Like the Yellow Pages, the Directory furnishes the user with points-of-contact to investigate the capabilities of the listed companies to perform within acceptable standards, practices, and costs and to meet a user`s specific needs. This report summarizes the results of a full-scale demonstration of a high density polyethylene (HDPE) package, manufactured by Arrow Construction, Inc. of Montgomery, Alabama. The HDPE package, called ARROW-PAK, was designed and patented by Arrow as both a method to macroencapsulation of radioactively contaminated lead and as an improved form of waste package for treatment and interim and final storage and/or disposal of drums of mixed waste. Mixed waste is waste that is radioactive, and meets the criteria established by the United States Environmental Protection Agency (US EPA) for a hazardous material. Results from previous testing conducted for the Department of Energy (DOE) at the Idaho National Engineering Laboratory in 1994 found that the ARROW-PAK fabrication process produces an HDPE package that passes all helium leak tests and drop tests, and is fabricated with materials impervious to the types of environmental factors encountered during the lifetime of the ARROW-PAK, estimated to be from 100 to 300 years. Arrow Construction, Inc. has successfully completed full-scale demonstration of its ARROW-PAK mixed waste macroencapsulation treatment unit at the DOE Hanford Site. This testing was conducted in accordance with Radiological Work Permit No. T-860, applicable project plans and procedures, and in close consultation with Waste Management Federal Services of Hanford, Inc.`s project management, health and safety, and quality assurance representatives. The ARROW-PAK field demonstration successfully treated 880 drums of mixed waste debris feedstock which were compacted and placed in 149 70-gallon overpack drums prior to macroencapsulation in accordance with the US EPA Alternate Debris Treatment Standards, 40 CFR 268.45. Based on all of the results, the ARROW-PAK process provides an effective treatment, storage and/or disposal option that compares favorably with current mixed waste management practices.

Solar Survey of PV System Owners: San Diego

The purpose of the survey was to understand the motivation, challenges and benefits perceived by individuals who decided to install solar systems in the City of San Diego. Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector. A reconnaissance study has found little evidence of potential geothermal resources useful at naval facilities in the greater San Diego metropolitan area. However, there is a zone of modest elevated water well temperatures and slightly elevated thermal gradients that may include the eastern portion of the Imperial Beach Naval Air Station south of San Diego Bay. An increase of 0.3/sup 0/ to 0.4/sup 0/F/100 ft over the regional thermal gradient of 1.56/sup 0/F/100 ft was conservatively calculated for this zone. The thermal gradient can be used to predict 150/sup 0/F temperatures at a depth of approximately 4000 ft. This zone of greatest potential for a viable geothermal resource lies within a negative gravity anomaly thought to be caused by a tensionally developed graben, approximately centered over the San Diego Bay. Water well production in this zone is good to high, with 300 gpm often quoted as common for wells in this area. The concentration of total dissolved solids (TDS) in the deeper wells in this zone is relatively high due to intrusion of sea water. Productive geothermal wells may have to be drilled to depths economically infeasible for development of the resource in the area of discussion.

Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

The Added Economic and Environmental Value of Solar Thermal Systems in Microgrids with CombinedHeat and Power

The addition of solar thermal and heat storage systems can improve the economic, as well as environmental attraction of micro-generation systems, e.g. fuel cells with or without combined heat and power (CHP) and contribute to enhanced CO2 reduction. However, the interactions between solar thermal collection and storage systems and CHP systems can be complex, depending on the tariff structure, load profile, etc. In order to examine the impact of solar thermal and heat storage on CO2 emissions and annual energy costs, a microgrid's distributed energy resources (DER) adoption problem is formulated as a mixed-integer linear program. The objective is minimization of annual energy costs. This paper focuses on analysis of the optimal interaction of solar thermal systems, which can be used for domestic hot water, space heating and/or cooling, and micro-CHP systems in the California service territory of San Diego Gas and Electric (SDG&E). Contrary to typical expectations, our results indicate that despite the high solar radiation in southern California, fossil based CHP units are dominant, even with forecast 2020 technology and costs. A CO2 pricing scheme would be needed to incent installation of combined solar thermal absorption chiller systems, and no heat storage systems are adopted. This research also shows that photovoltaic (PV) arrays are favored by CO2 pricing more than solar thermal adoption.

