    This work is focused on a development of a compact fast scintillation detector suitable for Moessbauer spectroscopy (low energy X-ray/{gamma}-ray detection) where high counting rates are inevitable. Optimization of this part was necessary for a reliable function, better time resolution and to avoid a detector pulses pile-up effect. The pile-up effect decreases the measurement performance, significantly depends on the source activity and also on the pulse duration. Our new detection unit includes a fast scintillation crystal YAP:Ce, an R6095 photomultiplier tube, a high voltage power supply socket C9028-01 assembly, an AD5252 digital potentiometer with an I2C interface and an AD8000 ultra fast operation preamplifier. The main advantages of this solution lie in a short pulse duration (less than 200 ns), stable operation for high activities, programmable gain of the high voltage supply and compact design in the aluminum housing.

    Advanced, coal-based, power plants, such as IGCC and Advanced-PFBC, are currently nearing commercial demonstration. These power plant technologies require hot gas filtration as part of their gas cleaning trains. Ceramic barrier filters are the major filter candidates being developed for these hot gas cleaning applications. While ceramic barrier filters achieve high levels of particle removal, concerns exist for their reliability and operability in these applications. An alternative hot gas filtration technology is the moving granular bed filter. An advanced, moving granular bed filter has been conceived, and early development activities performed by the Westinghouse Electric Corporation, Science and Technology Center. This document reports on the Base Contract tasks performed to resolve the barrier technical issues for this technology. The concept, the Standleg Moving Granular Bed Filter (SMGBF) has a concurrent downward, gas and bed media flow configuration that results in simplified features and improved scaleup feasibility compared to alternative designs. Two modes of bed media operation were assessed in the program: once-through using pelletized power plant waste as bed media, and recycle of bed media via standleg and pneumatic transport techniques. Cold Model testing; high-temperature, high-pressure testing; and pelletization testing using advanced power plant wastes, have been conducted in the program. A commercial, economic assessment of the SMGBF technology was performed for IGCC and Advanced-PFBC applications. The evaluation shows that the barrier technical issues can be resolved, and that the technology is potentially competitive with ceramic barrier filters.

    The IAEA’s Junior Professional Officer (JPO) program provides the opportunity for early career professionals to obtain valuable work experience while helping the IAEA perform basic, yet essential work that would otherwise be performed by an experienced staff member. JPO assignments span the spectrum of IAEA tasks, including open source information collection and analysis, equipment evaluation, testing, and installation, statistical analysis of data, software and web development, entomology, performance strategy, project management, communications, and stable isotope analysis. JPOs are college graduates with degrees in science, engineering, or other disciplines relevant to the work of the IAEA, generally 32 years old or younger, and have approximately two years’ professional experience. They work with the IAEA in entry-level positions for one or two years under extrabudgetary funding provided by an IAEA Member State. Currently, ten Member States have JPO agreements with the IAEA. The United States initiated its JPO program in 2004 and has found that the program has advantages for both the IAEA and the United States. The IAEA is an excellent environment for introducing young scientists, engineers and other professionals to the practical application of their education, to international civil service, to the challenges facing the global nuclear industry, and to the industry’s practitioners. This paper will summarize the advantages of the JPO program to the IAEA and to the Member State.

    This report summarizes work completed on DOE Contract DE-AC21-92MC28138, Development of a Natural Gas Systems Analysis Model (GSAM). The products developed under this project directly support the National Energy Technology Laboratory (NETL) in carrying out its natural gas R&D mission. The objective of this research effort has been to create a comprehensive, non-proprietary, microcomputer model of the North American natural gas market. GSAM has been developed to explicitly evaluate components of the natural gas system, including the entire in-place gas resource base, exploration and development technologies, extraction technology and performance parameters, transportation and storage factors, and end-use demand issues. The system has been fully tested and calibrated and has been used for multiple natural gas metrics analyses at NETL in which metric associated with NETL natural gas upstream R&D technologies and strategies under the direction of NETL has been evaluated. NETL's Natural Gas Strategic Plan requires that R&D activities be evaluated for their ability to provide adequate supplies of reasonably priced natural gas. GSAM provides the capability to assess potential and on-going R&D projects using a full fuel cycle, cost-benefit approach. This method yields realistic, market-based assessments of benefits and costs of alternative or related technology advances. GSAM is capable of estimating both technical and commercial successes, quantifying the potential benefits to the market, as well as to other related research. GSAM, therefore, represents an integration of research activities and a method for planning and prioritizing efforts to maximize benefits and minimize costs. Without an analytical tool like GSAM, NETL natural gas upstream R&D activities cannot be appropriately ranked or focused on the most important aspects of natural gas extraction efforts or utilization considerations.

