Autoheated thermophilic aerobic digestion

Autothermal thermophilic aerobic digestion (ATAD) is first and foremost a digestion process, the primary purpose of which is to decompose a portion of the waste organic solids generated from wastewater treatment. As a result of the high operating temperature, digestion is expected to occur within a short time period (6 days) and accomplish a high degree of pathogen reduction. ATAD systems are two-stage aerobic digestion processes that operate under thermophilic temperature conditions (40 to 80C) without supplemental heat. Like composting, the systems rely on the conservation of heat released during digestion itself to attain and sustain the desired operating temperature. Typical ATAD systems operate at 55C and may reach temperatures of 60 to 65C in the second-stage reactor. Perhaps because of the high operating temperature, this process has been referred to as Liquid Composting.' Major advantages associated with thermophilic operation include high biological reaction rates and a substantial degree of pathogen reduction.

Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

The priority assigned to biogas systems by participants in A.I.D's Energy for Rural Development Program spurred the compilation of this 373-item bibliography on anaerobic digestion. The materials focus on energy technologies that are especially suited to the social, economic, and institutional concerns of rural Asia and the Pacific. Entries are presented in two sections. The first presents largely non-technical reports on anaerobic digesters in South and Southeast Asia, for the years 1956-80, with emphasis on the period 1970-80. The second section, which includes both technical and non-technical references, is a condensation of a computerized search of the U.S. Department of Energy's Energy Research Abstracts published during the period 1977-80. The search revealed a lack of reliable data, pointing to the need for further research on the technology and potential of anaerobic digestion.

Regulatory and Permitting Issues

As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

GEW has been operating the first fuel cell in Europe producing heat and electricity from digester gas in an environmentally friendly way. The first 9,000 hours in operation were successfully concluded in August 2001. The fuel cell powered by digester gas was one of the 25 registered ''Worldwide projects'' which NRW presented at the EXPO 2000. In addition to this, it is a key project of the NRW State Initiative on Future Energies. All of the activities planned for the first year of operation were successfully completed: installing and putting the plant into operation, the transition to permanent operation as well as extended monitoring till May 2001.

The handbook consists of eight chapters addressing permitting and licensing requirements under the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986 (CERCLA/SARA), the Atomic Energy Act (AEA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Federal Insectide, Fungicide, and Rodenticide Act (FIFRA), the Safe Drinking Water Act (SDWA), and the Toxic Substances Control Act (TSCA). Each chapter consists of: (1) an introduction to the statute and permitting requirements; (2) a diagram illustrating the relationship between permitting requirements under the statute being discussed and permitting requirements from other environmental statutes which may have to be addressed when applying for a particular permit (e.g., when applying for a RCRA permit, permits and permit applications under the CWA, CAA, SDWA, etc. would have to be listed in the RCRA permit application); and, (3) a compilation of the permitting requirements for the regulatory program resulting from the statute. In preparation for the 2005 US/Russian Weapons Laboratories Directors Meeting, the six laboratories participating in the meeting endeavored to develop a strategy for nonproliferation technology research and development. A literature review was conducted to identify possible areas of technical collaboration and technology opportunities associated with improving nonproliferation associated with the civilian nuclear fuel cycle. The issue of multinationalization of the nuclear fuel cycle was also researched. This digest is the compilation of one-page summaries used by management of the three US nuclear weapons laboratories in preparation for strategy development. This Annual Hanford Site Environmental Permitting Status Report (Status Report) was prepared in response to requirements prescribed in U.S. Department of Energy (DOE) Order 5400.2A, `Environmental Compliance Issue Coordination`. This Order, canceled in April 1996, required that information on existing and anticipated environmental permitting for DOE facilities be submitted (or updated) annually by October 1 of each calendar year. Although the Order was canceled, the need for this Status Report still remains. For example, the Washington State Department of Ecology`s (Ecology) Dangerous Waste Permit Application Requirements (Publication Number 95-402, June 1996), Checklist Section J, calls for current information on existing and anticipated environmental permitting. As specified in the Hanford Facility Dangerous Waste Permit Application, General Information Portion (DOE/RL-91-28), this Status Report serves as the vehicle for meeting this requirement for the Hanford Facility. This Status Report includes information on all existing and anticipated environmental permitting. A process is described for rapid conversion of organic acids and alcohols anaerobic digesters into hydrogen and carbon dioxide, the optimal precursor substrates for production of methane. The process includes addition of photosynthetic bacteria to the digester and exposure of the bacteria to radiant energy (e.g., solar energy). The process also increases the pH stability of the digester to prevent failure of the digester. Now that some state regulatory agencies are reviewing Title V permit applications and issuing permits, evaluation of the process can be made in comparison with the original goals of the Title V permitting program. In addition, assessment of the terms and conditions that are being incorporated into permits, the nature of draft permits that are issued to facilities for comment, and the extent and type of negotiation that have been conducted with agencies to develop successful Title V permits, will be helpful for facilities that are currently undergoing application review. In working with a Fortune 500 surface coating company, fourteen Title V permit applications were developed and submitted for plants located in Maryland, Pennsylvania, Ohio, New Jersey, Illinois, Georgia, West Virginia, Wisconsin, Indiana and southern California. Draft permits have been issued for several of the plants, and differences in the terms and conditions, testing requirements, and permit format and structure have been noted between states. One of the issued permits required modification, and the process was one of the first for this state agency.

