    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

  16. Technical developments of OTEC Systems

    The US Department of Energy's (DOE) Ocean Energy Technology Program seeks to develop the technology of converting the ocean's vast energy resource into usable forms to the point where industry can assess its potential, commercial utility. The current focus in the program is on the utilization of open-cycle OTEC to produce electricity. The open-cycle OTEC process is one of the few alternative energy options which provides the potential for baseload-carrying capability. This paper provides a very brief overview of the program activities and focuses on results recently obtained from the program's experimental facility designed to allow testing of OC-OTEC subsystems under actual operating conditions utilizing seawater. The facility, referred to as the Seacoast Test Facility (STF), is currently composed of a Heat and Mass Transfer Scoping Test Apparatus (HMTSTA) being supplied by up to 1600 gallons per minute of warm seawater and 1000 gallons per minute of cold seawater. Researchers have obtained experimental data on the performance of evaporators and surface condensers. Also, information on mist elimination and deaeration processes have been obtained. Plans call for modification to the HMTSTA to accommodate the addition of direct-contact condensers. Summary results will be discussed addressing recent studies, by Argonne National Laboratory (ANL), of corrosion and biofouling of aluminum alloy surface condensers. Also discussed is the production of desalinated seawater using an open-cycle OTEC process. Finally to be discussed will be recent developments in OTEC turbines and an assessment of seawater supply systems required for OTEC. A brief overview of the program's future plans also will be presented. 4 refs., 11 figs., 2 tabs.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    Technical guidance to support the formulation and comparison of possible siting criteria for nuclear power plants has been developed in four areas: (1) consequences of hypothetical severe nuclear-power-plant accidents, (2) characteristics of population distributions about current reactor sites, (3) site availability within the continental United States, and (4) socioeconomic impacts of reactor siting. The impact on consequences of source-term magnitude, meteorology, population distribution, and emergency response have been analyzed. Population distributions about current sites were analyzed to identify statistical characteristics, time trends, and regional differences. A site-availability data bank was constructed for the continential United States. The data bank contains information about population densities, seismicity, topography, water availability, and land-use restrictions. Finally, the socioeconomic impacts of rural-industrialization projects, energy boomtowns, and nuclear power plants were examined to determine their nature, magnitude, and dependence on site demography and remoteness.

    Under the Materials-in-Inventory (MIN) initiative, US DOE intends to develop policies to ensure that materials are managed and use efficiently, cost-effectively, and safely throughout DOE. The MIN initiative covers depleted uranium, scrap metals, chemicals, explosives, spent nuclear fuel, lead, alkali metals, etc.; by far the largest component is depleted uranium hexafluoride (DUF6). A technically defensible approach has been developed and is being used to select a long-term management strategy for DOE`s DUF6 inventory. The same approach can be adapted to management of other materials in inventory that have the potential to be reutilized.

