This report is the first product of an ongoing project to monitor the efforts of states to remove regulatory barriers to, and provide financial incentives for, utility investment in demand-side management (DSM) resources. The project was commissioned by the National Association of Regulatory Utility Commissioners (NARUC) in response to growing interest among regulators for a comprehensive survey of developments in this area. Each state report beings with an overview of the state's progress toward removing regulatory barriers and providing incentives for DSM. Information is organized under five headings: status; IRP regulations and practice; current treatment of DSM, directions and trends; commission contact person. Where applicable, each overview is followed by one or more sections that report on specific incentive proposals or mechanisms within the state. Information on each proposal or mechanism is organized under eight headings. A notation on each page identifies the utility or other group associated with the proposal or mechanism. The Federal government also exercises extensive regulatory authority in the area. The introductory section examines the regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and concludes with an inquiry into the practical use of the doctrine by the FERC. A developer must obtain title or interest to a streambed from the proper riparian owners. Ohio provides assistance to an electric company in this undertaking by providing it with the power of eminent domain in the event it is unable to reach a purchase agreement with the riparian proprietors. The Ohio Water Law is discussed in detail, followed by discussions: Licensing, Permitting, and Review Procedures; Indirect Considerations; Ohio Public Utilities Commission; Ohio Department of Energy; Incidental Provision; and Financial Considerations.

DEVELOPMENT OF PERSONAL PROTECTIVE EQUIPMENT FOR DECONTAMINATION AND DECOMMISSIONING

The purpose of this one-year investigation is to perform a technology integration/search, thereby ensuring that the safest and most cost-effective options are developed and subsequently used during the deactivation and decommissioning (D&D) of U.S. Department of Energy Environmental Management (DOE-EM) sites. Issues of worker health and safety are the main concern, followed by cost. Two lines of action were explored: innovative Personal Cooling Systems (PCS) and Personal Monitoring Equipment (PME). PME refers to sensors affixed to the worker that warn of an approaching heat stress condition, thereby preventing it. Three types of cooling systems were investigated: Pre-Chilled or Forced-Air System (PCFA), Umbilical Fluid-Chilled System (UFCS), and Passive Vest System (PVS). Of these, the UFCS leads the way. The PVS or Gel pack vest lagged due to a limited cooling duration. And the PCFA or chilled liquid air supply was cumbersome and required an expensive and complex recharge system. The UFCS in the form of the Personal Ice Cooling System (PICS) performed exceptionally. The technology uses a chilled liquid circulating undergarment and a Personal Protective Equipment (PPE) external pump and ice reservoir. The system is moderately expensive, but the recharge is low-tech and inexpensive enough to offset the cost. There are commercially available PME that can be augmented to meet the DOE's heat stress alleviation need. The technology is costly, in excess of $4,000 per unit. Workers easily ignore the alarm. The benefit to health & safety is indirect so can be overlooked. A PCS is a more justifiable expenditure.

This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. The purpose of this research was to analyze past and present federal incentives to production of various energy sources and thereby assist the Division of Conservation and Solar Applications, Department of Energy, in the study and recommendation of federal incentives for the development of solar energy. The research was divided into five parts: a survey of current thought about incentives for solar energy production; the theoretical approach to analyzing and characterizing incentives; a generic view of the energy incentive creating landscape for 1978; analysis of the major energy sources (nuclear, hydro, coal, electricity, oil, and gas) along their trajectories from exploration to waste management, including their costs in 1978 dollars; and insights into potential incentives for solar policy. Economic, political, organizational, and legal viewpoints were considered in formulating the typology of incentives. Eight types of incentives were identified.