    The Department of Energy’s High Temperature, Low Relative Humidity Membrane Program was begun in 2006 with the Florida Solar Energy Center (FSEC) as the lead organization. During the first three years of the program, FSEC was tasked with developing non-Nafion® proton exchange membranes with improved conductivity for fuel cells. Additionally, FSEC was responsible for developing protocols for the measurement of in-plane conductivity, providing conductivity measurements for the other funded teams, developing a method for through-plane conductivity and organizing and holding semiannual meetings of the High Temperature Membrane Working Group (HTMWG). The FSEC membrane research focused on the development of supported poly[perfluorosulfonic acid] (PFSA) – Teflon membranes and a hydrocarbon membrane, sulfonated poly(ether ether ketone). The fourth generation of the PFSA membrane (designated FSEC-4) came close to, but did not meet, the Go/No-Go milestone of 0.1 S/cm at 50% relative humidity at 120 °C. In-plane conductivity of membranes provided by the funded teams was measured and reported to the teams and DOE. Late in the third year of the program, DOE used this data and other factors to decide upon the teams to continue in the program. The teams that continued provided promising membranes to FSEC for development of membrane electrode assemblies (MEAs) that could be tested in an operating fuel cell. FSEC worked closely with each team to provide customized support. A logic flow chart was developed and discussed before MEA fabrication or any testing began. Of the five teams supported, by the end of the project, membranes from two of the teams were easily manufactured into MEAs and successfully characterized for performance. One of these teams exceeded performance targets, while the other requires further optimization. An additional team developed a membrane that shows great promise for significantly reducing membrane costs and increasing membrane lifetime.

    Underbalanced drilling is experiencing growth at a rate that rivals that of horizontal drilling in the mid-1980s. Problems remain, however, for applying underbalanced drilling in a wider range of geological settings and drilling environments. This report addresses the development and testing of two products designed to advance the application of underbalanced drilling techniques. A user-friendly foam fluid hydraulics model (FOAM) was developed for a PC Windows environment. The program predicts pressure and flow characteristics of foam fluids used in underbalanced drilling operations. FOAM is based on the best available mathematical models, and was validated through comparison to existing models, laboratory test well measurements, and field data. This model does not handle air or mist drilling where the foam quality is above 0.97. An incompressible drilling fluid was developed that utilizes lightweight solid additives (hollow glass spheres) to reduce the density of the mud to less than that of water. This fluid is designed for underbalanced drilling situations where compressible lightweight fluids are inadequate. In addition to development of these new products, an analysis was performed to determine the market potential of lightweight fluids, and a forecast of underbalanced drilling in the USA over the next decade was developed. This analysis indicated that up to 12,000 wells per year (i.e., 30 percent of all wells) will be drilled underbalanced in the USA within the next ten years.

    The application of high-performance, high-temperature particulate control devices is considered to be beneficial to advanced fossil fuel processing technology, to selected high-temperature industrial processes, and to waste incineration concepts. Ceramic rigid filters represent the most attractive technology for these applications due to their capability to withstand high-temperature corrosive environments. However, current generation monolithic filters have demonstrated poor resistance to crack propagation and can experience catastrophic failure during use. To address this problem, ceramic fiber-reinforced ceramic matrix composite (CMC) filter materials are needed for reliable damage tolerant candle filters. This program is focused on the development of an oxide-fiber reinforced oxide material composite filter material that is cost competitive with prototype next generation filters. This goal would be achieved through the development of a low cost sol-gel fabrication process and a three-dimensional fiber architecture optimized for high volume filter manufacturing. The 3D continuous fiber reinforcement provides a damage tolerant structure which is not subject to delamination-type failures. This report documents the Phase 1, Filter Material Development and Evaluation, results. Section 2 provides a program summary. Technical results, including experimental procedures, are presented and discussed in Section 3. Section 4 and 5 provide the Phase 1 conclusions and recommendations, respectively.     Laboratory and bench scale reactor research carried out during the report period confirms the feasibility of biomethanation of Texas lignite (TxL) and some other low-rank coals to methane by specifically developed unique anaerobic microbial consortia. The data obtained demonstrates specificity of a particular microbial consortium to a given lignite. Development of a suitable microbial consortium is the key to the success of the process. The Mic-1 consortium was developed to tolerate higher coal loadings of 1 and 5% TxL in comparison to initial loadings of 0.01% and 0.1% TxL. Moreover, the reaction period was reduced from 60 days to 14 to 21 days. The cost of the culture medium for bioconversion was reduced by studying the effect of different growth factors on the biomethanation capability of Mic-1 consortium. Four different bench scale bioreactor configurations, namely Rotating Biological Contactor (RBC), Upflow Fluidized Bed Reactor (UFBR), Trickle Bed Reactor (TBR), and Continuously Stirred Tank Reactor (CSTR) were evaluated for scale up studies. Preliminary results indicated highest biomethanation of TxL by the Mic-1 consortium in the CSTR, and lowest in the trickle bed reactor. However, highest methane production and process efficiency were obtained in the RBC.

    The primary goal of the Fireside Performance Indices (FPI) research project at the Energy & Environmental Research Center (EERC) was to develop a series of indices to reliably predict the fireside performance of subbituminous coals in utility boilers. Individual utilities must respond quickly and effectively to changing fuel markets because of competition within the U.S. coal-fired power industry. Spot-market purchases of coal have become commonplace. The economics associated with sulfur emissions control have caused many utilities to use Powder River Basin (PRB) subbituminous coals. The PRB coals usually provide a lower-cost, medium-heating-value, low-sulfur fuel option. Although these coals possess similar overall or bulk compositional properties, their fireside performance characteristics vary considerably within a given boiler. Consequently, bulk compositional parameters and, hence, conventional indices such as the base-to-acid ratio, stagging factor, and fouling factor are inappropriate for predicting the fireside performance of PRB coals. The development of the computer-controlled scanning electron microscopy (CCSEM) and chemical fractionation methods, however, has enabled a more thorough characterization of the inorganic constituents of PRB, coals that contribute to the following adverse operational effects: stagging, fouling, opacity, erosion and poor grindability, slag tapping, and sootblower performance. Eight predictive indices have been developed based primarily on CCSEM and chemical fractionation analysis parameters to predict the propensity of a given coal or coal blend to cause operational problems. The indices were formulated using bench-, pilot-, and full-scale combustion testing data from previous research projects combined with bench-scale data from this project to identify the primary coal inorganic properties that cause ash-related problems in utility boilers.