    The US Department of Energy`s Office of Technology Development (OTD) within the Office of Environmental Management was established in 1989 to conduct an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT&E) for innovative environmental cleanup solutions that are safer and more time- and cost-effective than those currently available. In many cases, the development of new technology presents the best hope for ensuring a substantive reduction in risk to the environment and improved worker/public safety within realistic financial constraints. Five major remediation and waste management problem areas have been identified to date within the DOE weapons complex; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; High-Level Waste Tank Remediation; Landfill Stabilization; and Facility Transitioning, Decommissioning, and Final Disposition. New technologies to address these problem areas are demonstrated to the point that they are proven to work and that they can be transferred to the private sector end-users. This bibliography contains information on scientific and technical reports sponsored by the Office of Environmental Management from its inception in 1989 through June 1994. Future issues contain reports from Technology Development activities and will be published biannually.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    The development of approaches to harness marine and hydrokinetic energy at large‐scale is predicated on the compatibility of these generation technologies with the marine environment. At present, aspects of this compatibility are uncertain. Demonstration projects provide an opportunity to address these uncertainties in a way that moves the entire industry forward. However, the monitoring capabilities to realize these advances are often under‐developed in comparison to the marine and hydrokinetic energy technologies being studied. Public Utility District No. 1 of Snohomish County has proposed to deploy two 6‐meter diameter tidal turbines manufactured by OpenHydro in northern Admiralty Inlet, Puget Sound, Washington. The goal of this deployment is to provide information about the environmental, technical, and economic performance of such turbines that can advance the development of larger‐scale tidal energy projects, both in the United States and internationally. The objective of this particular project was to develop environmental monitoring plans in collaboration with resource agencies, while simultaneously advancing the capabilities of monitoring technologies to the point that they could be realistically implemented as part of these plans. In this, the District was joined by researchers at the Northwest National Marine Renewable Energy Center at the University of Washington, Sea Mammal Research Unit, LLC, H.T. Harvey & Associates, and Pacific Northwest National Laboratory. Over a two year period, the project team successfully developed four environmental monitoring and mitigation plans that were adopted as a condition of the operating license for the demonstration project that issued by the Federal Energy Regulatory Commission in March 2014. These plans address nearturbine interactions with marine animals, the sound produced by the turbines, marine mammal behavioral changes associated with the turbines, and changes to benthic habitat associated with colonization of the subsea base support structure. In support of these plans, the project team developed and field tested a strobe‐illuminated stereooptical camera system suitable for studying near‐turbine interactions with marine animals. The camera system underwent short‐term field testing at the proposed turbine deployment site and a multi‐month endurance test in shallower water to evaluate the effectiveness of biofouling mitigation measures for the optical ports on camera and strobe pressure housings. These tests demonstrated that the camera system is likely to meet the objectives of the near‐turbine monitoring plan and operate, without maintenance, for periods of at least three months. The project team also advanced monitoring capabilities related to passive acoustic monitoring of marine mammals and monitoring of tidal currents. These capabilities will be integrated in a recoverable monitoring package that has a single interface point with the OpenHydro turbines, connects to shore power and data via a wet‐mate connector, and can be recovered to the surface for maintenance and reconfiguration independent of the turbine. A logical next step would be to integrate these instruments within the package, such that one instrument can trigger the operation of another.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    The Legacy engine is a completely new design, transitional diesel engine, replacing the reciprocating engine with a rotary engine. The Legacy engine offers significant advances over conventional internal combustion engines in 1) power to weight ratio; 2) multiple fuel acceptance; 3) fuel economy; and 4) environmental compliance. These advances are achieved through a combination of innovative design geometry, rotary motion, aspiration simplicity, and manufacturing/part simplicity. The key technical challenge to the Legacy engine??s commercialization, and the focus of this project, was the development of a viable roton tip seal. The PST concept for the roton tip seal was developed into a manufacturable design. The design was evaluated using a custom designed and fabricated seal test fixture and further refined. This design was incorporated into the GEN2.5A prototype and tested for achievable compression pressure. The Decision Point at the end of Phase 1 of the project (described below) was to further optimize the existing tip seal design. Enhancements to the tip seal design were incorporated into the GEN2.5B prototype and tested and evaluated using the iterative research strategy described below. Compression pressures adequate for compression ignition of diesel fuel were achieved, although not consistently in all combustion volumes. The variation in compression pressures was characterized versus design features. As the roton tip seal performance was improved, results pointed toward inadequate performance of the housing side seals. Enhancement of the housing side seal system was accomplished using a custom designed side seal test fixture. The design enhancements developed with the test fixture were also incorporated into the GEN2.5B prototype and tested and evaluated using the iterative research strategy described below. Finally, to simplify the requirements for the roton tip seals and to enhance the introduction and combustion of fuel, a flush-mount fuel injector was designed, manufactured and demonstrated in the GEN2.5B prototype.

