    The Hanford Site Development Plan (Site Development Plan) is intended to guide the short- and long-range development and use of the Hanford Site. All acquisition, development, and permanent facility use at the Hanford Site will conform to the approved plan. The Site Development Plan also serves as the base document for all subsequent studies that involve use of facilities at the Site. This revision is an update of a previous plan. The executive summary presents the highlights of the five major topics covered in the Site Development Plan: general site information, existing conditions, planning analysis, Master Plan, and Five-Year Plan. 56 refs., 67 figs., 31 tabs.

    The Next Generation Nuclear Plant (NGNP) will be a helium-cooled High Temperature Gas Reactor (HTGR) with a large graphite core. Graphite physically contains the fuel and comprises the majority of the core volume. Graphite has been used effectively as a structural and moderator material in both research and commercial high-temperature gas-cooled reactors. This development has resulted in graphite being established as a viable structural material for HTGRs. While the general characteristics necessary for producing nuclear grade graphite are understood, historical “nuclear” grades no longer exist. New grades must be fabricated, characterized, and irradiated to demonstrate that current grades of graphite exhibit acceptable non-irradiated and irradiated properties upon which the thermomechanical design of the structural graphite in NGNP is based. This Technology Development Plan outlines the research and development (R&D) activities and associated rationale necessary to qualify nuclear grade graphite for use within the NGNP reactor.

    Hydropower developments are capital-intensive, are subject to uncertainty in water availability, and have a somewhat higher construction-cost risk than thermal projects. However, a developer who selects an attractive site, arranges a good financial package, and designs and constructs a well-conceived hydropower project can earn an attractive long-term return while providing a dependable, low-cost source of energy to consumers. In the Philippines, many attractive hydropower sites are now available. As demonstrated by the attendance at the US Trade and Development Agency-sponsored Symposium on Power Development and Investment Opportunities in the Philippines, in Washington, D.C., on Sept. 21 and 22, 1993, there is a growing interest in private hydropower. Following its successful record in implementing thermal private power developments, the Philippines now offers many attractive opportunities to exploit its tremendous potential in the hydropower sector.

    This Environmental Development plan (EDP) examines environmental concerns that are being evaluated for the technologies in DOE's Coal Liquefaction Program. It identifies the actions that are planned or underway to resolve these concerns while the technologies are being developed. Research is scheduled on the evaluation and mitigation of potential environmental impacts. This EDP updates the FY 1977 Coal Liquefaction Program EDP. Chapter II describes the DOE Coal Liquefaction Program and focuses on the Solvent Refined Coal (SRC), H-Coal, and Exxon donor solvent (EDS) processes because of their relatively advanced R and D stages. The major unresolved environmental concerns associated with the coal liquefaction subactivities and projects are summarized. The concerns were identified in the 1977 EDP's and research was scheduled to lead to the resolution of the concerns. Much of this research is currently underway. The status of ongoing and planned research is shown in Table 4-1.

    This plan describes the GNEP Technology Demonstration Program (GNEP-TDP). It has been prepared to guide the development of integrated plans and budgets for realizing the domestic portion of the GNEP vision as well as providing the basis for developing international cooperation. Beginning with the GNEP overall goals, it describes the basic technical objectives for each element of the program, summarizes the technology status and identifies the areas of greatest technical risk. On this basis a proposed technology demonstration program is described that can deliver the required information for a Secretarial decision in the summer of 2008 and support construction of facilities.

This webinar highlights the experience of Cummins’ Rocky Mount, NC facility, which manufactures engines, in achieving Gold-level SEP certification in January 2014 and improving their facility energy performance by 12.6% over three years, saving over $700,000 annually (see the cost-benefit case study). The case study reviewed how the implementation of the SEP program at the Cummins facility has helped the energy team develop a more robust measurement approach of their energy performance, including how to properly measure energy consumption of their manufacturing processes and the testing of engines manufactured prior to their shipment.   3. Fuel Fabrication Capability Research and Development Plan

