    The PHENIX Experiment is the largest of the four experiments currently taking data at the Relativistic Heavy Ion Collider. PHENIX, the Pioneering High Energy Nuclear Interaction eXperiment, is an exploratory experiment for the investigation of high energy collisions of heavy ions and protons. PHENIX is designed specifically to measure direct probes of the collisions such as electrons, muons, and photons. The primary goal of PHENIX is to discover and study a new state of matter called the Quark-Gluon Plasma.     The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

    The development of new and advanced energy systems often requires the tailoring of new alloys or alloy combinations to meet the novel and often stringent requirements of those systems. Longer life at higher temperatures and stresses in aggressive environments is the most common goal. Alloy theory helps in achieving this goal by suggesting uses of multiphase systems and intermediate phases, where solid solutions were traditionally used. However, the use of materials under non-equilibrium conditions is now quite common - as with rapidly solidified metals - and the application of alloy theory must be modified accordingly. Under certain conditions, as in a reactor core, the rate of approach to equilibrium will be modified; sometimes a quasi-equilibrium is established. Thus an alloy may exhibit enhanced general diffusion at the same time as precipitate particles are being dispersed and solute atoms are being carried to vacancy sinks. We are approaching an understanding of these processes and can begin to model these complex systems.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV. In light of China’s potential for and barriers to growth, the resource and energy requirement for alternative energy technologies were modeled and scenario analysis used to evaluate the energy and emission impact of two pathways of alternative energy development. The results show that China can only meets its 2015 and 2020 targets for non-fossil penetration if it successfully achieves all of its capacity targets for 2020 with continued expansion through 2030. To achieve this level of alternative generation, significant amounts of raw materials including 235 Mt of concrete, 54 Mt of steel, 5 Mt of copper along with 3 billion tons of water and 64 thousand square kilometers of land are needed. China’s alternative energy supply will likely have relatively high average energy output to fossil fuel input ratio of 42 declining to 26 over time, but this ratio is largely skewed by nuclear and hydropower capacity. With successful alternative energy development, 32% of China’s electricity and 21% of its total primary energy will be supplied by alternative energy by 2030. Compared to the counterfactual baseline in which alternative energy development stumbles and China does not meet its capacity targets until 2030, alternative energy development can displace 175 Mtce of coal inputs per year and 2080 Mtce cumulatively from power generation by 2030. In carbon terms, this translates into 5520 Mt of displaced CO{sub 2} emissions over the twenty year period, with more than half coming from expanded nuclear and wind power generation. These results illustrate the critical role that alternative energy development can play alongside energy efficiency in reducing China’s energy-related carbon emissions.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Public concern about the environment, health and safety consequences of energy technology has been growing steadily for more than two decades in the United States. This concern forms an important boundary condition as the United States seeks to develop a new National Energy Strategy. Furthermore, the international aspects of the energy/environment interface such as acid rain global climate change and stratospheric ozone depletion are very prominent in US thinking. In fact, the energy systems of the world are becoming more closely coupled environmentally and otherwise. Now where is this coupling more important than that between the industrialized and developing world; the choices made by each will have profound effects on the other. The development of energy technologies compatible with both economic growth and improving and sustaining environmental quality represents a major R D challenge to the US and USSR. Decision about adoption of new technology and R D priorities can be improved by better measurements of how energy sources and uses are changing throughout the world and better methods to project the potential consequences of these decisions. Such projection require understanding relative risks of alternating existing and evolving technologies. All of these R D areas, technology improvement energy system monitoring and projection and comparative risk assessment are the topics of this seminar.     The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    In 2007, US consumers experienced the highest sustained gasoline prices in recent history, in real terms, including those seen in the early 1980s1. Partially as a result of the $3/gallon gasoline prices, sales of hybrid electric vehicles (HEVs) increased almost 60% in 20072, and several automakers announced plans to develop plug-in hybrid electric vehicles (PHEVs)3. However, total sales of HEVs remained in the 2-3 percent range of all vehicle sales. An important step for continued HEV market penetration, as well as electrifying the nation's personal transportation, is the development of cost effective, long lasting, and abuse tolerant Li-ion batteries.

    The Solar Energy Grid Integration Systems (SEGIS) initiative is a three-year, three-stage project that includes conceptual design and market analysis (Stage 1), prototype development/testing (Stage 2), and commercialization (Stage 3). Projects focus on system development of solar technologies, expansion of intelligent renewable energy applications, and connecting large-scale photovoltaic (PV) installations into the electric grid. As documented in this report, Advanced Energy Industries, Inc. (AE), its partners, and Sandia National Laboratories (SNL) successfully collaborated to complete the final stage of the SEGIS initiative, which has guided new technology development and development of methodologies for unification of PV and smart-grid technologies. The combined team met all deliverables throughout the three-year program and commercialized a broad set of the developed technologies.

    Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.