    Analytical and Process Chemistry (A&PC) support is essential to the high-level waste vitrification campaign at the West Valley Demonstration Project (WVDP). A&PC characterizes the waste, providing information necessary to formulate the recipe for the target radioactive glass product. High-level waste (HLW) samples are prepared and analyzed in the analytical cells (ACs) and Sample Storage Cell (SSC) on the third floor of the main plant. The high levels of radioactivity in the samples require handling them in the shielded cells with remote manipulators. The analytical hot cells and third floor laboratories were refurbished to ensure optimal uninterrupted operation during the vitrification campaign. New and modified instrumentation, tools, sample preparation and analysis techniques, and equipment and training were required for A&PC to support vitrification. Analytical Cell Mockup Units (ACMUs) were designed to facilitate method development, scientist and technician training, and planning for analytical process flow. The ACMUs were fabricated and installed to simulate the analytical cell environment and dimensions. New techniques, equipment, and tools could be evaluated m in the ACMUs without the consequences of generating or handling radioactive waste. Tools were fabricated, handling and disposal of wastes was addressed, and spatial arrangements for equipment were refined. As a result of the work at the ACMUs the remote preparation and analysis methods and the equipment and tools were ready for installation into the ACs and SSC m in July 1995. Before use m in the hot cells, all remote methods had been validated and four to eight technicians were trained on each. Fine tuning of the procedures has been ongoing at the ACs based on input from A&PC technicians. Working at the ACs presents greater challenges than had development at the ACMUs. The ACMU work and further refinements m in the ACs have resulted m in a reduction m in analysis turnaround time (TAT).

The first topics addressed are system-level design issues, specifically including safety. The document then discusses concerns about the PLC manufacturing organization and the protection system engineering organization. Supplementing this document are two appendices. Appendix A summarizes PLC characteristics.     CAMCON, the Compliance Assessment Methodology CONtroller, is an analysis system that assists in assessing the compliance of the Waste Isolation Pilot Plant (WIPP) with applicable long-term regulations of the US Environmental Protection Agency, including Subpart B of the Environmental Standards for the Management and Disposal of spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes, 40 CFR 191 and 40CFR268.6, which is the portion of the Land Disposal Restrictions implementing the Resource, Conservative, and Recovery Act of 1976, as amended that states the conditions for disposal of hazardous chemical wastes. This manual provides an architectural overview of the CAMCON system. Furthermore this manual presents guidelines and presents suggestions for programmers developing the many different types of software necessary to investigate various events and physical processes of the WIPP. These guidelines include user interface requirements, minimum quality assurance requirements, coding style suggestions, and the use of numerous software libraries developed specifically for or adapted for the CAMCON system.

    An electrically-programmable diffraction grating is disclosed. The programmable grating includes a substrate having a plurality of electrodes formed thereon and a moveable grating element above each of the electrodes. The grating elements are electrostatically programmable to form a diffraction grating for diffracting an incident beam of light as it is reflected from the upper surfaces of the grating elements. The programmable diffraction grating, formed by a micromachining process, has applications for optical information processing (e.g. optical correlators and computers), for multiplexing and demultiplexing a plurality of light beams of different wavelengths (e.g. for optical fiber communications), and for forming spectrometers (e.g. correlation and scanning spectrometers). 14 figs.

    Contamination in low permeability soils poses a significant technical challenge to in-situ remediation efforts. Poor accessibility to the contaminants and difficulty in delivery of treatment reagents have rendered existing in-situ treatments such as bioremediation, vapor extraction, pump and treat rather ineffective when applied to low permeability soils present at many contaminated sites. The technology is an integrated in-situ treatment in which established geotechnical methods are used to install degradation zones directly in the contaminated soil and electro-osmosis is utilized to move the contaminants back and forth through those zones until the treatment is completed. This topical report presents the results of evaluations by E.I. duPont de Nemours and Co., Inc. of treatment zone and electrode emplacement alternatives for use in the integrated treatment process. Specifically, the scope of this study was limited to vertical configuration emplacements. Several promising alternatives were identified ranging from approaches involving standard excavation techniques to relatively specialized geotechnical construction methods which could be modified for the treatment zone emplacement purpose. Information developed in this report is designed to help the user select the most promising emplacement method(s) for a given site on the basis of (1) depth of emplacement, and (2) restrictions on handling excavated soils. Advantages, disadvantages, and estimated costs are identified for each alternative, and possible bases for improvement and cost reduction through further development are described.