The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

A primer on incentive regulation for electric utilities

In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

Subnational policies pertaining to photovoltaic (PV) systems have increased in volume in recent years and federal incentives are set to be phased out over the next few. Understanding how subnational policies function within and across jurisdictions, thereby impacting PV market development, informs policy decision making. This report was developed for subnational policy-makers and researchers in order to aid the analysis on the function of PV system incentives within the emerging PV deployment market. The analysis presented is based on a 'logic engine,' a database tool using existing state, utility, and local incentives allowing users to see the interrelationships between PV system incentives and parameters, such as geographic location, technology specifications, and financial factors. Depending on how it is queried, the database can yield insights into which combinations of incentives are available and most advantageous to the PV system owner or developer under particular circumstances. This is useful both for individual system developers to identify the most advantageous incentive packages that they qualify for as well as for researchers and policymakers to better understand the patch work of incentives nationwide as well as how they drive the market.

This executive summary describes the relationship of Federal law and regulation to state law and regulation of small-scale hydroelectric facilities. It also highlights important features of the constitutional law, statutory law, case law, and regulations of each of the six New England states. The summary may serve as a concise overview of and introduction to the detailed reports prepared by the Energy Law Institute on the legal and regulatory systems of each of the six states. The dual regulatory system is a function of the federalist nature of our government. This dual system is examined from the standpoint of the appropriate legal doctrine, i.e., the law of pre-emption, and the application of this law to the case of hydroelectric development. The regulation of small dams are discussed and flow diagrams of the regulations are presented for each of the six states - Maine, Massachusetts, Vermont, New Hampshire, Vermont, and Connecticut.

This user manual will walk the reader through the spreadsheet tool, including its layout and conventions, offering context on how and why it was created. This user manual will also provide instructions on how to populate the model with inputs that are appropriate for a specific jurisdiction's policymaking objectives and context. Finally, the user manual will describe the results and outline how these results may inform decisions about long-term renewable energy support programs.

A good, functional Hydrogen Fluoride Gasbadge dosimeter has been developed for sampling of airborne HF vapor. The device is small (7.7 cm {times} 5.4 cm {times} 1.9 cm) and can easily and conveniently be worn on one`s lapel. It consists of polyethylene and polypropylene parts and a triethanolamine-impregnated polyproylene collection element. It is completely self contained, requiring no pumps, impingers, or sampling tubes. Subsequent to sampling, the collection element is analyzed quickly and easily with a fluoride selective-ion electrode. Laboratory tests were conducted to determine precision, linearity, interference effects, influences of temperature and humidity, and collection element stability over time. Results of the tests indicate that the Abcor Gasbadge HF dosimeter is an excellent passive HF monitor for work spaces, and that results obtained with it are accurate within {plus_minus}25%. These results have been corroborated in a field study.

Analysis of how changed federal regulations and economic incentives affect financing of geothermal projects

The effects of various financial incentives on potential developers of geothermal electric energy are studied and the impact of timing of plant construction costs on geothermal electricity costs is assessed. The effect of the geothermal loan guarantee program on decisions by investor-owned utilities to build geothermal electric power plants was examined. The independent firms which specialize in geothermal resource development are described. The role of municipal and cooperative utilities in geothermal resource development was assessed in detail. The report will identify key renewable energy cost modeling options, highlight the policy implications of choosing one approach over the other, and present recommendations on the optimal characteristics of a model to calculate rates for cost-based incentives, feed-in tariffs (FITs), or similar policies. These recommendations will be utilized in designing the Cost of Renewable Energy Spreadsheet Tool (CREST). Three CREST models will be publicly available and capable of analyzing the cost of energy associated with solar, wind, and geothermal electricity generators. The CREST models will be developed for use by state policymakers, regulators, utilities, developers, and other stakeholders to assist them in current and future rate-setting processes for both FIT and other renewable energy incentive payment structures and policy analyses.