    The purpose of this document is to provide a comprehensive review of the mission of the Fuel Fabrication Capability (FFC) within the Global Threat Reduction Initiative Convert Program, along with research and development (R&D) needs that have been identified as necessary to ensuring mission success. The design and fabrication of successful nuclear fuels must be closely linked endeavors. Therefore, the overriding motivation behind the FFC R&D program described in this plan is to foster closer integration between fuel design and fabrication to reduce programmatic risk. These motivating factors are all interrelated, and progress addressing one will aid understanding of the others. The FFC R&D needs fall into two principal categories, 1) baseline process optimization, to refine the existing fabrication technologies, and 2) manufacturing process alternatives, to evaluate new fabrication technologies that could provide improvements in quality, repeatability, material utilization, or cost. The FFC R&D Plan examines efforts currently under way in regard to coupon, foil, plate, and fuel element manufacturing, and provides recommendations for a number of R&D topics that are of high priority but not currently funded (i.e., knowledge gaps). The plan ties all FFC R&D efforts into a unified vision that supports the overall Convert Program schedule in general, and the fabrication schedule leading up to the MP-1 and FSP-1 irradiation experiments specifically. The fabrication technology decision gates and down-selection logic and schedules are tied to the schedule for fabricating the MP-1 fuel plates, which will provide the necessary data to make a final fuel fabrication process down-selection. Because of the short turnaround between MP-1 and the follow-on FSP-1 and MP-2 experiments, the suite of specimen types that will be available for MP-1 will be the same as those available for FSP-1 and MP-2. Therefore, the only opportunity to explore parameter space and alternative processing is between now and 2016 when the candidate processes are down-selected in preparation for the MP-1, FSP-1, and MP-2 plate manufacturing campaigns. A number of key risks identified by the FFC are discussed in this plan, with recommended mitigating actions for those activities within FFC, and identification of risks that are impacted by activities in other areas of the Convert Program. The R&D Plan does not include discussion of FFC initiatives related to production-scale manufacturing of fuel (e.g., establishment of the Pilot Line Production Facility), rather, the goal of this plan is to document the R&D activities needed ultimately to enable high-quality and cost-effective production of the fuel by the commercial fuel fabricator. The intent is for this R&D Plan to be a living document that will be reviewed and updated on a regular basis (e.g., annually) to ensure that FFC R&D activities remain properly aligned to the needs of the Convert Program. This version of the R&D Plan represents the first annual review and revision.

    TM-30-15, recently approved by the IES, synthesizes a variety of recent research to provide a single cohesive system for evaluating light source color rendition. During this September 22, 2015 webinar, presenters Michael Royer of Pacific Northwest National Laboratory, Aurelien David of Soraa, and Lorne Whitehead of the University of British Columbia focused on the underlying math and color science that make up the calculation engine, as well as the details of how the hierarchy of measures is calculated, in order to provide TM-30-15 users with a deeper understanding of the meaning, accuracy, and limitations of the measures. The webinar was divided into sections that covered the derivation and properties of the new set of 99 color evaluation samples, the CAM02-UCS and reference-illuminant methodology, and the TM-30-15 numerical and graphical outputs. This webinar followed an earlier webinar that covered the basics of the new method, while also discussing the development process and ongoing steps toward widespread adoption.

    The Lawrence Berkeley Laboratory (LBL) 1993 Site Development Plan (SDP) provides analysis and policy guidance for the effective use and orderly development of land and facilities at the LBL main site. The SDP directly supports LBL`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). It is a concise policy document, prepared in compliance with DOE Order 4320.1 B, and is coupled to the 1993 Laboratory Integrated Facilities Plan (LIFP). It also serves as the current DOE framework for the implementation of the 1987 Long Range Development Plan (LRDP) approved by the Regents of the University of California. The SDP is updated annually, with periodic major revisions consistent with DOE policy and approved plans of the Regents. The plan is reviewed and approved by the DOE San Francisco Field Office. The specific purposes of the SDP are to: Summarize the mission and community setting of the Laboratory; Describe program trends and projections and future resource requirements; Describe site planning goals and future facilities and land uses; and Describe site planning issues and potential infrastructure replacement solutions. The SDP concisely expresses the policies for future development based on planning concepts, the anticipated needs of research programs, and site potential and constraints. The 1993 LIFP and other planning data provide detailed support for the plans identified in this document.

