    The Los Alamos National Laboratory (LANL) Environmental Restoration Technical Support Office (ERTSO) contracted Project Time & Cost, Inc. (PT&C) on 16 November 1992 to provide support services to the US Department of Energy (DOE). ERTSO had traditionally supported the DOE Albuquerque office in the Environmental Restoration and Waste Management Programs and had also supported the Office of Waste Management (EM-30) at DOE Headquarters in Germantown, Maryland. PT&C was requested to provide project management and support services for the DOE as well as liaison and coordination of responses and efforts between various agencies. The primary objective of this work was to continue LANL`s technical support role to EM-30 and assist in the development of the COE Cost and Schedule Estimating (CASE) Guide for EM-30. PT&C`s objectives, as specified in Section B of the contract, were well met during the duration of the project through the review and comment of various draft documents, trips to DOE sites providing program management support and participating in the training for the EM-30 Cost and Schedule Estimating Guide, drafting memos and scheduling future projects, attending numerous meetings with LANL, DOE and other subcontractors, and providing written observations and recommendations.he results obtained were determined to be satisfactory by both the LANL ERTSO and DOE EM-30 organizations. The objective to further the support from LANL and their associated subcontractor (PT&C) was met. The contract concluded with no outstanding issues.

    The economic analysis of the solar energy systems that were installed at Tempe, Arizona and San Diego, California, is developed for these and four other sites typical of a wide range of environmental and economic conditions in the continental United States. This analysis is accomplished based on the technical and economic models in the f-Chart design procedure with inputs based on the characteristics of the installed system and local conditions. The results are expressed in terms of the economic parameters of present worth of system cost over a projected twenty year life: life cycle savings, year of positive savings and year of payback for the optimized solar energy system at each of the analysis sites. The sensitivity of the economic evaluation to uncertainties in constituent system and economic variables is also investigated. The results demonstrate that the solar energy system is economically viable at all of the sites for which the analysis was conducted.

BPA uses PacificCorp`s substation and transmission facilities between Alturas and Canby, California to transfer power to SVEC`s Canby Substation. In the next year, SVEC expects increased industrial, agricultural, and residential electric loads on their 69-kV transmission system south of Canby. SVEC`s substation can accommodate only about 10 percent of the expected additional electric load. BPA`s proposed action is intended to meet SVEC`s increasing electric load. BPA proposes to meet SVEC`s increasing energy load by tapping into BPA`s existing BPA Malin-Warner 230-kV transmission line, and building an 7.9-mile transmission line to a new BPA substation. BPA proposes to build the new substation next to the west side of SVEC`s Canby Substation (Figure 1). This new substation will allow SVEC to move the additional power over their existing transmission or distribution lines. This report is the environmental assessment of the potential impact of the proposed project. The assessment determined that no ``environmental impact statement`` is not required.

    The purpose of the survey was to understand the motivation, challenges and benefits perceived by individuals who decided to install solar systems in the City of San Diego. Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector. Individuals had the option to reply electronically, using Survey Monkey, or to complete a paper survey. All responses were combined and checked to ensure that there were no duplicates.

    The addition of solar thermal and heat storage systems can improve the economic, as well as environmental attraction of micro-generation systems, e.g. fuel cells with or without combined heat and power (CHP) and contribute to enhanced CO2 reduction. However, the interactions between solar thermal collection and storage systems and CHP systems can be complex, depending on the tariff structure, load profile, etc. In order to examine the impact of solar thermal and heat storage on CO2 emissions and annual energy costs, a microgrid's distributed energy resources (DER) adoption problem is formulated as a mixed-integer linear program. The objective is minimization of annual energy costs. This paper focuses on analysis of the optimal interaction of solar thermal systems, which can be used for domestic hot water, space heating and/or cooling, and micro-CHP systems in the California service territory of San Diego Gas and Electric (SDG&E). Contrary to typical expectations, our results indicate that despite the high solar radiation in southern California, fossil based CHP units are dominant, even with forecast 2020 technology and costs. A CO2 pricing scheme would be needed to incent installation of combined solar thermal absorption chiller systems, and no heat storage systems are adopted. This research also shows that photovoltaic (PV) arrays are favored by CO2 pricing more than solar thermal adoption.

    Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

    With concern about secondary smoke, dust mites, formaldehyde emissions and bioaerosols, the public has become more aware of indoor air quality problems. Heating, air conditioning and ventilation units as well as associated ductwork can be the sources of mold, fungi and other microbial pollutants as well as particulates of dust, secondary smoke and pieces of dead dust mites. Along with the public’s concern has been the development of businesses directly associated with indoor air quality. Some of these businesses are reputable and supply effective indoor air quality services; others, on the other hand, offer little more than technical jargon and will take advantage of the unwary consumer. Duct cleaning has been an area that has been attracted by both reputable and unscrupulous businesses.

    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    The San Diego Norte Pilot Project consists of twelve inclined wells (7 producing wells 300 m (984 ft) apart, plus 5 observation wells) drilled from a cluster, to study the production and compaction behavior under steam soak (huff and puff) of the Tertiary heavy crude oil reservoirs of the Zuata area. This area is located within the Orinoco Heavy Oil belt of Venezuela. A geological model was needed as a base for the reservoir studies and to understand the geological setting. This model was constructed from extensive log information, seismic lines, well samples, and cores. The reservoir sands are friable with an average porosity of 34% and permeabilities ranging from 1 to 7 ..mu..m/sup 2/ (1 to 7 darcys). The sands were deposited in meander belts that stacked up forming multistory bodies. Point bars and channel fills account for 80-90% of the total sand. These sands are internally heterogeneous, sinuous and elongated, and larger than the 1 km/sup 2/ area covered by the project. The topmost two productive sands, which together average 22 m (72 ft), show the best porosities and permeabilities and are isolated by thick clays that make them suitable for selective steam injection. In the project, the oil has a density of about 1.0 g/cm/sup 3/ (10/sup 0/ API) and fills all the sands down to the oil-water contact. The depth of this contact is controlled by regional faults. Based on core compressibility tests, compaction is expected to be the principal production mechanism that could increase the expected primary recovery of 4 to 12% by huff and puff steam injection, leading to a possible recovery of 0.64 x 10/sup 6/ m/sup 3/ (4 million bbl) in six years with four cycles of steam injection. 16 figures, 2 tables.

    This report describes the calendar year 1999 compliance monitoring and environmental surveillance activities of the Idaho National Engineering and Environmental Laboratory management and operating contractor Environmental Monitoring Program. This report includes results of sampling performed by the Drinking Water, Effluent, Storm Water, Groundwater Monitoring, and Environmental Surveillance Programs. This report compares the 1999 results to program-specific regulatory guidelines and past data to evaluate trends. The primary purposes of the monitoring and surveillance activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standards, and to ensure protection of public health and the environment. Surveillance of environmental media did not identify any previously unknown environmental problems or trends, which would indicate a loss of control or unplanned releases from facility operations. The Idaho National Engineering and Environmental Laboratory complied with permits and applicable regulations, with the expectation of nitrogen in two disposal pond effluent streams iron and total coliform bacteria in groundwater downgradient from one disposal well, and coliform bacteria in drinking water systems at two facilities. Maintenance activities were performed on the two drinking water systems and tested prior to putting back into service. The monitoring and surveillance results demonstrate that the public health and environment were protected.

    Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    This report presents summaries and interpretations of the environmental monitoring data collected during 1993 at Pantex Plant. Additionally, it outlines site environmental management performance, summarizes compliance with applicable environmental regulations, and describes significant programs and achievements. Environmental monitoring is composed of two principal collection and analysis activities for radiological and nonradiological constituents: (1) effluent monitoring involving liquid and airborne effluents to characterize and quantify releases and (2) environmental surveillance involving water, soil, vegetation, and biota and measurement of external radiation to characterize environmental impacts of Pantex Plant. Data are used to assess impacts of operations to the public and the environment and to demonstrate compliance with applicable standards for both radiological and nonradiological contaminants. Because Western has over 400 facilities located in 15 states, this report addresses the environmental activities in all the facilities as one site. In March, 1996, Western established a team representing each of the four Regional Offices, the CRSP Customer Service Center and the Corporate Service Office to develop an Environmental Management System based on the guidelines in ISO 14001.     This notice announces BPA`s decision to construct, operate, and maintain the Grizzly Substation Fiber Optic Project (Project). This Project is part of a continuing effort by BPA to complete a regionwide upgrade of its existing telecommunications system. The US Forest Service and BPA jointly prepared the Grizzly Substation Fiber Optic Project Environmental Assessment (EA) (DOE/EA-1241) evaluating the potential environmental impacts of the Proposed Action, the Underground Installation Alternative, and the No Action Alternative. Based on the analysis in the EA, the US Forest Service and BPA have determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI. The US Forest Service has separately issued a FONSI and Decision Notice authorizing BPA to construct, operate, and maintain the Project within the Crooked River National Grassland (Grassland).

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The Paducah Gaseous Diffusion Plant, located in McCracken County, Kentucky, has been producing enriched uranium since 1952. In July 1993, the US Department of Energy (DOE) leased the production areas of the site to the United States Enrichment Corporation (USEC). A subsidiary of Lockheed Martin Corporation, Lockheed Martin Utility Services, manages the leased facilities for USEC. The DOE maintains responsibility for the environmental restoration, waste management, and depleted uranium hexafluoride cylinder program activities at the plant through its management contractor, Lockheed Martin Energy Systems. The purpose of this document is to summarize calendar year 1996 environmental monitoring activities for DOE activities at the Paducah Site.     To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

    The purposes of the Lawrence Livermore National Laboratory Environmental Report 2008 are to record Lawrence Livermore National Laboratory's (LLNL's) compliance with environmental standards and requirements, describe LLNL's environmental protection and remediation programs, and present the results of environmental monitoring at the two LLNL sites - the Livermore site and Site 300. The report is prepared for the U.S. Department of Energy (DOE) by LLNL's Environmental Protection Department. Submittal of the report satisfies requirements under DOE Order 231.1A, Environmental Safety and Health Reporting, and DOE Order 5400.5, Radiation Protection of the Public and Environment. The report is distributed electronically and is available at https://saer.lln.gov/, the website for the LLNL annual environmental report. Previous LLNL annual environmental reports beginning in 1994 are also on the website. Some references in the electronic report text are underlined, which indicates that they are clickable links. Clicking on one of these links will open the related document, data workbook, or website that it refers to. The report begins with an executive summary, which provides the purpose of the report and an overview of LLNL's compliance and monitoring results. The first three chapters provide background information: Chapter 1 is an overview of the location, meteorology, and hydrogeology of the two LLNL sites; Chapter 2 is a summary of LLNL's compliance with environmental regulations; and Chapter 3 is a description of LLNL's environmental programs with an emphasis on the Environmental Management System including pollution prevention. The majority of the report covers LLNL's environmental monitoring programs and monitoring data for 2008: effluent and ambient air (Chapter 4); waters, including wastewater, storm water runoff, surface water, rain, and groundwater (Chapter 5); and terrestrial, including soil, sediment, vegetation, foodstuff, ambient radiation, and special status wildlife and plants (Chapter 6). Complete monitoring data, which are summarized in the body of the report, are provided in Appendix A. The remaining three chapters discuss the radiological impact on the public from LLNL operations (Chapter 7), LLNL's groundwater remediation program (Chapter 8), and quality assurance for the environmental monitoring programs (Chapter 9). The report uses Systeme International units, consistent with the federal Metric Conversion Act of 1975 and Executive Order 12770, Metric Usage in Federal Government Programs (1991). For ease of comparison to environmental reports issued prior to 1991, dose values and many radiological measurements are given in both metric and U.S. customary units. A conversion table is provided in the glossary. The report is the responsibility of LLNL's Environmental Protection Department. Monitoring data were obtained through the combined efforts of the Environmental Protection Department; Environmental Restoration Department; Physical and Life Sciences Environmental Monitoring Radiation Laboratory; and the Hazards Control Department.