Flow meter evaluation for U.S. Navy Public Works Center, San Diego, California

The U.S. Navy Public Works Center San Diego (PWCSD) was concerned about the accuracy of various flow meters on steam and compressed air lines serving Naval facilities in San Diego, California. The flow meters had experienced various inconsistencies that had not been resolved prior to July 1993. Pacific Northwest Laboratory, Richland, Washington, evaluated the operation of 10 out of 79 steam and compressed air flow meters at PWCSD. The evaluation was limited to analysis of historical information and review of existing operating procedures. On-site investigation of the flow meters was limited to external observations of the flow-sensing equipment and a check of the flow computer program. PNL did not remove installed sensing equipment (i.e., flow meters or temperature or pressure sensors) to evaluate existing condition or check calibration. Although many of the flow meter errors can be traced to improperly normalized readings and to meters improperly compensated for temperature and pressure, lack of regular maintenance, including proper calibration, was evidenced throughout this study. A strict calibration schedule should be established for all steam and air flow meters, including calibration of the temperature sensor, pressure sensor, and flow turbine. It is recommended that the most crucial flow meters (such as the 10 evaluated in this study) be calibrated yearly. The remaining 69 flow meters could be placed on a staggered, biyearly calibration schedule. Calibration should be done by qualified personnel only. Improper calibration is often worse than no calibration at all. An outside firm is recommended to be contracted with to perform all maintenance and calibration on flow meters at the Naval facilities. Use of an outside firm would better facilitate regular, reliable calibration while removing liability for damaged parts.

The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

This EA evaluates the proposed action to decontaminate and decommission GA`s hot cell facility in northern San Diego, CA. This facility has been used for DOE and commercial nuclear R&D for > 30 years. About 30,000 cubic feet of decontamination debris and up to 50,000 cubic feet of contaminated soil are to be removed. Low-level radioactive waste would be shipped for disposal. It was determined that the proposal does not constitute a major federal action significantly affecting the human environment according to NEPA; therefore, a finding of no significant impact is made, and an environmental impact statement is not required.

Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

Environmental report for Pantex Plant, 1993

This report presents summaries and interpretations of the environmental monitoring data collected during 1993 at Pantex Plant. Additionally, it outlines site environmental management performance, summarizes compliance with applicable environmental regulations, and describes significant programs and achievements. Environmental monitoring is composed of two principal collection and analysis activities for radiological and nonradiological constituents: (1) effluent monitoring involving liquid and airborne effluents to characterize and quantify releases and (2) environmental surveillance involving water, soil, vegetation, and biota and measurement of external radiation to characterize environmental impacts of Pantex Plant. Data are used to assess impacts of operations to the public and the environment and to demonstrate compliance with applicable standards for both radiological and nonradiological contaminants. In 1993 more than 270 onsite and offsite locations were monitored regularly with 4000 samples collected and analyzed. Data from a location at the US Department of Agriculture Bushland Agricultural Research Service and historical data are also presented for reference.

Because Western has over 400 facilities located in 15 states, this report addresses the environmental activities in all the facilities as one site. In March, 1996, Western established a team representing each of the four Regional Offices, the CRSP Customer Service Center and the Corporate Service Office to develop an Environmental Management System based on the guidelines in ISO 14001. The significant environmental projects and issues Western was involved with in 1997 are discussed in this annual site environmental report. This report is written to show the nature and effectiveness of the environmental protection program.

