    An algae culture grown on the water from the digested slurry of a biogasification plant serves as a means of removing CO/sub 2/ from the methane stream while purifying the wastewater and providing more biomass for the anaerobic digestion plant. Tested on a sewage-sludge digestion system, the proposed process improved the methane yield by 32% and methane concentration by 53-98 vol % while lowering the concentration of nitrogen and phosphorus in the final water.

These include land-access permits, drilling permits, seismic survey permits, underground injection control permits, and any number of local and state permits, depending on the location of the project. For the “Characterization of Most Promising Sequestration Formations in the Rocky Mountain Region” (RMCCS) project in particular, critical permits included site access permits, seismic survey permits, and drilling permits for the characterization well. Permits for these and other activities were acquired either prior to or during the project.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The microbial process of converting organic matter into methane and carbon dioxide is so complex that anaerobic digesters have long been treated as {open_quotes}black boxes.{close_quotes} Research into this process during the past few decades has gradually unraveled this complexity, but many questions remain. The major biochemical reactions for forming methane by methanogens are largely understood, and evolutionary studies indicate that these microbes are as different from bacteria as they are from plants and animals. In anaerobic digesters, methanogens are at the terminus of a metabolic web, in which the reactions of myriads of other microbes produce a very limited range of compounds - mainly acetate, hydrogen, and formate - on which the methanogens grow and from which they form methane. {open_quotes}Interspecies hydrogen-transfer{close_quotes} and {open_quotes}interspecies formate-transfer{close_quotes} are major mechanisms by which methanogens obtain their substrates and by which volatile fatty acids are degraded. Present understanding of these reactions and other complex interactions among the bacteria involved in anaerobic digestion is only now to the point where anaerobic digesters need no longer be treated as black boxes.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    The industrial application of anaerobic digestion is a relatively new, yet proven waste treatment technology. Anaerobic digestion reduces and upgrades organic waste, and is a good way to control air pollution as it reduces methane and nitrous gas emissions. For environmental and energy considerations, anaerobic digestion is a nearly perfect waste treatment process. However, its economic viability is still in question. A number of parameters - type of waste (solid or liquid), digester system, facility size, product quality and end use, environmental requirements, cost of alternative treatments (including labor), and interest rates - define the investment and operating costs of an anaerobic digestion facility. Therefore, identical facilities that treat the same amount and type of waste may, depending on location, legislation, and end product characteristics, reveal radically different costs. A good approach for evaluating the economics of anaerobic digestion is to compare it to treatment techniques such as aeration or conventional sewage treatment (for industrial wastewater), or composting and incineration (for solid organic waste). For example, the cost (per ton of waste) of in-vessel composting with biofilters is somewhat higher than that of anaerobic digestion, but the investment costs 1 1/2 to 2 times more than either composting or anaerobic digestion. Two distinct advantages of anaerobic digestion are: (1) it requires less land than either composting or incinerating, which translates into lower costs and milder environmental and community impacts (especially in densely populated areas); and (2) it produces net energy, which can be used to operate the facility or sold to nearby industries.

A study by the National Renewable Energy Laboratory and Lawrence Berkeley National Laboratory estimates that these costs add an average of $0.22/W per residential installation. This project helps reduce non-hardware/balance of system (BOS) costs by creating and maintaining a free and available site of permitting requirements and solar system verification software that installers can use to reduce time, capital, and resource investments in tracking permitting requirements. Software tools to identify best permitting practices can enable government stakeholders to optimize their permitting process and remove superfluous costs and requirements. Like ""a Wikipedia for solar permitting"", users can add, edit, delete, and update information for a given jurisdiction. We incentivize this crowdsourcing approach by recognizing users for their contributions in the form of SEO benefits to their company or organization by linking back to users' websites."

    GEW has been operating the first fuel cell in Europe producing heat and electricity from digester gas in an environmentally friendly way. The first 9,000 hours in operation were successfully concluded in August 2001. The fuel cell powered by digester gas was one of the 25 registered ''Worldwide projects'' which NRW presented at the EXPO 2000. In addition to this, it is a key project of the NRW State Initiative on Future Energies. All of the activities planned for the first year of operation were successfully completed: installing and putting the plant into operation, the transition to permanent operation as well as extended monitoring till May 2001.

