    The inspection, maintenance and repair (IM and R) of the Ocean Thermal Energy Conversion (OTEC) Modular Experiment Plant (Pilot Plant) have been studied in two phases: Task I and Task II. Task I phase developed IM and R identification forms, identified requirements for routine and post casualty IM and R, and categorized and outlined potential procedures to perform IM and R activities. The efforts of the Task II phase have been directed to meet the following objectives: to provide feedback to the OTEC marine systems designs to assure that such designs reflect appropriate consideration of IM and R methods and unit costs, resulting in designs with reduced life cycle costs; to include technical information concerning OTEC IM and R possibilities to NOAA/DOE; to outline a basis in which the anticipated IM and R contributions to life cycle costs can be developed for any specific OTEC plant design; to identify IM and R methods within the state-of-the-art in the offshore industry; to determine the application of potential IM and R procedures for the commercial operation of OTEC 10/40 Pilot Plant(s); and input into the US government formulation of statutory and regulatory IM and R requirements for OTEC plants.

    One of the major post-installation considerations of the OTEC platforms is the performance of underwater inspection, maintenance and repair (IMR) during their 30-year design life. In order to assist in the conceptual development of an IMR program, this study was undertaken using the two OTEC candidate configurations as a baseline. The objectives of the study were: (1) conduct an inventory of underwater Non-Destructive Examination (NDE) devices including a description of their performance capabilities, dimensional data, the areas of the various structures where they are most applicable, and a narrative description of the level of performance attained to date; (2) and to conduct an inventory of NDE device deployment vehicles which also includes a description of their performance capabilities, dimensional data, areas of the platform where they are most applicable as now designed and a relative comparison of these vehicles as to their ability to deploy the devices described in (1) above.

In providing guidelines for the AMR of the FWBS, the guidebook must, of necessity, include guidelines for all aspects of maintenance associated with the FWBS. These include most maintenance operations within the reactor room necessary to gain access, identify faults, and handle equipment related to FWBS maintenance. In addition, the guidelines include those required to define facility requirements for handling and repair of FWBS and related reactor components external to the reactor room. Particular emphasis is given to remote maintenance design and operations.

    This report is a compilation of some unique component repair time data and it also presents citations of more extensive reports where lists of repair times can be found. This collection of information should support analysts who seek to quantify maintainability and availability of high technology and nuclear energy production systems. While there are newer sources of repair time information, most, if not all, of the newer sources are proprietary and cannot be shared. This report offers data that, while older, is openly accessible and can serve as reasonable estimates of repair times, at least for initial studies. Some times were found for maintenance times in radiation environments, and some guidance for multiplicative factors to use to account for work in contamination areas.

  12. Development and validation of bonded composite doubler repairs for commercial aircraft.

    A typical aircraft can experience over 2,000 fatigue cycles (cabin pressurizations) and even greater flight hours in a single year. An unavoidable by-product of aircraft use is that crack, impact, and corrosion flaws develop throughout the aircraft's skin and substructure elements. Economic barriers to the purchase of new aircraft have placed even greater demands on efficient and safe repair methods. The use of bonded composite doublers offers the airframe manufacturers and aircraft maintenance facilities a cost effective method to safely extend the lives of their aircraft. Instead of riveting multiple steel or aluminum plates to facilitate an aircraft repair, it is now possible to bond a single Boron-Epoxy composite doubler to the damaged structure. The FAA's Airworthiness Assurance Center at Sandia National Labs (AANC), Boeing, and Federal Express completed a pilot program to validate and introduce composite doubler repair technology to the U.S. commercial aircraft industry. This project focused on repair of DC-10 fuselage structure and its primary goal was to demonstrate routine use of this repair technology using niche applications that streamline the design-to-installation process. As composite doubler repairs gradually appear in the commercial aircraft arena, successful flight operation data is being accumulated. These commercial aircraft repairs are not only demonstrating the engineering and economic advantages of composite doubler technology but they are also establishing the ability of commercial maintenance depots to safely adopt this repair technique. This report presents the array of engineering activities that were completed in order to make this technology available for widespread commercial aircraft use. Focused laboratory testing was conducted to compliment the field data and to address specific issues regarding damage tolerance and flaw growth in composite doubler repairs.     Recent advances in laying, inspecting, and repairing pipelines are helping to cut both costs and time. A new dredging system that employs jets to clear a subsea trench for pipelay received trials off Belgium last spring. Also, within the last year, projects in the Middle East and North Sea employed technologies that promise to make inspecting the surface of a subsea pipeline in difficult terrain easier, less time consuming, and therefore less costly. Plus, subsea repair of damaged pipelines may take less time with a new ``stabbable`` pipe connector. The paper describes jet dredging, inspection advance, support software, the North Sea site, and pipeline repair.

    Refractories of ceramic burner in hot stoves at Wakayama No. 4 blast furnace were damaged. There are only three hot stoves, so repairing must be done in a short. Therefore, a quick repairing technique for ceramic burners has been developed, and two ceramic burners were repaired in just 48 hours.

    Energy (DOE)-industry research and development (R and D) organization, sponsors near-term technology development projects for reducing geothermal drilling and well maintenance costs. Sandia National Laboratories (Albuquerque, NM) administers DOE funds for GDO cost-shared projects and provides technical support. The GDO serves a very important function in fostering geothermal development. It encourages commercialization of emerging, cost-reducing drilling technologies, while fostering a spirit of cooperation among various segments of the geothermal industry. For Sandia, the GDO also serves as a means of identifying the geothermal industry's drilling fuel/or well maintenance problems, and provides an important forum for technology transfer. Successfully completed GDO projects include: the development of a high-temperature borehole televiewer, high-temperature rotating head rubbers, a retrievable whipstock, and a high-temperature/high-pressure valve-changing tool. Ongoing GDO projects include technology for stemming lost circulation; foam cement integrity log interpretation, insulated drill pipe, percussive mud hammers for geothermal drilling, a high-temperature/ high-pressure valve changing tool assembly (adding a milling capability), deformed casing remediation, high- temperature steering tools, diagnostic instrumentation for casing in geothermal wells, and elastomeric casing protectors.

    With the increasing economic pressures being faced and the potential for shortening outage times under the conditions of deregulated electricity markets in the world, licensees are motivated to get an increasing amount of the on-line maintenance (OLM). The benefits of the OLM includes increased system and plant reliability, reduction of plant equipment and system material condition deficiencies that could adversely impact operations, and reduction of work scope during plant refueling outages. In Korea, allowance guidelines of risk assessment is specified in the safety regulation guidelines 16.7 and 16.8 of the Korea Inst. of Nuclear Safety (KINS), which is 'General guidelines of Risk-informed application for requesting permission of changes' and 'Requesting permission of changes of Risk-informed application for Technical Specification'. We select the emergency diesel generator (EDG) of the Ulchin unit 3 and 4 for risk assessment analysis by applying configuration changes. The EDG which has plant safety level IE belongs to on-site standby power (A, B train EDG) in electric distribution system. The EDG is important component because it should maintain standby status during plant is operating, therefore we select the EDG for target component of risk assessment analysis. The risk assessment is limited to CDF. The risk assessment is performed by using AIMS-PSA Release2. We evaluate CDF by applying the configuration changes with some assumptions. Evaluation of the full power operation and Low power/Shut down operation was performed. This study has been performed for introducing a methodology and performing risk assessment. (authors)

  18. Development of bonded composite doublers for the repair of oil recovery equipment.

    An unavoidable by-product of a metallic structure's use is the appearance of crack and corrosion flaws. Economic barriers to the replacement of these structures have created an aging infrastructure and placed even greater demands on efficient and safe repair methods. In the past decade, an advanced composite repair technology has made great strides in commercial aviation use. Extensive testing and analysis, through joint programs between the Sandia Labs FAA Airworthiness Assurance Center and the aviation industry, have proven that composite materials can be used to repair damaged aluminum structure. Successful pilot programs have produced flight performance history to establish the durability of bonded composite patches as a permanent repair on commercial aircraft structures. With this foundation in place, this effort is adapting bonded composite repair technology to civil structures. The use of bonded composite doublers has the potential to correct the difficulties associated with current repair techniques and the ability to be applied where there are no rehabilitation options. It promises to be cost-effective with minimal disruption to the users of the structure. This report concludes a study into the application of composite patches on thick steel structures typically used in mining operations. Extreme fatigue, temperature, erosive, and corrosive environments induce an array of equipment damage. The current weld repair techniques for these structures provide a fatigue life that is inferior to that of the original plate. Subsequent cracking must be revisited on a regular basis. The use of composite doublers, which do not have brittle fracture problems such as those inherent in welds, can help extend the structure's fatigue life and reduce the equipment downtime. Two of the main issues for adapting aircraft composite repairs to civil applications are developing an installation technique for carbon steel and accommodating large repairs on extremely thick structures

    A trash problem at the Fort Randall hydropower project threatened to affect operations and cause potential machinery damage. When traditional approaches to clean away the trash were judged unfeasible, US Army Corps of Engineers managers developed a combined mechanical cleanup and underwater diving program. A contractor successfully removed 500 tons of debris at a cost of about $302,000. The dive plan and problems experienced during the project are detailed in the article.