    Brookhaven National Laboratory (BNL) strives for excellence in both its science research and its facility operations. BNL manages its world-class scientific research with particular sensitivity to environmental and community issues through its internationally recognized Environmental Management System (EMS) and award-winning community relations program. The Site Environmental Report 2000 (SER) summarizes the status of the Laboratory's environmental programs and performance, including the steady progress towards cleaning up the Laboratory site and fully integrating environmental stewardship into all facets of BNL's mission. BNL's motto, ''Exploring Earth's Mysteries... Protecting its Future,'' describes how the Laboratory approaches its work, with balance between science and the environment. One of the newest initiatives at the Laboratory, the Upton Ecological and Research Reserve, will permanently preserve 530 acres (212 hectares) of the Long Island Central Pine Barrens, a unique ecosystem of forests and wetlands. The Reserve sets aside 10% of BNL property for conservation and ecological research through a partnership between the U.S. Department of Energy (DOE) and the U.S. Fish and Wildlife Service. The Reserve provides habitat for approximately 27 endangered, threatened, or species of special concern, including the state-endangered eastern tiger salamander, state-threatened banded sunfish, and swamp darter, along with a number of other species found onsite, such as the wild turkey and red-tailed hawk.

    This report provides information about environmental programs during 2004 at the Stanford Linear Accelerator Center (SLAC). Seasonal activities that span calendar years are also included. Production of an annual site environmental report (ASER) is a requirement established by the United States Department of Energy (DOE) for all management and operating (M&O) contractors throughout the DOE complex. SLAC is a federally-funded, research and development center with Stanford University as the M&O contractor. The most noteworthy information in this report is summarized in this section. This summary demonstrates the effective application of SLAC environmental management in meeting the site's integrated safety management system (ISMS) goals. For normal daily activities, all SLAC managers and supervisors are responsible for ensuring that proper procedures are followed so that worker safety and health are protected; the environment is protected; and compliance is ensured. Throughout 2004, SLAC focused on these activities through the SLAC management systems (described in Chapter 3). These systems were also the way SLAC approached implementing ''greening of the government'' initiatives such as Executive Order 13148. The management systems at SLAC are effective, supporting compliance with all relevant statutory and regulatory requirements. There were no reportable releases to the environment from SLAC operations during 2004. In addition, many improvements were continued during 2004, in waste minimization, recycling, decreasing air emission rates, stormwater drain system, groundwater restoration, and planning for a chemical management system to manage chemical use better. Program-specific details discussed are: (1) Air Quality--SLAC operates its air quality management program in compliance with its established permit conditions: 2004 was the seventh consecutive year the air quality management program operated without receiving any notices of violation (NOVs) from regulators. (2) Hazardous Waste--The Environmental Health Division of the San Mateo County Health Services Agency is the California certified unified permitting agency (CUPA) responsible for overseeing hazardous materials and waste management at SLAC. The CUPA made no facility inspections of SLAC during 2004. (3) Stormwater and Industrial Wastewater--SLAC operates its industrial and sanitary wastewater management program in compliance with established permit conditions: 2004 was the eighth consecutive year the program operated without receiving any NOVs from program regulators. During 2004 the last 32 unauthorized discharge connections to the stormwater system were eliminated. (4) Hazardous Materials Program--Although SLAC has been successful in meeting the regulatory requirements for managing hazardous materials, it has decided to pursue a more active strategy in reducing its use of such materials. The cornerstone of this effort is the implementation of a chemical management system (CMS). (5) Environmental Radiological Program--In 2004, no radiological incidents occurred that increased radiation levels or released radioactivity to the environment. In addition to managing its radioactive wastes safely and responsibly, SLAC worked to reduce the amount of waste generated. As detailed in Chapter 5, SLAC has implemented programs and systems to ensure compliance with all radiological requirements related to the environment. (6) Groundwater Protection and Environmental Restoration--In general, environmental concerns at SLAC are limited in number, small in scale and are actively being managed or eliminated. The Environmental Restoration Program continued work on site characterization and evaluation of remedial alternatives at four sites with volatile organic compounds (VOCs) in groundwater and several areas with polychlorinated biphenyls (PCBs) and lead in soil.

