    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    While more than 70 utilities in the U.S. have offered voluntary RTP tariffs on either a pilot or permanent basis, most have operated in relative obscurity. To bring this broad base of experience to bear on policymakers current efforts to stimulate price responsive demand, we conducted a survey of 43 voluntary RTP tariffs offered in 2003. The survey involved telephone interviews with RTP program managers and other utility staff, as well as a review of regulatory documents, tariff sheets, program evaluations, and other publicly available sources. Based on this review of RTP program experience, we identify key trends related to: utilities motivations for implementing RTP, evolution of RTP tariff design, program participation, participant price response, and program outlook. We draw from these findings to discuss implications for policymakers that are currently considering voluntary RTP as a strategy for developing price responsive demand.

    Sampling Methodology The respondents reporting to the weekly diesel price survey represent a stratified probability proportional to size (PPS) sample selected from a frame list of retail outlets. The outlet sampling frame was constructed using commercially available lists from several sources in order to provide comprehensive coverage of truck stops and service stations that sell on-highway diesel fuel in the United States. The frame includes about 62,000 service stations and 4,000 truck stops.

    This report summarizes the results of a survey of residential No. 2 distillate fuel (home heating oil) and liquefied petroleum gas (propane) prices over the 1995--1996 heating season in Michigan. The Michigan`s Public Service Commission (MPSC) conducted the survey under a cooperative agreement with the US Department of Energy`s (DOE) Energy Information Administration (EIA). This survey was funded in part by a grant from the DOE. From October 1995 through March 1996, the MPSC surveyed participating distributors by telephone for current residential retail home heating oil and propane prices. The MPSC transmitted the data via a computer modem to the EIA using the Petroleum Electronic Data Reporting Option (PEDRO). Survey results were published in aggregate on the MPSC World Wide Web site at http://ermisweb.state.mi.us/shopp. The page was updated with both residential and wholesale prices immediately following the transmission of the data to the EIA. The EIA constructed the survey using a sample of Michigan home heating oil and propane retailers. The sample accounts for different sales volumes, geographic location, and sources of primary supply.

    The OPEC oil embargo of 1973-1974 brought the nation to a realization of the importance and necessity for collection and analysis of energy data. The Maine Office of Energy Resources, (OER), has the responsibility to establish and implement energy policies in Maine. The Weekly Price Monitoring System, (PMS), has been developed and implemented to assist energy planners in Maine. This survey is used to analyze home heating oil price trends and as a public relations tool in response to inquiries from citizens, other federal, state and local agencies and the Governors Office. This report will describe the PMS and results obtained from this system during the period starting December 12, 1978 and ending June 4, 1979, (26 weeks). Also the price of home heating oil on November 1, 1978 is given as required in agreement number DE-FC01-79EI10157 between the US Department of Energy and the Maine Office of Energy Resources.

    The image of BMW is very strongly associated to high power, sports biased, luxury cars in the premium car segment, however, particularly in the United States and some parts of Asia, the combination of a car in this segment with a diesel engine was up until now almost unthinkable. I feel sure that many people in the USA are not even aware that BMW produces diesel-powered cars. In Europe there is a completely contrary situation which, driven by the relative high fuel price, and the noticeable difference between gasoline and diesel prices, there has been a continuous growth in the diesel market since the early eighties. During this time BMW has accumulated more then 20 years experience in developing and producing powerful diesel engines for sports and luxury cars. BMW started the production of its 1st generation diesel engine in 1983 with a 2,4 l, turbocharged IDI engine in the 5 series model range. With a specific power of 35 kW/l, this was the most powerful diesel engine on the market at this time. In 1991 BMW introduced the 2nd generation diesel engine, beginning with a 2,5 l inline six, followed in 1994 by a 1,7 l inline four. All engines of this 2nd BMW diesel engine family were turbocharged and utilized an indirect injection combustion system. With the availability of high-pressure injection systems such as the common rail system, BMW developed its 3rd diesel engine family which consists of four different engines. The first was the 4-cylinder for the 3 series car in the spring of 1998, followed by the 6-cylinder in the fall of 1998 and then in mid 1999 by the worlds first V8 passenger car diesel with direct injection. Beginning in the fall of 2001 with the 4-cylinder, BMW reworked this DI engine family fundamentally. Key elements are an improved core engine design, the use of the common rail system of the 2nd generation and a new engine control unit with even better performance.     The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation.     This paper looks at the pricing of petroleum products in ten Asian developing countries using a data series for 1973--1992. Prices of petroleum products are compared with international prices. Differential prices are measured with respect to diesel prices. It is found that energy prices are used as instruments for revenue earnings. Pricing policies vary widely among countries and neighbors have different fuel prices. Countries try to align the local prices of petroleum products in line with international prices but with a lag of 1--2 years. The wave of liberalization and privatization is sweeping many developing countries. Additionally, environmental issues are gaining importance even in developing countries. The paper also discusses these emerging issues that need to be taken into account in the petroleum product pricing.