    The two broad categories of deposited weld metal repair and fiber-reinforced composite repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repairs and for fiber-reinforced composite repair. To date, all of the experimental work pertaining to the evaluation of potential repair methods has focused on fiber-reinforced composite repairs. Hydrostatic testing was also conducted on four pipeline sections with simulated corrosion damage: two with composite liners and two without.

    The emergency diesel generator (EDG) of a nuclear power plant has the role of supplying emergency electric power to protect the reactor core system in the event of the loss of offsite power supply. Therefore, EDGs should be subject to periodic surveillance testing to verify their ability to supply specified frequencies and voltages at design power levels within a limited time. To maintain optimal reliability of EDGs, condition monitoring/diagnosis technologies must be developed. Changing from periodic disassemble maintenance to condition-based maintenance (CBM) according to predictions of equipment condition is recommended. In this paper, the development of diagnosis technology for CBM and the application of a diesel engine condition-analysis system are described. (authors)

  6. Development and validation of nondestructive inspection techniques for composite doubler repairs on commercial aircraft

    Composite doublers, or repair patches, provide an innovative repair technique which can enhance the way aircraft are maintained. Instead of riveting multiple steel or aluminum plates to facilitate an aircraft repair, it is possible to bond a single boron-epoxy composite doubler to the damaged structure. In order for the use of composite doublers to achieve widespread use in the civil aviation industry, it is imperative that methods be developed which can quickly and reliably assess the integrity of the doubler. In this study, a specific composite application was chosen on an L-1011 aircraft in order to focus the tasks on application and operation issues. Primary among inspection requirements for these doublers is the identification of disbonds, between the composite laminate and aluminum parent material, and delaminations in the composite laminate. Surveillance of cracks or corrosion in the parent aluminum material beneath the doubler is also a concern. No single nondestructive inspection (NDI) method can inspect for every flaw type, therefore it is important to be aware of available NDI techniques and to properly address their capabilities and limitations. A series of NDI tests were conducted on laboratory test structures and on full-scale aircraft fuselage sections. Specific challenges, unique to bonded composite doubler applications, were highlighted. An array of conventional and advanced NDI techniques were evaluated. Flaw detection sensitivity studies were conducted on applicable eddy current, ultrasonic, X-ray and thermography based devices. The application of these NDI techniques to composite doublers and the results from test specimens, which were loaded to provide a changing flaw profile, are presented in this report. It was found that a team of these techniques can identify flaws in composite doubler installations well before they reach critical size.

    The Department of Housing and Urban Development (HUD) residential solar heating and cooling demonstration program provided funding support for over 600 solar projects. These projects provide the largest single data base of solar heating and cooling experience now available. These data suggest that maintenance and system operation have been mixed even though system configurations are similar throughout the program. HUD has been involved in the upgrading of one-third of the 600 solar projects and now can report that projects can be maintained with a more uniform level of effort.

The objective of this maintenance plan is to provide baseline information for compliance to the DOE Order 4330.4A, to identify needed improvements, and to document the planned maintenance budget for Fiscal Year (FY) 1993 and to estimate maintenance budgets for FY 1994 and FY 1995 for all PNL facilities. Using the results of the self-assessment, PNL has selected 12 of the 36 elements of the Maintenance Program defined by DOE Order 4330.4A, Chapter I, for improvement. The elements selected for improvement are: Facility Condition Inspections; Work Request (Order) System; Formal Job Planning and Estimating; Work Performance (Time) Standards; Priority System; Maintenance Procedures and Other Work-Related Documents; Scheduling System; Post Maintenance Testing; Backlog Work Control; Equipment Repair History and Vendor Information; Work Sampling; and Identification and Control. Based upon a graded approach and current funding, those elements considered most important have been selected as goals for earliest compliance.   12. Design, build, develop and test a fieldworthy spiral tool and packer for casing repair

    A new method for sealing casing is under research and development by Nu-Bore Systems. The method involves internally lining a section of the wellbore with a multi-layer spiral wrapping of a high strength, corrosion resistant metal interleaved with a high bond strength, resilient epoxy. The high strength metal is preferably a copper based alloy hardened to a very high strength in order to resist the internal and external pressures of downhole environments. The epoxy adhesive formulation is one that forms a bond between the steel inner wall of the casing and copper alloy strip. The copper alloy strip spiral wraps are interleaved with epoxy, and the whole system provides a high level of outward directed spring force and, thus, resists both internal and externally directed forces. In this report, the cost savings to the nation's energy program was estimated to be in the range of hundreds of millions of dollars per year, and the method was judged technically feasible once certain well defined engineering obstacles are Overcome. The objective of this program is to develop a joint between packer segments that is easily assembled before lowering downhole and easily disassembled after the sealing job is done. In addition, this tool joint must expand uniformly as though it were a part of the rubber and must not fail under the relatively high pressure of the epoxy cure cycle. The overall goal of the work was to design, build, develop, and test a spiral tool and packer into a single universal tool that can repair casings with diameters varying from 4.5 to 7 inches.

    Most of the world`s remaining high output petroleum reservoirs tend to be located in the deep ocean. Existing capabilities are challenged for producing oil in 3,000 to 6,000 feet of sea water. It may be possible to extrapolate these existing capabilities for deeper operations but with an associated exponential cost increase. Based on technologies derived from Department of Defense programs, the authors have proposed a subsea completion installation and maintenance concept that requires no mechanical ties between the surface and the bottom of the ocean. Using tetherless underwater vehicles, a modularized subsea completion system can be delivered to the ocean floor, where it is assembled, inter-connected, and tested. The concept is further amplified in the paper.

    The two broad categories of fiber-reinforced composite liner repair and deposited weld metal repair technologies were reviewed and evaluated for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Principal conclusions from a survey of natural gas transmission industry pipeline operators can be summarized in terms of the following performance requirements for internal repair: (1) Use of internal repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling when a new bore must be created to solve a leak or other problem. (3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) The most common size range for 80% to 90% of operators surveyed is 508 mm (20 in.) to 762 mm (30 in.), with 95% using 558.8 mm (22 in.) pipe.     Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

  19. Maintenance Free Fluidic Transfer and Mixing Devices for Highly Radioactive Applications - Design, Development, Deployment and Operational Experience

    Power Fluidics is the generic name for a range of maintenance-free fluid transfer and mixing devices, capable of handling a wide range of highly radioactive fluids, jointly developed by British Nuclear Group, its US-based subsidiary BNG America, and AEA Technology. Power Fluidic devices include Reverse Flow Diverters (RFDs), Vacuum Operated Slug Lifts (VOSLs), and Air Lifts, all of which have an excellent proven record for pumping radioactive liquids and sludges. Variants of the RFD, termed Pulse Jet Mixers (PJMs) are used to agitate and mix tank contents, where maintenance-free equipment is desirable, and where a high degree of homogenization is necessary. The equipment is designed around the common principle of using compressed air to provide the motive force to transfer liquids and sludges. These devices have no moving parts in contact with the radioactive medium and therefore require no maintenance in radioactive areas of processing plants. Once commissioned, Power Fluidic equipment has been demonstrated to operate for the life of the facility. Over 800 fluidic devices continue to operate safely and reliably in British Nuclear Group's nuclear facilities at the Sellafield site in the United Kingdom, and some of these have done so for almost 40 years. More than 400 devices are being supplied by AEA Technology and BNG America for the Waste Treatment Plant (WTP) at the Hanford Site in southeastern Washington State, USA.     The two broad categories of deposited weld metal repair and fiber-reinforced composite liner repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repair and for fiber-reinforced composite liner repair. Evaluation trials have been conducted using a modified fiber-reinforced composite liner provided by RolaTube and pipe sections without liners. All pipe section specimens failed in areas of simulated damage. Pipe sections containing fiber-reinforced composite liners failed at pressures marginally greater than the pipe sections without liners. The next step is to evaluate a liner material with a modulus of elasticity approximately 95% of the modulus of elasticity for steel. Preliminary welding parameters were developed for deposited weld metal repair in preparation of the receipt of Pacific Gas & Electric's internal pipeline welding repair system (that was designed specifically for 559 mm (22 in.) diameter pipe) and the receipt of 559 mm (22 in.) pipe sections from Panhandle Eastern. The next steps are to transfer welding parameters to the PG&E system and to pressure test repaired pipe sections to failure. A survey of pipeline operators was conducted to better understand the needs and performance requirements of the natural gas transmission industry regarding internal repair. Completed surveys contained the following principal conclusions: (1) Use of internal weld repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings.     This is the final report covering a June 2004 through May 2009 grant to support the certification of solar thermal collectors and systems. The Solar Rating and Certification Corporation (SRCC) has developed and maintained minimum standards and performance tests for solar water heating components and systems since 1980. The objective of this project was to continue the SRCC certification program and implement enhancements to the standards and test methods used to determine product durability and calculate performance ratings. This objective was met by supporting the operation of the certification programs and by performing five additional technical tasks that addressed specific areas that were identified for enhancement. Statistics on certifications and lists of issues that were addressed are reported.

