    Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

    Science data gateways are effective in providing complex science data collections to the world-wide user communities. In this paper we describe a gateway for the Advanced Simulation Capability for Environmental Management (ASCEM) framework. Built on top of established web service technologies, the ASCEM data gateway is specifically designed for environmental modeling applications. Its key distinguishing features include: (1) handling of complex spatiotemporal data, (2) offering a variety of selective data access mechanisms, (3) providing state of the art plotting and visualization of spatiotemporal data records, and (4) integrating seamlessly with a distributed workflow system using a RESTful interface. ASCEM project scientists have been using this data gateway since 2011.

    Given a social network, who is the best person to introduce you to, say, Chris Ferguson, the poker champion? Or, given a network of people and skills, who is the best person to help you learn about, say, wavelets? The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

    The goal of pollution prevention to reduce or eliminate the creation of pollutants through source reduction has gained popularity in the industrial and legislative communities. Corporations have instituted voluntary pollution prevention programs and are participating in government sponsored programs such as the U.S. EPA`s 33/50 program. In parallel to these voluntary efforts, legislation has been promulgated at both the federal and state levels which require industrial facilities to establish hazardous waste minimization programs and to include manufacturing activity data when submitting chemical releases reports under TRI. However, the success of these efforts on a county wide basis has not been established. This study establishes a pollutant prevention index that indicates that pollution prevention and economic activity are not mutually exclusive and evaluates the pollutant discharge trends in San Diego County, California from 1987 through 1992. The pollutant discharges evaluated include: hazardous waste generation, as reported to the Cal-EPA on the uniform hazardous waste manifests; air emissions from annual emission inventories; heavy metal concentrations in industrial wastewater discharges; and annual toxic chemical releases as reported on the SARA 313 Toxic Chemical Release Inventory. Economic indicators used as the ratio denominator for normalizing the pollutant data included: energy use, gross regional product, and value of manufactured product. The relationship of between discharges and economic indicators was analyzed using the Spearman Rank Correlation Coefficient. An evaluation of the raw data was conducted to determine which ratio(s) would be representative pollution prevention indices. Two ratios emerge as viable pollution indices. These are hazardous waste per gross regional product and toxic chemical releases per value of manufactured product.

An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway. 7 figs.

    A digital system provides sending and receiving gateways for HIPPI interfaces. Electronic logic circuitry formats data signals and overhead signals in a data frame that is suitable for transmission over a connecting fiber optic link. Multiplexers route the data and overhead signals to a framer module. The framer module allocates the data and overhead signals to a plurality of 9-byte words that are arranged in a selected protocol. The formatted words are stored in a storage register for output through the gateway.

  11. Rate Analysis of Two Photovoltaic Systems in San Diego

    Analysts have found increasing evidence that rate structure has impacts on the economics of solar systems. This paper uses 2007 15-minute interval photovoltaic (PV) system and load data from two San Diego City water treatment facilities to illustrate impacts of different rate designs. The comparison is based on rates available in San Diego at the time of data collection and include proportionately small to large demand charges (relative to volumetric consumption), and varying on- and off- peak times. Findings are twofold for these large commercial systems: 1) transferring costs into demand charges does not result in savings and 2) changes in peak times do not result in a major cost difference during the course of a year. While lessons learned and discussion on rate components are based on the findings, the applicability is limited to buildings with similar systems, environments, rate options, and loads.

Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector.     There is confusion in the marketplace regarding the impact of solar photovoltaics (PV) on the user's actual electricity bill under California Net Energy Metering, particularly with binomial tariffs (those that include both demand and energy charges) and time-of-use (TOU) rate structures. The City of San Diego has extensive real-time electrical metering on most of its buildings and PV systems, with interval data for overall consumption and PV electrical production available for multiple years. This paper uses 2007 PV-system data from two city facilities to illustrate the impacts of binomial rate designs. The analysis will determine the energy and demand savings that the PV systems are achieving relative to the absence of systems. A financial analysis of PV-system performance under various rate structures is presented. The data revealed that actual demand and energy use benefits of binomial tariffs increase in summer months, when solar resources allow for maximized electricity production. In a binomial tariff system, varying on- and semi-peak times can result in approximately $1,100 change in demand charges per month over not having a PV system in place, an approximate 30% cost savings. The PV systems are also shown to have a 30%-50% reduction in facility energy charges in 2007.