    Technology development for the directly-fired high temperature air heater (HTAH) for MHD power plants is described. Work is being done under three tasks as described in the following. (1) materials selection, evaluation, and development: The objective of this task is to continue development of ceramic materials technology for the directly-fired HTAH. The scope of the work will include compilation of materials data, materials selection for testing and design studies, materials property determination, liaison with refractory manufacturers and other organizations to encourage development of materials and fabrication technology, establishment of preliminary HTAH material specifications, analyses of test materials, and development of criteria for thermal stress limits for crack-tolerant refractory materials. (2) operability, performance, and materials testing: The objectives of this task are to demonstrate the technical feasibility of operating a directly-fired HTAH (including both the heater matrix and valves), to continue obtaining information on life and corrosion resistance of HTAH materials, and to obtain design information for full-scale studies and future design work. (3) full-scale design concepts: The objectives of this task are to begin the identification of HTAH control requirements and control system needs, and to continue full-scale study efforts incorporating updated materials and design information in order to identify development needs for the HTAH development program.     The GreenRay Inc. program focused on simplifying solar electricity and making it affordable and accessible to the mainstream population. This was accomplished by integrating a solar module, micro-inverter, mounting and monitoring into a reliable, 'plug and play' AC system for residential rooftops, offering the following advantages: (1) Reduced Cost: Reduction in installation labor with fewer components, faster mounting, faster wiring. (2) Maximized Energy Production: Each AC Module operates at its maximum, reducing overall losses from shading, mismatch, or module downtime. (3) Increased Safety. Electrical and fire safety experts agree that AC Modules have significant benefits, with no energized wiring or live connections during installation, maintenance or emergency conditions. (4) Simplified PV for a Broader Group of Installers. Dramatic simplification of design and installation of a solar power system, enabling faster and more efficient delivery of the product into the market through well-established, mainstream channels. This makes solar more accessible to the public. (5) Broadened the Rooftop Market: AC Modules enable solar for many homes that have shading, split roofs, or obstructions. In addition, due to the smaller building block size of 200W vs. 1000W, homeowners with budget limitations can start small and add to their systems over time. Through this DOE program GreenRay developed the all-in-one AC Module system with an integrated PV Module and microinverter, custom residential mounting and performance monitoring. Development efforts took the product from its initial concept, through prototypes, to a commercial product sold and deployed in the residential market. This pilot deployment has demonstrated the technical effectiveness of the AC Module system in meeting the needs and solving the problems of the residential market. While more expensive than the traditional central inverter systems at the pilot scale, the economics of AC Modules become more and more favorable as the product matures and is made in high volumes. GreenRay's early customers have been highly enthusiastic about the AC Module system benefits.

    Over the course of this project we developed and contstructed the Colorado FRC facility, which included a custom vacuum vessel, high voltage and firing circuitry, two plasma gun electrodes, and pumping system, and several diagnostics. Density measurements were made with a multichannel CO{sub 2} (10.6 μm) laser interferometer. We also developed and a high-resolution magnetic probe array for 3-axis measurements of magnetic fluctuations. We constructed and implemented a triple Langmuir probe for making time-resolved measurements of plasma density, potential, and temperature. By calculating the time history of the gun eigenvalue, we observed indications that the Taylor formation paradigm applies. To estimate the spectral characteristics of fluctuations in an FRC, we developed a technique to extract the relevant spectral information using data from the high-resolution multi-point magnetic probe.

    About every 12 years, asphalt roads must be reworked, and this is usually done by placing thick layers (hot-mix overlays) of new material on top of failed material, resulting in considerable waste of material and use of new asphalt binder. A good recycling agent is needed, not only to reduce the viscosity of the aged material but also to restore compatibility. Objective is to establish the technical feasibility (Phase I) of determining the specifications and operating parameters for producing high quality recycling agents which will allow most/all the old asphalt-based road material to be recycled. It is expected that supercritical fractionation can be used. The advanced road aging simulation procedure will be used to study aging of blends of old asphalt and recycling agents.

The need for air toxic emissions controls may arise as the U.S. Environmental Protection Agency proceeds with implementation of Title III of the Clean Air Act Amendment of 1990. Data generated during the program will provide utilities with the technical and economic information necessary to reliably evaluate various air toxics emission compliance options such as fuel switching, coal cleaning, and flue gas treatment. The development work is being carried out using B&W`s new Clean Environment Development Facility (CEDF) wherein air toxics emission control strategies can be developed under controlled conditions, and with proven predictability to commercial systems. Tests conducted in the CEDF provide high quality, repeatable, comparable data over a wide range of coal properties, operating conditions, and emissions control systems. Development work to date has concentrated on the capture of mercury, other trace metals, fine particulate, and the inorganic species hydrogen chloride and hydrogen fluoride.