    Neutron detectors are commonly used by the nuclear materials processing industry to monitor fissile materials in process vessels and tanks. The proper functioning of these neutron monitors must be periodically evaluated. We have developed and placed in routine use a PC-based multichannel analyzer (MCA) system for on-line BF3 and He-3 gas-filled detector function testing. The automated system: 1) acquires spectral data from the monitor system, 2) analyzes the spectrum to determine the detector`s functionality, 3) makes suggestions for maintenance or repair, as required, and 4) saves the spectrum and results to disk for review. The operator interface has been designed to be user-friendly and to minimize the training requirements of the user. The system may also be easily customized for various applications

    Safety standards development for maintenance facilities of liquid and compressed gas fueled large-scale vehicles is required to ensure proper facility design and operation envelopes. Standard development organizations are utilizing risk-informed concepts to develop natural gas vehicle (NGV) codes and standards so that maintenance facilities meet acceptable risk levels. The present report summarizes Phase I work for existing NGV repair facility code requirements and highlights inconsistencies that need quantitative analysis into their effectiveness. A Hazardous and Operability study was performed to identify key scenarios of interest. Finally, scenario analyses were performed using detailed simulations and modeling to estimate the overpressure hazards from HAZOP defined scenarios. The results from Phase I will be used to identify significant risk contributors at NGV maintenance facilities, and are expected to form the basis for follow-on quantitative risk analysis work to address specific code requirements and identify effective accident prevention and mitigation strategies.

  10. Risk-based maintenance modeling. Prioritization of maintenance importances and quantification of maintenance effectiveness

    This report describes methods for prioritizing the risk importances of maintenances using a Probabilistic Risk Assessment (PRA). Approaches then are described for quantifying their reliability and risk effects. Two different PRA importance measures, minimal cutset importances and risk reduction importances, were used to prioritize maintenances; the findings show that both give similar results if appropriate criteria are used. The justifications for the particular importance measures also are developed. The methods developed to quantify the reliability and risk effects of maintenance actions are extensions of the usual reliability models now used in PRAs. These extended models consider degraded states of the component, and quantify the benefits of maintenance in correcting degradations and preventing failures. The negative effects of maintenance, including downtimes, also are included. These models are specific types of Markov models. The data for these models can be obtained from plant maintenance logs and from the Nuclear Plant Reliability Data System (NPRDS). To explore the potential usefulness of these models, the authors analyzed a range of postulated values of input data. These models were used to examine maintenance effects on a components reliability and performance for various maintenance programs and component data. Maintenance schedules were analyzed to optimize the component`s availability. In specific cases, the effects of maintenance were found to be large.

    A general description is provided of the basic mathematics and use of Weibull statistical models for modeling component failures and maintenance costs as a function of time. The applicability of the model to wind turbine components and subsystems is discussed with illustrative examples of typical component reliabilities drawn from actual field experiences. Example results indicate the dominant role of key subsystems based on a combination of their failure frequency and repair/replacement costs.     Altos Hornos de Mexico (AHMSA) is a steel company located in Northern Mexico, in the state of Coahuila. Currently there are three blast furnaces in operation and one more about to finish its general repair. This last one is to remain as a back-up unit. Because of blast furnace hearth wear outs AHMSA has developed some maintenance procedures. These procedures are based on titanium ore additions and hearth thermic control monitoring. There are also some other maintenance practices adopted to the working operations to assure that such operations detect and avoid in time hearth wear outs that place personnel and/or the unit in danger (due to hearth leaks). This paper describes titanium ore addition to No. 2 blast furnace during the final campaign and it also illustrates maintenance practices and continuous monitoring of temperature trends both of which were implemented at AHMSA`s No. 5 blast furnace.

  14. Further Evolution of Composite Doubler Aircraft Repairs Through a Focus on Niche Applications

    The number of commercial airframes exceeding twenty years of service continues to grow. A typical aircraft can experience over 2,000 fatigue cycles (cabin pressurizations) and even greater flight hours in a single year. An unavoidable by-product of aircraft use is that crack and corrosion flaws develop throughout the aircraft's skin and substructure elements. Economic barriers to the purchase of new aircraft have created an aging aircraft fleet and placed even greater demands on efficient and safe repair methods. The use of bonded composite doublers offers the airframe manufacturers and aircraft maintenance facilities a cost effective method to safety extend the lives of their aircraft. Instead of riveting multiple steel or aluminum plates to facilitate an aircraft repair, it is now possible to bond a single Boron-Epoxy composite doubler to the damaged structure. The FAA's Airworthiness Assurance Center at Sandia National Labs (AANC) is conducting a program with Boeing and Federal Express to validate and introduce composite doubler repair technology to the US commercial aircraft industry. This project focuses on repair of DC-10 structure and builds on the foundation of the successful L-1011 door corner repair that was completed by the AANC, Lockheed-Martin, and Delta Air Lines. The L-1011 composite doubler repair was installed in 1997 and has not developed any flaws in over three years of service, As a follow-on effort, this DC-1O repair program investigated design, analysis, performance (durability, flaw containment, reliability), installation, and nondestructive inspection issues. Current activities are demonstrating regular use of composite doubler repairs on commercial aircraft. The primary goal of this program is to move the technology into niche applications and to streamline the design-to-installation process. Using the data accumulated to date, the team has designed, analyzed, and developed inspection techniques for an array of composite doubler repairs

Failure pressure for pipe repaired with carbon fiber-reinforced composite liner was greater than that of the un-repaired pipe section with damage, indicating that this type of liner is effective at restoring the pressure containing capability of pipe. Pipe repaired with weld deposition failed at pressures lower than that of un-repaired pipe in both the virgin and damaged conditions, indicating that this repair technology is less effective at restoring the pressure containing capability of pipe than a carbon fiber-reinforced liner repair. Physical testing indicates that carbon fiber-reinforced liner repair is the most promising technology evaluated to-date. Development of a comprehensive test plan for this process is recommended for use in the next phase of this project.

    This Integrated Program of Experimental Diagnostics at the NNSS is an integrated prioritized work plan for the Nevada National Security Site (NNSS), formerly the Nevada Test Site (NTS), program that is independent of individual National Security Enterprise Laboratories’ (Labs) requests or specific Subprograms being supported. This prioritized work plan is influenced by national priorities presented in the Predictive Capability Framework (PCF) and other strategy documents (Primary and Secondary Assessment Technologies Plans and the Plutonium Experiments Plan). This document satisfies completion criteria for FY 2010 MRT milestone #3496: Document an integrated, prioritized work plan for diagnostic development, maintenance, and supporting capability. This document is an update of the 3-year NNSS plan written a year ago, September 21, 2009, to define and understand Lab requests for diagnostic implementation. This plan is consistent with Lab interpretations of the PCF, Primary Assessment Technologies, and Plutonium Experiment plans.

    In this paper the authors very briefly review the types of damage observed and repairs performed in hydroprocessing reactors. The authors will summarize the fundamental damage mechanisms, and where in the reactors they have needed to make repairs over the years. The era from the 1960`s through about 1990 will be briefly discussed. They describe in more detail repairs undertaken in the 1990`s. Finally, they will note important technical issues their industry faces regarding repairs, and the long term reliable operation of these vessels.

  19. Iron production maintenance effectiveness system

    In 1989, an internal study in the Coke and Iron Maintenance Department identified the opportunities available to increase production, by decreasing unscheduled maintenance delays from 4.6%. A five year front loaded plan was developed, and presented to the company president. The plan required an initial investment of $1.4 million and a conservative break-even point was calculated to be 2.5 years. Due to budget restraints, it would have to be self-funded, i.e., generate additional production or savings, to pay for the program. The program began in 1991 at number 2 coke plant and the blast furnaces. This paper will describe the Iron Production Maintenance Effectiveness System (ME), which began with the mechanical and pipefitting trades.

    A new method for sealing casing is under research and development by Nu-Bore Systems. The method involves internally lining a section of the wellbore with a multi-layer spiral wrapping of a high strength, corrosion resistant metal interleaved with a high bond strength, resilient epoxy. The high strength metal is preferably a copper based alloy hardened to a very high strength in order to resist the internal and external pressures of downhole environments. The epoxy adhesive formulation is one that forms a bond between the steel inner wall of the casing and copper alloy strip. The copper alloy strip spiral wraps are interleaved with epoxy, and the whole system provides a high level of outward directed spring force and, thus, resists both internal and externally directed forces. In this report, the cost savings to the nation`s energy program was estimated to be in the range of hundreds of millions of dollars per year, and the method was judged technically feasible once certain well defined engineering obstacles are Overcome. The objective of this program is to develop a joint between packer segments that is easily assembled before lowering downhole and easily disassembled after the sealing job is done. In addition, this tool joint must expand uniformly as though it were a part of the rubber and must not fail under the relatively high pressure of the epoxy cure cycle. The overall goal of the work was to design, build, develop, and test a spiral tool and packer into a single universal tool that can repair casings with diameters varying from 4.5 to 7 inches.

    EUV mask blanks are fabricated by depositing a reflective Mo/Si multilayer film onto super-polished substrates. Small defects in this thin film coating can significantly alter the reflected field and introduce defects in the printed image. Ideally one would want to produce defect-free mask blanks; however, this may be very difficult to achieve in practice. One practical way to increase the yield of mask blanks is to effectively repair multilayer defects, and to this effect they present two complementary defect repair strategies for use on multilayer-coated EUVL mask blanks. A defect is any area on the mask which causes unwanted variations in EUV dose in the aerial image obtained in a printing tool, and defect repair is correspondingly defined as any strategy that renders a defect unprintable during exposure. The term defect mitigation can be adopted to describe any strategy which renders a critical defect non-critical when printed, and in this regard a non-critical defect is one that does not adversely affect device function. Defects in the patterned absorber layer consist of regions where metal, typically chrome, is unintentionally added or removed from the pattern leading to errors in the reflected field. There currently exists a mature technology based on ion beam milling and ion beam assisted deposition for repairing defects in the absorber layer of transmission lithography masks, and it is reasonable to expect that this technology will be extended to the repair of absorber defects in EUVL masks. However, techniques designed for the repair of absorber layers can not be directly applied to the repair of defects in the mask blank, and in particular the multilayer film. In this paper they present for the first time a new technique for the repair of amplitude defects as well as recent results on the repair of phase defects.