Making solar laws work: a study of state solar energy incentives

The results of a research investigation of solar financial and research, demonstration, and development (RD and D) incentive programs in 18 states are summarized. The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

Reducing Electrical Power Use with a Performance Based Incentive

This Departmental Energy Management Program (DEMP) funded Model Program Study developed out of a potential DOE-ID Performance Based Incentive for the Idaho National Engineering and Environmental Laboratory (INEEL), lasting from October 2001 through May 2002, which stressed reductions in electrical usage. An analysis of demand usage obtained from monthly INEEL Power Management electric reports revealed reductions in demand from a majority of the site areas. The purpose of this Model Program study was to determine the methods and activities that were used at these site areas to achieve the reductions in demand and to develop these demand reduction methods and activities into a Model Program that could be shared throughout the INEEL and DOE complex-wide for additional demand savings. INEEL Energy Management personnel interviewed contacts from the eight areas which had achieved a consistent reduction in demand during the study period, namely, Idaho Nuclear Technology and Engineering Center (INTEC), Test Area North (TAN), Power Burst Facility (PBF), Test Reactor Area (TRA) including Advanced Test Reactor ATR), Engineering Test Reactor (ETR), and Materials Test Reactor (MTR) areas, Central Facilities Area (CFA), Specific Manufacturing Capability (SMC), Radioactive Waste Management Complex (RWMC), and Argonne National Laboratory-West (ANLW). The information that resulted from the interviews indicated that more than direct demand and energy reduction actions were responsible for the recorded reductions in demand. INEEL Energy Management identified five categories of actions or conditions that contributed to the demand reduction. These categories are Decontamination and Decommissioning (D&D), employee actions, improvements, inactivation for maintenance, and processes. The following information details the findings from the study.

Financial Analysis of Incentive Mechanisms to Promote Energy Efficiency: Case Study of a Prototypical Southwest Utility

Many state regulatory commissions and policymakers want utilities to aggressively pursue energy efficiency as a strategy to mitigate demand and energy growth, diversify the resource mix, and provide an alternative to building new, costly generation. However, as the National Action Plan for Energy Efficiency (NAPEE 2007) points out, many utilities continue to shy away from aggressively expanding their energy efficiency efforts when their shareholder's fundamental financial interests are placed at risk by doing so. Thus, there is increased interest in developing effective ratemaking and policy approaches that address utility disincentives to pursue energy efficiency or lack of incentives for more aggressive energy efficiency efforts. New regulatory initiatives to promote increased utility energy efficiency efforts also affect the interests of consumers. Ratepayers and their advocates are concerned with issues of fairness, impacts on rates, and total consumer costs. From the perspective of energy efficiency advocates, the quid pro quo for utility shareholder incentives is the obligation to acquire all, or nearly all, achievable cost-effective energy efficiency. A key issue for state regulators and policymakers is how to maximize the cost-effective energy efficiency savings attained while achieving an equitable sharing of benefits, costs and risks among the various stakeholders. In this study, we modeled a prototypical vertically-integrated electric investor-owned utility in the southwestern US that is considering implementing several energy efficiency portfolios. We analyze the impact of these energy efficiency portfolios on utility shareholders and ratepayers as well as the incremental effect on each party when lost fixed cost recovery and/or utility shareholder incentive mechanisms are implemented. A primary goal of our quantitative modeling is to provide regulators and policymakers with an analytic framework and tools that assess the financial impacts of alternative incentive approaches on utility shareholders and customers if energy efficiency is implemented under various utility operating, cost, and supply conditions.We used and adapted a spreadsheet-based financial model (the Benefits Calculator) which was developed originally as a tool to support the National Action Plan for Energy Efficiency (NAPEE). The major steps in our analysis are displayed graphically in Figure ES- 1. Two main inputs are required: (1) characterization of the utility which includes its initial financial and physical market position, a forecast of the utility?s future sales, peak demand, and resource strategy to meet projected growth; and (2) characterization of the Demand-Side Resource (DSR) portfolio ? projected electricity and demand savings, costs and economic lifetime of a portfolio of energy efficiency (and/or demand response) programs that the utility is planning or considering implementing during the analysis period. The Benefits Calculator also estimates total resource costs and benefits of the DSR portfolio using a forecast of avoided capacity and energy costs. The Benefits Calculator then uses inputs provided in the Utility Characterization to produce a ?business-as usual? base case as well as alternative scenarios that include energy efficiency resources, including the corresponding utility financial budgets required in each case. If a decoupling and/or a shareholder incentive mechanism are instituted, the Benefits Calculator model readjusts the utility?s revenue requirement and retail rates accordingly. Finally, for each scenario, the Benefits Calculator produces several metrics that provides insights on how energy efficiency resources, decoupling and/or a shareholder incentive mechanism impacts utility shareholders (e.g. overall earnings, return on equity), ratepayers (e.g., average customer bills and rates) and society (e.g. net resource benefits).