Environmentally Benign Stab Detonators

The coupling of energetic metallic multilayers (a.k.a. flash metal) with energetic sol-gel synthesis and processing is an entirely new approach to forming energetic devices for several DoD and DOE needs. They are also practical and commercially viable manufacturing techniques. Improved occupational safety and health, performance, reliability, reproducibility, and environmentally acceptable processing can be achieved using these methodologies and materials. The development and fielding of this technology will enhance mission readiness and reduce the costs, environmental risks and the necessity of resolving environmental concerns related to maintaining military readiness while simultaneously enhancing safety and health. Without sacrificing current performance, we will formulate new impact initiated device (IID) compositions to replace materials from the current composition that pose significant environmental, health, and safety problems associated with functions such as synthesis, material receipt, storage, handling, processing into the composition, reaction products from testing, and safe disposal. To do this, we will advance the use of nanocomposite preparation via the use of multilayer flash metal and sol-gel technologies and apply it to new small IIDs. This work will also serve to demonstrate that these technologies and resultant materials are relevant and practical to a variety of energetic needs of DoD and DOE. The goal will be to produce an IID whose composition is acceptable by OSHA, EPA, the Clean Air Act, Clean Water Act, Resource Recovery Act, etc. standards, without sacrificing current performance. The development of environmentally benign stab detonators and igniters will result in the removal of hazardous and toxic components associated with their manufacturing, handling, and use. This will lead to improved worker safety during manufacturing as well as reduced exposure of Service personnel during their storage and or use in operations. The implementation of energetic sol-gel coated metallic multilayers, as new small IIDs will result in dramatically reduced environmental risks and improved worker and user safety risks without any sacrifice in the performance of the device. The proposed effort is designed to field an IID that is free of toxic (e.g., tetrazene) and heavy metal constituents (e.g., lead styphnate, lead azide, barium nitrate, and antimony sulfides) present in the NOL-130 initiating mixture and in the lead azide transfer charge of current stab detonators. The preferred materials for this project are nanocomposites consisting of thin foils of metallic multilayers, composed of nanometer thick regions of different metals, coated with a sol-gel derived energetic material. The favored metals for the multilayers will be main-group and early transition metals such as, but not limited to, boron, aluminum, silicon, titanium, zirconium, and nickel. Candidate sol-gel energetic materials include iron (III) oxide/aluminum nanocomposites. It should be noted that more traditional materials than sol-gel might also be used with the flash metals. The metallic multilayers undergo an exothermic transition to a more stable intermetallic alloy with the appropriate mechanical or thermal stimulus. This exothermic transition has sufficient output energy to initiate the more energy dense sol-gel energetic material, or other candidate materials. All of the proposed initiation mix materials and their reaction by products have low toxicity, are safe to handle and dispose of, and provide much less environmental and health concerns than the current composition. We anticipate that the technology and materials proposed here will be produced successfully in production scale with very competitive costs with existing IIDs, when amortized over the production lifetime. The sol-gel process is well known and used extensively in industry for coatings applications. All of the proposed feedstock components are mass-produced and have relatively low costs. The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

This notice announces BPA`s decision to construct, operate, and maintain the Grizzly Substation Fiber Optic Project (Project). This Project is part of a continuing effort by BPA to complete a regionwide upgrade of its existing telecommunications system. The US Forest Service and BPA jointly prepared the Grizzly Substation Fiber Optic Project Environmental Assessment (EA) (DOE/EA-1241) evaluating the potential environmental impacts of the Proposed Action, the Underground Installation Alternative, and the No Action Alternative. Based on the analysis in the EA, the US Forest Service and BPA have determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI. The US Forest Service has separately issued a FONSI and Decision Notice authorizing BPA to construct, operate, and maintain the Project within the Crooked River National Grassland (Grassland).