The improved vehicle is, therefore, better able to perform its intended function of filling surface imperfections while moving over those surfaces at near normal traffic speeds.

  5. Structural health and prognostics management for the enhancement of offshore wind turbine operations and maintenance strategies

    Offshore wind turbines are an attractive source for clean and renewable energy for reasons including their proximity to population centers and higher capacity factors. One obstacle to the more widespread installation of offshore wind turbines in the USA, however, is that recent projections of offshore operations and maintenance costs vary from two to five times the land-based costs. One way in which these costs could be reduced is through use of a structural health and prognostics management (SHPM) system as part of a condition-based maintenance paradigm with smart loads management. Our paper contributes to the development of such strategies by developing an initial roadmap for SHPM, with application to the blades. One of the key elements of the approach is a multiscale simulation approach developed to identify how the underlying physics of the system are affected by the presence of damage and how these changes manifest themselves in the operational response of a full turbine. A case study of a trailing edge disbond is analysed to demonstrate the multiscale sensitivity of damage approach and to show the potential life extension and increased energy capture that can be achieved using simple changes in the overall turbine control and loads management strategy. Finally, the integration of health monitoring information, economic considerations such as repair costs versus state of health, and a smart loads management methodology provides an initial roadmap for reducing operations and maintenance costs for offshore wind farms while increasing turbine availability and overall profit.

    Genetic integrity in proliferating cells is guaranteed by the harmony of DNA replication, appropriate DNA repair, and segregation of the duplicated genome. Breast cancer susceptibility gene BRCA2 is a unique tumor suppressor that is involved in all three processes. Hence, it is critical in genome maintenance. The functions of BRCA2 in DNA repair and homology-directed recombination (HDR) have been reviewed numerous times. Here, I will briefly go through the functions of BRCA2 in HDR and focus on the emerging roles of BRCA2 in telomere homeostasis and mitosis, then discuss how BRCA2 exerts distinct functions in a cell-cycle specific manner in the maintenance of genomic integrity. - Highlights: • BRCA2 is a multifaceted tumor suppressor and is crucial in genetic integrity. • BRCA2 exerts distinct functions in cell cycle-specific manner. • Mitotic kinases regulate diverse functions of BRCA2 in mitosis and cytokinesis.

    A well-designed control system facilitates the functions of machine operation, maintenance and development. In addition, the overall effectiveness of the control system can be greatly enhanced by providing reliable mechanisms for coordination and communication, ensuring that these functions work in concert. For good operability, the information presented to operators should be consistent and easy to understand. The user interfaces should be simple to customize. A maintainable system allows a broken element to be quickly identified and repaired while leaving the balance of the system available. In a research and development environment, the control system must meet the frequently changing requirements of a variety of customers. This means the system must be flexible enough to allow for ongoing modifications with minimal disruptions to operations. Beyond the hardware and software elements of the control system, appropriate processes must be in place to maximize system uptime and allow people to work efficiently. Processes that provide automatic electronic communication ensure that information is not lost and reaches its destination in a timely fashion. This paper discusses how these control system design and quality issues have been applied at the Thomas Jefferson National Accelerator Facility. *This work was supported by the U.S. DOE contract No. DE-AC05-84ER40150.

  13. Aircraft Propeller Hub Repair

    The team performed a literature review, conducted residual stress measurements, performed failure analysis, and demonstrated a solid state additive manufacturing repair technique on samples removed from a scrapped propeller hub. The team evaluated multiple options for hub repair that included existing metal buildup technologies that the Federal Aviation Administration (FAA) has already embraced, such as cold spray, high velocity oxy-fuel deposition (HVOF), and plasma spray. In addition the team helped Piedmont Propulsion Systems, LLC (PPS) evaluate three potential solutions that could be deployed at different stages in the life cycle of aluminum alloy hubs, in addition to the conventional spray coating method for repair. For new hubs, a machining practice to prevent fretting with the steel drive shaft was recommended. For hubs that were refurbished with some material remaining above the minimal material condition (MMC), a silver interface applied by an electromagnetic pulse additive manufacturing method was recommended. For hubs that were at or below the MMC, a solid state additive manufacturing technique using ultrasonic welding (UW) of thin layers of 7075 aluminum to the hub interface was recommended. A cladding demonstration using the UW technique achieved mechanical bonding of the layers showing promise as a viable repair method.

    Korea Atomic Energy Research Institute (KAERI) has been developing an Advanced Spent Fuel Conditioning Process (ACP) to reduce the volume of spent fuel, and the construction of the ACP facility (ACPF) for a demonstration of its technical feasibility has been completed. In 2006 two inactive demonstrations were performed with simulated fuels in the ACPF. Accompanied by process equipment performance tests, its remote operability and maintainability were also tested during that time. Procedures for remote operation tasks are well addressed in this study and evaluated thoroughly. Also, remote maintenance and repair tasks are addressed regarding some important modules with a high priority order. The above remote handling test's results provided a lot of information such as items to be revised to improve the efficiency of the remote handling tasks. This paper deals with the current status of ACP and the progress of remote handling of ACPF. (authors)

    Performance-based inspection and maintenance strategies utilize measures of equipment performance to help guide inspection and maintenance activities. A relevant measure of performance for safety system components is component unavailability. The component unavailability can also be input into a plant risk model such as a Probabilistic Risk Assessment (PRA) to determine the associated plant risk performance. Based on the present and projected unavailability performance, or the present and projected risk performance, the effectiveness of current maintenance activities can be evaluated and this information can be used to plan future maintenance activities. A significant amount of information other than downtimes or failure times is collected or can be collected when an inspection or maintenance is conducted which can be used to estimate the component unavailability. This information generally involves observations on the condition or state of the component or component piecepart. The information can be detailed such as the amount of corrosion buildup or can be general such as the general state of the component described as {open_quotes}high degradation{close_quotes}, {open_quotes}moderate degradation{close_quotes}, or {open_quotes}low degradation{close_quotes}. Much of the information collected in maintenance logs is qualitative and fuzzy. As part of an NRC Research program on performance-based engineering modeling, approaches have been developed to apply Fuzzy Set Theory to information collected on the state of the component to determine the implied component or component piecepart unavailability. Demonstrations of the applications of Fuzzy Set Theory are presented utilizing information from plant maintenance logs. The demonstrations show the power of Fuzzy Set Theory in translating engineering information to reliability and risk implications.

    An EPRI Tailored Collaboration project establishing guidelines and tools for implementing Reliability Centered Maintenance (RCM) in substations is nearing completion and final results are being presented at this Substation RCM Conference. The ultimate goal of this RCM project is to help utilities slash substation operations and maintenance costs by optimizing equipment maintenance intervals. Preventive maintenance (PM) programs typically have been developed on a component-by-component basis, relying heavily on equipment vendors` maintenance recommendations. RCM is a logical alternative to traditional PM programs. It is intelligent, common sense maintenance that is function-based rather than component-based. First developed by the airline industry in the 1960s and further developed and applied to the nuclear industry by EPRI in the 1980s, RCM ranks the importance of each function of a system, calculates the impact the loss of the function would have on the overall system, and drives the design of appropriate maintenance tasks for each function. The nuclear industry reaped savings of at least 25% by adopting RCM, and one utility that tried this approach for substation maintenance reported savings of 13% in one year.

    Implementation of quality maintenance programs is essential to enhancing sustainable continuous operations of United States funded Materials Protection, Control and Accountability (MPC and A) equipment/systems upgrades at various Russian nuclear facilities. An effective maintenance program is expected to provide assurances to both parties for achieving maximum continuous systems operations with minimum down time. To be effective, the program developed must focus on minimum down time for any part of a system. Minimum down time is realized through the implementation of a quality maintenance program that includes preventative maintenance, necessary diagnostic tools, properly trained technical staff, and an in-house inventory of required spare parts for repairing the impacted component of the system. A centralized maintenance management program is logistically essential for the success of this effort because of the large volume of MPC and A equipment/systems installed at those sites. This paper will discuss current programs and conditions at the Russian Research Center-Kurchatov Institute, the All-Russian Scientific Institute for Technical Physics and the All-Russian Research Institute of Experimental Physics and will address those steps necessary to implement an upgraded program at those sites.