Titles IV and V of the Clean Air Act Amendments of 1990 (Act or CAA) created two new stationary source permitting programs, one specific to acid rain (Title IV), and a second for operating permits in general (Title V). The Phase 2 portion of the acid rain program was designed to be implemented through the Title V operating permit program, thereby subjecting all Phase 2 acid rain sources to the requirements of Title V. Permits issued pursuant to Phase 2 of the acid rain program will be viewed as a self-contained portion of the Title V operating permit and will be governed by regulations promulgated under both Title IV and Title V. The requirements imposed by Title IV may not always be consistent with the broader operating permit program requirements of Title V, and when inconsistency occurs, the acid rain requirements will take precedence. This nonalignment will perhaps be most apparent during two stages of initial permitting: (1) the transition period following Title V program approval when permit application, issuance, and effective dates differ between the two programs, and (2) at the point when acid rain permits must be reopened to incorporate Phase 2 NO{sub x} requirements. This paper explores strategies for streamlining implementation of the two programs with particular focus on these two coordination issues.

WIPP Hazardous Waste Facility Permit Update

The Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit (HWFP) was issued on October 27, 1999 [1]. Since that time, the WIPP has sought modifications to clarify the permit language, provide alternative methods for meeting permit requirements and to update permit conditions. Significant advancements have been made in transuranic (TRU) waste management as the result of modifications to the HWFP. Among these advancements is a modification to obtain a drum age criteria (DAC) value to perform headspace gas sampling on drums to be super-compacted and placed in a 100-gallon overpack drum. In addition, the Section 311 permit modification request that would allow for more efficient waste characterization, and the modification to authorize the shipment and disposal of Remote-Handled (RH) TRU waste were merged together and submitted to the regulator as the Consolidated Permit Modification Request (PMR). The submittal of the Consolidated PMR came at the request of the regulator as part of responses to Notices of Deficiency (NODs) for the separate PMRs which had been submitted in previous years. Section 311 of the fiscal year 2004 Energy and Water Developments Appropriations Act (Public Law 108-137) [2] directs the Department of Energy to submit a permit modification that limits waste confirmation to radiography or visual examination of a statistical subpopulation of containers. Section 311 also specifically directs that disposal room performance standards be to be met by monitoring for volatile organic compounds in the underground disposal rooms. This statute translates into the elimination of other waste confirmation methods such as headspace gas sampling and analysis and solids sampling and analysis. These methods, as appropriate, will continue to be used by the generator sites during hazardous waste determinations or characterization activities. This modification is expected to reduce the overall cost of waste analysis by hundreds of millions of dollars [3]. Combining both the chap. 311 and RH TRU waste permit modification requests allows for both the regulator and DOE to expedite action on the modification requests. The Combined PMR reduces costs by having only one administrative process for both modification requests. (authors)