The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. The Michigan regulatory incentives study for electric utilities

This is the final report of Phase I of the Michigan Regulatory Incentives Study for Electric Utilities, a three-phase review of Michigan's regulatory system and its effects on resource selection by electric utilities. The goal of Phase I is to identify and analyze financial incentive mechanisms that encourage selection of resources in accord with the principles of integrated resource planning (IRP) or least-cost planning (LCP). Subsequent study phases will involve further analysis of options and possibly a collaborative formal effort to propose regulatory changes. The Phase I analysis proceeded in three steps: (1) identification and review of existing regulatory practices that affect utilities; selection of resources, particularly DSM; (2) preliminary analysis of ten financial mechanisms, and selection of three for further study; (3) detailed analysis of the three mechanisms, including consideration of how they could be implemented in Michigan and financial modeling of their likely impacts on utilities and ratepayers.

Analysis of Minimum Efficiency Standards and Rebate Incentive Programs for Domestic Refrigerators in the Pacific Northwest.

Refrigerator-freezers (R/Fs) and freezers (FRs) account for 16% of the electricity consumed in the residential sector of the Bonneville Power Administration (BPA) forecast region (Oregon, Washington, Idaho and Western Montana). After space and water heating, R/Fs are the largest residential electrical end-use. There is great potential for reducing electricity consumption in a cost-effective manner through the purchase and use of more energy-efficient R/Fs and FRs. For example, if every household in the BPA region had the best R/F model now mass-produced, the electricity savings would be about 5 billion kWh/yr, approximately the power supplied annually by 1000 MW of nuclear or coal-fired generating capacity. The Northwest Power Planning Council (NPPC) and BPA recognize the savings potential from efficient R/Fs and FRs as well as the barriers to their use. In the 1983 regional power plan, the Council directed BPA to develop and implement incentive and promotion programs for efficient appliances. The NPPC also called for the evaluation of minimum efficiency standards for appliances sold in the region. In response to this directive, the Office of Conservation in BPA funded an evaluation of both rebate incentive programs and minimum efficiency standards for R/Fs and FRs. The results are presented in this report.

Economic Incentives for Cybersecurity: Using Economics to Design Technologies Ready for Deployment

Cybersecurity practice lags behind cyber technology achievements. Solutions designed to address many problems may and do exist but frequently cannot be broadly deployed due to economic constraints. Whereas security economics focuses on the cost/benefit analysis and supply/demand, we believe that more sophisticated theoretical approaches, such as economic modeling, rarely utilized, would derive greater societal benefits. Unfortunately, today technologists pursuing interesting and elegant solutions have little knowledge of the feasibility for broad deployment of their results and cannot anticipate the influences of other technologies, existing infrastructure, and technology evolution, nor bring the solutions lifecycle into the equation. Additionally, potentially viable solutions are not adopted because the risk perceptions by potential providers and users far outweighs the economic incentives to support introduction/adoption of new best practices and technologies that are not well enough defined. In some cases, there is no alignment with redominant and future business models as well as regulatory and policy requirements. This paper provides an overview of the economics of security, reviewing work that helped to define economic models for the Internet economy from the 1990s. We bring forward examples of potential use of theoretical economics in defining metrics for emerging technology areas, positioning infrastructure investment, and building real-time response capability as part of software development. These diverse examples help us understand the gaps in current research. Filling these gaps will be instrumental for defining viable economic incentives, economic policies, regulations as well as early-stage technology development approaches, that can speed up commercialization and deployment of new technologies in cybersecurity.