One way in which these costs could be reduced is through use of a structural health and prognostics management (SHPM) system as part of a condition-based maintenance paradigm with smart loads management. Our paper contributes to the development of such strategies bymoredeveloping an initial roadmap for SHPM, with application to the blades. One of the key elements of the approach is a multiscale simulation approach developed to identify how the underlying physics of the system are affected by the presence of damage and how these changes manifest themselves in the operational response of a full turbine. A case study of a trailing edge disbond is analysed to demonstrate the multiscale sensitivity of damage approach and to show the potential life extension and increased energy capture that can be achieved using simple changes in the overall turbine control and loads management strategy. Finally, the integration of health monitoring information, economic considerations such as repair costs versus state of health, and a smart loads management methodology provides an initial roadmap for reducing operations and maintenance costs for offshore wind farms while increasing turbine availability and overall profit.less

    This feasibility study examines reliability centered maintenance (RCM) as it applies to Bonneville Power Administrations (BPA) substation maintenance program. Reliability techniques are examined in evaluated. Existing BPA equipment maintenance procedures are documented. Equipment failure history is considered. Economic impacts are estimated. Various equipment instrumentation methods are reviewed. Based on this analysis a prototype system is proposed. The prototype will be implemented in two phases. Phase 1 is to be completed in 1992, it includes instrumenting one power transformer and one oil circuit breaker. Software development will focus on displaying data. Phase 2 is to be completed the following year. The remaining transformers and breakers will be instrumented during the second phase. Software development will focus on predictive maintenance techniques and maintenance decision support.

    This project addresses the needs of the rapidly growing photovoltaic (PV) operations and maintenance (O&M) industry to ensure that solar projects are maintained at a high level of consistency and quality. A working group of financial and legal firms, solar developers, O&M service providers, and utilities will contribute to a PV O&M Best Practice document, sharing field data in a performance database and a failure and reliability database. The group will also create a PV O&M Cost Model to estimate costs of delivering a PV O&M program that considers system characteristics and which conditions determine the optimal cleaning and repair schedules for solar projects. This work will enable financial firms to easily categorize, predict, and support solar projects with lower financing costs, which will increase the effectiveness of O&M and the resulting energy delivery and reduce the cost of maintaining PV systems.

  14. Steam trap maintenance management saves $180,000 annually

    The Reichhold Chemical plant is located in Elizabeth, NJ. At this location, the cost of steam had skyrocketed to $5.30 per million Btu. The plant has 600 steam traps manufactured by ten different companies. Some 17 different models of traps are used with 33 piping configurations. There are five different operating pressures throughout the plant ranging from 15-175 psig, including 30, 65, and 120 psig. Five different applications of steam usage can be broken down as follows: steam tracing (56%); drip (21%); comfort heating (18%); tank coil (4%); and process (1%). In the fall of 1983, the annual yearly inspection of steam traps was supplanted with an independent trap survey service, specializing in detecting the malfunctioning of various types of steam traps. The basic program included location and tagging of all steam traps; survey and inspection of steam trap population; development of a trap map; and full computer analysis of collected data. It was determined that approximately 3919 lb/hr of steam could be saved by repairing the failed open traps and implementing the report's recommendations. There were also benefits from fixing the failed closed traps which were out of service at the time of the survey. These traps do not allow the flow of steam or condensate to pass through the orifice. This condition causes condensate to back up and reduce efficiency. The maintenance management has been pleased with the results and recommendations of the program. It has provided them with a complete inventory and status report of the 600 traps plantwide. It saved $180,000 over the previous year in energy expenditures. This was the most important contribution in lowering the plant energy costs.

    During the 1992 reline of the No. 3 blast furnace, three new stoves were constructed. The design of the stoves, equipped with internal ceramic burners, was for providing a hot blast temperature of 2,000 F at a wind rate of 140,000 SCFM. After 3 years the performance had deteriorated so the burners were cleaned. When a second cleaning did not improve the performance of No. 3 blast furnace, it was decided to repair the refractory while still hot. The paper describes the hot repair procedures, taking a stove off for repairs, maintenance heat up during repairs, two stove operation, stove commissioning, repair of a ceramic burner, and wet gas prevention.

    Nowadays various techniques for the fastest possible intermediate repair and/or emplacement of refractory materials above the tuyere level allow a significant extension of furnace campaign life. The latter are hence now exclusively determined by the service life of the hearth. The improvement of hearth monitoring and the estimation of residual brick strength of the refractory lining on the basis of temperature measurements in the hearth enable the location of individual zones of premature wear. These measurement methods, which were developed by Thyssen Stahl AG, aid the decision to undertake selective repair of the hearth. Three areas of repair are differentiated: taphole zone; hearth wall, localized; and hearth wall, extensive. This hearth repair method is described in this report using the example of hearth refurbishing blast furnace 8, Hamborn.

    A recent survey by the US Nuclear Regulatory Commission (NRC) of maintenance practices at US nuclear power plants confirms that spare parts availability is, to some extent, a problem at all but a few plants, and that 57% of the plants sometimes operated in a limiting condition for operation over the last year due to unavailability of spare parts. That's the bad news. The good news is that significant improvement is possible without ballooning inventory. The vast majority of total dollar value of spare parts inventory at power generation stations, whether nuclear or fossil, is rarely used (parts or components that are used 12 or less times per year including many with a history of no use for many years). Inventory Solutions of Akron, Ohio, has developed such a tool, called rarely used inventory stocking logic (RUSL) which is a user-friendly decision support tool for setting spare parts reorder points. Based on statistical computations enhanced to include the most advanced techniques developed for use in aerospace and military combat readiness, RUSL calculates the optimum stocking level to achieve the desired spare part availability at the station. In doing so, it considers the importance of the part in preventing an outage, as well as key economic ordering parameters, such as part cost, carrying cost, number of parts in service, historical observed usage, anticipated future usage, and lead time to replenish.

The significant achievements of this project include: 1) Construction of the computational pipeline for searching DDR&R genes, building and validation of 3D models of proteins involved in DDR&R; 2) Functional and structural annotation of the 3D models and generation of comprehensive lists of suggested knock-out mutations; and the development of a method to predict the effects of mutations. The objective of the program was to reduce Operation and Maintenance (O and M) costs by applying predictive/condition based maintenance practices to energized substation equipment. This report presents a summary of the project including: how new and existing diagnostic technologies and equipment were evaluated and utilized; how information was gathered in program cost justification and savings and specific work procedures and program administrative aids for a SPDM process. The program was effective in implementing a preventive or condition based maintenance process for participating utilities--enhancing the prioritization or work, redirecting maintenance activity and reducing costs. This document can serve as an implementation guide with lessons learned for substation predictive maintenance processes or to compare and contrast programs currently in place.

  5. Lead exposure in a petroleum refinery during maintenance and repair activities

    Exposure to inorganic lead (Pb) may result in a petroleum refinery when paints that contain Pb are disturbed. Frequently performed activities that disturb paint include welding, burning, cutting, abrasive blasting, sanding, grinding, and needle gun chipping. The purpose of the study reported in this article was: to determine the Pb content of paint on metal surfaces in a petroleum refinery; to measure air Pb concentrations during abrasive blasting, torch cutting and burning, and power disk sanding/grinding on surfaces coated with Pb paint; and to evaluate the effectiveness of worker exposure controls by monitoring worker blood Pb (PbB) levels. Pb levels on representative metal surfaces were measured, and most painted surfaces were found to contain significant amounts of Pb. Personal air samples collected indicated that abrasive blasting and torch burning/cutting resulted in elevated air Pb levels, while short duration power disk sanding (less than 30 minutes duration) did not result in elevated air Pb levels as compared to the Occupational Safety and Health Administration permissible exposure limit. Despite these elevated air Pb levels, exposure controls including personal protective equipment, housekeeping, showering, work area isolation, and training effectively prevented elevated worker PbB levels. 6 refs., 4 figs., 3 tabs.

    The objective of this research was to study candidate OTEC 40 MWe systems to determine underwater inspection requirements, and the instrumentation, equipment and data acquisition systems which will be required for inspection of the structure and monitoring of the operational condition of the system. The study was based on current literature, existing offshore platforms, discussions with experts in the field, and on the experience and judgment of the investigators. Results of the study are published in the form of a report showing the background, approach, data and information obtained. Conclusions and recommendations are presented.

    This paper points out that the leak, which had been present for such a long time, completely saturated the perlite insulation with hydrocarbons, thus rendering the entire operation of inspection, repair, and maintenance of the inner tank a hazardous operation. It emphasizes the safety aspects, which were complicated by the saturated perlite as well as by the fact that the tank is situated in the middle of the LPG storage area with LPG tanks on either side. Tank design, making preparations, inspection, and repair are discussed. The fact that the leaking flanges were originally installed damaged, indicated the future need of tighter company quality control of all contractors work.