  4. Great Plains Wind Energy Transmission Development Project

    In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota. Task 2 involved the EERC cosponsoring and aiding in the planning of three transmission workshops in the midwest and western regions. Under Task 3, the EERC, in collaboration with Meridian Environmental Services, developed and demonstrated the efficacy of a wind energy forecasting system for use in scheduling energy output from wind farms for a regional electrical generation and transmission utility. With the increased interest at the time of project award in the production of hydrogen as a critical future energy source, many viewed hydrogen produced from wind-generated electricity as an attractive option. In addition, many of the hydrogen production-related concepts involve utilization of energy resources without the need for additional electrical transmission. For this reason, under Task 4, the EERC provided a summary of end uses for hydrogen in the region and focused on one end product in particular (fertilizer), including several process options and related economic analyses.

  5. Development of Molecular Electrocatalysts for Energy Storage

    Molecular electrocatalysts can play an important role in energy storage and utilization reactions needed for intermittent renewable energy sources. This manuscript describes three general themes that our laboratories have found useful in the development of molecular electrocatalysts for reduction of CO2 to CO and for H2 oxidation and production. The first theme involves a conceptual partitioning of catalysts into first, second, and outer coordination spheres. This is illustrated with the design of electrocatalysts for CO2 reduction to CO using first and second coordination spheres and for H2 production catalysts using all three coordination spheres. The second theme focuses on the development of thermodynamic models that can be used to design catalysts to avoid high energy and low energy intermediates. In this research, new approaches to the measurement of thermodynamic hydride donor and acceptor abilities of transition metal complexes were developed. Combining this information with other thermodynamic information such as pKa values and redox potentials led to more complete thermodynamic descriptions of transition metal hydride, dihydride, and related species. Relationships extracted from this information were then used to develop models that are powerful tools for predicting and understanding the relative free energies of intermediates in catalytic reactions. The third theme is the control of proton movement during electrochemical fuel generation and utilization reactions. This research involves the incorporation of pendant amines in the second coordination sphere that can facilitate H-H bond heterolysis and heteroformation, intramolecular and intermolecular proton transfer steps, and the coupling of proton and electron transfer steps. Studies also indicate an important role for outer coordination sphere in the delivery of protons to the second coordination sphere. Understanding these proton transfer reactions and their associated energy barriers are key to the design of faster and more efficient molecular electrocatalysts for energy storage. Funding for the research described in this manuscript was provided as part of the Center for Molecular Electrocatalysis, an Energy Frontier Research Center supported by the U.S. Department of Energy, Office of Science and through individual grants from the Office of Science, Office of Basic Energy Sciences, Division of Chemical Sciences, Biosciences, and Geosciences.     Hospitals are known to be among the most energy intensive commercial buildings in California. Estimates of energy end-uses (e.g. for heating, cooling, lighting, etc.) in hospitals are uncertain for lack of information about hospital-specific mechanical system operations and process loads. Lawrence Berkeley National Laboratory developed and demonstrated a benchmarking system designed specifically for hospitals. Version 1.0 featured metrics to assess energy performance for the broad variety of ventilation and thermal systems that are present in California hospitals. It required moderate to extensive sub-metering or supplemental monitoring. In this new project, we developed a companion handbook with detailed equations that can be used toconvert data from energy and other sensors that may be added to or already part of hospital heating, ventilation and cooling systems into metrics described in the benchmarking document.This report additionally includes a case study and guidance on including metering into designs for new hospitals, renovations and retrofits. Despite widespread concern that this end-use is large and growing, there is limited reliable information about energy use by distributed medical equipment and other miscellaneouselectrical loads in hospitals. This report proposes a framework for quantifying aggregate energy use of medical equipment and miscellaneous loads. Novel approaches are suggested and tried in an attempt to obtain data to support this framework.

  9. Building Energy Model Development for Retrofit Homes

    Based on previous research conducted by Pacific Northwest National Laboratory and Florida Solar Energy Center providing technical assistance to implement 22 deep energy retrofits across the nation, 6 homes were selected in Florida and Texas for detailed post-retrofit energy modeling to assess realized energy savings (Chandra et al, 2012). However, assessing realized savings can be difficult for some homes where pre-retrofit occupancy and energy performance are unknown. Initially, savings had been estimated using a HERS Index comparison for these homes. However, this does not account for confounding factors such as occupancy and weather. This research addresses a method to more reliably assess energy savings achieved in deep energy retrofits for which pre-retrofit utility bills or occupancy information in not available. A metered home, Riverdale, was selected as a test case for development of a modeling procedure to account occupancy and weather factors, potentially creating more accurate estimates of energy savings. This true up procedure was developed using Energy Gauge USA software and post-retrofit homeowner information and utility bills. The 12 step process adjusts the post-retrofit modeling results to correlate with post-retrofit utility bills and known occupancy information. The trued post retrofit model is then used to estimate pre-retrofit energy consumption by changing the building efficiency characteristics to reflect the pre-retrofit condition, but keeping all weather and occupancy-related factors the same. This creates a pre-retrofit model that is more comparable to the post-retrofit energy use profile and can improve energy savings estimates. For this test case, a home for which pre- and post- retrofit utility bills were available was selected for comparison and assessment of the accuracy of the true up procedure. Based on the current method, this procedure is quite time intensive. However, streamlined processing spreadsheets or incorporation into existing software tools would improve the efficiency of the process. Retrofit activity appears to be gaining market share, and this would be a potentially valuable capability with relevance to marketing, program management, and retrofit success metrics.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already true for numerous nuclear programs even in developed countries with limited geologically suitable formations. Fortunately, several organizations are currently pursuing international solutions to the nuclear waste disposal problem. While the capability to deploy nuclear energy in a specific country may not be desirable for a number of reasons, we should not develop nuclear hardware that can only benefit and serve technically and economically advanced countries. The potential benefits of nuclear energy are global, and we should not unduly limit that potential by inattention today to the requirements necessary for global deployment. (authors)

