    This dissertation presents a case study analysis in which the costs to a US electric utility of reducing its carbon dioxide (CO{sub 2}) emissions are compared with the costs of carbon-saving forestry projects in Costa Rica and Guatemala. The results show that a large electric utility in the south-central US would find it relatively inexpensive, even profitable given a conducive regulatory treatment, to reduce its CO{sub 2} emissions by a few percent over the next ten years, through direct investment in energy end-use efficiency improvements. In comparison, the costs of the forestry projects studied in Central America range from $1/TC to a worst-case value of about $55/TC, with most project costs between $5 and $13/TC, depending on the type of project, the climate, and the opportunity cost of land. The total amount of CO{sub 2} storage potential is significant, about 100 million tons per country, but not enough to suggest that forestry can offset more than a few percent of global CO{sub 2} emissions from fossil fuel use. These case studies suggest that international trade in the environmental service of reducing global CO{sub 2} accumulation could have significant economic and ecological benefits. A transaction in which a utility pays for forestry projects in exchange for credit against an emission reduction policy is an example of an international carbon emission offset (ICEO). ICEO's could provide a currency for funding carbon-saving services as a way to comply with national policies to reduce CO{sub 2} emissions, as long as compliance is allowed through investments in other countries. This type of North-South transfer is necessary to reconcile economic efficiency and international equity, because of the disparity between the national allocations of responsibility for greenhouse gas emissions and opportunities for emission reductions.

    The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future.     This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

BPA uses PacificCorp`s substation and transmission facilities between Alturas and Canby, California to transfer power to SVEC`s Canby Substation. In the next year, SVEC expects increased industrial, agricultural, and residential electric loads on their 69-kV transmission system south of Canby. SVEC`s substation can accommodate only about 10 percent of the expected additional electric load. BPA`s proposed action is intended to meet SVEC`s increasing electric load. BPA proposes to meet SVEC`s increasing energy load by tapping into BPA`s existing BPA Malin-Warner 230-kV transmission line, and building an 7.9-mile transmission line to a new BPA substation. BPA proposes to build the new substation next to the west side of SVEC`s Canby Substation (Figure 1). This new substation will allow SVEC to move the additional power over their existing transmission or distribution lines. This report is the environmental assessment of the potential impact of the proposed project. The assessment determined that no ``environmental impact statement`` is not required.

    Analysts have found increasing evidence that rate structure has impacts on the economics of solar systems. This paper uses 2007 15-minute interval photovoltaic (PV) system and load data from two San Diego City water treatment facilities to illustrate impacts of different rate designs. The comparison is based on rates available in San Diego at the time of data collection and include proportionately small to large demand charges (relative to volumetric consumption), and varying on- and off- peak times. Findings are twofold for these large commercial systems: 1) transferring costs into demand charges does not result in savings and 2) changes in peak times do not result in a major cost difference during the course of a year. While lessons learned and discussion on rate components are based on the findings, the applicability is limited to buildings with similar systems, environments, rate options, and loads.

    The purpose of the survey was to understand the motivation, challenges and benefits perceived by individuals who decided to install solar systems in the City of San Diego. Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector. Individuals had the option to reply electronically, using Survey Monkey, or to complete a paper survey. All responses were combined and checked to ensure that there were no duplicates.

    This report summarizes the results of a full-scale demonstration of a high density polyethylene (HDPE) package, manufactured by Arrow Construction, Inc. of Montgomery, Alabama. The HDPE package, called ARROW-PAK, was designed and patented by Arrow as both a method to macroencapsulation of radioactively contaminated lead and as an improved form of waste package for treatment and interim and final storage and/or disposal of drums of mixed waste. Mixed waste is waste that is radioactive, and meets the criteria established by the United States Environmental Protection Agency (US EPA) for a hazardous material. Results from previous testing conducted for the Department of Energy (DOE) at the Idaho National Engineering Laboratory in 1994 found that the ARROW-PAK fabrication process produces an HDPE package that passes all helium leak tests and drop tests, and is fabricated with materials impervious to the types of environmental factors encountered during the lifetime of the ARROW-PAK, estimated to be from 100 to 300 years. Arrow Construction, Inc. has successfully completed full-scale demonstration of its ARROW-PAK mixed waste macroencapsulation treatment unit at the DOE Hanford Site. This testing was conducted in accordance with Radiological Work Permit No. T-860, applicable project plans and procedures, and in close consultation with Waste Management Federal Services of Hanford, Inc.`s project management, health and safety, and quality assurance representatives. The ARROW-PAK field demonstration successfully treated 880 drums of mixed waste debris feedstock which were compacted and placed in 149 70-gallon overpack drums prior to macroencapsulation in accordance with the US EPA Alternate Debris Treatment Standards, 40 CFR 268.45. Based on all of the results, the ARROW-PAK process provides an effective treatment, storage and/or disposal option that compares favorably with current mixed waste management practices.