The development of such a coating system is essential to the ATS engine meeting its objectives.     The mooring system for a floating OTEC platform consists of a seafloor foundation, a platform foundation, and a connecting line. This paper introduces the OTEC mooring system with a brief historical overview, reviews developmental work accomplished during the past year, and then presents a new look at life cycle costs for an example mooring system. Since June 1980, a significant effort within the OTEC Program has been directed toward the further development of mooring systems. The effort has included work leading to a better understanding of anchoring capabilities and problems, refinement of an existing mooring analytical model, a review of OTEC past mooring designs, and the production of a mooring system technology development plan. A major finding of the past year was a new upward estimate of mooring system lifetime costs as a result of downward-revised estimates of wire rope service life.

    We present an update on the development of technologies required for the Zero Emission Carbon (ZEC) concept being pursued by ZECA Corporation. The concept has a highly integrated design involving hydrogasification, a calcium oxide driven reforming step that includes simultaneous C02 separation, coal compatible fuel cells for electricity production and heat recovery, and a closed loop gas system in which coal contaminants are removed either as liquids or solids. The process does not involve any combustion and as such has neither smokestack nor air emissions. An independent assessment of the concept by Nexant, a Bcchtel affiliated company, suggests a net efficiency of approximately 70% for conversion of the higher heat value fuel energy into electrical output. This is even after the penalties of carbon dioxide separation and pressurization to 1000 psi are taken into account. For carbon dioxide sequestration a variety of options are being considered, which include enhanced oil recovery in the near-term and mineral carbonation as a long-term approach. We report on our early results in the development of sulfur tolerant anode materials for solid oxide fuel cells; a critical analysis of the calcium oxide - calcium carbonate cycle; trace element removal; and the recent results of hydrogasification tests.

    Efforts to fabricate and study a new photovoltaic material, copper indium boron diselenide (CuInxB1-xSe2 or CIBS), were undertaken. Attempts to prepare CIBS using sputtering deposition techniques resulted in segregation of boron from the rest of elements in the material. CIBS nanocrystals were prepared from the reaction of elemental Se with CuCl, InCl3, and boric acid in solution, but the product material quickly decomposed upon heating that was required in attempts to convert the nanocrystals into a thin film. The investigation of the reasons for the lack of CIBS material stability led to new structure-property studies of closely-related photovoltaic systems as well as studies of new solar cell materials and processing methods that could enhance the development of next-generation solar technologies. A detailed compositional study of CuIn1-xAlxSe2 (CIAS, a system closely related to CIBS) revealed a non-linear correlation between crystal lattice size and the Al/(In+Al) ratios with dual-phase formation being observed. A new nanocrystal-to-thin-film processing method was developed for the preparation of CuIn1-xGaxSe2 (CIGS) thin films in which colloidal Se particles are sprayed in contact with CuIn1-xGaxS2 nanoparticles and heated in an argon atmosphere with no other Se source in the system. The process is non-vacuum and does not require toxic gases such as Se vapor or H2Se. Expertise gained from these studies was applied to new research in the preparation of thin-film pyrite FeS2, an attractive earth-abundant candidate material for next-generation photovoltaics. Three methods successfully produced pure pyrite FeS2 films: sulfurization of sputtered Fe films, chemical bath deposition, and sulfurization of Fe2O3 sol-gel precursors. The last method produced pinhole-free films that may be viable for device development. Nickel, platinum, and possibly carbon would appear to serve as good ohmic contact materials. While CdS has a reasonable conduction band energy match to serve as an n-type buffer material in a pyrite FeS2-based solar cell, the less toxic SnS2 is being explored for this purpose.