    The environmental service industry is in a state of transition in which innovative technologies are increasingly playing a critical role. These changes play to the strengths of the chemical industry, and several firms are effectively growing environmental businesses. At the same time, chemical companies, which are among the largest buyers of environmental services, are making decisions that reflect the changes. Du Pont, for example, has decided to rethink its involvement with the controversial Waste Technologies Industries (WTI) hazardous waste incinerator in East Liverpool, OH. Initially expecting a shortage of incineration capacity, Du Pont had signed a contract - along with BASF and Chemical Waste Management - for a share of capacity at the 60,000-tons/year WTI unit. A number of chemical firms are leveraging their strengths. Air Products and Chemicals (Allentown, PA), for one, has partnerships in the waste-to-energy and flue-gas desulfurization businesses. The company runs cogeneration plants that can burn a combination of coal and natural gas to make both steam and electricity. Air Products assorted businesses can be strong at different times, says Hinman. The flue-gas desulfurization business, for example, was active during the first phase of enforcement of the 1990 Clean Air Act requirements for lower sulfur dioxide (SO[sub 2]) emissions.

    Lawrence Livermore National Laboratory (LLNL), a US Department of Energy (DOE) facility operated by the University of California, serves as a national resource of scientific, technical, and engineering capability with a special focus on national security. Over the years, the Laboratory`s mission has been broadened to encompass such areas as strategic defense, energy, the environment, biomedicine, the economy, and education. The Laboratory carries out this mission in compliance with local, state, and federal environmental regulatory requirements and takes measures to ensure that its operations do not adversely affect the environment or public health. It does so with the support of the Environmental Protection Department, which is responsible for environmental monitoring, environmental restoration, hazardous waste management, and ensuring environmental compliance. During 1993, the Environmental Protection Department conducted sampling of air, sewage effluent, ground water, surface water, soil, vegetation and foodstuffs, and took measurements of environmental radiation. It performed more than 190,000 analyses of environmental samples.     The purposes of the 'Lawrence Livermore National Laboratory Environmental Report 2007' are to record Lawrence Livermore National Laboratory's (LLNL's) compliance with environmental standards and requirements, describe LLNL's environmental protection and remediation programs, and present the results of environmental monitoring at the two LLNL sites--the Livermore site and Site 300. The report is prepared for the U.S. Department of Energy (DOE) by LLNL's Environmental Protection Department. Submittal of the report satisfies requirements under DOE Order 231.1A, Environmental Safety and Health Reporting, and DOE Order 5400.5, Radiation Protection of the Public and Environment. The report is distributed electronically and is available at https://saer.lln.gov/, the website for the LLNL annual environmental report. Previous LLNL annual environmental reports beginning in 1994 are also on the website. Some references in the electronic report text are underlined, which indicates that they are clickable links. Clicking on one of these links will open the related document, data workbook, or website that it refers to. The report begins with an executive summary, which provides the purpose of the report and an overview of LLNL's compliance and monitoring results. The first three chapters provide background information: Chapter 1 is an overview of the location, meteorology, and hydrogeology of the two LLNL sites; Chapter 2 is a summary of LLNL's compliance with environmental regulations; and Chapter 3 is a description of LLNL's environmental programs with an emphasis on the Environmental Management System including pollution prevention. The majority of the report covers LLNL's environmental monitoring programs and monitoring data for 2007: effluent and ambient air (Chapter 4); waters, including wastewater, storm water runoff, surface water, rain, and groundwater (Chapter 5); and terrestrial, including soil, sediment, vegetation, foodstuff, ambient radiation, and special status wildlife and plants (Chapter 6). Complete monitoring data, which are summarized in the body of the report, are provided in Appendix A. The remaining three chapters discuss the radiological impact on the public from LLNL operations (Chapter 7), LLNL's groundwater remediation program (Chapter 8), and quality assurance for the environmental monitoring programs (Chapter 9). The report uses Systeme International units, consistent with the federal Metric Conversion Act of 1975 and Executive Order 12770, Metric Usage in Federal Government Programs (1991). For ease of comparison to environmental reports issued prior to 1991, dose values and many radiological measurements are given in both metric and U.S. customary units.