    The objective of this research is to determine the role of DNA repair in mutagenesis and carcinogenesis in mammalian cells. More specifically, mutant strains will be selected which are deficient in various DNA repair pathways. These strains will be studied with regard to (1) the nature of the defect in repair, and (2) the mutability and transformability of the defective cells by various agents as compared to the wild type parental cells. The results to date include progress in the following areas: (1) determination of optimum conditions for growth and maintenance of cells and for quantitative measurement of various cellular parameters; (2) investigation of the effect of holding mutagenized cells for various periods in a density inhibited state on survival and on mutation and transformation frequencies; (3) examination of the repair capabilities of BHK cells, as compared to repair-proficient and repair-deficient human cells and excision-deficient mouse cells, as measured by the reactivation of Herpes simplex virus (HSV) treated with radiation and ethylmethane sulfonate (EMS); (4) initiation of host cell reactivation viral sucide enrichment and screening of survivors of the enrichment for sensitivity to ionizing radiation; and (5) investigation of the toxicity, mutagenicity, and carcinogenicity of various metabolites of 4-nitroquinoline-1-oxide (4-NQO).   12. Fabrication Flaw Density and Distribution In Repairs to Reactor Pressure Vessel and Piping Welds

    The Pacific Northwest National Laboratory is developing a generalized fabrication flaw distribution for the population of nuclear reactor pressure vessels and for piping welds in U.S. operating reactors. The purpose of the generalized flaw distribution is to predict component-specific flaw densities. The estimates of fabrication flaws are intended for use in fracture mechanics structural integrity assessments. Structural integrity assessments, such as estimating the frequency of loss-of-coolant accidents, are performed by computer codes that require, as input, accurate estimates of flaw densities. Welds from four different reactor pressure vessels and a collection of archived pipes have been studied to develop empirical estimates of fabrication flaw densities. This report describes the fabrication flaw distribution and characterization in the repair weld metal of vessels and piping. This work indicates that large flaws occur in these repairs. These results show that repair flaws are complex in composition and sometimes include cracks on the ends of the repair cavities. Parametric analysis using an exponential fit is performed on the data. The relevance of construction records is established for describing fabrication processes and product forms. An analysis of these records shows there was a significant change in repair frequency over the years when these components were fabricated. A description of repair flaw morphology is provided with a discussion of fracture mechanics significance. Fabrication flaws in repairs are characterized using optimized-access, high-sensitivity nondestructive ultrasonic testing. Flaw characterizations are then validated by other nondestructive evaluation techniques and complemented by destructive testing.

    The research performed under this contract has been concentrated on the relationship between inducible DNA repair systems, mutagenesis and the competent state in the gram positive bacterium Bacillus subtilis. The following results have been obtained from this research: (1) competent Bacillus subtilis cells have been developed into a sensitive tester system for carcinogens; (2) competent B. subtilis cells have an efficient excision-repair system, however, this system will not function on bacteriophage DNA taken into the cell via the process of transfection; (3) DNA polymerase III is essential in the mechanism of the process of W-reactivation; (4) B. subtilis strains cured of their defective prophages have been isolated and are now being developed for gene cloning systems; (5) protoplasts of B. subtilis have been shown capable of acquiring DNA repair enzymes (i.e., enzyme therapy); and (6) a plasmid was characterized which enhanced inducible error-prone repair in a gram positive organism.

    Nuclear units nationwide are struggling to increase plant reliability and availability while at the same time reduce their operating and maintenance costs. Some very costly investments have been made in programs such as Reliability Centered Maintenance [RCM]. Florida Power and Light's approach at the St. Lucie Nuclear Plant has taken a slightly different approach. Building on our knowledge of the RCM process and an already existing 'World Class' Predictive Maintenance Program, a 'Condition-Based' Maintenance Program that takes advantage of the RCM philosophy and our toolbox full of advanced and highly successful predictive maintenance technologies. These tools currently consist of vibration analysis, lubricant analysis (both physical property and wear metals analysis, thermographic analysis, motor current signature analysis, tribology and process parameter trending. All employed with the intent to evaluate a machines health. This machine health check allows the forecasting of future preventative maintenance [PM's] tasks and the revision of existing PM's to maximize machine performance and eliminate 'no-value-added' maintenance activities/costs. Within the last year, the Condition-Based Maintenance Program has produced a cost saving of approximately $1.5 million dollars. As the program matures, these cost savings will accumulate well into the millennium. (authors)

    This feasibility study examines reliability centered maintenance (RCM) as it applies to Bonneville Power Administrations (BPA) substation maintenance program. Reliability techniques are examined in evaluated. Existing BPA equipment maintenance procedures are documented. Equipment failure history is considered. Economic impacts are estimated. Various equipment instrumentation methods are reviewed. Based on this analysis a prototype system is proposed. The prototype will be implemented in two phases. Phase 1 is to be completed in 1992, it includes instrumenting one power transformer and one oil circuit breaker. Software development will focus on displaying data. Phase 2 is to be completed the following year. The remaining transformers and breakers will be instrumented during the second phase. Software development will focus on predictive maintenance techniques and maintenance decision support.

The FFTF is a research and test reactor located near Richland, Washington, and is operated under contract for the DOE by the B&W Hanford Company (BWHC). The intent of this Maintenance Implementation Plan (MIP) is to describe the manner in which the activities of the maintenance function are executed and controlled at the FFTF and how this compares to the requirements of DOE 4330.4B. The MIP ii a living document that is updated through a Facility Maintenance Self- Assessment Program. During the continuing self-assessment program, any discrepancies found are resolved to meet DOE 4330.4B requirements and existing practices. The philosophy of maintenance management at the FFTF is also describe within this MIP. This MIP has been developed based on information obtained from various sources including the following: * A continuing self-assessment against the requirements of the Conduct of Maintenance Order * In-depth reviews conducted by the members of the task team that assembled this MIP * Inputs from routine audits and appraisals conducted at the facility The information from these sources is used to identify those areas in which improvements could be made in the manner in which the facility conducts maintenance activities. The action items identified in Rev. 1 of the MIP have been completed. The MIP is arranged in six sections. Section I is this Executive Summary. Section 2 describes the facility and its 0683 history.     The first ever full-scale tests of an unmanned, deepwater-pipeline repair system were successfully conducted last year off the coast of Italy. The Italian gas-transmission company SNAM tested a submersible automatic system (SAS) sealine repair system at a depth of 600 m. The modular SAS allows sealines to be repaired by installation of the Nuovo Pignone mechanical connector. The system's trials simulated complete repair intervention on the 20-in. Trans mediterranean pipeline and provided unprecedented experience to SNAM and to the other involved in this project. The paper discusses the origin of the idea for the SAS, the design of the system, construction and testing, the first sea trials, final deep sea trials, and future developments.

    DNA, the genetic blueprint, has the remarkable property of encoding its own repair following diverse types of structural damage induced by external agents or normal metabolism. We are studying the interplay of DNA damaging agents, repair genes, and their protein products to decipher the complex biochemical pathways that mediate such repair. Our research focuses on repair processes that correct DNA damage produced by chemical mutagens and radiation, both ionizing and ultraviolet. The most important type of DNA repair in human cells is called excision repair. This multistep process removes damaged or inappropriate pieces of DNA -- often as a string of 29 nucleotides containing the damage -- and replaces them with intact ones. We have isolated, cloned, and mapped several human repair genes associated with the nucleotide excision repair pathway and involved in the repair of DNA damage after exposure to ultraviolet light or mutagens in cooked food. We have shown that a defect in one of these repair genes, ERCC2, is responsible for the repair deficiency in one of the groups of patients with the recessive genetic disorder xeroderma pigmentosum (XP group D). We are exploring ways to purify sufficient quantities (milligrams) of the protein products of these and other repair genes so that we can understand their functions. Our long-term goals are to link defective repair proteins to human DNA repair disorders that predispose to cancer, and to produce DNA-repair-deficient mice that can serve as models for the human disorders.

    DNA adducts play a central role in chemical carcinogenesis. The analysis of formation and repair of smoking-related DNA adducts remains particularly challenging as both smokers and nonsmokers exposed to smoke are repetitively under attack from complex mixtures of carcinogens such as polycyclic aromatic hydrocarbons and N -nitrosamines. The bulky DNA adducts, which usually have complex structure, are particularly important because of their biological relevance. Several known cellular DNA repair pathways have been known to operate in human cells on specific types of bulky DNA adducts, for example, nucleotide excision repair, base excision repair, and direct reversal involving O 6more » -alkylguanine DNA alkyltransferase or AlkB homologs. Understanding the mechanisms of adduct formation and repair processes is critical for the assessment of cancer risk resulting from exposure to cigarette smoke, and ultimately for developing strategies of cancer prevention. This paper highlights the recent progress made in the areas concerning formation and repair of bulky DNA adducts in the context of tobacco carcinogen-associated genotoxic and carcinogenic effects.« less

    An exposure assessment was performed at the equipment and vehicle maintenance repair shops operating at the U. S. Department of Energy Hanford site, in Richland, Washington. The maintenance shops repair and maintain vehicles and equipment used in support of the Hanford cleanup mission. There are three general mechanic shops and one auto body repair shop. The mechanics work on heavy equipment used in construction, cranes, commercial motor vehicles, passenger-type vehicles in addition to air compressors, generators, and farm equipment. Services include part fabrication, installation of equipment, repair and maintenance work in the engine compartment, and tire and brake services. Work performed at the auto body shop includes painting and surface preparation which involves applying body filler and sanding. 8-hour time-weighted-average samples were collected for benzene and noise exposure and task-based samples were collected for lead dust work activities involving painted metal surfaces. Benzene samples were obtained using 3M™ 3520 sampling badges and were analyzed for additional volatile organic compounds. These compounds were selected based on material safety data sheet information for the aerosol products used by the mechanics for each day of sampling. The compounds included acetone, ethyl ether, toluene, xylene, VM&P naphtha, methyl ethyl ketone, and trichloroethylene. Laboratory data for benzene, VM&P naphtha, methyl ethyl ketone and trichloroethylene were all below the reporting detection limit. Airborne concentrations for acetone, ethyl ether, toluene and xylene were all less than 10% of their occupational exposure limit. The task-based samples obtained for lead dusts were submitted for a metal scan analysis to identify other metals that might be present. Laboratory results for lead dusts were all below the reporting detection limit and airborne concentration for the other metals observed in the samples were less than 10% of the occupational exposure limit

    A maintenance optimization study for substation components can be most effective when Reliability Centered Maintenance (RCM) Analysis is combined with a Predictive Maintenance (PDM) Assessment. If the two processes are performed concurrently, the benefit-to-cost ratios for each is increased. Also, the cost of implementing RCM recommendations for condition monitoring can be minimized, while maximizing their impact at the same time. This paper presents the essential elements of both the RCM and PDM processes, and describes how they work together in a substation environment as a comprehensive maintenance assessment tool. Descriptions of recent experiences are also included.