    This document is the second of a two-volume NUREG/CR that discusses development of accident management plans for nuclear power plants. The first volume (a) describes a four-phase approach for developing criteria that could be used for assessing the adequacy of accident management plans, (b) identifies the general attributes of accident management plans (Phase 1), (c) presents a prototype process for developing and implementing severe accident management plans (Phase 2), and (d) presents criteria that can be used to assess the adequacy of accident management plans. This volume (a) describes results from an evaluation of the capabilities of the prototype process to produce an accident management plan (Phase 3) and (b), based on these results and preliminary criteria included in NUREG/CR-5543, presents modifications to the criteria where appropriate.

    The Lawrence Berkeley Laboratory 1992 Site Development Plan (SDP) provides analysis and policy guidance for the effective use and orderly development of land and facilities at the LBL main site. The SDP directly supports LBL's role as a multiprogram national laboratory operated by the University of California for the DOE. It is a concise policy document, prepared in compliance with DOE Order 4320.1B and based on revisions to the 1991 Technical Site Information (TSI). It also serves as the current DOE framework for the implementation of the 1987 Long Range Development Plan (LRDP) approved by the Regents of the University of California. The SDP is updated annually, with periodic major revisions consistent with DOE policy and approved plans of the Regents. The specific purposed of the SDP are to: Summarize the mission and community setting of the Laboratory; describe program trends and projections and future resource requirements; describe site planning goals and future facilities and land uses; and describe site planning issues and potential solutions. The SDP concisely expresses the policies for future development based on planning concepts, the anticipated needs of research programs, and site potential and constraints. The 1992 TSI document and other planning data provide detailed support for the plans identified in this document. Preparation of the SDP was coordinated by the Office for Planning and Development with technical support and data preparation by the Plant Engineering Department. Programmatic data and information are from program divisions and technical resource divisions, including the Environment, Health Safety Division.     This report summarizes the characteristics and current status of the TRAC-PF1/MOD1 computer code. Recent error corrections and user-convenience features are described, and several user enhancements are identified. Current plans for the release of the TRAC-PF1/MOD2 computer code and some preliminary MOD2 results are presented. This new version of the TRAC code implements stability-enhancing two-step numerics into the 3-D vessel, using partial vectorization to obtain a code that has run 400% faster than the MOD1 code.

    The U.S. Department of Energy originally created the National Analytical Management Program (NAMP) to help coordinate its analytical capabilities and to address national needs in technology and resources. In support of this mission, the NAMP established a subcommittee to promote training and education in radiochemistry to avert the predicted loss in expertise. In cooperation with the U.S. Environmental Protection Agency and university partners, the NAMP developed a series of two-hour webinar presentations by experts on different topics relevant to radiochemistry. These webinars are intended to be of interest to those already in the workforce who may need a refresher course or a better understanding of specific radiochemistry topics. The live webinars include slides presentation, and engage the attendees by giving them the opportunity to ask questions during the live event through the web-cast interface. Certificates may be given for attendance during the live webinar. The success of these webinars relies not only on the presenters who are internationally recognized experts but also on how we promote them: we advertised them through a dedicated web site, social networks or flyers. Another important point is that they are free are accessible online in 2 formats: audio-video recording and pdf files. Recorded and archived versions comprise a library vital to future generations of radio-chemists and scientists interested in radiochemistry. The first webinar, An Overview of Actinide Chemistry, was presented on April 20, 2012. The overwhelmingly positive feedback from participants clearly demonstrates that the NAMP webinars are making a difference by providing unique educational opportunities in radiochemistry.