    A manure digester and power generating system is described comprising: a mixing tank for receiving manure, and for mixing water with the manure to produce a manure slurry of desired consistency; a closed anaerobic digester tank of fixed volume; the mixing tank being separate from and spaced from the digester tank; pumping and conduit means for transferring the contents of the mixing tank to the digester tank; automatic control means, associated with the pumping means, for monitoring and controlling temperature and volume of the contents of the mixing tank before transfer to the digester tank; means for discharging effluent by-products out the outflow end of the digester tank; a gas-fueled engine and a generator coupled to the engine, for generating electrical power; heater means; means for drawing off biogas from the digester tank and for conducting it to the engine as fuel, and wherein the manure slurry is heated sufficiently, prior to introduction into the digester tank and separately from the digester tank, to prevent temperature shock of already digesting slurry in the digester tank when the slurry is introduced into the digester tank.

    A non-mixed upflow solids reactor (USR), which permitted longer solids than hydraulic retention times, was used to study the anaerobic digestion performance of sea kelp (Macrocystis pyrifera). The performance of the USR was compared to that of the continuously stirred tank reactor (CSTR) at different organic loading rates in terms of methane yield, methane production rate, and process stability. Results showed that, although digester performance was markedly affected by kelp compositional variability, methane yields and production rates in the USR were significantly higher than those observed with the CSTR. Results also showed that volatile acid concentrations, which are generally inversely related to digester stability, were significantly lower in the USR than in the CSTR. 8 refs., 10 figs., 3 tabs.

    Anaerobic digestion offers many advantages in the processing of organic solid wastes, using a closed system to convert the waste to combustible gas and a stabilized organic residue.Odors are contained while digestion removes their source and gas is collected for energy recovery as heat or electricity. The stabilized residue is less than the starting waste by the mass of gas produced, and it can be disposed of by land application, land filling, incineration or composting. The stimulation of digesters and the phenomenon of co-digestion are two ways the performance of anaerobic digesters can be enhanced. Data from farm digesters and municipal wastewater treatment plants illustrate the present venue of the process; laboratory studies of the anaerobic digestion of a variety of solid wastes show that the process can be applied to these materials as well. About two thirds of municipal solid waste is shown to be amenable to anaerobic digestion in a substrate from an active municipal sewage plant digester.

    Results of studies on the feasibility of using digester gas produced from wastewater sludge to fuel vehicles are reported. Availability and suitability of digester gas as well as digester gas production records and test analyses on digester gas were reviewed. The feasibility of the project based on economic and environmental considerations is reported and compared to possible alternative uses of the digester gas.

    The handbook consists of eight chapters addressing permitting and licensing requirements under the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986 (CERCLA/SARA), the Atomic Energy Act (AEA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Federal Insectide, Fungicide, and Rodenticide Act (FIFRA), the Safe Drinking Water Act (SDWA), and the Toxic Substances Control Act (TSCA). Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute. In addition, the Handbook contains a permitting keyword index and a listing of hotline telephone numbers for each of the statutes.

    In preparation for the 2005 US/Russian Weapons Laboratories Directors Meeting, the six laboratories participating in the meeting endeavored to develop a strategy for nonproliferation technology research and development. A literature review was conducted to identify possible areas of technical collaboration and technology opportunities associated with improving nonproliferation associated with the civilian nuclear fuel cycle. The issue of multinationalization of the nuclear fuel cycle was also researched. This digest is the compilation of one-page summaries used by management of the three US nuclear weapons laboratories in preparation for strategy development.     Mountain coal mining in the Central Appalachians faces increased challenge under the Clean Water Act (CWA). These challenges have included the US Environmental Protection Agency's (EPA) increased involvement in permitting under Section 404 of the CWA; active opposition by environmental groups to Section 404 permits; and proposed federal legislation to reduce the availability of these permits. These recent challenges culminated in a June 11, 2009, Memorandum of Understanding (MoU) between the PEA, the Department of Interior (DoI) and the Army Corps of Engineers (Corps) that will limit the use of general permits for mountaintop coal mining and increase the scrutiny applied to individual permits, while also providing a coordinated approach for reviewing the backlog of pending permit application. By entering into the MoU, the federal agencies aim to reduce the environmental impacts of mountaintop coal mining while increasing certainty and transparency for permit applications. Challenges to Section 404 permitting for mountaintop coal mining are dynamic and new developments occur almost daily. This article provides a snapshot of the current climate.

Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967). This EPA/State identification number encompasses over 60 treatment, storage, and/or disposal (TSD) units. The Washington State Department of Ecology (Ecology) has been delegated authority by the EPA to administer the RCRA, including mixed waste authority. The RCRA permitting approach for the Hanford Facility is addressed in the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). Pursuant to the Tri-Party Agreement, a single RCRA permit was issued by Ecology and the EPA to cover the Hanford Facility. The RCRA Permit, through the permit modification process, eventually will incorporate all TSD units.

    A process is described for rapid conversion of organic acids and alcohols anaerobic digesters into hydrogen and carbon dioxide, the optimal precursor substrates for production of methane. The process includes addition of photosynthetic bacteria to the digester and exposure of the bacteria to radiant energy (e.g., solar energy). The process also increases the pH stability of the digester to prevent failure of the digester. Preferred substrates for photosynthetic bacteria are the organic acid and alcohol waste products of fermentative bacteria. In mixed culture with methanogenic bacteria or in defined co-culture with non-aceticlastic methanogenic bacteria, photosynthetic bacteria are capable of facilitating the conversion or organic acids and alcohols into methane with low levels of light energy input.

    Highlights: • Solid State Anaerobic Digestion (SSAD) of OFMSW can be optimized by irrigation with digestate. • Digestate spreading allows keeping optimal process parameters and high hydrolysis rate. • The 18.4% of CH{sub 4} was produced in the reactor, leaving the 49.7% in the percolate. • Successive CSTR feed with percolate shows a biogas enriched in methane (more than 80%). • The proposed process allow producing the 68% of OFMSW potential CH{sub 4}, getting high quality organic amendment. - Abstract: Dry anaerobic digestion (AD) of OFMSW was optimized in order to produce biogas avoiding the use of solid inoculum. Doing so the dry AD was performed irrigating the solid waste with liquid digestate (flow rate of 1:1.18–1:0.9 w/w waste/digestate; 21 d of hydraulic retention time – HRT) in order to remove fermentation products inhibiting AD process. Results indicated that a high hydrolysis rate of organic matter (OM) and partial biogas production were obtained directly during the dry AD. Hydrolysate OM was removed from digester by the percolate flow and it was subsequently used to feed a liquid anaerobic digester. During dry AD a total loss of 36.9% of total solids was recorded. Methane balance indicated that 18.4% of potential methane can be produced during dry AD and 49.7% by the percolate. Nevertheless results obtained for liquid AD digestion indicated that only 20.4% and 25.7% of potential producible methane was generated by adopting 15 and 20 days of HRT, probably due to the AD inhibition due to high presence of toxic ammonia forms in the liquid medium.

    This document, Set 2, the Hanford Facility Dangerous Waste Part B Permit Application, consists of 15 chapters that address the content of the Part B checklists prepared by the Washington State Department of Ecology (Ecology 1987) and the US Environmental Protection Agency (40 CFR 270), with additional information requirements mandated by the Hazardous and Solid Waste Amendments of 1984 and revisions of WAC 173-303. For ease of reference, the Washington State Department of Ecology checklist section numbers, in brackets, follow the chapter headings and subheadings. This permit application contains umbrella- type'' documentation with overall application to the Hanford Facility. This documentation is broad in nature and applies to all TSD units that have final status under the Hanford Facility Permit.

  4. Extractability of heavy metals in wastewater solids undergoing anaerobic digestion

    The extractability of heavy metals in wastewater sludge undergoing anaerobic digestion was investigated. Using batch laboratory digesters, raw wastewater sludge was anaerobically digested at different raw sludge solids loadings and two temperatures. From each of the laboratory digesters, wastewater sludge was sampled at three day intervals and sequentially separated into seven extraction fractions and analyzed for the metals Cu, Cr, Cd, Fe, Ni, and Pb. The seven step sequential extraction was for metal species: (a) soluble, (b) displaced-exchangeable, (c) adsorbed, (d) organic, (e) carbonate, (f) sulfide-acid soluble, and (g) residual. At the 35/sup 0/C digestion temperature the distribution of metals in the extractant fractions between the raw and anaerobically digested sludges were significantly different. For the 45/sup 0/C digestion temperature the distribution of metals in the raw and digested sludge extractant fractions were different and different compared to the 35/sup 0/C system. The 45/sup 0/C raw sludge showed greater percent metal in the organic and sulfide-acid soluble fraction than the digested sludge. At the 45/sup 0/C anaerobic digestion temperature the percent of raw sludge solids loading in the digester had a greater effect on changes in metal extractability and proposed metal species than the 35/sup 0/C.