    We use public cloud computers to host sophisticated scientific data; software is then used to transform scientific practice by enabling broad access to capabilities previously available only to the few. The primary obstacle to more widespread use of public clouds to host scientific software (‘cloud-based science gateways’) has thus far been the considerable gap between the specialized needs of science applications and the capabilities provided by cloud infrastructures. We describe here a domain-independent, cloud-based science gateway platform, the Globus Galaxies platform, which overcomes this gap by providing a set of hosted services that directly address the needs of science gateway developers. The design and implementation of this platform leverages our several years of experience with Globus Genomics, a cloud-based science gateway that has served more than 200 genomics researchers across 30 institutions. Building on that foundation, we have also implemented a platform that leverages the popular Galaxy system for application hosting and workflow execution; Globus services for data transfer, user and group management, and authentication; and a cost-aware elastic provisioning model specialized for public cloud resources. We describe here the capabilities and architecture of this platform, present six scientific domains in which we have successfully applied it, report on user experiences, and analyze the economics of our deployments.     With the widespread deployment of electronic interval meters, commonly known as smart meters, came the promise of real-time data on electric energy consumption. Recognizing an opportunity to provide consumers access to their near real-time energy consumption data directly from their installed smart meter, we designed a mechanism for capturing those data for consumer use via an open smart energy gateway (OpenSEG). By design, OpenSEG provides a clearly defined boundary for equipment and data ownership. OpenSEG is an open-source data management platform to enable better data management of smart meter data. Effectively, it is an information architecture designed to work with the ZigBee Smart Energy Profile 1.x (SEP 1.x). It was specifically designed to reduce cyber-security risks and provide secure information directly from smart meters to consumers in near real time, using display devices already owned by the consumers. OpenSEG stores 48 hours of recent consumption data in a circular cache using a format consistent with commonly available archived (not real-time) consumption data such as Green Button, which is based on the Energy Services Provider Interface (ESPI) data standard. It consists of a common XML format for energy usage information and a data exchange protocol to facilitate automated data transfer upon utility customer authorization. Included in the design is an application program interface by which users can acquire data from OpenSEG for further post processing. A sample data display application is included in the initial software product. The data display application demonstrates that OpenSEG can help electricity use data to be retrieved from a smart meter and ported to a wide variety of user-owned devices such as cell phones or a user-selected database. This system can be used for homes, multi-family buildings, or small commercial buildings in California.

For schools with photovoltaic (PV) installations, choosing the right rate is essential to maximize the value of PV generation. The rate option that minimizes a school?s electricity expenses often does not remain the most economical choice after the school installs a PV system. The complex interaction between PV generation, building load, and rate structure makes determining the best rate a challenging task. This report evaluates 22 rate structures across three of California?s largest electric utilities--Pacific Gas and Electric Co. (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E)--in order to identify common rate structure attributes that are favorable to PV installations.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop. The TIS/IGP at th Lawrence Livermore National Laboratory (LLNL) serves as the host system for several different communities of users who develop integrated information systems for personal and shared programmatic resources. The TIS local area network utilizes a 10 Mbps Ethernet which serves as a testbed for high-technology hardware and software.

    Scientists from the California Department of Fish and Game (CDFG), the Southwest Fisheries Science Center of the National Marine Fisheries Service (NMFS), and the Scripps Institution of Oceanography, University of California, San Diego (UCSD), have collaborated for 46 years in the longest-running large-scale study ever undertaken in the ocean. This study was begun in order to understand the causes of changes in population, over time, of commercially important fishes in California`s coastal waters. When the study began, the Pacific sardine was by far the most significant species of economic concern to the State of California.     Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

Prior to installation, two of the LED luminaires were tested, along with a third luminaire that was not installed on the bridge but was tested for 6,000 hours in a laboratory for comparison purposes.