    The repair of O{sup 6} -alkylguanine in DNA involves only O{sup 6} -methyltransferase (MGMT) while the repair of N-alkylpurines requires multiple proteins including N-methylpurine-DNA glycosylase (MPG). While the biochemical properties human and mouse MGMTs are very similar, the mouse MPG removes 7-methylguanine more efficiently than the human protein. An increased level of MGMT, without a change in the level of MPG associated with gene amplification, was observed in a mouse cell line resistant to 2-chloroethyl-N-nitrosourea. In contrast, no correlation was observed between MPG level and resistance to methyl methanesulfonate in Chinese hamster ovary (CHO) cells. This result suggests a protein other than MPG limits the repair rate of N-alkylpurine in CHO cells.

  9. INTERNAL REPAIR OF GAS PIPLINES SURVEY OF OPERATOR EXPERIENCE AND INDUSTRY NEEDS REPORT

    A repair method that can be applied from the inside of a gas transmission pipeline (i.e., a trenchless repair) is an attractive alternative to conventional repair methods since the need to excavate the pipeline is precluded. This is particularly true for pipelines in environmentally sensitive and highly populated areas. The objectives of the project are to evaluate, develop, demonstrate, and validate internal repair methods for pipelines; develop a functional specification for an internal pipeline repair system; and prepare a recommended practice for internal repair of pipelines. The purpose of this survey is to better understand the needs and performance requirements of the natural gas transmission industry regarding internal repair. A total of fifty-six surveys were sent to pipeline operators. A total of twenty completed surveys were returned, representing a 36% response rate, which is considered very good given the fact that tailored surveys are known in the marketing industry to seldom attract more than a 10% response rate. The twenty survey responses produced the following principal conclusions: (1) Use of internal weld repair is most attractive for river crossings, under other bodies of water (e.g., lakes and swamps) in difficult soil conditions, under highways, under congested intersections, and under railway crossings. All these areas tend to be very difficult and very costly if, and where, conventional excavated repairs may be currently used. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling (HDD) when a new bore must be created to solve a leak or other problem in a water/river crossing. (3) The typical travel distances required can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.).   10. VALIDATION OF SPRING OPERATED PRESSURE RELIEF VALVE TIME TO FAILURE AND THE IMPORTANCE OF STATISTICALLY SUPPORTED MAINTENANCE INTERVALS

    The Savannah River Site operates a Relief Valve Repair Shop certified by the National Board of Pressure Vessel Inspectors to NB-23, The National Board Inspection Code. Local maintenance forces perform inspection, testing, and repair of approximately 1200 spring-operated relief valves (SORV) each year as the valves are cycled in from the field. The Site now has over 7000 certified test records in the Computerized Maintenance Management System (CMMS); a summary of that data is presented in this paper. In previous papers, several statistical techniques were used to investigate failure on demand and failure rates including a quantal response method for predicting the failure probability as a function of time in service. The non-conservative failure mode for SORV is commonly termed 'stuck shut'; industry defined as the valve opening at greater than or equal to 1.5 times the cold set pressure. Actual time to failure is typically not known, only that failure occurred some time since the last proof test (censored data). This paper attempts to validate the assumptions underlying the statistical lifetime prediction results using Monte Carlo simulation. It employs an aging model for lift pressure as a function of set pressure, valve manufacturer, and a time-related aging effect. This paper attempts to answer two questions: (1) what is the predicted failure rate over the chosen maintenance/ inspection interval; and do we understand aging sufficient enough to estimate risk when basing proof test intervals on proof test results?

  13. DNA repair efficiency in germ cells and early mouse embryos and consequences for radiation-induced transgenerational genomic damage

    Exposure to ionizing radiation and other environmental agents can affect the genomic integrity of germ cells and induce adverse health effects in the progeny. Efficient DNA repair during gametogenesis and the early embryonic cycles after fertilization is critical for preventing transmission of DNA damage to the progeny and relies on maternal factors stored in the egg before fertilization. The ability of the maternal repair machinery to repair DNA damage in both parental genomes in the fertilizing egg is especially crucial for the fertilizing male genome that has not experienced a DNA repair-competent cellular environment for several weeks prior to fertilization. During the DNA repair-deficient period of spermatogenesis, DNA lesions may accumulate in sperm and be carried into the egg where, if not properly repaired, could result in the formation of heritable chromosomal aberrations or mutations and associated birth defects. Studies with female mice deficient in specific DNA repair genes have shown that: (i) cell cycle checkpoints are activated in the fertilized egg by DNA damage carried by the sperm; and (ii) the maternal genotype plays a major role in determining the efficiency of repairing genomic lesions in the fertilizing sperm and directly affect the risk for abnormal reproductive outcomes. There is also growing evidence that implicates DNA damage carried by the fertilizing gamete as a mediator of postfertilization processes that contribute to genomic instability in subsequent generations. Transgenerational genomic instability most likely involves epigenetic mechanisms or error-prone DNA repair processes in the early embryo. Maternal and embryonic DNA repair processes during the early phases of mammalian embryonic development can have far reaching consequences for the genomic integrity and health of subsequent generations.

The activities addressed in the INEEL Sitewide Operations and Maintenance Plan are reported in this document. Waste Area Groups 7 and 8 are not reported in this document. Waste Area Group 7 is an operating facility, and the status of its operations is reported directly to the regulatory agencies. Waste Area Group 8 is excluded from this report, because it falls outside the direct control of U.S. Department of Energy Idaho Operations Office. The INEEL Sitewide Institutional Controls Plan discusses the inspection, maintenance, repair, and reporting activities involving institutional controls at the Idaho National Laboratory Site. Therefore, the maintenance of institutional controls is not discussed in this report. The Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan provides a reference to support this report by providing current and projected facility and land uses and by listing the Comprehensive Environmental Response, Compensation, and Liability Act sites.

    The Pacific Northwest National Laboratory (PNNL) is developing a generalized flaw size and density distribution for the population of U.S. reactor pressure vessels (RPVs). The purpose of the generalized flaw distribution is to predict vessel specific flaw rates for use in probabilistic fracture mechanics calculations that estimate vessel failure probability. Considerable progress has been made on the construction of an engineering data base of fabrication flaws in U.S. nuclear RPVs. The fabrication processes and product forms used to construct U.S. RPVs are represented in the data base. A validation methodology has been developed for characterizing the flaws for size, shape, orientation, and composition. The relevance of construction records has been established for describing fabrication processes and product forms. The fabrication flaws were detected in material removed from cancelled nuclear power plants using high sensitivity nondestructive ultrasonic testing, and validated by other nondestructive evaluation (NDE) techniques, and complemented by destructive testing. This paper describes research that has generated data on welding flaws, which indicated that the largest flaws occur in weld repairs. Recent research results confirm that repair flaws are complex in composition and may include cracks on the repair ends. Section III of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code for nuclear power plant components requires radiographic examinations (RT) of welds and requires repairs for RT indications that exceed code acceptable sizes. PNNL has previously obtained the complete construction records for two RPVs. Analysis of these records show a significant change in repair frequency.

    Information concerning times to repair or restore equipment to service given a failure is valuable to probabilistic risk assessments (PRAs). Examples of such uses in modern PRAs include estimation of the probability of failing to restore a failed component within a specified time period (typically tied to recovering a mitigating system before core damage occurs at nuclear power plants) and the determination of mission times for support system initiating event (SSIE) fault tree models. Information on equipment repair or restoration times applicable to PRA modeling is limited and dated for U.S. commercial nuclear power plants. However, the Mitigating Systems Performance Index (MSPI) program covering all U.S. commercial nuclear power plants provides up-to-date information on restoration times for a limited set of component types. This paper describes the MSPI program data available and analyzes the data to obtain median and mean component restoration times as well as non-restoration cumulative probability curves. The MSPI program provides guidance for monitoring both planned and unplanned outages of trains of selected mitigating systems deemed important to safety. For systems included within the MSPI program, plants monitor both train UA and component unreliability (UR) against baseline values. If the combined system UA and UR increases sufficiently above established baseline results (converted to an estimated change in core damage frequency or CDF), a “white” (or worse) indicator is generated for that system. That in turn results in increased oversight by the US Nuclear Regulatory Commission (NRC) and can impact a plant’s insurance rating. Therefore, there is pressure to return MSPI program components to service as soon as possible after a failure occurs.   10. CleanFleet. Final report: Volume 3, vehicle maintenance and durability

    CleanFleet is a demonstration of panel vans operating on five alternative motorfuels in commercial package delivery operations in the South Coast Air Basin of California. The five alternative fuels are propane gas, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), methanol (M-85 with 15 percent RFG), and electricity. Data were gathered on in-use emissions, operations, and fleet economics. This volume of the final report summarizes the maintenance required on these vans from the time they were introduced into the demonstration (April through early November 1992) until the end of the demonstration in September 1994. The vans were used successfully in FedEx operations; but, to varying degrees, the alternative fuel vehicles required more maintenance than the unleaded gasoline control vehicles. The maintenance required was generally associated with the development state of the fuel-related systems. During the demonstration, no non-preventive maintenance was required on the highly developed fuel-related systems in any of the unleaded gasoline production vehicles used either as controls or as RFG test vehicles. The maintenance problems encountered with the less developed systems used in this demonstration may persist in the short term with vehicles featuring the same or similar systems. This means that fleet operators planning near-term acquisitions of vehicles incorporating such systems should consider the potential for similar problems when (1) selecting vendors and warranty provisions and (2) planning maintenance programs.