Develop an effective Title V operating permit

Under Title V of the 1990 Clean Air Act Amendments (CAAA), thousands of industrial and government facilities are required to apply for a comprehensive operating permit that addresses all the emission sources at a site and the CAA regulations that apply to them. The new permitting requirements apply to major sources only--although there are several definitions of a major source under the Amended Act. Because Title V applicability is based on potential to emit (PTE) rather than actual emissions, even small and medium sources may initially be subject to this program. Unlike other regulations, Title V puts the burden of demonstrating continuous compliance on source owners and operators. Careful attention to detail is necessary during the application process because the Title V permit is inherently an enforcement fool for the EPA and the general public. Noncompliance can lead to citizen suits and fines up to $25,000 per day. Therefore, it is critical to negotiate an operating permit that does not adversely impact current operations yet provides flexibility for future modifications. Each state and local agency has its own application forms and regulatory interpretations. Areas of complexity include the classification of emission units, the approach for the PTE calculation, the separation of federal and state-enforceable requirements, and the relationship between Title V and other CAAA titles. This article summarizes some lessons learned based upon experiences in various states. (It does not attempt to resolve program uncertainties among jurisdictions.) The practical strategies presented can be used for developing (or modifying) Title V applications as well as during permit negotiations.

Hanford Site air operating permit application

The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

Baltimore Zoo digester project. Final report. [Elephants

The results of a project to produce methane using the manure from zoo animals as a feedstock is presented. Two digesters are in operation, the first (built in 1974) utilizing wastes from the Hippo House and a second (built in 1980) utilizing wastes from the Elephant House. Demonstrations on the utilization of the gas were performed during zoo exhibits. The Elephant House Digester has a capacity of 4200 gallons and a floating gas dome which can retain at least 150 cu ft of gas. Solar energy has been incorporated into the design to maintain digester temperature at 95/sup 0/F. The system produces 50 cu ft per day. After cleaning the gas, it is used to generate electricity to power an electric light, a roof fan, and an air conditioner. The gas is also used to operate a gas range and a gas lamp. During the opening day exhibit, 50 meals were cooked using the bio-gas from just 2 elephants. (DMC)

Method of digesting an explosive nitro compound

The present invention is a process wherein bleaching oxidants are used to digest explosive nitro compounds. The process has an excellent reaction rate for digesting explosives and operates under multivariate conditions. Reaction solutions may be aqueous, non-aqueous or a combination thereof, and can also be any pH, but preferably have a pH between 2 and 9. The temperature may be ambient as well as any temperature above which freezing of the solution would occur and below which any degradation of the bleaching oxidant would occur or below which any explosive reaction would be initiated. The pressure may be any pressure, but is preferably ambient or atmospheric, or a pressure above a vapor pressure of the aqueous solution to avoid boiling of the solution. Because the bleaching oxidant molecules are small, much smaller than an enzyme molecule for example, they can penetrate the microstructure of plastic explosives faster. The bleaching oxidants generate reactive hydroxyl radicals, which can destroy other organic contaminants, if necessary, along with digesting the explosive nitro compound.

Negotiating Title V and non-Title V permits

The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results. The new allocation model using the Boltzmann distribution describes a most probable, natural, and unbiased distribution of emissions permits among multiple countries. Materials selection for kraft batch digesters

Several candidate materials were evaluated by corrosion testing in autoclaves containing white and black liquors for batch digesters. The relationship between corrosion rate and corrosion potential was determined for ASTM SA516-Grade 70 carbon steel, UNS S30403 (Type 304L) austenitic stainless steel, UNS S31803 (2205) and UNS S32550 (2605) duplex stainless steels, and two stainless steel weld overlays, applied by the GMAW (gas metal arc welding) and SAW (submerged arc welding) processes. The tests revealed that SA516-Grade 70 carbon steel and type 304L stainless steel can experience high rates of corrosion. For the duplex stainless steels and weld overlays, corrosion resistance improved with chromium content. A chromium content of at least 25% was found to be necessary for good corrosion resistance.

