    The California Prison Industry Authority, in conjunction with the City of Folsom, operates a 100 ton/d municipal solid waste (MSW) recovery facility using inmate labor. Through manual sorting, all useful organic and inorganic materials are recycled for marketing. The remaining organic material will be further processed to remove hazardous and inert material and prepared as a feedstock for an anaerobic digestion process. The clean organic waste (approximately 78 ton/d) will then be shredded and completely mixed with sewage water prior feeding to the digester. Off gas from the digester will be collected as a fuel for the steam boiler or combusted in a waste gas burner. Steam will be injected directly into the digester for heating. The anaerobically digested material will be moved to compost area where it will be mixed with wood faction of yard waste and processed aerobically for the production of compost material as a soil amendment. Anaerobic digesters will be constructed in two phases. The first phase consists of the construction of one 26 ton/d digester to confirm the suitability of feeding and mixing equipment. Modifications will be made to the second and third digesters, in the second phase, based on operating experience of the first digester. This paper discusses important design features of the anaerobic digestion facility.

    This EA evaluates the environmental impacts of a proposal by DOE and USDA to provide funding to Western Plains Energy, LLC (WPE) to construct, purchase equipment, and operate a new Biogas Anaerobic Digester at WPE's existing Ethanol Facility, located at 3022 County Road 18, Grinnell Township (Oakley), Gove County, Kansas. The proposed facility will include a receiving building, digester, and related infrastructure. Based on the analysis in USDA's Final EA and FONSI, DOE has determined that DOE's proposed action does not constitute a major Federal action that would significantly affect the quality of the human or natural environment.

    Results of studies on the feasibility of using digester gas produced from wastewater sludge to fuel vehicles are reported. Availability and suitability of digester gas as well as digester gas production records and test analyses on digester gas were reviewed. The feasibility of the project based on economic and environmental considerations is reported and compared to possible alternative uses of the digester gas.

    Facility-level industrial combustion energy use is calculated from greenhouse gas emissions data reported by large emitters (>25,000 metric tons CO2e per year) under the U.S. EPA's Greenhouse Gas Reporting Program (GHGRP, https://www.epa.gov/ghgreporting). The calculation applies EPA default emissions factors to reported fuel use by fuel type. Additional facility information is included with calculated combustion energy values, such as industry type (six-digit NAICS code), location (lat, long, zip code, county, and state), combustion unit type, and combustion unit name. Further identification of combustion energy use is provided by calculating energy end use (e.g., conventional boiler use, co-generation/CHP use, process heating, other facility support) by manufacturing NAICS code. Manufacturing facilities are matched by their NAICS code and reported fuel type with the proportion of combustion fuel energy for each end use category identified in the 2010 Energy Information Administration Manufacturing Energy Consumption Survey (MECS, http://www.eia.gov/consumption/manufacturing/data/2010/). MECS data are adjusted to account for data that were withheld or whose end use was unspecified following the procedure described in Fox, Don B., Daniel Sutter, and Jefferson W. Tester. 2011.     Anaerobic digestion is the decomposition of complex molecules into simpler substances by micro-organisms in the absence of oxygen. Anaerobic digestion processes can be employed for resource conservation, for the production of biogas and other useful end products from biomass, and for environmental protection through waste and wastewater treatment. Modern high-rate anaerobic wastewater-treatment processes can effectively remove organic pollutants from wastewater at a cost far below that of conventional aerobic processes. These anaerobic wastewater treatment processes can also be profitably applied for the generation of biogas from energy crops such as sugarcane. In fact, these methods might even be an attractive alternative for the alcohol fermentation extensively employed in Brazil for the production of fuel alcohol from sugarcane. The potential of modern anaerobic processes for this purpose has not yet been widely recognized. This paper describes the principles and use of these processes and demonstrates their prospects for producing energy from sugarcane (1) by treating vinasse, the wastewater generated during the production of ethanol from sugarcane, and (2) as a direct method for producing biogas from sugarcane juice.