The mission of Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) is to continue the long tradition of outstanding research that has made it a premier national and international multiprogram laboratory. In order to provide the highest degree of protection for the public and the environment, Berkeley Lab employs Integrated Safety Management (ISM). ISM is a comprehensive U.S. Department of Energy management system that involves five core functions (work planning, hazard and risk analysis, establishment of controls, work performance, and feedback and improvement). These five core functions are applied to all activities at Berkeley Lab. Laboratory activities are planned and conducted with full regard to protecting the public and the environment and complying with appropriate environmental laws and regulations. Both radiological and nonradiological activities are thoroughly monitored to assess their potential impact on public health and the environment. This annual Site Environmental Report covers activities for calendar year (CY) 2001. Volume I summarizes environmental protection performance and environmental monitoring activities. Volume II contains individual analytical data summarized in the first volume. Volume II is available on request. (For details, see the Preface.) Data are presented in the report using the International System of Units measuring system, more commonly referred to as the metric system. For the convenience of readers, both volumes of this report can be accessed on the Web from the Berkeley Lab Environmental Services home page, which is located at http://www.lbl.gov/ehs/esg. An overview of environmental monitoring programs and research during development of a moderate temperature geothermal resource in the Raft River Valley is presented. One of the major objectives was to develop programs for environmental assessment and protection that could serve as an example for similar types of development. The monitoring studies were designed to establish baseline conditions (predevelopment) of the physical, biological, and human environment. Potential changes were assessed and adverse environmental impacts minimized. No major environmental impacts resulted from development of the Raft River Geothermal Research Facility. The results of the physical, biological, and human environment monitoring programs are summarized.

The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. Bonneville - Hood River Vegetation Management Environmental Assessment

To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

The DOE maintains responsibility for the environmental restoration, waste management, and depleted uranium hexafluoride cylinder program activities at the plant through its management contractor, Lockheed Martin Energy Systems. The purpose of this document is to summarize calendar year 1996 environmental monitoring activities for DOE activities at the Paducah Site. Hanford Analytical Services Quality Assurance Requirements Document (HASQARD) is issued by the Analytical Services, Program of the Waste Management Division, US Department of Energy (US DOE), Richland Operations Office (DOE-RL). The HASQARD establishes quality requirements in response to DOE Order 5700.6C (DOE 1991b). The HASQARD is designed to meet the needs of DOE-RL for maintaining a consistent level of quality for sampling and field and laboratory analytical services provided by contractor and commercial field and laboratory analytical operations. The HASQARD serves as the quality basis for all sampling and field/laboratory analytical services provided to DOE-RL through the Analytical Services Program of the Waste Management Division in support of Hanford Site environmental cleanup efforts. This includes work performed by contractor and commercial laboratories and covers radiological and nonradiological analyses. The HASQARD applies to field sampling, field analysis, and research and development activities that support work conducted under the Hanford Federal Facility Agreement and Consent Order Tri-Party Agreement and regulatory permit applications and applicable permit requirements described in subsections of this volume. The HASQARD applies to work done to support process chemistry analysis (e.g., ongoing site waste treatment and characterization operations) and research and development projects related to Hanford Site environmental cleanup activities. This ensures a uniform quality umbrella to analytical site activities predicated on the concepts contained in the HASQARD. Using HASQARD will ensure data of known quality and technical defensibility of the methods used to obtain that data. The HASQARD is made up of four volumes: Volume 1, Administrative Requirements; Volume 2, Sampling Technical Requirements; Volume 3, Field Analytical Technical Requirements; and Volume 4, Laboratory Technical Requirements. Volume 1 describes the administrative requirements applicable to each of the other three volumes and is intended to be used in conjunction with the technical volumes.

The environmental service industry is in a state of transition in which innovative technologies are increasingly playing a critical role. These changes play to the strengths of the chemical industry, and several firms are effectively growing environmental businesses. At the same time, chemical companies, which are among the largest buyers of environmental services, are making decisions that reflect the changes. Du Pont, for example, has decided to rethink its involvement with the controversial Waste Technologies Industries (WTI) hazardous waste incinerator in East Liverpool, OH. Initially expecting a shortage of incineration capacity, Du Pont had signed a contract - along with BASF and Chemical Waste Management - for a share of capacity at the 60,000-tons/year WTI unit. A number of chemical firms are leveraging their strengths. Air Products and Chemicals (Allentown, PA), for one, has partnerships in the waste-to-energy and flue-gas desulfurization businesses. The company runs cogeneration plants that can burn a combination of coal and natural gas to make both steam and electricity. Air Products assorted businesses can be strong at different times, says Hinman. The flue-gas desulfurization business, for example, was active during the first phase of enforcement of the 1990 Clean Air Act requirements for lower sulfur dioxide (SO[sub 2]) emissions.