    Climate projections from three atmosphere-ocean climate models with a range of low to mid-high temperature sensitivity forced by the Intergovernmental Panel for Climate Change SRES higher, middle, and lower emission scenarios indicate that, over the 21st century, extreme heat events for major cities in heavily air-conditioned California will increase rapidly. These increases in temperature extremes are projected to exceed the rate of increase in mean temperature, along with increased variance. Extreme heat is defined here as the 90 percent exceedance probability (T90) of the local warmest summer days under the current climate. The number of extreme heat days in Los Angeles, where T90 is currently 95 F (32 C), may increase from 12 days to as many as 96 days per year by 2100, implying current-day heat wave conditions may last for the entire summer, with earlier onset. Overall, projected increases in extreme heat under the higher A1fi emission scenario by 2070-2099 tend to be 20-30 percent higher than those projected under the lower B1 emission scenario, ranging from approximately double the historical number of days for inland California cities (e.g. Sacramento and Fresno), up to four times for previously temperate coastal cities (e.g. Los Angeles, San Diego). These findings, combined with observed relationships between high temperature and electricity demand for air-conditioned regions, suggest potential shortfalls in transmission and supply during T90 peak electricity demand periods. When the projected extreme heat and peak demand for electricity are mapped onto current availability, maintaining technology and population constant only for demand side calculations, we find the potential for electricity deficits as high as 17 percent. Similar increases in extreme heat days are suggested for other locations across the U.S. southwest, as well as for developing nations with rapidly increasing electricity demands. Electricity response to recent extreme heat events, such as the July 2006 heat wave in California, suggests that peak electricity demand will challenge current supply, as well as future planned supply capacities when population and income growth are taken into account.

    California is on a path to increase utilization of renewable resources. California will need to integrate approximately 30,000 megawatts (MW) of new renewable generation in the next 20 years. Renewable resources are typically located in remote locations, not near the load centers. Nearly two/thirds or 20,000 MW of new renewable resources needed are likely to be delivered to Los Angeles Basin transmission gateways. Integration of renewable resources requires interconnection to the power grid, expansion of the transmission system capability between the backbone power grid and transmission gateways, and increase in delivery capacity from transmission gateways to the local load centers. To scope the transmission, operations, and reliability issues for renewables integration, this research focused on the Los Angeles Basin Area transmission gateways where most of new renewables are likely. Necessary actions for successful renewables integration include: (1) Expand Los Angeles Basin Area transmission gateway and nomogram limits by 10,000 to 20,000 MW; (2) Upgrade local transmission network for deliverability to load centers; (3) Secure additional storage, demand management, automatic load control, dynamic pricing, and other resources that meet regulation and ramping needed in real time operations; (4) Enhance local voltage support; and (5) Expand deliverability from Los Angeles to San Diego and Northern California.

  10. THE CO2 ABATEMENT POTENTIAL OF CALIFORNIA'S MID-SIZED COMMERCIAL BUILDINGS

    The Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) is working with the California Energy Commission (CEC) todetermine the potential role of commercial sector distributed generation (DG) with combined heat and power (CHP) capability deployment in greenhouse gas emissions (GHG) reductions. CHP applications at large industrial sites are well known, and a large share of their potential has already been harvested. In contrast, relatively little attention has been paid to the potential of medium-sized commercial buildings, i.e. ones with peak electric loads ranging from 100 kW to 5 MW. We examine how this sector might implement DG with CHP in cost minimizing microgrids that are able to adopt and operate various energy technologies, such as solar photovoltaics (PV), on-site thermal generation, heat exchangers, solar thermal collectors, absorption chillers, and storage systems. We apply a mixed-integer linear program (MILP) that minimizes a site?s annual energy costs as its objective. Using 138 representative mid-sized commercial sites in California (CA), existing tariffs of three major electricity distribution ultilities, and performance data of available technology in 2020, we find the GHG reduction potential for this CA commercial sector segment, which represents about 35percent of total statewide commercial sector sales. Under the assumptions made, in a reference case, this segment is estimated to be capable of economically installing 1.4 GW of CHP, 35percent of the California Air Resources Board (CARB) statewide 4 GW goal for total incremental CHP deployment by 2020. However, because CARB?s assumed utilization is far higher than is found by the MILP, the adopted CHP only contributes 19percent of the CO2 target. Several sensitivity runs were completed. One applies a simple feed-in tariff similar to net metering, and another includes a generous self-generation incentive program (SGIP) subsidy for fuel cells. The feed-in tariff proves ineffective at stimulating CHP deployment, while the SGIP buy down is more powerful. The attractiveness of CHP varies widely by climate zone and service territory, but in general, hotter inlandareas and San Diego are the more attractive regions because high cooling loads achieve higher equipment utilization. Additionally, large office buildings are surprisingly good hosts for CHP, so large office buildings in San Diego and hotter urban centers emerge as promising target hosts. Overall the effect on CO2 emissions is limited, never exceeding 27 percent of the CARB target. Nonetheless, results suggest that the CO2 emissions abatement potential of CHP in mid-sized CA buildings is significant, and much more promising than is typically assumed.