Geothermal policy development program: expediting the local geothermal permitting process

For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

Optimizing operational flexibility and enforcement liability in Title V permits

Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

Model operating permits for natural gas processing plants

Major sources as defined in Title V of the Clean Air Act Amendments of 1990 that are required to submit an operating permit application will need to: Evaluate their compliance status; Determine a strategic method of presenting the general and specific conditions of their Model Operating Permit (MOP); Maintain compliance with air quality regulations. A MOP is prepared to assist permitting agencies and affected facilities in the development of operating permits for a specific source category. This paper includes a brief discussion of example permit conditions that may be applicable to various types of Title V sources. A MOP for a generic natural gas processing plant is provided as an example. The MOP should include a general description of the production process and identify emission sources. The two primary elements that comprise a MOP are: Provisions of all existing state and/or local air permits; Identification of general and specific conditions for the Title V permit. The general provisions will include overall compliance with all Clean Air Act Titles. The specific provisions include monitoring, record keeping, and reporting. Although Title V MOPs are prepared on a case-by-case basis, this paper will provide a general guideline of the requirements for preparation of a MOP. Regulatory agencies have indicated that a MOP included in the Title V application will assist in preparation of the final permit provisions, minimize delays in securing a permit, and provide support during the public notification process.

As part of the Hanford Federal Facility Agreement and Consent Order negotiations, the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affects groundwater or has the potential to affect groundwater would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. This document constitutes the State Waste Discharge Permit application for the 400 Area Septic System. The influent to the system is domestic waste water. Although the 400 Area Septic System is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. Therefore, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used.

The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to Part B permit application documentation submitted for individual, operating treatment, storage, and/or disposal units, such as the PUREX Storage Tunnels (this document, DOE/RL-90-24). Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the US Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information needs defined by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. For ease of reference, the Washington State Department of Ecology alpha-numeric section identifiers from the permit application guidance documentation (Ecology 1996) follow, in brackets, the chapter headings and subheadings. The `Hanford Facility Dangerous Waste Permit Application` is considered to be a single application organized into a General Information Portion (this document, DOE/RL-91-28) and a Unit- Specific Portion. The scope of the General Information Portion includes information that could be used to discuss operating units, units undergoing closure, or units being dispositioned through other options. Documentation included in the General Information Portion is broader in nature and could be used by multiple treatment, storage, and/or disposal units. A checklist indicating where information is contained in the General Information Portion, in relation to the Washington State Department of Ecology guidance documentation, is located in the Contents Section. The intent of the General Information Portion is: (1) to provide an overview of the Hanford Facility; and (2) to assist in streamlining efforts associated with treatment, storage, and/or disposal unit-specific Part B permit application, preclosure work plan, closure work plan, closure plan, closure/postclosure plan, or postclosure permit application documentation development, and the `Hanford Facility Resource Conservation and Recovery Act Permit` modification process. Revision 2 of the General Information Portion of the `Hanford Facility Dangerous Waste Permit Application` contains information current as of May 1, 1996. In this work, we continue the modelling of the digestion in the small intestine, started in a previous article, by investigating the effects of dietary fibre. We recall that this model aims at taking into account the three main phenomena of the digestion, namely the transit of the bolus, the degradation of feedstuffs and the absorption through the intestinal wall. In order to study the role of dietary fibre on digestion, we model their two principal physiochemical characteristics which interact with the function of the small intestine, i.e. viscosity and water holding capacity. This leads us to consider some features of digestion which have not been taken into account previously, in particular the interrelationship between the evolution of dry matter and water in the bolus. The numerical results are in agreement with the positive effect of insoluble dietary fibre on the velocity of bolus along the small intestine and on its degradation. The most significant changes to the Waste Isolation Pilot Plant Hazardous Waste Facility Permit to date were completed during the past year with the implementation of significant revisions to the Waste Analysis Plan and the authorization to dispose of remote-handled transuranic waste. The modified Permit removes the requirement for reporting headspace gas sampling and analysis results for every container of transuranic mixed waste and provides for the use of radiography and visual examination to confirm a statistically representative subpopulation of the waste stream in each waste shipment as well as other changes that streamline the analytical data management process. The Regulatory and Permitting Information Desktop (RAPID) Toolkit combines the former Geothermal Regulatory Roadmap, National Environmental Policy Act (NEPA) Database, and other resources into a Web-based tool that gives the regulatory and utility-scale geothermal developer communities rapid and easy access to permitting information. RAPID currently comprises five tools - Permitting Atlas, Regulatory Roadmap, Resource Library, NEPA Database, and Best Practices. A beta release of an additional tool, the Permitting Wizard, is scheduled for late 2014. Because of the huge amount of information involved, RAPID was developed in a wiki platform to allow industry and regulatory agencies to maintain the content in the future so that it continues to provide relevant and accurate information to users. In 2014, the content was expanded to include regulatory requirements for utility-scale solar and bulk transmission development projects. Going forward, development of the RAPID Toolkit will focus on expanding the capabilities of current tools, developing additional tools, including additional technologies, and continuing to increase stakeholder involvement.