  5. On-farm anaerobic digester and fuel alcohol plant

    An anaerobic digestion system was constructed and set up on a southern Illinois farm. The anaerobic digestion system was designed to be coupled with a fuel alcohol plant constructed by the farm family as part of an integrated farm energy system. The digester heating can be done using waste hot water from the alcohol plant and biogas from the digester can be used as fuel for the alcohol production. The anaerobic digestion system is made up of the following components. A hog finishing house, which already had a slotted floor and manure pit beneath it, was fitted with a system to scrape the manure into a feed slurry pit constructed at one end of the hog house. A solids handling pump feeds the manure from the feed slurry pit into the digester, a 13,000 gallon tank car body which has been insulated with styrofoam and buried underground. Another pump transfers effluent (digested manure) from the digester to a 150,000 gallon storage tank. The digested manure is then applied to cropland at appropriate times of the year. The digester temperature is maintained at the required level by automated hot water circulation through an internal heat exchanger. The biogas produced in the digester is pumped into a 32,000 gallon gas storage tank.

  6. Evaluating anaerobic digestion for reduction of organic wastes

    A small-scale anaerobic digestion test has been developed for monitoring start-up work with inoperative digesters. The test is described and variables critical to its consistent operation are detailed. The method has been used in many anaerobic digestion studies, including evaluation of the digestibility of various municipal solid wastes like grass and hedge clippings, garbage and newspapers. Digestion rates are expressed in terms of the rate of production of combustible gas and the retention time needed for a fixed degree of volatile solids destruction. An example shows the advantage of digesting selected combined charges, and it is suggested that this approach might be fruitful with many toxic organic materials. Application of this test to find the digestion rates of some high-yield biomass crops is also described.

  8. Hanford Site air operating permit application

    The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

  9. Method of digesting an explosive nitro compound

    The present invention is a process wherein bleaching oxidants are used to digest explosive nitro compounds. The process has an excellent reaction rate for digesting explosives and operates under multivariate conditions. Reaction solutions may be aqueous, non-aqueous or a combination thereof, and can also be any pH, but preferably have a pH between 2 and 9. The temperature may be ambient as well as any temperature above which freezing of the solution would occur and below which any degradation of the bleaching oxidant would occur or below which any explosive reaction would be initiated. The pressure may be any pressure, but is preferably ambient or atmospheric, or a pressure above a vapor pressure of the aqueous solution to avoid boiling of the solution. Because the bleaching oxidant molecules are small, much smaller than an enzyme molecule for example, they can penetrate the microstructure of plastic explosives faster. The bleaching oxidants generate reactive hydroxyl radicals, which can destroy other organic contaminants, if necessary, along with digesting the explosive nitro compound.

    Highlights: Rendering wastes mono-digestion and co-digestion with potato pulp were studied. CSTR process with OLR of 1.5 kg VS/m{sup 3} d, HRT of 50 d was unstable in mono-digestion. Free NH{sub 3} inhibited mono-digestion of rendering wastes. CSTR process with OLR of 1.5 kg VS/m{sup 3} d, HRT of 50 d was stable in co-digestion. Co-digestion increased methane yield somewhat compared to mono-digestion. - Abstract: In this study, mono-digestion of rendering wastes and co-digestion of rendering wastes with potato pulp were studied for the first time in continuous stirred tank reactor (CSTR) experiments at 55 C. Rendering wastes have high protein and lipid contents and are considered good substrates for methane production. However, accumulation of digestion intermediate products viz., volatile fatty acids (VFAs), long chain fatty acids (LCFAs) and ammonia nitrogen (NH{sub 4}-N and/or free NH{sub 3}) can cause process imbalance during the digestion. Mono-digestion of rendering wastes at an organic loading rate (OLR) of 1.5 kg volatile solids (VS)/m{sup 3} d and hydraulic retention time (HRT) of 50 d was unstable and resulted in methane yields of 450 dm{sup 3}/kg VS{sub fed}. On the other hand, co-digestion of rendering wastes with potato pulp (60% wet weight, WW) at the same OLR and HRT improved the process stability and increased methane yields (500680 dm{sup 3}/kg VS{sub fed}). Thus, it can be concluded that co-digestion of rendering wastes with potato pulp could improve the process stability and methane yields from these difficult to treat industrial waste materials.