In contrast, relatively little attention has been paid to the potential of medium-sized commercial buildings, i.e., ones with peak electric loads ranging from 100 kW to 5 MW. We examine how this sector might implement DG with CHP in cost minimizing microgrids that are able to adopt and operate various energy technologies, such as solar photovoltaics (PV), on-site thermal generation, heat exchangers, solar thermal collectors, absorption chillers, and storage systems. We apply a mixed-integer linear program (MILP) that minimizes a site's annual energy costs as its objective. Using 138 representative mid-sized commercial sites in California (CA), existing tariffs of three major electricity distribution ultilities plus a natural gas company, and performance data of available technology in 2020, we find the GHG reduction potential for this CA commercial sector segment, which represents about 35percent of total statewide commercial sector sales. Under the assumptions made, in a reference case, this segment is estimated to be capable of economically installing 1.4 GW of CHP, 35percent of the California Air Resources Board (CARB) statewide 4 GW goal for total incremental CHP deployment by 2020. However, because CARB's assumed utilization is far higherthan is found by the MILP, the adopted CHP only contributes 19percent of the CO2 target. Several sensitivity runs were completed. One applies a simple feed-in tariff similar to net metering, and another includes a generous self-generation incentive program (SGIP) subsidy for fuel cells. The feed-in tariff proves ineffective at stimulating CHP deployment, while the SGIP buy down is more powerful. The attractiveness of CHP varies widely by climate zone and service territory, but in general, hotter inland areas and San Diego are the more attractive regions because high cooling loads achieve higher equipment utilization. Additionally, large office buildings are surprisingly good hosts for CHP, so large office buildings in San Diego and hotter urban centers emerge as promising target hosts. Overall the effect on CO2 emissions is limited, never exceeding 27percent of the CARB target. Nonetheless, results suggest that the CO2 emissions abatement potential of CHP in mid-sized CA buildings is significant, and much more promising than is typically assumed.

    Purpose: Graphics Processing Unit (GPU) has become increasingly important in radiotherapy. However, it is still difficult for general clinical researchers to access GPU codes developed by other researchers, and for developers to objectively benchmark their codes. Moreover, it is quite often to see repeated efforts spent on developing low-quality GPU codes. The goal of this project is to establish an infrastructure for testing GPU codes, cross comparing them, and facilitating code distributions in radiotherapy community. Methods: We developed a system called Gateway for GPU Computing in Cancer Radiotherapy Research (GCR2). A number of GPU codes developed by our group and other developers can be accessed via a web interface. To use the services, researchers first upload their test data or use the standard data provided by our system. Then they can select the GPU device on which the code will be executed. Our system offers all mainstream GPU hardware for code benchmarking purpose. After the code running is complete, the system automatically summarizes and displays the computing results. We also released a SDK to allow the developers to build their own algorithm implementation and submit their binary codes to the system. The submitted code is then systematically benchmarked using a variety of GPU hardware and representative data provided by our system. The developers can also compare their codes with others and generate benchmarking reports. Results: It is found that the developed system is fully functioning. Through a user-friendly web interface, researchers are able to test various GPU codes. Developers also benefit from this platform by comprehensively benchmarking their codes on various GPU platforms and representative clinical data sets. Conclusion: We have developed an open platform allowing the clinical researchers and developers to access the GPUs and GPU codes. This development will facilitate the utilization of GPU in radiation therapy field.

  13. Baker-Barry Tunnel Lighting: Evaluation of a Potential GATEWAY Demonstrations Project

    The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

    Solar-reflective roofs stay cooler in the sun than solar-absorptive roofs. Such ''cool'' roofs achieve lower surface temperatures that reduce heat conduction into the building and the building's cooling load. The California Energy Commission has funded research in which Lawrence Berkeley National Laboratory (LBNL) has measured the electricity use and peak demand in commercial buildings to document savings from implementing the Commission's Cool Roofs program. The study seeks to determine the savings achieved by cool roofs by monitoring the energy use of a carefully selected assortment of buildings participating in the Cool Roofs program. Measurements were needed because the peak savings resulting from the application of cool roofs on different types of buildings in the diverse California climate zones have not been well characterized to date. Only a few occupancy categories (e.g., office and retail buildings) have been monitored before this, and those were done under a limited number of climatic conditions. To help rectify this situation, LBNL was tasked to select the buildings to be monitored, measure roof performance before and after replacing a hot roof by a cool roof, and document both energy and peak demand savings resulting from installation of cool roofs. We monitored the effects of cool roofs on energy use and environmental parameters in six California buildings at three different sites: a retail store in Sacramento; an elementary school in San Marcos (near San Diego); and a 4-building cold storage facility in Reedley (near Fresno). The latter included a cold storage building, a conditioning and fruit-palletizing area, a conditioned packing area, and two unconditioned packing areas (counted as one building).

