    Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

    Given a social network, who is the best person to introduce you to, say, Chris Ferguson, the poker champion? Or, given a network of people and skills, who is the best person to help you learn about, say, wavelets? The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame.     A digital system provides sending and receiving gateways for HIPPI interfaces. Electronic logic circuitry formats data signals and overhead signals in a data frame that is suitable for transmission over a connecting fiber optic link. Multiplexers route the data and overhead signals to a framer module. The framer module allocates the data and overhead signals to a plurality of 9-byte words that are arranged in a selected protocol. The formatted words are stored in a storage register for output through the gateway.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop. The TIS/IGP at th Lawrence Livermore National Laboratory (LLNL) serves as the host system for several different communities of users who develop integrated information systems for personal and shared programmatic resources. The TIS local area network utilizes a 10 Mbps Ethernet which serves as a testbed for high-technology hardware and software.

    There is confusion in the marketplace regarding the impact of solar photovoltaics (PV) on the user's actual electricity bill under California Net Energy Metering, particularly with binomial tariffs (those that include both demand and energy charges) and time-of-use (TOU) rate structures. The City of San Diego has extensive real-time electrical metering on most of its buildings and PV systems, with interval data for overall consumption and PV electrical production available for multiple years. This paper uses 2007 PV-system data from two city facilities to illustrate the impacts of binomial rate designs. The analysis will determine the energy and demand savings that the PV systems are achieving relative to the absence of systems. A financial analysis of PV-system performance under various rate structures is presented. The data revealed that actual demand and energy use benefits of binomial tariffs increase in summer months, when solar resources allow for maximized electricity production. In a binomial tariff system, varying on- and semi-peak times can result in approximately $1,100 change in demand charges per month over not having a PV system in place, an approximate 30% cost savings. The PV systems are also shown to have a 30%-50% reduction in facility energy charges in 2007.

    Analysts have found increasing evidence that rate structure has impacts on the economics of solar systems. This paper uses 2007 15-minute interval photovoltaic (PV) system and load data from two San Diego City water treatment facilities to illustrate impacts of different rate designs. The comparison is based on rates available in San Diego at the time of data collection and include proportionately small to large demand charges (relative to volumetric consumption), and varying on- and off- peak times. Findings are twofold for these large commercial systems: 1) transferring costs into demand charges does not result in savings and 2) changes in peak times do not result in a major cost difference during the course of a year. While lessons learned and discussion on rate components are based on the findings, the applicability is limited to buildings with similar systems, environments, rate options, and loads.

    The purpose of the survey was to understand the motivation, challenges and benefits perceived by individuals who decided to install solar systems in the City of San Diego. Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector. Individuals had the option to reply electronically, using Survey Monkey, or to complete a paper survey. All responses were combined and checked to ensure that there were no duplicates.

    Schools in California often have a choice between multiple electricity rate options. For schools with photovoltaic (PV) installations, choosing the right rate is essential to maximize the value of PV generation. The rate option that minimizes a school?s electricity expenses often does not remain the most economical choice after the school installs a PV system. The complex interaction between PV generation, building load, and rate structure makes determining the best rate a challenging task. This report evaluates 22 rate structures across three of California?s largest electric utilities--Pacific Gas and Electric Co. (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E)--in order to identify common rate structure attributes that are favorable to PV installations.

    Scientists from the California Department of Fish and Game (CDFG), the Southwest Fisheries Science Center of the National Marine Fisheries Service (NMFS), and the Scripps Institution of Oceanography, University of California, San Diego (UCSD), have collaborated for 46 years in the longest-running large-scale study ever undertaken in the ocean. This study was begun in order to understand the causes of changes in population, over time, of commercially important fishes in California`s coastal waters. When the study began, the Pacific sardine was by far the most significant species of economic concern to the State of California. Because its population changes were thought to be caused by a diversity of atmospheric, oceanic, and biological variables, a wide array of measurements in the California Current region were begun and have been continued to this day. This long time series of data allows not only a better understanding of the flux of fish populations, but also lays the foundation for understanding interdecadal and secular change in the seas. This document contains papers from symposium of the 1995 CalCOFI Conference related to interdecadal changes in the ecology of the California current.