    The conditions for developing the geothermal resource near Carlin appear favorable. The resource has a favorable temperature range for direct applications (174/sup 0/F or 79/sup 0/C), the geothermal fluid has low total dissolved solids, no objectionable constituents that would result in costly scaling or corrosion problems and the resource is conveniently located within two miles from town. Direct space heating is the most realistic application and is recommended. Several clusters of homes are located less than 2 miles away. The project could be developed on a larger scale than this study proposes. The engineering and economic models are proposed on a small scale here for simplicity in evaluating the feasibility of pursuing development. Conceivably the producing well will provide sufficient hot water to accommodate more homes than the models include. The town of Carlin seems receptive to development and there does not appear to be any major barriers to exploration or development. The regulatory climate in both the state and county is conducive to geothermal development at this level. No major regulatory or environmental obstacles are noted which would severely curtail utilization for space heating. The prospect of replacing natural gas heat with geothermal heat for 60 or more homes is economically attractive. Geothermal rates for hot water are not expected to increase as rapidly as the price of natural gas to the consumer over the next 10 years. The increases for hot water from geothermal are primarily a function of power costs for the pumps plus inflation affecting maintenance costs. Individual homeowners can expect payback on retrofitting costs within two to three years.

    The Agua Caliente Band of Cahuilla Indians was awarded a grant under the U.S. Department of Energy’s (“DOE”) Tribal Energy Program to develop a comprehensive Tribal energy plan. The grant, awarded under DOE’s First Steps program, supported the development of a strategic energy plan that integrates with the Tribe’s overall planning and economic development goals, and aligns with Tribal cultural, social, political, and spiritual values. The Tribe set out to incorporate its energy plan into (i) a broader economic development strategy developed by investigators at the University of California at Riverside, and (ii) the overarching goals for job-creation and wealth-creation that are held by both the Tribe and the surrounding Coachella Valley. With these wide-ranging objectives in mind, the Tribe and its consultant, Red Mountain Energy Partners, engaged in a phased approach to creating the strategic energy plan. As illustrated in Figure 1 below, the proposed approach involved both “serial” and “parallel” activities. The capacity-building component of this approach occurred throughout the duration of the project period.

    Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

    The Department of Energy (DOE) committed to a research and development program to support the technology needs for converting and stabilizing its nuclear materials for safe storage. The R and D Plan addresses five of the six material categories from the 94-1 Implementation Plan: plutonium (Pu) solutions, plutonium metals and oxides, plutonium residues, highly enriched uranium, and special isotopes. R and D efforts related to spent nuclear fuel (SNF) stabilization were specifically excluded from this plan. This updated plan has narrowed the focus to more effectively target specific problem areas by incorporating results form trade studies. Specifically, the trade studies involved salt; ash; sand, slag, and crucible (SS and C); combustibles; and scrub alloy. The plan anticipates possible disposition paths for nuclear materials and identifies resulting research requirements. These requirements may change as disposition paths become more certain. Thus, this plan represents a snapshot of the current progress and will continue to be updated on a regular basis. The paper discusses progress in safeguards and security, plutonium stabilization, special isotopes stabilization, highly-enriched uranium stabilization--MSRE remediation project, storage technologies, engineered systems, core technology, and proposed DOE/Russian technology exchange projects.

    This document is a general plan for conducting vitrification development for application to mixed wastes owned by the US Department of Energy. The emphasis is a description and discussion of the data needs to proceed through various stages of development. These stages are (1) screening at a waste site to determine which streams should be vitrified, (2) waste characterization and analysis, (3) waste form development and treatability studies, (4) process engineering development, (5) flowsheet and technical specifications for treatment processes, and (6) integrated pilot-scale demonstration. Appendices provide sample test plans for various stages of the vitrification development process. This plan is directed at thermal treatments which produce waste glass. However, the study is still applicable to the broader realm of thermal treatment since it deals with issues such as off-gas characterization and waste characterization that are not necessarily specific to vitrification. The purpose is to provide those exploring or considering vitrification with information concerning the kinds of data that are needed, the way the data are obtained, and the way the data are used. This will provide guidance to those who need to prioritize data needs to fit schedules and budgets. Knowledge of data needs also permits managers and planners to estimate resource requirements for vitrification development.

    This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmental concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.