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

  10. Environmental Assessment and Finding of No Significant Impact: Presidential Permit Applications for Baja California Power, Inc. and Sempra Energy Resources

    In separate actions, Sempra Energy Resources (SER) and Baja California Power, Inc. (BCP) have applied to the US Department of Energy (DOE) for Presidential permits pursuant to Executive Order (EO) No. 10485, as amended by EO 12038, and 10 CFR Section 205.320 et seq. (2000), to construct, operate, maintain, and connect electric power transmission facilities crossing the international border between the Us and Mexico. SER and BCP each propose constructing separate new double-circuit, 230,000 volt (230 kV) transmission lines extending about six miles south from the Imperial Valley Substation (IV Substation), owned and operated by San Diego Gas and Electric Company (SDG and E), to the US/Mexico international border. In each case, the objective is to connect the proposed transmission lines to natural gas fueled electric generating plants being constructed in Mexico for the purpose of importing electrical power into the US onto the southern California electrical grid. The proposed transmission lines would traverse about six miles of federal land administered by the US Department of the Interior's Bureau of Land Management (BLM).

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a “real-world” retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation’s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air Products’ Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station user’s fueling experience.

  15. A computer simulation appraisal of non-residential low energy cooling systems in California

    An appraisal of the potential performance of different Low Energy Cooling (LEC) systems in nonresidential buildings in California is being conducted using computer simulation. The paper presents results from the first phase of the study, which addressed the systems that can be modeled, with the DOE-2.1E simulation program. The following LEC technologies were simulated as variants of a conventional variable-air-volume system with vapor compression cooling and mixing ventilation in the occupied spaces: Air-side indirect and indirect/direct evaporative pre-cooling. Cool beams. Displacement ventilation. Results are presented for four populous climates, represented by Oakland, Sacramento, Pasadena and San Diego. The greatest energy savings are obtained from a combination of displacement ventilation and air-side indirect/direct evaporative pre-cooling. Cool beam systems have the lowest peak demand but do not reduce energy consumption significantly because the reduction in fan energy is offse t by a reduction in air-side free cooling. Overall, the results indicate significant opportunities for LEC technologies to reduce energy consumption and demand in nonresidential new construction and retrofit.

  16. Comparison of AB2588 multipathway risk factors for California fossil-fuel power stations

    Substances released from power plants may travel through various exposure pathways resulting in human health and environmental risks. The stack air emission`s primary pathway is inhalation from the ambient air. Multipathway factors (adjustment factors to the inhalation risk) are used to evaluate the importance of non-inhalation pathways (such as ingestion and dermal contact). The multipathway factor for a specific substance is the health risk by all pathways divided by the inhalation health risk for that substance. These factors are compared for fossil fuel power stations that submitted regulatory risk assessments in compliance with California Toxic Hot Spots Act (AB2588). Substances representing the largest contributions to the cancer risk are of primary concern: arsenic, beryllium, cadmium, chromium (+6), formaldehyde, nickel, lead, selenium, and PAHs. Comparisons of the chemical-specific multipathway factors show the impacts of regulatory policy decisions on the estimated health risk for trace substances. As an example, point estimates of the soil mixing depth, varying from 1 cm to 15 cm, relate to the relative importance of the pathway. For the deeper mixing depths, the root-zone uptake by homegrown tomato plants (for assumed consumption rate of 15% for San Diego) may result in high multipathway factors for several trace metals. For shallower mixing depths, soil ingestion may become the dominant non-inhalation pathway. These differences may lead to significantly different risk estimates for similar facilities located at different California locations such as to be under local regulatory authorities. The overall multipathway factor for the total cancer risk is about 2, much smaller than some of the chemical-specific factors. Science-based multipathway analysis should reduce much of the concern that may be due to policy-based decisions on pathway selection and high-value point-estimates of the parameters.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and hence are reluctant to share their data. The California Commercial End Use Survey (CEUS), the primary source of data for Cal-Arch, is a unique source of information on commercial buildings in California. It has not been made public; however, it was made available by CEC to LBNL for the purpose of developing a public benchmarking tool.

    Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.