    Several MPACT BCPs were executed in February, reflecting the shift in MPACT priorities directed late last year. Work continued on the FY2014 IPL, also bringing it in line with the new priorities. Preparations were made for the March MPACT Working Group meeting, in conjunction with Savannah River which is hosting the meeting. Steps were taken to initiate a new project with the World Institute for Nuclear Security, including discussions with WINS staff and preliminary work on the required procurement documentation. Several hardware issues were worked through. The newest detector array is working at LANL. A thorough analysis of previously collected Pu sample data using recently developed analysis code with improved spectral energy calibrations was completed. We now have a significantly better understanding of measurement uncertainties. Post-test analyses of the salt and sensor material for the first sensor test are almost complete. Sensor testing with different arrangements will continue and will be oriented based on post-test analysis of the first sensor test. Sensor materials for the next couple of tests are being fabricated. Materials with different annealing temperatures are being prepared for analysis. Fast Neutron Imaging to Quantify Nuclear Materials - The imager detectors repairs are complete and work with the imager is under way. The milestone requiring a report on LANSCE experiments was completed and submitted. Analysis of previous experiments and comparisons to simulations is near complete. Results are being compared with previous LANSCE-LSDS and RPI results. Additional data library (TENDL) is also being checked to see whether there are differences in the simulation results. The mid-year MIP Monitor project accomplishments and progress was presented at the MPACT meeting held in March at SRNL. Discussions around the meeting included inquiries into the feasibility of collecting process measurement data at H-Canyon, and it was explored further after the meeting. Kenneth Dayman, the graduate student from University of Texas, completed an initial draft of his master's thesis. His research will contribute to the multivariate classifier currently under development. Sarah Bender, the graduate student from Pennsylvania State University, presented her work on a poster and in a conference paper at the MARC IX meeting. A mass balance flowsheet for the fast reactor fuel was completed and a model simulation is scheduled to begin construction next month. The development of a mass balance flowsheet for light water reactor fuel will predict the behavior of the separation process using mathematical functions. The completed flowsheet will be utilized as the basis for constructing the model simulation for the electrochemical separations. Comments and review of the model from the MPACT Working Group meeting have been used to evaluate updates to the EChem model. A preliminary physical security layout has been developed in ATLAS. Thermal stability tests for high temperature microfluidic interconnections were completed on all compounds tested for bonding strength. An interconnection strategy was determined based on these results that we expect will allow for operation at 400C in the first generation of sampling systems. Design of the sampling system using the chosen interconnections was initiated, with handoff to an external foundry for fabrication based on ANL specified process conditions expected by the middle of the month. Monte Carlo simulations of the sampling system were conducted under conditions of realistic sampling size distributions, electrorefiner inhomogeneity distributions, and detector efficiencies. These simulations were used to establish a baseline limit of detection for system operation, assuming an on-line separation step is conducted before detection. Sensor for measuring density and depth of molten electrolyte - The procurement effort continued. 80% of the components ordered to assemble the double bubbler have arrived at the INL.   9. Development of a high capacity longwall conveyor. Final technical report

    The objectives of this program were to develop, fabricate, and demonstrate a longwall conveying system capable of transporting coal at a rate of 9000 tons/day (1000 tons/hr) and capable of accommodating a surge rate of 20 tons/min. The equipment was required to have the structural durability to perform with an operating availability of 90%. A review of available literature and discussions with longwall operators identified the problem areas of conveyor design that required attention. The conveyor under this contract was designed and fabricated with special attention given to these areas, and also to be easily maintainable. The design utilized twin 300 hp drives and twin inboard 26-mm chain at 270 ft/min; predictions of capacity and reliability based on the design indicating that it would satisfy the program requirements. Conveyor components were critically tested and the complete conveyor was surface-tested, the results verifying the design specifications. In addition, an instrumentation system was developed with analysis by computer techniques to monitor the performance of the conveyor. The conveyor was installed at a selected mine site, and it was the intention to monitor its performance over the entire longwall panel. Monitoring of the conveyor performance was conducted over approximately one-third of the longwall panel, at which point further effort was suspended. However, during the monitored period, data collected from various sources showed the conveyor to have exhibited its capability of transporting coal at the desired rate, and also to have conformed to the program requirements of reliability and availability.