    An experimental test plan has been prepared for DOE/METC review and approval to develop a filter media suitable for multi-contaminant control in granular-bed filter (GBF) applications. The plan includes identification, development, and demonstration of methods for enhanced media morphology, chemical reactivity, and mechanical strength. The test plan includes media preparation methods, physical and chemical characterization methods for fresh and reacted media, media evaluation criteria, details of test and analytical equipment, and test matrix of the proposed media testing. A filter media composed of agglomerated limestone and clay was determined to be the best candidate for multi-contaminate control in GBF operation. The combined limestone/clay agglomerate has the potential to remove sulfur and alkali species, in addition to particulate, and possibly halogens and trace heavy metals from coal process streams.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    Quantum simulation is a promising near term application for mesoscale quantum information processors, with the potential to solve computationally intractable problems at the scale of just a few dozen interacting quantum systems. Recent experiments in a range of technical platforms have demonstrated the basic functionality of quantum simulation applied to quantum magnetism, quantum phase transitions, and relativistic quantum mechanics. In all cases, the underlying hardware platforms restrict the achievable inter-particle interaction, forming a serious constraint on the ability to realize a versatile, programmable quantum simulator. In this work, we address this problem by developing novel sequences of unitary operations that engineer desired effective Hamiltonians in the time-domain. The result is a hybrid programmable analog simulator permitting a broad class of interacting spin-lattice models to be generated starting only with an arbitrary long-range native inter-particle interaction and single-qubit addressing. Specifically, our approach permits the generation of all symmetrically coupled translation-invariant two-body Hamiltonians with homogeneous on-site terms, a class which includes all spin-1/2 XYZ chains, but generalized to include long-range couplings. Building on previous work proving that universal simulation is possible using both entangling gates and single-qubit unitaries, we show that determining the "program" of unitary pulses to implement an arbitrary spin Hamiltonian can be formulated as a linear program that runs in polynomial time and scales efficiently in hardware resources. Our analysis extends from circuit model quantum information to adiabatic quantum evolutions, where our approach allows for the creation of non-native ground state solutions to a computation.

    Prior research suggests that poor programmable thermostats usability may prevent their effective use to save energy. We hypothesized that home occupants with a high-usability thermostats would be more likely to use them to save energy than people with a basic thermostat. We randomly installed a high-usability thermostat in half the 77 apartments of an affordable housing complex, installing a basic thermostat in the other half. During the heating season, we collected space temperature and furnace on-off data to evaluate occupant interaction with the thermostats, foremost nighttime setbacks. We found that thermostat usability did not influence energy-saving behaviors, finding no significant difference in temperature maintained among apartments with high- and low-usability thermostats.

    The Clinton P. Anderson Meson Physics Facility (LAMPF) master-timer system provides a 96-channel timing solution of programmable signals and eight predefined system signals required for accelerator operation. Each signal may differ in delay, length, and rate of repetition. Timing solutions are calculated in the LAMPF central control computer, a VAX 11/780, and down-loaded to the master-timer computer, a ..mu..VAX-II. The one second timing solution consists of 120 macropulses synchronized to the zero crossing of the ac line. The output signal resolution is one microsecond. This CAMAC-based system is implemented in a dual configuration to ensure versatility and reliability. Each subsystem provides two, 96-channel timing solutions. Any of the four master-timer solutions can be loaded, verified, and then synchronously selected. If the ..mu..VAX-II discovers a timing error during self-testing, it automatically switches to a valid solution. Once loaded, the system will continue to run without computer intervention. The master-timer system has the capability of local control and of displaying current status information. Adaptability, reliability, and self-testing assure that the LAMPF master-timer system will keep pace with future requirements.

    Contamination in low-permeability soils poses a significant technical challenge to in-situ remediation efforts. Poor accessibility to the contaminants and difficulty in delivery of treatment reagents have rendered existing in-situ treatments such as bioremediation, vapor extraction, and pump and treat rather ineffective when applied to low-permeability soils present at many contaminated sites. The technology is an integrated in-situ treatment in which established geotechnical methods are used to install degradation zones directly in the contaminated soil, and electro-osmosis is utilized to move the contaminants back and forth through those zones until the treatment is complete.     The Sellafield site in North West England has over 240 active facilities covering the full nuclear cycle from fuel manufacture through generation, reprocessing and waste treatment. The Sellafield decommissioning programme was formally initiated in the mid 1980s though several plants had been decommissioned prior to this primarily to create space for other plants. Since the initiation of the programme 7 plants have been completely decommissioned, significant progress has been made in a further 16 and a total of 56 major project phases have been completed. This programme update will explain the decommissioning arrangements and strategies and illustrate the progress made on a number of the plants including the Windscale Pile Chimneys, the first reprocessing plan and plutonium plants. These present a range of different challenges and requiring approaches from fully hands on to fully remote. Some of the key lessons learned will be highlighted.

    The Co-operative Programme on Decommissioning under the administration of the Radioactive Waste Management Committee of the OECD Nuclear Energy Agency (NEA) has recently completed sixteen years of operation. The Programme, which is essentially an information exchange programme between decommissioning projects, came into being in 1985. It has grown from an initial 10 decommissioning projects from 7 countries to 39 projects from 14 countries today. From purely information exchange to start with, the Programme has, in later years, been functioning as a voice for the collective expression of views of the implementers of nuclear decommissioning. During the first sixteen years of the operation of the Co-operative Programme, nuclear decommissioning has grown from local specialist activities within projects to a competitive commercial industry. By the dismantling and release from regulatory control of over a dozen diverse nuclear facilities, the Programme has been able to demonstrate in practice, that nuclear decommissioning can be performed safely both for the workers and the public, and that this can be done at reasonable costs in an environmentally friendly fashion. During the recent years, discussions and work within the Co-operative Programme, specially within some of the Task Groups, have had/are having effects and repercussions not just in the field of nuclear decommissioning, but can possibly affect activities and regulations in other industries. This paper describes how the Programme and its activities and procedures have evolved over the years and indicate the directions of developments in the organization and execution of decommissioning projects. Finally, it gives a brief overview of the achievements of the Cooperative Programme and visualizes future developments in the field of nuclear decommissioning.