The purposes of the Lawrence Livermore National Laboratory Environmental Report 2008 are to record Lawrence Livermore National Laboratory's (LLNL's) compliance with environmental standards and requirements, describe LLNL's environmental protection and remediation programs, and present the results of environmental monitoring at the two LLNL sites - the Livermore site and Site 300. The report is prepared for the U.S. Department of Energy (DOE) by LLNL's Environmental Protection Department. Submittal of the report satisfies requirements under DOE Order 231.1A, Environmental Safety and Health Reporting, and DOE Order 5400.5, Radiation Protection of the Public and Environment. The report is distributed electronically and is available at https://saer.lln.gov/, the website for the LLNL annual environmental report. Previous LLNL annual environmental reports beginning in 1994 are also on the website. Some references in the electronic report text are underlined, which indicates that they are clickable links. Clicking on one of these links will open the related document, data workbook, or website that it refers to. The report begins with an executive summary, which provides the purpose of the report and an overview of LLNL's compliance and monitoring results. The first three chapters provide background information: Chapter 1 is an overview of the location, meteorology, and hydrogeology of the two LLNL sites; Chapter 2 is a summary of LLNL's compliance with environmental regulations; and Chapter 3 is a description of LLNL's environmental programs with an emphasis on the Environmental Management System including pollution prevention. The majority of the report covers LLNL's environmental monitoring programs and monitoring data for 2008: effluent and ambient air (Chapter 4); waters, including wastewater, storm water runoff, surface water, rain, and groundwater (Chapter 5); and terrestrial, including soil, sediment, vegetation, foodstuff, ambient radiation, and special status wildlife and plants (Chapter 6). Complete monitoring data, which are summarized in the body of the report, are provided in Appendix A. The remaining three chapters discuss the radiological impact on the public from LLNL operations (Chapter 7), LLNL's groundwater remediation program (Chapter 8), and quality assurance for the environmental monitoring programs (Chapter 9). The report uses Systeme International units, consistent with the federal Metric Conversion Act of 1975 and Executive Order 12770, Metric Usage in Federal Government Programs (1991). For ease of comparison to environmental reports issued prior to 1991, dose values and many radiological measurements are given in both metric and U.S. customary units. A conversion table is provided in the glossary. The report is the responsibility of LLNL's Environmental Protection Department. Monitoring data were obtained through the combined efforts of the Environmental Protection Department; Environmental Restoration Department; Physical and Life Sciences Environmental Monitoring Radiation Laboratory; and the Hazards Control Department.

Argonne National Laboratory (ANL) is developing the Environmental Compliance Management System (ECMS) as a comprehensive, cost-effective tool to ensure (1) that the Laboratory complies with all applicable federal and state environmental laws and regulations, (2) that environmental issues and concerns are recognized and considered in the early phases of projects; and (3) that Laboratory personnel conduct Laboratory operations in the most environmentally acceptable manner. The ECMS is an expert computer system which is designed to allow project engineers to perform an environmental evaluation of their projects. The system includes a Master Program which collects basic project information, provide utility functions, and access the environmental expert modules, environmental expert system modules for each federal and state environmental law which allows the user to obtain specific information on how an individual law may affect his project; and site-specific databases which contain information necessary for effective management of the site under environmental regulations. The ECMS will have the capability to complete and print many of the necessary environmental forms required by federal and state agencies, including the Department of Energy.