    This document contains the workscope, schedule and cost for the technology development tasks needed to satisfy the fuel and fission product transport Design Data Needs (DDNs) for the Gas Turbine-Modular Helium Reactor (GT-MHR), operating in its role of transmuting transuranic (TRU) nuclides in spent fuel discharged from commercial light-water reactors (LWRs). In its application for transmutation, the GT-MHR is referred to as the Deep-Burn MHR (DB-MHR). This Fuel Development Plan (FDP) describes part of the overall program being undertaken by the U.S. Department of Energy (DOE), utilities, and industry to evaluate the use of the GT-MHR to transmute transuranic nuclides from spent nuclear fuel. The Fuel Development Plan (FDP) includes the work on fuel necessary to support the design and licensing of the DB-MHR. The FDP is organized into ten sections. Section 1 provides a summary of the most important features of the plan, including cost and schedule information. Section 2 describes the DB-MHR concept, the features of its fuel and the plan to develop coated particle fuel for transmutation. Section 3 describes the knowledge base for fabrication of coated particles, the experience with irradiation performance of coated particle fuels, the database for fission product transport in HTGR cores, and describes test data and calculations for the performance of coated particle fuel while in a repository. Section 4 presents the fuel performance requirements in terms of as-manufactured quality and performance of the fuel coatings under irradiation and accident conditions. These requirements are provisional because the design of the DB-MHR is in an early stage. However, the requirements are presented in this preliminary form to guide the initial work on the fuel development. Section 4 also presents limits on the irradiation conditions to which the coated particle fuel can be subjected for the core design. These limits are based on past irradiation experience. Section 5 describes the Design Data Needs to: (1) fabricate the coated particle fuel, (2) predict its performance in the reactor core, (3) predict the radionuclide release rates from the reactor core, and (4) predict the performance of spent fuel in a geological repository. The heart of this fuel development plan is Section 6, which describes the development activities proposed to satisfy the DDNs presented in Section 5. The development scope is divided into Fuel Process Development, Fuel Materials Development, Fission Product Transport, and Spent Fuel Disposal. Section 7 describes the facilities to be used. Generally, this program will utilize existing facilities. While some facilities will need to be modified, there is no requirement for major new facilities. Section 8 states the Quality Assurance requirements that will be applied to the development activities. Section 9 presents detailed costs organized by WBS and spread over time. Section 10 presents a list of the types of deliverables that will be prepared in each of the WBS elements. Four Appendices contain supplementary information on: (a) design data needs, (b) the interface with the separations plant, (c) the detailed development schedule, and (d) the detailed cost estimate.

  19. National Energy Audit Tool for Multifamily Buildings Development Plan

    The U.S. Department of Energy's (DOE's) Weatherization Assistance Program (WAP) enables low-income families to reduce their energy costs by providing funds to make their homes more energy efficient. In addition, the program funds Weatherization Training and Technical Assistance (T and TA) activities to support a range of program operations. These activities include measuring and documenting performance, monitoring programs, promoting advanced techniques and collaborations to further improve program effectiveness, and training, including developing tools and information resources. The T and TA plan outlines the tasks, activities, and milestones to support the weatherization network with the program implementation ramp up efforts. Weatherization of multifamily buildings has been recognized as an effective way to ramp up weatherization efforts. To support this effort, the 2009 National Weatherization T and TA plan includes the task of expanding the functionality of the Weatherization Assistant, a DOE-sponsored family of energy audit computer programs, to perform audits for large and small multifamily buildings This report describes the planning effort for a new multifamily energy audit tool for DOE's WAP. The functionality of the Weatherization Assistant is being expanded to also perform energy audits of small multifamily and large multifamily buildings. The process covers an assessment of needs that includes input from national experts during two national Web conferences. The assessment of needs is then translated into capability and performance descriptions for the proposed new multifamily energy audit, with some description of what might or should be provided in the new tool. The assessment of needs is combined with our best judgment to lay out a strategy for development of the multifamily tool that proceeds in stages, with features of an initial tool (version 1) and a more capable version 2 handled with currently available resources. Additional development in the future is expected to be needed if more capabilities are to be added. A rough schedule for development of the version 1 tool is presented. The components and capabilities described in this plan will serve as the starting point for development of the proposed new multifamily energy audit tool for WAP.