    The industrial application of anaerobic digestion is a relatively new, yet proven waste treatment technology. Anaerobic digestion reduces and upgrades organic waste, and is a good way to control air pollution as it reduces methane and nitrous gas emissions. For environmental and energy considerations, anaerobic digestion is a nearly perfect waste treatment process. However, its economic viability is still in question. A number of parameters - type of waste (solid or liquid), digester system, facility size, product quality and end use, environmental requirements, cost of alternative treatments (including labor), and interest rates - define the investment and operating costs of an anaerobic digestion facility. Therefore, identical facilities that treat the same amount and type of waste may, depending on location, legislation, and end product characteristics, reveal radically different costs. A good approach for evaluating the economics of anaerobic digestion is to compare it to treatment techniques such as aeration or conventional sewage treatment (for industrial wastewater), or composting and incineration (for solid organic waste). For example, the cost (per ton of waste) of in-vessel composting with biofilters is somewhat higher than that of anaerobic digestion, but the investment costs 1 1/2 to 2 times more than either composting or anaerobic digestion. Two distinct advantages of anaerobic digestion are: (1) it requires less land than either composting or incinerating, which translates into lower costs and milder environmental and community impacts (especially in densely populated areas); and (2) it produces net energy, which can be used to operate the facility or sold to nearby industries.

    The project was implemented at the Madison County Landfill located in the Town of Lincoln, Madison County, New York. Madison County has owned and operated the solid waste and recycling facilities at the Buyea Road site since 1974. At the onset of the project, the County owned and operated facilities there to include three separate landfills, a residential solid waste disposal and recycled material drop-off facility, a recycling facility and associated administrative, support and environmental control facilities. In order to recover this gas, the landfill was equipped with gas collection systems on both the east and west sides of Buyea Road which bring the gas to a central point for destruction.     Highlights: Black-Right-Pointing-Pointer This study demonstrates the feasibility of co-digestion food industrial waste with energy crops. Black-Right-Pointing-Pointer Laboratory batch co-digestion led to improved methane yield and carbon to nitrogen ratio as compared to mono-digestion of industrial waste. Black-Right-Pointing-Pointer Co-digestion was also seen as a means of degrading energy crops with nutrients addition as crops are poor in nutrients. Black-Right-Pointing-Pointer Batch co-digestion methane yields were used to predict co-digestion methane yield in full scale operation. Black-Right-Pointing-Pointer It was concluded that co-digestion led an over all economically viable process and ensured a constant supply of feedstock. - Abstract: Currently, there is increasing competition for waste as feedstock for the growing number of biogas plants. This has led to fluctuation in feedstock supply and biogas plants being operated below maximum capacity. The feasibility of supplementing a protein/lipid-rich industrial waste (pig manure, slaughterhouse waste, food processing and poultry waste) mesophilic anaerobic digester with carbohydrate-rich energy crops (hemp, maize and triticale) was therefore studied in laboratory scale batch and continuous stirred tank reactors (CSTR) with a view to scale-up to a commercial biogas process. Co-digesting industrial waste and crops led to significant improvement in methane yield per ton of feedstock and carbon-to-nitrogen ratio as compared to digestion of the industrial waste alone. Biogas production from crops in combination with industrial waste also avoids the need for micronutrients normally required in crop digestion. The batch co-digestion methane yields were used to predict co-digestion methane yield in full scale operation. This was done based on the ratio of methane yields observed for laboratory batch and CSTR experiments compared to full scale CSTR digestion of industrial waste. The economy of crop-based biogas

    This study originally had two primary objectives: (1) to improve EIA`s estimates of district heat consumption for commercial buildings in the CBECS sample that lacked individual metering and (2) to provide a basis for estimating primary fuel consumption by central plants serving commercial buildings. These objectives were expanded to include additional questions relating to these central plants. Background information is provided on the CBECS and on district heating and cooling, which is the most important type of energy-related service provided by multibuilding facilities with central physical plants. Chapters 2 and 3 present data results on multibuilding facilities from the 1989 CBECS and the pilot Facility Survey. Chapter 2 presents the characteristics of multibuilding facilities and the individual buildings located on these facilities. Chapter 3 provides estimates of energy inputs and outputs of multibuilding facilities with central physical plants. Chapter 4 assesses the quality of the pilot Facility Survey and includes recommendations for future work in this area. The appendices provide more detailed information on the Facility Survey itself, in particular the limitations on the use of these results. Appendix B, ``Data Quality``, provides detailed information relating to the limitations of the data and the conclusions presented in this report. As a pilot study, the 1989 Facility Survey has some serious flaws and limitations which are recognized in this report.