This paper reviews the progress that has been made since the start of routine LAR transfer cycles (July 2010) and follows on from the earlier paper presented at WM2011. The paper focuses on the learning from the first full year of routine LAR transfer cycles and the application of this learning to the wider strategies for the treatment of further radioactive liquid effluents on the Sellafield site. During this period over 100,000 Curies of radioactivity has been safely removed and treated. The past year has witnessed the very successful introduction of the LAR programme. This has lead to hazard reduction at MSSS and demonstration that the SIXEP facility can meet the significantly increased challenge that the LAR programme represents. Part of the success has been the ability to predict and deliver a realistic production schedule with the availability of the MSSS, EDT and SIXEP facilities being central to this. Most importantly, the LAR programme has been successful in bringing together key stakeholders to deliver this work while integrating with the existing, day to day, demands of the Sellafield site.     Contamination in low permeability soils poses a significant technical challenge to in-situ remediation efforts. Poor accessibility to the contaminants and difficulty in delivery of treatment reagents have rendered existing in-situ treatments such as bioremediation, vapor extraction, pump and treat rather ineffective when applied to low permeability soils present at many contaminated sites. This technology is an integrated in-situ treatment in which established geotechnical methods are used to install degradation zones directly in the contaminated W and electro-osmosis is utilized to move the contaminants back and forth through those zones until the treatment is completed. This topical report summarizes the results of the lab and pilot sized Lasagna{trademark} experiments conducted at Monsanto. Experiments were conducted with kaofinite and an actual Paducah soil in units ranging from bench-scale containing kg-quantity of soil to pilot-scale containing about half a ton of soil having various treatment zone configurations. The obtained data support the feasibility of scaling up this technology with respect to electrokinetic parameters as well as removal of organic contaminants. A mathematical model was developed that was successful in predicting the temperature rises in the soil. The information and experience gained from these experiments along with the modeling effort enabled us to successfully design and operate a larger field experiment at a DOE TCE-contaminated clay site.

    Management of radioactive waste is a priority area of research in the 6. EURATOM Framework Programme (2002-2006) and geological disposal of spent fuel and high-level long-lived nuclear waste is a key topic within this priority area. The ongoing programme is a culmination of previous European Union-supported projects, and maintains continuity with previous research activities efforts in this field. Investment in knowledge has become a priority for the EU's objectives of growth, competitiveness and sustainability. Not only should the scale and impact of investment in research and innovation be increased for Europe to strengthen its position as technologically advanced economy but it is also recognised that there is significant added value in coordinating activities at the European level. In particular, there is a need for more in-depth coordination between the respective efforts in EU Member States in the field of management of radioactive waste, and to develop a model of sustainable networking that could improve the cooperation on RD and D on geological disposal among the main stakeholders. The CARD initiative described in this paper is a one-year project that started in November 2006 to investigate whether the Technology Platform model, a concept that has been widely taken up by a range of R and D sectors in Europe, is applicable to the nuclear waste community and how it can be used to improve the effectiveness of future research in the 7. The present Topical Report for Task No. 6 summarizes the results of a study of the potential for stimulating microbial reductive dehalogenation as part of the integrated in situ treatment process at the field experiment test site at DOE`s Gaseous Diffusion Plant in Paducah, Kentucky. A series of {open_quotes}microcosm bottle tests{close_quotes} were performed on samples of contaminated soil and groundwater taken from the Paducah site and spiked with trichloroethene (TCE). A number of bottles were set up, each spiked with a different carbon source in order to enhance the growth of different microbial subpopulations already present within the indigenous population in the soil. In addition, a series of bottle tests were completed with samples of the granular activated carbon (GAC) treatment zone material retrieved from the test site during the Paducah field experiment. In these tests, the GAC samples were used in place of the soil. Results of the soil-groundwater microcosms yielded a negative indication of the presence of dechlorinating bacteria at the site. However, charcoal (GAC) samples from one location in the test plot exhibited marked dechlorination with conversion of TCE to dichloroethene.

    Increasing restrictions on emission of pollutants from conventional pulverized coal fired steam (PCFS) plant generating electrical power is raising capital and operating cost of these plants and at the same time lowering plant efficiency. This is creating a need for alternative technologies which result in lower emissions of regulated pollutants and which are thermally more efficient. Natural gas-fired combined cycle power generation systems have lower capital cost and higher efficiencies than conventional coal fired steam plants, and at this time they are the leading contender for new power plant construction in the U.S. But the intermediate and long term cost of these fuels is high and there is uncertainty regarding their long-term price and availability. Coal is a relatively low cost fuel which will be abundantly available in the long term. This has motivated the development of advanced technologies for power production from coal which will have advantages of other fuels. The Externally Fired Combined Cycle (EFCC) is one such technology. Air pollution control/hot gas cleanup issues associated with this technology are described.