As part of the Hanford Federal Facility Agreement and Consent Order negotiations (Ecology et al. 1994), the US Department of Energy, Richland Operations Office, the US Environmental Protection Agency, and the Washington State Department of Ecology agreed that liquid effluent discharges to the ground on the Hanford Site which affect groundwater or have the potential to affect ground would be subject to permitting under the structure of Chapter 173-216 (or 173-218 where applicable) of the Washington Administrative Code, the State Waste Discharge Permit Program. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered into Consent Order No. DE 91NM-177, (Ecology and DOE-RL 1991). The Consent Order No. DE 91NM-177 requires a series of permitting activities for liquid effluent discharges. This document presents the State Waste Discharge Permit (SWDP) application for the 200-E Chemical Drain Field. Waste water from the 272-E Building enters the process sewer line directly through a floor drain, while waste water from the 2703-E Building is collected in two floor drains, (north and south) that act as sumps and are discharged periodically. Cayuga County Regional Digester - Vision Becomes Reality - Final Report

With an average herd size of 113 mature cows, Cayuga County is home to 280 dairy farms and 31,500 dairy milking cows producing approximately 855 million gallons of milk per year. The Cayuga Dairy industry is a major contributor to the countys economy, employing nearly 1200 people, while generating $140,000,000 of revenue from sale of milk alone. At the same time, the Cayuga County dairy industry also produces 5.7 million gallons of manure daily: a) Nearly 34% of this manure is produced on smaller farms. b) Digesters are expensive pieces of equipment and require attention and care. c) The on-farm digester systems have fairly long payback (>10 years) even for larger CAFO farms (>1000 milking cows). In 2005, Cayuga County Soil and Water Conservation District (The District), a Public Agency under Cayuga County, decided to undertake a centralized community digester project. The primary goal of the project was to develop an economically sustainable model, under the auspices of The District to address manure management issues facing the smaller dairies, improve the water quality and improve the quality of life for Cayuga County residents. It is believed that the District has accomplished this goal by completing construction of Cayuga County Regional Digester on a parcel of land behind the Cayuga County Natural Resource Center located at 7413 County House Road in the Town of Sennett in Cayuga County, New York. The digester facility consists of the following major components. 1. Transfer Station: This an indoor truck bay, where 35,000 gallons of manure from three local farms, 8,500 gallons of liquid organic food-processor waste, and 1,200 gallons of brown grease are unloaded from tanker trucks and the digested slurry is loaded onto the tanker trucks for delivery back to the participating farms. 2. Anaerobic Digester: The project utilizes a hydraulic mix anaerobic digester, a unique design that has no internal moving parts for mixing. The digester, which operates at mesophilic temperatures, is designed to process the daily feedstock and produce 220,000 SCF2 of biogas per day. The digester also produces 44,000 gallons of digested slurry per day. 3. Biogas Conditioning System: The plant employs a biological biogas conditioning system to remove the H2S and moisture contents of the biogas and prepare it to be used by the plant generation system. 4. Combined Heat and Power System (CHP): This is a 633kW high efficiency biogas-fired GE-Jenbacher model JMS-312 GS-NL reciprocating engine cogeneration system. The heat recovery system incorporated into the package is designed to capture the waste heat from the engine exhaust, the jacket cooling water and the engine oil circuit. 5. Electrical Substation and Power Distribution Systems: An electrical distribution system has been constructed on-site that aggregates the electrical service of the different county buildings on the District campus into a county owned electric distribution system that is interconnected with the CHP and the local electric grid. The electrical system is designed, in accordance with the utility guidelines, to allow grid-parallel operation of CHP and provide for import and export of electric power. 6. Thermal Energy Distribution System: The heat recovery system has been integrated into a high temperature water distribution system that distributes the heat to the thermal circuits for the anaerobic digester facility. Additional piping has also been installed to transfer the remaining thermal energy to other county buildings on the campus. On a daily basis, the plant will co-process 35,000 gallons of manure from local dairy farms, 8,500 gallons of food-processor waste and 1,200 gallons of brown grease to produce 200,000 ft3/d of biogas and 44,000 gallons of pathogen-free nutrient-rich digested slurry for agricultural use by farms and in the local area. The biogas fueled CHP produces 5,157,000 kWh of electricity and 19,506 dekatherms of thermal energy per year. Towards quantitative prediction of proteasomal digestion patterns of proteins