    The degradation of carbonaceous organic material by anaerobic bacteria leads to the production of methane gas (biogas) at the theoretical stoichiometric conversion rate of 0.35-cubic meters of methane per kilogram of Chemical Oxygen Demand (COD) reasonably close proximity to the site of this digestion process. The untreated biogas generated from anaerobic digestion typically contains from 55% to 75% methane content, with the balance consisting mainly of carbon dioxide and a small, but important, amount of hydrogen sulfide. The untreated biogas is normally saturated with water vapor at the temperature of the digestion process which typically is in the mesophilic range 25 to 38 degrees Celsius. This overview paper describes the types of anaerobic technologies which are presently used for the digestion of various type of municipal, industrial and livestock manure wastes, summarizes the principal developments which have taken place in the field during the past several years, and discusses the energy recovery economics for each of the three usage applications. The paper stratifies the use of anaerobic digestion technology for the treatment of wastewaters from industry (an application which has increased dramatically during the past decade) by geographical region, by industry type, very various categories of food processing, and by technology type, in all cases taking account of system size to emphasize the economics of energy production.

This paper sumarizes work performed for a Department of Energy study in the Imperial Valley of California. Feeding trials show that biosolid can only be used as a small proportion of feed rations. Apart from bacterial debris, biosolid is composed larely of non-nutritive residues. 5 refs.

    For each sludge batch that is processed in the Defense Waste Processing Facility (DWPF), the Savannah River National Laboratory (SRNL) performs confirmation of the applicability of the digestion method to be used by the DWPF lab for elemental analysis of Sludge Receipt and Adjustment Tank (SRAT) receipt samples and SRAT product process control samples. DWPF SRAT samples are typically dissolved using a room temperature HF-HNO{sub 3} acid dissolution (i.e., DWPF Cold Chem Method, see DWPF Procedure SW4-15.201) and then analyzed by inductively coupled plasma - atomic emission spectroscopy (ICP-AES). This report contains the results and comparison of data generated from performing the Aqua Regia (AR), Sodium peroxide/Hydroxide Fusion (PF) and DWPF Cold Chem (CC) method digestions of Sludge Batch 7a (SB7a) SRAT Receipt and SB7a SRAT Product samples. The SB7a SRAT Receipt and SB7a SRAT Product samples were prepared in the SRNL Shielded Cells, and the SRAT Receipt material is representative of the sludge that constituates the SB7a Batch or qualification composition. This is the sludge in Tank 51 that is to be transferred into Tank 40, which will contain the heel of Sludge Batch 6 (SB6), to form the Sb7a Blend composition.

    This report contains the energy use data for Wisconsin's 32 largest state-owned government facilities. These facilities account for the majority of both fuels consumed in Wisconsin state buildings and total state-owned gross square footage. Figures for each agency reflect buildings owned but not necessarily occupied by that agency. Information is presented for each of the sixteen years from and including the base year, fiscal 1972--1973 (chosen because it was the last year before the oil embargo). Agencies addressed in this report are the Department of Public Instruction (DPI), the University of Wisconsin System (UWS), the Department of Health and Social Services (DHSS), the Department of Veterans Affairs (DVA), and the Department of Administration (DOA). 16 figs., 40 tabs.

    SOLAR ENERGY RESEARCH CENTER INSTRUMENTATION FACILITY The mission of the Solar Energy Research Center (UNC SERC) at the University of North Carolina at Chapel Hill (UNC-CH) is to establish a world leading effort in solar fuels research and to develop the materials and methods needed to fabricate the next generation of solar energy devices. We are addressing the fundamental issues that will drive new strategies for solar energy conversion and the engineering challenges that must be met in order to convert discoveries made in the laboratory into commercially available devices. The development of a photoelectrosynthesis cell (PEC) for solar fuels production faces daunting requirements: (1) Absorb a large fraction of sunlight; (2) Carry out artificial photosynthesis which involves multiple complex reaction steps; (3) Avoid competitive and deleterious side and reverse reactions; (4) Perform 13 million catalytic cycles per year with minimal degradation; (5) Use non-toxic materials; (6) Cost-effectiveness. PEC efficiency is directly determined by the kinetics of each reaction step. The UNC SERC is addressing this challenge by taking a broad interdisciplinary approach in a highly collaborative setting, drawing on expertise across a broad range of disciplines in chemistry, physics and materials science. By taking a systematic approach toward a fundamental understanding of the mechanism of each step, we will be able to gain unique insight and optimize PEC design. Access to cutting-edge spectroscopic tools is critical to this research effort. We have built professionally-staffed facilities equipped with the state-of the-art instrumentation funded by this award. The combination of staff, facilities, and instrumentation specifically tailored for solar fuels research establishes the UNC Solar Energy Research Center Instrumentation Facility as a unique, world-class capability.     This research project developed and improved anaerobic digestion technologies, created a comprehensive Inventory of Ohio Biomass and a database of microorganisms of anaerobic digesters, and advanced knowledge and understanding of the underpinning microbiology of the anaerobic digestion process. The results and finding of this research project may be useful for future development and implementation of anaerobic digesters, especially at livestock farms. Policy makers and investors may also find the information on the biomass availability in Ohio and valuation of energy projects useful in policy making and making of investment decisions. The public may benefit from the information on biogas as an energy source and the potential impact of anaerobic digester projects on their neighborhoods.