    The diesel fuel injector and pump systems contain many sliding interfaces that rely for lubrication upon the fuels. The combination of the poor fuel lubricity and extremely tight geometric clearance between the plunger and bore makes the diesel fuel injector vulnerable to scuffing damage that severely limits the engine life. In order to meet the upcoming stricter diesel emission regulations and higher engine efficiency requirements, further fuel refinements that will result in even lower fuel lubricity due to the removal of essential lubricating compounds, more stringent operation conditions, and tighter geometric clearances are needed. These are expected to increase the scuffing and wear vulnerability of the diesel fuel injection and pump systems. In this chapter, two approaches are discussed to address this issue: (1) increasing fuel lubricity by introducing effective lubricity additives or alternative fuels, such as biodiesel, and (2) improving the fuel injector scuffing-resistance by using advanced materials and/or surface engineering processes. The developing status of the fuel modification approach is reviewed to cover topics including fuel lubricity origins, lubricity improvers, alternative fuels, and standard fuel lubricity tests. The discussion of the materials approach is focused on the methodology development for detection of the onset of scuffing and evaluation of the material scuffing characteristics.

    The economics of sunflower oil as an extender or substitute for diesel fuel in US agriculture, with particular emphasis on North Dakota, is examined. A study of the spot market prices indicates that crude sunflower oil has moved closer competitively with bulk diesel prices. On the question of energy efficiency, it is estimated, that using current production and processing estimates, there is a positive net energy ratio of 5.78 to 1. Processing can take place at the commercial leveL, in intermediate sized plants or on-farm. Costs were analyzed for three sizes of farm presses. (Refs. 6).

    Interest in coal-fueled heat engines revived after the sharp increase in the prices of natural gas and petroleum in the 1970`s. Based on the success of micronized coal water slurry combustion tests in an engine in the 1980`s, Morgantown Energy Technology Center (METC) of the US Department of Energy. initiated several programs for the development of advanced coal-fueled diesel and gas turbine engines for use in cogeneration, small utilities, industrial applications and transportation. Cooper-Bessemer and Arthur D. Little have been developing technology since 1985, under the sponsor of METC, to enable coal water slurry (CWS) to be utilized in large bore, medium-speed diesel engines. Modular power generation applications in the 10--100 MW size (each plant typically using from two to eight engines) are the target applications for the late 1990`s and beyond when, according to the US DOE and other projections, oil and natural gas prices are expected to escalate much more rapidly compared to the price of coal. As part of this program over 7.50 hours of prototype engine operation has been achieved on coal water slurry (CWS), including over 100 hours operation of a six-cylinder full scale engine with Integrated Emissions Control System in 1993. In this paper, the authors described the project cost of the CWS fuel used, the heat rate of the engine operating on CWS, the projected maintenance cost for various engine components, and the demonstrated low emissions characteristics of the coal diesel system.

This project studied different waste heat applications that may effectively use the heat released from exhaust of Alaskan village diesel generators, selected the most desirable application, designed and fabricated a prototype for performance measurements, and evaluated the feasibility and economic impact of the selected application. Exhaust flow rate, composition, and temperature may affect the heat recovery system design and the amount of heat that is recoverable. In comparison with the other two parameters, the effect of exhaust composition may be less important due to the large air/fuel ratio for diesel engines. This project also compared heat content and qualities (i.e., temperatures) of exhaust for three types of fuel: conventional diesel, a synthetic diesel, and conventional diesel with a small amount of hydrogen. Another task of this project was the development of a computer-aided design tool for the economic analysis of selected exhaust heat recovery applications to any Alaskan village diesel generator set. The exhaust heat recovery application selected from this study was for heating. An exhaust heat recovery system was fabricated, and 350 hours of testing was conducted. Based on testing data, the exhaust heat recovery heating system showed insignificant effects on engine performance and maintenance requirements. From measurements, it was determined that the amount of heat recovered from the system was about 50% of the heat energy contained in the exhaust (heat contained in exhaust was evaluated based on environment temperature). The estimated payback time for 100% use of recovered heat would be less than 3 years at a fuel price of $3.50 per gallon, an interest rate of 10%, and an engine operation of 8 hours per day.     This article describes the sampling frames and basic data collection methods for petroleum price data reported by Energy Information Administration (EIA) and other Government agencies. In addition, it compares and contrasts annual average prices reported by EIA with comparable prices from the Bureau of Labor Statistics (BLS) CPI (Consumer Price Indexes) for the retail prices of residential No. 2 distillate, on-highway diesel fuel and motor gasoline (all grades.) Further, it compares refiner wholesale/resale prices for No. 2 fuel oil, No. 2 diesel fuel, motor gasoline (all grades,) kerosene-type jet fuel and residual fuel oil reported by EIA with comparable prices from the BLS PPI (Producer Price Index.) A discussion of the various crude oil prices and spot/futures prices published by EIA and other Government agencies is also included in the article.

    Gasoline Price Data Collection Procedures Every Monday, retail prices for all three grades of gasoline are collected by telephone from a sample of approximately 800 retail gasoline outlets.