  11. WIPP Hazardous Waste Facility Permit - 2008 Update

    Important new changes to the Hazardous Waste Facility Permit (HWFP) were implemented during 2007. The challenge was to implement these changes without impacting shipping schedules. Many of the changes required advanced preparation and coordination in order to transition to the new waste analysis paradigm, both at the generator sites and at the WIPP without interrupting the flow of waste to the disposal facility. Not only did aspects of waste characterization change, but also a new Permittees' confirmation program was created. Implementing the latter change required that new equipment and facilities be obtained, personnel hired, trained and qualified, and operating procedures written and approved without interruption to the contact-handled (CH) transuranic (TRU) waste shipping schedule. This was all accomplished successfully with no delayed or cancelled shipments. Looking forward to 2008 and beyond, proposed changes that will deal with waste in the DOE TRU waste complex is larger than the TRUPACT-IIs can handle. Size reduction of the waste would lead to unnecessary exposure risk and ultimately create more waste. The WIPP is working to have the Nuclear Regulatory Commission (NRC) certify the TRUPACT-III. The TRUPACT-III will be able to accommodate larger sized TRU mixed waste. Along with this new NRC-certified shipping cask, a new disposal container, the Standard Large Box, must be proposed in a permit modification. Containers for disposal of TRU mixed waste at the WIPP must meet the DOT 7A standards and be filtered. Additionally, as the TRUPACT-III/Standard Large Box loads and unloads from the end of the shipping cask, the proposed modification will add horizontal waste handling techniques to WIPP's vertical CH TRU waste handling operations. Another major focus will be the Hazardous Waste Facility Permit reapplication. The WIPP received its HWFP in October of 1999 for a term of ten years. The regulations and the HWFP require that a new permit application be submitted 180-days before the expiration date of the HWFP. At that time, the WIPP will request only one significant change, the permitting of Panel 8 to receive TRU mixed waste. (author)

  13. PERMITTING LEADERSHIP IN THE UNITED STATES

    In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states. As a regional compact commission, SSEB provides important direct linkages to regulators and stakeholders who need technical assistance to evaluate DOE's cleanup plans. In addition, the PLUS program has facilitated the involvement of key regulators from host-states beyond the Southern region.

    The objective of this study was to develop a hermetical alkali digestion process to obtain single cellulosic fibers from kenaf bast. Kenaf bast were hermetically digested into single fiber using a 5% sodium hydroxide solution for one hour at four different temperatures (80 ° C, 110 ° C, 130 ° C, and 160 ° C). The hermetical digestion process used in this study produced fibers with high cellulose content (84.2–92.3%) due to the removal of lignin and hemicelluloses. The surface hardness and elastic modulus of the fibers digested at 130 ° C and 160 ° C were improved significantlymore » compared with those digested at 80 ° C. The tensile modulus and tensile strength of the individual fibers reduced as the digestion temperature increased from 110 ° C to 160 ° C. Micropores were generated in fiber cell wall when the fibers were digested at 130 ° C and 160 ° C. The studies on the composites that were made from polypropylene reinforced with the digested fibers indicated that the compatibility between the digested fibers and polypropylene matrix was poor.« less

    The program objective was to study the parameters of concentration, time, temperature, and pH to find optimum conditions for enzymatically converting unreacted cellulose in the effluent of an anaerobic digester to glucose for ultimate conversion to methane, and then to project the economics to a 100 tons per day (TPD) plant. The data presented illustrate the amount of cellulose hydrolysis (in percent solubilized mass) for enzyme concentrations from 5 to 1000 C/sub 1/U/gram of substrate using either filter paper or anaerobically digested municipal solid waste (MSW) reacted over periods of time of from 0 to 72 hours. With an active bacterial culture present, the optimum temperature for the hydrolysis reaction was found to be 40/sup 0/C. The feasibility of recycling enzymes by ultrafilter capture was studied and shows that the recovered enzyme is not denatured by any of several possible enzyme loss mechanisms, either chemical, physical, or biological. Although rather stable enzyme-substrate complexes seem to be formed, various techniques permit a 55% enzyme recovery. Posttreatment of digested MSW by cellulase enzymes produces nearly a three-fold increase in biomethanation. However, the value of the additional methane produced in the process as studied is not sufficient to support the cost of enzymes. The feasibility of enzymatic hydrolysis as a biomethanation process step requires further process optimization or an entirely different process concept.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