    The project was initiated to assist the State of Montana to develop a methodology to ameliorate acid mine drainage problems associated with the abandoned mines located in the Stockett/Sand Coulee area near Great Falls, Montana. Extremely acidic water is continuously discharging from abandoned coal mines in the Stockett/Sand Coulee area at an estimated rate of greater than 600 acre-feet per year (about 350 to 400 gallons per minute). Due to its extreme acidity, the water is unusable and is contaminating other water supplies. Most of the local alluvial aquifers have been contaminated, and nearly 5% of the private wells that were tested in the area during the mid-1980`s showed some degree of contamination. Significant government money has been spent replacing water supplies due to the magnitude of this problem. In addition, millions of dollars have been spent trying to remediate acid mine drainage occurring in this coal field. To date, the techniques used have focused on the management and containment of mine waters, rather than designing technologies that would prevent the formation of acid mine drainage.

    A scientific visit on Crystalline Rock Repository Development was held in the Czech Republic on September 24-27, 2012. The visit was hosted by the Czech Radioactive Waste Repository Authority (RAWRA), co-hosted by Sandia National Laboratories (SNL), and supported by the International Atomic Energy Agency (IAEA). The purpose of the visit was to promote technical information exchange between participants from countries engaged in the investigation and exploration of crystalline rock for the eventual construction of nuclear waste repositories. The visit was designed especially for participants of countries that have recently commenced (or recommenced) national repository programmes in crystalline host rock formations. Discussion topics included repository programme development, site screening and selection, site characterization, disposal concepts in crystalline host rock, regulatory frameworks, and safety assessment methodology. Interest was surveyed in establishing a %E2%80%9Cclub,%E2%80%9D the mission of which would be to identify and address the various technical challenges that confront the disposal of radioactive waste in crystalline rock environments. The idea of a second scientific visit to be held one year later in another host country received popular support. The visit concluded with a trip to the countryside south of Prague where participants were treated to a tour of the laboratory and underground facilities of the Josef Regional Underground Research Centre.

    Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a 'Handbook on SEA for Cohesion Policy 2007-13' (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents. Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals. - Highlights: Black-Right-Pointing-Pointer Comparing five case studies of first applications of SEA at cohesion policy level.     COMPASS at CERN is preparing for a new series of measurements on the nucleon structure comprising deep virtual Compton scattering and hard exclusive meson production using muon beams, as well as Drell-Yan reactions using a polarised proton target and a negative pion beam.     This report summarizes our effort and results of building an integrated optimization environment to effectively combine the programmable control and the empirical tuning of source-to-source compiler optimizations within the framework of multiple existing languages, specifically C, C++, and Fortran. The environment contains two main components: the ROSE analysis engine, which is based on the ROSE C/C++/Fortran2003 source-to-source compiler developed by Co-PI Dr.Quinlan et. al at DOE/LLNL, and the POET transformation engine, which is based on an interpreted program transformation language developed by Dr. Yi at University of Texas at San Antonio (UTSA). The ROSE analysis engine performs advanced compiler analysis, identifies profitable code transformations, and then produces output in POET, a language designed to provide programmable control of compiler optimizations to application developers and to support the parameterization of architecture-sensitive optimizations so that their configurations can be empirically tuned later. This POET output can then be ported to different machines together with the user application, where a POET-based search engine empirically reconfigures the parameterized optimizations until satisfactory performance is found. Computational specialists can write POET scripts to directly control the optimization of their code. Application developers can interact with ROSE to obtain optimization feedback as well as provide domain-specific knowledge and high-level optimization strategies. The optimization environment is expected to support different levels of automation and programmer intervention, from fully-automated tuning to semi-automated development and to manual programmable control.

    We describe a class of programmable devices that can discriminate between two quantum states. We consider two cases. In the first, both states are unknown. One copy of each of the unknown states is provided as input, or program, for the two program registers, and the data state, which is guaranteed to be prepared in one of the program states, is fed into the data register of the device. This device will then tell us, in an optimal way, which of the templates stored in the program registers the data state matches. In the second case, we know one of the states while the other is unknown. One copy of the unknown state is fed into the single program register, and the data state which is guaranteed to be prepared in either the program state or the known state, is fed into the data register. The device will then tell us, again optimally, whether the data state matches the template or is the known state. We determine two types of optimal devices. The first performs discrimination with minimum error, the second performs optimal unambiguous discrimination. In all cases we first treat the simpler problem of only one copy of the data state and then generalize the treatment to n copies. In comparison to other works we find that providing n > 1 copies of the data state yields higher success probabilities than providing n > 1 copies of the program states.

    We have developed PGPG (Pipeline Generator for Programmable GRAPE), a software which generates the low-level design of the pipeline processor and communication software for FPGA-based computing engines (FBCEs). An FBCE typically consists of one or multiple FPGA (Field-Programmable Gate Array) chips and local memory. Here, the term "Field-Programmable" means that one can rewrite the logic implemented to the chip after the hardware is completed, and therefore a single FBCE can be used for calculation of various functions, for example pipeline processors for gravity, SPH interaction, or image processing. The main problem with FBCEs is that the user need to develop the detailed hardware design for the processor to be implemented to FPGA chips. In addition, she or he has to write the control logic for the processor, communication and data conversion library on the host processor, and application program which uses the developed processor. These require detailed knowledge of hardware design, a hardware description language such as VHDL, the operating system and the application, and amount of human work is huge. A relatively simple design would require 1 person-year or more. The PGPG software generates all necessary design descriptions, except for the application software itself, from a high-level design description of the pipeline processor in the PGPG language. The PGPG language is a simple language, specialized to the description of pipeline processors. Thus, the design of pipeline processor in PGPG language is much easier than the traditional design. For real applications such as the pipeline for gravitational interaction, the pipeline processor generated by PGPG achieved the performance similar to that of hand-written code. In this paper we present a detailed description of PGPG version 1.0.