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    This paper identifies the need to develop and use standardized avian study protocols to determine avian impacts at new and existing wind energy facilities. This will allow data collected from various sites to be correlated for better understanding wind energy related avian impacts. Factors contributing to an increased interest in wind energy facilities by electric utilities include: (1) Increased demand for electricity;(2) increased constraints on traditional electrical generating facilities (i.e. hydroelectric and nuclear power plants);(3) improved wind turbine technology. During the 1980`s generous tax credits spawned the development of wind energy facilities, known as wind farms, in California. Commercial scale wind farm proposals are being actively considered in states across the country - Washington, Oregon, Wyoming, Wisconsin, Texas, and Vermont to name a few. From the wind farms in California the unexpected issue of avian impacts, especially to birds-of-prey, or raptor, surfaced and continues to plague the wind industry. However, most of the avian studies did not followed a standardized protocol or methodology and, therefore, data is unavailable to analyze and compare impacts at different sites or with differing technologies and configurations. Effective mitigation can not be designed and applied until these differences are understood. The Bonneville Power Administration is using comparable avian study protocols to collect data for two environmental impact statements being prepared for two separate wind farm proposals. Similar protocol will be required for any other avian impact analysis performed by the agency on proposed or existing wind farms. The knowledge gained from these studies should contribute to a better understanding of avian interactions with wind energy facilities and the identification of effective mitigation measures.

    The Solargenix Advanced Trough Development Project was initiated in the Year 2000 with the support of the DOE CSP Program and, more recently, with the added support of the Nevada Southwest Energy Partnership. Parabolic trough plants are the most mature solar power technology, but no large-scale plants have been built in over a decade. Given this lengthy lull in deployment, our first Project objective was development of improved trough technology for near-term deployment, closely patterned after the best of the prior-generation troughs. The second objective is to develop further improvements in next-generation trough technology that will lead to even larger reductions in the cost of the delivered energy. To date, this Project has successfully developed an advanced trough, which is being deployed on a 1-MW plant in Arizona and will soon be deployed in a 64-MW plant in Nevada. This advanced trough offers a 10% increase in performance and over an 20% decrease in cost, relative to prior-generation troughs.

    A {open_quotes}landforming{close_quotes} land development opportunity unique to metals mining is described. {open_quotes}Landforming{close_quotes}, wherein the earth`s surface is reconfigured with mining waste rock and tails for the capture of renewable energy, is proposed by the United States Bureau of Mines (USBM) to be ecologically acceptable and, in selected cases, economically superior to conventional mineral extraction, reclamation, and minesite abandonment practices. Landforming is primary land construction that uses mining waste and applies the principles of land overlay architecture. Landforms can be layered, shaped, and configured through the use of binders and plastic sheeting to the engineering specifications necessary for the support of physical structures and passage or retention of fluids. Landforms that are terraced and south facing (in the Northern Hemisphere) are an ideal mount for sun-tracking mirror (heliostat) arrays. In {open_quotes}blue sky{close_quotes}. solar-rich environments, the mirrors can be targeted on a common area to form a {open_quotes}solar furnace.{close_quotes} The heat generated at the focal point of the solar array can be used to flash generate steam and run a turbine electric generator. The solar steam power generation cycle coproducers distilled water that can be sprayed onto the surfaces of the landform to create {open_quotes}greenscape.{close_quotes} Waters not consumed or evaporated in the site greening process percolate into and are stored by the landform if it is underlain with plastic. The landform serves, in effect as a shallow aquifer. The terrace-landform development of mineral properties in remote, infrastructurally destitute areas creates renewable energy, sustainable, electric power-water {open_quotes}oases.{close_quotes} The landform development of mineral properties adjacent to metropolitan areas creates utilities expansions and recreational {open_quotes}greenspace{close_quotes} in areas of growing urban need.

    The paper traces the development of nuclear energy in the Philippines and outlines the program on the peaceful uses of nuclear energy in the country as well as the problems and prospects of nuclear energy development. Nuclear power is at a standstill but the other areas of nuclear energy development are underway. The projects on the application of nuclear energy in agriculture, industry, public health and safety, are being pursued. Technology transfer to end users is sometimes hampered by public acceptance issues, such as irradiated food being believed to become radioactive, dislike with anything associated with radiation, and plain inherent fear of nuclear energy.