The Site Environmental Report 2000 (SER) summarizes the status of the Laboratory's environmental programs and performance, including the steady progress towards cleaning up the Laboratory site and fully integrating environmental stewardship into all facets of BNL's mission. BNL's motto, ''Exploring Earth's Mysteries... Protecting its Future,'' describes how the Laboratory approaches its work, with balance between science and the environment. One of the newest initiatives at the Laboratory, the Upton Ecological and Research Reserve, will permanently preserve 530 acres (212 hectares) of the Long Island Central Pine Barrens, a unique ecosystem of forests and wetlands. This report provides information about environmental programs during 2004 at the Stanford Linear Accelerator Center (SLAC). Seasonal activities that span calendar years are also included. Production of an annual site environmental report (ASER) is a requirement established by the United States Department of Energy (DOE) for all management and operating (M&O) contractors throughout the DOE complex. SLAC is a federally-funded, research and development center with Stanford University as the M&O contractor. The most noteworthy information in this report is summarized in this section. This summary demonstrates the effective application of SLAC environmental management in meeting the site's integrated safety management system (ISMS) goals. For normal daily activities, all SLAC managers and supervisors are responsible for ensuring that proper procedures are followed so that worker safety and health are protected; the environment is protected; and compliance is ensured. Throughout 2004, SLAC focused on these activities through the SLAC management systems (described in Chapter 3). These systems were also the way SLAC approached implementing ''greening of the government'' initiatives such as Executive Order 13148. The management systems at SLAC are effective, supporting compliance with all relevant statutory and regulatory requirements. There were no reportable releases to the environment from SLAC operations during 2004. In addition, many improvements were continued during 2004, in waste minimization, recycling, decreasing air emission rates, stormwater drain system, groundwater restoration, and planning for a chemical management system to manage chemical use better. Program-specific details discussed are: (1) Air Quality--SLAC operates its air quality management program in compliance with its established permit conditions: 2004 was the seventh consecutive year the air quality management program operated without receiving any notices of violation (NOVs) from regulators. (2) Hazardous Waste--The Environmental Health Division of the San Mateo County Health Services Agency is the California certified unified permitting agency (CUPA) responsible for overseeing hazardous materials and waste management at SLAC. The CUPA made no facility inspections of SLAC during 2004. (3) Stormwater and Industrial Wastewater--SLAC operates its industrial and sanitary wastewater management program in compliance with established permit conditions: 2004 was the eighth consecutive year the program operated without receiving any NOVs from program regulators. During 2004 the last 32 unauthorized discharge connections to the stormwater system were eliminated. (4) Hazardous Materials Program--Although SLAC has been successful in meeting the regulatory requirements for managing hazardous materials, it has decided to pursue a more active strategy in reducing its use of such materials. The cornerstone of this effort is the implementation of a chemical management system (CMS). (5) Environmental Radiological Program--In 2004, no radiological incidents occurred that increased radiation levels or released radioactivity to the environment. In addition to managing its radioactive wastes safely and responsibly, SLAC worked to reduce the amount of waste generated. As detailed in Chapter 5, SLAC has implemented programs and systems to ensure compliance with all radiological requirements related to the environment. (6) Groundwater Protection and Environmental Restoration--In general, environmental concerns at SLAC are limited in number, small in scale and are actively being managed or eliminated. The Environmental Restoration Program continued work on site characterization and evaluation of remedial alternatives at four sites with volatile organic compounds (VOCs) in groundwater and several areas with polychlorinated biphenyls (PCBs) and lead in soil.

Lawrence Livermore National Laboratory (LLNL), a US Department of Energy (DOE) facility operated by the University of California, serves as a national resource of scientific, technical, and engineering capability with a special focus on national security. Over the years, the Laboratory`s mission has been broadened to encompass such areas as strategic defense, energy, the environment, biomedicine, the economy, and education. The Laboratory carries out this mission in compliance with local, state, and federal environmental regulatory requirements and takes measures to ensure that its operations do not adversely affect the environment or public health. It does so with the support of the Environmental Protection Department, which is responsible for environmental monitoring, environmental restoration, hazardous waste management, and ensuring environmental compliance. During 1993, the Environmental Protection Department conducted sampling of air, sewage effluent, ground water, surface water, soil, vegetation and foodstuffs, and took measurements of environmental radiation. It performed more than 190,000 analyses of environmental samples. The analytical results are summarized along with evaluations of the impact of radioactive and nonradioactive materials, a discussion of the effects of LLNL operations on the environment, and a summary of the activities undertaken to comply with local, state, and federal environmental laws.

Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

Lake Powell is part of Utah's Glen Canyon National Recreation Area. The Dangling Rope Marina operates by using diesel generators to supply power. They use 65,000 gallons of diesel fuel per year that has to be barged in over Lake Powell.