    This Topical Report No. 2 is an interim report on the Duct Injection Test Facility being operated for the Department of Energy at Beverly, Ohio. Either dry calcium hydroxide or an aqueous slurry of calcium hydroxide (prepared by slaking quicklime) is injected into a slipstream of flue gas to achieve partial removal of SO{sub 2} from a coal-burning power station. Water injected with the slurry or injected separately from the dry sorbents cools the flue gas and increases the water vapor content of the gas. The addition of water, either in the slurry or in a separate spray, makes the extent of reaction between the sorbent and the SO{sub 2} more complete; the presumption is that water is effective in the liquid state, when it is able to wet the sorbent particles physically, and not especially effective in the vapor state. An electrostatic precipitator collects the combination of suspended solids (fly ash from the boiler and sorbent from the duct injection process). All of the operations are being carried out on the scale of approximately 50,000 acfm of flue gas.

    Contamination in low permeability soils poses a significant technical challenge to in-situ remediation efforts. Poor accessibility to the contaminants and difficulty in delivery of treatment reagents have rendered existing in-situ treatments such as bioremediation, vapor extraction, pump and treat rather ineffective when applied to low permeability soils present at many contaminated sites. The technology is an integrated in-situ treatment in which established geotechnical methods are used to install degradation zones directly in the contaminated soil and electro-osmosis is utilized to move the contaminants back and forth through those zones until the treatment is completed. The present Topical Report for Task No. 11 summarizes the results of TCE analysis in soil and carbon before and after conducting the field experiment. In addition, a discussion of the TCE material balance demonstrates that the Lasagna{trademark} process is effective in moving TCE from the contaminated soil into carbon treatment zones in the field experiment at DOE`s Gaseous Diffusion Plant in Paducah, Kentucky.

This technology is an integrated in-situ treatment in which established geotechnical methods are used to instant degradation zones directly in the contaminated soil and electroosmosis is utilized to move the contaminants back and forth through those zones until the treatment is completed. This topical report summarizes the results of the field experiment conducted at the Paducah Gaseous Diffusion Plant in Paducah, KY. The test site covered 15 feet wide by 10 feet across and 15 feet deep with steel panels as electrodes and wickdrains containing granular activated carbon as treatment zone& The electrodes and treatment zones were installed utilizing innovative adaptation of existing emplacement technologies. The unit was operated for four months, flushing TCE by electroosmosis from the soil into the treatment zones where it was trapped by the activated carbon. The scale up from laboratory units to this field scale was very successful with respect to electrical parameters as weft as electroosmotic flow. Soil samples taken throughout the site before and after the test showed over 98% TCE removal, with most samples showing greater than 99% removal.

    We present an algorithm named "Chamomile Scheme". The scheme is fully optimized for calculating gravitational interactions on the latest programmable Graphics Processing Unit (GPU), NVIDIA GeForce8800GTX, which has (a) small but fast shared memories (16 K Bytes * 16) with no broadcasting mechanism and (b) floating point arithmetic hardware of 500 Gflop/s but only for single precision. Based on this scheme, we have developed a library for gravitational N-body simulations, "CUNBODY-1", whose measured performance reaches to 173 Gflop/s for 2048 particles and 256 Gflop/s for 131072 particles.

    The Nuclear Decommissioning Authority (NDA) was created under the UK Energy Act 2004 to ensure the UK historic civil public sector nuclear legacy sites are decommissioned safely, securely, cost effectively and in ways that protect the environment. The delivery will involve carrying out many unique projects within a high hazard environment requiring the very highest standards in safety, security and environmental management. Unique problems require unique solutions and there is a substantial amount of research and development required for each project. The NDA's R and D strategic objective is to ensure that delivery of the NDA's mission is technically underpinned by sufficient and appropriate research and development. This drives a requirement to provide transparency and visibility of the technical deliverability of the programme through the technical baseline and accompanying research and development requirements. The NDA need to have confidence in the technical deliverability of the Site License Companies (SLCs) plans, provide overall visibility of R and D across the NDA Estate and ensure that appropriate R and D is being carried out in a timely manner. They need to identify where coordinated R and D programmes may be advantageous as a result of common needs, risks and opportunities and ensure key R and D needs across NDA are identified, prioritised and work programmes are costed and scheduled in the Lifetime Plans for individual sites and SLCs. Evidence of the Site License Company's approach and their corresponding technical underpinning programmes is achieved through submission of a number of outputs collectively known as TBuRDs (Technical Baseline and Underpinning Research and Development Requirements). This paper is a summary of the information generated by an independent review of those TBuRDs. It highlights some of the key messages, synergies and common R and D activities across the estate. It demonstrates the value of a consistent approach to collecting R and D data across multiple Sites with a view to enhancing knowledge transfer and improving delivery efficiency. It will be of interest to all who are running R and D programmes where other programmes may be carrying out similar activities. (authors)