    The central aim of this project is to provide knowledge and tools for increasing the energy efficiency and performance of new and existing laboratory-type facilities in California. We approach the task along three avenues: (1) identification of current energy use and savings potential, (2) development of a {ital Design guide for energy- Efficient Research Laboratories}, and (3) development of a research agenda for focused technology development and improving out understanding of the market. Laboratory-type facilities use a considerable amount of energy resources. They are also important to the local and state economy, and energy costs are a factor in the overall competitiveness of industries utilizing laboratory-type facilities. Although the potential for energy savings is considerable, improving energy efficiency in laboratory-type facilities is no easy task, and there are many formidable barriers to improving energy efficiency in these specialized facilities. Insufficient motivation for individual stake holders to invest in improving energy efficiency using existing technologies as well as conducting related R&D is indicative of the ``public goods`` nature of the opportunity to achieve energy savings in this sector. Due to demanding environmental control requirements and specialized processes, laboratory-type facilities epitomize the important intersection between energy demands in the buildings sector and the industrial sector. Moreover, given the high importance and value of the activities conducted in laboratory-type facilities, they represent one of the most powerful contexts in which energy efficiency improvements stand to yield abundant non-energy benefits if properly applied.

    Water and wastewater systems are significant energy consumers with an estimated 3%-4% of total U.S. electricity consumption used for the movement and treatment of water and wastewater. Water-energy issues are of growing importance in the context of water shortages, higher energy and material costs, and a changing climate. In this economic environment, it is in the best interest for utilities to find efficiencies, both in water and energy use. Performing energy audits at water and wastewater treatment facilities is one way community energy managers can identify opportunities to save money, energy, and water. In this paper the importance of energy use in wastewater facilities is illustrated by a case study of a process energy audit performed for Crested Butte, Colorado's wastewater treatment plant. The energy audit identified opportunities for significant energy savings by looking at power intensive unit processes such as influent pumping, aeration, ultraviolet disinfection, and solids handling. This case study presents best practices that can be readily adopted by facility managers in their pursuit of energy and financial savings in water and wastewater treatment. This paper is intended to improve community energy managers understanding of the role that the water and wastewater sector plays in a community's total energy consumption. The energy efficiency strategies described provide information on energy savings opportunities, which can be used as a basis for discussing energy management goals with water and wastewater treatment facility managers.

The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington's industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state's total industrial fuel demand. This is a sizable contribution to the state's energy needs.

The SB8 SRAT Receipt and SB8 SRAT Product samples were prepared in the SRNL Shielded Cells, and the SRAT Receipt material is representative of the sludge that constitutes the SB8 Batch or qualification composition. This is the sludge in Tank 51 that is to be transferred into Tank 40, which will contain the heel of Sludge Batch 7b (SB7b), to form the SB8 Blend composition.

    This paper describes various options available for processing MSW before the material is introduced to waste-to-energy facilities. Specifically, the paper reviews the type of equipment currently available for the recovery of resources from the waste stream. In addition, the paper discusses other matters which in many cases are ignored but are extremely important for the design of the processes. Some of these matters include the use of reliable waste characterization data during conceptual design and definition of the properties and specifications of the recovered materials and/or energy forms (e.g., RDF). Finally, the paper discusses other factors that have a critical impact on the facility such as potential environmental consequences of pretreatment of the waste prior to its combustion in waste-to-energy facilities.

  17. Construction Cost Growth for New Department of Energy Nuclear Facilities

    Cost growth and construction delays are problems that plague many large construction projects including the construction of new Department of Energy (DOE) nuclear facilities. A study was conducted to evaluate cost growth of large DOE construction projects. The purpose of the study was to compile relevant data, consider the possible causes of cost growth, and recommend measures that could be used to avoid extreme cost growth in the future. Both large DOE and non-DOE construction projects were considered in this study. With the exception of Chemical and Metallurgical Research Building Replacement Project (CMRR) and the Mixed Oxide Fuel Fabrication Facility (MFFF), cost growth for DOE Nuclear facilities is comparable to the growth experienced in other mega construction projects. The largest increase in estimated cost was found to occur between early cost estimates and establishing the project baseline during detailed design. Once the project baseline was established, cost growth for DOE nuclear facilities was modest compared to non-DOE mega projects.

