strategies, control systems, and the associated dosimetric characteristics. Commissioning and acceptance experience on these new treatment delivery technologies will be reported. Clinical experience and challenges encountered during the process of implementation of the new treatment techniques and future applications of the systems will also be highlighted. Learning Objectives: Present background knowledge of emerging digital linacs and summarize their key geometric and dosimetric features. SPORT as an emerging radiation therapy modality specifically designed to take advantage of digital linacs. Discuss issues related to the acceptance and commissioning of the digital linacs and FFF beams. Describe clinical utility of the new generation of digital linacs and their future applications.

System 80+ is a pressurized water reactor with a rated power of 3914 megawatts thermal (MWt) and a design power of 3992 MWt at which accidents are analyzed. Many features of the System 80+ are similar to those of Abb-CE`s System 80 design from which it evolved. Unique features of the System 80+ design included: a large spherical, steel containment; an in-containment refueling water storage tank; a reactor cavity flooding system, hydrogen ignitors, and a safety depressurization system for severe accident mitigation; a combustion gas turbine for an alternate ac source; and an advanced digitally based control room.     An optical analog-to-digital converter (ADC) is disclosed which converts an input optical analog signal to an output optical digital signal at a sampling rate defined by a sampling optical signal. Each bit of the digital representation is separately determined using an optical waveguide interferometer and an optical thresholding element. The interferometer uses the optical analog signal and the sampling optical signal to generate a sinusoidally-varying output signal using cross-phase-modulation (XPM) or a photocurrent generated from the optical analog signal. The sinusoidally-varying output signal is then digitized by the thresholding element, which includes a saturable absorber or at least one semiconductor optical amplifier, to form the optical digital signal which can be output either in parallel or serially.

    Presented at the WINDPOWER 2010 Conference & Exhibition, 23-26 May 2010, Dallas, Texas. The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to U.S. Department of Energy (DOE) subsidized tests conducted at the National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. To reduce certification testing costs, DOE/NREL is assisting in establishing a network of Regional Test Centers (RTCs) to conduct SWT third-party certification testing. To jump-start these RTCs, DOE/NREL is providing financial and technical assistance for an initial round of tests. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification. This poster describes the project, describes how it fits within broader SWT certification activities, and provides current status.

    This paper considers what it means to make a measurement, and the changes in measurement technology over the years. The impact of the latest changes, which have resulted in most electrical measurements being done digitally, is explored. It is argued that the process of measurement can be considered equivalent to one of data compression. The smart grid will certainly result in many more signals being made available, and therefore a great deal of data compression will be taking place. Measurements will be made in parts of the power system presently unmonitored, as well as parts that are already well covered by instrumentation. The smart grid engineer must decide what it means to have “useful” information. Unless care is taken, the signal processing may furnish information that is not useful, and may not even make sense. The paper concludes by examining the possibilities of data compression from multiple separate signals.

A review is presented of some of the basic issues common to cosmic particle accelerators and arguments leading to the likely importance of diffusive shock acceleration as a general explanation. The basic theory of diffusive shock acceleration is outlined, followed by a discussion of some of the key issues that still prevent us from a full understanding of its outcomes.   5. Certification of Plutonium Standards for KAMS Neutron Multiplicity Counter

    As part of the implementation of the PEIS record of decision in January of 1997, DOE will pursue two technologies to disposition fifty metric tons of its stockpile of plutonium. As a result of this and in order to expedite the closure of Rocky Flats Environmental Technology Site in Colorado, DOE decided to use existing facilities at the Savannah River Site (SRS) for storing all material containing plutonium at KAMS. A neutron multiplicity counter was designed and built to carry out receipt verification measurement at the facility. Since the material covers a wide range and different levels of impurities, it is essential that we obtain a set of working standards. An agreement was drafted to select the first drums to be these standards. A plan was developed for the certification of these standards using Rocky Flat's existing nondestructive assay equipment. This paper will discuss the types of materials to be shipped to SRS, number of standards to certify for each type of material, and the certification plan. It will also discuss the activities necessary to determine the nuclear content of these working standards to be used at SRS facilities in support of shipment and receipt of the Pu containing materials. Definition of instrument qualifications, measurement control processes, measurement methodologies, and calculations necessary to report the gram quantities and their uncertainties for plutonium, americium-241, uranium-235 (if present) and neptunium-237 (if present) will also be presented.

  6. Certification Framework Based on Effective Trapping for Geologic Carbon Sequestration

    We have developed a certification framework (CF) for certifying the safety and effectiveness of geologic carbon sequestration (GCS) sites. Safety and effectiveness are achieved if CO{sub 2} and displaced brine have no significant impact on humans, other living things, resources, or the environment. In the CF, we relate effective trapping to CO{sub 2} leakage risk which takes into account both the impact and probability of leakage. We achieve simplicity in the CF by using (1) wells and faults as the potential leakage pathways, (2) compartments to represent environmental resources that may be impacted by leakage, (3) CO{sub 2} fluxes and concentrations in the compartments as proxies for impact to vulnerable entities, (4) broad ranges of storage formation properties to generate a catalog of simulated plume movements, and (5) probabilities of intersection of the CO{sub 2} plume with the conduits and compartments. We demonstrate the approach on a hypothetical GCS site in a Texas Gulf Coast saline formation. Through its generality and flexibility, the CF can contribute to the assessment of risk of CO{sub 2} and brine leakage as part of the certification process for licensing and permitting of GCS sites around the world regardless of the specific regulations in place in any given country.

    The proper characterization of Hazardous, Mixed Low-Level, and Mixed Transuranic waste enhances productivity and safety. Hazardous material criteria that need to be considered include physical and health hazards inherent to the waste stream. Other factors that may influence characterization include: particulate diameter, complexing or chelating agent properties, lead, and mercury content, pressurized containers, and P-listed wastes. To meet these requirements are only a simple matter of generating a database with the proper fields. Manufactures and institutional databases bank huge sources of information, such as, work control documents, substance identification, container types, components of mixtures, physical property data, and regulatory data. In this report, utilization of commercially available software programs to take advantage of these resources in addressing waste characterization issues are presented. The application of user-friendly programs eliminates part of the tediousness associated with the complex requirements of certifying to general waste acceptance criteria with minimal impact on programmatic work. In other words, tapping into manufacturer and institutional database provides a way to take advantage of the combined expertise of these resources in managing a cost effective waste certification program as well as adding a quality assurance element to the program.