    The WASTES Version II (WASTES II) Programmer's Reference Manual was written to document code development activities performed under the Monitored Retrievable Storage (MRS) Program at Pacific Northwest Laboratory (PNL). The manual will also serve as a valuable tool for programmers involved in maintenance of and updates to the WASTES II code. The intended audience for this manual are experienced FORTRAN programmers who have only a limited knowledge of nuclear reactor operation, the nuclear fuel cycle, or nuclear waste management practices. It is assumed that the readers of this manual have previously reviewed the WASTES II Users Guide published as PNL Report 5714. The WASTES II code is written in FORTRAN 77 as an extension to the SLAM commercial simulation package. The model is predominately a FORTRAN based model that makes extensive use of the SLAM file maintenance and time management routines. This manual documents the general manner in which the code is constructed and the interactions between SLAM and the WASTES subroutines. The functionality of each of the major WASTES subroutines is illustrated with ''block flow'' diagrams. The basic function of each of these subroutines, the algorithms used in them, and a discussion of items of particular note in the subroutine are reviewed in this manual. The items of note may include an assumption, a coding practice that particularly applies to a subroutine, or sections of the code that are particularly intricate or whose mastery may be difficult. The appendices to the manual provide extensive detail on the use of arrays, subroutines, included common blocks, parameters, variables, and files.

    The Accelerator Production of Tritium (APT) project, sponsored by Department of Energy Defense Programs (DOE/DP), involves the preconceptual design of an accelerator system to produce tritium for the nation`s stockpile of nuclear weapons. Tritium is an isotope of hydrogen used in nuclear weapons, and must be replenished because of radioactive decay (its half-life is approximately 12 years). Because the annual production requirements for tritium has greatly decreased since the end of the Cold War, an alternative approach to reactors for tritium production, based on a linear accelerator, is now being seriously considered. The annual tritium requirement at the time this study was undertaken (1992-1993) was 3/8 that of the 1988 goal, usually stated as 3/8-Goal. Continued reduction in the number of weapons in the stockpile has led to a revised (lower) production requirement today (March, 1995). The production requirement needed to maintain the reduced stockpile, as stated in the recent Nuclear Posture Review (summer 1994) is approximately 3/16-Goal, half the previous level. The Nuclear Posture Review also requires that the production plant be designed to accomodate a production increase (surge) to 3/8-Goal capability within five years, to allow recovery from a possible extended outage of the tritium plant. A multi-laboratory team, collaborating with several industrial partners, has developed a preconceptual APT design for the 3/8-Goal, operating at 75% capacity. The team has presented APT as a promising alternative to the reactor concepts proposed for Complex-21. Given the requirements of a reduced weapons stockpile, APT offers both significant safety, environmental, and production-fexibility advantages in comparison with reactor systems, and the prospect of successful development in time to meet the US defense requirements of the 21st Century.

    Pursuant to the Decision-in-Principle of 2001 the Finnish programme for geologic disposal of spent fuel has now moved to the phase of applying for construction licence to build up the encapsulation plant and underground repository. The main objective of former programme phase, underground characterisation phase, was to confirm - or refute - the suitability of the Olkiluoto site by investigations conducted underground at the actual depth of the repository. The construction work of the access tunnel to the rock characterisation facility (ONKALO) started in the late summer of 2004. The site research and investigations work aimed at the maturity needed for submission of the application for construction license of the actual repository in end of 2012. This requires, however, that also the technology has reached the maturity needed. The design and technical plans form the necessary platform for the development of the safety case for spent fuel disposal. A plan, 'road map', has been produced for the portfolio of reports that demonstrates the safety of disposal as required by the criteria set by the government and further detailed by the safety authority, STUK.     The existing luminosity of the LHC will be increased in stages to a factor of 10 above its current level (HL-LHC) by 2022. This planned increase in luminosity results in significantly higher levels of radiation inside the proposed ATLAS Upgrade detector. This means existing detector technologies together with new components and materials need to be re-examined to evaluate their performance and durability at these higher fluences. Of particular interest is the effect of radiation on the upgraded ATLAS tracker. To study these effects a new ATLAS irradiation scanning facility has been developed using the Medical Physics Cyclotron at the University of Birmingham. The intense cyclotron beams allow irradiated samples to receive in minutes fluences corresponding to years of operation at the HL-LHC. Since commissioning in early 2013, this facility has been used to irradiate silicon sensors, optical components and carbon fibre sandwiches for the ATLAS upgrade programme.     The Argonne Coal Market Model was developed as part of a comprehensive DOE study of coal-related environmental, health, and safety impacts. The model includes a high degree of regional detail on both supply and demand. Coal demand is input separately for industrial and utility users in each region, and coal supply in each region is characterized by a linearly increasing function relating increments of new mine capacity to the marginal cost of extraction. Rail transportation costs and control technology costs are estimated for each supply-demand link. A quadratic programming algorithm is used to optimize flow patterns for the system. This report documents the model for programmers and users interested in technical details of the computer code.

    Surfaces defined by a Bezier tetrahedron, and in particular quadric surfaces, are rendered on programmable graphics hardware. Pixels are rendered through triangular sides of the tetrahedra and locations on the shapes, as well as surface normals for lighting evaluations, are computed using pixel shader computations. Additionally, vertex shaders are used to aid interpolation over a small number of values as input to the pixel shaders. Through this, rendering of the surfaces is performed independently of viewing resolution, allowing for advanced level-of-detail management. By individually rendering tetrahedrally-defined surfaces which together form complex shapes, the complex shapes can be rendered in their entirety.