    This is the fourth edition of the Washington Directory of Biomass Energy Facilities, the first edition was published in 1987. The purpose of this directory is to provide a listing of and basic information about known biomass producers and users within the state to help demonstrate the importance of biomass energy in fueling our state`s energy needs. In 1992 (latest statistical year), estimates show that the industrial sector in Washington consumed nearly 128 trillion Btu of electricity, nearly 49.5 trillion Btu of petroleum, over 82.2 trillion Btu of natural gas, and over 4.2 trillion Btu of coal. Facilities listed in this directory generated approximately 114 trillion Btu of biomass energy - 93 trillion were consumed from waste wood and spent chemicals. In the total industrial energy picture, wood residues and chemical cooking liquors placed second only to electricity. This directory is divided into four main sections biogas production, biomass combustion, ethanol production, and solid fuel processing facilities. Each section contains maps and tables summarizing the information for each type of biomass. Provided in the back of the directory for reference are a conversion table, a table of abbreviations, a glossary, and an index. Chapter 1 deals with biogas production from both landfills and sewage treatment plants in the state. Biogas produced from garbage and sewage can be scrubbed and used to generate electricity. At the present time, biogas collected at landfills is being flared on-site, however four landfills are investigating the feasibility of gas recovery for energy. Landfill biogas accounted for approximately 6 percent of the total biomass reported. Sewage treatment biogas accounted for 0.6 percent. Biogas generated from sewage treatment plants is primarily used for space and process heat, only one facility presently scrubs and sells methane. Together, landfill and sewage treatment plant biogas represented over 6.6 percent of the total biomass reported.

    This energy audit was initiated to pinpoint the reasons for the disproportionate budget share of energy costs at the Rifle Correctional Facility, one of Colorado's newest prisons. Conservation options and retrofits are discussed in detail as are the economics of improvements and rising energy costs. Because of the site's geographic situation, techniques of solar adaptation are discussed, although emphasis is on conservation strategies. Partial wood heating is also considered. Rifle's particular security system may also work to its advantage through the use of inmate labor as a cost-saving measure both during the improvements and as a long-term strategy.

    This report describes the results of a study to determine the feasibility and potential usefulness of applying energy system analysis techniques to help detect and characterize underground facilities that could be used for clandestine activities. Four off-the-shelf energy system modeling tools were considered: (1) ENPEP (Energy and Power Evaluation Program) - a total energy system supply/demand model, (2) ICARUS (Investigation of Costs and Reliability in Utility Systems) - an electric utility system dispatching (or production cost and reliability) model, (3) SMN (Spot Market Network) - an aggregate electric power transmission network model, and (4) PECO/LF (Philadelphia Electric Company/Load Flow) - a detailed electricity load flow model. For the purposes of most of this work, underground facilities were assumed to consume about 500 kW to 3 MW of electricity. For some of the work, facilities as large as 10-20 MW were considered. The analysis of each model was conducted in three stages: data evaluation, base-case analysis, and comparative case analysis. For ENPEP and ICARUS, open source data from Pakistan were used for the evaluations. For SMN and PECO/LF, the country data were not readily available, so data for the state of Arizona were used to test the general concept.

This presentation is condensed from a full day course focusing on hands-on techniques for conducting an air quality/energy management review of your operation or plant. The stringent (Non-attainment for PM{sub 10}, Ozone and CO) South Coast Air Quality Management District (SCAQMD) of Southern California rules and regulations are applied to the die casting (metals) industry as well as other production processes. Examples and a case study of real energy intensive production facilities will be used. Developing options for air quality improvement with energy cost control are the key goals of the presentation. Also, the review techniques can be used to determine the {open_quotes}maximum potential to emit{close_quotes} as required for the new Federal EPA, Title V requirements. The outline of the one day course is provided to give the overall scope covered during performing an Air Quality/Energy Management Review of a Production Facility.

    With respect to economics, the presenter indicated that anaerobic digestion of municipal solid waste (MSW) may not be economical based on the value of the energy produced. This will most likely be the case, partly because of the low energy prices in this country. These facilities would have to rely on tipping fees paid for receiving and processing the waste. As stated earlier, the high solids process will help improve the economics. While there are said to be 20 plants operating in Europe on MSW, there seems to be none in the US, and that is the condition this paper addresses. It was hoped that by exploring the benefits of co-digestion and stimulation, and showing how digestible certain components of MSW can be, more operators of existing anaerobic facilities would consider expanding their operations to include at least some elements of MSW.