Incentive program for energy efficient design of state buildings

In 1996, the State of Utah instigated a pilot program intended to improve the energy efficiency of newly designed State buildings. The goal of the program was to show that buildings could be designed to be more energy efficient than the State's energy code, ASHRAE/IES 90.1, without adding to the construction costs. Four of the eight buildings beat the code by at least 50%; one by 40% and one by only 22%. One project is still in design. This paper summarizes the program's design, implementation and results through May 3, 1998. It presents an informal evaluation and discusses program highlights - both positive and negative. The difficulties--both technical and political--in using the ASHRAE Standard for Energy Efficient Design of New Buildings (ASHRAE/IES 90.1) in an incentive-based program are discussed. Possible solutions to specific problems are presented. The impact of incentives on the design teams, their methods and the resulting design are also discussed.

Financing alternatives and incentives for solar-thermal central-receiver systems

As a result of various recently enacted incentive and regulatory legislation combined with the new administration policy and budgetary guidelines, the commercialization of solar thermal central receiver systems will involve financing alternatives other than conventional utility financing. This study was conducted to identify these potential financing alternatives and the associated requirements and impacts on the Department of Energy program. Based upon this analysis, it is concluded that the current alternative financing window is extremely short (through 1985), and that an extension or at the least a gradual phasing out, of the solar tax credits is necessary for the successful transfer of the central receiver technology to the private sector. Furthermore, throughout this time period, continued government support of the R and D activities is necessary to provide the necessary confidence in this technology for the private (financial) sector to underwrite this technology transfer. Consequently, even though the central receiver technology shows high promise for replacing a significant fraction of the oil/gas-fired utility industry peaking and intermediate generation, the current readiness status of this technology still requires further direct and indirect government support for a successful technology transfer. The direct government research and development support will provide the basis for a technological readiness and confidence, whereas the indirect tax incentive support serves to underwrite the extraordinary risks associated with the technology transfer. These support requirements need only be limited to and decreasing during this technology transfer phase, since as the systems approach successful full-scale commercialization, the extraordinary risks will be gradually eliminated. At the time of commercialization the system's value should be on a par with the installed system's cost.

Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. Much has been written in the counseling literature on the importance of training counselors to respond to the needs of culturally diverse individuals. The multicultural counseling education literature reflects a vast amount of work involving ethnic identity development. Many counselor education programs offer counselor students opportunities to raise self-awareness through reflection, introspection, and feedback. This process is considered particularly important in helping counseling students understand their own ethnic identity and its effects on counseling relationships. Counselor education is replete with methods of encouraging self-awareness and ethnic identity development. Furthermore, the advent of multicultural counseling competencies has provided counselor education programs with guidelines for training. Developing multicultural competence is complicated because counseling students must first face their own biases, prejudices, attitudes, and worldview perceptions. This process also involves raising awareness, increasing multicultural knowledge, and building a repertoire of counseling skills. Additionally, ethnic identity development has been correlated with multicultural counseling competency.

In Italy most of the technologies for producing power from bio-sources, as well as from other non-conventional renewable Energy Sources (RES), are rather mature, but their exploitation is still not completely convenient from the economic point of view. It depends on many factors, such as designing of plants, selection of energy conversion system and components, selection of installation site, size of market still too limited, high production costs of the technologies and lack of adequate financial supports. In the early nineties, in the attempt to overcome this situation, the Italian Government issued a series of measures addressed mainly to the power production from RES. This gives a short description of the regulations in force and some details about an important incentive tool (CIP 6/92 and relative decrees) for RES power plants installation. In particular, it indicates the possible power plant typologies, the criteria to assimilate the fossil fuel plants to RES ones, the present prices of electricity transferred into the grid and the methodology for updating the prices. Furthermore, the paper gives some data concerning submitted proposals, plant operation planning and their geographic distribution according to different bio-sources typologies.