    Currently, U.S. organizations provide technical support to the U.S. Delegation for its work as part of the Preparatory Commission (PrepCom) of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague. The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC. A U.S. program of technical assistance to the OPCW for its verification responsibilities may be created as part of U.S. policy objectives after EIF of the CWC.     The International Atomic Energy Agency (IAEA) is interested in increasing capabilities of IAEA safeguards inspectors to access information that would improve their situational awareness on the job. A mobile information platform could potentially provide access to information, analytics, and technical and logistical support to inspectors in the field, as well as providing regular updates to analysts at IAEA Headquarters in Vienna or at satellite offices. To demonstrate the potential capability of such a system, Pacific Northwest National Laboratory (PNNL) implemented a number of example capabilities within a PNNL-developed precision information environment (PIE), and using a tablet as a mobile information platform. PNNL’s safeguards proof-of-concept PIE intends to; demonstrate novel applications of mobile information platforms to international safeguards use cases; demonstrate proof-of-principle capability implementation; and provide “vision” for capabilities that could be implemented. This report documents the lessons learned from this two-year development activity for the Precision Information Environment for International Safeguards (PIE-IS), describing the developed capabilities, technical challenges, and considerations for future development, so that developers working to develop a similar system for the IAEA or other safeguards agencies might benefit from our work.

    This report summarizes the progress toward development of International Standards for Marine and Hydrokinetic Renewable Energy, as funded by the U.S. Department of Energy (DOE) under the International Electrotechnical Commission (IEC) Technical Committee 114. The project has three main objectives: 1. Provide funding to support participation of key U.S. industry technical experts in 6 (originally 4) international working groups and/or project teams (the primary standards-making committees) and to attend technical meetings to ensure greater U.S. involvement in the development of these standards. 2. Provide a report to DOE and industry stakeholders summarizing the IEC standards development process for marine and hydrokinetic renewable energy, new international standards and their justifications, and provide standards guidance to industry members. 3. Provide a semi-annual (web-based) newsletter to the marine renewable energy community. The newsletter will educate industry members and stakeholders about the processes, progress, and needs of the US efforts to support the international standards development effort.   19. Concentrating Solar Power - Molten Salt Pump Development, Final Technical Report (Phase 1)

    The purpose of this project is to develop a long shafted pump to operate at high temperatures for the purpose of producing energy with renewable resources. In Phase I of this three phase project we developed molten salt pump requirements, evaluated existing hardware designs for necessary modifications, developed a preliminary design of the pump concept, and developed refined cost estimates for Phase II and Phase III of the project. The decision has been made not to continue the project into Phases II and III. There is an ever increasing world-wide demand for sources of energy. With only a limited supply of fossil fuels, and with the costs to obtain and produce those fuels increasing, sources of renewable energy must be found. Currently, capturing the sun's energy is expensive compared to heritage fossil fuel energy production. However, there are government requirements on Industry to increase the amount of energy generated from renewable resources. The objective of this project is to design, build and test a long-shafted, molten salt pump. This is the type of pump necessary for a molten salt thermal storage system in a commercial-scale solar trough plant. This project is under the Department of Energy (DOE) Solar Energy Technologies Program, managed by the Office of Energy Efficiency and Renewable Energy. To reduce the levelized cost of energy (LCOE), and to meet the requirements of 'tomorrows' demand, technical innovations are needed. The DOE is committed to reducing the LCOE to 7-10 cents/kWh by 2015, and to 5-7 cents/kWh by 2020. To accomplish these goals, the performance envelope for commercial use of long-shafted molten salt pumps must be expanded. The intent of this project is to verify acceptable operation of pump components in the type of molten salt (thermal storage medium) used in commercial power plants today. Field testing will be necessary to verify the integrity of the pump design, and thus reduce the risk to industry. While the primary goal is to design a pump for a trough solar power plant system, the intent is for the design to be extensible to a solar power tower application. This can be accomplished by adding pumping stages to increase the discharge pressure to the levels necessary for a solar power tower application. This report incorporates all available conceptual design information completed for this project in Phase I.