    HALLIBURTON NUS received authorization from DOE on August 14, 1987 to provide technical support to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities.     Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

    The addition of solar thermal and heat storage systems can improve the economic, as well as environmental attraction of micro-generation systems, e.g. fuel cells with or without combined heat and power (CHP) and contribute to enhanced CO2 reduction. However, the interactions between solar thermal collection and storage systems and CHP systems can be complex, depending on the tariff structure, load profile, etc. In order to examine the impact of solar thermal and heat storage on CO2 emissions and annual energy costs, a microgrid's distributed energy resources (DER) adoption problem is formulated as a mixed-integer linear program. The objective is minimization of annual energy costs. This paper focuses on analysis of the optimal interaction of solar thermal systems, which can be used for domestic hot water, space heating and/or cooling, and micro-CHP systems in the California service territory of San Diego Gas and Electric (SDG&E). Contrary to typical expectations, our results indicate that despite the high solar radiation in southern California, fossil based CHP units are dominant, even with forecast 2020 technology and costs. A CO2 pricing scheme would be needed to incent installation of combined solar thermal absorption chiller systems, and no heat storage systems are adopted. This research also shows that photovoltaic (PV) arrays are favored by CO2 pricing more than solar thermal adoption.

    There is confusion in the marketplace regarding the impact of solar photovoltaics (PV) on the user's actual electricity bill under California Net Energy Metering, particularly with binomial tariffs (those that include both demand and energy charges) and time-of-use (TOU) rate structures. The City of San Diego has extensive real-time electrical metering on most of its buildings and PV systems, with interval data for overall consumption and PV electrical production available for multiple years. This paper uses 2007 PV-system data from two city facilities to illustrate the impacts of binomial rate designs. The analysis will determine the energy and demand savings that the PV systems are achieving relative to the absence of systems. A financial analysis of PV-system performance under various rate structures is presented. The data revealed that actual demand and energy use benefits of binomial tariffs increase in summer months, when solar resources allow for maximized electricity production. In a binomial tariff system, varying on- and semi-peak times can result in approximately $1,100 change in demand charges per month over not having a PV system in place, an approximate 30% cost savings. The PV systems are also shown to have a 30%-50% reduction in facility energy charges in 2007.

    The EA evaluates the proposed action of modifying the DIII-D fusion facility and conducting related research activities at the GA San Diego site over 1995-1999 under DOE contract number DE-ACO3-89ER51114. The proposed action is need to advance magnetic fusion research for future generation fusion devices such as ITER and TPX. It was determined that the proposed action is not a major action significantly affecting the quality of the human environment according to NEPA; therefore a finding of no significant impact is made and an environmental impact statement is not required.

    The traveler attended an International Seminar on Environmental Toxicology sponsored by Her Royal Highness Princess Chulabhorn of Thailand. The objective of the seminar was to provide technical knowledge in the area of environmental toxicology to participants from developing countries in Asia. Priorities identified at the workshop which would aid in the application of environmental toxicology principles in developing countries were: a data base on toxicological properties of chemicals, increased research support in all aspects of science and technology in developing countries, increased public awareness and participation in the risk management process, and an increased number of training courses held in third world countries to facilitate exchange of experience and techniques.

    This report describes the calendar year 1999 compliance monitoring and environmental surveillance activities of the Idaho National Engineering and Environmental Laboratory management and operating contractor Environmental Monitoring Program. This report includes results of sampling performed by the Drinking Water, Effluent, Storm Water, Groundwater Monitoring, and Environmental Surveillance Programs. This report compares the 1999 results to program-specific regulatory guidelines and past data to evaluate trends. The primary purposes of the monitoring and surveillance activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standards, and to ensure protection of public health and the environment. Surveillance of environmental media did not identify any previously unknown environmental problems or trends, which would indicate a loss of control or unplanned releases from facility operations. The Idaho National Engineering and Environmental Laboratory complied with permits and applicable regulations, with the expectation of nitrogen in two disposal pond effluent streams iron and total coliform bacteria in groundwater downgradient from one disposal well, and coliform bacteria in drinking water systems at two facilities. Maintenance activities were performed on the two drinking water systems and tested prior to putting back into service. The monitoring and surveillance results demonstrate that the public health and environment were protected.

    Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

    Environmental risks associated with collateral are an increasingly important aspect of lending transactions. The concerns include liability for cleanup costs and natural resource damages, loss of value of the collateral due to environmental contamination and impairment of the borrower's ability to repay the loan as a result of environmental liabilities. Under CERCLA, lenders incur potential liability in three ways: by becoming the owner or operator of a facility, by holding indicia of ownership as a secured creditor while participating in management, or by becoming a generator of waste; that is, a person who arranges for transport and disposal of hazardous substances to a facility from which there is a release or threatened release. Although most lenders are vigorously pursuing audits, the liabilities that will be arising at today's contaminated sites derive from loans and perhaps foreclosures that may have created owner, operator or generator status many years ago.

Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    Rocky Flats Environmental Technology Site (RFETS), has approximately 10,000 High Efficiency Particulate Air (HEPA) Filters installed in a variety of filter plenums. These ventilation/filtration plenum systems are used to control the release of airborne particulate contaminates to the environment during normal operations and potential accidents. This report summarizes the results of destructive and non-destructive tests on HEPA filters obtained from a wide variety of ages and service conditions. These tests were performed to determine an acceptable service life criteria for HEPA filters used at Rocky Flats Environmental Technology Site (RFETS). A total of 140 filters of various ages (1972 to 1996) and service history (new, aged unused, used) were tested. For the purpose of this report, filter age from manufacture date/initial test date to the current sample date was used, as opposed to the actual time a filter was installed in an operating system.

    The coupling of energetic metallic multilayers (a.k.a. flash metal) with energetic sol-gel synthesis and processing is an entirely new approach to forming energetic devices for several DoD and DOE needs. They are also practical and commercially viable manufacturing techniques. Improved occupational safety and health, performance, reliability, reproducibility, and environmentally acceptable processing can be achieved using these methodologies and materials. The development and fielding of this technology will enhance mission readiness and reduce the costs, environmental risks and the necessity of resolving environmental concerns related to maintaining military readiness while simultaneously enhancing safety and health. Without sacrificing current performance, we will formulate new impact initiated device (IID) compositions to replace materials from the current composition that pose significant environmental, health, and safety problems associated with functions such as synthesis, material receipt, storage, handling, processing into the composition, reaction products from testing, and safe disposal. To do this, we will advance the use of nanocomposite preparation via the use of multilayer flash metal and sol-gel technologies and apply it to new small IIDs. This work will also serve to demonstrate that these technologies and resultant materials are relevant and practical to a variety of energetic needs of DoD and DOE. The goal will be to produce an IID whose composition is acceptable by OSHA, EPA, the Clean Air Act, Clean Water Act, Resource Recovery Act, etc. standards, without sacrificing current performance. The development of environmentally benign stab detonators and igniters will result in the removal of hazardous and toxic components associated with their manufacturing, handling, and use. This will lead to improved worker safety during manufacturing as well as reduced exposure of Service personnel during their storage and or use in operations. The implementation of energetic sol-gel coated metallic multilayers, as new small IIDs will result in dramatically reduced environmental risks and improved worker and user safety risks without any sacrifice in the performance of the device. The proposed effort is designed to field an IID that is free of toxic (e.g., tetrazene) and heavy metal constituents (e.g., lead styphnate, lead azide, barium nitrate, and antimony sulfides) present in the NOL-130 initiating mixture and in the lead azide transfer charge of current stab detonators. The preferred materials for this project are nanocomposites consisting of thin foils of metallic multilayers, composed of nanometer thick regions of different metals, coated with a sol-gel derived energetic material. The favored metals for the multilayers will be main-group and early transition metals such as, but not limited to, boron, aluminum, silicon, titanium, zirconium, and nickel. Candidate sol-gel energetic materials include iron (III) oxide/aluminum nanocomposites. It should be noted that more traditional materials than sol-gel might also be used with the flash metals. The metallic multilayers undergo an exothermic transition to a more stable intermetallic alloy with the appropriate mechanical or thermal stimulus. This exothermic transition has sufficient output energy to initiate the more energy dense sol-gel energetic material, or other candidate materials. All of the proposed initiation mix materials and their reaction by products have low toxicity, are safe to handle and dispose of, and provide much less environmental and health concerns than the current composition. We anticipate that the technology and materials proposed here will be produced successfully in production scale with very competitive costs with existing IIDs, when amortized over the production lifetime. The sol-gel process is well known and used extensively in industry for coatings applications. All of the proposed feedstock components are mass-produced and have relatively low costs.     The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park.     The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    This notice announces BPA`s decision to construct, operate, and maintain the Grizzly Substation Fiber Optic Project (Project). This Project is part of a continuing effort by BPA to complete a regionwide upgrade of its existing telecommunications system. The US Forest Service and BPA jointly prepared the Grizzly Substation Fiber Optic Project Environmental Assessment (EA) (DOE/EA-1241) evaluating the potential environmental impacts of the Proposed Action, the Underground Installation Alternative, and the No Action Alternative. Based on the analysis in the EA, the US Forest Service and BPA have determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI. The US Forest Service has separately issued a FONSI and Decision Notice authorizing BPA to construct, operate, and maintain the Project within the Crooked River National Grassland (Grassland).

    An overview of environmental monitoring programs and research during development of a moderate temperature geothermal resource in the Raft River Valley is presented. One of the major objectives was to develop programs for environmental assessment and protection that could serve as an example for similar types of development. The monitoring studies were designed to establish baseline conditions (predevelopment) of the physical, biological, and human environment. Potential changes were assessed and adverse environmental impacts minimized. No major environmental impacts resulted from development of the Raft River Geothermal Research Facility. The results of the physical, biological, and human environment monitoring programs are summarized.

    The Environmental Implementation Plan (EIP) is a dynamic long-range environmental-protection plan for SRS. The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment.     To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.