    ENEL S.p.A. operates about sixty fossil power plants in Italy for a total installed power of more than 37,000 MW. This paper describes the pilot-project to apply Reliability Centered Maintenance (RCM) methodology at the {open_quotes}La Casella{close_quotes} Fossil Power Plant (4 x 320 MW units, oil fired). The project was performed by an ENEL working group (Generation and R&D Divisions) with assistance from ERIN, Engineering and Research, Inc. The first phase of the project confirmed the application and validity of the streamlined RCM method called Plant Maintenance Optimization (PMO) on the Condensate and Feedwater Systems. The second phase evaluated the effectiveness of the PMO method as used to developed an optimized maintenance program for five systems - Vent & Drain and Chemical Reagents, Boiler Start-Up, Boiler Auxiliaries, Blowing Compressors, and Air & Flue Gas. The conclusions of the project are consistent with other successful streamlined RCM applications (1) The PMO method is valid and applicable to fossil power plants; (2) Streamlined RCM approaches allow significant reduction in the time spent to perform an RCM analysis, without sacrificing the quality of the results; (3) PMO is effective in defining an optimized maintenance program; (4) The maintenance program developed through the analysis can be easily updated when the criticality criteria and/or maintenance history change.

  17. Remote reactor repair: GTA (gas tungsten Arc) weld cracking caused by entrapped helium

    A repair patch was welded to the wall of a nuclear reactor tank using remotely controlled thirty-foot long robot arms. Further repair was halted when gas tungsten arc (GTA) welds joining type 304L stainless steel patches to the 304 stainless steel wall developed toe cracks in the heat-affected zone (HAZ). The role of helium in cracking was investigated using material with entrapped helium from tritium decay. As a result of this investigation, and of an extensive array of diagnostic tests performed on reactor tank wall material, helium embrittlement was shown to be the cause of the toe cracks.

  18. Automatic coke oven heating control system at Burns Harbor for normal and repair operation

    An automatic heating control system for coke oven batteries was developed in 1985 for the Burns Harbor No. 1 battery and reported in the 1989 Ironmaking Conference Proceedings. The original system was designed to maintain a target coke temperature at a given production level under normal operating conditions. Since 1989, enhancements have been made to this control system so that it can also control the battery heating when the battery is under repair. The new control system has improved heating control capability because it adjusts the heat input to the battery in response to anticipated changes in the production schedule. During a recent repair of this 82 oven battery, the pushing schedule changed from 102 ovens/day to 88 ovens/day, then back to 102 ovens/day, then to 107 ovens/day. During this repair, the control system was able to maintain the coke temperature average standard deviation at 44 F, with a maximum 75 F.

    This thesis is a compilation of a general introduction and literature review that ties together the subsequent chapters which consist of two journal articles that have yet to be submitted for publication. The overall topic relates to the evaluation and application of a new class of cyanate ester resin with unique properties that lend it applicable to use as a resin for injection repair of high glass transition temperature polymer matrix composites. The first article (Chapter 2) details the evaluation and optimization of adhesive properties of this cyanate ester and alumina nanocomposites under different conditions. The second article (Chapter 3) describes the development and evaluation of an injection repair system for repairing delaminations in polymer matrix composites.

    At the heart of the single-step liquid phase syngas-to-DME process (LPDME{trademark}) is a catalyst system that can be active as well as stable. In the Alternative Fuels I program, a dual-catalyst system containing a Cu-based commercial methanol synthesis catalyst (BASF S3-86) and a commercial dehydration material ({gamma}-alumina) was demonstrated. It provided the productivity and selectivity expected from the LPDME process. However, the catalyst system deactivated too rapidly to warrant a viable commercial process [1]. The mechanistic investigation in the early part of the DOE's Alternative Fuels II program revealed that the accelerated catalyst deactivation under LPDME conditions is due to detrimental interaction between the methanol synthesis catalyst and methanol dehydration catalyst [2,3]. The interaction was attributed to migration of Cu- and/or Zn-containing species from the synthesis catalyst to the dehydration catalyst. Identification of a dehydration catalyst that did not lead to this detrimental interaction while retaining adequate dehydration activity was elusive. Twenty-nine different dehydration materials were tested, but none showed the desired performance [2]. The search came to a turning point when aluminum phosphate was tested. This amorphous material is prepared by precipitating a solution containing Al(NO{sub 3}){sub 3} and H{sub 3}PO{sub 4} with NH{sub 4}OH, followed by washing, drying and calcination. The aluminum phosphate catalyst has adequate dehydration activity and good stability. It can co-exist with the Cu-based methanol synthesis catalyst without negatively affecting the latter catalyst's stability. This report documents the details of the development of this catalyst. These include initial leads, efforts in improving activity and stability, investigation and development of the best preparation parameters and procedures, mechanistic understanding and resulting preparation guidelines, and the accomplishments of this work.

    The Cementitious Barriers Partnership (CBP) is a collaborative program sponsored by the US DOE Office of Waste Processing. The objective of the CBP is to develop a set of computational tools to improve understanding and prediction of the long-term structural, hydraulic, and chemical performance of cementitious barriers and waste forms used in nuclear applications. CBP tools are expected to better characterize and reduce the uncertainties of current methodologies for assessing cementitious barrier performance and increase the consistency and transparency of the assessment process, as the five-year program progresses. In September 2009, entering its second year of funded effort, the CBP sought opportunities to provide near-term tangible support to DOE Performance Assessments (PAs). The Savannah River Saltstone Disposal Facility (SDF) was selected for the initial PA support effort because (1) cementitious waste forms and barriers play a prominent role in the performance of the facility, (2) certain important long-term behaviors of cementitious materials composing the facility are uncertain, (3) review of the SDF PA by external stakeholders is ongoing, and (4) the DOE contractor responsible for the SDF PA is open to receiving technical assistance from the CBP. A review of the current (SRR Closure & Waste Disposal Authority 2009) and prior Saltstone PAs (e.g., Cook et al. 2005) suggested five potential opportunities for improving predictions. The candidate topics considered were (1) concrete degradation from external sulfate attack, (2) impact of atmospheric exposure to concrete and grout before closure, such as accelerated slag and Tc-99 oxidation, (3) mechanistic prediction of geochemical conditions, (4) concrete degradation from rebar corrosion due to carbonation, and (5) early age cracking from drying and/or thermal shrinkage. The candidate topics were down-selected considering the feasibility of addressing each issue within approximately six months, and

    Florida Power Corporation recently completed a Fossil Plant Maintenance Optimization project at it`s Crystal River Units 4 and 5 coal fired power plant. The project combined Streamlined Reliability Centered Maintenance (SRCM) techniques with a Predictive Maintenance (PDM) Assessment to analyze eleven of the plants systems that represent the principal contributors to maintenance costs. The plant had an extensive existing maintenance program that included several types of condition monitoring. The Benefit-to-Cost analysis indicates that the annual savings associated with the project recommendations result in a payback period of less than one year. This paper summarizes the types of recommendations that were made and describes the processes used for both the SRCM analysis and the PDM Assessment. The SRCM analysis used proven techniques and software that have been used on other projects, including some sponsored by EPRI. The PDM Assessment process was similar to processes used previously for EPRI and non- EPRI utilities; however, this was the first project where the two processes were modified to take advantage of work performed using the other. All of the recommendations developed by the SRCM analysts were reviewed by the PDM analysts before they were finalized. The structure and flow of the project is also described including how the SRCM and PDM analysts interfaced with the plant staff and how implementation was facilitated. The analysis relied on plant experience related to the operation and maintenance history of the equipment. The recommendations for each system were reviewed by a team consisting of the first-line maintenance supervisors, the maintenance planners, and the plant technical services group. The project recommendations are essentially two-thirds implemented, with many of them implemented before the analysis was completed.

    Assuring the safe operation of a nuclear power plant depends, to a large extent, on how effectively one understands and manages the aging-related degradation that occurs in structures, systems, and components (SSCs). Aging-related degradation is typically managed through a nuclear plant`s maintenance program. A review of 44 Maintenance Team Inspection (MTI) Reports indicated that while some plant organizations appeared to assume a proactive mode in preventing aging-related failures of their SSCs important to safety, others seemed to be taking a passive or reactive mode. Across all plants, what is clearly needed, is a strong recognition of the importance of aging-related degradation and the use of existing organizational assets to effectively detect and mitigate those effects. Many of those assets can be enhanced by the consideration of organizational and management factors necessary for the implementation of an effective aging management program. This report provides a discussion of this program.