    Technical development on burn-up credit for spent LWR fuels had been performed at JAERI since 1990 under the contract with Science and Technology Agency of Japan entitled ''Technical Development on Criticality Safety Management for Spent LWR Fuels.'' Main purposes of this work are to obtain the experimental data on criticality properties and isotopic compositions of spent LWR fuels and to verify burnup and criticality calculation codes. In this work three major experiments of exponential experiments for spent fuel assemblies to obtain criticality data, non-destructive gamma-ray measurement of spent fuel rods for evaluating axial burn-up profiles, and destructive analyses of spent fuel samples for determining precise burn-up and isotopic compositions were carried out. The measured data obtained were used for validating calculation codes as well as an examination of criticality safety analyses. Details of the work are described in this report.

    Final Technical Report: Electromagnetic Pump Insulation Materials Development and Testing (Report # DOEGEHB00613) summarizes the information gathered from the analysis of the 160 m3/min EM Pump insulation that was tested in 2000-2002 and additional evaluations of new resilient, engineered insulation system evaluated and tested at both GRC and ANL. This report provides information on Tasks 1 and 2 of the entire project. This report also provides information in three broad areas: Historical and current data; Conclusions based on test data; and Insulation specifications for use in EM Pumps. The research for Task 2 builds upon Task 1: Update EM Pump Databank, which is summarized within this report. Where research for Task 3 and 4 Next-Generation EM Pump Analysis Tools identified parameters or analysis model that benefits Task 2 research, those items are noted within this report. The important design variables for the manufacture and operation of an EM Pump that the insulation research can evaluate are: space constraints; voltage capability of insulation system; maximum flux density through iron; flow rate and outlet pressure; efficiency and manufacturability. The development summary of the Electromagnetic Pump Insulation Materials Development and Testing was completed to include: Historical and current data; Conclusions based on test data; and Insulation specifications for use in EM Pumps.

    The results of the system definition studies conducted by NASA as a part of the Department of Energy/National Aeronautics and Space Administration SPS Concept Development and Evaluation Program are summarized. The purpose of the system definition efforts was to identify and define candidate SPS concepts and to evaluate the concepts in terms of technical and cost factors. Although the system definition efforts consisted primarily of evaluation and assessment of alternative technical approaches, a reference system was also defined to facilitate economic, environmental, and societal assessments by the Department of Energy. This reference system was designed to deliver 5 GW of electrical power to the utility grid. Topics covered include system definition; energy conversion and power management; power transmission and reception; structures, controls, and materials; construction and operations; and space transportation.

    This paper presents the current status of the study on the development of regulatory technical requirements for the licensing review of an advanced integral type research reactor of which the license application is expected in a few years. According to the Atomic Energy Act of Korea, both research and education reactors are subject to the technical requirements for power reactors in the licensing review. But, some of the requirements may not be applicable or insufficient for the licensing reviews of reactors with unique design features. Thus it is necessary to identify which review topics or areas can not be addressed by the existing requirements and to develop the required ones newly or supplement appropriately. Through the study performed so far, it has been identified that the following requirements need to be developed newly for the licensing review of SMART-P: the use of proven technology, the interfacial facility, the non-safety systems, and the metallic fuels. The approach and basis for the development of each of the requirements are discussed. (authors)

    This paper will describe two ongoing detector projects being developed by the Beamline Technical Support Group at the Advanced Photon Source (APS) at Argonne National Laboratory (ANL). The first project is the design and construction of two detectors: a single-CCD system and a two-by-two Mosaic CCD camera for Small-Angle X-ray Scattering (SAXS). Both of these systems utilize the Kodak KAF-4320E CCD coupled to fiber optic tapers, custom mechanical hardware, electronics, and software developed at ANL. The second project is a Fast-CCD (FCCD) detector being developed in a collaboration between ANL and Lawrence Berkeley National Laboratory (LBNL). This detector will use ANL-designed readout electronics and a custom LBNL-designed CCD, with 480 x 480 pixels and 96 outputs, giving very fast readout.