    Major sources as defined in Title V of the Clean Air Act Amendments of 1990 that are required to submit an operating permit application will need to: Evaluate their compliance status; Determine a strategic method of presenting the general and specific conditions of their Model Operating Permit (MOP); Maintain compliance with air quality regulations. A MOP is prepared to assist permitting agencies and affected facilities in the development of operating permits for a specific source category. This paper includes a brief discussion of example permit conditions that may be applicable to various types of Title V sources. A MOP for a generic natural gas processing plant is provided as an example. The MOP should include a general description of the production process and identify emission sources. The two primary elements that comprise a MOP are: Provisions of all existing state and/or local air permits; Identification of general and specific conditions for the Title V permit. The general provisions will include overall compliance with all Clean Air Act Titles. The specific provisions include monitoring, record keeping, and reporting. Although Title V MOPs are prepared on a case-by-case basis, this paper will provide a general guideline of the requirements for preparation of a MOP. Regulatory agencies have indicated that a MOP included in the Title V application will assist in preparation of the final permit provisions, minimize delays in securing a permit, and provide support during the public notification process.

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    It is helpful to evaluate anaerobic digestion technologies using objective economic criteria. Options can then be ranked in terms of their relative cost effectiveness, leading to rational deployment decisions. This study presents the results of a hypothetical pro forma economic evaluation of one type of digestion system that could commonly be found on many swine farms; a covered anaerobic lagoon. The digester was assumed to be located in North Carolina, a major swine-producing state. Electricity generation with waste heat recovery was assumed to be the major end-use application of biogas manufactured from this process.

    The principal objective of this study was the development and evaluation of a comprehensive kinetic model capable of predicting digester performance when fed biological sludge. Preliminary conversion mechanisms such as cell deaths, lysis, and hydrolysis responsible for rendering viable biological sludge organisms to available substrate were studied in depth. The results of this study indicate that hydrolysis of the dead, particulate biomass - primarily consisting of protein - is the slowest step, and therefore kinetically controls the overall process of an anaerobic digestion of biological sludge. A kinetic model was developed which could accurately describe digester performance and predict effluent quality.

  20. Sonochemical Digestion of Soil and Sediment Samples

    This work was performed as part of a broader effort to automate analytical methods for determination of plutonium and other radioisotopes in environmental samples. The work described here represented a screening study to determine the potential for applying ultrasonic irradiation to sample digestion. Two standard reference materials (SRMs) were used in this study: Columbia River Sediment and Rocky Flats Soil. The key experiments performed are listed below along with a summary of the results. The action of nitric acid, regardless of its concentration and liquid-to-solid ratio, did not achieve dissolution efficiency better that 20%. The major fraction of natural organic matter (NOM) remained undissolved by this treatment. Sonication did not result in improved dissolution for the SRMs tested. The action of hydrofluoric acid at concentrations of 8 M and higher achieved much more pronounced dissolution (up to 97% dissolved for the Rocky Flats soil sample and up to 78% dissolved for the Columbia River Sediment sample). Dissolution efficiency remains constant for solid-to-liquid ratios of up to 0.05 to 1 and decreases for the higher loadings of the solid phase. Sonication produced no measurable effect in improving the dissolution of the samples compared with the control digestion experiments. Combined treatment of the SRM by mixtures of HNO3 and HF showed inferior performance compared with the HF alone. An adverse effect of sonication was found for the Rocky Flats soil material, which became more noticeable at higher HF concentrations. Sonication of the Columbia River sediment samples had no positive effect in the mixed acid treatment. The results indicate that applying ultrasound in an isolated cup horn configuration does not offer any advantage over conventional ''heat and mix'' treatment for dissolution of the soil and sediment based on the SRM examined here. This conclusion, however, is based on an approach that uses gravimetric analysis to determine gross dissolution efficiency. This approach does not allow any conclusion regarding the possible advantage of sonication in selective dissolution of plutonium traces incorporated into an inorganic or organic fraction of the samples.