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

    The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

    To support the design development of a compressorless house that does not rely on mechanical air-conditioning, the author carried out detailed computer analysis of a prototypical house design to determine the indoor thermal conditions during peak cooling periods for over 170 California locations. The peak cooling periods are five-day sequences at 2{percent} frequency determined through statistical analysis of long-term historical weather data. The DOE-2 program was used to simulate the indoor temperatures of the house under four operating options: windows closed, with mechanical ventilation, evaporatively-cooled mechanical ventilation, or a conventional 1 1/2-ton air conditioner. The study found that with a 1500 CFM mechanical ventilation system, the house design would maintain comfort under peak conditions in the San Francisco Bay Area out to Walnut Creek, but not beyond. In southern California, the same system and house design would maintain adequate comfort only along the coast. With the evaporatively-cooled ventilation system, the applicability of the house design can be extended to Fairfield and Livermore in northern California, but in southern California a larger 3000 CFM system would be needed to maintain comfort conditions over half of the greater Los Angeles area, the southern half of the Inland Empire, and most of San Diego county. With the 1 1/2-ton air conditioner, the proposed house design would perform satisfactorily through most of the state, except in the upper areas of the Central Valley and the hot desert areas in southern California. In terms of energy savings, the simulations showed that the prototypical house design would save from 0.20 to 0.43 in northern California, 0.20 to 0.53 in southern California, and 0.16 to 0.35 in the Central Valley, the energy used by the same house design built to Title-24 requirements.

    California is on a path to increase utilization of renewable resources. California will need to integrate approximately 30,000 megawatts (MW) of new renewable generation in the next 20 years. Renewable resources are typically located in remote locations, not near the load centers. Nearly two/thirds or 20,000 MW of new renewable resources needed are likely to be delivered to Los Angeles Basin transmission gateways. Integration of renewable resources requires interconnection to the power grid, expansion of the transmission system capability between the backbone power grid and transmission gateways, and increase in delivery capacity from transmission gateways to the local load centers. To scope the transmission, operations, and reliability issues for renewables integration, this research focused on the Los Angeles Basin Area transmission gateways where most of new renewables are likely. Necessary actions for successful renewables integration include: (1) Expand Los Angeles Basin Area transmission gateway and nomogram limits by 10,000 to 20,000 MW; (2) Upgrade local transmission network for deliverability to load centers; (3) Secure additional storage, demand management, automatic load control, dynamic pricing, and other resources that meet regulation and ramping needed in real time operations; (4) Enhance local voltage support; and (5) Expand deliverability from Los Angeles to San Diego and Northern California.

    The Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) is working with the California Energy Commission (CEC) todetermine the potential role of commercial sector distributed generation (DG) with combined heat and power (CHP) capability deployment in greenhouse gas emissions (GHG) reductions. CHP applications at large industrial sites are well known, and a large share of their potential has already been harvested. In contrast, relatively little attention has been paid to the potential of medium-sized commercial buildings, i.e. ones with peak electric loads ranging from 100 kW to 5 MW. We examine how this sector might implement DG with CHP in cost minimizing microgrids that are able to adopt and operate various energy technologies, such as solar photovoltaics (PV), on-site thermal generation, heat exchangers, solar thermal collectors, absorption chillers, and storage systems. We apply a mixed-integer linear program (MILP) that minimizes a site?s annual energy costs as its objective. Using 138 representative mid-sized commercial sites in California (CA), existing tariffs of three major electricity distribution ultilities, and performance data of available technology in 2020, we find the GHG reduction potential for this CA commercial sector segment, which represents about 35percent of total statewide commercial sector sales. Under the assumptions made, in a reference case, this segment is estimated to be capable of economically installing 1.4 GW of CHP, 35percent of the California Air Resources Board (CARB) statewide 4 GW goal for total incremental CHP deployment by 2020. However, because CARB?s assumed utilization is far higher than is found by the MILP, the adopted CHP only contributes 19percent of the CO2 target. Several sensitivity runs were completed. One applies a simple feed-in tariff similar to net metering, and another includes a generous self-generation incentive program (SGIP) subsidy for fuel cells. The feed-in tariff proves ineffective at stimulating CHP deployment, while the SGIP buy down is more powerful. The attractiveness of CHP varies widely by climate zone and service territory, but in general, hotter inlandareas and San Diego are the more attractive regions because high cooling loads achieve higher equipment utilization. Additionally, large office buildings are surprisingly good hosts for CHP, so large office buildings in San Diego and hotter urban centers emerge as promising target hosts. Overall the effect on CO2 emissions is limited, never exceeding 27 percent of the CARB target. Nonetheless, results suggest that the CO2 emissions abatement potential of CHP in mid-sized CA buildings is significant, and much more promising than is typically assumed.

The feed-in tariff proves ineffective at stimulating CHP deployment, while the SGIP buy down is more powerful. The attractiveness of CHP varies widely by climate zone and service territory, but in general, hotter inland areas and San Diego are the more attractive regions because high cooling loads achieve higher equipment utilization. Additionally, large office buildings are surprisingly good hosts for CHP, so large office buildings in San Diego and hotter urban centers emerge as promising target hosts. Overall the effect on CO2 emissions is limited, never exceeding 27percent of the CARB target. Nonetheless, results suggest that the CO2 emissions abatement potential of CHP in mid-sized CA buildings is significant, and much more promising than is typically assumed.