Refrigerator-freezers (R/Fs) and freezers (FRs) account for 16% of the electricity consumed in the residential sector of the Bonneville Power Administration (BPA) forecast region (Oregon, Washington, Idaho and Western Montana). After space and water heating, R/Fs are the largest residential electrical end-use. The Northwest Power Planning Council (NPPC) and BPA recognize the savings potential from efficient R/Fs and FRs as well as the barriers to their use. In the 1983 regional power plan, the Council directed BPA to develop and implement incentive and promotion programs for efficient appliances. The NPPC also called for the evaluation of minimum efficiency standards for appliances sold in the region. In response to this directive, the Office of Conservation in BPA funded an evaluation of both rebate incentive programs and minimum efficiency standards for R/Fs and FRs. The results are presented in this report. The energy savings potential and economic feasibility of rebate programs and efficiency standards are the primary issues considered.

The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

An analysis of cost effective incentives for initial commercial deployment of advanced clean coal technologies

This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.

Examination of incentive mechanisms for innovative technologies applicable to utility and nonutility power generators

Innovative technologies, built by either utility or nonutility power generators, have the potential to lower costs with less environmental emissions than conventional technologies. However, the public-good nature of information, along with uncertain costs, performance, and reliability, discourages rapid adoption of these technologies. The effect of regulation of electricity production may also have an adverse impact on motivation to innovate. Slower penetration of cleaner, more efficient technologies could result in greater levels of pollution, higher electricity prices, and a reduction in international competitiveness. Regulatory incentives could encourage adoption and deployment of innovative technologies of all kinds, inducting clean coal technologies. Such incentives must be designed to offset risks inherent in innovative technology and encourage cost-effective behavior. To evaluate innovative and conventional technologies equally, the incremental cost of risk (ICR) of adopting the innovative technology must be determined. Through the ICR, the magnitude of incentive required to make a utility (or nonutility) power generator equally motivated to use either conventional or innovative technologies can be derived. Two technology risks are examined: A construction risk, represented by a 15% cost overrun, and an operating risk, represented by a increased forced outage rate (decreased capacity factor). Different incentive mechanisms and measurement criteria are used to assess the effects of these risks on ratepayers and shareholders. In most cases, a regulatory incentive could offset the perceived risks while encouraging cost-effective behavior by both utility and nonutility power generators. Not only would the required incentive be recouped, but the revenue requirements would be less for the innovative technology; also, less environmental pollution would be generated. In the long term, ratepayers and society would benefit from innovative technologies.

In the U.S., the increasing financial support for customer-sited photovoltaic (PV) systems provided through publicly-funded incentive programs has heightened concerns about the long-term performance of these systems. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in addressing PV system performance. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address factors that affect performance, and describe key implementation details. Based on this review, we then offer recommendations for how PV incentive programs can be effectively designed to mitigate potential performance issues.

Country Review of Energy-Efficiency Financial Incentives in the Residential Sector

A large variety of energy-efficiency policy measures exist. Some are mandatory, some are informative, and some use financial incentives to promote diffusion of efficient equipment. From country to country, financial incentives vary considerably in scope and form, the type of framework used to implement them, and the actors that administer them. They range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-points rewarding customers for buying highly efficient appliances (Japan). All have the primary objective of transforming the current market to accelerate the diffusion of efficient technologies by addressing up-front cost barriers faced by consumers; in most instances, efficient technologies require a greater initial investment than conventional technologies. In this paper, we review the different market transformation measures involving the use of financial incentives in the countries belonging to the Major Economies Forum. We characterize the main types of measures, discuss their mechanisms, and provide information on program impacts to the extent that ex-ante or ex-post evaluations have been conducted. Finally, we identify best practices in financial incentive programs and opportunities for coordination between Major Economies Forum countries as envisioned under the Super Efficient Appliance Deployment (SEAD) initiative.