We discuss the problem of proteasomal degradation of proteins. Though proteasomes are important for all aspects of the cellular metabolism, some details of the physical mechanism of the process remain unknown. We introduce a stochastic model of the proteasomal degradation of proteins, which accounts for the protein translocation and the topology of the positioning of cleavage centers of a proteasome from first principles. For this model we develop the mathematical description based on a master-equation and techniques for reconstruction of the cleavage specificity inherent to proteins and the proteasomal translocation rates, which are a property of the proteasome specie, from mass spectroscopy data on digestion patterns. With these properties determined, one can quantitatively predict digestion patterns for new experimental set-ups. As a result of this decision, the Washington State Department of Ecology and the US Department of Energy, Richland Operations Office entered into Consent Order No. DE 91NM-177, (Ecology and DOE-RL 1991). This document constitutes the State Waste Discharge Permit application for the 100-N Sewage Lagoon. Since the influent to the sewer lagoon is domestic waste water, the State Waste Discharge Permit application for Public Owned Treatment Works Discharges to Land was used. Although the 100-N Sewage Lagoon is not a Public Owned Treatment Works, the Public Owned Treatment Works application is more applicable than the application for industrial waste water. The 100-N Sewage Lagoon serves the 100-N Area and other Hanford Site areas by receiving domestic waste from two sources. A network of sanitary sewer piping and lift stations transfers domestic waste water from the 100-N Area buildings directly to the 100-N Sewage Lagoon. Waste is also received by trucks that transport domestic waste pumped from on site septic tanks and holding tanks. Three ponds comprise the 100-N Sewage Lagoon treatment system. These include a lined aeration pond and stabilization pond, as well as an unlined infiltration pond. Both piped-in and trucked-in domestic waste is discharged directly into the aeration pond.

State Waste Discharge Permit Application: Electric resistance tomography testing

This permit application documentation is for a State Waste Discharge Permit issued in accordance with requirements of Washington Administrative Code 173-216. The activity being permitted is a technology test using electrical resistance tomography. The electrical resistance tomography technology was developed at Lawrence Livermore National Laboratory and has been used at other waste sites to track underground contamination plumes. The electrical resistance tomography technology measures soil electrical resistance between two electrodes. If a fluid contaminated with electrolytes is introduced into the soil, the soil resistance is expected to drop. By using an array of measurement electrodes in several boreholes, the areal extent of contamination can be estimated. At the Hanford Site, the purpose of the testing is to determine if the electrical resistance tomography technology can be used in the vicinity of large underground metal tanks without the metal tank interfering with the test. It is anticipated that the electrical resistance tomography technology will provide a method for accurately detecting leaks from the bottom of underground tanks, such as the Hanford Site single-shell tanks.