A Global Review of Incentive Programs to Accelerate Energy-Efficient Appliances and Equipment

Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

This is the final report of Phase I of the Michigan Regulatory Incentives Study for Electric Utilities, a three-phase review of Michigan`s regulatory system and its effects on resource selection by electric utilities. The goal of Phase I is to identify and analyze financial incentive mechanisms that encourage selection of resources in accord with the principles of integrated resource planning (IRP) or least-cost planning (LCP). Subsequent study phases will involve further analysis of options and possibly a collaborative formal effort to propose regulatory changes. The Phase I analysis proceeded in three steps: (1) identification and review of existing regulatory practices that affect utilities; selection of resources, particularly DSM; (2) preliminary analysis of ten financial mechanisms, and selection of three for further study; (3) detailed analysis of the three mechanisms, including consideration of how they could be implemented in Michigan and financial modeling of their likely impacts on utilities and ratepayers.

The Assessment Team recommended that the Savannah River Operations Office (Operations Office) re-evaluate the effectiveness of the CRIP and consider either modifying the program to provide for payment only for innovative ideas, or cancel the program and utilize performance-based incentives to reward cost savings over some pre-established threshold. The objective of this audit was to determine whether the Operations Office took appropriate action in response to the Department`s internal assessment of the CRIP. The Operations Office did not take appropriate action in response to the internal assessment. The Operations Office stated that Westinghouse did not agree to the modification or cancellation of the CRIP, and the Department could not unilaterally modify or cancel the program because it was incorporated into the contract. However, the Operations Office could have substantially reduced its CRIP payments to Westinghouse without amending the contract by (1) enforcing the contract terms that required Westinghouse to use best commercial practices and industry standards in contract performance, and (2) requiring Westinghouse to comply with its internal procedures which required that cost-reduction proposals be innovative.

The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

Incentives for Methane Mitigation and Energy-Efficiency Improvements in Case of Ukraine’s Natural Gas Transmission System

Reducing methane losses is a concern for climate change policy and energy policy. The energy sector is the major source of methane emissions into the atmosphere. Reducing methane emissions and avoiding combustion can be very cost-effective, but various barriers prevent such energy-efficiency measures from taking place. To date, few examples of industry-wide improvements exist. One example of substantial investments into upgrading natural gas transmission system comes from Ukraine. The Ukrainian transmission company, Ukrtransgaz, reduced its own system’s natural gas consumption by 68 percent in 2011 compared to the level in 2005. Evaluating reductions in methane emissions is challenging because of lack of accurate data and gaps in accounting methodologies. At the same time, Ukraine’s transmission system has undergone improvements that, at the very least, have contained methane emissions, if not substantially reduced them. In this paper, we describe recent developments in Ukraine’s natural gas transmission system and analyze the incentives that forced the sector to pay close attention to its methane losses. Ukraine is one of most energy-intensive countries, among the largest natural gas consumers in the world, and a significant emitter of methane. The country is also dependent on imports of natural gas. A combination of steep increases in the price of imported natural gas, and comprehensive domestic environmental and energy policies, regional integration policy, and international environmental agreements has created conditions for successful methane emission and combustion reductions. Learning about such case studies can help us design better policies elsewhere.

A battery powered high voltage power supply is used to generate and apply a high voltage bias to a G-M tube radiation sensor. The high voltage is monitored by a low-loss sensing network which generates a feedback signal to control the high voltage power supply such that the high voltage bias is recharged to +500 VDC when the current pulses of the sensor, generated by the detection of ionizing radiatonevents, discharges the high voltage bias to +450 VDC. The rate of the ''chirps'' is controlled by the rate at which the high voltage bias is recharged, which is proportional to the radiation field intensity to which the sensor is exposed. You Share, I Share: Network Effects and Economic Incentives in P2P File-Sharing System

We study the interaction between network effects and external incentives on file sharing behavior in Peer-to-Peer (P2P) networks. Many current or envisioned P2P networks reward individuals for sharing files, via financial incentives or social recognition. Peers weigh this reward against the cost of sharing incurred when others download the shared file. As a result, if other nearby nodes share files as well, the cost to an individual node decreases. Such positive network sharing effects can be expected to increase the rate of peers who share files. In this paper, we formulate a natural model for the network effects of sharing behavior, which we term the "demand model." We prove that the model has desirable diminishing returns properties, meaning that the network benefit of increasing payments decreases when the payments are already high.
